Election letters
T
he sheer number of letters to the editor over the past few weeks points to the importance of our upcoming local elections and we want you to be informed. As noted in prior weeks’ papers, our guidelines change the week prior to an election. I have thoroughly enjoyed most of the dialogue from our readers. A question that continues to arise is how we choose which letters to publish. It’s easy— as your local newspaper our guideline is to publish 98% of all letters that meet our published guidelines. The remaining 2% is to account for human error, such as electronic fi ling error. we published the same Publisher’s Recently chain letter twice from two different writers in error. Please View accept my apologies. We really Carter Johnson do publish all letters that meet our guidelines. The letters we receive and don’t publish include those in which the letter writer makes libelous statements or writes more than the 350 word limit. As you know we are not a fan of those letter writers who participate in ghost writing, submit chain mail, or on occasion, argue with the staff as to why their letter should be published when it does not meet the deadline or the guidelines. More often than not in a normal week we try to get right back to the letter writer if something needs to be addressed before we can publish a letter and encourage them to resubmit it. The very few who continually challenge our published guidelines and harass the staff, or me, should grow up. Shame on you! Dealing with unreasonable letter writers takes up time and energy that could have been used for more important news stories. Letters get the attention of the community and public officials, and elevate topics that are important. I thank you for writing. As you know it’s also a way for our local politicians to respond to concerns and get their thoughts in front of a community audience that no other medium has. With all that said, I encourage our residents to write letters throughout the year about topics that are of concern or even praise. For some of us it’s not all that easy to write a letter that could potentially be scrutinized by friends or neighbors in the community. I know I put myself on the line whenever I write a column. I am a fi rm believer in editors or having someone proofread your work or help you clarify a thought or two. We are happy to type up your letter or even edit it for spelling. Our staff at Press Publications works tirelessly on the product they put out every week. From the candidate profi les published in last week’s paper to helping to host a candidate forum in Lino Lakes last week, our mission is to be the best source of news and information. If you still aren’t sure who to vote for, check out the candidate profi les online at www.presspubs.com or pick up a hard copy at our office. With that being said, if you believe in informing local residents and constituents about local news and happenings, I ask you to invest in the local paper. A subscription is $18 for 6 months or $30 for a year. Here are a few easy ways to subscribe: call our office 651-407-1200, pay your carrier or subscribe online. Recently a staffer pointed out in this age of Google, online content does not just appear. It fi rst has to be written by someone, and then it is aggregated or stolen and put online. Most of the factual news you find on the internet was likely written by a journalist. Stay informed, participate by getting out and voting Nov. 3. Carter Johnson is publisher of Press Publications.

Donating your vehicle to charity
M
ost people who donate a motor vehicle to charity are interested both in benefiting a worthwhile charitable purpose and receiving a tax deduction. Not all charitable vehicle donations programs are alike, however. Charities typically do one of two things with a vehicle donation. First, a charity may use the donated vehicle in its charitable program or distribute the Movers and vehicle to needy individuals. For Shakers example, a charity use your Lori Swanson may vehicle to teach disadvantaged individuals how to repair cars or to deliver groceries to senior citizens. It may also give or sell your car at a steep discount to an economically disadvantaged person. Second, the charity may sell your donated vehicle to the public or a junkyard and use the proceeds from the sale to fund its charitable programs. Some charities operate their own car donation programs. Other charities, however, use for-profit fundraising companies to solicit vehicle donations and sell or scrap your vehicle. In these instances, typically only a portion of the sales price going to charity and the remainder is kept by the for-profit fundraising company as a fee or commission. Under Minnesota law, a fundrais-
ing company is supposed to disclose its name and that the solicitation is being conducted by a fundraising company. If it does not, ask the person you are speaking with if they work for the charity or if they work for a fundraising company. In other cases, one charity may solicit vehicle donations and pay a portion of the proceeds to another charity. Here too, it is important to determine how much money ultimately goes to the charitable purpose and how much is spent on fundraising and overhead. Before you donate, ask the charity or fundraising company how it will use your donated vehicle. Will it auction off your car to the public or sell it to a scrapyard? Will it give your vehicle for free or at a nominal cost to a needy person? Will it keep your vehicle and use it to carry out the charity’s mission? It is usually best to donate to organizations you know. Some charities that advertise heavily may use your donation for purposes which would surprise you. If a fundraising company is involved, then a portion—often a significant amount—of your donation will be paid to the fundraising company. With some fundraiser-operated programs, as much as 80 percent of your donation may be consumed by fundraising and overhead costs, while just 20 percent goes to the charity. You can check the accuracy of what the fundraising company tells you by calling the Minnesota Attorney General’s Office at (651)
296-3353 or (800) 657-3787. To make sure the maximum amount of your donation is going to a charitable purpose you support, consider donating to a charity with which you are personally familiar. Do your due diligence on any charity before you donate. An organization called GuideStar makes copies of the federal tax returns filed by charities—called the IRS Form 990—available over the Internet at: www.guidestar. org. The Form 990 will show you how much a charity receives each year in donations and how much it spends on overhead and other expenses. You may also wish to check if one of these organizations has rated the charity: Charities Review Council, 651-224-7030 or www.smart givers.org; or Wise Giving Alliance Council of Better Business Bureaus, 703-276-0100 or aaa.give.org. Some charities claim that donations are “100 percent tax deductible.” It is important to remember that only taxpayers who file itemized tax returns may deduct their vehicle donation. On average, only 30 percent of taxpayers file itemized tax returns. This means that the other 70 percent of Americans who do not file itemized tax returns may not deduct a vehicle donation. The Attorney General’s website, www.ag.state.mn.us, has more information on the amount you may deduct on your taxes when you donate a vehicle to charity. — Lori Swanson is Minnesota’s attorney general.

LETTERS TO THE EDITOR
Livable Communities grants
Many of us over a certain age have fond memories of the incredibly fine prime rib served up by the former Piccadilly and still mourn the closing of one of Mahtomedi's finest eating establishments. Unfortunately the abandoned Piccadilly site has sat vacant while the area developed a need to build quality affordable housing for senior citizens. As a member of the Metropolitan Council, I was happy to see that Mahtomedi was able to use our Livable Communities program (LCA) to help purchase property at the Piccadilly site with a $1 million grant. That allowed the city to move forward with the project, attracting a developer who is now beginning construction on a $16 million project that will provide 79 units of affordable housing. This was an important development for the cities of Mahtomedi and Willernie because it provides a key pedestrian line with area trails, transit and jobs and will serve as a catalyst for future development. This is exactly what LCA is designed to do. Since 1996, $116 million in LCA funding has cleaned up polluted sites, allowing them to be redeveloped and leveraging $5 billion in new investment. Another $159 million has been invested in projects like the Piccadilly, leveraging $4 billion. I am proud to see a program like LCA benefiting the seven-county metro area. Harry Melander Mahtomedi
Library trees I was distressed, dismayed and finally angry after I saw the clear cut of trees on the site of the new Shoreview library off of Highway 96 and Victoria Street. This new library will have none of the advantages of mature trees, such as shade, aesthetics or a sense of place. I find it hard to believe that none of the trees could have been saved for this new utilitarian structure. The article I read from the Finance & Commerce states that the new library has “sustainable features [that] include ground source heat pumps in mechanical systems, daylighting controls, low-maintenance building materials, recycled and renewable materials, and minimizing construction waste.” Yet isn't cutting down mature trees essentially just the opposite of sustainability? Isn't removal of trees considered “construction waste”? I find it ironic that Shoreview has six mature trees on its logo, which is prominently placed in various areas in Shoreview! Perhaps the logo should now have a clear cut stand of stumps. Pam Larson Frink White Bear Lake
Improves the community Vote for Jim Berry for the White Bear Lake City Council Ward 5. Jim is a guy who knows this community and what it needs. He doesn't just sit by and gripe about the short comings of this or that. Things get done when he gets involved. Currently he is a member of the White Bear Lake Planning Commission. If you want to see some of his work, read the commission minutes from the past several years. The new library expansion received some of his effort. The Lakeshore Players relocation committee got some of his effort. In addition to those, he is president of the White Bear Lake Alumni Association (though I think that is more a labor of love). Local politics has benefited from his time volunteered. In fact, 10 years ago he ran for state representative. That takes a lot of time, money and effort. I know. We need to elect Jim Berry to the White Bear Lake City Council Ward 5. Moving him to that next level of responsibility improves the community for all of us. Greg Pariseau White Bear Lake
Keep it on the same path I have always been proud of our old hometown and the people that live and work here. It really is the place nobody wants to leave. With the upcoming changes with city staff and council, I hope that nobody tries to fix something that’s not broken. Having known Jim Berry for nearly my whole life I can attest to the fact he loves White Bear and would work for us all to keep the city on the path that continues to make this the place that no one wants to leave. Paul Auger White Bear Lake
Deserves re-election Jud Marshall deserves re-election as mayor of Mahtomedi. I have served on the Mahtomedi Area Educational Foundation (MAEF) Board with Mayor Jud Marshall for the past nine years. Jud is an effective MAEF leader who has led our community fundraising drive and worked tirelessly to bring resources to our schools. Jud's commitment to the Mahtomedi Area School District goes deep. Not only does he serve on MAEF, but he attends school board meetings. He makes it a point to get into the schools and honor students and staff. He leads many of the discussions in MAEF and contributes a vast knowledge of Mahtomedi history in our meetings. Most recently I have worked with Jud on the Hill Award with representatives from Century College and the White Bear Lake Area School District. This committee honors outstanding citizen participation in our area. As chair of the Hill Award Committee, he guided three community groups to a decision that ultimately honored Dale Johnson as this year's award recipient. I have found Jud to be a wise, principled, ethical leader who deserves re-election as mayor. David Bennett Mahtomedi
Excellent leader I have owned my Briarwood property since 1965. Bill Coleman is a good friend and a good neighbor. I am supporting him for mayor of Mahtomedi in the upcoming election and I encourage everyone to vote for him. Bill worked hard to organize our neighbors to come to a positive agreement with the city about proposed capital improvements. He was very active on the neighborhood task force and kept us informed on the project. He encouraged us to stay involved when many of us were ready to throw in the towel. We believe that we have now come to a mutually beneficial agreement with the city that will meet the goals of both the neighborhood and city and significantly reduce the cost of the proposed project while maintaining our neighborhood character. He is an excellent leader and would be a very good mayor. Erich Landgrebe Mahtomedi
Dedicated public servant I moved to Mahtomedi back in 2001 with two young children. Our goal in addition to moving near family was to live in a small town with a high quality of life. In my time as a resident of Mahtomedi I’ve had the pleasure to meet and know Jud Marshall. I know Jud has been a dedicated public servant of Mahtomedi and has helped to support and maintain our small town and its high standards. If you browse his literature you can learn more about his many accomplishments and his plans for the future. More importantly, Jud is a man of character and integrity. He is a listener, he asks thoughtful questions and he welcomes others’ ideas. Jud is always approachable, extends a welcoming hand and is transparent in discussing his thoughts
about Mahtomedi. Jud has a lifelong connection to this place; he understands the town and its residents. Jud has been a dedicated highly visible mayor and I strongly suggest keeping Jud in office. Nick Ardito Mahtomedi
Wants to serve us all As a 30-year resident of Mahtomedi and a former mayor, I pay pretty close attention to city affairs and am actively involved in our community. I am supporting Todd Rogers for mayor. I deeply appreciate the time and dedication of all our elected officials and I’m happy that others have chosen to run for office this year. In recent local elections we’ve experienced mostly unopposed candidates. Although this can be a sign of good leadership, it can also lead to complacency. I have known Todd Rogers for nearly 30 years as he was our fire chief during my terms as mayor. I enjoyed his leadership as several significant changes were made to our fire and EMS organizations. Todd attended state House and Senate subcommittees to push for and ultimately pass important legislation that helped all the fire departments in the state even though it started in our small town. Leaders like Todd can listen to multiple sides of an issue, think creatively and make the tough decisions a leader must make for the betterment of our entire community. Showing up at City Hall is an important civil function. However, succumbing to the few “not in my backyard” opponents who show up at a meeting should never be a reason for not doing the right thing. At times recently it seems as though the city has chosen the path of least resistance or lacked the creativity to serve the greater good. Todd has no ax to grind and simply wants to serve us all. Please join me in supporting Todd Rogers for mayor. Yale Norwick Mahtomedi
Knows what works As 27-year residents of Mahtomedi we've learned a lot about our wonderful community and residents. We have also paid attention to our city government and elected officials. We know and greatly support Todd Rogers for mayor. Todd has been a tireless worker for good in our community. As a lifelong resident of Mahtomedi, former firefighter and fire chief, Todd has dedicated himself to serving our community. Todd Rogers has also attended hundreds of council meetings over the decades and has worked with multiple mayors, council members, and administrative staff. We are confident Todd knows what works, he has no personal agenda, and has the leadership skills needed to work hand in hand with all our community partners. Please join us in supporting Todd Rogers for mayor. Scott and Linda Peterson Mahtomedi
A true leader As a former Mahtomedi City Council and Planning Commission member for a combined 13 years, I had the pleasure of working with mayoral candidate Todd Rogers during his tenure as fire chief of the Mahtomedi Fire Department. During this time, Todd continually demonstrated that he is a true leader and therefore is the reason the City Council selected him as our hometown hero in 2002. His loyalty and dedication to our wonderful city and his concern for our citizens needs to remain his priority. It was always reassuring to know that whenever Todd had an item on the agenda he did his research, he was detail-orientated and he stuck to the facts. More importantly, he continually demonstrated that he was doing what is in the best interest of the city as a whole. Without a doubt, Todd Rogers is the best candidate for mayor because of
his leadership qualities and for that I encourage you to vote for Todd as the mayor of Mahtomedi. Ellen Blasena Mahtomedi
Civic-minded values In a St. Paul Pioneer Press article on Oct. 22, all three Mahtomedi mayoral candidates and some council candidates weighed in on the peculiarity of having three past or present Mahtomedi firefighters running for City Council. Both Jud Marshall and Bill Coleman, who are running for mayor, and Richard Brainerd, who is seeking re-election to the City Council, expressed their concern of having three current and former firefighters on the Council by implying that they believed there was an agenda behind the candidates running for city office. As a current firefighter who has served with Todd Rogers, who is running for mayor, Chris Belflower, who is running for City Council, and Timothy Deans, who is seeking re-election to the City Council, I can assure voters that the only agenda these men have is to continue to selflessly serve the community. I believe the common core values of a firefighter — honesty, dedication and willingness to serve — are the same core values we expect out of our City Council members whose job is to advocate for the community. Why would our community not want our City Council to include people who have a proven track record of public service and leadership? The only reason I can think of that these politicians could possibly take issue with the three hard-working, dedicated volunteer firefighters who are running for office, is that they know all three candidates pose a substantial risk to their current or potential council seat. I urge the community to join me at the polls next week in support of Chris Belflower and Timothy Deans for council and Todd Rogers for mayor because our community needs hard-working, committed individuals who are not politicians and whose common sense and civic-minded core values resonate with the needs and values of our community. The citizens of Mahtomedi have trusted these fine men for decades to protect their homes, health and lives. Surely we can trust them to continue to put the needs of the community first during the next four years. John Comb Mahtomedi
Shown leadership abilities I have been a member of the Mahtomedi Fire Department for 29 years and lived in Mahtomedi for 32 years before moving to Birchwood two years ago. Although not a Mahtomedi resident, I support Todd Rogers as mayor and Tim Deans and Chris Bellflower for City Council. These three have demonstrated to be helpful, competent, caring and professional as they have helped protect and serve the citizens of Mahtomedi. They did this at all hours of the day and night while sacrificing their time away from their regular jobs and family. Todd Rogers was incident commander on many dangerous fires and rescues and served as fire chief for 16 years. Chris and Tim served on B shift as members of my crew, responding to thousands of calls for medical response and fires. I trusted my life to their skills, ability under tremendous pressure to do the job and community mindedness. Chris and Tim also rose to captain’s positions while serving on the Mahtomedi Fire Department. They have shown their leadership abilities, problem-solving and communication skills while under duress. They all care deeply about the city of Mahtomedi and the citizens of this great city and I hope you will vote for them in the upcoming election. Bob Byerly Birchwood

MILFOIL: Water level impacts invasive plant’s growth FROM PAGE 1A
McComas said. "It's hard to predict." When asked how water level impacts the plant, McComas said the higher the level, the fewer acres of milfoil requiring treatment. He put the elevation at 922 feet and above for reduced growth. A brief overview of lake clarity was also presented to the board. McComas said White Bear is still a high-quality lake with clarity to depths of 12 to 15 feet.
"That is what we're trying to manage for," he said. "The native plant community is still robust, which helps keep the lake fairly clear." Phosphorus levels are also exceptional. Compared to many metro lakes that have 70, 80, 90 parts per billion, White Bear levels are 15 to 18 ppb. Admiral D's owner Brian McGoldrick asked the board if something can be done for the weeds in Commercial Bay,

meeting, Nextern will receive a refund of 80 percent of the property taxes it will pay on the building it constructs on Birch Lake Boulevard through 2038. That could amount to around a projected $330,000 subsidy to Nextern. "We consider providing TIF financing to help support and attract any desirable businesses to the township," said Short. "The funds need to be used to help offset the costs of land acquisition and development costs." Nextern Inc. currently calls Vadnais Heights its Minnesota home. The company, which was founded in 2000, describes itself as a design and global manufacturing company with a mission to create noninvasive solutions to improve personal
health, wellness and safety. It claims, in the past 10 years, to have developed and manufactured treatments for depression, asthma, allergies, COPD and lymphedema, among others. Nextern has two production facilities in China and is now looking to expand its U.S. corporate office and domestic production facility, the search for which led to White Bear Township. Since the Town Board gave the green light to the Nextern TIF agreement, the closing for the $236,000 land sale is likely to happen within the next 1-2 months. Construction would start immediately — or even, under certain circumstances, prior to the closing — with completion of the building anticipated by August 2016.
Don’t forget to vote Most area residents have the opportunity to cast their votes for school board or city council representatives, or both, on Election Day Nov. 3. Three seats are opening on the White Bear Lake District 624 School Board. An August primary narrowed the field of candidates to six: Ellen Fahey, Marge Newmaster, Nathan Nelson, Bob Shevik, Leslie Sieleni and Scott Wilson. None of the incumbents are seeking re-election. In Mahtomedi, challengers Bill Coleman and Todd Rogers are aiming to unseat mayor Judson Marshall. There are two council seats up for grabs, with incumbents Tim Deans
and Richard Brainerd and challengers Chris Belflower and Richard Geier in the race. In the city of White Bear Lake, two council members are retiring and two people are running for each seat. Dan Louismet and Bill Walsh are vying for the Ward 1 seat and Steven Engstran and Jim Berry are seeking the Ward 5 seat. Dan Jones is running unopposed to return to his Ward 3 seat. If you missed it last week, a voter guide with candidate Q&A and polling locations is available at whitebearpress.com. Election results will be promptly posted at whitebearpress. com.
where his restaurant and marina are located. "The weeds in the bay are terrible," McGoldrick said. "It's barely navigable. Boaters are sucking in weeds and blowing engines. Does a weed have to have a certain classification before the board (pays to) treats it?" McComas said the bay is chronically weedy. "We have pictures from the ’20s where they were taking out truckloads
of plants. The bay is fertile for native plants like coontail and pond weeds. Conservation boards usually manage for nonnative invasive species; so sometimes it is the property owner's responsibility." The bay, he explained, is more calm and fertile because of the peat. "That peat is natural, and it's 30 to 40 feet thick."
WHITE BEAR TOWN BOARD NOTES In action at the regular meeting of the White Bear Town Board (which followed the EDA meeting) on Oct. 19, town supervisors: • Received the third quarter construction report from building inspector Mike Johnson. He reported that 2015 residential remodeling permits were ahead of 2014 (666 permits valued at $6.9 million compared to 267 permits valued at $2.3 million) although commercial property permits were showing a reverse trend (permits valued at $342,000 this year compared to $7 million year-to-date for 2014). He attributed the increase in residential remodeling permits to storm damage. • Approved a series of rate changes to water, sanitary sewer and stormwater usage in the township. Most changes will result in a cost increase, primarily to cover the cost of planned system improvements and maintenance. "We are trying to do more of the projects that we have been neglecting — we are trying to play catch-up," said Tom Kelly, town finance officer. The base rate for water will increase to $17.75 from $16.50, with additional tiered increases for usage charges based on volume used. The stormwater rate increases to $17 from $12.48 per quarter. Sanitary sewer rates were rounded from $46.39 to $46 for residential customers ($40.60 for commercial customers); metered charges for residential will go up from $1.02 to $1.08. "No one likes to see rate increases, but no one likes to see a money-losing service, either," said Town Board Chairman Bob Kermes. • Agreed to start the process of working with the state to allow the purchase of a 16-foot strip of tax-forfeited land at 1731 County Road H-2 by the neighboring residents, Richard and Jacqueline Dutcher. The remainder of the parcel would return to the ownership of the township, which has been using the land under the terms of a use deed with the state.
• Tabled a decision on assessing parcels of land in the Hidden Ponds development after hearing that the cost for the construction of water main extensions and sanitary sewer collection system had exceeded the original engineer's estimate. The public hearing and adoption of assessments — currently estimated at $40,800 per parcel but likely to rise — will now be held at the Nov. 16 meeting. • Approved imposing assessments on property owners on Leibel Street for the road reclamation project approved earlier this year. Several property owners spoke at the public hearing prior to the supervisors' vote on the subject, expressing their unhappiness at the assessments, which were calculated at a little over $5,000 per acre of property owned. • Authorized engineering firm TKDA to provide construction observation of the township's sanitary sewer lining project for the sum of $8,900. • Received the annual Benson Airport report, which revealed no major changes over the past year. • Postponed a decision on the adoption of ordinance number 87, concerning stormwater management, until the township's Utility Commission has had a chance to review it and pass comment. • Held a closed meeting to discuss threatened litigation by the owners of 5685 Portland Ave. over the recent denial of their request to alter the Benson Airport safety zone to allow a residential development on their property. Town Clerk Bill Short reported after the closed meeting that the board members declined the request to rescind their decision and directed staff to advise the property owners that they could appeal the decision by following the township's appeal process. Kwik Trip to replace 2 commercial buildings BY KRISTINE GOODRICH EDITOR
VADNAIS HEIGHTS — Commuters on Highway 61 soon will have another option for filling up their gas tanks and their stomachs. A Kwik Trip is coming to the southeast corner of Highway 61 and Buerkle Road. The Vadnais Heights City Council unanimously approved the plans to demolish two existing commercial buildings and build a gas station/convenience store that will be open 24-7. The gas station will replace the Kirtland Electric building at 3274 Highway 61 and the multitenant building at 3280 Highway 61 occupied by Hertz, AM Auto & Fleet Sales, Tuff Shed and Phelps Garage. The new store will be built on the southern edge of the new combined 2-acre lot. The gas pumps will be located north of the building. There will be a total of 29 parking spaces in front of and on the west side of the building. The station will have two accesses off of Buerkle Road, a right turn entrance only closest to Highway 61 and an all-access entrance and exit farther east. Kwik Trip developers would have preferred to have an access off Highway 61 but it wasn't allowed by the state. The planned unit development approved by the council included one deviation from the city's typical requirements for new developments: portions of the

parking lot and driveways are closer to the streets and/ or property line than usually permitted. The two properties to the south are occupied by houses but are zoned commercial. Family members of the elderly resident of the closest house requested a wall be installed between the gas station and the house. Given the existing and additional planned landscaping that will provide screening, council members decided a less-costly fence will be adequate.
The city is requiring the gas station developers to build a sidewalk along its northern property line along Buerkle Road. There isn't currently a sidewalk in that area, but the plan is to add it as parcels are redeveloped. Mayor Marc Johannsen said he hopes the new Kwik Trip spurs additional redevelopment in the area. He also said he thinks a gas station is a needed addition to that area. “Ironically, we have millions of cars but no gas station for some distance,” he said.

Arts A t economic i impact i t study t d The White Bear Center for the Arts generates $1.7 million in economic impact each year, according to a Creative Minnesota study. The arts center has an annual operating budget of $775,000. Its 33,000 annual visitors spend more than $915,000, the study estimates. A collaborative of arts organizations and sponsors funded statewide and local economic impact studies. The studies tabulated spending by arts organizations, the number of people who attend events hosted by the organizations and the ancillary spending by those patrons. The attendee spending estimate is based on a survey of 800 Twin Cities art event attendees last year. That survey found that in addition to the event admission fee, if applicable, respondents averaged nearly $28 in other expenses, such as gas, dining at a restaurant and souvenirs. The study estimates the per-capita spending generated by the White Bear Center for the Arts is $71 ($1.7 million divided by the nearly 24,000 residents in the city of White Bear Lake).
Call for coats St. Croix Cleaners, a locally owned dry cleaners, will partner again with Ready for Success to help low-income men and women in the Twin Cities this winter. Through Nov. 14, customers can drop off gently used or new professional winter coats at any of St. Croix Cleaners’ 18 locations, including White Bear Lake. In exchange, customers will receive 20 percent off their dry cleaning order. Ready for Success is an organization that provides Twin Cities men and women with new and gently used professional clothing, accessories and new personal care items for job interviews or the workplace. This is the second year the organizations will partner. In last year’s inaugural drive, more than 100 women’s coats were donated. This year, the campaign has been expanded to include men’s coats, which organizers hope will lead to double the success of last year.

Man charged with stealing from grandmother A White Bear Lake man is accused of stealing hundreds of thousands of dollars from his grandmother, who had Alzheimer's disease. Dennis Lee Olson II, 42, is charged with felony theft by swindle. Olson had power of attorney over his grandmother, who died in early 2013. The Minnesota Commerce Department's Fraud Bureau investigated Olson after a family member this spring reported suspicion Olson had used his grandmother’s funds for his own benefit. According to a Commerce Department press release, the grandmother had more than $600,000 when Olson placed her in an assisted living facility in Nevada in 2008. When she died she had approximately $15,000. Her care cost less than $264,000. Olson had joint access to his grandmother's bank accounts and is believed to have spent the remainder of his grandmother's funds. “This case highlights the sad fact that too often family members perpetrate financial exploitation against seniors,” Commerce Commissioner Mike Rothman said in the press release. “It can be very hard for families to deal with, but it’s important for everyone to report suspected financial exploitation to law enforcement.”

Home invader pleaded guilty A man who robbed a woman at gunpoint in a White Bear Lake home this summer was sentenced to six months in jail and 10 years probation. Miguel Javier Martinez, 20, of St. Paul, pleaded guilty to felony burglary in September and felony aggravated robbery and fleeing police charges were dismissed. He was sentenced on Oct. 22. According to the criminal complaint: On July 20, Martinez entered a residence on Gardenette Drive, pointed a gun at the woman inside, threatened to shoot her if she screamed and took a gaming system and accessories. The woman reported he said he was robbing her because her boyfriend had wronged him; he later told a police investigator it was retribution for the boyfriend not paying him for marijuana. The first time investigators attempted to talk to him he fled in a vehicle when they approached. Martinez had already spent 87 days in jail before he was sentenced and those days are deducted from his 180-day sentence. Kristine Goodrich

Love of music and reading inspires Gold Award project BY KRISTINE GOODRICH EDITOR
Two Mahtomedi Girl Scouts brought books and music to their community. Sammy Kostuch built, installed and stocked four Little Free Libraries and Erin McCormick collected and made musical instruments, song books and a CD for children at St. Andrew's Community Resource Center. The Mahtomedi High School seniors are members of Troop 55577 and are working toward a Gold Award. That's the highest honor given in Girl Scouts and aspirants must complete a community service leadership project. A love of reading and the Little Free Library at Wildwood Elementary School inspired Kostuch to build more miniature community libraries. Her fellow troop members and family members helped her build and paint her four book boxes. She wrote to construction companies requesting in-kind building material donations and organized a garage sale to raise funds for the materials she needed to purchase. Kostuch recently installed the little libraries at O.H. Anderson Elementary, the Mahtomedi District Education Center, Hugo Good Neighbors Food Shelf and outside the home of Willernie Mayor Barb Parent. In addition to the school sites, she chose the food shelf because she is a volunteer there. The library at the mayor's house came about because she and the mayor are both members of the Good Neighbor Club of Mahtomedi and Willernie. She opted not to build a library for her own house because she lives in a rural area of Hugo. To stock her libraries, Kostuch sent out requests to her friends, family and Mahtomedi teachers, as well as families in the Mahtomedi Adventure Club, where Kostuch works as a child care assistant. In addition to filling each library, she left a box at each location filled with

books a volunteer caretaker will use to replenish the library as needed. Her book drive netted approximately 1,500 donations, which was more than she needed for her little libraries, so she donated the excess books to the Lake Elmo Library. A visit to the Resource Center inspired McCormick's Gold Award project. The center, located at St. Andrew's Lutheran Church, provides resources for people in financial hardship. McCormick noted that the children's area had “a severe lack” of musical toys and instruments. The aspiring songwriter set out to remedy that. McCormick asked St. Andrew's Sunday school classes to donate children's instruments to the center. She made
her own song books, theory books and a rhythm CD for the center. She also helped youths make their own musical instruments — twice during community dinners hosted by the Resource Center and once with St. Andrew's Sunday school classes. In addition, she led youngsters in songs during Bible school this summer. “Some children don’t get to experience the joy of music, simply because of their family’s economic situation,” she said. “I am a firm believer that music is a valuable form of self-expression and a valuable skill to have, so I think it’s important for it to be a part of everyone’s lives.”

Conservation district sets preferred lake level BY DEBRA NEUTKENS REGIONAL EDITOR
WHITE BEAR LAKE — The Lake Conservation District is giving the Department of Natural Resources its two cents when it comes to a protected elevation of White Bear Lake. In a document approved by the board of directors Oct. 20, the district "advises the DNR, and other interested parties, that if White Bear Lake is to be restored to the many unique 'uses' historically made of the lake by the public and riparian landowners over most of the last 100-plus years, in accordance with Minnesota Statute 103G.285, the DNR should establish a protective elevation of 924 to 924.5 feet." Lake level last week was 921.22 feet, noted director Mike Parenteau, who keeps the historical record of elevation and temperature. That level was within a tenth of the figure a year ago,
he said. The DNR is tasked with setting a protected elevation by Nov. 1, 2016 as part of the lawsuit settlement with the White Bear Lake Restoration Association. The district document, which was drafted by the Lake Level Resolution Committee and presented to the board by director Bryan DeSmet, went on to state how the district has historically focused on maintaining water quality and works to manage the recreational and commercial use of White Bear Lake. "The issue of the low water level has become a major concern to the White Bear Lake Conservation District, local communities, businesses, citizens of the region and regional government over the last several years," it read. District Chairman Jane Harper pointed out that the protected elevation means water appropriations would not be allowed if lake level falls
below that number. Just what that means, however, is a gray area. "That's where it gets tricky," DeSmet observed. "The statute says no appropriation from the 'water basin' below the protected level. Does that mean the lake, which no one can pump from now, or does it involve the aquifer? If it's determined that the lake is hydraulically connected to the aquifer, then what happens?" The district's suggested elevation of 924 to 924.5 feet is meant to allow for safe recreational use of the lake, DeSmet said. According to anecdotal information with former lifeguards at Ramsey County Park, a minimum lake level of 923.26 feet is needed to reopen. The preferred level for "good swimming" is 924.75 feet. It was also pointed out that A scows need at least 4 feet of water to safely sail and currently cannot use the southwestern bay between Manitou Island and South Shore Boulevard. A
OBITUARY NOTICES
water elevation of 924 feet would reopen the entire lake to sailboat races. The board did not offer strategies for attaining that level as the conservation district has yet to take a formal position on solutions, Harper said. "Our focus is on a level for recreational uses. This isn't intended to be a scientific document, but to provide input to the DNR." Admiral D's owner Brian McGoldrick thanked the directors for their efforts in writing the document. "We need a protected level," he said. "The lake is becoming privatized. The public can't access the lake. The canoe racks in Lions Park are unused because people can't navigate through the bulrushes. We can't rent a boat slip in 70 percent of our marina (Docks of White Bear Lake in Commercial Bay). We used to launch 100 boats on weekends. We've launched maybe two this year and they both got stuck."

Guardian Angels Church, 8260 4th Street N, Oakdale MN 55128 The influence of money in American elections has skyrocketed. The Supreme Court’s Citizens United decision allows corporations, unions and certain nonprofit groups to spend unlimited amounts of money to support or oppose political candidates. SuperPACs and 501(c)4 organizations can hide the source of their funding, a loophole that creates a lack of transparency, and clouds the voters’ understanding of who’s behind
the political messages presented in ads and commercials, especially during elections.

OCTOBER IS NATIONAL BREAST CANCER AWARENESS MONTH ESTABLISHING THE PINK RIBBON SYMBOL with the ribbons stating, "The National Cancer Institute annual budget is $1.8 billion, only 5 percent goes for cancer prevention. Help us wake up our legislators and America by wearing this ribbon." The same year Evelyn Lauder, senior corporate vice president for the Estee Lauder company, and Self magazine editor Alexandra Penney teamed up to produce a pink ribbon. It was distributed at makeup counters all across the country. The company collected more than 200,000 pink ribbon petitions asking the U.S. government for increased funding for breast cancer research. Although Lauder and Haley reached people on different levels, their goals were the same: To educate the public on the lack of funds allotted to
breast cancer research. Pink ribbons are now seen all over and have become the uniting force for millions of women who are facing breast cancer or supporting someone with the disease. In 1996, Nancy Nick created a blue-and-pink ribbon to symbolize male breast cancer ribbons in honor of her late father. The ribbons remind others that breast cancer can affect men as well as women. Although you can see waves of pink every October for Breast Cancer Awareness Month, many people don their ribbons year-round. Great strides have been made with respect to breast cancer, but with about 225,000 new cases popping up each year in the United States alone, there is still work to be done.

She was a breast cancer survivor and came from a family of women who also fought the disease. She created peach-colored loops at home and then distributed the ribbons at her local grocery stores. Haley encouraged people to wear the ribbons and contact legislators to demand more funding for breast cancer research. An attached note was distributed

The pink ribbon has been synonymous with breast cancer for years. Nowadays, people rarely think twice when they see pink ribbons, having grown accustomed to the pink ribbon and what it symbolizes. Breast Cancer Awareness Month has been celebrated each year since 1985, and many other breast cancer awareness initiatives have been devised since then. While the pink ribbon may seem like it's been in use for just as long, it was actually established only about 20 years ago. Ribbons have long symbolized something important. For decades, yellow ribbons have been used to alert others to soldiers at war or hostages that hadn't yet come home. People often tie yellow ribbons around trees at home until their service men and women came home safely. During the height of HIV/AIDS activism and awareness, red ribbons were worn to symbolize support for those with the disease. Although the pink ribbon evolved because pink expresses femininity,

Bear Runners 3rd at Conference A satisfied coach Dan Kovacich commented on the performance of his boys cross country team: “We ran pretty well, and today we had some outstanding performances from all our seniors and that is what you want this time of year.” Kovacich was referring to the Suburban East Conference Cross Country meet held on Tuesday, Oct 20, at Tanners Brook Golf Course in Forest Lake. This year’s meet had three top-10-rated teams all vying for the Conference championship. Perennial winner Stillwater (rated 5th) was once again the team to beat with Mounds View (rated 6th ) and the Bears (rated 8th) hoping to steal this year’s crown. Always tough at this point of the season was Roseville Area high school, also lurking as a contender. The boys were led by Senior Fernando Benitez who placed third in the 5k race with a time of 16:06 earning All-Conference honors. Also earning All-Conference for the Bears were Sophomore Ben Vanderbosch with a time of 16:36 and Sophomore Mike Rohlinger with a time of 16:55. Earning Honorable Mention All-Conference

Marcella Manivel, Aubrey Olson, Kimmie Stakes and Becca Kurkowski swam to a first place finish in the 200 medley relay. Olson took first in the 50 freestyle. Stakes took first and Aine Keel second in the 500 freestyle. Olson took first in the 100 breaststroke. Allison Winter claimed the first spot in diving with Olivia Hurt in second. The third-seeded Zephyrs (21-1-1) gained a spot in the state tourney with a 4-3 victory over Mounds View in the Section 4AA finals. Stillwater (33 points) once again came away with the crown with Moundsview 2nd (64 points) followed by the Bears in 3rd (78 points). Roseville managed to take the 4th position setting up a very interesting Section 4AA race. Moundsview high school will run in a different regional race leaving the Bears, Roseville’s Raiders, and the Stillwater Ponies competing for 2 state entry qualifying spots. The University of Minnesota’s Les Bolstadt Golf Course will host this meet on Wednesday, Oct 28 at 3:15 p.m. “We have areas we need to improve on and will not take Sections for granted. Roseville is a good team with a good coach, and if we don't run hard like we did at Conference we can get beat. You never know who else might be ready to peak at just the right moment and steal one of those two spots.”
T.J. found the end zone to his liking in the Mahtomedi football team’s Section 4A victory over Minneapolis Washburn. The junior running back has a trio of rushing downs, and finished with 90 yards on 18 carries in a 42-21 Zephyr triumph.
