Dellwood: The first 100 years

Dellwood was already “on the map” in 1917, the year the village officially incorporated. The announcement took three weeks to hit the White Bear Press, meaning it wasn't particularly big news.

The area had been platted by the railroad 35 years prior and was already known as Dellwood, explained Sara Markoe Hanson, executive director of the White Bear Area Historical Society. But

Fundraising mission in full swing for veteran’s flagpole

A year from now on Nov. 11, if all goes as planned, a historic landmark in White Bear Lake will be dedicated for the second time.

The Soldier's Memorial Flagpole near Third Street and Hwy. 61 is in a sorry state after serving as a tribute to the troops since 1940. Few people even know it's there, yet the monument features the tallest flagpole in the city. Restoring it will cost about $62,000.

Ten months ago, the White Bear Lake Lions Club

decided to make restoration of the landmark its mission. The club is spearheading a fundraising drive to rebuild the prominent stone base of the memorial and its 80-foot flagpole. Back in 1939, the monument cost $350 to build.

Lion Lynn Farley, who is heading the fundraising effort, said the project is something the club hopes both citizens and businesses will support, much like they did 78 years ago.

3 Mahtomedi residents injured, 1 bear dead in freeway crash

ROCK CREEK — Three Mahtomedi residents traveling south on I-35 were injured when the driver hit a black bear wandering on the freeway between Rush City and Pine City about 8 p.m. Nov. 5.

Hui Hong Lim, 42, crashed into the bear with his Toyota Yaris and then into a median cable barrier off the roadway, said State Patrol Lt. Tiffani Nielson. Lim and his two sons, Josiah, 16, and Micah,

12, received non-life threatening injuries and were transported to a hospital. There were no other people in the vehicle.

The bear was killed when it was hit and the Department of Natural Resources took custody of it, Nielson said.

Nielson added State Patrol officers occasionally encounter bear versus vehicle incidents along I-35.

On exports, mussels, aircraft carrier

HE SEPTEMBER ISSUE of Minnesota Business provided some information about Minnesota export numbers.

The top five countries for exports from our state, in order, are Canada, Mexico, China, Japan and South Korea.

A total of 1,044 products are exported to 207 trading partners with a value of $18 billion dollars.

The top product groups are optic, medical, machinery and vehicles, but these lost ground in 2016. The greatest increase was seen in cereal and manufactured parts for aircraft and spacecraft.

It’s positive and it’s exciting and brings visitors from all over. The Minnesota Highway Department will also have to take note and prepare to handle this traffic.

AS DOCKS ARE being removed from lakes, as well as boat lifts, you may have noticed a strange odor that I believe is coming from the zebra mussels as they decay. The growth of the mussels in White Bear Lake is alarming.

They spread easily and grow fast.

Zebra mussels (Dreissena polymorpha) are a small clam native to parts of Europe and Asia.

They were introduced into the Great Lakes around 1985 and have spread throughout the country ever since. Zebra mussels are fi lter feeders (they feed on microscopic plants and other debris), so while their introduction may initially increase water clarity, it can lead to intense fi lamentous algae growth and promote the growth of blue-green algae (which can produce toxins) as they avoid eating fi lamentous algae.

THE USS GERALD Ford aircraft carrier is now the fastest and largest in the world. The deck total is 6.5 acres and it can store 250 aircraft inside. Catapults that launch the planes from the deck are now electric vs. steam that had been used for so many years. As many of you know, President Gerald Ford was born in Nebraska. This nuclear powered carrier is still in Norfolk, Virginia, for sea trials. When it is fully staffed, it will reach 5,000 personnel.

THIS IS THE time of year when charitable organizations reach out for help. There are many good ones. For example, the Union Gospel Mission in the Twin Cities was founded in 1902 providing life-saving food, shelter, medical care and life-changing help for people who want to get off the streets for good.

In the last year, they have served 378,000 healthy meals, they have provided shelter for 1,579 men and helped 155 homeless women and children find safe shelter. They have also had 226 adult education and life-skill coaching programs for men and women and free dental care for 2,107 children and adults.

This is one of many worthwhile programs in the Twin Cities to help those in need have a happier Thanksgiving season.

Housing as a basic human right?

N

ovember 11-19, 2017 is National Hunger & Homelessness Awareness Week, and we have much to be aware of… and to act upon.

Recent media attention put a spotlight on the rise in homelessness in Ramsey County and the number of families staying in motels long-term because they are priced out of the rental market. The vacancy rate in the Twin Cities is the lowest it’s been in nearly 20 years. Rents have risen even higher than what can be accounted for by inflation, while renter household income has dropped, widening the gap between income and housing into more of a chasm.

In a tight rental market, landlords can also be much more selective about the tenants they rent to; opting out of Section 8 housing, using more restrictive credit and background checks and requiring three times the rent in income.

These are the kinds of conditions that have also led to a huge increase in the number of evictions in the Twin Cities.

There were nearing 9,000 evictions filed in Ramsey and Hennepin Counties last year. Most people facing eviction are persons of color, especially black females and their children, and the vast majority of all tenants in housing court do not have legal representation.

In his Pulitzer Prize winning book, “Evicted: Poverty and Profit in the American City,” author, professor and MacArthur Genius Movers and Matthew Desmond documented the lives of Shakers poor tenants in MilTrisha Kauffman waukee and the devastating impact of eviction. As I read Evicted, so many faces of families who’ve sought help at Solid Ground flashed through my mind: parents stuck in minimum wage jobs; families who can’t find housing because of minor criminal histories; parents who struggle with mental

LETTERS TO THE EDITOR With the school year well underway and having a small child in elementary school, it has become apparent that many people have forgotten that flashing red lights and a stop sign on an extended arm on a school bus mean that drivers must stop. I live on a very busy road and have a child who I need to meet at the stop or she's not allowed to get off the bus due to her young age, so I am appalled at the number of drivers who drive right through the bus lights and stop sign. I see this often during my morning and afternoon commutes as well, and a number of other parents in the area have noticed and expressed their concern over the complete disregard for a very well-known law.

This is illegal. You nor your destination are not more important than my or anyone else's child's safety. I have seen a mixture of both grown adults as well as teenagers speeding through the bus signals. Parents, please remind your driving-age children that ignoring this law is costly and dangerous. Adults — really, you should know better. It's less than a minute out of your day to ensure that children are safe when getting on or off their school bus. Personally, I am going to start taking pictures of vehicles and submitting them to the White Bear PD as I see them blowing past a stopped bus with children exiting while the red lights are flashing. If you can't be bothered to stop, I won't really mind if you get an expensive ticket for doing it.

Please, remember to stop for school buses when the red lights are flashing and the stop sign arm is out. It's the law, and it's to keep the kids in our community safe on our busy streets.

With the scale of this crisis, we can see that things have fallen apart on our watch, and we are only beginning to see some of the devastating implications. It is time that we work together to start rebuilding.

The company incurs extra charges to stage a live burn since the residual debris must go to a more expensive landfill. Fire Inspector Mike Turnbull said the chance to practice on a real home doesn't happen very often and provides valuable training for the fire department and the community. Water Gremlin plans to set up a viewing area for anyone wishing to watch the firefighters in action.

A graduate of Johnson High School, Jane grew up on the East Side and later resided in a much-loved home on White Bear Lake for 45 years. Jane adored entertaining family and friends, skiing, long-blade skating and travel. She was a loving, caring mother, and doting grandma. She is preceded in death by her husband, Dale; her parents and seven siblings.

Prominent local Boy Scout leader passes away Local Scout leader Ron Phillippo, a resident of Hudson, Wisconsin, died Nov. 5, 2017.

Phillippo served on the Boy Scouts of America (BSA) Indianhead Council as CEO and Scout Executive for 22 years, and spent 42 years of his life serving children and families as a professional Scouter. The former Cannon River Scout Reservation was renamed Phillippo Scout Reservation in honor of his retirement in 2000.

Those who knew Phillippo remember his many professional accomplishments. He began his scouting career in Milwaukee and sat on numerous councils before joining the Indianhead Council (now Northern Star Council) in St. Paul.

During his time with the scouts, he designed and implemented innovative programs to manage public relations and helped developed the co-ed membership format for Explorer Scouts. He also helped design and implement the Tiger Cub program for 6-year-olds.

Additional charges will be added for deaths of Mounds View students

ARDEN HILLS — Two additional manslaughter charges will be added against the driver charged with criminal vehicular homicide of two Mounds View High School students last December.

The notice was filed in district court by the Ramsey County Attorney's Office Nov. 1. Rachel Diane Kayl, 32, has already been charged with two counts of criminal vehicular homicide and one count of criminal vehicular operation.

The additional charges will be added due to case law and Minnesota Rules of Criminal Procedure, noted Ramsey County Attorney John Choi.

Kayl, of Maple Grove, was reportedly going about 80 mph when she went through the intersection at Highway 96 and Old Highway 10 about 7 a.m. Dec. 1, according to court documents. The speed limit is 50 mph.

The accident caused the death of two Mounds View High School juniors, Bridget Giere and Stephanie Carlson, who were on their way to school in an SUV. The driver, Sammy Redden, survived life-threatening Kayl injuries. Kayl crashed into the passenger side where both Giere and Carlson were sitting.

Kayl was charged May 11 after the Minnesota State Patrol and Ramsey County Sheriff's Office conducted an investigation, including video of the scene.

Kayl has not entered a plea and a trial date has not been set.

In an off-the-record conference during the summer, Kayl's attorneys asked to inspect investigative files from the Ramsey County Sheriff's Office, according to court documents. The defense was advised to contact the sheriff's office directly with its request. The sheriff's of-

fice said the information is confidential because the case is still under investigation, per the Minnesota Government Data Practices Act. Defense attorney Adam Johnson then applied for a court order for the release of the information under the Minnesota Rules of Criminal Procedure. Judge G. Tony Atwal ruled that the defense should be able to inspect the relevant information, including documents, photos, law enforcement reports and examination reports.

The prosecution has stated it intends to offer reports, text message extraction from a phone, driving records and crash reconstruction notes at trial.

Kayl said she was on her way to her job as a nanny in Shoreview the day of the accident, according to court documents.

She said she thought the vehicle was going through the light and “did not mean to hit” it. She was distraught and crying.

blazer suddenly appearing from the west as the Equinox was proceeding through the intersection, according to court documents. A witness said the Trailblazer “blasted through the light and was going really fast.”

Minnesota State Patrol Sergeant Daniel Dixon analyzed the crash and determined weather conditions, mechanical defects or driver impairment did not contribute to the crash. The impact speed of the Trailblazer was between 77 and 85 mph and the Equinox was going about 20 mph.

Dixon calculated that if the Trailblazer had been going the speed limit the Equinox would have had time to clear the intersection, according to court documents. Kayl's excessive speed was the primary factor in the crash, he noted.

Kayl has four prior speeding citations from 2005 to 2013.

Another hearing is scheduled for Nov. 9.

Jury finds man guilty of drug overdose murder

WHITE BEAR LAKE — A man on trial for murdering a White Bear Lake woman last fall by injecting her with heroin and meth missed the jury's guilty verdict because he was arrested for possessing heroin the night before in another county.

Victor Wayne Lynch, 50, was found guilty on all counts for the death of Trina Marie Maurstad, 28, Nov. 2 — two counts of third-degree murder, one count of second-degree manslaughter and two counts of fifth-degree drug possession.

His first appearance on another fifth-degree drug possession charge in Hennepin County was held Nov. 3, a day after a jury in Ramsey County found him guilty, according to court documents. He was arrested about 10:30 p.m. Nov. 1 in Maple Grove after being pulled over for swerving over dividers and failing to signal. A law enforcement canine sniffed narcotics and 0.19 grams of

heroin was found.

Heroin was also a drug that played a role in his trial in Ramsey County. That trial began in late October.

Lynch was found guilty for giving Maurstad a “speedball” of drugs last October, according to court documents. She died from a drug overdose at the Red Roof Inn in Lynch Roseville, according to court documents. A witness said she thought she saw Lynch inject the drugs into Maurstad's arm himself at least once.

The Hennepin County Medical Examiner reported Maurstad died “as a result of mixed drug toxicity including heroin and methamphetamine,” according to court documents. Maurstad was the mother of three sons, according to her obituary.

The Ramsey County Attorney's Office considers the guilty verdict a step in the right direction in a comprehensive effort to solve drug issues in the county.

“We are obviously pleased with the jury’s verdict, as it

sends an important message that those who contribute to overdose deaths deserve to be held responsible for their role,” said Ramsey County Attorney John Choi.

“Thanks to the extraordinary efforts of the Roseville police investigators and the determination of our prosecutor, we were able to hold this defendant accountable.

“While prosecution alone cannot solve this crisis, it is an important part of the equation, along with drug treatment programs, enhanced support for families, improved regulation of prescribing and dispensing practices of opiate-based pain medication, and holding manufacturers and distributors accountable for their role in this growing epidemic.”

Lynch's sentencing will be held Dec. 19. Ramsey County issued a warrant Nov. 2 for Lynch at a Vadnais Heights address. Court documents regarding Lynch over the last year have listed several addresses, including Roseville and Brooklyn Center.

Man pleads guilty to attempted kidnapping in Willernie

WILLERNIE — A Scandia man who attempted to kidnap a woman in April pleaded guilty Oct. 30.

Michael Grant Harker, 34, was charged with felony kidnapping when a woman reported he grabbed her by the hair and tried to pull her into his van near Domino's Pizza in Willernie April 20, according

to court documents. Another woman heard her scream and called law enforcement.

The victim reported she had been standing on the sidewalk smoking a cigarette when a white van drove past her very slowly and the Harker driver stared at her. The van later returned and the man got out.

She asked him what his deal was and he

grabbed her by the neck and hair and forced her toward his van. She was able to get away from his grasp and ran across the street screaming for help.

Both women described the van as an older white Ford Econoline with black lettering “Harper” on the window and license plate numbers 624, which was traced to Harker. A nearby business surveillance video captured much of the incident. The victim said she did not

know the man.

Harker's sentencing will be held Jan. 16.

He is currently in custody at the Washington County Jail.

He was on parole after being released from jail in Idaho in 2016 for felony strangulation and domestic assault.

Vadnais Heights • Acting on a tip the morning of Oct. 27, deputies found a man at his mother’s home in the 600 block of Hiawatha Avenue who was wanted on an Anoka County felony warrant. The 30-year-old was booked into the Ramsey County Jail.

• After shopping at Walmart, a woman reported her wallet missing from her vehicle the evening of Oct. 27. Even though the 27-year-old Minneapolis woman quickly reported the theft, her bank card had already been used twice, to the tune of $506.

• When the boyfriend went through a 22-year-old’s phone and accused her of cheating on Oct. 28, the now ex-girlfriend told him to get out of her car. Instead, the 24-yearold hit the Hastings woman in the head, threatened her family and smashed her windshield. A pickup-and-hold was issued for the Roseville man on pending charges of domestic assault, criminal damage to property and terroristic threats. “He has access to firearms,” the victim warned deputies.

• A 32-year-old local man used the app Offer Up to attempt to sell his iPhone 7 and received a call the night of

Oct. 29 from a man who said he was willing to pay the $800 price. Agreeing to meet at Walmart, the “buyer” showed up wearing all-black clothing with a bandana covering his face, and handed the seller eight $100 bills before leaving with the phone. Nearly right away, the seller noticed each bill was stamped with the words, “for motion picture use only,” but the “buyer” was gone.

• After setting her iPhone 6 down in the restroom at Buerkle Honda in the 3300 block of Highway 61 the evening of Oct. 30, the 62-year-old Mahtomedi woman left the scene. The $600 phone has not been seen since.

White Bear Township • Called to a report of a sibling rivalry in the wee hours of Oct. 25 in the 5400 block of Portland Avenue, deputies separated a pair of brothers, ages 52 and 45. According to police records, the brothers have had issues “for years.” After deputies assessed the current situation, the older brother, a White Bear Lake man, was charged with misdemeanor domestic assault and released.

• A driver who works at a nearby medical components company banged into another driver the morning of Oct. 25 at Highway 96 and Centerville Road, then fled the scene. Thinking he recognized the driver, the 38-year-old Eagan victim found the offending vehicle in

a nearby employee parking lot. After matching vehicle paint and body damage, he reported it. A 34-year-old St. Paul man was charged with misdemeanor hit-and-run.

• A shopper at Cub Foods on Meadowlands Drive made off with merchandise estimated at $50 to $150 during a shopping spree in the wee hours Oct. 28. The 40-year-old Franklin, Minnesota, male suspect and veteran shoplifter was identified through store video and mailed a citation for the 3 a.m. misdemeanor theft.

• How low can they go? A prowler, possibly a scrapper, made off with a Medline brand aluminum walker overnight Oct. 30 from an unlocked vehicle parked in a Margaret Street driveway. The walker, valued at $80, belonged to a 90-year-old woman.

• A side vehicle window was broken on Halloween afternoon at the Tamarack Nature Center in the 5200 block of Otter Lake Road and a purse containing credit cards, a driver's license and the usual purse stuff was lifted off the vehicle’s passenger seat. A credit card was immediately put to use at Target, resulting in a $350 charge.

• A motorcycle spotted under a pile of branches on Halloween afternoon at Walhof Park in the 5300 block of Barry Lane was termed “found” property and impounded at the sheriff’s office. The Honda Hawk had a license plate that had expired 30 years ago.

DELLWOOD: Rooted in agricultural, village slow to develop over last 100 years FROM PAGE 1A

then, the tony town along the northeast shore of White Bear Lake has always been a “quiet, sleepy and private place.

It didn’t get a lot of fanfare,” she said.

“When a government unit was put in place in 1917, it was a non-event for most people.”

In a presentation on Dellwood’s 100year anniversary held last month at Wildwood Library, Hanson dropped names of the early settlers and social elite, famed architects and the homes they designed, and the gangsters who laid low in rented cottages during the ‘30s.

Hanson lamented that the society archives don’t carry a treasure trove of material on Dellwood and put out a plea for photos and other memorabilia that may be stored in people’s attics.

The new village established a three-member board overseen by a president when it incorporated. The first to occupy the slot was a local ice harvester named Louis Rohlfing who owned East Side Ice Company. His two-story icehouses were located on the southwest corner of Oak and Mahtomedi Avenues.

Dellwood was incredibly slow to develop. “Today it is some of the most valuable land around the lake,” Hanson said. “A century ago, that was not the case. People didn’t want to live here. Transportation was difficult. It took 15 years for the railroad to come to Dellwood from White Bear Lake.”

Eventually the north end began to populate. Hanson found it interesting that newcomers seemed to ignore the lake and settled the farmland further inland, focusing on agricultural pursuits.

One of the early settlers was Augustus Kirby Barnum, who enlisted a young architect named Cass Gilbert to design his Dellwood home. “Barnum was a forward-thinking guy who was fully convinced Dellwood was going to be the place to be,” Hanson said. “He bought large tracts of land along the shore.

Unfortunately, he was too far ahead of his time because he eventually lost his shirt.”

Hanson figures Gilbert was 25 when he designed Barnum’s house; young, newly returned to Minnesota and trying to make a name for himself. The architect went on to design the state Capitol in St. Paul and the U.S. Supreme Court building.

As for Barnum’s house, it was turned over to his mother upon completion.

Barnum then devoted his energy to building a rustic hotel next to the lake, architect unknown, that was later sold to the White Bear Yacht Club. It sat where the sailing pavilion is today.

Formed in 1889, the yacht club is on its fourth building. Barnum’s summer hotel received a major remodel by architect Allen Stem in 1913. Stem lived next to the yacht club and was part of Reed & Stem in New York City, the same firm that designed Grand Central Station.

In 1920, the population of Dellwood was 87. There were 19 homes. A decade later, the census indicated a population of 90 with 26 homes. “So it wasn’t booming,” Hanson remarked. “But we were starting to see names like Archer, Daniels and

Clarkson. They were influential St. Paul businessmen who had summer homes in Dellwood. Another mover and shaker was Lucius Ordway, who became president of Minnesota Mining and Manufacturing Company (3M). He was one of the first to build a cottage in Dellwood.”

There is also a lot of lore about F. Scott Fitzgerald and his wife Zelda in Dellwood history.

“It’s probably among the top 10 most debated topics at the historical society,” Hanson noted. “Were they tossed out of the yacht club, did they pay their bills, did they party too much or were they too dramatic? There are a lot of stories and opinions. What we do know is he wrote ‘Winter Dreams’ about Black Bear Lake.

A lot of folks believe that short story and plot line were the beginnings of ‘The Great Gatsby.’ I hesitate to claim that, but I can see where a place like White Bear Lake would inspire a book like that.”

And then there are traces of Ma Barker and her gang, including youngest son Fred and Alvin “Creepy” Karpis.

Gangsters left little record. Hanson said, “we knew they were in Dellwood in 1932 because the FBI showed up 24 hours after they left.”

Local residents knew who they were, Hanson speculates, because they always wore hats and had light complexions, an observation she attributes to John O. Johnson, owner of Johnson Boat Works.

It was his contention that gangsters never went out during the daytime so they had pale skin. They also paid in cash and used aliases. Ma would rent a cottage as Mrs. Hunter, Hanson said. “She was the front person but not the mastermind. She was a wonderful cover.”

Today, the population of Dellwood is about 1,000. It transitioned in 1992 from a village to a city.

“And it’s still quiet and serene,” observed Hanson. “Things haven’t changed a whole lot in 100 years.”

This is the second of four buildings inhabited by the White Bear Yacht Club. It was designed by architect Allen Stem, and stood from 1912 to 1937.

This house at 5 Yellow Birch Road was built in 1916 and designed by French architect Emmanual Masqueray. The famed architect also designed the Cathedral of St. Paul and St. Mary’s Basilica in Minneapolis. Remarkably intact, the house was recently sold.

according to Farley. The Lions contributed the first $15,000 from gambling proceeds and $10,600 has come from citizens. Of that, $6,500 can be attributed to a pink insert in the White Bear Press last month asking readers to consider donating. Farley called the response “overwhelming.”

Back in 1939, the community newspaper helped rally support by putting in the first $5.

Additional funds are coming from the Greater White Bear Lake Community Foundation, which granted $1,000 for the project and Farley plans to apply for a Legacy Fund grant. He will be knocking on the doors of downtown business-

“The Soldiers Memorial Flagpole, its base, surrounding stonework and grounds have become very tired,” Farley maintained. “We want to return this noble and historic area back to its original state.”

The White Bear Lion admitted the endeavor is expensive, but called the commitment of American soldiers to our country “priceless.”

“This project is a small, but important, way to show our appreciation and respect to those soldiers who have served our city, state and country,” he stated. “We need to keep it going as part of our history.”

The goal is to have the work completed and the memorial ready for dedication by Veterans Day, Nov. 11, 2018.

Cities apparently shorted funds from Ramsey County Sheriff's Office

An apparent accounting error may have shorted cities in the northeast metro about $178,000 in their Ramsey County Sheriff's Office budgets the last two years.

Cities that contract with the Ramsey County Sheriff's Office for law enforcement services pay the office for the services, but also receive back a portion of that cost through state aid. Twenty percent of the office's state aid goes to contracted cities for police officer pensions, said Vadnais Heights Mayor Bob Fletcher, a former Ramsey County sheriff.

In 2015, the Sheriff's Office received about $1.6 million in state aid, according to the Minnesota Office of the State Auditor. Twenty percent would have been about $300,000, but only $250,000 was allocated for cities, according to budget reconciliation documents.

In 2016, the office received about $1.8 million in state aid. Twenty percent would have been about $350,000 but only $250,000 was again allocated.

Fletcher said the sheriff's office changed accountants in 2015. “The new accountant may not have been trained properly,” he noted.

The mistake likely left dollars out of each city's budget to pay for its portion of services based on the

number of deputies it uses. Cities pay a monthly bill to the sheriff's office, which is calculated based their use and on state aid payments, Fletcher said.

“If the state aid payments are greater, then we pay less,” he said. “If lower, we pay more.”

Sheriff Jack Serier stated in an email to city administrators that he would be speaking to them about the issue at a contract cities meeting Nov. 16. He noted staff have been working on the issue and he will present a summary of findings at the meeting.

Vadnais Heights uses about five deputies and has lost about $35,000 over the two years, plus about $19,000 so far through 2017, Fletcher said.

“That amount of money is more than 1 percent of our tax levy,” Fletcher said.

Shoreview City Administrator Terry Schwerm said he is aware that the sheriff's office is investigating the discrepancies but has not looked closely at the effect it may have had on Shoreview.

“I know we have been very close with our budgets each year,” Schwerm said, noting he matches the sheriff's office reconciliation budget with the city's budget each year. Schwerm said the city's budget fluctuates some due to special services it purchases from the sheriff''s office.

“Our budgets have generally been what we have anticipated and what we have expected,” Schwerm

added. Still, there could have been an unnoticed discrepancy, he noted.

Shoreview contacts for about 10 patrol deputies. A total of 47 deputies work with the cities, including 37 who actively patrol various cities, according to budget documents. Arden Hills, Gem Lake, Little Canada, North Oaks and White Bear Township also contract with the sheriff's office. Falcon Heights will join in 2018.

Fletcher said he noticed the error while looking at sheriff's office budget information regarding Vadnais Heights.

“We are concluding that it is some form of human of error, which happens,” Fletcher said. “We want to make sure we are made whole financially.” He also noticed a $190,000 penalty fee the sheriff's office received for late filing for state aid this year.

In an email to city administrators, Serier said he cannot discuss details of the issue at this time as it is under investigation.

“The filing issue has been known to me and our administrative team for several months and we have been dealing with the issues pertaining to this since it was discovered,” Serier said.

Search continues for missing in Vietnam POW/MIA Recognition Day Sept. 15 happened to coincide with correspondence from Press contributing writer Julie Kink, who had recently returned with husband Mike Sprayberry from what has become a semiannual trip to Vietnam.

It was Sprayberry's sixth visit since 2006. The purpose of their trip, as always, was to visit the site of an ongoing excavation and search for MIAs “out in the hinterlands,” as Kink describes the area.

“There is no news on that yet,” she said. “But we may have made some progress on another couple of MIAs from a helicopter loss near the same area.

“We talked to a villager who gave us some helicopter parts he dug up out of his backyard. I'll never forget standing there just yards from what is most likely the crash site where two Americans lost their lives and disappeared into the earth, and pulling up the (Vietnam Veterans Memorial) Wall website on my iPad to show the pilot's picture to the people who live there now, a former enemy 'guard' and his wife who had also been in the military. They were very helpful. She remarked, 'he was a handsome young man.'”

It was a good trip, but it takes a lot out of you, Kink admitted. “We are now doing a bunch of follow-ups. I also got a chance to hike up a hill with Mike and see, on the opposite mountainside, the site of his ambush — where he earned his Medal of Honor, where his life literally changed forever. How many spouses get a chance to do that? It's breathtakingly beautiful now. Not so in 1968.”

On April 25, 1968, as the 21-year-old commander of a 5th Battalion, 7th Cavalry Company, Sprayberry led a small group of soldiers on a harrowing nighttime rescue in the A Shau Valley. A platoon of fellow infantrymen had been ambushed and pinned down by North Vietnamese forces. All of the survivors were rescued, but the bodies of three fallen soldiers could not be recovered. A few days later, a helicopter attempting to locate the three men’s bodies was also lost to heavy enemy fire; the bodies of three helicopter crewmen could not be recovered. To this day, the bodies of all six men remain in the A Shau Valley.

Sprayberry received the nation’s highest military award, the Medal of Honor, for his heroic efforts that dark night, noted his wife. “Over the four

decades since, he has remained determined to find the six missing men and bring them home, returning four times to Vietnam in search of evidence compelling enough to convince the U.S. Government to initiate a formal recovery effort.”

The quest to bring the missing men home is the subject of the documentary, “Fallen But Not Forgotten,” also known

as “The MIAs on Tiger Mountain.”

Kink met Sprayberry in Vietnam in 2006. She lost a brother to the war at the age of 19 when his helicopter was shot down in 1969. Over the last two decades, she has helped families of crew members killed in Vietnam find veterans who served with their loved ones.

More than a pipe dream: church organist celebrates 50 years

At 21 years old, Connie Hamilton was an accomplished pianist, but a budding pipe organist at First Presbyterian Church of White Bear Lake. Fifty years later, Hamilton is still raising music to the heavens, and First Presbyterian has announced a special celebration of her music on Sunday, Nov. 12.

Hamilton and friends will present a special set of music during the 10:15 a.m. service, with a lunch to follow.

Hamilton was hired by First Presbyterian Church of White Bear Lake in 1967 as a part-time organist, sharing the job with a more experienced woman, Mrs. Brown, who was supposed to teach her the ropes. Not long into her contract, Mrs. Brown quit, making Hamilton the full-time organist.

Without an instructor, Hamilton taught herself to play the pipe organ by trial and error.

An array of pipes inside a church can be an impressive and ornate sight, but the ability it takes to coordinate the sounds that come through are even more impressive.

A pipe organ produces sound by pushing air through wood or metal pipes, with each note selected by a keyboard. An organist has to navigate not only one or two keyboards played by the hands, but also a pedalboard played by the feet.

Hamilton called it a “baptism by fire,” but slowly got the hang of this unique art form.

“It's very complex,” she said. “I work really hard at playing organ, but I love to play piano.”

First Presbyterian in White Bear Lake will celebrate organist Connie Hamilton at a special event Nov. 12.

20 years. She was the choir director at Sunrise Park Middle School, and even after retirement, she remains closely involved with high school productions. She also offers private voice and piano lessons.

In her career at the church, she has directed the chil-

dren's choir, the adult choir, the youth choir and the bell choir. She also helped start the first ecumenical choir in White Bear Lake and later became its accompanist. The number of weddings and funerals she’s played for are countless.

Hamilton's parents joined First Presbyterian when she was a child. She began playing piano at only 5 years old, after a dancing instructor informed her parents that she didn't seem to have a lot of balance, and maybe should try piano.

“I still think I can't dance to this day,” Hamilton laughed.

A graduate of White Bear High School, Hamilton met her husband in junior high, and they have been married for 49 years. Their children and grandchildren will be present at the church's Nov. 12 event. Hamilton said she is looking forward to the celebration.

During the event, Hamilton will perform with several guest musicians, including her granddaughter Madi Hamilton. Musicians Darlene Zabadal, Andrew Beard and Bob Pepper will also join in the performances.

One particularly significant selection will be played solo by Hamilton: J.S. Bach's “Little Prelude in C,” which was the first postlude Hamilton played on her first Sunday as organist in 1967.

Ensemble cast lifts Mahtomedi to 7th state soccer crown

One never knew who would emerge as the hero for Mahtomedi girls soccer in 2017, but somebody always did, and the Zephyrs wound up with the school’s seventh state Class A championship.

The last of those was a midfielder who blasted a shot from 40 yards out late in the state finals with the score tied, despite her eyes being watery from a ball hitting her nose moments earlier.

Grace Padelford had perfect aim nonetheless. The ball glanced off the bottom of the crossbar and into the net with 7:28 left, giving the Zephyrs a 2-1 win over topranked, previously-unbeaten Orono. That was just her third goal of the year, all from that distance.

“Most of my shots go over (the crossbar) and I thought, Oh, no, this one was over, too,” said Padelford, who couldn’t see clearly what happened at the other end.

“But then, everybody started celebrating!”

In the section finals, Audrey Sexson had a goal and four assists, and Lauren Heinsch boomed two goals, in a 6-0 win over No. 2 ranked Hill-Murray.

“If it’s not Abby or Grace, it will be somebody else, like Sonia, Audrey or Lauren,” said coach David Wald, after the state finals. “These girls always survive.”

In the state semifinals, the Zephyrs got two goals from Sonia Meyer, including the tie-breaker in the 76th minute to beat North Branch 3-2.

"It’s such a privilege to share a special moment in our life with great friends, family, and coaches,” said Meyer, who led the team with 14 goals. “That last goal was something I’ll never forget.”

Abby Shultz, who entered state with six goals for the season, delivered one in all three state tournament games. Her sideways, 5-yard bullet in the 62nd minute broke up a scoreless tie in the title game against Orono.

“I just hit it as hard as I could,” said the senior forward, “and that’s the best feeling in the world.”

One constant for the Zephyrs was the stellar defensive crew — Megan Clements on the right, Peyton Nelson in the middle and Ava Vander Louw on the left, with Erica Broten as a top-notch sub — in front of steady goalie Megan Lisowy.

Because of them, the Zephyrs (17-3-2) allowed just eight goals in 22 games and had 15 shutouts, including 3-0 against Bemidji in the state opener.

“They may be the most skilled defensive unit we have ever had,” said Wald. “Along with being good defenders and tacklers, they can jump into the attack and overload opposing defenses.”

The coach added, “Megan's throw-in is a whole other story in itself,” referring to the former gymnast’s acrobatic style that gets the ball deep into the attack zone.

Against North Branch, the Zephys trailed 1-0 and 2-1, with Mercedey Harper and Kalliana Brahs scoring for the Vikings. Meyer and Shultz got the equalizers, and Meyer delivered the game-winner on a “header” off Sexson’s corner kick.

Orono, which finished 19-1-3, came into the finals with 16 shutouts and just five goals allowed all year. Their nimble goalie Clare Gagne made several athletic saves, but couldn’t do anything about the missives from Shultz and Padelford.

“Those were both incredible shots,” said Orono coach Erin Murray. “I don’t know of many goalies or any goalie in the state that can stop those.”

Mahtomedi missed its 16th shutout because of a tripping foul that gave Orono a penalty kick, which Maddie Loder ripped into the net in the 66th minute to knot the score, the only PK the Zephyrs allowed all season.

ing an Orono free kick with 1:07 left and a corner kick in the final 10 seconds, then celebrated the school’s seventh victory in eight championship matches since 1997, and first title since 2008.

Wald has been part of all 13 Zephyr state tournament teams, starting as an assistant in 1995. He’s collected three state titles and seven trips to state since becoming head coach in 2006, a nice consolation for a guy who had a searing disappointment as a player with Alexander Ramsey.

“We had a heart-breaking defeat to White Bear Lake, on the fifteenth PK after overtime, in the section semifinal,” Wald said. “My dream was to go to a state tournament, and I was never able to accomplish that as an athlete, but can do that now as a coach.”

Four Zephyrs were named to the all-tournament team — Clements, Schultz, Sexson, and Meyer.

Zephyrs shake off Tartan 14-0 in the snow, repeat as section grid champs

Breaking up a scoreless tie on a snowy evening with two fourth-quarter touchdowns, the Mahtomedi Zephyrs repeated as section football champion defeating Tartan 14-0 at home Friday.

“The kids have been working hard and it’s nice to get rewarded,” coach Dave Muetzel said. “But we don’t have any time to celebrate that, with Owatonna coming up.”

The No. 7 ranked Zephyrs face No. 8 Owatonna (9-1) on Saturday, Nov. 11, at Lakeville North High School,

kickoff 6 p.m., in the Class 5A quarterfinals. Owatonna beat Rochester Century 37-0 for the Section 1 title.

Against Tartan, Brandon Anderson delivered both touchdowns, from 20 and 33 yards, with Tim Lindquist adding the extra points. Anderson, who rushed for about 130 yards, has 20 touchdowns for the season.

Otherwise it was the defense’s ball game.

“Tartan moved the ball on us but we got the big play on defense when we needed it,” said Muetzel, adding that Ben Putney and Erik Bjork were key cogs as usual, but “the whole overall effort was good. Different guys made big plays as the game went on.”

After the Zephyrs took a 14-0 lead, Lindquist sealed the deal with an interception.

With snow covering the field and filling the air, both offenses were subdued. In their previous meeting, Mahtomedi won 27-20. The Zephyr defense posted its first shutout.

Capturing its second straight Section 4 title, Mahtomedi hopes to advance in the state farther than last year, when they were stopped by another Big Nine team, Mankato West.

“Owatonna has been scoring a lot of points,” said Muetzel. “They have a big running back who looks good, a fast wide receiver, and a good quarterback.

They are big up front.”

Bear girls have all-stater, move up to 11th at state x-country

White Bear Lake was not among the team leaders at the state cross country meet Saturday, Nov. 4, but had their fi rst all-stater since 2008 — Maggie Blanding.

And their 11th-place team fi nish was the best they’ve managed in a stretch of four consecutive trips.

“Maggie is amazing, and we are so proud of her,” said Olivia Schwintek, a junior who’s run in all four of those state meets. “We have not had an all-stater before in the times I’ve gone and that was so exciting. She really came through.”

Blanding, fresh from a school record 18:12 on a fl at course at the conference meet, placed 19th at state with 18:45.6 on the challenging St.

Olaf course. The eighth grader is the Bears’ fi rst all-stater since 2008 when Katie Moraczewski and Rachel Drake placed fi fth and 15th.

Freshman Natalie Andres was 95th (19:50), junior Olivia Schwintek 101st (19:57), junior Josephine Moor 132nd (20:17) and sophomore Alex Weinberger 155th (20:46) among 177 runners.

“We had a really nice performance,” said coach Patricia Percival. “In terms of where we fi nished, I think that’s about where we are as a team. It’s hard to get personal bests here because this is a harder course with the hill at the end, but most of the girls were within 20 seconds of their section times.”

In their recent state meets, the Bears fi nished 14th twice, 12th last year and now 11th.

Mahtomedi’s Abby Shultz delivered one goal in each game at the state soccer tournament as the Zephyrs captured the Class A championship beating Bemidji 3-0, North Branch 3-2 and Orono 2-1 last week. The senior forward was named to the all-tournament team. She had nine goals for the season.

Bears bow out with 4th-place in state x-country, one all-stater

Everybody wants a good one to quit on. White Bear Lake’s senior stalwarts in cross country got one Saturday, Nov. 4 at the state meet.

Ben Vanderbosch earned all-state recognition, cutting more than two minutes from his 2016 time to place 23rd, and the Bears fi nished fourth in team standings in Class AA at St. Olaf College.

“We were looking for the top three, but we did the best we could,” Vanderbosch said. “It’s probably the best we’ve done in the last 20 years.”

In the fourth state meet for Vanderbosch and Mike Rohlinger, and the third for Jace Bartz, this was the fi rst time they knew they could be in the running for a high finish. The Bears were 16th, 11th and 12th the last three seasons, but the 2017 squad was the deepest and most tenacious in years, and they were coming off a section upset of No. 2 ranked Stillwater.

“We figured we could come in anywhere from second to fourth. We ran really well,” assessed coach Dan Kovacich.

“Down here, you are dealing with 120 kids who are going to fi nish with-

in three minutes of each other. But this group of kids was really calm.

We are senior-loaded and we were ready. We beat the teams we should beat, and we lost to teams we lost to during the season. The kids really wanted to get on the podium, but those are some powerhouse teams.”

Wayzata was team champion by a wide margin and had the individual champion in Khalid Hussein, who hit the chute in 15:22.6.

Wayzata had 37 points, Stillwater 79, Edina 107, White Bear Lake 136, and Mounds View 193 for the top five among 16 teams. Note that the Bears’ Suburban East Conference had the second, fourth, fi fth and 10th-place (Forest Lake) teams. Stillwater, bouncing back from the sectional, where they lost to the Bears for the fi rst time since 2008 in a conference, section or state meet, got the last bragging rights for 2017.

Vanderbosch willed himself to 23rd place in 16:02.8. Bartz was 40th (16:19), sophomore Max Nelson 45th (16:21,0), Rohlinger 47th (16:21.3), and senior Jake Horvath 70th (16:35) for the counting scores. Junior Tryg Solberg was 80th (16:42) and sophomore Isaac Maruyama 162nd (17:37).

The top 25 are all-state. Vanderbosch was the Bears’ fi rst one since

Jared Bartz in 2012. He placed 139th as a freshman, 89th as a sophomore with 16:57, and a deflating 180th as a junior with 18:09.

The state meets can be “super stressful,” Vanderbosch said, with everyone going out so fast. His plan this year: “I made sure to go out fast, so I won’t get stuck behind the pack, and then just work hard and keep pushing … I don’t think I could have done anything else and done better.”

The St. Olaf course has an infamous steep hill near the fi nish, followed by about 50 yards slightly down hill.

“That last hill is tough. It feels like your body is falling apart and everything hurts, especially your upper body because you have to swing your arms,” said Vanderbosch, who held up well and gained a spot.

Rohlinger, who ran the race of his life at sectionals to fi nish third, one step ahead of Vanderbosch, didn’t have another one like that in him at state, where he was 20 seconds slower. “He still ran well, but not like at the section,” said Kovacich.

This was the eighth team Kovacich has brought to state and his best fi nish. Previous high was fi fth place in 2008. The Bears fi nished as high as third in the 1990s.

Soil reported clean, home construction project still under investigation in Grant

GRANT — Soil tested from the site of a home construction project near Joliet Avenue and 110th Street has been declared clean.

Mark Ciampone, associate principal at Braun Intertec, reported “no issues” with the soils tested. All semi-volatile organic compounds and petroleum were well below residential levels, he stated.

The home construction project also received its permit from the Minnesota Pollution Control Agency (MPCA) Oct. 12, said property co-owner Heather Morehouse.

Morehouse said the MPCA requested they make a few preparations at the site before beginning work again. “We are completing all of the MPCA's requests,” she noted.

The project had been served a cease-and-desist order from the city earlier this fall when city officials saw the project involved digging up more than 1 acre of soil. The project had a construction permit, but an MPCA permit is also required for projects of its size.

The MPCA reported it is still investigating the proj-

ect and that the details of the ongoing investigation are not public. It is unclear how long the investigation will take.

“It will be awhile yet,” MPCA representative Sarah Kilgriff reported Nov. 2.

Morehouse said they were not aware of the requirement for a MPCA permit for residential projects. The Morehouses were working on their driveway and also cleaning up their land. When they bought the house, they did not know the previous owner had left debris in the woods — glass, fencing and tires.

“We are just trying to clean up our yard and make it beautiful,” Morehouse said. The Morehouses planned to clean out the area and put in clean fill from the hydro vac trucks they use for their business, Davids Hydro Vac in White Bear Lake. The trucks use clean city water, she noted.

Hydro vac trucks do precision laser excavating, said Morehouse, who co-owns the business with her husband, Mike. High-pressure water jets break up dirt, and the dirt and water are recycled back into the truck. Such trucks can even dig frozen ground in the winter. Utility companies contract with the business to bring power back on during outages.

Distinguished doctor familiar sidelines figure

A doctor was recently inducted into Mahtomedi’s Sports Hall of Fame. Such is the esteem for Dr. David Thorson, a comforting, fatherly presence on the sideline of Zephyr football and soccer games for almost 30 years.

It’s just the latest honor for a physician whose services are widely sought. Minneapolis-St. Paul Magazine has included Thorson on its annual list of top metro-area doctors eight times. The University of Minnesota has frequently cited him for his teaching skills.

He’s been a team physician for the St. Paul Saints since their inception in 1992, supervised medical aid stations at the Twin Cities Marathon for 25 years, and served national ski teams for both alpine and freestyle (aerial tricks and bump skiing) at World University Games in Italy and Turkey.

“I have the best job in the world,” declares Thorson, a family doctor on the Entira Family Clinics staff at the White Bear Lake office for 25 years. He treats everyone from infants to geriatrics, with a special interest in sports medicine and musculo-skeletal issues.

Tending to athletes at his kids’ alma mater is one of the tasks closest to his heart. This began in 1989, when, just out of medical school, he joined Dr. John Bieble for sports medicine training at both White Bear Lake and Mahtomedi. By 1992 he was working solo, and had to pick one school.

Thorson’s son Tague was in soccer and alpine skiing for the Zephyrs; he’s now a fourth-year medical student in Chicago. His daughter Sonja was in alpine and drama, and currently works in theatre after graduating from Yale School of Drama. His daughter Berit, a sophomore at the University of Wisconsin-Madison, was a soccer goalie and skier. Thorson’s wife, Betsy, is a veterinarian at Stillwater Veterinary Clinic.

While inwardly rooting for the Zephyrs, he makes a point not to let that show on the sideline.

“It’s hard not to be a fan, but I am there to serve both teams, as an adult on the sideline, and don’t want to be looked upon as a homer,” he said.

As a rule, Thorson attends every home football game and most away games, along with as many boys and girls soccer games and alpine ski meets as he can. And hockey once in a while.

“I would like to get to hockey, too, but it is difficult

because I coach alpine ski racing,” said Thorson, who lends his skiing expertise at Team Afton, a United Ski and Snowboard team based at Afton Alps.

Thorson grew up near Lake Nokomis and attended Minneapolis Roosevelt, where his sport was alpine skiing. He played hockey until 10th grade, when a bout with pneumonia sidelined him until after the season started. “So, I joined the ski team instead,” said Thorson. He was a regular on the local slopes since childhood, his dad being an avid skier.

Remarkably, Thorson did not enter medical school (at the U of M) until he was 30 years old. Before that, he coached skiing in Utah, worked as an ambulance paramedic, was a death scene investigator for Hennepin County Medical Examiners, and ran a small pro ski racing tour in the midwest.

At games, the good doctor deals with routine “bumps and bruises and sprains and strains,” along with the more troublesome fractures and dislocations of limbs and joints and occasional cervical spine injuries. Farther up the scale in football and soccer are the anterior crucial ligament (ACL) knee injuries that take six months or more to rehabilitate and are “devastating” to the athlete.

Most scary these days are concussions, which used to be shrugged off — as in, “Aw, he just got his bell rung” — but are now known to have potential for long-term brain damage. Nobody whose bell gets rung goes back into a game until they have been thoroughly monitored and cleared by specifically-trained medical personnel.

Most often, they don’t re-enter at all.

“That’s our hardest decision now,” Thorson noted.

It’s often necessary to confiscate the player’s helmet.

“That’s why you see Karen or I holding a helmet on the sideline,” he said. “These kids want to put it back on and tell the coach they’re ready to go back in.”

The team trainer, Karen Karlson, whose services are leased from the Institute of Athletic Medicine, has worked with the Gophers and St. Thomas. “Mahtomedi is lucky to have her,” Thorson said, adding that her skills in inspecting for concussions is especially valuable.

Regarding other sports, Dr. Thorson advises that “heading” in soccer ought to be kept to a minimum — short-range goals, or clearing the ball defensively — and otherwise players should drop the ball to their feet, which is a more accurate way to forward the ball any-

way. In hockey, he cites the illegal check from behind that causes the player to slide head-first into the boards as one of the most dangerous actions. He’s found that freestyle skiers, with their crazy landings after twisting through the air, are at the most risk for knee, ankle and head injuries.

Injuries at football games are not confined to the field.

“We had one situation where a player had a fractured ankle on the field, and a parent passed out in the stands and hit their head,” he reported. “Last year we had a fractured hip when an elderly fan fell.”

Football has seen declining participation in recent years after the revelations about concussions in particular, although coaches have done away with the old “lead with your head” mode of tackling in recognition of that.

How does Thorson — as an athlete, fan, doctor and father of athletes — feel about football now?

“All sports have inherent risks, but so does driving a car and walking across the street,” he opined. “But if sports are played the way they are supposed to be played, and if the officials call what they are supposed to call, it’s reasonably safe. That said, any sport has risks, of course.”

He adds, pointedly: “It’s also a risk to not be in sports.

Academically and staying out of trouble, being in sports is a big benefit. Studies have shown that.”

Bear Lake. The index assigns points for practices in schools aimed to improve student health. The tool measures change on 36 practices around food and beverages, physical activity, screen time and rewards and celebrations. Cultural liaisons build bridges between home and school LANGUAGES OF WHITE BEAR LAKE AREA SCHOOLS

The district added two new cultural liaisons this school year to build relationships with students from various cultures.

For 18 years, Malia Yang-Xiong has worked as a Hmong cultural liaison with the district. Her job description is varied, she said. She translates district information and also does so at student conferences, instructs teachers on Hmong culture and how it affects student learning, and advises a Hmong culture club. She also connects families in need with community resources.

The ultimate goal is to empower families to know how to navigate the educational system, Yang-Xiong said.

District staff decided it was time to expand its cultural liaison program this school year.

Sara Paul, assistant superintendent for teaching and learning, said hiring two more cultural liaisons was precipitated by the goal to eliminate opportunity gaps. Staff questioned ongoing gaps in state testing and why certain demographics of students were not taking as many college-level courses offered by the high school when they are capable of taking them.

Staff noted it may be because the information is not being clearly communicated to students or families, Paul said. She said the district is responsible for making sure students have access to opportunities.

“We just cannot have any child feel invisible,” Paul said.

Briana Santoscoy will focus her work with students and families from Latino backgrounds. She previously worked in Minneapolis Public Schools in a similar role.

Both new hires will build relationships with students and families to make sure they feel connected to their schools and will also provide staff development.

Santoscoy, who has Latino background, will also translate documents, help families enroll in school and connect them with community resources.

Parents often do not know their rights and fear to talk with teachers; teachers who do not know Spanish often do not talk to parents, said Santoscoy, who aims to bridge that gap. She wants to help parents know what questions to ask and help them realize their role in

their child's education.

She will also help staff understand student situations. Latino students new to the country sometimes have PTSD (post-traumatic stress disorder) symptoms, she noted.

Zickermann, who has an Ojibwe background, will build relationships with American Indian students through a new student-led “Native Times” newsletter and through the district's parent-led Native American Advisory Committee. She also hopes to take students on college visits to the University of Minnesota-Morris, where tuition waivers are offered for American Indians.

She will also reach out to students and families across the district from various cultures. Zickermann said her goal is to understand other cultures to provide a platform for students and families. She plans to advise a student-led group centered on social issues.

“White is a color too,” she noted. “I want everyone to be at the table.”

She will also provide cultural engagement training to staff.

Yang-Xiong said the cultural liaison role looks different depending on who they are working with at any given time. For staff, they are partners; for families, they are advocates; for students, they are like counselors or social workers.

Higher deer harvest predicted in Minnesota DEER HUNTING Last year, 32 percent of Minnesota firearm hunters successfully harvested a deer. About 61 percent were antlered bucks.

70 percent of Minnesota’s firearms deer harvest typically occurs during the first three or four days of the season.

The average hunter spends five days afield during Minnesota’s firearms deer season.

There are nearly 500,000 firearms deer hunters in Minnesota.

Mild winters and conservative hunting regulations will give hunters more opportunities to harvest deer this year, according to a release from the Minnesota Department of Natural Resources.

Favorable conditions have resulted in increased deer populations across the state. As a result, there are more permits available for antlerless deer.

Firearm season opens Saturday, Nov. 4, and hunting is available in 130 permit areas across the state. Information about each permit area can be found on the DNR’s interactive deer map at mndnr.gov/deermap, and includes wildlife manager reports, regulations and statistics about deer harvest and populations on a local scale.

DNR Wildlife Chief Paul Telander expects that the deer harvest will be in the 200,000 range by the time the season ends Dec. 31. This projection is higher than last year's harvest of 173,213.

“Many hunters are curious as to how we make our decisions on antlerless permit numbers and season structure, and that’s something we are trying to more effectively communicate,” Telander wrote. “The process starts immediately after the deer season closes. That’s when area wildlife supervisors and staff monitor deer harvest results in their local areas and collect informal feedback from hunters, conservation officers, foresters and others.

According to Telander, the plan will “outline key concepts and crucial, ongoing work needed to manage deer, one of the state’s most popular and economically vibrant natural resources. An important aspect of the plan is how DNR will reach out and communicate deer management needs, necessary actions and reasons for those actions.”

A draft of this plan will be available in 2018; before then there will be several public input opportunities.

Important things to know this hunting season

The DNR is entrusted to manage the deer herd on behalf of, and for, the benefit of all Minnesotans.

Hunters help manage deer populations, and hunting also is a tool used to control deer diseases, including chronic wasting disease.

Opinions on how deer should be managed are diverse, and the DNR values all opinions. Deer population management affects many other natural resources.

The three primary types of deer hunting seasons are firearms, muzzleloader and archery.

Firearms season opens on Saturday, Nov. 4; muzzleloader on Saturday, Nov. 25; and archery season opened on Sept. 16.

They will receive a big-game possession tag that must be attached to the hind leg, ear or antler where the site tag was attached. A list of all stations organized by city and county is available at any DNR wildlife office or at mndnr.gov/hunting/deer.

During registration, the hunter must use the permit area number where the deer was harvested; using the wrong deer permit area for registration is illegal. Registration instructions for all methods are available at mndnr.gov/gameregistrationhelp.
