White Bear Lake Area Schools found more preferable land for a new elementary school in Hugo.

Purchase agreements for two parcels of land just north of the post office west of Highway 61 were approved by the school board at its Aug. 12 meeting. Purchase agreements for four properties located on Everton Avenue N. just north of Frenchman Road in western Hugo were executed this winter. Those agreements have now been rescinded.

“The land under consideration will better meet the needs of the district for a variety of reasons, including site location and access, total acreage, quality of soil, and anticipated overall cost,” the district stated.

Details of the new purchase agreements were discussed during a closed meeting.

According to Washington County property records, the parcels are almost 140 acres together. The larger agricultural and residential parcel is about 133 acres and its 2019 total property value is listed at about $1 million. A 4-acre residential property next to it is listed as worth a total of about $313,000.

Much of the land is wetland, said Superintendent Wayne Kazmierczak. “There is 30 to 35 really good acres of buildable land there.”

Water Gremlin stands its ‘contaminated’ ground

ST. PAUL — Water Gremlin and the Minnesota Pollution Control Agency (MPCA) have a difference of opinion.

After finding more contamination at the manufacturing plant in White Bear Township, pollution regulators asked Water Gremlin to voluntarily cease operation of its coating process.

Water Gremlin refused to comply. This is the company that illegally spewed a toxic chemical called trichloroethylene, or TCE, into the air for at least 17 years. The company agreed to discontinue use of TCE in a stipulation agreement signed March 1. That same agreement required Water Gremlin to complete a remediation assessment of possible soil and groundwater contamination at its facility.

At a media briefing Aug. 15, pollution regulators announced that more issues have been found.

Most concerning, according to Sarah Kilgriff, land and air compliance manager, is the dichloroethylene, or DCE, discovered under the building. DCE is the main chemical in FluoSolv, a solvent Water Gremlin is using as a replacement for TCE. “Obviously, there is a pathway for DCE to get under the slab,” Kilgriff said.

High levels of TCE have also been found in soil vapor below the building. In some places, solvents were 33 times the state health limits, according to MPCA. “Relatively low levels” of TCE were found in shallow groundwater not used for drinking and lead was detected in soil sediments and surface water on the site in relatively low concentrations.

State Fair food: A true family affair

Matt Ribar, 32, has never missed a State Fair.

“I was in my mom’s belly at the fair and even when I went off to school in Arizona for a year, I came back for Labor Day weekend to go,” he said.

The 2005 White Bear grad has fond memories of the Great Minnesota Get-Together, as well as other state fairs and festivals. Ribar’s father, Brad Ribar of White Bear Township, has owned the Corn Roast concession at the State Fair for 34 years.

The family’s passion transcends generations: In the ’80s, Matt’s grandfather acquired a cheese curd trailer from the Mueller family, which was known for having The Original Deep Fried Cheese Curds stand at the fair.

Although the family does not sell cheese curds at the State Fair, it does sell them at other fairs and festivals.

Also in the family is Peter’s Hotdogs. At one point, the family operated a total of 13 food trailers.

“Knowing the carnival owners in the county fair scene, I remember playing all the games for free,” Matt said. “At the State Fair, my dad would give me a roll of quarters to keep me out of his hair and I would go to the arcade and see how many tickets I could get. I would crawl under the office trailer, store my tickets and count them ... I had all these stuffed animals that never got played with.”

After years of helping his family at the fair, Matt and his wife Erin decided to start their own adventure with a new food. Erin wanted to try poutine, so the two set out on a road trip to see what poutine was all about.

“We went to Canada and spent a week and a half trying poutine all over. We drove to Quebec City and back and tried out all the places that claimed to have ‘the original’ or ‘the best’ poutine,” he said.

“We were at restaurant and saw it on a menu, but you don’t know what the word means,” Matt said, noting that the description said it involved cheese curds and fries. We sell fries at a few fairs and cheese curds, so I thought, ‘We already have all that stuff, all we have to do is add gravy!’ Then we figured out what it really was.”

first time at the Anoka County Fair. They used one of the cheese curd trailers, crossed out the words “cheese curds” and wrote “poutine” on the trailer. In 2011, the couple purchased their own trailer and sold poutine for a full year. After applying both years to get into the State Fair, Matt received the call that his first year of sales at the fair would be 2012.

“When we went to Canada and did our research, we discovered that true poutine is a poultry-based gravy, fresh cut fries and (Ellsworth) cheese curds — not battered or deep fried, but the fresh curd,” Matt explained.

“For our gravy, we came up with a recipe that nobody can duplicate … and it’s amazing. Anybody can cut fries and buy cheese curds, but to get a gravy that has that unique flavor is what sets us apart.”

On average, Duke’s Poutine does anywhere from six to 10 events every year. In addition to the State Fair and various events at the fairgrounds, the stand also makes its way to other state and county fairs and festivals.

The second Saturday of the 2012 State Fair still holds the record: the couple went through 55 gallons of gravy in one day. As expected, Matt said sales dropped off for the second year after the press promotions ceased, but in year five they finally matched their year one numbers. This year, Matt hopes to exceed that — and maybe even break some more records.

“It is a different city every weekend. You recognize people from the year prior and get to meet new people,” Matt said. “Growing up in it, a lot of the people out here are like family.”

Executive order provides more options for people with kidney disease

For the first time in 46 years, the federal government has taken action to help people with kidney disease.

On July 10, Lino Lakes resident and longtime nephrologist Mark Rosenberg, MD, was in Washington to witness President Donald Trump sign an executive order dedicated to advancing kidney health. “I have been a kidney doctor for 35 years, and this is the most exciting thing that has happened in the kidney field,� Rosenberg said. “(The executive order) provides a really bold vision for transforming kidney care. It is an area that hasn't received a lot of attention or new therapies over the last 40 years.

By the government declaring it is going to change the way kidney disease is treated, it opens it up to investigators, researchers, venture capitalists (and) companies to now move into this space.�

The last time the federal government took action with regard to kidney disease was in 1973, when it agreed that Medicare would cover the costs of kidney disease, no matter the person's age. “I think for the federal government to show this kind of interest in individuals with kidney disease, and particularly kidney failure, is really unprecedented and opens up a lot of options for kidney patients,� Rosenberg said.

Rosenberg is currently president of the American Society of Nephrology (ASN). For the past five years, he has served on its leadership council. He also serves as vice dean for Education and Academic Affairs at the University of Minnesota Medical School.

For many years ASN has joined other health organizations to advocate that the government step in and take control of kidney disease. “This has been many years of work trying to get to this stage, trying to get the upper echelons of the administration to really recognize kidney disease,� Rosenberg said. “Our initiative is changing the status quo in renal replacement therapy for patients by focusing on more choices for dialysis modalities and greater access to transplantation and, for patients in the future, by focusing on the development of innovative new therapies such as more portable dialysis and artificial kidneys. The idea is to make care better for patients, give them more treatment options and to spur innovation.�

Earlier this month, Rosenberg was invited to meet with Department of Health and Human Services Secretary Alex Azar. He then visited the White House, where he participated in a listening session with members of the president’s Domestic Policy Council and other administration officials. On July 10, he was one of nearly 500 people who witnessed Trump sign the order, which Rosenberg said has three main goals: • To reduce the risk of kidney failure through a combination of better prevention, diagnosis and treatment. • To provide better access to care for patients whose kidneys have failed, including a greater emphasis on home therapy or kidney transplantation. • To increase access to kidney transplants.

In the case of kidney failure, 90% of the time it means the patient must visit a dialysis center for four hours, three times each week. Dialysis becomes a life-sustaining therapy until the patient is able to get a transplant. Rosenberg said the average wait for a kidney is around five to six years unless the person knows a donor. “There is more evidence that doing dialysis at home improves the quality of life of patients; and (it) may even improve whether they get sick or not or how long they live,� he explained. “A big part of this is to educate patients and offer more home therapy or a kidney transplant, which is still the best way of treating kidney failure because it removes the burden of dialysis.�

On June 6, Circle Pines resident Randy Kuzel donated one of his kidneys to a cousin. “We grew up together and are six months apart,� he said.

Kuzel’s cousin went in for a high school football physical at the age of 16; lab tests found blood in his urine. Between the ages of 16 and 52, his kidney function continued to decrease. “It just got to the point,� Kuzel said, “where the family finally had to reach out to family and friends to see if there was a match. I got tested and, thankfully, I was a match. “Can you imagine having a sibling, friend or a cousin in need and not helping? I just couldn't imagine not helping him, knowing I was a match.�

Prior to the procedure, Kuzel said, he had several checkups, MRIs (magnetic resonance imaging scans) and tests, which didn't cost him a dime. He was also able to meet with a team of social workers, nurses and the surgeon who explained the procedure and answered any questions he had. “I had my own team of doctors who were looking out for me, and me only,� he said. “My cousin had his own set of doctors.�

ABOUT KIDNEY DISEASE • About half of all kidney failures are as a result of diabetes; 25% are from high blood pressure and a very small percentage are genetically related. • The average survival of a kidney transplant is 15-20 years. A kidney recipient can receive another transplant if one fails. • Kidney disease can be relatively silent until the very end stages, even though it is easy to detect through a combination of a blood test, urine test and blood pressure measurement.

Rosenberg said even though medical expenses are covered for donors, the executive order tries to address other costs that might be barriers, including lost wages, child care expenses and transportation.

The order also aims to increase the number of transplants, with a goal of doubling the number of kidneys — both real and artificial — available for transplant by 2030. “They are trying to do a better job of identifying deceased donor kidneys from people who have been declared brain dead in the hospital, which is managed through an organ procurement organization (OPO),� he explained. “They think there are kidneys that are not used when they could be, either because they have some mild abnormalities, or they have been in storage for too long.�

The order also seeks to encourage the identification of kidney failure cases earlier. Rosenberg noted that in the hospital, it is not uncommon to see a patient who comes into the emergency room in the end stages of kidney disease. “They have to start dialysis on an emergency basis, and they had no idea that they ever had anything wrong with their kidneys,� he said.

Kidney X, a partnership between ASN and the Department of Health and Human Services, is also mentioned in the executive order. “It is a different way of trying to encourage innovation in an area where investigators/researchers can develop something and apply for a prize,� Rosenberg said. “I was honored to witness the president sign an executive order that recognizes the importance of

early diagnosis and treatment of kidney diseases, the need to provide individuals with more choices when kidney failure does occur, and the urgent need to increase the supply of organs for kidney transplantation,� he said. “The combination of these truly important goals signals to the kidney community that this administration is serious about changing the dynamics inherent currently in kidney care.�

Partnering through inaugural externship program

M

y week as an extern started with an email and led to experiencing what it takes to run a small business within our community.

In June of 2018, I received a job offer to come back to where it all began at White Bear Lake Area High School as a Business Education teacher.

I was hopeful and passionate about giving back to the community that raised me. I was a White Bear Lake graduate and continued my education at Minnesota State University, Mankato. I received a Bachelors’ in Communications and Business Marketing and am currently pursuing a Master of Business Education.

As an educator I believe in the idea of experiential learning and Movers & wanted to find ways to bring it into my classroom. Throughout my first Shakers year of teaching I was faced with many challenges. The biggest being Colleen how to connect real world business Cameron experience within my classroom.

How can I involve my students in our community in a meaningful, and educational way? How do I get my students as excited as I am about the intersection of business and education?

In April, I received an email stating that the White Bear Area Chamber of Commerce received a grant in support of a summer externship for educators within our district. I thought, what better opportunity to be immersed within our community in order to learn how our local businesses are run?

I was fortunate enough to be one of three teachers at White Bear Lake Area High School to be selected for this opportunity. In this process, Press Publications graciously extended the opportunity for me to learn the world of community news. The family-owned company publishes eight newspapers, including 124-year-old White Bear Press. In asking Gene Johnson, Publisher Emeritus on the first day of my externship what it takes to be a successful entrepreneur, he stated, “You must have at least two of three things, experience, capital, and ambition.

Without two of those three things you will fail.”

In a business that has been threatened by the everchanging use of technology and societal changes, Press Publications has continued to run as a welloiled machine. They have many departments that work together in order to continue to overcome adversity. Throughout the week I had the opportunity to learn from different departments such as news, sales and marketing, accounting, circulation, graphic designing, legal notices and more.

Throughout this process I was given ideas to incorporate into my curriculum. I was included in a role play for successful sales, I took part in a discussion to recreate the company’s mission statement and values, I sat with the web designer, I attended a public meeting with an editor on a topic for a front-page story, etc. I had valuable conversation with industry professionals who helped me compile a list of important skills and educational values to bring back to my students which includes and is not limited to, · Accountability · Responsibility · Willingness to Learn · Strong Ethics · Strong Character · Exposure to the World · Learning to say yes to opportunities · Asking Questions I am confident that throughout this process I built relationships and made connections that will not only benefit me and my future as an educator, but I truly believe will benefit my students.

Sexual assault and gender-based violence have no place in Minnesota

’ve advocated for victims/ survivors of sexual assault and gender-based violence for many years. I’ve worked with college-aged victims, helped get sexual assault response teams off the ground, and served on the Minnesota Coalition Against Sexual Assault’s Public Policy Committee. Now, as a legislator, I’m fighting for structural changes that help survivors get justice, protect children, and prevent these crimes from happening in the fi rst place.

Closing legal loopholes that make it difficult for survivors to access justice is a top priority for me and many of my colleagues.

One of the more abominable policies that we this year Legislator repealed was the marital rape exception, a Lingo law that shielded rapists from Rep. Ami prosecution Wazlawik if they were married to their victim. We also eliminated an exception that permitted touching someone’s buttocks without consent. There are still loopholes and inconsistencies, so we established a working group to review Minnesota’s criminal sexual conduct statutes and recommend changes.

Other laws that we passed protect children and hold those who abuse them accountable. I introduced one of them, a law that establishes a 120 day look-back period for determining if an offender was in a position of

authority. Previously, adults were only regarded as authority figures if they were directly responsible for the minor when the crime occurred. That meant that teachers and coaches weren’t considered authority figures if they were no longer teaching or coaching that student or if they assaulted the student over the summer. Another new law clarifies that sexual penetration isn’t required for a first degree criminal sexual conduct conviction if the victim is under the age of 13.

We took action to address the causes of gender-based crimes and prevent them from occurring in the first place. The newly established Domestic Violence and Sexual Assault Prevention Program takes a public health approach to these issues and provides grants to community-driven initiatives.

New requirements for colleges and universities were established to protect students, who experience sexual assault and violence at disproportionate rates. Colleges must now include affirmative consent in their policies and incorporate it in student training programs.

While we made significant progress this year, there’s more work to be done to ensure that all Minnesotans are safe in their homes, workplaces, and communities. Next year, I hope to reform our state’s sexual harassment law. For many years, courts have used an unreasonable “severe or pervasive” standard in these cases.

This high threshold often serves as a barrier to holding perpetrators and workplaces accountable.

college students, but many young people experience sexual assault before they set foot on a college campus. Students should receive age-appropriate instruction on respecting boundaries and forming healthy relationships throughout their K-12 education.

Many survivors, particularly those who are young when they’re assaulted, experience significant trauma after an assault and need time to process it. Sometimes the statute of limitations expires before they’re ready to come forward.

That’s why I support eliminating the statute of limitations for criminal sexual conduct.

I’m also in favor of allowing legal termination of parental rights in cases where one parent is found to have conceived the child through rape or incest. No one should have to parent with someone who assaulted them.

I recently attended the groundbreaking for the first public memorial to honor survivors of sexual violence in the country. As I watched the ceremony, I thought about the survivors who’ve shared their stories with me over the years.

Many of the laws that passed this year were inspired by Minnesotans who experienced sexual violence and didn’t get the justice they deserved.

I’m so grateful to the individuals who’ve courageously advocated to change the system so others would not have to experience what they did.

It’s an honor to fight alongside each and every one of them.

Please don’t feed the algae

W

ould you consider volunteering 15 minutes, twice a month, for cleaner waterways and healthier communities? Perhaps it sounds like that small of a commitment couldn’t make a big impact, but, surprisingly, the simple act of keeping a storm drain clear has a significant impact on area waters. Since just one pound of phosphorus—locked up in leaves in grass clippings—creates 500 pounds of algae when it gets washed to our lakes and creeks through storm drains, it’s easy to understand the significance of this small task.

Everyone knows that trash isn’t good for lakes and rivers, but many people unwittingly contribute to water pollution because they do not understand that “natural” debris—leaves, grass clippings, fertilizer, road salt and pet waste—becomes pollution when it hits the water. When these natural pollutants break down, they become food for algae, causing it to grow out of control. The water gets green and soupy, so less sunlight gets through the

water preventing plant growth.

Although we like to swim in lakes with sandy bottoms, lake plants play an integral role by taking up the nutrients preventing excessive algal growth. A decrease in beneficial lake plants also means habitat loss for fish and other wildlife.

The Adopt a Drain program asks Movers Master& residents to adopt a storm drain in their neighborhood and keep it clear Shakers Gardener of leaves, trash and other debris to reduce water pollution. Every once in a while, enter an estimate of the amount of debris you’ve collected on the website so your impact can be measured.

This program was just launched this spring and 122,409 pounds of debris have already been diverted from our lakes by 4,331 big-hearted adopters. Since this type of “non-point source” pollution, or pollution that comes from all over, is prevalent in urban and suburban areas, it takes everyone’s cooperation to minimize its effects. And when adopting storm drains becomes the norm, it will be a game changer for our lakes. Metro lakes struggle with excessive nutrients from leaves, grass clippings and sand. Just keeping the streets clean and stopping debris from entering the storm drains is a small task for each homeowner, but a giant cannonball splash to keep our lakes swimmable, fishable, and navigable.

Robert C. Thornbury Age 88, our dear dad was born in Spring Valley to Bill and Jennell Thornbury. He passed away on August 9, 2019.

He was raised in St. Paul and had his family in Los Angeles, Calif. Dad worked for Rocketdyne at the time of the Apollo moon missions and was very proud of being part of this effort. He moved back to Minnesota for his retirement. He is preceded in death by his parents and brother Ken Thornbury. He had a great joy for life and a generous spirit. He had two children, loved to go sailing and skiing in California and was very active in the White Bear Unitarian Church. With his friends and family he played golf, went bowling, biked, was a master bridge player, and loved to read and travel. He had a passion for social justice and Democratic party politics. He will be deeply missed by his two children, Kurt and Nancy (John Haag), his nieces and grandnieces.

Reunion of retirees A group of retired members of the White Bear Lake Fire Department (and their spouses) attended a picnic at the home of Paul Peltier Saturday, Aug. 17. The 19 retired firefighters in attendance represented 848 years of service to the community.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff's Office reported the following incidents:

Vadnais Heights • A burglary was reported in the 100 block of Vadnais Lake Boulevard Aug. 7. Two suspects entered a school about 5 a.m. No damage to property was found and it was unknown if anything was taken.

• Graffiti was reported in the 800 block of County Road F Aug. 9. White spray paint was used to write on the roadway shoulder in three places.

• An adult female was assaulted in an unknown location Aug. 10. She was helped by medics and police in the 1200 block of Willow Lake Boulevard.

• A golf cart was reported stolen in the 3600 block of Edgerton Street Aug. 7.

• Two adult males were arrested near Belland Avenue and Monterey Avenue after a burglary on Rapp Farm Boulevard in North Oaks Aug. 10. They entered a garage and one of the men reached his arm inside the house. A resident pushed the arm back into the garage and shut and locked the doors. The two men were caught in Vadnais Heights after hitting a vehicle.

• Personal items were reported stolen from a

locker at a fitness center in the 900 block of County Road E Aug. 4. No suspects.

• Theft of about $68 worth of gasoline was reported in the 3200 block of Highway 61 Aug. 10. The suspect had no plates on the vehicle.

• Deputies conducted a warrant attempt Aug. 7 at the Gervais Apartments where an adult male was taken into custody on an active felony domestic KOPS alert.

White Bear Township • Deputies responded to a dog attack in the 4200 block of White Bear Parkway Aug. 6 where one female dog was killed and one female human bitten. The dog victim was a 14-month-old small brown poodle. The human victim was checked

by White Bear Lake medic and went to the Urgency Room on her own. The attacking dog was restrained by a neighbor and taken to Saint Paul Animal Control by a deputy. The owner of the attacking dog, a small male pit bull with a blue collar and no tags, had not been identified as of press time.

• A bicycle was reported stolen from an open garage in the 1100 block of Iris Drive Aug. 9.

• An unlocked vehicle in the 1600 block of Louisiana Lane was entered overnight Aug.

This male pit bull killed a 14-month-old female poodle Aug. 6 in the 4200 block of White Bear Parkway. Its owner had not been identified as of press time.

WASHINGTON COUNTY SHERIFF REPORTS The Washington County Sheriff’s Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Grant • A resident in the 9000 block of 60th Street N. on Aug. 1 reported a phone call from someone claiming to be from Xcel Energy and stating that the complainant was overdue on paying her bills. The complainant needed to provide payment within 45 minutes or be cut off from services, the caller said. The complainant requested extra patrol because she was afraid the caller would burglarize her house because she didn’t pay.

• A Stillwater man, 35, was cited Aug. 1 in the 11000 block of westbound 75th Street N. for having an object suspended from the rearview mirror and driving with an obscured license plate. Deputies on routine patrol couldn’t read the front license plate of the subject’s vehicle as he passed them. During routine traffic stop questions, the motorist told deputies, “I don’t answer questions,” and remained silent.

As deputies were issuing the citation, the subject interrupted them and began talking about how they were extorting money from him.

Mahtomedi • A Stillwater man, 25, was cited at 12:48 a.m. Aug. 2 on northbound Century Avenue and Long Lake Road for driving after suspension after deputies spotted the vehicle parked outside a closed business at that location and ran his license plate number. The driver requested — then begged — deputies to let him off with just a warning, but to no avail.

• A Willernie man, 27, was arrested at 9:53 p.m. Aug. 2 in the middle of Stillwater Road near Warner Avenue N. on a misdemeanor warrant out of Ramsey County for DWI after deputies observed him passed out in the road at that location and conducted a welfare check.

• A Stacy man, 19, is suspected of stealing a vehicle out of the FedEx parking lot on Long Lake Road at 6:01 a.m. Aug. 3.

Pine Springs • A resident in the 6000 block of Hytrail Avenue N. reported a bicycle stolen overnight July 31-Aug. 1.

• A resident in the 7000 block of 66th Street N. on Aug. 1 reported identity theft.

Willernie • A bicycle was reported found July 29 at the side of the road in the 200 block of Chatham Road. Deputies recognized the bike as belonging to a child in the neighborhood and returned it.

Safe Harbor: Trafficking victims find refuge YOU SHOULD KNOW THESE NUMBERS:

SHOREVIEW — During a panel discussion on sex trafficking with the Ramsey County Attorney's Office and members of the Minnesota Human Trafficking Investigators Task Force, a panel member received a serendipitous text.

“A 17-year-old girl just texted me that she is still doing okay,” said St. Paul Police Sgt. John Linssen, who is part of the task force and investigates trafficking cases across the state.

The girl was at a shelter, staying in one of the 60 beds statewide reserved for juvenile trafficking victims and funded by Minnesota's Safe Harbor Program. Without the shelter, the girl would likely be back with her trafficker since her home is not safe either, Linssen added. “She wouldn't have had a place to go,” he said. “I think that says a lot about what is going on.”

Linssen received the text while Ramsey County Attorney John Choi was explaining the Safe Harbor Program to attendees at the “Working to End Sex Trafficking” forum hosted by the Shoreview Human Rights Commission at the Shoreview Community Center Aug. 13.

Over a decade ago, public safety professionals began to discuss who should really be held accountable for sex trafficking and prostitution, Choi said. The discussion led the Minnesota state Legislature to pass the Safe Harbor Law in 2011. Youth under 18 are no longer prosecuted for prostitution, effective 2014. Safe Harbor also established services for trafficking victims through age 24.

The program started out with two beds; now there are 60 across the state. As a bipartisan issue, the program continues to be well-funded by the Legislature, Choi noted.

Funding is also used for training law enforcement and hotel staff to recognize trafficking. Minnesota is unique. Only 13 states have a similar law and only one other has funding associated with it.

In addition to providing services for victims, law enforcement and prosecutors have been working together to increase prosecution of traffickers and buyers over the last decade. Developing trust with victims gives them courage to testify against their traffickers in court, Choi noted.

Law enforcement puts an ad online and waits to see who responds and shows up to the indicated location. “They open the door and are oh, so disappointed” when they see an officer instead, Linssen noted. misdemeanor or gross misdemeanor if in public. Law enforcement also poses as adults to catch buyers. Six weeks ago, Linssen assisted in a sting. Fifteen people were arrested over eight hours from a single ad posting.

To catch traffickers, law enforcement carries out surveillance and puts trackers on cars. “The traffickers are slick,” he said. “I have to fi nd ways to trip them up and to catch them.”

Once a trafficker or buyer is caught, Assistant Ramsey County Attorney Karen Kugler will decide how to prosecute them. Often, defense attorneys of buyers will try to argue that it was just a sting operation and no one got hurt, so there shouldn't be any punishment. “I will look at the judge and say the whole reason we do these operations is that if it weren't for a police officer being in that room, a child would have been raped. So, it is simply the truth.” This winter, she prosecuted a case where the buyer had solicited a child under age 13. “The defendant was an attorney,” she noted.

A current case Kugler is working on regarding a trafficker involved three victims with 12 different brandings on their bodies. “Traffickers view that as a mark of ownership,” she noted. Working with the victims to receive statements about what they have been through is difficult.

“They feel so ashamed,” she said.

“Traffickers coach them to not talk about them. … A lot of times they don't see themselves as victims. …

They don't want to believe they were pulled into something like that.”

Community members can prevent victimization Trafficking victims often don't see the manipulation they were subjected to until they are far removed from the situation. Traffickers often woo young girls by posing as a boyfriend.

The boyfriend then tricks them into working for him by saying he needs the money for something urgent. He provides food, clothes and a place to stay. He may turn violent or refuse to let them back in the house until they meet a quota. A trauma bond is created.

“It is a game of psychological emotional control,” Kugler said. “It is warfare.”

who look vulnerable. They pose as a lover boy in public or online. “It's amazing how many people have been picked up just through Facebook,” she said. Runaways are at risk, but girls from stable homes are also tricked. Traffickers watch for those with low self-esteem.

“You or I might pass those kids and think, 'troublemaker.' A trafficker is going to hone in on that person and say there is potential there,” she explained.

The average age of entry into prostitution is 13, Choi said. There are very few adults who really would have chosen the lifestyle for themselves. “The vast majority of all these situations are vulnerable people that are being taken advantage of,” he said. “When victims come to us, they have been traumatized far beyond what we could ever imagine.”

The form of sexual violence is driven by greed and money, power and control, and demand. The issue can't just be solved by prosecution, he added. Choi looks to community

members to make a difference in society to prevent it from happening.

As most perpetrators are men, Choi asks communities to consider how they raise boys and influence young people. If boys are raised to be loving and respectful then girls will be valued and safe, he noted.

He recommends the “A Call to Men” program for schools and community groups. Young men should be told that it isn’t manly to be sexually violent, he explained. “If we don’t say it then Hollywood or something else starts defining what morals we should have.”

Julie B. Williams, a Shoreview Human Rights Commission member for 25 years, remarked on the importance of the topic for the community and why the commission invited the panel to Shoreview.

“Experiencing victimization can precipitate long-term mental health issues as well as juvenile and adult crimes,” she noted. “It's always easier to prevent a crime than deal with the aftermath.”

Sweet feat: 50 years of State Fair malts

For 50 years, the North Suburban St. Paul Kiwanis Club has been making malts to raise funds for community and worldwide service projects for children.

The club has raised more than $2 million since it started a philanthropic malt shop at the State Fair in 1969, said club member and Shoreview resident Todd Levig.

The malt shop started as a stand next to the old dairy building at the fair, which had moved to a southern location in 1968, according to a historical article in Focus News. Dick Bonde, then club member and dairy specialist at Land O’ Lakes, thought fairgoers should still be able to get a dairy product near Machinery Hill.

The cost of a malt the club’s fi rst year was 50 cents.

Today, you can find a $5 malt in a long brown building located between the 4-H Building and the Fine Arts Center. Over the years, the stand added a couple additions.

Last year, the club sold about 24,000 malts, said Ron Zuercher, a club member who lives in Shoreview. He’s been volunteering at the malt stand since 1983, and has only missed one summer of volunteering during that time. He puts malt in his coffee every morning during the State Fair.

The Kiwanis malts are high in butter fat content, Zuercher said. The club has its own recipe that Classic

The North Suburban Kiwanis Club has only about 25 members, but 200 shifts to fi ll, so the malt shop runs on volunteers with various connections to the club. Club member Rae Woodall, of Arden Hills, organizes all the shifts. “It’s work, but it’s fun,” she noted. She joined the club after volunteering at the malt stand in 1996.

Four generations of Levig’s family have volunteered at the malt shop since he joined the club in 1998.

Levig’s 80-year-old mother Judy still washes the aprons early each morning. She pre-spots the aprons late in the night; it’s obvious which aprons were at the chocolate malt machines.

projects over the years. The malt shop is the club’s main fundraiser. Last year, the malt shop grossed about $121,000; expenses are about half that.

The club donates $5,000 to $10,000 to the international club each year, Zuercher said. This year, the project is focused on eliminating neonatal tetanus across the world.

Recent local support includes children’s interactive reading stands at the Shoreview Library and reading oasis centers at schools in Ramsey County. As part of the reading oasis program, the club also gave a book to students at the school to begin their

own library.

One day at the State Fair, a boy from one of the schools told his dad he needed to buy a malt from the shop because the Kiwanis Club bought him a book, Levig remembered.

What do the volunteers do once the State Fair is over? “We come back and clean up,” Levig said. “Two weeks later, we hold a thank you event for the volunteers.”

The North Suburban Kiwanis Club began in 1958. The international club’s mission is to improve the lives of children around the world.

Split perspective on school bond at chamber meeting

A variety of voices were heard at a White Bear Area Chamber of Commerce meeting Aug. 15 regarding the $326 million White Bear Lake Area Schools bond referendum that will be on the ballot this fall.

“I'm really concerned about the price,” said Bill Foussard, owner of Best Western Plus White Bear Country Inn/Rudy's Redeye Grill after a presentation on the bond by Superintendent Wayne Kazmierczak. “I know our future is our kids. … I think $326 million is too much.”

However, Mike Greenbaum, executive director of Newtrax, said taking care of the school build-

ings in White Bear Lake has been deferred. He was part of the facility planning committee that put the plans forward, which include updates at every school, a new elementary school in Hugo and expansion of North Campus to make a one-campus high school.

Cindy O'Donovan, a local business consultant, said “My question is, what is the right number?”

She said she understands many people have already been involved in the planning. “It sounds like 300 bucks a year to me. I spend that much on a gym membership, chamber membership. I don't think twice about it.”

Len Pratt, of Pratt Homes, said it is important for the bond referendum to pass so home values increase. “School ranking affects the value of

real estate,” he said. The district has competing districts on either side that affect its value, he added. Edina Realty agent Sonia Kohli said the value of a comparable home is 10 percent more in the Mounds View district versus the White Bear district. She knows because she regularly sells in both districts.

Terry Koves, of Koves Trucking, wondered why the question was going before voters during a minimal election year. Only local politicians will be on the ballot this fall. “I think it would be smarter to put this in front of the whole electorate in a broadest sense in November of 2020,” he noted.

Kazmierczak responded, “Well, depending on how we do this fall, we might.”

SCHOOL LAND: Contingent on bond FROM PAGE 1A

The agreements are contingent on passage of the district's $326 million bond referendum in November, according to the district. The land would be used for a new K-5 school, budgeted at $43.2 million for land and the building.

According to the bond referendum plans, Oneka Elementary will be converted from a grade 2-5 school into a K-5 school. Hugo Elementary would be converted from K-1 to an early childhood center. Kindergarten through fi fth grade enrollment at Hugo and Oneka elementary schools could nearly double within a decade, according to a recent enrollment projection study.

The changes are part of a plan that would bring updates to every building in the district. Other big changes that are part of the plans include expanding North Campus to house all high school grades. Sunrise Park Middle School would be moved to South Campus. Sunrise would become an early childhood center, transition center and senior center, and would house district offices. The

vacated District Center, where the district offices are currently, would be an expansion for Central Middle School. Districtwide safety and security improvements, as well as flexible learning spaces, are also part of the plans. The plans were put forth by a

90-member facilities committee that met this winter.

The district projects that more than 2,000 new students will move into the district during the next 10 years due to housing growth. The growth will be 25% higher than

current capacity. New homes in the northern part of the district and turnover of homes in the southern part of the district will both contribute to the growth.

Assistant MPCA Commissioner Craig McDonnell told reporters the agency has significant concerns regarding release of DCE into the soil. “We want to know the magnitude of those contaminants,” he said. “We believe the best course of action is for Water Gremlin to cease operations using FluoSolv until corrective actions are taken.”

The company responded negatively to the agency’s request, stating it disagreed with many of the conclusions made public by the MPCA. “First and foremost, we want our community to know DCE vapors found beneath our manufacturing building do not pose a threat to our workers, our neighbors or the environment,” maintained Carl Dubois, vice president of international manufacturing. “No data suggests that the vapors will move beyond our building footprint. No data suggests a liquid release. No data suggests that soils have been impacted.”

Dubois pointed out that air is being monitored at five locations on Water Gremlin property since March 1. During this time, he said, the average annual DCE standard set by MPCA has not been exceeded.

“We are sorry that we have created health concerns in the community,” Dubois continued. “We have taken measures over the past several months to ensure that we can continue to operate in an environmentally responsible way that poses no threat to the health of our neighbors and workers. The trust of our community is important to us and we will continue to work hard to earn it.”

the morning of Aug. 15 signed by President Junya Inoue defending its control measures. He invited Bishop and her staff to visit Water Gremlin to see the improvements for themselves and discuss a course of action before releasing what he called “misinformation.”

A spokesperson for Water Gremlin watchdogs, the Neighborhood Concerned Citizens Group, said they were “in shock” that the company told MPCA “no” to the shutdown request.

“We understand Water Gremlin sees things differently than the MPCA and that Water Gremlin thinks the MCPA isn’t interpreting the data correctly,” said board member Leigh Thiel. “We are skeptical about this assertion. What is happening today is similar to what the record shows happened in 2004, in 2001 and, potentially even before then. The record shows Water Gremlin is a company that has a history of making mistakes over and over again. They need to shut down until MPCA says they are confident in Water Gremlin’s ability to operate without harming residents, workers and the environment, both short term and long term.”

Jim Kelly, manager of environmental surveillance and assessment with the Department of Health, doesn’t consider the findings an urgent or imminent health concern for residents.

According to Crague Biglow, MPCA site remediation supervisor, TCE was found in groundwater samples 20 years ago, something he said is not unusual and was not a concern at the time. “Levels are not that high but we’re taking another look.

Our concerns are the potential to impact groundwater.”

The agency is requiring Water Gremlin to submit an action plan for all contaminants and to promptly install a mitigation system that pulls vapors from volatile organic compounds like DCE from the soil.

Airborne lead levels will also be monitored near the property.

McDonnell said they are considering further action to compel Water Gremlin to cease operations.

“That is all I can say at this point. We will determine the extent and magnitude of this. If there is a human health threat or threat to the environment, we will make sure we are taking appropriate action, including shut down.”

The assistant commissioner added the agency has “significant concerns” about ongoing release of pollutants. “We are incredibly concerned with Water Gremlin and their ability to prevent this. We are holding Water Gremlin accountable for

air emissions and taking issues incredibly seriously.”

Legislators weigh in on pollution issue A report showing that DCE is leaking out of the facility after only five months was the last thing Rep. Peter Fischer expected to see. “It is highly concerning and raises a lot of questions,” Fischer said. “How responsible is Water Gremlin being to the community in handling the chemicals? At a minimum, it seems they are incompetent.”

by MPCA prior to the Aug. 15 press briefing. “The big question as I listened this morning,” Fischer said, “does a self-reporting system still work in today’s business model? I don’t have the answer but it’s something we need to talk about.

It doesn’t seem we have a good process.

Most businesses do the right thing and want to be good citizens. They’ve done things that make them look like a bad neighbor.”

Sen. Chuck Wiger feels that steps taken to prevent exposure to toxic chemicals are not working. In a statement released later in the day, Wiger said: “This failure betrays our communities’ trust and requires the immediate voluntary shutdown of Water Gremlin until infrastructure is in place to prevent further exposure.”

Water Gremlin released this statement Aug. 14 prior to the news briefing: As part of our agreement with the Minnesota Pollution Control Agency, our facilities are being thoroughly tested for any potential contamination issues. This includes testing for vapor intrusion, which happens when chemical vapors from contaminated groundwater or soil move through the soil into basements or through the foundations of buildings.

During this testing TCE and DCE were found beneath the foundation of Water Gremlin’s North Campus building. Environmental experts are confident this is limited to a small area at our facility, but are doing more testing to ensure this is the case. We have notified our employees, and our indoor vapor testing shows rates are well below OSHA standards. All data suggests that there is no immediate threat to human health or the environment.

The DCE vapors were detected in shallow soil levels beneath the floor slab in spaces where it is used in operations. DCE traveled through the air space beneath the floor slab through a building respiration process. Negative air pressure is maintained in rooms where coating is conducted, and slight fluctuations in air pressure can occur when doors open and close. This can cause air containing DCE vapors to migrate through the slab into the airspace below it.

To resolve this matter, we will install a vapor mitigation system – much like a home radon system – in the coming weeks. As a reminder, all sources of drinking water including private wells in the area have been tested and determined to have no contamination.

Nicole Joy Frethem received the DFL endorsement during her campaign. She received about 41 percent of the votes, or 1,762, according to the Office of the Secretary of State. Randy Jessup, a Republican and previous state representative for District 42A, received about 34 percent, or 1,475.

Loon Chronicles IV: Another busy week Another busy week on White Bear Lake. The Loons continue to rule the lake at sunrise.

Their world order, however, came to an abrupt end on Thursday morning when an Osprey, circling above, crashed the party. The Osprey lowered its talons with military precision, swooped in and scooped up a fish, just inches away from the party. Within seconds, three Loons immediately rose on their feet, splashing all over the place, and started the Penguin dance, calling each other with their frantic tremolo call. The agitation was palpable. The party quickly disbanded and the Loons went their separate ways. They obviously got over it, because they were back at it the very next morning. As predicted, the Old Warriors have decided to join the party scene. The white feathers around their bills, like white whiskers on older dogs, give them away every time. The War Zone seems to be coming back to life.

The Heron has taken up permanent residence and appears content. Wood ducks can be seen darting around in the bulrushes. We even spotted the ever elusive Little Green Heron.

The gulls are gathering in ever expanding groups all around the lake and have taken over the White Bear Yacht Club dock. What a mess!

Spotlight on a cause at Children’s Performing Arts SUBMITTED

Each fall, students at Children’s Performing Arts in White Bear Lake put on a production to bring awareness to a chosen cause.

This year’s Spotlight on a Cause focus is dyslexia. The goal of this program is to teach children about the world around them, how they can make a difference and how to become future leaders within the community. The fall production is “Runaway Learning Machine,” an original play from a book of the

1919 Shortly after midnight last Saturday morning the fire bell began ringing its warning notes. Already smoke could be smelled and almost immediately the flames burst out. At first it was thought by those on this side of the track to be the Perry Long hotel, but it was Chas.

Wiegand’s elevator on the west side of the tracks. It was a fire of intense heat and too far advanced to hope to do more than check the flames as quickly as possible to diminish the danger to that portion of the village lying directly east of the burning building as the wind, of which there was plenty, came from the west…

1944 High Mass was said Monday morning for Tommy Reibel, youngest son of Mr. and Mrs. William Reibel, killed in action on D-Day. Some time ago his parents received word that he was among the missing. A few days ago further word was received that he was killed.

Tommy was a good, bright boy, popular with all who knew him, and was the first from White Bear to fall in action.

His sudden end is regretted by all.

1994 “Gangbusters!” That’s how Suzanne Worthley described the success of downtown White Bear Lake’s Marketfest celebration as it winds up its fourth year. This Thursday, Aug. 25, will be the last time this summer thousands of White Bear area residents and visitors will be able to wander through the streets eating, visiting and choosing crafts and merchandise.

WHITE BEAR LAKE CITY COUNCIL NOTES WHITE BEAR LAKE — City Council approved the following at its Aug. 13 meeting: • A request by Paul Bruggeman to rezone a portion of property north of County Road D at 2687 County Road D from single family to medium-density residential.

There is no proposed project at this time. A fourplex is not feasible, noted City Planner Anne Kane, and a triplex would be challenging for units having a front entrance and two-car garage on the narrow parcel.

Residents expressed concerns about wetlands, tree preservation, traffic and buildability of the site at the last Planning Commission meeting. The executor of the estate also spoke of his desire to sell his father's property to allow for multifamily development consistent with surrounding land uses. Commissioners recommended approval 6-0.

The council’s decision was not unanimous; Ward 5 Councilman Steve Engstran voted no.

Councilman Kevin Edberg pointed out that the city's Comprehensive Plan identified the parcel as medium density and has for some time. It was felt the land use is consistent with the new R-6 zon2019

Over the past few years, the city has received more revenue through a lawful gambling regulatory tax than it has spent on oversight of gambling licenses. Council passed a resolution in July to refund the excess taxes collected to the gambling organizations for 2017 and 2018.

The city needed to consider a policy change to prevent excess tax collections and refunds in future years and decided to reduce the tax rate from 2% to 0.2% of net 2019 profits. The finance department figured that rate would collect an amount closer to annual expenditures and reduce the amount of excess funds refunded each year.

Five selected for Mahtomedi Athletic Hall of Fame

Five former Zephyr luminaries will be inducted into the Mahtomedi Athletic Hall of Fame at halftime of the football opener against Park of Cottage Grove on Aug. 29. A reception for them will be held at 5 p.m. in the school.

Following is the 2019 Hall of Fame class, announced by Aaron Forsythe, activities director, and Debbie Driscoll, HOF chairperson.

Jenna (Hemenway) Veenis (1997) Jenna (Hemenway) Veenis was a three-time all-conference forward in soccer and one of the leaders on the Zephyrs’ fi rst state tourney team in 1995. She played four years for Gustavus Adolphus and helped them reach nationals one season. She was a starting guard in basketball in grades 1011, then switched to hockey as a senior when MHS started the program — after the A.D., Bob Meslow, asked her if she wanted to “lead the charge.” Following three older brothers who played hockey, she was captain of a team that was mostly seventh-graders, and made all-conference. “It was such a unique opportunity,” said Veenis. “We won maybe three, four games, but it was so much fun.

Now I have two daughters who play hockey.” She also played golf for the Zephyrs. After college, she took up broom ball and earned a slot on the Minnesota Select team, helping them place second at nationals in 2016 and 2018 and third in 2012. Veenis lives in Mahtomedi, teaches work skills in the transition school and coaches youth soccer.

Lindsey (Weier) Dehlin (2002) Lindsey (Weier) Dehlin was a USA Olympic Team member twice in Nordic Ski after an outstanding career at Mahtomedi and Northern Michigan University. Weier was the 2001 state champion in high school while competing nationally and internationally. In 2001, as a senior, she became the fi rst high-schooler to earn a spot on the Olympic Nordic team. She didn’t compete in the 2002 Olympics but made the Olympic team again in 2006 and competed at Turin, Italy. At NMU, she racked up five All-America awards, highlighted by winning 15K nationals in the classic race and placing third in freestyle skate in 2007, when Ski Racing Magazine designated her as College Skier of the Year. A threesport athlete at MHS despite her dedication to Nordic, Weier was a member of the 1999 state champion soccer team and ran the 1600 and 3200 in track.

John Strenger (1960) John Strenger was a force at offensive and defensive end on the 1959 football team that outscored opponents 407 to zero. His class’s homecoming king, he helped the Zephyrs win the Little Six Conference football title as a junior and Skyline Conference crowns as a senior in football, basketball and baseball. In baseball he played four varsity seasons at pitcher and shortstop. He lettered in golf as a senior and was one of a fivesome to play in the state tournament. As an adult, he played shortstop for a White Bear Classic slow-pitch softball team that won state and region titles and went to nationals in 1974. He captured club titles in his division at three different golf courses. Strenger was a science teacher in White Bear Lake for 13 years (while coaching soccer, hockey and baseball) before starting his own business building custom furniture and store displays. At 76, the Oakdale retiree still plays golf, racquetball and pickleball.

Bridget (Conroy) Johnson (1982) Bridget (Conroy) Johnson was a leader in the Mahtomedi gymnastics program when it first became a state power. In four state trips, she helped Zephyrs place second in 1979 and third in 1981 before capturing the state Class A championship in 1982, the school’s fi rst in any sport. A gifted natural athlete, she never had club training but became a state champion in balance beam and state runner-up all-around in 1982, and placed second in uneven bars in 1981 and 1982. In track and field, she was a threetime state qualifier, twice in hurdles and once in a relay. She is one of 11 siblings who attended MHS, and has three children who were Zephyr athletes.

She is a fi nancial consultant for small businesses and owned a gardening business, Flower Child, for 18 years.

Mike Dolezal (1997) Mike Dolezal was a much-decorated Zephyr football player as a linebacker, tight end and running back, making all-conference three years, and all-metro and all-state as a senior, when the Super Prep publication also named him a prep All-American and Midwest defensive player of the year. He played Big Ten football at Iowa, starting at linebacker his last two years. “We were 2-3 against the Gophers,” he said, “but we beat them my senior year, and I hang my hat on that.” In basketball, Dolezal was a three-year starter at center and twice all-conference. In track, he helped the Zephyrs capture two true-team state championships and four conference titles, competing in the shot put, discus and 400 dash. Dolezal lives in White Bear Lake and owns a financial advising firm, UAdvisors.

Four White Bear Lake teams will open their 2019 season this week.

The Bear girls soccer team (115-1 in 2018) will host Centennial on Thursday, 7 p.m., marking the sixth straight year these two strong programs have opened against each other. The Bears won 4-3 last year but the Cougars won the previous four. Bears captains are forward Kayla Anderson (21 goals last year), defender Mackenzie Ternes and midfielder Bella Heckmann. Another key veteran is goalie Ella Janicki.

Zephyr soccer teams set to open; girls are reigning champs The Mahtomedi girls soccer team that’s won two consecutive state titles will start its bid for a three-peat this weekend.

The Zephyrs will travel to Rochester to face Mayo on Friday, 6 p.m., and Century on Saturday, 10 a.m.

Back to lead are a quartet of seniors who picked up various honors in last year’s 15-5-1 season: Lauren Heinsch, Audrey Sexson, Anna Wagner and goalie Megan Lisowy.

However, another senior standout, Sydney Panek, is sidelined with a knee injury.

Zephyr boys soccer — also a state qualifier last season — will open

Thursday at home against Duluth Denfled at 5 p.m. The Zephyrs have a mostly new varsity, with 13 seniors on last year’s 16-3 team. Goalkeeper Josh Bates is among the handful of returning starters.

The Zephyr girls tennis squad had a tournament Saturday in Stillwater to open the season. They played at Blake on Monday and will play at Stillwater on Thursday.

Rebate program returning for low-flow toilets WHITE BEAR LAKE — Homeowners interested in replacing inefficient toilets with low-flow models have another shot at a rebate.

The Metropolitan Council is bringing back its water efficiency rebate program. In 2016, the city was awarded $49,000 in grant funding to encourage water conservation.

Residents received rebates for installing WaterSense certified toilets and Energy Star certified washing machines. The program saved an estimated 5.9 million gallons of water in 2016 and the fi rst half of 2017; most of that through more efficient toilets.

Municipalities can again apply for grant funding through the Clean Water Land and Legacy Amendment. Staff will apply for the maximum $49,500 from the Met Council with the city chipping in a 25% match for $16,500.

This time, however, staff is seeking only funds to replace qualified toilets that use 1.28 gallons or less per flush.

According to City Manager Ellen Hiniker, the toilets provide the

highest return on water savings.

There were issues with residents purchasing washing machines last time that didn't qualify for rebates.

"Toilets provide the biggest bang for our buck," Hiniker told the City Council at its Aug. 13 meeting.

The city hopes the rebate provides incentive for owners of homes built in the early '80s that have high-use toilets.

"Make sure the Supreme Court knows we're doing this," Councilman Bill Walsh quipped after the grant approval. He was referring to the lake level case that's going to the high court.

The city figures the grant will cover 330 toilets at $200 each and save 6.7 million gallons of water.

Watch for more information about how to apply for the rebate. The program will run through June 30, 2022.

Faces of Wetlands: Silver-haired bat Did you know that Minnesota is home to seven bat species? One of the lesser-known species is the silver-haired bat. Unlike the more common big and little brown bats that roost in colonies along cave walls, silver-haired bats are solitary, tree-roosting bats.

What makes this one special for the watershed is its habitat preference. The Vadnais Lake Area watershed provides the right recipe of forest and water, making it a bat of our own backyard. Note: These bats very rarely roost in houses.

Silver-haired bats (Lasionycteris noctivigans) weigh between 8 and 11 grams, with an average wingspan of 29.5 cm. The Latin name translates to “night-wandering shaggy bat.” The silver hair from their name comes from the silver or white tips of otherwise black fur. A solitary animal in the summer months, silver-haired bats form swarms and mate in October during fall migration. Females don’t actually become pregnant until March, after hibernation.

Moths and soft-bodied insects are a favorite food for silver-haired bats, but they’re also opportunistic, depending on what’s available. Mosquitoes, flies, beetles, termites and spiders have been found in their feces (or guano). As the slowest-flying bat in North America, they tend to stick close to water where insects are plentiful. Silver-haired bats prefer slow-moving and quiet water that doesn’t interfere with echolocation. They hunt in these open areas, but commute home to roost in mixed deciduous/coniferous forests.

Historically, the Vadnais Lake Area watershed was a network of wetlands, shallow lakes, oak savannah and mixed coniferous/deciduous forest. This mixture provided open hunting grounds near shallow water and minimal travel time back to the safe cover of trees.

Our landscape has changed from pre-settlement, to agriculture, to a suburban neighborhood of houses and highways. While reversing these changes is unrealistic, we can focus on our present assets and how

we adapt. Bats, in particular, have shown an ability to adapt to roads, storm ponds and drainage ditches.

While they’re not a pristine network of wetlands, these features still create space for hunting, dense pockets of food and corridors of slow-moving water.

In our watershed, Lambert Creek is a prime example of a network of wetlands and shallow lakes modified by a drainage ditch originally built for agriculture.

Much of this land use is for housing, but pockets of forest are speckled across the creek from White Bear Township to Vadnais Lake. Similarly, the old-growth forest of North Oaks and Vadnais/Sucker Park accompanies the lakes and wetlands along the chain of lakes from Charley Lake to Vadnais Lake. Trees that border these channels, wetlands and floodplains are the buffer that allow the silver-haired bat to adapt and thrive.

From a water resource perspective, what is good for silver-haired bats is also good for the watershed. After decades of “get water away” thinking, we’re now realizing that a balanced water cycle includes water on the landscape. By respecting floodplains, wetland and shoreline buffers, we’re investing in water storage, water clarity and replenished groundwater.

The other half of the equation is how we resemble our bat friends, adapting with green infrastructure.

Retention basins, raingardens, bio-swales, fescue/“low-mow” lawns and deep-rooted native plantings help reduce runoff volume from pavement and rooftops and support our downstream neighbors.

Silver-haired bats are relevant because, like us, they’re adapting to a changing world. Together, we hang in a balance between development and conservation, control and flexibility, convenience and reciprocity. By being aware of our fellow commuters such as the silver-haired bat, we are better guided in these changing times.

Minnesota identifies severe lung injury cases among teens who vape The Minnesota Department of Health (MDH) is encouraging Minnesota health care providers to be on alert for novel cases of severe lung disease potentially related to vaping and e-cigarette use among teens and young adults.

Children’s Minnesota has reported fi nding four cases of severe lung injury in the metro area potentially related to vaping. These cases are similar to lung disease cases recently reported in Wisconsin and Illinois, though it is too early to say whether they are connected.

“There are still many unanswered questions, but the health harms emerging from the current epidemic of youth vaping in Minnesota continue to increase,” said Dr. Ruth Lynfield, state epidemiologist and MDH medical director. “We are encouraging providers and parents to be on the lookout for vaping as a cause for unexplained breathing problems and lung injury and disease.”

In Minnesota, symptoms have resulted in hospitalizations lasting multiple weeks. Some patients were admitted to the intensive care unit.

Product names are unknown.

“We are deeply concerned by the severe cases of lung injury associated with vaping that we are currently seeing,” said Dr. Emily Chapman, chief medical officer at Children’s Minnesota. “These cases are extremely complex to diagnose, as symptoms can mimic a common infection yet can lead to severe complications and extended hospitalization. Medical attention is essential; respiratory conditions can continue to decline without proper treatment.”

Clinical presentation among Minnesota cases included shortness of breath, fever, cough, vomiting and diarrhea. Other symptoms reported by some patients included headache, dizziness and chest pain.

After receiving reports from Children’s, MDH started working in partnership with Children’s to learn more about the cases. Use of both nicotine and marijuana-based products were reported. The state health department is also asking providers to look for similar cases and report them. Patients and people with a history of vaping who are experiencing lung symptoms should seek clinical care. Patients

and those experiencing symptoms should avoid using e-cigarettes and other vaping products.

E-cigarette aerosol contains harmful chemicals such as ultrafi ne particles, oil, heavy metals like nickel, tin and lead, and other cancer-causing chemicals. E-cigarettes, vapes, e-pipes and other vaping products are battery-powered devices that allow users to inhale aerosolized liquid. E-cigarettes contain nicotine, which is highly addictive and harmful to the adolescent brain.

Nicotine can impact learning, memory and attention span, and contributes to future addiction to tobacco and other substances.

The U.S. Surgeon General calls teen e-cigarette use an epidemic. Locally, the 2017 Minnesota Youth Tobacco Survey found that nearly 20% of high school students use e-cigarettes and 40% have tried them.

Youth e-cigarette use has surpassed conventional cigarettes as the most commonly used tobacco product category among youth. In addition, 34.7% of high school students and 15.8% of middle school students who currently use e-cigarettes have used an e-cigarette for recreational mari-

Hometown artist performs on local stage Peter O’Gorman grew up in White Bear Lake. On Aug. 23, he performs in his hometown with Flying Foot Forum as it presents “French Twist” at Lakeshore Players Theatre.

O’Gorman began composing in high school; his compositions have been performed throughout the United States as well as in Europe, the United Kingdom, Canada, Australia, Japan, Russia and Cuba.

As the youngest of five, he was inspired by his oldest brother, who made a living as a guitar player.

O'Gorman remembers taking his own private lessons at The Music Place in downtown White Bear Lake. He was active in music programs in White Bear Public Schools, even composing a piece that he took to a contest. The piece ended up being published by CL Barnhouse for use by students for competition. His family wasn’t exactly excited by the idea of young Peter pursuing a career in music at fi rst, but when his fi rst piece was published, they knew he had a special talent.

O’Gorman is inspired by interesting, unusual and unique sounds.

For that reason, he creates new instruments in order to create the particular sound he is searching for. In college, he composed a piece called “Seven Objects,” which was written so a player could use whatever seven objects they thought suited the piece. O’Gorman has a real passion for his field — there is no end in sight as to what he feels he can create.

there’s just so much there, so much still to explore.” In his biography, O’Gorman said, “Looking forward, I plan to more deeply explore the relationship between improvisation and fi xed compositional forms. My intention is to fi nd new social and sonic environments in which I may develop new approaches to making music.”

O’Gorman fi rst joined Joe Chvala in the early 2000s to collaborate on a theatrical-dance crossover performance. Chvala asked O’Gorman for a “kitchen piece” for the “French Twist” show, and O’Gorman delivered. You can hear the piece and catch the entire show played by O’Gorman at the Hanifl Performing Arts Center on Aug. 23 at 7:30 p.m.

Tickets can be purchased on the Lakeshore Players Theatre website, www.lakeshoreplayers.org.

Alumni, students lead, learn art of theater

White Bear and Mahtomedi area students and alumni came together to craft the art of theater at Ashland Community Theater in Maplewood this summer.

Bringing back alumni of the theater program who are now studying theater in college or acting professionally inspires the student actors, said Rob Sutherland, founder and artistic director.

This summer, area alumni included 2017 Mahtomedi High School alum Jack Sharrer, who is studying theater at Viterbo University. White Bear Lake Area Schools alumni Dylan Rugh and Emily Nies also came back to help students perform “CATS” this month. Rugh is a local actor and Nies is studying at Pace University in New York.

“They all came back and choreographed with me,” Sutherland noted. They had performed in “CATS” at Ashland previously. Bringing the alumni back inspires current student performers but also gives the alumni the chance to be mentored in professional choreography, he noted.

The theater values intergenerational mentoring.

Alumni also performed their own show, “Next to Normal,” in June.

Leadership development at the theater grows as the students grow. This summer, there were eight summer camps with about 450 youth, Sutherland said, and older students lead the camps.

White Bear Lake High School freshman Henry Jensen began theater in fi rst grade and was a camp counselor this summer. He has enjoyed meeting students from different schools. “We spend a lot of time together,” he said. “We get a chance to know each other.”

Mahtomedi High School senior Anna Martinson, who has been participating for almost 10 years, also led camps this summer. “A lot of what I am doing is leading by example,” Martinson said. She worked with students in the ensemble and learned dances and songs alongside them.

the shifting roles of the students in the theater over the years. Sharrer used to be her daughter's peer, but he now helped lead the production where Martinson had a lead role. Next year, they will be peers again at Viterbo University. Martinson has become a peer mentor to a Mahtomedi High School sophomore who loves theater. Jordan Rollinger and Martinson act together at the high school and Ashland.

This summer, Rollinger was assistant stage manager for “CATS.” “It's fun because my whole life I have been doing theater on stage, so it is fun to see the other side of it,” she said.

Playing a variety of roles, as student and leader, helps youth to become passionate about the art. As students share their knowledge with younger students, their passion becomes evident, Sutherland noted.

Payment history The financial advisement resource Credit Karma says one of the most important factors affecting credit scoring is payment history.

Having a long history of making payments on time is essential for a strong credit score. Missed payments and a reputation for paying late can drive ratings down. It can take some time to

recover from late payments. Failure to recognize late or missed payments may result in bankruptcy or tax liens, which are a heavy black mark on credit.

Credit utilization rate Credit utilization refers to the amount of credit you have available, based on credit card limits, compared to the amount of credit you’re actually using by way of the balances on credit cards, advises the credit tracking company Experian. Lenders prefer to see ratios of around 30 percent or less. To calculate credit utilization rate, divide your credit card balance by your credit limit. So if your balance is $600 and your limit is $1000, that’s a utilization rate of 60 percent.

Number of accounts The number of open accounts you have affects your credit score.

Scoring models often look back and consider how many accounts are open and if there are any outstanding balances.

Length of credit history The length of your credit history is another factor that affects your score, according to Investopedia. Credit scoring takes into account the age of your oldest account, if you’ve used that account recently, as well as the average age of all your accounts, including the newest. Closed accounts can stay on your credit report for up to 10 years, but when an account closes, this will affect your credit history average. Credit scoring rubrics will determine just how the ratio of new to old accounts and frequency of use will impact your score.

Credit scores are important. Understanding them further can help people secure their financial futures.

Although the heydays of the real estate boom of the early 2000s have not quite returned, things look positive. In the United States, 1,226,000 new homes were built in 2016, according to data from Consumer Reports. That was the most since 2007.

Resales also have been more promising. The National Association of RealtorsÂŽ says the median number of days a home was on the market in April 2017 reached a new low of 29 days. However, low supply levels did stanch existing home sales somewhat. By mid-2017, the market was a sellerâ&#x20AC;&#x2122;s market, with more people in the market for homes than properties available. But sales during that time were still outpacing sales ďŹ gures from a year prior. In fact, in May 2017, home sales in Canada increased to their highest level in more than ďŹ ve years, according to the Canadian MLSÂŽ Systems.

Low interest rates on mortgages and more conďŹ dence in the economy has driven many people to make improvements to their existing homes. As is typical, the things homeowners are looking for in 2017 have evolved from years past. The following are some trends that are helping to steer the real estate market further. â&#x20AC;˘ Smaller homes: Home sizes in the United States steadily increased for decades, eventually leading to an average of 2,453 square feet in 2014, according to U.S. Census ďŹ gures.

However, Realtor.com reported in 2015 that new construction homes have already begun to shrink by 40 square feet. There seems to be a slight trend toward more modest homes as people consider affordability and maintenance on larger properties. The National Association of Home Builders states buyers are now looking for smaller, more livable homes with ďŹ&#x201A;exible ďŹ&#x201A;oor plans, energy-efďŹ cient appliances and plenty of storage space. â&#x20AC;˘ Matte ďŹ nishes: Stainless steel and luster have been popular for years. However, the next big thing is matte ďŹ nishes on faucets, appliances and even in countertops. These less ďŹ&#x201A;ashy ďŹ nishes are prized for their warmth and elegance.

While some high-end models with matte ďŹ nishes have been available for several years, even less expensive models are now available. â&#x20AC;˘ Smarter technology: Many homeowners are embracing smart technology throughout their homes, but itâ&#x20AC;&#x2122;s not just lights that turn on with voice command or more efďŹ cient thermostats. Alumna awarded for climate change research

On Aug. 14, Century College hosted a commencement ceremony for 35 dental hygiene graduates. These 35 students were in their last semester at Argosy University and needed to complete one course to fi nish their program and apply for licensure when the university unexpectedly closed. Century College faculty, administration and the foundation — with support from state officials, state legislators and former Argosy faculty — facilitated efforts to provide access with an opportunity for success. In April, the college submitted a program modification to the Commission on Dental Accreditation (CODA) with the request to modify its program to offer a one-time clinical course to advance placement students, accept credits from Argosy and partner with a clinical site so the students could complete their degree at Century College this summer. In May, the college received approval from CODA without any restrictions.

This decision allowed these former Argosy students to enroll and begin their fi nal clinical course in June.

“We will forever be grateful for what Century College has done for us,” shared Erin Jones, former Argosy student and current Century College student. “Not only are they helping us to complete our degrees, but we are all excited to have a special commencement ceremony where we can celebrate with our family and friends.”

2003 Mahtomedi High School grad Elizabeth (Libby) Barnes, an associate professor in the Department of Atmospheric Science at Colorado State University, has been recognized SUBMITTED with the Clar- Elizabeth Barnes ence Leroy Meisinger Award, a highly competitive national award given annually to an early career researcher. Barnes’ research covers atmospheric dynamics and variability under different climates, including subseasonal-to-seasonal prediction of extreme weather and the impacts of anthropogenic climate change. Her recent efforts have involved applying new techniques in statistics and machine learning to advance climate research.

Teaching monarch biology Harmony Lewis, a fourth grade teacher at O.H. Anderson Elementary School, teaches a course called the North American Monarch Institute (NAMI) through the University of Minnesota during the summer. Lewis has taught the class in Chicago, Denver, Atlanta and Washington, D.C. This summer, she taught the class in Madison, Wisconsin, and Bentonville, Arkansas. The course is offered to educators, gardeners, and community

leaders. In the class, participants learn about monarch butterfly biology and conservation and learn by performing hands-on activities with live monarchs.

The teachers also cover ecology concepts and citizen science opportunities. “The ultimate goal of the class is to promote sustainability and give educators tools for bringing their students outside, and we use the beautiful monarch as our motivator,” Lewis said. She has been teaching a variety of summer courses for the University of Minnesota since 2005.

Fifty high school girls will be selected to compete in a juried Minnesota oratory competition. The speech topic is “‘A Republic if you can keep it’ — Rising to Benjamin Franklin’s Challenge.” Applications are due Sept. 14. The event is held on Oct. 26 at the Minnesota State Capitol.

A total of $1,750 will be awarded to the top three speeches. The event is sponsored

by Metro Republican Women.

Thirty-two judges consisting of speech teachers and well-known political and community leaders will take part in judging the various speeches throughout the day. All-School reunion An All-School Reunion, 100 Year Celebration of White Bear Lake High School and Dedication of the Washington School Bell event, is scheduled from 9 a.m. to 1 p.m. Sept. 28, homecoming weekend.

Festivities include a pancake breakfast, alumni car show, District Center tours, photos with Bear and the Bell and a book signing with author David Gehrenbeck.
