WHITE BEAR LAKE — Turns out a grocery store may be coming to Tower Crossings after all. Lund Food Holdings Inc. has signed a letter of intent with developer John Johannson to build a full-ser- Tres Lund vice Lunds & Byerlys grocery store in the Tower Crossings development near the intersection of I-35E and County Road 96 in White Bear Lake, across from Cub Foods. “We are committed to continuing to grow our presence throughout the Twin Cities, and White Bear Lake is a community we’ve been interested in for a number of years,” said Tres Lund, CEO of Edina-based Lunds & Byerlys. “We look forward to providing the community the best of everything we offer, which includes a sharp focus on extraordinary food, exceptional service, passionate expertise and competitive prices.” In June, Hy-Vee Inc. ditched plans for a new store on Centerville Road. That 70,000-square-foot supermarket included a fitness center and in-store restaurant. The Iowa company cited higher-than-expected costs as a reason for abandoning those plans. Specifically, site grading, a challenging two-story design and high land costs to acquire the White Oak retail center were listed for Hy-Vee's opting out. They were also required to make right of way improvements and pay half the cost of a new traffic light by the senior living complex north of the site. Preliminary plans for the new Lunds & Byerlys show the 47,000-square-foot store will feature amenities like a Wines and Spirits shop and Creations Café, which features an array of chef-crafted meal options for breakfast, lunch and dinner. Lunds & Byerlys, along with the

WHITE BEAR LAKE — Describing it as “cost avoidance,” the city is weighing whether to close its 9-1-1 call center. What that means for emergency response times is unknown. What is known is Ramsey County would take over dispatch duties like it does for every other city in the county. “It became increasingly evident in recent months that the current model for providing dispatch services needed to be evaluated against the option of contracting for services with Ramsey County,” noted City Manager
White Bear Lake is the only remaining municipal dispatch center in Ramsey County. Richter admits the call center offers “extraordinary public service,” but with major capital costs on the horizon, hometown dispatchers may be a

If the call center stays, the city would need to replace the 9-1-1 phone system at a cost of $190,000, plus spend another $500,000 over the next few years to replace the dispatch console. The operating budget for dispatch is $525,000 annually and staffed with 5.5 full-time equivalent employees. Two-thirds of the time the center operates with one dispatcher, or one seat.
