City recommits to lake lawsuit fight

WHITE BEAR LAKE — In February 2014, the city agreed to intervene in the lawsuit fi led by the White Bear Lake Restoration Association against the Minnesota Department of Natural Resources.

That commitment, which included retaining the law fi rm of Greene Espel to represent the city, was reaffi rmed Nov. 9 by City Council, four months before the trial. Its unanimous decision followed a closed meeting last month with City Attorney Roger

Jensen and Green Espel attorney Monte Mills to discuss the city's continued involvement in the lawsuit and anticipated costs.

So far, the city has spent about $276,000 on lake level litigation with legal costs expected to reach $250,000 in 2017. Funds for the legal expenses are being drawn from the city's water enterprise fund, revenues for which are generated through charges to the city's 8,500 water users.

City Manager Ellen Richter reminded council that the plaintiff's original submissions to the court specifically cite White Bear Lake's municipal wells

as "directly and adversely impacting lake levels."

The council indicated its continued support during the closed meeting to protect the city's infrastructure interests, Richter said.

"Continuing as co-defendant secures the city's opportunity to appeal an unfavorable decision at the district court level and provides opportunity to present evidence and question witnesses during the trial," she added.

Date of the trial is March 6, 2017. All parties to the lawsuit have been instructed that a trial could take up to five weeks.

District helps young adults live independently

MAHTOMEDI — The District 832 transition program center looks more like an apartment than a classroom upon entering — and that is the goal.

Mahtomedi Schools opened its own transition program for 18- to 21-year-olds this fall.

The district previously partnered with neighboring districts to provide the state-required program for district special education students who need further education to live independently.

“Districts are required to offer extended educational opportunities to students who may need individual instruction to develop skills in three areas: employment, independent living and post-secondary education and training,” said Nicole Loch, program coordinator.

Loch spent last school year developing the program.

Two years ago, the district decided having its own program would be a greater benefit, Loch said.

The program has seven students this year, and their education is individualized. The students are those who have the capacity to live independently and be employed.

“We expect all of our students to be competitively employed and independently living in the community,” Loch said.

All students have coursework; students take classes at the transition center in Mahtomedi through District 916 and at Century College. Classes at the transition center this semester include job seeking, career exploration and independent living.

Some students also participate in job experiences.

The center partners with a volunteer organization in the afternoon and a job coach attends to instruct the students on site with work skills.

“It allows us to see our students as workers,” Loch noted. “It's all about putting our kids in authentic spaces and being there with them.”

Each student has different goals — some plan to go on to two- or four-year college programs and some plan to go into the workforce.

The transition center is also built around developing independent living skills. The entrance looks like an apartment, with a living room and kitchen in the front of the building, and classrooms in the back. The goal is for students to develop social skills and learn what it would be like living with a roommate, Loch said.

Students learn how to cook, how to make good nutritional choices and financial literacy, she said.

Each week, students plan and budget a meal, shop on Thursday and prepare it together on Friday. The center also has a laundry facility and bathroom used for developing housekeeping skills.

The program runs 8 a.m. to 2:30 p.m. five days a week. Students can stay in the program until they meet their transition goals or until age of 21. The program also connects students with resources they may find helpful in their future, such as vocational rehab services and the Metropolitan Council for Independent Living.

The goal of the program is to empower the students to become “self-advocates” for their future.

that gives them authentic experiences in their next juncture and yet lets us be with them to help navigate,” Loch said.

Three staff are on site at the center — Loch, job coach Michelle Hatcher and student support specialist Terry Trautman. Teachers come to the center for the class time.

COMMUNITY BRIEFS Korean performance at Central

Kwanggaetto Samulnori and Hanpuri Korea musical groups will perform at 3 p.m. Nov. 19 at Central Middle School Auditorium to celebrate National Adoption Day. Two groups of international guest performers from South Korea will present a show for Korean adoptees, their families and for the larger Midwest community. Dave Black said tax preparers require a Social Security card or Individual Taxpayer Identification card for each person on a return.

"We will be using a new tax system this year, so we will also require you to have last year's paper return with you regardless of where it was prepared," Black said.

He also expects returns to take longer to prepare, so the number of returns completed in a shift will be limited. Black will provide a schedule for an upcoming issue of the White Bear Press.

BUSINESS BRIEFS Culver’s on planning commission agenda A Culver’s restaurant on the corner of White Bear Avenue and I-694 looks to be moving forward. White Bear Lake Community Development Director Anne Kane said the seller, Bob Mack of Mack Investments, and Culver’s were having issues coming to terms, but that seems to be resolved. The application goes to the planning commission Nov. 21. Mack also owns the abandoned Petro gas station on County Road E.

A co-owner of America’s Heritage, James Worman, welcomed shoppers at the holiday open house downtown last Thursday.

New antique store downtown America’s Heritage, an antiques and fine art store, officially opened Nov. 5 at 4762 Banning Ave., albeit temporarily, in space formerly occupied by Autumn Harvest. Owners are James Worman and Suzanne Musa, who spend summers in Minnesota and winters in Arizona. Why did they choose the location?

“Because we love White Bear Lake,” Worman said.

Originally from Hayward, Worman has been dealing in antiques since he was 14 years old and had his own shop. “I find this city quite charming,” he added. The owners are always looking for paintings, toys, furniture, clocks, decoys and other antiques, and pay cash.

Downtown salon burglarized The Mane Tease salon in downtown White Bear Lake was burglarized Halloween night.

A back alley door to the business was pried open with a crowbar to gain entry. Mostly electronics were stolen, flat screen TVs, laptops, an iPad and money from a cash drawer. Owner Cheryl Sievert said the intruder(s) “trashed stuff and broke things.” Hair products were thrown on the floor.

There are no suspects at this time but Sievert said only a week before she had another intruder who entered her salon and hid in a closet. The White Bear man, 22, was allegedly buying heroin near the Post Office when the deal went sour. After paying $50, the dealer took off running and didn’t give the man his drugs. As the story goes, the buyer hit a second dealer over the head with a paddle and ran down an alley across the street and into Sievert’s salon. She knew him, she said, because she cut his hair when he was 7.

The man in the closet didn’t realize it locked from the outside and he broke it down to escape. A male bystander who followed the man into the salon held him down while Sievert called the police.

“The ‘crackhead’ he beat up came in and started antagonizing him, while we waited for the police,” Sievert recalled. No charges were filed and Sievert ended up giving the 22-year-old a ride home. She doesn’t know if the two incidents are related.

Since a new ordinance became effective Jan. 1, 2016 requiring licensure, 63 massage therapists and 25 massage establishments have had licenses approved.

A Vadnais Heights paint company was part of a major renovation of Landmark Center in St. Paul.

Fresh Paint owner Larry Zack and his foreman, Alaina Baglio, were part of a restoration project that involved four stories of scaffolding to plaster and paint the atrium in one month’s time. The possibility of lead within the old layers of paint required that the workplace be enclosed in 6-mil poly complete with zip doors and walls to keep possible contaminants from escaping. The crew wore protective suits and the air was constantly monitored. Zack, his wife Margaret, Baglio and her escort attended a Nov. 4 gala to celebration completion of the project.

Thanksgiving: Crossing cultures

T

hree Thanksgivings ago, I was on my own in a foreign land. It is one of the Thanksgivings which reminds me most of the reason we celebrate Thanksgiving.

I felt much like the pilgrims of old. No one around me even knew it was “Thanksgiving.” But that made it even more genuine, like a flashback from the past. The Pilgrims and their welcoming native friends were just living life, too. Just celebrating the harvest together — newcomer and native.

It was harvest time in Thailand. I had traveled to a remote village of the Karen people to teach English. The host pastor dropped me off for a week to teach Story English where no foreign teacher had taught before. I bounced in a Chaser pickup truck bed as we traveled Sara Marie Moore up and down hills deep into rural Thailand, reminding myself it was a magazine article I read in high school that had really inspired me to do this. Writers.

I called the host pastor at the end of that week and told him to pick me up after another week. I wanted to stay. I wanted to celebrate the harvest with these people.

The villagers had begun to cut their golden rice with sickles, leaving it to dry in the sun. One day I followed my host mother, taking a sickle in my hand. She smiled and communicated her enthusiasm, even though we couldn’t speak any of the same languages. I followed her outside the village to a field down the road. Smiles broke out among the villagers when they saw me harvesting rice by hand, just like them. Well, almost. I did my best.

Taking part in a harvest with no machinery proved to be an amazing experience. I helped to bundle the sheaves after they had dried out. I helped to thresh the rice, beating the sheaves over a bamboo mesh. I hulled the rice with a large, foot-powered hammer.

The villagers came together for the harvest, helping each other in their fields. And when Thanksgiving Thursday came around, I celebrated the harvest with them. They shared their rice with me, and their crabs. It was a special meal, celebrating the harvest.

That is what Thanksgiving is all about: celebrating and sharing across cultures. It is about more than being thankful — it is about sharing life, culture and food.

My other most genuine Thanksgiving was eight years ago when I hosted a group of 16 Karen refugees for an American-style Thanksgiving their first year in America — in Minnesota. It was their first taste of some of our traditional American Thanksgiving foods.

But for me, hosting Thanksgiving dinner for them was about more than sharing turkey and pie — it was about welcoming newcomers to America and making them feel at home.

The Karen people have suffered ethnic persecution in Myanmar for decades. There are now about 12,000 Karen in Minnesota, according to Alexis Walstad, co-executive director of the Karen Organization of Minnesota. Thousands still remain in refugee camps in Thailand. The village I visited in 2013 was near the refugee camps, and I also spent time in one of the camps.

This year, my husband and I decided we are going to make Thanksgiving about what it was originally about — offering hospitality to newcomers and building relationships across cultures.

So far, our invite list has included newcomers, visitors and students from China, Iran and Morocco.

In my eyes, America is a big pie.

Opportunities for students to engage, challenge, and inspire

wish this presidential campaign would never end. Said no one. Ever.

It’s common knowledge that there are historical precedents for nastiness in politics, but it really does seem as if we’ve lost a sense of civility in this last election cycle. It’s as if we retreat to our own echo chambers where our own views are reinforced.

Rather than polite and civil disagreement, Movers & much of what gets said is more like Shakers vile threads on internet comment Mark Larson sections.

Schools are one of the last places where civility is a virtue and where students learn future-ready skills. One of the most important of the future-ready skills is critical thinking. Students aren’t allowed to only get information that reinforces their viewpoints; they have to explore and discover different ways of looking at things. They have to listen to others.

The three keys words of Mahtomedi’s vision statement are “Engage, Challenge, and Inspire.”

And what we mean by that is with civility and decorum, students have to engage with other students

Let’s move away from the last political campaign and all its negativity and nastiness. Let’s move toward civil discourse.

Let’s move to kindness and inclusivity. and their ideas. When students engage with those who are different than they are, there is a terrific opportunity for growth. When students see and are exposed to a world beyond our hometown, their horizons expand and more opportunities are created.

By being engaged with the outside world, almost automatically, one’s own assumptions and thinking may be challenged.

In the political world, changing one’s opinion is seen as a flip-flop, but in education it’s more like, “I used to believe that the earth was flat. Then I learned about Copernicus and Galileo and now I know that the earth is round.”

Education is all about challenging ideas, sharpening thinking, and sometimes challenging the status quo.

If we engage and challenge our students, they may very well be inspired to make a difference in the world. Our students may invent a new web-based application that helps solve a problem. They may be part of a team to develop a new medical device. They may also do other great things like lead an inclusive and anti-bullying campaign.

The district is also challenged to make a difference and one of the things we are working on this year is examining all of our educational programming through an equity lens. When we do curriculum reviews, when we are assessing student support services, when we are looking at classroom materials, we look at equity. And that’s about being fair and unprejudiced. It’s about providing students with what they need, be it support or challenge.

It’s about making sure the playing field is level.

So, let’s move away from the last political campaign and all its negativity and nastiness. Let’s move toward civil discourse. Let’s move to kindness and inclusivity. Let’s engage, challenge, and inspire our students (and ourselves) to do great things.

Keeping the “Happy” in Holidays “A lovely thing about Christmas is that it’s compulsory, like a thunderstorm, and we all go through it together.”

o, let me ask you. “How happy are you feeling come December 23?”

If you’re like me, NOT SO MUCH! That’s because we all long to have a Norman Rockwell holiday where everything appears to be calm, organized, and festive. Instead, we feel stress about what we could have done, should have done, and how it’s not going to get done. There are so many areas to attend to. There’s tipping, gifting, hosting, and decorating . . . just to name a few.

Here are some rules for areas that can cause stress.

TIPPING The word tip stands for “to insure promptness” and is given as a reward for good service. At Christmas, tips are given to those individuals

who have helped make your life easier throughout the year. The number of people you can tip and amounts recommended is summed up in 14 pages of Emily Post’s etiquette book.

Everyday Suffice it to say, tip those who have given Etiquette you good service in 2016.

Julie Frantz GIFTING Recently on the radio I heard di h d some good advice regarding Christmas gifts. For each person on your list buy: Something they need.

Something to read.

Something they want.

When it comes to the question of what’s the correct amount of money to spend, it’s based on two criteria: 1. Your relationship to the person.

2. Your fi nancial situation.

It’s crazy to go into debt to buy a pile of gifts that will be forgotten

come February. A great memory maker is to limit gifts and purchase an adventure that everyone can participate in. How about an overnight stay at a hotel with a pool? Or a day of sledding with dinner out?

Or delayed gratification and go away somewhere sunny in January? Don’t let it be “a season where you buy this year’s gifts with next year’s money.”

HOSTING This past summer I think I broke my personal record of the number of guests we entertained. I loved every minute and learned some valuable shortcuts.

• Keep it simple. The grocery stores are doing a marvelous job of making my entire dinner and all I have to do is transfer it to my casserole dish when I get home. When asked, “That was delicious, can I get the recipe?” I smile and say, “It’s a family secret.”

• Entertain back-to-back. Your house is clean, you have fresh flowers on the table, the china is out and the silver polished. Pick up a few extra items and you’ll have plenty for

another dinner party.

• Stay within a budget. Instead of Chateaubriand for 12 that can be “spendy” and stressful, make a lasagna that can be popped into the oven right before guests arrive.

DECORATING Unless you are wiring your house for a light and music production, a few simple touches will suffice.

• A wreath at the door • A tree with some lights • A manger display • Garland on the hearth.

Yes, the holidays are upon us and my wish for all of you is that you will keep the “happy” in the holidays and experience peace and blessings all through the year.

Chuckwucki Benjamin "Ben" Onyeaghala, 19, of White Bear Lake.

On October 8, 2016, Chukwucki Benjamin "Ben" Onyeaghala, a 19-year-old resident of White Bear Lake and a student at Winona State University, went missing near the university campus. On October 18, his body was discovered in the Mississippi River near Homer, approximately three miles from where he was last seen. The Winona Police Department is investigating the circumstances of Ben's death.

A Mass of Christian Burial for Ben was celebrated Saturday, Nov. 12, 2016, at the Church of St. Mary of the Lake in White Bear Lake.

Harold C. (Hal) Deutsch Jr. Hal passed away peacefully with his family by his side on Wednesday, November 9, 2016.

He was born January 20, 1933, in Minneapolis to Harold and Marie Deutsch. He had two older sisters, Janet and Dorothy and was preceded in death by his parents and sister, Janet. He is survived by his wife of 59 years, Georjann; daughters, Holly (Brian) Preisler and Lisa (Rick) Heroff; and sons, Greg Deutsch, Mark (Barb) Deutsch, and David Deutsch; grandchildren, Jaime, Rebecca, Jaclyn, Kevin, Kyle, Kate, Karina, William; and 6 great-grandchildren. Hal graduated from University High School and the University of Minnesota. He was married to Georjann on June 22, 1957 in Davenport, Iowa and they began their lives together in El Paso, Texas at Fort Bliss where Hal served in the U.S. Army for 2 years. Upon completion of this, he moved to White Bear Lake and began his successful career in the insurance business.

He cherished his time up north on Little Whitefish Lake near Garrison. Upon retirement, Hal and Georjann moved permanently to that area and built their lake home where they lived for 22 years before returning to the Twin Cities area. Hal was a dedicated fan of the Gopher sports teams and always said that he bled maroon and gold. He was an avid deer hunter and never missed a season in his adult life until he left the

lake home. Hal was a member of Lions International in both White Bear Lake and Garrison and received the Melvin Jones Award. He spent many winters snowmobiling and loved working in and walking through the woods up north. But he was most passionate about his children, grandchildren and great-grandchildren. He so loved every one of their visits. They knew him as a man of honor and the best “hide and seeker”. Everyone who met him heard a story or had a great debate with him. He was stubborn but willing to do anything for you; he was competitive but more than willing to share his victories. We will miss his wit and his “arm swinging thing” (the family will understand this), making ice tea for him, him saying “oink” before eating, and seeing him in his chair watching the Gopher game and reading the paper. We love you and will dream of you often.

Special investigation committee for missing woman goes to North Dakota The Minnesota Community Policing Services Foundation has extended its search for missing Vadnais Heights woman Michele Newell to North Dakota after conducting multiple searches in the St. Paul area.

Nothing conclusive has been found.

The North Dakota search and recovery operation led by the foundation's special investigations committee began Nov. 11.

“This search and recovery operation will include assistance with our counterpart from Minnesota Canine Search and Rescue,” the foundation stated. K-9s will be used in areas where investigations indicate there is a high probability Newell's body could be found.

Newell was last seen and heard from in August.

Timothy Barr, of Lakeville, is a suspect in the case.

Newell had allegedly been accidentally run over by a car and killed by Barr, and he had apparently dumped

her body in a farm building in South Dakota, according to the complaint. The second-degree murder charges were dismissed Oct. 19 due to jurisdictional issues, according to the Ramsey County Attorney's Office.

But Barr is still a suspect, according to the Ramsey County Sheriff's Office. Recent investigation indicates he may allegedly have had assistance from a friend in North Dakota.

Michele Newell The Minnesota Community Policing Services Foundation was created in 2013 as

a nonprofit to assist in public safety. It offers services in consulting, human rights investigations, mediation and arbitration, and missing persons searches.

“We have been involved in two high-profile searches in the last couple of years,” said David Singleton, executive chairman. In one search, it was one of the groups that found the body, and it is still working on the other one.

Singleton said the foundation is dedicated to finding Newell.

“It is a high priority for our organization,” he said.

“We are going to work it until Michele is located.”

The foundation encourages area residents in eastern North and South Dakota to continue to look for anything suspicious.

The teen was charged with “domestic assault – causing fear in the victims.” No injuries were reported.

• The money box at a County Road E self-service car wash was reported stolen the afternoon of Nov. 4. The loss is undetermined.

• A man was arrested just after midnight Nov. 5 in a County Road D apartment after he grabbed his 22-year-old girlfriend and held her down following an argument over child care issues. The 26-year-old Little Canada man was jailed on a fi fth-degree domestic assault charge.

• Stereo equipment was stolen the afternoon of

Nov. 8 from a vehicle parked in the 800 block of County Road D. The loss in the forced-entry theft was estimated at $550.

VADNAIS HEIGHTS • Actually, they were competitors, the kitten and the warehouse man. An employee at a business in the 900 block of Berwood Avenue set up a live trap in a warehouse the night of Oct. 25 in an attempt to rid the building of rodents. What he caught was a rodent-seeking kitten. The little feline, most likely homeless, was taken to Hillcrest Animal Hospital to await possible adoption.

• A 21-year-old man was approached in a discount store parking lot in the 900 block of County Road E Nov. 2 and offered a smartphone for $240. The transaction was completed and the seller promised to send the buyer the codes to make the phone work. The seller has the $240 and the buyer is still waiting for the codes.

• It was a noisy affair Nov. 3 that brought deputies to the early-morning 911 call at a County Road D apartment complex to deal with screaming and yelling between two sisters and their mother. The 2:24 a.m. ruckus began peacefully

WHITE BEAR TOWNSHIP • A juvenile female who refused to leave private property in the 2500 block of County Road F the morning of Nov. 3 was transported to the Ramsey County Juvenile Detention Center. The 16-year-old was charged with disorderly conduct.

• A senior who rents rooms in the 5200 block of Bald Eagle Boulevard reported the theft of a 2015 Diamondback Century One bicycle valued at $2,500 on Nov. 3. The bike belonged to a 20-year-old male renter and a 23-year-old homeless man is suspected of the theft.

• A 25-year-old Schroeder man was stopped for a traffic violation near the Tamarack Nature Center on Nov. 6 and jailed on charges of careless driving, driving after license cancellation and no proof of insurance. His 2004 PT Cruiser was impounded.

• A Stillwater man, 42, was issued a written warning Nov. 3 on Manning Avenue N. and 75th Street N. for failing to obey a traffic control device.

• An elopement is suspected after a resident walked away Nov. 4 from the Cedar Ridge facility in the 11400 block of Julianne Avenue N. • A mailbox in the 7100 block of Keats Avenue N. was reported damaged Nov. 5 after being sideswiped.

MAHTOMEDI • A St. Paul Park man, 19, was arrested Oct. 31 at the FreedomValu Center on Stillwater Road on a gross misdemeanor theft warrant for stealing a PlayStation system, along with games and a controller.

• A St. Paul man, 19, was cited at 11:22 p.m. Oct. 31 in the 20 block of Long Lake Road for possessing marijuana in a motor vehicle.

• A Mahtomedi woman, 36, faces a citation for driving through a school bus stop arm Nov. 1 on Hallam Avenue and Hilton Trail N. Investigation is ongoing.

• A resident in the 200 block of Huron Street on Nov. 1 reported credit card fraud after personal information was stolen and used out of state.

• A Mahtomedi woman, 57, was cited

Nov. 2 on Hardwood Lane N. and East Avenue N. for running a stop sign.

• A purse was reported stolen Nov. 2 from a vehicle parked at St. Jude of the Lake School on Mahtomedi Avenue.

• A Willernie man, 30, was arrested at 12:26 p.m. Nov. 2 at the Coffee Cottage on Mahtomedi Avenue for child endangerment, after he was seen under suspicious circumstances on the street corner with the child.

• A suspicious package thought to contain narcotics was reported Nov. 3 at the FedEx depot on Long Lake Road. The package was opened, and the case is still under investigation.

• A vehicle was reported stolen Nov. 5 from the 900 block of Pineridge Court. The complainant still had the keys.

• A vehicle in the 900 block of Pineridge Court was reported rummaged through Nov. 5. Nothing was taken.

WHITE BEAR LAKE • A North St. Paul man, 36, was arrested at 10:12 p.m. Nov. 1 on Fifth Street and Campbell Avenue on two Washington County Sheriff's Office warrants for felony drug possession and misdemeanor fleeing authorities.

WILLERNIE • A White Bear Lake man, 35, was arrested Nov. 2 on Stillwater Road and Kindross Road for driving after cancellation for behavior inimical to public safety.

WHITE BEAR LAKE POLICE REPORTS The White Bear Lake Police Department reported the following incidents: • Theft of mail from a mailbox was reported in the 3400 block of Michael Avenue at 10:33 a.m. Nov. 4. It was located in the 2300 block of Golfview Drive half an hour later and returned to the owner.

• Theft by swindle was reported in the 2600 block of County Road E at 6:45 p.m. Nov. 4. $1,300 was lost. There are no suspects at this time.

• A large fi ght was reported in the 2100 block of Fourth Street at 2:01 a.m. Nov. 5. There was no physical fi ght, but people were yelling at each

other and were advised.

• An injured deer from an accident was removed from the roadway in the area of Century Avenue at 9:51 p.m. Nov. 5.

• Theft from a vehicle was reported in the 3500 block of Century Avenue at 6:02 p.m. Nov. 6.

• A 46-year-old male was arrested on four warrants after attempting to avoid arrest by providing a fake name in the 2300 block of County Road E at 10:14 p.m. Nov. 6.

• A resident reported a relative in St. Paul allegedly opened an account with Xfi nity in her name without her permission in the 2400 block of Oak Street at 3:33 p.m. Nov. 7.

• Damage to the ignition of a vehicle was reported in the 2100 block of Fourth Street at 10:39 p.m. Nov. 7. The damage was estimated to cost $500. There are no suspects.

• Theft of mail was reported in the 3500 block of Oak Terrace at 1:32 p.m. Nov. 8.

• Theft of mail was reported in the 3500 block of Oak Terrace at 1:58 p.m. Nov. 8.

• Theft from a vehicle was reported in the 3900 block of Hoffman Road at 5:56 a.m. Nov. 9.

WASHINGTON COUNTY BRIEFS • The County Board accepted a gift from P.A.W.S. Pet Hospital for the Sheriff’s Office canine unit.

The Hugo veterinary clinic donated $1,027.

• Bolton and Menk Inc. will perform the engineering design and project coordination for the County State Aid Highway (CSAH) 12 improvement project through Willernie, Mahtomedi and Grant.

The Washington County Board of Commissioners approved the $559,906 contract Nov. 8. The project will be paid for by State Aid. The roadway has poor pavement quality, substandard pedestrian facilities, and traffic congestion through its corridor. The engineering project will complete a corridor study to identify phased construction to be completed in 2017, 2019 and 2021.

Work on Highway 244 to Wildwood Road, which is a city project, should be completed in 2017, including a new traffic signal at the entrance to Mahtomedi Middle School.

• Washington County Parks will begin taking reservations for campsites and park pavilions for 2017 beginning at 8 a.m. Tuesday, Jan. 10.

At that time, residents may call or visit any park office to make a pavilion reservation. Also at that time, camping reservations will be open for 2017.

Dream for a Kowalski's comes true in new store

SHOREVIEW — There was a buzz at the corner of Hodgson Road and Highway 96 Nov. 10.

Residents from the surrounding communities came

out to see their new corner grocery store — Kowalski's.

“We were so happy,” said Linda, a 42-year Shoreview resident, noting the area has been without a grocery store since Rainbow Foods closed its store on the site a few years ago. “I think I am going

to love it.”

The store was packed with people checking out the store's offerings and tasting free samples.

hour the store was open in the morning.

“It's nice variety,” she said, standing in the bulk section.

A bulk salad bar and deli counter with a wide variety of options were nearby, including a sushi section and make-your-own pasta bar.

The meat and seafood department was offering free samples of wild-caught salmon and calamari. Fresh fish options abounded.

“A lot of stuff here at the counter was swimming 48 to 72 hours ago,” said Ryan Wojiak, meat and seafood manager. “A majority (of the selection) is flown in fresh six days a week.” The department focuses on wild-caught and “the best farm-raised” fish.

All of its meats contain no hormones, antibiotics or growth promoters, said Wojiak. They stuff their own sausages.

The store includes all of the standard grocery store departments, and also houses a wine shop, cookware area and a Starbucks.

Mayor Sandy Martin was making rounds of the store.

“We are very happy, obviously,” she remarked. “This

has actually been a 20-year dream of the city of Shoreview.” Martin met with Jim Kowalski in the ’90s, asking for a store. He had said the time and place weren't quite right, Martin said.

“We are just thrilled the time is right now and the place is here,” she said.

“We're really excited to be here finally,” said Mike Oase, vice president of operations.

Martin said the City Council “held out” on other offers from developers. “We had other interested parties,” she noted.

The nice weather caused a big turnout of shoppers, “a little heavier” than expected, Oase said.

The parking lot was packed with vehicles looking for a spot to park.

There was only one downside at the opening — a pedestrian was struck by a vehicle in the parking lot within an hour of the store's opening and was lying on the ground with emergency vehicles surrounding him. It appeared there were no life-threatening injuries.

WHITE BEAR LAKE CITY COUNCIL NOTES WHITE BEAR LAKE — The City Council took the following action at its Nov. 9 meeting (rescheduled due to the election): • Heard a fi rst reading of a proposed six-month moratorium on billboards.

A potential lawsuit prompted City Attorney Roger Jensen to draft an interim ordinance to give the city time to consider changes to its sign code.

Citing the First Amendment in a 2015 decision, the U.S. Supreme Court makes it unconstitutional for a city to regulate signage content. It reasoned that cities should not be determining which messages are appropriate on signs and which are not.

A Georgia sign company is threatening litigation against the city in the aftermath of the court decision, alleging that certain provisions of the city's sign code are content based.

The company has submitted an application for two signs at Highway 61 and County Road F and at 1830 Buerkle Road, but Jensen said the city has the right to enforce a moratorium, even after an application. "I will suggest they withdraw the application when I meet with their attorney," Jensen said.

Staff was directed by council to conduct a study of the sign code in light of the decision.

The city's code allows changes to messages every 20 minutes. The billboard company claims that is unreasonable and violates the First Amendment.

Councilman Dan Jones said he doesn't want any more billboard signs in White Bear Lake.

• Pushed back, once again, a decision to amend the conditional use permit that would allow professional office and/or restaurant use for the two-story building attached to Boatworks Commons, 4775 Lake Ave. S. Restaurant owners Daron Close and JJ Maleitzke (Acqua and The Meet Market) and the developer are close to fi nalizing a 10-year lease and low-interest loan agreement and requested more time, according to Planner Anne Kane.

"They indicated just yesterday they have reached an agreement on terms," she said. The matter will now be on the Nov. 22 agenda.

"Staff is confident the deal will get done, as assured by both parties," Kane said. "However, we understand the developer's reluctance to submit an amendment to its application until all the proper documents are fi nalized and executed."

• Postponed a decision to approve a variance for a 1,225-square-foot garage on property at 3780 Auger Ave. Owner Erik Wiski requested the variance to add vehicle storage in the backyard of his residence, which is located on a 28,000-square-foot lot (0.6 acres). The Planning Commission denied his request last month and recommended a garage half that size as a compromise.

When asked, Wiski told council he is not interested in the compromise and indicated he would dismantle both a gazebo and a carport

if he gets the larger garage. The matter will go back to the Planning Commission for a recommendation.

• Approved an ordinance amending rental dwelling and public health codes.

The change holds property owners accountable for conduct by tenants deemed disorderly.

Without naming names, City Manager Ellen Richter said there is a particular property that gets frequent complaints. The landlord is only interested in collecting rent and not dealing with the tenant problem, she said. This will give the city a due process mechanism to revoke a rental license from a property owner who fails to take action.

Conduct considered disorderly includes excessive noise, unlawful sale of alcohol, drugs and/ or fi rearms and exterior storage violations.

• Heard a fi rst reading of an ordinance amending city charter voting and veto rights of the acting mayor.

White Bear Lake Charter Commission Chairman Tim Geck told council the motion would allow the sitting chair to have those rights.

The matter was addressed in 2005 and again in 2010 but failed due to lack of a unanimous vote. Commission member Mark Sather briefed the council on the city's charter history. White Bear Lake was one of the fi rst cities in the state to create a charter for self-governance, in 1921.

Financial Management How to replace energy-hungry Appliances Home improvement projects often involve remodeling. But homeowners can improve their homes without ever picking up a hammer. Upgrading a home's appliances with products that are more eco-friendly can add value to a home and make the home more attractive to buyers who want their homes to look good and pay dividends for the environment.

The United States Department of Energy says the average American family spends about $2,200 each year for energy costs, and large, inefficient appliances no doubt contribute heavily to those expenditures.

Appliances that are several years old, including refrigerators, washing machines, dryers, and even ovens, may no longer meet the stringent energy-saving specifications required of new items. That means such appliances are negatively affecting the environment and their owners' bottom lines.

According to the Energy Star program, a refrigerator that is at least 15 years old may be consuming twice as much energy as a newer Energy Star-rated refrigerator. Read the label Familiarize yourself with the "EnergyGuide" label that appears on most appliances. This label gives consumers an idea as to how much it will cost to run the appliance, as well as how much energy the unit uses on average. Use this label to compare the different models you are considering.

Choose appliances that are part of the Energy Star program, which helps consumers find products that reduce greenhouse gas emissions.

Downgrade to a small model Large appliances tend to consume more energy than small appliances.

Scaling down the size of the appliance can reduce energy consumption.

Empty nesters may no longer need a refrigerator capable of holding food for a family of four, while those who routinely dine out may find they don't get much use out of their larger refrigerator.

Look for rebate programs Rebate and recycling programs can help reduce the initial cost of purchasing new appliances. The government may offer tax incentives to those people who purchase a new, energy-efficient models.

Think about future salability Homeowners who do not intend to stay in their homes much longer may find energy efficient appliances make their homes more attractive to prospective buyers.

Sidewalks will be plowed ASAP

Widow presents commemorative drawing to VFW In November of 1950, 8,000 troops, most of them U.S. Marines, struggled to survive the coldest winter in 100 years in Korea. PFC George Bodlovick of White Bear Lake was one of those Marines. George grew up in Stillwater and after graduation from Stillwater High School, enlisted in the Marine Corps. George passed away in June 2014 at the age of 83. WHITE BEAR LAKE — Luckily, residents don't have to shovel the city's sidewalks.

They just have to be patient while the plowing gets done. And that can take three to four days, according to Public Works Director Mark Burch.

Every year, Burch presents the snowplow policy to City Council for approval. Sidewalk snow removal received special mention as new language in the policy clarifies the level of service the city intends to provide.

Due to limited personnel, sidewalks will be done as soon as possible after a significant snowfall, starting with downtown, and continue until complete.

It is also noted in the policy that sidewalks will be cleared as close as feasible to pedestrian push-button pedestals. The city received a complaint last year regarding plowing on Fourth Street near Highway 61 so is trying to address those concerns but points out pedestals can be difficult to plow without damaging the structure or the plowing equipment.

Mayor Jo Emerson reminded residents that sidewalks are not plowed down to bare pavement.

Councilman Dan Jones wants a priority placed on a section of White

Bear Avenue and a section of First and Ninth Streets by Lincoln Elementary. Calling it a safety issue, the areas are close to schools so students end up walking in the streets after a heavy snowfall, he said.

Jones said he would oppose the policy as presented without those changes and thus became the lone dissenter in the 4-1 vote to approve.

Snow removal operations begin when 3 inches or more accumulate or when Public Works determines plowing is necessary. Nighttime plowing begins at about 2 a.m.

Public Works plow driver Mark Meyer parked the city's new snowplow truck in front of City Hall prior to the Nov. 9 council meeting. Approved last February, the high-tech truck was just delivered. Its cost: $187,000.

Mayor Emerson said she's doing a ride-along on some snowy day.

WINTER PARKING REGULATIONS: • Vehicles are not allowed to remain on a city street, alley or municipal parking lot for more than 24 hours from Nov. 1 through April 1.

• Vehicles cannot be left or parked on a street, alley or municipal parking lot for the period of time starting immediately after a 3-inch or more snowfall until the snow has been removed to the full width of the street, alley or parking lot.

Program makes Thanksgiving Dinner more affordable WHITE BEAR LAKE — Fare For All, a local non-profit food program created to make fresh fruits and vegetables more affordable to Twin Cities families, will be selling Holiday Packs for $30 at First Lutheran Church on Friday Nov. 18 from 2 to 4 p.m.

Each Holiday Pack feeds a family of eight and includes an 8 to 10 pound turkey, a Hormel pork tenderloin, 2 pound package of Tyson chicken wings, pork sausage, two bags of green beans, and a pumpkin pie. There is no need to register in advance.

The program has no income requirements and is open to everyone who is looking to save money. There are no forms to complete and cash, credit, debit and EBT cards are all accepted.

Fare for All purchases fresh fruits, vegetables and frozen meats in bulk and passes on the savings to anyone who wants to stretch their food budget. Participants in the program save up to 40 percent on their food purchases. The end result is that households who utilize the program have access to and consume more nutritious staples.

“Many families have been forced to cut back on fresh produce and lean meats because of ever-shrinking food budgets. The program is designed to help make affordable, healthy foods available to those families — especially during the holiday season,” said Scott Weatherhead, program manager for Fare For All. 1966 At Tuesday night’s regular council meeting the White Bear City Council approved the purchase of a radar speed timer . The timer, purchased from Hillcrest Safety Equipment Co., was a Stephenson radar and was bought on the low bid submitted for $1,113.52…M. C. (Bud) Korfhage, director of the Recreation Department for the White Bear Lake school district, was awarded the distinguished service award from the State Recreation and Park Association

at the annual banquet. The award was based on the type of recreation program the recipient runs and his outside civic and professional leadership.

1991 Two White Bear Lake men who are in the business of saving lives found themselves in need of rescue after the Halloween blizzard trapped them in their truck on Minnesota’s North Shore for four days without food or water. White Bear Lake EMT firefighter John Perron and paramedic Jerry Loberg were driving Loberg’s truck from Whitefish Lake to Lutsen on a hunting trip when they became stuck in the snow. “We were going to wait until morning to get out,” said Perron. “But it snowed three and a half feet.” On Sunday, Perron’s sister called former White Bear resident Steve Bragg, who works at the Village Inn resort in Lutsen. She asked Bragg

to try and locate the pair and a group set off on snow mobiles and found the fading pair about 7:00 p.m. on Monday. Perron said the only health problems they have are colds and a hernia he received from eating solid food too soon.

2006 Chrissy VanOverbrooke, a middle school math instructor at St. Mary of the Lake graduated in August with a master’s degree in education from the University of Minnesota…Stephanie Kernik of White Bear Lake is the recipient of a scholarship from the University of Minnesota Morris. Kernik received the John Q. Imholte Scholarship, which is given to students who have completed 60 credits of course work and have demonstrated outstanding academic ability.

Mankato West ends Mahtomedi season 28-7 in state tourney duel of unbeatens

Mankato West’s school song is the tune of The Marines Hymn, and the Scarlets showed that they do indeed have a few good men as they knocked Mahtomedi out of the state tournament.

Shutting down a team that was averaging 42 points per game, the Scarlets beat the Zephyrs 28-7 in the Class 5A quarterfinals Saturday evening in Farmington, a duel of 10-0 teams aiming for the semifinals at U.S. Bank Stadium next week.

Mahtomedi had the early lead when T.J. Tumbelson busted 42 yards for his 16th touchdown of the season, but the Zephyrs never got close to the end zone after that.

Jalen Frye entered the game with 1,424 yards and 20 touchdowns but got no running room against the swarming Scarlets defense. Anthony Praml was sacked four times, intercepted three times and lost a fumble in a rough career finale for the fine quarterback.

Mankato West’s back-breaking play was a stunner as time ran out in the first half when the Zephyrs tried for a 41-yard touchdown pass and instead gave up an 80-yard interception return.

Figuring an interception would be harmless at that point anyway, so deep in West’s territory with no time left, the Zephyrs had Anthony Praml go for broke, but Thomas Tokiel not only made the pickoff at the 20-yard line but also ran it all the way back. veered all the way across the field, slipping several tackles, slicing through

a thicket of Zephyrs at the 30 yard line, finally barging over the goal line just inside the flag on the opposite side of the field. That made it 15-7 at halftime.

"I didn't think I was going to make it," he told the Mankato Free Press. "I was dead tired. But I got some great blocking from my teammates."

Otherwise Charles Terry was the bigplay guy for West, including a 16-yard gain on a 3rd-and-15 screen pass leading to a touchdown, furious spurts of 28 and 17 yards leading to another touchdown, a two-point conversion on a screen pass,

and on defense, an interception, sack and fumble recovery. He had 139 yards in 20 rushes.

The Scarlets’ three touchdown drives were all capped by Robert Meidl’s oneyard runs. The quarterback kept the ball 30 times for 125 yards. The furious pass rush they put on Praml was led by end Zachary Jakes, who made two of the four sacks.

Mahtomedi, making its 12th state appearance and first since 2010, finished 10-1 with conference and section titles.

Gopher go-getter: Bears’ Angie Guenther track-and-field co-captain at ‘U’

Co-captain of a Minnesota Gophers team — that’s an honor recently accorded to Angie Guenther, former White Bear Lake athlete.

A fifth-year senior in track-and-field whose events are discus and hammer throw, Guenther will lead the throws group for the defending Big Ten champion Gophers.

“You always dream of being a D-I athlete,” Guenther told her hometown paper, “and when you are, you dream of being a leader, so, this is amazing.”

The squad has captains for each segment of the team and Guenther serves that role for the throwers, whose coach is Peter Miller. She feels well-prepared: “I had an in-between leadership role last year. I wasn’t quite a captain but I was upperclassman and had a lot of experience (leading).”

Guenther was the subject of a recent Q and A on gophersports.com, and some of the quotes in this article come from that interview.

Her first big thrill at the U of M was placing sixth in hammer throw at the Big Ten meet as a sophomore at Michigan State where she uncorked a personal-best throw in her final attempt. The top eight score points.

“I remember shaking afterwards. I couldn’t stand up because I was so excited and all that hard work paid off in the last throw, that last chance.”

Her other main highlight is the team championship last spring: “You watch people work their butts off in the weight room or on the track, and to see that pay off for everyone, even if I personally didn’t perform to my best, was incredible.”

Her junior year was a bit disappointing otherwise; she threw a few meters farther on average than the year before, but could not unleash “that one big throw” in the marquee meets. “I kind of have a little fire in my belly to get back and make up for it,” said Guenther, determined to place in both at the Big Ten as a senior.

in hammer throw. Her career-bests are 58-8 3/4 in indoor hammer throw, 195-10 in outdoor hammer throw and 166-5 in discus.

While high school track has only shot put and discus, college track also has javelin and hammer throw.

When Miller joined the staff her sophomore year, he saw her potential in hammer throw, which has become her favorite event.

“I caught on really quickly. It’s just been more fun for me because disc is not new and exciting for me

anymore. With hammer, I still don’t really know what my potential is and how far I can go with it.”

At White Bear Lake, Guenther was runner-up at state in discus her junior year and placed third as a sophomore and senior. She was 13th in shot as a senior and holds school records of 154-3 in discus and 41-1 in shot put.

Her first love was softball, where she was a shortstop Angie Guenther and cleanup hitter, but she switched to track in ninth grade, joining her sister Samantha, who raved about how much fun it was working with Chuck Stuemke, the Bears’ weight coach.

Angie agreed, finding Stuemke to be “just a huge personality, huge jokester, sarcastic, but an extremely big heart.” She had a lousy freshman year but stuck it out because she didn’t want to leave her coach and sister, a decision that obviously has worked out well for her. Samantha, meanwhile, just completed a college career at North Dakota.

The 5-foot-9 Guenther was a four-year basketball starter for the Bears and played in three state tournaments. She continued to play club softball through her junior year in the summer. But it’s all track-and-field now at the “U,” with just two weeks off all year from training and weight-lifting. “They don’t let us play basketball or anything else,” she laughed.

Guenther, 22, has made Academic All-Big Ten each year, carrying 3.6 GPA, majoring in Health and Wellness with an emphasis on Psychology, and a minor in Public Health. She graduated last spring and is currently pursuing a masters degree in Nutrition.

Long-term, she is leaning toward a career in “preventing chronic diseases through behavioral changes” in community-level programs.

Fearless Bear finishes career over 2,000 yards marker in his final game, a 28-21 near-upset against Rosemount. The Irish bore down hard on Majest, holding him to 34 yards in 19 carries, loosening things up for the Bear passing game that netted 258 yards.

Powerful and shifty at just 5-foot-6 and 165 pounds, Majest gained 1,046 yards as a junior and 963 as a senior, scoring 11 career touchdowns.

“To be over 2,000 yard for his career is outstanding,” Bartlett said. ”He has been unreal. The last two years we had some success running the ball and he is a big reason why. He is really tough and hard to bring down. His vision is outstanding and he has absolutely zero fear.”

about those games, but it still stings to lose, at the same time,” Majest said.

Majest got his first start in the playoff opener in 10th grade and was the team’s offensive mainstay the last two years.

He and lineman Jarod Fike were the two returning all-conference players this year. “He was the main blocker I like to run behind,” Majest said.

His first varsity thrill was a 20-yard run in his debut against Park as a sophomore, which “got the team rolling” and led to a victory.

“I was playing with kids two years older than me, and I was going into the game hoping that I'd be able to do what it takes, to not let the team down.”

It turned out there would be only one more win for Majest but he seldom let the Bears down.

Win or lose, football’s been a blast for the Bears’ No. 2 all-time rusher with a final total of 2,009 yards.

“It doesn't affect my enjoyment of football at all,” Majest said about this year’s 0-9 record and last year’s 0-8.

“Personally I don't think football is only about winning, but also creating a

family in which you can count on your teammates for everything. I have also had a good career at White Bear, which isn't something to dread over.”

Coach Ryan Bartlett appreciated that positive mindset.

“His attitude is great. He loves to compete and he never gets down,” the coach said. “He is a really confident kid and other kids feed off that. He is always smiling and he just loves playing the game. He is a great student as well, which will really help him in being recruited.”

Bear mountain bikers wrap up season The White Bear Lake mountain bike team finished its season on October 29 and 30 at the State Championships held at Mount Kato in Mankato. The always challenging Mount Kato trails became even tougher after midweek rains left the trails muddy and slippery.

Despite the conditions, the Bears rode to some respectable results.

In the Sunday JV race, junior Matt Weinberger took 14th place out of 74 riders (despite crashing twice), while Cody Harein tore through the field, passing 40 riders to finish 30th. All six White Bear riders finished the JV race, which featured 400 vertical feet of climbing per lap, with Tony Callen in 36th (despite a dramatic crash), Will Hank 58th, Zach Engman in 72nd, and Seth Bickford in 74th.

In the Saturday freshman races, Tehya Daniels continued her run of solid second laps to finish 17th out of 28 girls. In the boys freshman race, Adam Barth took 34th out of 63 riders, while teammate Jackson Chase-Jacobus moved up through the field from a last row starting position to finish 33rd.

In the single lap middle school races, 7th grader Patrick Levins picked off rider after rider to finish 15th out of 53 riders, 7th grade rider Dylan Olson came in 39th, while 8th grader Tucker Christianson rode from a last row starting position to finish 30th out of 59 riders.

Town Board tackles trash bill, Christmas trees and sewer alarms

WHITE BEAR TOWNSHIP — The Nov. 7 Board of Supervisors meeting held at Heritage Hall was speedy and quiet.

The board approved a consent agenda that included Christmas tree sales and Connexus Energy permits, a call for the Board of Canvass to verify election returns, continued comment review of the Rice Creek Watershed District rule revisions to Nov. 18, and the third quarter financial report.

Township residents will get a break on their trash bills as the board approved a five-year contract with Republic Services for waste and recycling. In 2017 and 2018, residents will see a small decrease in the monthly rate, then 2.5 percent increases thereafter in 2019, 2020 and 2021.

The utilities commission and township staff reviewed Republic's proposal and compared service and costs from several other communities to have a broadbased comparison. After reviewing performance records, they concluded that Republic offers the best value for residents, offering good services and drivers who are familiar with the town. Customers are satisfied with the level of service and cost. Chairman Bob Kermes pointed out that while some communities may have lower rates, they do not get the level of services provided to the township.

Rum River Tree Farm owner Dan Almendinger was present as the board approved a three-year permit to allow seasonal sale of Christmas trees in the parking lot of Cub Foods at 1059 Meadowlands Drive.

Rum River previously operated the tree lot from the PDQ parking lot across County Road 96. The PDQ was redeveloped and is no longer available for use as a tree lot.

Trees will be available for sale from the family-owned business starting the day after Thanksgiving, Nov. 25 through Dec. 23, Monday through Friday, noon to 8 p.m.; Saturday, 9 a.m. to 9 p.m.; and Sunday, 9 a.m. to 7 p.m. Almendinger said he has sold trees in the metro area for 43 years and is pleased to be back in White Bear, where he has many repeat customers.

The board approved a permit for Connexus Energy to replace an existing underground electric distribution line from Anderson Lane, crossing under Interstate 35E to Otter View Trail. The project will include directional boring in the boulevards on both sides of the freeway.

Debbie Tyler, Connexus Energy engineering services and right of way representative, said the company is ready to begin the project as soon as it receives permits from MnDOT. Weather permitting, the project could begin in the next few months and be completed by the end of spring.

The Town Board approved the permit with the conditions that construction must protect all drive-

ways, the hydrant on the south side of Anderson Lane and the storm sewer crossing I-35E during the boring process. All disturbed areas must be restored equal to, or better than, original condition.

Finance Officer Tom Kelly reported the township had a good first three quarters of the year financially.

The board also approved a recommendation from Town Engineer Jim Studenski to award a contract to Connelly Industrial Electronics in the amount of $8,600 with a $2,500 contingency to complete installation of SCADA software as part of the town’s overall computer and software upgrade. SCADA links wells, water tanks, and automated sanitary lift stations to an alarm. For example, if a well or sewage lift station were to malfunction for some reason, the software notifies the public works department to dispatch a person to investigate and fix the problem. The software upgrade should be completed by the end of the year.

After Kermes encouraged everyone to get out and vote, the meeting was adjourned. Everyone pitched in to stack chairs and convert the room into a polling station for the following day’s election.

SCHOOL BRIEFS Mahtomedi School Board election results

Three District 832 School Board candidates ran for three unopposed seats in the Nov. 8 election. Newly appointed board member Stacey Stout received the most votes, 5,052, or 35 percent. Incumbent Judith Schwartz received 4,573 votes, or 32 percent. Incumbent and current board chair Lucy Payne received 4,509 votes, or 31 percent. There were 195 write-ins.

Century College program receives award

The medical assistant program at Century College was recently recognized by the Minnesota State system with the Excellence in Curriculum Programming award at the annual Academic and Student Affairs Leadership Conference.

Student enrollment in the program has grown steadily over the past three years,

even as enrollment, on average, at two-year colleges has declined. Over the last five years, the program has averaged a 90 percent retention rate of students, and 79 percent of graduates are employed in their field in the first year after graduation. According to a report completed by the Medical Assisting Education Review Board, Century College medical assistant graduates and their employers reported a 100 percent satisfaction rate in the education delivered and preparedness for work.

“We take pride in offering a medical assistant program at Century College that assists students in becoming successful graduates and obtaining excellent employment in a highly recognized booming field,” states Medical Assistant Program Director Michelle Blesi. “We also take pride in knowing that we are offering a program that prepares graduates that employers feel confident hiring.”

The program is a 51-credit diploma program that can be completed in 3 semesters. It was named the 2016-17 No. 1 medical assisting program in the nation by top medical assistants programs based on program costs, high graduation and retention rates and minimal difference in tuition fees. Kelly Humphrey, Lakeaires Elementary second-grade teacher, received a grant to have 57 second-graders participate in a three-week art unit each year focusing on the lives and works of Vincent Van Gogh and Pablo Picasso.

Jessica Ostendorf and Katie Anderson, Birch Lake Elementary second- and fourth-grade teachers, each received a grant to help students learn to use different mediums and different techniques to paint and create paper using different application methods.

Stacy Brodt, Lakeaires Elementary fifth-grade teacher, received a grant to help students create their own graphic novels.

Aimee Pollard, Hugo Elementary speech-language pathologist, received a grant for several students to work with arts and crafts to work on children’s receptive and expressive language skills. Children will be making sock puppets for their speech-language lessons.

Campaign signs like blast from past

BIRCHWOOD — Now that the election is over, Mayor Mary Wingfield has taken down her poetic campaign signs.

The small handmade posters were fashioned after the Burma Shave signs of her childhood, Wingfield said. “The interesting thing about it is 90 percent of the people didn’t know they were Burma Shave-like, which was shocking. I grew up knowing that. It was amazing to me that the people who knew it was Burma Shave were in their 70s.”

Does that make her feel old?

“Yes! Or blame it on my parents for letting me live in a culture warp,” Wingfield replied.

She looked at the signs as a way to introduce the younger population to the “good old days,” but mostly she wanted to make people smile.

Wingfield won her third two-year term in a row as mayor of Birch-

wood Nov. 8, but she has served before, fi rst in 1984 and again in 2008.

The longtime resident has lived in the small village on the south shore of White Bear Lake for 50 years. She built a house next to her folks in keeping with something Wingfield observes often: “That Birchwood keeps a lot of its people.”

“We have fourth-generation families on my block,” noted the mayor, who lives on the east edge of town.

“My mom did some fi guring one sleepless night and said 30 families have kept its people intact. We are persistent in staying here.”

When asked about her unconventional signs, Wingfield said she added them near stop signs, “of which Birchwood now has many, to make it a fun race.”

“Our town is a good town and our people are good people,” she commented. “I wanted to put a smile on peoples’ faces. Life is short, right?”

An owner may appeal an assessment to district court pursuant to Minn.

Stat. § 429.081 by serving notice of the appeal upon the mayor or clerk of the city within 30 days after the adoption of the assessment and filing such notice with the district court within ten days after service upon the mayor or clerk.

ESTIMATED COST OF PROJECT 2017-01 - $697,000. The estimated cost includes construction and overhead costs for the project. The overhead costs include funds for administration, legal, fiscal, engineering design, geotechnical exploration, preparation of plans and specifications, easement acquisition, field surveying, and inspection. The overhead costs are estimated at 28% of the construction cost. Given the scope of the project, a 10% contingency has been included. The estimated unit prices for construction costs are based on actual bid tabulations from recent local projects of similar scope. The project cost estimates reflect the estimated construction cost, which includes contractor costs for labor, equipment and materials. Estimated costs include all utility improvement costs associated with street reconstruction.

The area proposed to be specially assessed is generally described as properties abutting or with direct access to Hickory Street and Dahlia Street within the project area. The properties proposed to be specially assessed are more particularly described in the project feasibility study by address and/or by using Washington County property tax parcel identification information.

The project is proposed to be specially assessed against tax parcels abutting or with direct access to said improvements. The area, described above, will be subject to special assessment of the project costs pursuant to Minnesota Statutes, Chapter 429. WEATHER TIDBIT I’m starting to sound like a broken record. We had another great weekend with plenty of sun, with temperatures in the mid 50’s on Saturday and near 60° on Sunday. We had our coldest day of the Fall season on Saturday morning when the temperature dipped to 27°. Our last somewhat meaningful rainfall was back on Oct. 29 when we totaled .13”. Real estate attorney honored by St. Thomas

City names administrator

The Westra family of Dellwood celebrated attorney Mark Westra’s induction into the University of St. Thomas Opus School of Business Real Estate Hall of Fame. Westra is considered an expert in commercial real estate issues such as financing, zoning, land use and leasing. He joins Fred Wall, who owned and renovated the historic Foshay Tower and the late Walter C. Nelson, a mortgage pioneer, in the 2016 Hall of Fame.

The city of Birchwood Village has named Tobin Lay as city administrator.

He replaces Mike Anderson who took an assistant city manager position in Waseca.

Lay, who holds a master’s degree in business administration and a law degree from Hamline University, served as treasurer Tobin Lay for Birchwood for one year, a position that is now open.

According to Mayor Mary Wingfield, it is a natural progression for the part-time treasurer to move into the administrator position. The advancement is the result of a program the city started several years ago with Hamline University as a way to tap young, inexperienced talent that needs on-the-job experience, she said. “It allows us to afford good people and it’s a benefit to them.”

School district contemplates Lionmobile’s future

WHITE BEAR LAKE — The wheels of the Lionmobile may stop rolling.

The bus service is expensive, $1,000 per rider, and may not be a bonafide expense for the School District, which operates the senior transportation service.

"It is a wonderful service and a wellloved product, but it is not sustainable," said Tara Jebens-Singh, the district's adult programs coordinator.

White Bear Lake Area Schools has been offering the Lionmobile as a transportation option for decades.

Today, ridership is down and costs are up, Jebens-Singh told the City Council in a Nov. 9 presentation. The program is

also serving an increasingly older, frailer population that requires specialized intake, drivers and vehicles.

"The senior program does not have the professional capacity or resources to properly assess riders and their needs," Jebens-Singh said. "It may be beyond our scope of safety for both drivers and the riders. Regulations are also getting more stringent, which means more hoops we have to jump through."

According to state demographer Tom Gillespie, White Bear Lake has more people over the age of 60 than school-age children. That was a wake-up call for the district, which initiated a community action team to explore transportation options for seniors.

Transit Link and Metro Mobility that continue to provide the bulk of services to seniors in the area," Jebens-Singh noted. "Key transportation funders are encouraging single-vehicle programs like the Lionmobile to consolidate with providers that have larger fleets and greater professional capacity."

District legal counsel provided guidance last year about the appropriateness of spending district funds on the Lionmobile. In a summary prepared for the School Board at a September work study meeting, counsel indicated that public funds must be used for a public purpose. There is a strong argument that the Lionmobile does not serve a public purpose because it's not available to the community as a whole, the report read. It was also noted that providing for private transportation needs is not a school district function and the service benefits only select individuals.

Bottom line: general education funds cannot be spent directly on the Lionmobile.

As the district re-evaluates its funding of the program, it is looking for feedback from stakeholders, Jebens-Singh said.

A pilot project is also being discussed using a Newtrax/Lionmobile collaboration. According to Jebens-Singh, Newtrax is exploring the idea of bringing back senior bus service to the area.

The programs coordinator encouraged the city to be open to other groups "if this one sunsets."
