by Debra Neutkens Regional Editor Hopefully the possible move to Polar Lakes Park will be the last for the township's old Town Hall. The meeting place, or townhouse as it was sometimes called, has already moved twice, which was not uncommon for buildings, according to historian Sara Markoe Hanson. In a presentation called "How did the White Bear Town Hall get here?" Hanson recapped the odyssey of White Bear's oldest municipal building. Mention of the Town Hall first appeared in township minutes March 13, 1883. Residents attending the annual town meeting, held the second Tuesday of March since 1858, approved a tax levy of 3 mills on the dollar for

road purposes; 1 mill on the dollar for town governance and 1 mill on the dollar for a town hall. One mill equals one-tenth of a cent, Hanson explained, or 1 penny for every $10 in property value. Nothing happened for two years. Then in 1885, a committee was formed to find a location for a Town Hall that included Valentine Rapp, William Auger and his brother Leopold, the local blacksmith. Before a meeting place was built, the Town Board met regularly at the Leip House, a hotel on the shore of White Bear Lake in Cottage Park. Owned by Col. William Leip, the hotel was located where Kowalski's Market and the White Bear Shopping Center now sit.

VADNAIS HEIGHTS — The White Bear Lake Area Hockey Association and the business that owns Jimmy's Food and Drink have filed legal appeals to Vadnais Heights City Council decisions involving a pull-tab booth application. The hockey association and Jimmy's ownership had applied for a city permit to take over the pull-tab booth at Jimmy's. The booth is currently operated by the Vadnais Heights Fire Relief Association with proceeds benefiting the city's fire department. The agreement between Jimmy's and the fire association expires at the end of the month. A divided City Council last month denied the hockey association's permit because a form that was part of the application was not the most current version. There was no substantial difference between the forms. The council then adopted a moratorium indefinitely blocking any new charitable gambling permit applications. The hockey association and Gerald Inc. (the company that owns Jimmy's) on Sept. 16 both filed appeals with the Minnesota Court of Appeals. Their filings ask the court to decide whether the denial of the application and the moratorium are “arbitrary and capricious, oppressive, unreasonable, supported by an erroneous theory of law and without evidentiary support.”

The lake has some new friends by Debra Neutkens Regional Editor WHITE BEAR LAKE — A newly minted group has stepped forward to address lake level woes. Called the Friends of White Bear Lake, the seven-member nonprofit corporation has one mission: To "save the lake" through augmentation. Its chairman is Harry Melander, a Mahtomedi resident who also happens to represent District 12 on the Metropolitan Council. District 12 includes all of Washington County except Hugo, Landfall and Oakdale. His role on the Friends board of directors is strictly a result of his interest as a resident, Melander said. "We are a group of people who have a passion

and love for the lake; what it has provided for the region for generations past and future," stated the new chairman. "We hope to create awareness and advocacy for the challenge that the lake is facing. We believe the interim solution is augmentation." The seven members include some of the same people involved in the lake level lawsuit: Greg McNeely, chairman of the White Bear Lake Restoration Association, plaintiff in the suit against the DNR, and Jim Markoe, president of the White Bear Lake Homeowners Association, an intervenor in the litigation. The remaining four members include Matt Kramer, president of the St. Paul Area Chamber of Commerce, Tom Snell, White Bear Lake Area Chamber of Commerce executive director, Beau Montgomery, a White Bear

resident, and Sue Keswani of Mahtomedi. One of their first formal actions is to hire James Clark, the lobbyist used by the White Bear Lake Restoration Association last session to be its "eyes and ears" at the Capitol. The Friends group will be working to enlist political support for augmentation, with help from the Legislature via the bonding bill next session. Melander, who was first appointed to the Met Council in 2011 by Gov. Mark Dayton and reappointed in 2015, hopes to get support from Minnesota's chief executive as well. Several members of the group met with the governor and his staff Sept. 11 to "share personal experience and concerns about the lake," Melander said. "We came away from that meeting,

I'm not going to say optimistic, but we had a good feeling in our gut." Markoe added that the meeting in the governor's mansion was "very cordial." "The governor was gracious with his time," he said. "We had a great conversation that we look forward to continuing." Friends of White Bear Lake is also working with Short Elliott Hendrickson, the Vadnais Heights engineering firm that did the augmentation feasibility study for the Met Council. SEH engineers also did the permitted augmentation systems for Snail Lake in Shoreview and Gilfillan in North Oaks. "We have a plan," Markoe said, "but nothing is finalized for publication. Monitoring continues for lake invaders by Debra Neutkens Regional Editor WHITE BEAR LAKE â€” Monitoring for zebra mussels continued over the summer as Department of Natural Resources invasive aquatics experts track the population in White Bear Lake. DNR assistant specialist Mike Verhoeven attended the Sept. 15 White Bear Lake Conservation District meeting to update the board of directors on zebra mussel counts. "We are assuming that the population will grow based on other lakes we've seen in the state and country," he told the board. "Often there is a lag period when zebra mussels infest and then increase in population. We expect that increase in the next few years." It was last year when zebra mussels were first detected in White Bear Lake. A survey at two locations September 2014 found a total of 10 zebra mussels at various points around the lake. This summer, Verhoeven was part of a team that monitored the alien invaders with plankton nets and visual observations near the shoreline. To find adults, DNR scientists focused on four areas of the lake, called "transects," that had rocky outcrops or substrate that attract adult zebra mussels. Numbers found ranged from 27 to 68 in a 50-meter area 2.5 to 5 feet deep. The plankton nets were dragged through the lake to capture veligers. Veligers are the larval form of zebra mussels. "We are trying to pair adult data with larval and juvenile data in hopes of predicting how many adults there are next year based on how many juveniles this year. It helps us understand survival rate," Verhoeven said. Veliger densities per cubic centimeter of water were small, between two and eight. "That is to be expected," Verhoeven said. "There is not a high density of adults right now." The last part of the monitoring effort involves the conservation district and citizens of White Bear Lake, the DNR representative said. He told the board the DNR needs help getting the word out about a zebra mussels survey. The DNR is asking owners of boat lifts to count the number of zebra mussels in a given area. (See sidebar for instructions and more to send data.) The transition from veliger to juvenile is difficult for zebra mussels, Verhoeven noted. A count this fall helps predict next year's adult population since so many die in transition. The board agreed to put instructions for sampling on its website, www.wblcd.org.

Counting zebra mussels The Minnesota Department of Natural Resources wants to get a handle on how bad the zebra mussel infestation is in White Bear Lake. So it's asking for help from dock owners. As boat lifts are removed from the lake, the aquatic invasive species division would like residents to count the zebra mussels. The effort is part of a long-term study of the invasive mussels that includes annual estimates of larval abundance, adult population size and something DNR division assistant Mike Verhoeven called annual recruitment of juveniles. A boat lift goes into the water with no zebra mussels, so it's a great way to sample the number of new mussels that settle throughout the summer, he said. The aquatics experts prefer boat lifts to docks because mussels can easily be knocked off as poles are lifted out. Sampling directions are as follows: 1. Locate a flat area of the boat lift that remains submerged but is not located on the bottom. One side of a cross member works well; pads, feet and round poles do not. 2. Measure length and width of the piece to be sampled and count the number of zebra mussels within that area. Only count what you are sure are zebra mussels. A magnifying glass often helps to see the characteristic shape and coloration. 3. Record the size of the area and number of mussels, as well as three dates: the date your boat lift was put in (approximate is fine); the date your boat lift was pulled out and the date the mussels were counted. It is preferred that the count be the same day, because the mussels are much easier to see. 4. Scrape the mussels off the area to create a clean slate for next summer's juveniles if you would like to participate next year. 5. In a report to White Bear Lake Conservation District board members, director Bryan DeSmet included some lake level calculations regarding the opening of Ramsey County Park, formerly Ramsey County Beach. The swimming area has been closed since 2008 because a drop-off too close to shore makes swimming unsafe. DeSmet provided measurements a lifeguard took last June using marking poles in the former swimming area. Water level at the north pole was 19 inches, far too shallow for swimming. The lifeguard who took the measurements felt the water level should be 42 inches minimum at the marker to reopen the swim area, or 23 inches higher than the lake level that day. The preferred level would be 60 inches or an increase of 41 inches in lake level. DeSmet, who represents White Bear Township on the board, noted therefore that the minimum lake level to reopen the beach is 923.26 feet and the preferred level is 924.75 feet for good swimming. Monthly report shows lake level slightly down by Debra Neutkens Regional Editor WHITE BEAR LAKE â€” A monthly update from Mike Parenteau, White Bear Lake's representative on the White Bear Lake Conservation District (WBLCD) board, indicated the lake level was 921.26 feet Sept. 15. At the July 21 meeting, it was 6 inches higher and last year at this time the lake was 4 inches higher. "So it's a little lower than a year ago," Parenteau said. Water temperature was 69 degrees last week, compared to 62 degrees a year ago. In his water quality report at the board's monthly meeting, Parenteau noted that the 85 acres of Eurasian watermilfoil treatment "kept the lake usable." Aquatic scientist Steve McComas will give a report on the success of the milfoil treatment at the district's Oct. 20 meeting. There has also been a change in the DNR invasive species grant program, Parenteau added. This year grant

money for the entire state was $675,000. Next year the total will be $200,000, a 70 percent decrease. The WBLCD received $10,000 for treating milfoil this year. "I'm glad we got grant money all those years. I will apply again (for 2016 grant money) and see what happens," he said. "With grant money, we've been able to stay under budget with our treatments." In other business, Chairman Jane Harper reported meeting with a new group called Friends of White Bear Lake. The groupâ€™s sole purpose, she told the board, is to get a supplemental water supply for

the lake and raise money to lobby for augmentation. "They have a board that is politically plugged in to the Met Council, the Legislature and the governor," she said. "Part of the reason we talked to them was to continue a relationship; if something moves forward, what it will mean for us. We did agree to be a fiscal agent for any state funding for a project and we will continue to work on that over the next couple of months." Harper added she'd like the board to authorize its attorney, Alan Kantrud, to work on a legislative amendment to give the WBLCD explicit authority to

work on water quantity issues and to be a fiscal agent. "We don't want any gray areas in case of controversy," Harper said. "We were assured by Rep. Peter Fischer there would be legislative support to bring that amendment forward." The WBLCD has a fourmember task force that is working on meeting with the five cities around the lake for a possible joint powers group. The hope is to bring five representatives together to work on the district's role in finding solutions to the lake level issue. "We want to speak with a unified voice on our position,"

Opinion Wine country water Amy and I recently PUBLISHER’S celebrated our VIEW anniversary with a long weekend in the wine country region of Napa, Calif. We flew into San Francisco and took a day to see the sights before meeting up with friends and making the drive to CARTER JOHNSON Sonoma County, then on to Napa Valley. The Golden Gate Bridge is an impressive sight, and we walked to the halfway point. It was built from 1933-1937, an engineering feat of the time. It stands 746 feet high above the water and the 80,000 miles of wire cable used would wrap around the equator three times. On the other side of the Golden Gate, we found the quaint town of Sausalito and stopped for lunch. As the server took our order and asked what we would like to drink, we got our various beverages, and didn’t think much of it. Later on at a different restaurant for dinner, we noticed we didn’t get any water at the table. When we asked about water, the server apologized for not bringing it and went on to explain that restaurants are not allowed to offer water unless patrons specifically request it. California experiences drought conditions in the summer months and the practice of limiting water at restaurants is part of strict water conservation laws passed earlier this year. Along that line, one of the guides at a vineyard we toured explained they were unable to collect rainwater in holding tanks this year, as they normally did in order to water their vines, because it affected the runoff into the rivers. Without the runoff, the rivers were too low, impacting the ability of salmon to swim out to the Pacific Ocean. Most of the vineyards were hooked up to drip irrigation systems. When you look out across miles and miles of vineyards, it puts into perspective the massive amounts of watering going on. It’s no wonder they have water shortage problems. But as winemaking is a huge industry, its benefit to the economy must trump long-term water problems. Learning about some of these strict water usage regulations really made us aware of our own water consumption. During our stay we were mindful about showers and towels at the hotel, and we made sure we drank all the water we requested when eating out. We also began to take notice of many other sustainability efforts Californians practice, whether imposed by law or not. When I purchased a few items at a local grocery store, they asked if I wanted a bag and went on to mention it would cost me an extra 10 cents. I’m not sure if that was part of the effort to reduce waste or bump profits, but it made me think about whether I really needed a bag. Here at home, we look at the water levels of our local lakes, and are inspired to be aware of our water usage. We really didn’t water the lawn at all this summer. We have a high efficiency washer and installed low-flow faucets and shower heads. We are still debating if a duel-flush toilets would be beneficial. Water conservation is a key issue in many areas across the country, including right here in our local communities. Perhaps we should start protesting California wines, or add a higher tax on things like plastic bags or water usage. Charging more for something might have a short-term reduction effect, but we need to come up with a realistic set of next steps. Managing water runoff is important to make sure rainwater gets to the spots where it is most needed, and doesn’t flood other areas. California is nicknamed “The Golden State.” While that designation is rooted in the state’s Gold Rush history, one of our tour guides quipped that it really describes the dry, golden appearance of the landscape due to the lack of water. Yes, these six factors matter. Yes, all of us matter when it comes to students’ learning, achievement and their futures!

What really matters for learning? As children are settling into the routine of school, it is important for us as parents, teachers, school staff, and community to think about what really matters in school. If school becomes only ”routine,” our students may miss the opportunity to truly learn and succeed. What makes the difference in students’ learning, achievement, and a successful launch to college or career after high school? Following are six critical factors. 1. What we teach matters. Students learn best when the level of difﬁculty is just “beyond” their reach. Learning then requires their best effort rather than becoming an easy or daunting task. For example, in the White Bear Lake Area Schools, the elementary level teachers “differentiate” learning tasks so that each child is challenged every day. In the middle schools, the International Baccalaureate framework assures students are being challenged and are making connections between increasingly complex work. And in the high school students choose from more than 30 college credit offerings. A full two-thirds of the senior class of 2016 is

MICHAEL LOVETT taking college level classes this year. In White Bear, our goal is that all will be prepared for college and careers. 2. How we teach matters. Students learn best when actively engaged rather than passively listening. Teaching is neither telling nor entertaining; rather, great teaching inspires students to be curious and become involved. Much learning occurs outside the classroom: students study, challenge one another, and practice what they are learning. Inspired teachers have always made this happen. Also, new instructional technology tools extend student engagement and accelerate learning. This year students in grades 7-10 are issued a Chromebook to use at school and at home, while students in other grades have access to

grade and subject appropriate technology. 3. Relationships matter. Students give their best effort when teachers, coaches, and advisors care about learning and performance, and above all, care about the students. Ask colleagues, relatives, or friends who their most influential teachers were. Invariably the stories are about the teachers who cared about their learning and their success in all aspects of life, treated them with respect, encouraged them, and consistently believed in them. In White Bear, we have a team of educators who understand that relationships matter. 4. Family matters. Parents are the student’s first and most influential teachers, no matter their education level. When parents exhibit pride in their own work, trade or profession, and encourage their children to do the same in school, they set a powerful example. Family is the best resource for learning purpose, work ethic, how to deal with failure and disappointment, confidence and perseverance. This year more than ever before, we will be reaching out to help all families—including

Getting the most from our trash Ramsey and Washington counties are working together to get the most value out of our trash. I serve on a joint board of commissioners that has recommended our counties purchase the trash processing facility in Newport, Minn. from the private operator for $24.4 million. If the respective county boards vote for the purchase later this month, the joint board would own and operate the facility. Otherwise, the private owner would likely close it, unless there were to be a substantial public subsidy. With public ownership, the need for subsidy goes away, and residents and businesses should begin to see the benefits in the near future. If it closes, we’ll return to the bygone era of burying waste in landfi lls. Why public ownership? There are a lot of good reasons, but here are the three I like best. First – it’s right for our children and grandchildren. We have a successful system in Ramsey County to handle stuff that is thrown away, mainly by recycling, composting and processing it into energy. That system is stable and doesn’t depend on landfilling. Why does that matter to our kids? Recovering material by recycling, and producing energy by processing waste, provides value now. In the past

BLAKE HUFFMAN five years, for example, $32.3 million worth of recyclables from the East Metro was landfilled that could have been recycled. Also, there are long term cleanup costs with landfills – Minnesota is paying hundreds of millions of dollars for polluted landfills from years ago. Second, it will save money; we have been presented with sound economic analyses that show that under public operation the plant can be operated at a lower cost. And, we don’t need to subsidize operations. Trash haulers would be charged less to deposit waste at the facility than they are now, and the county could reduce the service charge on residents and businesses. I will continue to push for the reduction and eventual elimination of the County Environment Charge (CEC), a “quiet” tax that we are all currently paying. Finally, it’s good for the economy. There are

more than 4,500 trash and recycling jobs in the East Metro. By purchasing the facility, and making sure that the current system stays intact, we can protect those jobs. I have heard from family-owned trash collection businesses that would prefer a public facility because it will “level the playing ﬁeld” for them. I am proud of the recycling and trash system we have now. Last year, 86 percent of trash from Ramsey and Washington counties was recycled or converted to energy, and did not go to landﬁlls. We are committed to increasing the recycling rate to 75 percent by 2030, and pursuing new technologies at the facility in Newport to improve recycling and energy recovery. The Newport facility, if publicly owned, can be the foundation for the future waste management system in the East Metro. The counties envision building on the demonstrated successes of the past and moving to the next generation of recycling, technology and environmental responsibility. Ramsey County Sheriff Reports The Ramsey County Sheriff’s Office reported the following incidents: WHITE BEAR TOWNSHIP • A woman reportedly shot her boyfriend's cousin multiple times with a BB gun Sept. 9 on Hoxie Avenue. The cousin wasn't seriously injured. The cousin reportedly later sent threatening text messages to the woman and his cousin. The reports are under investigation. • A garage in the 4100 block of Lakewood Avenue was burglarized Sept. 9. A 2009 Harley Davidson motorcycle valued at $16,000, a dirk bike, propane tanks, power washer and golf clubs reportedly were taken from the garage. A trailer also reportedly was taken from outside and another trailer had pry marks. • A resident on Township Drive was cited Sept. 9 for repeatedly allowing her dog to run at large. She said the dog likes to chew through leashes; the animal control officer advised her to get a metal chain. • Theft from auto was reported Sept. 10 in the 5200 block of Portland Avenue. • A deputy checked on a disabled vehicle at Centerville Road and County Road J at 1:40 a.m. Sept. 11. The driver appeared to be intoxicated and admitted he had been drinking. There were plant materials on his vehicle and fluid was leaking from it. Another deputy followed the trail of fluid and found evidence the vehicle had gone off the road into a ditch just north of

where the vehicle was found. The driver, a White Bear Lake man, 27, was booked for DWI after he tested 0.16 and 0.15 on breathalyzers. • A woman reported her son's vehicle was entered and the contents of the glove box and ash tray were thrown onto one of the seats Sept. 15 in the 1600 block of Whitaker Street. A broken key also was found in the ignition. • A Ford Edge was reported stolen from an open garage in the 2600 block of South Shore Boulevard on Sept. 13. The keys were left in the vehicle. The vehicle was recovered in St. Paul Sept. 15 and two occupants were arrested. • Theft from auto was reported Sept. 15 in the 2400 block of Fourth Street. VADNAIS HEIGHTS • Approximately $11,000 worth of tools, construction equipment and rolls of wiring reportedly were stolen from an apparently unsecured construction site in the 1000 block of County Road E overnight Sept. 8-9. • A vehicle was broken into Sept. 9 at Vadnais-Sucker Lake Regional Park, in the north parking lot off of County Road F. A guitar and case, harmonicas in a case signed by Dan Aykroyd, an amplifier, and various other pieces of musical equipment reportedly were taken. • A package reportedly was stolen off the front steps of a residence on Woodview

The St. Paul woman, 28, was arrested for DWI after she tested 0.15 on a breathalyzer. • A pit bull bit a woman while they were were on the trail between the Vadnais lakes Sept. 14. The dog was current on its rabies vaccination but was placed on quarantine at its White Bear Township home as a precaution. • A 1997 blue Chevy pickup reportedly was stolen from the 800 block of Woodgate Drive Sept. 14. • A woman reported her estranged husband followed her to the Vadnais Heights Wal-Mart and grabbed her arm and ripped her sweater. She broke free and ran inside and called for help. The husband — a St. Paul resident, 38 — had left and was located and arrested by St. Paul police. • A Montmorency Street resident on Sept. 15 reported fraudulent charges against his bank account.

Washington County Sheriff Reports The Washington County Sheriff's Office reported the following incidents: • A resident in the 300 block of Jesse James Lane in Mahtomedi reported a garage door kicked in overnight Sept. 8-9. Nothing was reported taken. • A vehicle stolen out of New Brighton was found Sept. 9 on 80th Street N., just west of Jamaca Avenue N. • Two carburetors, an air compressor and miscellaneous tools were reported stolen Sept. 9 from an unattached garage in the 300 block of 60th Street N. in Mahtomedi. • A Samsung tablet, $10 from a purse, a 12-pack of beer and a backpack were reported taken Sept. 10 from a garage in the 100 block of Ridge Way in Mahtomedi. A man, 22, of no known address is a person of interest. • An employee of FedEx in Mahtomedi on Sept. 10 reported someone had removed the antenna from her vehicle. The complainant's vehicle reportedly has been damaged in the parking lot several times over the past few years. • A Grant woman, 22, is suspected of stealing a credit card from a residence in the 11000 block of 115th Street N. Sept. 11 after she stayed overnight at the residence. The stolen card was used in Oakdale and Mahtomedi. • Mailboxes in the 400 block of Park Avenue in Mahtomedi were reported damaged overnight Sept. 11-12. Two young males were observed fleeing from the scene. • A package containing marijuana was reported Sept. 12 at the Mahtomedi FedEx. The narcotics division planned to perform an undercover delivery of the package.

Letter to the Editor Charter misinformation Loren Sederstrom GRANT — Once again, the anti-charter people are making phone calls and giving false information about the upcoming charter vote on Oct. 13. I hear they are saying it will bring sewer and water to Grant. That is false. If you read the charter, in article 6.10 b-2 it states: no further extension of sewer and water into the city,” and article 12.04 states the “city shall not allow any form of public (e.g. municipal) sewer and water except for existing services to School District 832.: In addition, the charter preserves our rights to “stable, farm, fish, hunt and preserve the rural nature of their land and waterways,” as found in both article 2 and article 6.10 b.1. If you don't believe me, you can read it for yourself. The full charter was published in the Sept. 20 Pioneer Press. The charter is a constitution that will protect the citizens of Grant. Town Hall Continued from page 1A That spot near the lake, by the way, was the birthplace of the community, said Hanson, executive director of the White Bear Lake Area Historical Society. "Interestingly, the timing of the Town Hall and the incorporation of the village of White Bear Lake in 1881 happened about the same time," Hanson noted. "Both decided they needed their own buildings." The township committee selected a site not far from the hotel, a piece of land between White Bear and Goose Lake, purchased from Leip for $400. A young architect named Cass Gilbert was hired to design the new Town Hall that was 26x40 feet with a chimney at each end and trees all around. Although there is little documentation that Gilbert, 26 at the time, drew the plans for the building, an expert on the famous architect is certain it was he. That man, Paul Larson, who authored a book on Dellwood history, is the one who made the connection, Hanson said. "I am the first to admit that the Town Hall building is not exciting," she noted. "We were skeptical for a long time. It pains me that we don't have a copy of the contract or drawings." Larson,

however, showed Hanson a list of Gilbert's work in the November 1885 issue of "The Inland Architect & Builder" that indicated on page 93 he was preparing plans for a town hall that was 26x40. Gilbert of course, is a well-known architect who went on to design the state Capitol building in 1895, New York City's Woolworth building in 1910, and the U.S. Supreme Court building in 1928. "My first reaction to learning Gilbert did the Town Hall was 'you need an architect for that?'" Hanson recalled. "But to put it in perspective, he was 26 and had just returned from New York City. He was scrambling and likely took all commissions. This could have been one of his first public buildings." Gilbert also did a good job networking with White Bear Yacht Club members, maintaining a membership although he could hardly afford it, Hanson said. Those connections led to commissions with wealthy St. Paulites on Manitou Island, including a cottage for C.P. Noyes in 1884, the original owner of the Fillebrown House, and one for James Skinner in 1894. Neither cottage remains today. "It fits the time frame Gilbert was in the area," noted

Hanson, who hopes someday for a chance to research 1880s drawings and papers in the New York Historical Society's Cass Gilbert collection. The Town Hall took six weeks to build and cost $1,246 in late 1885. Township residents held their first annual meeting in the building March 9, 1886. Again, there are no photos of the original but Hanson is optimistic some exist. There is a $500 reward, in fact, from the township for any original photo of the Town Hall pre-1923. That is the year a chimney fire caused significant damage to the building's exterior and it was repaired with stucco. By then, the building had been moved. After Leip died in 1910, his widow Agnes wanted to sell the resort property. It was discovered that the town hall parcel was landlocked, so Mrs. Leip had to trade property with the township. In 1914, it moved to what today is the Wells Fargo parking lot behind Kowalski's. Hanson knows the photo is from 1914 because she found it in a 1954 White Bear Press article that asked, "[Forty] years ago do you remember ..." Independent work by the restoration association reported last fall put a price tag of $5 to $10 million, with filtration, to supplement the lake. Its plan was to run a pipeline 2.5 miles from Vadnais Lake (which gets water from the Mississippi River) to White Bear Lake. Markoe said the group's motiva-

tion is this: "To restore high-quality public access to the lake and preserve a regional asset. The ultimate example is the beach (Ramsey County), which was closed for the seventh year. Even with two wet summers, we're 2 to 2.5 feet away from the beach reopening. We need augmentation to get that beach open and provide access to the lake."

Man allegedly invaded home, threatened couple, then stole nearby vehicle by Kristine Goodrich Editor Investigators believe they know who allegedly entered a Vadnais Heights home and threatened its occupants with a knife, then got away by stealing a neighbor's van. The suspect was still on the lam as of press time. According to Ramsey County Sheriff's Office incident reports: On Tuesday afternoon Sept. 15, a couple on Monn Avenue reported an intruder in their home. They gave the following account: A young man entered through their back door, promised not to hurt them and said someone was chasing him. The female occupant tried to call 911 but the intruder grabbed the phone. The male occupant tried to put the intruder in a headlock, but the intruder pulled out a small knife

and threatened them. The male homeowner responded by grabbing a larger knife from his kitchen, prompting the intruder to flee. He took the woman's iPhone with him. Soon after a work van was stolen from a nearby driveway on Edgerton Street. The van was not long after found abandoned in a driveway on nearby Vadnais Road. An iPhone that didn't belong to the van's owner was found in the van. The area was searched but the suspect wasn't located. Later that afternoon, a woman at Westwood Park Apartments reported a man knocked on her door, said he was running from the cops and asked for assistance. The description she gave of the man was similar to the description given by the Monn Avenue residents. The woman said she let the man use her phone and he called

someone and asked the person to come pick him up. An investigator called the number that the suspect had called and reached a man who confirmed he had picked up his son. He claimed not to know his son had allegedly just committed crimes. He advised that he had dropped off his son at the Vadnais Heights Wal-Mart. Law enforcement searched the area around Wal-Mart and put out an alert asking people in the area to look for him, but the suspect was not found. A warrant was issued for his arrest. The suspect is a 26-year-old White Bear Lake man. The Press is not naming him because he hasn't been charged. He has a lengthy criminal history and is wanted on a probation violation warrant for violating the probation terms of a 2014 arson conviction.

It is the only picture the historical society has that shows what the structure looked like before 1923. The building moved again in 1951 to Hoffman Road when the state decided to straighten Highway 61 through Goose Lake. "It was a sad and lonely location," Hanson said. But it did hold some lively meetings. She showed a 1956 photo from the St. Paul paper of a crowd gathered outside the Town Hall waiting their turn. The board was discussing sewer and water issues. "Those were contentious years for the city and township," noted the historical director. "Areas were annexed out of the township then because residents wanted to connect to city sewer and water." Hanson showed an 1874 map of the original six townships in Ramsey County that included White Bear, New Canada and Rose Township. Minnesota was just a territory then, and White Bear Township covered 36 square

miles. It encompassed the city of White Bear Lake, Vadnais Heights, Gem Lake, North Oaks and a tiny piece of Maplewood. Today it is about a quarter of the size, as 82 annexations and incorporations sliced away the land piece by piece. "So the face of the township has changed, but the Town Hall has not," Hanson said. She cited a quote that appeared in a White Bear Press editorial when residents were debating moving the building the last time. "It gives a sense of the township form of government and creates the scene of a town hall in those days," Hanson noted. An excerpt read: "To step inside the wide door on a blustery March night to feel the warmth of a glowing coal fire and be greeted by neighbors unseen all winter is to become an integral part of Democracy ... No matter where the town hall stands, it is still the bulwark of American rural life. High-wheeled buggies

and farm wagons with horses have disappeared, but everything from sleek cars, to farm trucks and jalopies drive up to the building now. The spirit is the same and the government is in the hands of the people." Today, the Town Hall is awaiting its future, Hanson continued. After talking to the township for what she described as "a long time, through lots of meetings," about the potential for the building, the historical society is hoping it is moved one last time. "Our vision is to relocate the hall to Polar Lakes Park for use in school programs, township history programs, as meeting space," she said. "We are very invested in this idea." The Town Board approved plans and specifications for moving the building and is advertising for bids. Once bids are received, the decision as to feasibility will be made to take the next step. "We're hoping it's positive," Hanson said.

Mample Ryan Michael “Mike” Ryan, 59, Fergus Falls, died Monday, September 14, 2015 at his home, surrounded by his family, under the care of Lakeland Hospice. Michael Robert Ryan was born August 24, 1956, in St. Paul, to Robert and Gloria (Severson) Ryan. He Ryan grew up in St. Paul and graduated from White Bear Lake “Mariner” High School. He later attended 916 Vo-Tech in White Bear Lake, studying videography. He joined the U.S. Navy, where he served on the U.S.S. Saipan and the U.S.S. Patterson. Upon discharge he returned to St. Paul. On April 12, 1986, he married Jana Nelson in White Bear Lake. The couple moved to Jacksonville, Fla., where he worked in property management. In 1992, they moved to Apple Valley. While Jana was completing her schooling, Mike enjoyed living with Jana’s grandmother Lyla, while he worked at Carr’s Marine. Mike then began working at Mill Street Residence in Fergus Falls, retiring in July of 2014, due to his health. Mike was an active member of Boy Scouts of America, where he was Advancement Chair for the District, The Nazarene Church and Peg Access. He

loved the Minnesota Wild and NASCAR, camping, hiking and other outdoor activities, such as the “Let’s Go Fishing” organization that allowed him to spend extra time with “his” residents. He was preceded in death by his father, Robert Ryan. He is survived by wife, Jana of Fergus Falls; son, Kyler Ryan of Moorhead; daughter from a previous marriage, Kimberly Ryan of Dilworth; 4 grandchildren, Kenny and Shannon Foss of Fergus Falls and Kadenn and Jadenn Severson of Anoka; mother, Gloria Ryan of Stillwater; 2 sisters, Pam (Joe) Kryzer of White Bear Lake and Michelle (Bill) Plante of Florida; 2 brothers, Rick (Linda) Ryan of South Carolina and Tom (Becky) Ryan of White Bear Lake; mother and father-in-law, Dick and Verna Nelson of Crystal; sister-in-law, Stephanie (Brian) Cook of New Hope; and numerous nieces and nephews. White Bear Lake School Board Notes Additional action taken by the District 624 School Board at the Sept. 14 meeting included: • Hired Republic Services as the district's garbage and recycling hauler for the next three years. The expected cost of $122,000 for the first year is a cost reduction of 40 percent. Republic Services wasn't the lowest-cost bidder but ranked highest overall on a district-developed rating system that also looked at factors such as customer satisfaction. • Approved a state-required 10-year facilities maintenance plan that projects revenues and expenditures for building maintenance and health and safety projects. The plan predicts $5.9 million in spending next year and $4.9 million in 2017-18. • Personnel items included approval of the June retirements of longtime pupil support assistants Sally Hansen and Jane Mumbleau. New hires included Matthew Menier, who started as Sunrise Park assistant principal on Sept. 15 and will receive a salary of nearly $115,000. • Heard a report about new staff this school year. Since last spring 95 new staff have been hired. There are four new administrators: food services director, transportation director, community services coordinator and Sunrise Park associate principal. Among the new teaching staff, about a quarter have less than a year experience and another quarter have one or two years experience. • Heard a report about K-12 student enrollment, which is a little under 8,300 and up 0.4 percent from last year. ment at the elementary schools is up 3 percent and at the secondary schools it is down a little over 1 percent. Kindergarten enrollment of 655 was significantly higher than anticipated. Due to a decreased number of births during the recession, the district had predicted a drop in kindergarten enrollment this year from 668 to 600. • Heard a report about changes in the transportation department. Instead of contracting with a management firm, the district has hired its own transportation manager. New GPS systems have been installed and soon a new app will be available for parents to track bus locations and know when their child's bus will arrive at their stop. • Heard a report about changes in the nutrition services department. A federal grant is funding daily healthy snacks for all students at Birch Lake and Willow Lane this year. There are goals to increase use of locally grown produce, to increase recycling and to decrease refuse by returning to reusable trays at all schools. A new website, isd624.nutrislice.com, is expected to launch soon and will include menus that are interactive with features such as nutrition content and an opportunity to rate the menu items. • Welcomed Kyra Renner as the new student representative to the school board. She will serve in an advisory role. She is a senior who is a sports photographer for the school and plays contrabass clarinet in the school band.

ACT scores near averages On ACT tests given last year, White Bear Lake Area High School juniors averaged a score of 20.6 and seniors averaged 23.4. The average score for juniors includes all of the district's juniors and is about the same as the state average. The average for seniors is out of the two-thirds of seniors who took the college admission test and it is slightly higher than the state average. Last school year all juniors in Minnesota were required to take the ACT. The tests were administered free of charge to juniors at their high schools. The state requirement soon after was dropped due to state funding cuts. The test was optional for last year's seniors and 61 percent of WBLAHS seniors opted to take it. The District 624 School Board heard a summary of the district's results last week. The Class of 2015's average score was 2.4 points above the national average and 0.7 points above the state average. Mirroring the state, the Class of 2015's score was slightly

lower than the Class of 2014. WBLAHS seniors fared best in math and reading, averaging a little under 24 points and nearly a point above the state averages in those subjects. Forty-four percent of local seniors earned scores in all four subject areas that were equal or better than the “benchmark” scores said to predict likelihood of success in college (the benchmark score varies by subject: 23 in science, 22 in math and reading and 18 in English). Eleventh-graders scored highest in math and science, with both averaging a little over 21 points. Their reading average was close behind at 20.5. Like the state trend for both juniors and seniors, English was the lowest score for WBLAHS juniors and seniors (a little under 19 for juniors and a little over 22 for seniors). Juniors slightly bested the state averages in math and science and were slightly below in English and reading. — Kristine Goodrich

Recovery school certification The Insight Recovery School recently earned accreditation from the Association of Recovery Schools. The District 624 program for high-schoolers recovering from drug addiction is located at the ALC. It is one of only approximately 35 such schools in the country and is the fourth to earn accreditation. The process required Insight staff to complete extensive written materials prior to a three-day visit by evaluators. School leaders were recognized at the Sept. 14 school board meeting.

Honored National Guard member helps veterans heal by Kristine Goodrich Editor An Army National Guard member from Mahtomedi received an accolade for her efforts to help fellow service members overcome trauma. Sgt. Dajon Ferrell said she struggled to cope after the attempted sexual assault and harassment that occurred during the more than a decade she served on full-time duty. She discovered meditation and other alternative therapies were most productive to her healing. She was inspired to start a nonprofit that previously provided monthly lunch seminars and now biannual retreats aimed at helping military members find balance in their service and personal lives. She also leads a support group and is a mentor for Wounded Warrior Project. Ferrell is one of 25 veterans and current military members who received a Veteran's Voices Award from the Minnesota Humanities Center on Sept. 11. The honorees were recognized for their military service and community service. A panel of veterans reviewed nominations and selected the recipients. Ferrell enlisted in the California National Guard at age 19 because she “liked the idea of being part of something bigger than myself.” In 2003 she served four months in Bosnia guarding the entrance of an intelligence base. She met her now ex-husband in Bosnia. He was a Minnesota native who convinced her to move to White Bear Lake

In addition to her enlistment commitment, she's also doing some contract public affairs work for the guard. She worked full time for the joint force headquarters public affairs office for several years, taking photographs and writing about military news and also doing some graphic design. During a two-week deployment to Croa-

tia in 2010, she alleges that a Croatian military general attempted to sexually assault her. The general stepped down and some of her comrades were not happy that she reported the attempted assault because it strained the relationship between the U.S. and Croatia militaries, she said. She explored alternative approaches to help manage the PTSD she says she suffered from after the incident. Sharing what she was learning with her friends inspired the idea to organize monthly lunchtime workshops offered to fellow military members. Each month there was a new life skills topic, ranging from financial planning to time management. She sometimes led the workshops herself and other times brought in speakers. She called her offering Operation Synergy. She received an Army Achievement Medal in recognition. But then in late 2013 she said she became the victim of sexual misconduct for a second time. She alleges that a supervisor sent her inappropriate text messages. It became the subject of a lengthy investigation during which she became depressed, she said. She retired from fulltime Guard service in early 2014 to concentrate on her mental health. In addition to treatment at the VA, she said the best route to healing was selfempowerment. “You have to empower yourself to step out of that victim mentality. You have to make things happen; don't wait for them to happen to you,” she said. She re-imagined Operation Synergy as

a provider of self-empowerment-themed retreats for female veterans. She's hoping to establish a men's retreat next year, if she can recruit male leaders and sponsors. Also on her goal list for Operation Synergy for the coming year is achieving 501(c)(3) nonprofit status so supporters can make tax-deductible donations. Her dream is to someday open an Operation Synergy community center that hosts speakers, classes and other resources for military members and veterans. Ferrell also has become active with Wounded Warrior Project, a nonprofit that supports veterans recovering from physical and mental injuries. The Mahtomedite is a mentor to two female veterans. She also is co-leader of a monthly peer support group. Ferrell is a frequent traveler to participate in veterans support events and to speak about empowerment and alternative healing at both military and nonmilitary retreats and conferences. Earlier this month she was in Texas for a summit of women Wounded Warrior Project leaders. She also ran in a Minnesota National Guard 5K promoting suicide prevention awareness. Her commitment to the Army National Guard ends in January and she's undecided whether she will re-enlist. She said she is certain she wants to continue supporting current and veteran servicemen and women in some capacity.

Nate Van Beusekom busted in from six yards out at 5:57 of the third quarter, and Jack Graham raced in from 27 yards out to complete an 11-play, 80-yard scoring drive. Lemay led everyone with 118 yards on 21 carries, and Graham added 49 yards on 11 tries. Jessiah Majest had 89 yards on 25 rushes for the Bears, and Kaun was 10for-19 for 122 yards passing. WHITE BEAR LAKE — It seems that after begrudging 28 points against East Ridge three weeks ago, the Mounds View defense is back on track. Playing its usual stingy defense is a path to success for the Mustangs, and usually a perilous road for their opponents. That certainly was the case Friday night at White Bear Lake. Mounds View spotted the Bears a 10-7 lead before throwing up a sizable roadblock in front of the White Bear offense. It went on to come through with a 2710 victory, improving to 3-1 in the East Metro Blue Division and 4-1 overall. Mounds View is tied with Woodbury (3-1, 4-1) for second in the division, one game behind East Ridge (4-0, 4-1). Coach Jim Galvin's crew has allowed just 17 points over its last three games, all victories. "I was worried going into the game because I thought Roseville had outplayed us (in its last game),” Galvin commented. “If we played that same way against White Bear, we were going to get beat." The start of the contest definitely reminded Galvin of his team's early struggles against the Raiders. "We started the game very well, then missed a field goal," said Bear head coach Ryan Bartlett. "We scored on our next possession to take a 7-6 lead, then kicked a field goal to go up 10-6. Mounds View came back with some big plays, then controlled the second half. We had one nice drive, then had a pass intercepted in the end zone." Lemay in the zone The Bears put together a 15-play drive to begin the game, but it ended with a missed 25-yard field goal. Before I start gushing on how fabulous this weekend was, how about that rain on Thursday, September 17?! I totaled 3.00 inches of rain here in White Bear Lake, one of the higher rain totals in the metro. Lesser totals were received on the west side of the metro. For the month I’m now at 4 ½ inches, well above normal. We had a 3-day run of highs in the 80’s from September 14-16. Although we didn’t reach 80° this weekend, it was nevertheless a spectacular weekend weather-wise. Temperatures reached around 70°; low humidity and mostly sunny skies made for a great weekend of outdoor activity. How much longer can it last? Well, it looks like another week of mild weather ahead for us.

White Bear Lake Boys Football Sam had a career day for the White Bear Lake football team in its matchup against Cretin-Derham Hall. The Bear junior wide receiver had touchdown receptions of 10, 52 and 38-yards against the Raiders.

MAHTOMEDI — The Zephyr boys soccer team took Simley 3-0 Sept. 15 in its first conference game of the season. The game marked a rematch of last year's section final. Senior Mike Osmian put in the first goal on a scramble in front of the net. Osmian assisted on a cross headed in at the back post by senior captain Logan Morrison. Senior Joey Benning had an insurance goal in a 3-0 final score. On Sept. 17, the visiting South St. Paul Packers couldn't overcome the Zephyr fire power, succumbing 5-2. Osmian and junior Dylan James each scored twice, and senior captain Tyler Pieper also scored. The team ended the week with a 3-0 victory at Duluth Denfeld Sept. 19. The Hunters were no match for the Zephyrs, led by Osmian with a hat trick. His third goal was a skillful volley drilled past the Hunters' keeper in the middle of the second half. Approval of Abatement Bond Review and Comment Rochel Manders, Director of Business Services, explained the purposes of the bonds, the permitted projects requirements, the processes and the scope. The Facilities Committee has had several meeting in which the information was shared and the full board had a preliminary presentation on April 23, 2015. The areas that will have the site construction include OH Anderson, Mahtomedi Middle and High School, and the District Education Center. A brief chase ended in a two-vehicle crash with one injury on County Road E Sept. 21. According to Ramsey County Sheriff's Office Sgt. John Eastham: a deputy tried to stop a vehicle for a traffic violation and "suspicious activity" just before noon on County Road E near Arcade Street. The driver did not stop and continued eastbound until crashing into another vehicle less than a minute later at Labore Road. The male driver of the fleeing vehicle was uninjured and was arrested. A female passenger of the fleeing vehicle was taken to a hospital with non-life-threatening injuries. The driver of the vehicle into which the fleeing vehicle crashed was not injured. "Suspected contraband" was found in the vehicle, Eastham said. The arrested driver was not cooperative. Neither occupant of the vehicle had been identified as of press time Monday afternoon. — Kristine Goodrich

ORDINANCE NO. 682 AN INTERIM ORDINANCE ESTABLISHING A MORATORIUM ON APPLICATIONS FOR ANY LAWFUL GAMBLING PERMITS WITHIN THE CITY OF VADNAIS HEIGHTS The City Council of the City of Vadnais Heights ordains: SECTION 1 – BACKGROUND 1.01 The City of Vadnais Heights (“City”) regulates lawful gambling within the City limits pursuant to Minnesota Statute Section 349.213. 1.02 The City Council is concerned about the regulation and compliance of lawful gambling operations. The City finds it necessary to temporarily preserve the status quo pending completion of a planning study considering the need for any additions or amendments to Chapter 127 of the City Code and the Zoning Code. 1.03 The City is considering the amendment or adoption of official controls relating to regulation and licensing of lawful gambling operations. The City Administrator’s Office is authorized and instructed to conduct a study concerning lawful gambling operations, regulation, reporting, and applications, and to report its recommendations to the City Council and Planning Commission. 1.04 Minnesota Statute Section 462.355, subd. 4, authorizes the City to adopt interim zoning ordinances applicable to all or a part of the City for the purpose of protecting the health, safety, and welfare of its citizens, which ordinance may regulate, restrict, or prohibit any use or development within the City for a maximum period not to exceed one year, with a possible extension up to an additional period of 18 months. SECTION 2 – FINDINGS 2.01 The Council finds that the City has concerns about the regulation and compliance of lawful gambling operations in the City. 2.02 The Council finds that there have been complaints about certain lawful gambling operations in the City. 2.03 The Council finds that lawful gambling operations are not presently sufficiently regulated by the City’s official controls and have never previously been studied by City staff for purposes of determining whether amendments or additions to the City’s official controls may be necessary to protect the health, safety, or welfare of City residents. SECTION 3 – PLANNING AND ZONING STUDY: MORATORIUM 3.01 The City Council hereby authorizes a study to be conducted by City staff to determine whether amendments need to be made to the City’s official controls as they relate to lawful gambling operations. 3.02 Pending completion of the study and, if necessary, adoption of amendments to the City’s official controls, the City will not accept any applications for issuance or approval of any license, zoning certificate, building permit, or other land use official control for any lawful gambling operation. 3.03 The City hereby imposes a prohibition on the issuance or authorization of any license, permit, or land use concerning a lawful gambling operation pending completion of the planning study and any related official controls described in Section 1. 3.04 The City exempts from this moratorium applications for one day gambling related permits. SECTION 4 – ENFORCEMENT The City may enforce any provision of this ordinance by mandamus, injunction, or other appropriate civil remedy in any court of competent jurisdiction. SECTION 5 – TERM Unless terminated by action of the City Council, this ordinance shall be effective for one year from its date of adoption and publication and may be further extended for such additional periods as the City Council may deem appropriate, but in no event be extended beyond 18 months from the effective date herein pursuant to Minn. Stat. § 466.355, subd. 4. This Ordinance shall take effect and be enforced from and after its passage and publication.
