City sees park and ride in easement's future BY DEBRA NEUTKENS REGIONAL EDITOR
PAUL DOLS | PRESS PUBLICATONS
Scaling the walls of the castle Royal princesses in training, from left, Brianna Hilton, Aoife Hiniker and Audrey Hiniker take advantage of the sunshine and warm weather on Sunday, Nov. 15 as they scramble along a wall constructed outside Mahtomedi High School to honor Zephyr Legacy Fund donors. The girls attended a tea party with cast members prior to a performance of “Once Upon a Mattress” at the Chautauqua Fine Arts Center.
WHITE BEAR LAKE — As talk of mass transit through the Highway 61 corridor gathers steam, the city is thinking a park and ride lot might be a good thing. And it has just the place: a wedge-shaped easement in the back parking lot of the White Bear Shopping Center. The state gifted the surplus right of way to the city years ago after it was determined the easement wasn't needed for the new Highway 61. But there was one condition, according to City Manager Mark Sather: it must be used for roadway or transportation purposes. In a "primer on White Bear Lake issues," Sather schooled the City Council Nov. 10 on the history behind certain easements and ordinances. He felt the council needed the background for future decision-making before he retires next month. On Sather's list of need-to-know issues was the easement behind the White Bear Shopping Center. Around the time the city acquired the parcel, the owner of the strip mall entered an agreement with the Metropolitan Transit Commission for a park and ride, Sather said. That plan was shelved when bus service changed, something the city called a "disappointment." "As we look at alternative transportation, car pooling makes sense," Sather told the council. "And it made sense for the shopping center. There's a good chance people who park their cars there would shop there. We've tried to keep that option open in our planning." The shopping center owner, Ron Trach, doesn't agree SEE EASEMENT, PAGE 9A
Not his first rodeo: Snowplow driver proves to be a real pro BY DEBRA NEUTKENS REGIONAL EDITOR
One of the best snowplow drivers in Minnesota happens to plow White Bear Lake streets. Mark Meyer is an 11-year public works employee who missed taking first place in a state snowplow rodeo last month by mere seconds. Being a top driver in one of the coldest, snowiest states in the country speaks well to Meyer's well-honed skill set. The city's street supervisor competed against 100 drivers who were required to maneuver through an obstacle course, back up in tight quarters and
traverse a cul-de-sac lined with mailboxes. When scores were tallied, Meyer was tied for first with an Anoka County employee. To break the tie, their times were considered and since Meyer was a tad slower, he took second. In his seven years of competition, Meyer placed once before in 2009 when he came in third. This is the first time he moves on to regionals — held next September in Green Bay's Lambeau Field. Meyer's boss, Public Works Superintendent Dan Pawlenty, called the plow driver the city's "snow and ice control guru."

PUBLIC SAFETY BRIEFS Sex offender moving to Birchwood A Level 3 sex offender is planning to move to Birchwood when he is released from prison later this month. Joseph Charles Zacher, 36, has notified authorities he plans to live in the area of Cedar Street and Oakridge Drive. A community notification meeting was held Nov. 17, Zacher after press time. According to court records, Zacher was convicted of burglary and fourth-degree criminal sexual conduct in 1999 and first-degree criminal sexual conduct in 2003. According to a 2010 article in the Winona Daily News: at age 18 in 1998, Zacher broke into a Houston County house and sexually assaulted a 13-year-old girl he knew from school. He received probation but was later sent to a treatment facility after trying to have sex with a woman with developmental disabilities. Zacher, who has fetal alcohol syndrome, was sent to prison after having sex in the treatment facility parking lot. In 2002 he had sex with a 12-year-old girl whom he had met at a party. He was sentenced to 12 years in prison. He was released in 2010 and lived in Winona before he was re-incarcerated on a probation violation. The Minnesota Department of Corrections website states he is presently incarcer-
ated at the Stillwater prison and is scheduled to be released on Nov. 30. Man sentenced for molesting child A man who molested his girlfriend's 6-year-old daughter in their Willernie home was sentenced to six months in jail and 25 years probation. Jeffrey Louis Dukart, 27, pleaded guilty to felony criminal sexual conduct in March and was sentenced on Nov. 12. According to the criminal complaint: In early 2013, the girl told her mother and then an investigator that Dukart had sexual contact with her on multiple occasions while the mother was at work. Dukart denied the allegations in a police interview, but soon after reportedly called the mother and told her it only happened once. Dukart had already spent 48 days in jail and those days are deducted from his sentence. Conditions of his probation include he cannot have contact with the victim or any other juvenile and he must complete sex offender treatment. Dukart, who has multiple prior misdemeanor convictions, no longer resides in Willernie. Man sentenced for statutory rape A man who had sex with a 15-year-old Vadnais Heights girl must complete jail time, home detention or community service and must register as a predatory offender.
RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Office reported the following incidents: GEM LAKE • A woman falsely reported her storage locker at Summit Mini Storage was burglarized Nov. 10. She first reported that a friend had alerted her to the break-in, then she claimed a tree had told her. WHITE BEAR TOWNSHIP • A bicycle reportedly was stolen off the rack of a vehicle in a driveway in the 4300 block of Oakmede Lane Nov. 2. • A cement bench was reported stolen from a yard in the 4000 block of Portland Avenue Nov. 3. • An employee reportedly stole nine Oxycontin pills from a co-worker at the Arby's on Meadowlands Drive on Nov. 4. • A 16-year-old boy at

VADNAIS HEIGHTS • A Koehler Road resident on Nov. 4 reported approximately $900 in fraudulent charges were made online with his debit card information. • A deputy checked on three suspicious men in the Walmart parking lot Nov. 7 and was told one of them had locked the keys in their vehicle. The keys were visible inside the vehicle, so the deputy helped them gain entry. The deputy then ran the license plate and realized, as the car drove away, that its owner had reported his brother had taken the
car without permission. The deputy pulled the car over on County Road E at I-35E. The driver claimed to be his brother, then ran during further questioning. He ran down the freeway ramp and across the freeway. Freeway cameras were used to track him and he was caught and arrested. • Two theft from auto reports were received Nov. 7: in the 300 block of Bear Avenue South and the 3900 block of McMenemy Street. • Five theft from auto reports were received Nov. 8: in the 700 block of County Road E, 3600 and 3700 blocks of Arcade Street, 400 block of Westfield Lane and 3700 block of Pineview Drive. • A man on Bridgewood Terrace reported Nov. 10 that his ex-girlfriend had stolen and pawned his computer.

Alexander Scott Nelson, 27, of Minneapolis, was sentenced Nov. 5 on a felony criminal sexual conduct charge. According to the criminal complaint, Nelson twice had sex with a girl in her home in 2013. He met the girl on meetme.com. He posed as a 15-yearold boy on the site and had sexually explicit conversations with multiple young girls. Nelson received a stayed prison sentence and was ordered to complete six months of jail, in-home confinement or Sentence to Serve, minus the 19 days he had already spent in jail. He also was sentenced to 15 years probation with a host of conditions including he must complete sex offender treatment and not have any contact with underage girls or use social networking or pornography sites. He'll also be on the sex offender registry for at least a decade. Man sentenced for home burglary A Vadnais Heights man's burglary conviction earlier this month was his fourth conviction this year. Devon James Andrews, 24, was sentenced
Nov. 3 on a felony second-degree burglary charge. According to the criminal complaint, he broke into a Woodbury house in October 2014. A neighbor witnessed the break-in and obtained a license plate that was used to identify Andrews. A search of Andrews' Skyline Drive residence found the laptop, camera, jewelry and softball equipment that had been stolen from the Woodbury home. Andrews had already spent 35 days in jail before he was sentenced. He was ordered to complete another 55 days of community service and five years of probation. If he violates probation he could be sent to prison for up to 28 months. In separate cases in July, Andrews was convicted of two counts of felony auto theft and one felony count of marijuana possession. He was released on time served and received probation with terms including he must attend drug and alcohol treatment. Kristine Goodrich

Boat shows a must
T
he Ft. Lauderdale Boat Show is a must. It has seven different locations, both in water and out of water. On November 5-9 more than 100,000 visitors attended. It has become an international event with 34 countries represented. There were 1,500 boats and multiple marine accessories and “must haves” worth nearly four billion dollars at the show. After the 2008 recession the industry is coming back. Ocean Alexander is starting to build 70 ft. motor yachts in Florida. This transition from Taiwan is due to the shipping costs overseas. Container space is valuable. The About the yachts over 70 ft. will continue to be built in Taiwan. The 70 footer Town will use Volvo-Penta pod drives, on which the props face forward Gene Johnson and give 30 percent more savings on fuel. After two and a half days we were tired, had accumulated bags full of literature and had only seen 50 percent of the show. All the new technology stuff is tempting, but we will just keep looking, learning, and kicking hulls for now. DID YOU KNOW that of the 906 communities in Minnesota, 757 have populations of 5,000 or fewer people? There are 68 non-metropolitan counties in Minnesota and only four are projected to see a decline over the next 30 years. According to the University of Minnesota-Morris, the center for small towns, the slower pace of life in small towns encourages people to migrate there. A trend of self-employment throughout Minnesota means entrepreneurs are taking up residency and building both businesses and lives. KATHY AND I were pleasantly surprised to be recipients of “Pay it forward”. We were at the Mahtomedi DQ drive-through when we discovered our desserts were paid for by the vehicle ahead of us, a white GMC. The mini-Heath blizzard and small cone were a treat. Thank you. We will do the same for someone. DON ROONEY WHO of Rooney’s Nursery turned 94 this year. His daughter, Mary O’Neil, who is a waitress at King’s City said, “We finally took dad’s car keys away. Now he’s only left with his tractor.” The nursery located on County Road E is known for the clever slogans placed on the sign. TALKING ABOUT KING’S City, Sam and his brother Cam started the restaurant in the Pizza Hut building along Highway 61 in White Bear Lake in 1988. They have been regular advertisers in the Press and for many years have had the back page of the monthly coupon book. Sam and Cam are very unique in how they greet customers, remember their names and something about their background. Their personal approach to customers is remarkable, along with their food. “A GUN IS like a parachute. If you need one, and don’t have one, you will probably never need one again.” Author unknown. “IF YOU DO not take an interest in the affairs of your government, then you are doomed to live under the rule of fools.” –Plato HAPPY THANKSGIVING, EVERYONE. Take time to reflect on and count all the favors from God that you have received. I think of home, sisters and brothers, children, in-laws, grandchildren and great-grandchildren, a wonderful community to live in, a free country, the business opportunities that abound, our educational system, the opportunity to gather freely, speak our minds, worship who and where we choose and the right to vote for leaders and laws. A lot at stake The White Bear Lake area is a great place to live. We are blessed with good schools, friendly people and safe neighborhoods. As wonderful as our community is, sometimes there are some not-sogreat things going on that we may not be aware of. Like an increase in suburban poverty. During the period 1999-2012, in subMovers and poverty urban communities of the Twin Shakers Cities grew by an Trisha Kauffman astonishing 81%, making the Twin Cities metro area one of the top ten fastest growing segments of suburban poverty. Minnesota often fi nds itself in the top 10, but this list certainly isn’t one we want to be on. November 14-22 is Hunger & Homelessness Awareness Week, and we have a lot to be aware of. In last week’s paper, we learned that use of the White Bear Food Shelf increased by 25% last year, and they now serve more than 3,000 families annually. Likewise, homelessness in Minnesota has increased dramatically, and children now make up the fastest growing segment of those experiencing homelessness. The number of families on waiting lists for
shelter and supportive housing in Ramsey and Washington Counties are growing daily (yes, we actually put children on a waitlist for shelter!) and Solid Ground and our partners in the community simply cannot keep up with the need.
November 14-22 is Hunger & Homelessness Awareness Week
if they can actually fi nd a landlord who will rent to them. If they also have a poor credit or rental history, or even a minor criminal record, their housing options become almost nonexistent in today’s tight rental market. Increasing household income is only part of the equation; we also need to build more affordable housing units that individuals and families can actually afford on a limited income. The math just doesn’t work otherwise, and the market certainly isn’t meeting the need. Our communities must invest in more affordable housing, because if we do not, the numbers of families who cannot afford to put food on their table or a place to lay their heads at night will only increase. And children who are hungry, tired, and desperate are not going to do well in school. Or develop physically and emotionally as they should. Or grow into young adults that are prepared for the workplace and to be the leaders of the future. As we look forward to gathering with friends and family at Thanksgiving time, let us also be aware of those who are experiencing, or on the edge of, hunger and homelessness and what we can do to create a more stable community. We have a lot at stake here.
What’s going on here? Much of the problem is that wages simply aren’t keeping pace with basic living costs, particularly housing and transportation. Thirty years ago, the average 2-bedroom apartment cost $480 monthly; today it costs twice that at $970. And while some households’ wages have grown dramatically during this time period (primarily those with advanced education and specialized skills), renters’ household incomes have actually declined in real dollars. The recent increase to the state minimum wage is a start, but even at $8 an hour, a person would have to work three full time jobs Trisha Cummins Kauffman is in order to afford a 2-bedroom apartment. And that is, of course, Executive Director of Solid Ground.

Creating a comfortable home, the right way If that first cold spell found you layered in sweaters with a throw upon your lap rest assured there are more comfortable ways to live in your home. Two of the best things you can do are to air seal and insulate your home, the right way. Plenty of people sell insulation. Many others install it. Just because it seems like a common thing to do and buy, doesn’t mean it’s commonly done right. For insulation of any kind to be effective it must be combined with good installation practices and air sealing. Most trained energy professionals will tell you they are “insulation neutral”; they don’t prefer one type of insulation over another. Rather, they prefer all insulation to be installed correctly to perform effectively. Proper installation of the cheapest insulation can result in better performance than a poorly installed expensive insulation. One of the key components of good installation is air sealing of gaps between the inside of your home and the outside. Air sealing helps prevent heated air from escaping, reduces the
feeling of drafts, and helps insulation to perform more effectively. Would you buy a winter coat with a rip in the outer shell? Besides being unattractive, you would be cold. The rip would prevent the insulation from working correctly. That is why all new homes built in Minnesota have to be tested at completion to ensure that insulation and air sealing meet minimum standards to promote energy savings and Movers and comfort. Whether you are Shakers buying and installing insulation yourself or Cindy Ojczyk hiring a contractor to do it it, ensure you get the best outcome d for your money with the following step - hire a certified BPI (Building Performance Institute) or RESNET (Residential Energy Services Network) energy professional before you begin the work. Have the pro perform an energy audit with a blower door test and infrared
camera. These two pieces of equipment will identify insulation problems and air gaps. After the evaluation, the energy pro will provide photographs and suggestions for improvement tailored specifically to the needs of your home. Use these to guide your own work, or provide them to a contractor so he better understands your home’s problem areas. This way you will get results tailored to your home’s needs rather than the typical “one-size-fits-all” insulation approach. As soon as the job is complete, have the pro “re-test” your home. This will ensure the insulation and air sealing were done correctly. The pro will also test your home’s fuel-burning appliances, such as furnaces and water heaters. This will ensure they are not creating carbon monoxide problems now that your home has fewer air leaks. Before you get too worried about the added cost of hiring a BPI or RESNET professional, there are options for discounted services and rebates. Check with your gas utility company for discounts on the energy audit. Many local
utilities offer them for $100 – a real value since a full-priced audit can cost between $350 and $500. Your utility company may even offer rebates for air sealing, insulation materials, and insulation labor – but only if you use contractors approved by the utility. For more information, visit the website of the non-profit Minnesota Building Performance Association. Their website lists BPI and RESNET professionals as well as insulation contractors willing to have their work inspected. The ENERGY STAR website has an abundance of articles and videos on the do’s and don’ts of attic insulation and air sealing. be considered a sustainable one? In answering the "why" question — as in why should this money be spent — both the friends and the senator use similar language. The senator called White Bear a "state lake," not a local project, hence those in our community should not have to pay for any of it. Mr. Markoe of the friends group called the lake a "regional asset" and that water was needed to "restore high-quality public access." Actually, for less money than augmentation and no water at all, we could create high-quality public access to our state lake by completing the around-the-lake trail as per the Lake Links plan.
Publisher Carter Johnson's earlier column and other mentions of the dangers of walking or biking Highway 244 or Highway 96 come to mind. Filling up the lake will not save lives. Creating a safe way to walk and bike around it or on either side of the lake can, in fact, save lives. If we have the political momentum to better White Bear Lake, shouldn't we be thinking more broadly about public access and include in that funding package the means to augment safe passage around the lake when walking or biking? We have a rare opportunity here. The
trail connection and lake augmentation enhance each other. It might even open up the availability of Legacy Fund dollars. Mike Brooks White Bear Lake
overall in the state. A four-bedroom, two-bath home costs an average of $375,000. • And the most expensive place to buy a four-bedroom, two-bath home in the country? Newport Beach, California, which has an average cost of $2.3 million. In fact, half of the top 100 most expensive markets are in California. Continued tech sector growth in Silicon Valley was cited as the reason behind California's dominance in pricey real estate. Also noteworthy: Orono is the only city in the country to crack the top 10 that is not in California. • Cleveland was considered most affordable overall for the third consecutive year, with an average four-bedroom, two-bathroom home listing for $74,500.

LETTERS TO THE EDITOR Sustainable solutions I would like to provide a little feedback to several articles and a comment on the local proceedings. In the Nov. 4 article about the Senate majority leader and his sensitivity to our lake ("Legislator 'sensitive' to lake's plight"), Sen. Tom Bakk lays out a pretty broad litmus test for funding: Augmentation can't cost too much and it is sustainable. An article in the Sept. 22 issue ("The lake has some new friends") quotes Harry Melander, who chairs Friends of White Bear Lake, as viewing augmentation as "an interim solution," which raises a question. Foster grandparents give back at area schools Other foster grandparents There are 43 foster grandparents serving in Ramsey County, according to Ron Urbanski, the program coordinator for the county. The grandparents work at 17 elementary and preschools and seven Head Start programs in the county. Last year across Minnesota there were more than 900 foster grandparents. In addition to Birch Lake Elementary, there are six foster grandparents working in other White Bear Lake elementary schools: Delores Dunston at Willow Lane, Laurie Johnson at Matoska International, Tom Miller and Colleen Schroder at Lakeaires and Kathy Mueller and Lu Dvorak at Frassati Catholic Academy. BY KRISTINE GOODRICH EDITOR
Rosemarie Frucci is 88 years old and hasn't missed a day of school in six years. Every morning she helps young pupils who need a little extra one-on-one tutelage and/or helps teachers with odd jobs. She's one of the nine “grandmas” and “grandpas” who work in six White Bear Lake elementary schools. They're members of the national foster grandparents program that was established 50 years ago. Administered locally by Lutheran Social Services of Minnesota and part of the federal Senior Corps, the program pairs senior citizens with schools, day care centers and Head
Start programs. Most foster grandparents spend around 15 hours a week at their posts. They receive a very modest compensation — so modest that they're usually referred to as volunteers. The grandparents aid teachers and tutor students. Prior experience in education isn't a prerequisite; some training is provided. The benefit the grandparents bring is more than academic, said Sara Koch, a foster grandparent program manager. For some students who don't have an elder relative in their lives, the foster grandparents are their first relationship with a senior citizen. And sometimes the relationship grows beyond pupil and tutor to mentor and mentee. Frucci said the hugs from students are her
favorite reward. She works Monday and Friday mornings at Birch Lake Elementary and Tuesday, Wednesday and Thursday mornings at Lakeaires Elementary. Last year she received the annual school volunteer award given by the Birch Lake PTA. Teacher Kari Solheim nominated Frucci, citing her “tireless efforts in supporting staff and students.” In years past Grandma Frucci has served at Matoska International and St. Pius X School in White Bear Lake and Castle Elementary School in Maplewood. She's also helped at several summer schools; this past summer she was at Willow Lane Elementary. Frucci catered the weddings of many of the pupils’ real grandparents; she ran a catering business out of her Birchwood home for decades. The octogenarian, who now lives in North St. Paul, bakes and sells breads to teachers at her schools. Frucci is one of three grandparents at Birch Lake Elementary. Peter Martin and Pamella McIntosh tutor students in reading and math under the direction of support services teacher Becky Peterson, who helped bring the first grandparents into District 624 elementary schools nearly a decade

ago. The pupils call McIntosh “Gramella.” The retiree from Oakdale works Mondays through Thursdays at Birch Lake and last year worked at Matoska International School. McIntosh keeps a scrapbook with the drawings, thank you notes and other tokens her adopted grandchildren have gifted her. She loves kids, she said, but she doesn't have any grandchildren of her own. “The children need a supportive elder friend and we need the children too,” she said. Martin, who recently retired from an IT career at H.B. Fuller, said he became a foster grandparent and wanted to “give back a little bit” during his golden years. During his working years he gave back on a more occasional basis, bringing his therapy dog to a children’s hospital and to Ramsey County library branches as part of the Paws to Read program.

MAHTOMEDI SCHOOL BOARD NOTES Action taken by the District 832 School Board on Nov. 12 included: • Scheduled a hearing for 7 p.m. Dec. 10 on plans to issue over $8 million in tax abatement bonds to fund parking lot improvements. In 2016 and 2017, district leaders are planning to reconstruct the parking lots at the high school, middle school, O.H. Anderson and the district center. The project will include new sidewalks, curbs and lighting. At the middle school and O.H. Anderson, the parent drop-off and pickup areas will also be redesigned. The plan is to borrow $8.2 million to fund the projects. The loan will be repaid over a 15-year period by dedicating a
portion of the district's property tax revenues toward the payback. It won't increase the district's tax collections. • Discussed and declined a parent request to offer a halfday kindergarten program next school year. The superintendent and board members noted that the cost to provide busing for half-day students is high and there hasn't been much parent interest in a half-day option since the state began funding all-day kindergarten in 2013-14. • Accepted nearly $8,000 in donations, including nearly $4,800 from Remax Advantage Plus agent Mark Hronski to support the O.H. Anderson special education fall fundraiser.
• Heard a report and participated in a demonstration of the Organic World Language (OWL) teaching method now being used in many of the district's world language classes. Its components include: teachers speak primarily in the language they are teaching even though students don't understand all that is said, students spend most of their time in a circle interacting with each other, and students are encouraged to take risks and not be afraid of making mistakes. • Heard an update from Principal Mike Neubeck about happenings at the middle school, including: The staff includes one additional part-time counselor this year and the counsel-
ing department is introducing new career-planning software to students. There are two new class offerings this year: an introductory Fab Lab course in the school's new Fab Lab and a forensic science course dubbed “CSI: Mahtomedi.” Neubeck is hosting quarterly online Q&A video podcasts in which parents are invited to submit questions and Neubeck answers them live; the podcasts are also recorded and parents can watch a replay. Staff goals for the year include reducing the achievement gap between minority and nonminority students on the reading MCA tests, reducing student stress and strengthening the teacher's professional
learning communities. • Teacher's union President Adam Beyer asked the board to compromise to reach an agreeable contract with the teachers for compensation for 2015-16 and 2016-17. The first seven-hour mediation session failed to yield a settlement and Beyer asked the board to make an offer and avoid a second mediation scheduled this week. “We're not that far apart. But it has to be a give and take,” Beyer said. “I think we've given over and over again. It's time to have that reciprocated.” A number of teachers were in the audience and applauded Beyer's remarks. EASEMENT: Mall’s owner disputes city ownership of the valuable parcel FROM PAGE 1A
with the city's vision for the easement. "He wants us to surrender the easement and we said 'no,'" Sather continued. "He felt it was shortsighted of us." There has been talk about reorienting the shopping center to face Highway. 61, "and we are supportive of that," Sather noted. "The center owner has argued that our insistence at not surrendering the right of way is counter to their (remodeling) plans." Whatever improvements are made at the shopping center, the city wants at least 20 spots for a park and ride. Trach, whose father Dave built the shopping center in 1959, wouldn't say whether he plans to reorient the shopping center other than to state he's "always looking at opportunities to do some remodeling. Those plans are a function of two things: market conditions and tenants’ interest." "I've looked at many things over a period of time," Trach said. "I'm talking to my architect
about possible plans for the center. But I've been talking to him for a long time." City attorney Roger Jensen told the council, "It's important to have this background. The owner of the shopping center has consistently claimed he owns the property and that the transfer to the city was not legal and he can do what he wants with it. We are at a standoff with him and in the next year or two, this issue will come back. We want the council aware that we own the easement and it is valuable." The parcel could be something else transit-oriented in the future, Sather added. "If a transit station comes here, they might need a bridge over the highway. The easement could provide (space for) the abutment." Sather stressed the fact the city doesn't know what will happen in the future, but believes at some point the shopping center will be redeveloped. "We had fun when John Johnson helped put the property in perspective when we were
working with the marina development commission," Sather said. "He showed three phases of development of that property over the years: before the auto club, the (St. Paul) Automobile Club and the shopping center. We know that property is destined to change. It has historically, and will likely in the future because of its location. It might have value for housing, perhaps. Time will tell. It's up to the owner. It is still a viable center. They maintain it and we have no problems with the status quo." The city manager wanted Trach to know the city will work with him on a "good redevelopment plan. But we must find a spot somewhere for 20 cars." Jensen told the Press there have been a couple of court cases in favor of park and ride lots on highway easements. "The courts feel there's a certain benefit to the state highway system since it takes cars off the highways," he said. "Mr. Trach disagrees with the city regarding that issue. We think it would be a good deal for

the shopping center." The land was taken for the highway through condemnation proceedings in 1938. The owner, Margaret Hein, contested the taking and was awarded damages.
"The property owner was paid handsomely by the state for the parcel," Jensen said. "We own it because the state gave it to the city. And the city would like to use that easement for a park and ride lot."
SNOWPLOW: ‘You can’t do this work unless you’re psychotic about the weather’ FROM PAGE 1A

What’s plowed in White Bear Lake?
55 miles Major streets & downtown 128 miles Residential streets 96 Cul-de-sacs 12 Parking lots 50+ miles Sidewalks 5 Skating rinks 54 inches Average snowfall "We take snow and ice control seriously here in White Bear Lake," Pawlenty said. "Our objective is to provide a safe traveling surface. We feel strongly about keeping our roads and sidewalks safe." When there is even a hint of snow in the city's future, both men are glued to network weather reports, AccuWeather,
and the National Oceanic and Atmospheric Administration site. Pawlenty stated. "There is a science to it. We watch the weather closely." On average, city crews plow an average of 10 major snowfall events, in addition to minor cleanups and ice control work. Six routes are plowed simultaneously to ensure
the same level of service to everyone. Snow removal kicks into gear when there are 3 or more inches of snow. That triggers a snow emergency, which means vehicles must be off city streets so plows can do their thing. Vehicles must remain off until snow has been removed to the full width of the street. Plow trucks are equipped with a gauge that displays both ambient and road temperature. Plow drivers learn to interpret the difference to apply salt accordingly. And they are excellent at multitasking. "That's why we caution drivers to stay far behind a plow," Meyer said. "Our drivers are doing multiple things inside the cab." So what irritates a White Bear Lake plow

the curb so we don't have to plow around them," Meyer said. "They are our biggest problem."
Neighborhood expanding with new subdivision WHITE BEAR LAKE — The neighborhood near Ninth Street and Wood Avenue can expect five more single-family homes. Applicants Barbara Rossbach and Travis Danielson plan to replat four existing lots into eight on a small acreage that currently has three residences. Called the Minser Addition, the property is located at 1921-1941 Ninth St. and 4940 Wood Ave. City Council approved the proposal, including two variances: a 5-foot variance from the 80-foot lot width for Lot 8 and a 55-foot variance from the required 80 foot width for Lot 3. It was noted in the resolution that the density is well below 4.2 units per acre, so the development is consistent with the city's Comprehensive Plan. The proposal also will not depreciate values in the area. Due to the size of the subdivision, property owners will be responsible
for stormwater management. A shared rain garden is planned to handle runoff, which will be maintained by a newly formed homeowners association. Rossbach is keeping her large lot on the site, telling the council she has no desire to split her parcel. The property is family owned, she said, and the decision was made to subdivide it after her mother died. In other business: • City Manager Mark Sather wanted the council to be aware that with his December retirement, there may be a need to appoint a staff representative to attend meetings regarding lake level litigation. There are benchmark meetings with the judge during the three-year stay agreement, as well as ongoing meetings with the DNR and Met Council, he noted. Sather said he has no doubt city engineer Mark Burch could represent White Bear Lake, although he was
not privy to closed-door negotiations during mediation sessions. City attorney Roger Jensen pointed out that the city has outside legal counsel who attended the proceedings and they "will be around for a long time." "I just wanted to plant that seed," Sather told the council. "I actually look forward to stepping away from this but I also want to make sure this job is completed. I don't have the ability to get it done before I leave." Jensen noted that there is a possibility that certain benchmarks in the agreement will not be met. "In that case, the matter could go to trial," he said, "and there's good likelihood Sather will be called as a witness. The council should know that, but it's a couple years in the future." The first step is to approve a preliminary feasibility study, which didn't make it through the last session, he added.
Mayor Jo Emerson asked the council to think about how they would like to proceed regarding city representation. • The council also approved a request by Chateauguet Condominiums to build a 240-square-foot shed 25 feet from the ordinary high water mark of White Bear Lake. The condo complex at 5011 Lake Ave. will put the shed next to an existing 576-square-foot deck. The shed is considered a water-oriented accessory, and therefore is allowed to be 25 feet closer to the ordinary high water level. • Scheduled a budget workshop for 5:30 p.m. Wednesday, Dec. 2 in the expansion room at City Hall. The 2016 budget and final levy will be approved Dec. 8. Debra Neutkens

WHITE BEAR LAKE SCHOOL BOARD NOTES Actions taken by the District 624 School Board on Nov. 9 included: • Approved creation of two new courses and deletion of one elective course at the high school next school year. A few other courses will be expanded from South Campus to both campuses. Juniors and seniors will have another opportunity to earn college credits in a new year-long multivariable calculus and AP statistics course. Juniors and seniors who have completed the manufacturing and applied engineering course can take a new precision machining course for either a semester or full year; students who complete the full year can earn a National Institute for Metalworking Skills certification. The manufacturing and engineering course, which is presently offered to juniors and seniors, will be offered in grades 9-12 next year. A class called “exploring relationships: marriage and family” will no longer be offered because of low student interest over the last few years. The housing and interior design class will be offered to all grades next year; presently it’s offered in grades 9-10. • Accepted the 2014-15 audit, after hearing a presentation from auditor Jim Eichten of MMKR. The district received a “clean overall opinion” with
two findings of noncompliance that Eichten described as “very minor in nature.” The findings: one of the 10 special education employee records that were checked did not have time cards on file, and the district didn’t always check to ensure its food service providers hadn’t been debarred or suspended from receiving federally funded contracts. The district has already enacted procedures to prevent reoccurrences of both findings. The audit, which is available on the district website, also includes a plethora of financial data for 2014-15. A few highlights: General fund revenues were just over $94 million, which was $1.3 million under budget and an increase of $4 million from 2013-14. General fund expenses were $94.7 million, which was $8.2 million less than budgeted and $3.5 million less than 2013-14. Most of the spending that was budgeted for but not spent was for capital projects that were postponed. More than $876,000 of the general fund’s reserves was spent, leaving the general fund with a balance of $14.7 million that isn’t earmarked. That’s equal to 15.5 percent of the district’s general fund expenses last year; district policy is to retain a fund balance between 12.5 and 16.7 percent.
• Approved a 5 percent increase in employee health insurance premiums in 2016. The district switched to a self-funded insurance program this year. So far premium revenue has exceeded benefit distributions, the assistant superintendent for finance and operations reported. • Approved an update to the official population of the district, which is used to calculate the amount of community education levy funding the district can receive. The last census in 2010 estimated 61,200 people lived in the district boundaries. A new estimate from the state demographer puts the district’s population at nearly 63,700. • Approved a new policy with guidelines for early admission to kindergarten. The new policy allows some pupils to start kindergarten if they turn 5 before Oct. 31 and pass a number of screening requirements. State law requires district can only admit a student before age 5 if it has a policy in place. • Personnel items included: retirement of longtime Oneka Elementary activity leader Joan Brennan-Jost and hire of Kristen Konop as the middle school International Baccalaureate coordinator with an annual salary of $71,000. • Heard an update on the timeline for
providing a Chromebook to nearly all of the district’s students. Last year all eighth-graders were given a personal laptop for the school year. This year the “1:1” initiative was expanded to grades 7-10. North Campus Principal Don Bosch said some of his teachers needed “a little prodding” initially, but after training opportunities all have now “really embraced” the new technology tool. Next school year all secondary students will have a Chromebook. By 2017-18, the elementary schools will have one device for every thirdthrough fifth-grader and one for every two kindergarteners, first-graders and second-graders. Secondary students are allowed to take their devices home during the school year; there is a filter installed limiting how students use the devices at school and at home. Elementary students will not be permitted to take their devices home. Over the summer, 18 students helped refurbish the existing Chromebooks and prepare the new Chromebooks. The devices cost approximately $250 each and are being purchased with proceeds of a capital tax levy. Kristine Goodrich

RAMSEY/WASHINGTON SUBURBAN CABLE COMMISSION AMENDED NOTICE OF INTENT TO FRANCHISE The Ramsey/Washington Suburban Cable Commission (RWSCC) a Minnesota municipal joint powers commission consisting of the municipalities of the City of Birchwood Village, the City of Dellwood, the City of Grant, the City of Lake Elmo, the City of Mahtomedi, the City of Maplewood, the City of North St. Paul, the City of Oakdale, the City of Vadnais Heights, the City of White Bear Lake, White Bear Township and the City of Willernie, Minnesota, hereby gives notice of intent to consider an application for an initial franchise from qualified entities that are interested in constructing a cable system and providing cable service within the territorial limits of the Member Cities, except as noted below. Applications that contain all of the information required by Minn. Stat. § 238.081, Subd. 4, and that comply with all state and local requirements, including the RWSCC’s Request for Proposal, must be received by 12:00 p.m. on Thursday, December 3, 2015 at 2460 East County Road F, White Bear Lake, MN 55110, and be addressed to the attention of Executive Director Timothy Finnerty. A copy of the RFP may be obtained from the RWSCC Executive Director, Timothy Finnerty. Each franchise application must be accompanied by an application fee in the amount specified in the RFP. This fee shall be made payable to the Ramsey/Washington Suburban Cable Commission. Applications shall be in writing, notarized, in a format which is consistent with that RFP issued by the Commission. Three hard copies and one digital copy (either on a CD or a thumb drive) shall be provided to the Commission at the address above in a sealed envelope. Every franchise proposal submitted by an applicant must include a design for a state-of-the-art cable system that is capable of reliably providing a panoply of cable services to subscribers of the Member Cities, except as provided below. It should include a build-out plan consistent with applicable law for the initial term, and otherwise set out the Applicant’s proposal for meeting community needs and interests and respond to the RFP. In reviewing each applicant’s franchise application, the Commission will consider all relevant factors it is required or permitted to consider under state or federal law, including, but not limited to: (a) the quality and capabilities of the cable system that will be constructed; (b) whether the application satisfies cable-related needs and interests of the community, as identified by the Member Cities and the Commission, (c) whether the application adequately provides for capacity, facilities, equipment or financial support for public, educational and government (PEG) use of the system (including institutional network use); (d) whether the applicant is financially, technically and legally able to perform; (e) whether the application evinces an intent to improperly discriminate or deny service to any person, group or persons; and (f) whether the grant is otherwise in the interest of the public. Applicants are alerted that some Member Cities of the Commission may choose to issue Notices of Intent to Franchise independently. An application should clearly identify whether the application includes any such community, and any adjustments that would be made to the proposal if a community elects to franchise independently. The Commission will hold a public hearing to consider any franchise applications it receives at 5:30 p.m. on Thursday, December 17, 2015, at 2460 East County Road F, White Bear Lake, MN 55110. All questions concerning the franchising process or the RFP should be directed to RWSCC Executive Director Timothy Finnerty, 2460 East County Road F White Bear Lake, MN 55110. Published two times in the White Bear Press and Vadnais Heights Press on November 11 and 18, 2015.

Since 1988, Flips has provided kids with an opportunity to enjoy the fun of activity, acquire healthy habits, set goals, increase self-esteem and learn gymnastic skills in a safe, positive environment. Toddlers beneďŹ t greatly from gymnastics. Flips preschool gym provides scaleddown equipment for children 18 months to 5 years. Classes start as a parent/child class and progress to higher levels. Flips preschoolers learn large motor-skills, how to work with others, how to listen to a teacher and more, all skills that prepare them for preschool. Flips has added lots of fun new equipment for our preschoolers to explore! Flips offers a special open gym just for preschoolers and their parents. Every Friday from 10:30-11:30a.m. they can explore our gym and play in the pits and try out all the fun equipment we offer! This is a great way to introduce your little kiddos to Flips.

Zephyr girls drop pair
The Mahtomedi girls' hockey team ran into some slippery ice against a pair of good teams in their opening week of action. The Zephyrs were tipped 4-3 by Warroad last Friday night at the St. Croix Rec Center, after dropping the puck on the season three days earlier at Cretin-Derham Hall. Suburban East Conference defending champion Cretin peppered Mahtomedi goaltender Johanna Ficcadenti with 53 shots-on-goal in a 2-0 Raider victory, including 23 in a scoreless opening period. Mahtomedi could muster just seven shots-on-goal on Raider goalie Megan Meyers, who went the distance to notch
the shutout win. Kennedy Spoering scored just 0:18 into the middle frame to give the hosts a 1-0 lead. Thanks in large to Ficcadenti, the score remained that way until the 9:43 mark of period three when Jordan Hansen popped in a even strength goal. Emily King assisted on both Cretin goals. Mahtomedi had a pair of Metro East Conference contests this week. They squared off against Simley on Tuesday (after press time), and will face North/ Tartan at Tartan Arena on Thursday. The game is set to begin at 7:30 p.m. Mark Aguirre

First time hunter bags 8-point buck Parker Jaques is 16 years old and a junior at White Bear Lake South Campus. He went hunting for his first time. Within the first hour of the deer opener, he single shot an 8 point buck.
The White Bear Lake girls' hockey team has found the early ice much to their liking. The Bears enter play this week with a 2-0 record after victories over Eastview and Moorhead last week. Coach Jerry Kwapick's club blanked visiting Moorhead 8-0 last Saturday afternoon at the Vadnais Sports Center, benefitting from goals from a half-dozen different players. White Bear had a big 42-13 advantage in shots-on-goal. They led 3-0 after the opening period, and 4-0 after two. Sarah Moy finished with two goals and an assist, and Abi Delarosa also had a pair of goals (one of the power play variety). Sydney Shearan had a goal and an assist, as did Corinne Watson. Kailee Snyder added a goal, Peyton King had a power play goal, and Ashley Healy led everyone with three assists. Samantha Klemann was in the nets for the Bears, and finished with 13 saves on the way to the win. Spuds goalie Paige Schmidt had 34 saves. "We got goals from all of our lines and two defensemen," offered Kwapick. "It's always nice when you get a lot of different players scoring. We don't really have one or two superstars on

this team, we have 15 kids that give it all they have every night." Bears edge Lightning The Bears began the season with a hardfought road victory over Eastview. White Bear Lake jumped out to a 2-0 first-period lead in support of freshman goaltender Calla Frank. Freshman Shearen had a hand in both first-period goals. She scored an even strength goal from Caudia Verkerke and Watson at the 7:24 mark, and assisted on Verkerke's goal at 15:42. King also had an assist. Eastview crawled back to 2-1 at 10:29 of the middle period when Natalie Snodgrass beat Frank. The defenses tightened even more in the final period, with White Bear Lake finishing with a 4-3 edge in shots-on-goal. Both Frank and Lightning counterpart Kaitlyn Pellici kicked aside 25 shots for the game. The Bears were 0-3 on the power play, and weren't whistled for any penalties. White Bear Lake is set to host Park-Cottage Grove on Saturday night at the Vadnais Sports Center. They'll drop the puck at 7:30 p.m. "Our kids came back in great shape, and we're off to a good start," said Kwapick. "We lost to Moorhead and Eastview last year, so it was nice to beat them this season. Eastview has a good team, they went to state last winter."

limit, here’s how to put it into practice.
TAX AND GRATUITY ADDITIONAL
1. Save up. Spending cash instead of using credit for your holiday purchases allows you to avoid holiday debt all together. If you haven’t started saving, put aside something each paycheck starting now and use that to finance your holiday purchases.
2. Set a budget before you shop. Setting a spending limit and sticking to it

will keep you from overspending. Be disciplined and don’t go over your budget, no matter what.
3. Make a list. Santa makes a list and checks it twice, so should you. Even though

you might feel compelled to splurge on everyone in your life, you don’t have to. People appreciate simple and meaningful over expensive and useless.
4. Use layaway. Layaway disappeared for a few years, but a lot of big retailers, like

can put a little toward your holiday purchases each month. In the end, all your purchases were made and you’ll be free of holiday debt.

5. Don’t shop for yourself. Avoid the “one for you, one for me” shopping mindset. You’ll end up spending double what you would if you’d shopped only for the loved ones in your life. You have all year to shop for yourself.
6. Ignore “big” sales. More often than not, they’re not really sales at all. Those “Buy 2, Get 1 Half Off” deals only trick you into buying more than you would otherwise.
president for our school. Mikaylah also plays soccer and is a avid Wild hockey fan. Mikaylah has a variety of interests and whatever she is involved in you know that it will be done with integrity and to the best of her ability. Vadnais Heights Elementary celebrates Mikaylah Hanson and looks forwatd to seeing her pursue her dreams and being very successful.

Remember, stick to your list.
7. Shop online first. The internet makes it easy to shop around. It also makes it harder to buy on impulse. Since most retailers have inventory on their websites, you can decide exactly what you want to buy before going to the mall.
8. Leave your credit cards at home. Without your credit cards, you’ll have a hard time charging them up. If you must use credit for your purchases, pick one credit card and stick to your spending budget.
9. Don’t buy if you can’t afford to pay. Keep in mind that when you use credit, you’re borrowing from your future income. You know your finances better than anyone. Only charge what you can afford and you’ll avoid paying on your holiday debt until the next holiday season.
