Hockey team departure leads to higher user fees for Sports Center

WHITE BEAR LAKE — Now that the Twin City Steel hockey team is leaving the Sports Center, a rate hike is needed to keep the city-owned facility in the black.

"Operating expenses are expected to be recovered through user fees," Finance Director Don Rambow told the City Council July 26.

The Steel contracted for significant ice time the last two years, particularly non-prime ice time, which provided an additional $15,000 in revenue to the Sports Center that would not have otherwise been realized, Rambow said. The city was notified that effective September 2016, the junior hockey program would be moving to an ice facility near Mankato.

The White Bear Lake Hockey Association, Mahtomedi High School District and the White Bear Lake Area School District are interested in utilizing the prime ice time vacated by the Steel, according to Rambow, however, the non-prime time will again be "under utilized." Ice rental accounts for 95 percent of the Sports Center revenue.

Rental fees have not been adjusted since 2010, he said. The proposed rate increase is intended to ensure the Sports Center recovers its operating costs for the 2016-17 period to at least break even in lieu of lost revenue from the junior hockey contract.

New Fresh Thyme brings food ‘down-to-earth’

VADNAIS HEIGHTS – Fresh Thyme Farmers Market is bringing health food back to its natural, earthy roots.

The Vadnais Heights store opened to the public Aug. 3 at 7 a.m. It is Fresh Thyme's 42nd store and its third in Minnesota.

Vintage-looking wooden signs around the store beckon buyers back to a bygone time when shoppers bought food that was fresher.

“It is like an indoor market type of feel,” said Troy Logan, director of operations for the northwest region.

Fresh Thyme is like a farmer's market and health food store rolled into one. It carries organic options of many items and also carries healthier options that are not organic.

It has an on-site bakery, deli, sushi shop and butcher shop. The deli has a salad bar open all day, sold by the pound. Shoppers can also create their own pizza or buy it by the slice. Sandwiches can also be heated up or made on site. An on-site sushi chef creates a variety of sushi. The butcher shop has a variety of fresh meats, and meal-ready meats such as chicken fajitas.

“Just come on in; we've already done the work for you,” said David Oviedo, meat specialist.

The butcher shop has 18 varieties of sausage, and 26 varieties around the holidays. The butcher shop has grass fed beef available, but all of its beef is grass fed until 120 days before butchering. And all of its meats are steroid free.

“It tastes like meat is supposed to taste; there is nothing in it,” said Oviedo.

Construction updates from MnDOT

The White Bear Area Chamber has arranged a second roundtable discussion with representatives from MnDOT and local cities impacted by I-35E, Highway 96 and County Road E road improvements. This is an opportunity

Perkins hopes to re-open around Labor Day

Perkins in Vadnais Heights estimates its re-opening date will be around Labor Day, said co-owner Kristen Olson. The restaurant is renovating much of its building after a kitchen fi re May 15. The entire kitchen will be replaced and the dining room is receiving a makeover. The exterior is being repainted. A Little Free Library is also being constructed in honor of Edward Twar, a regular customer who was an educator. He came to Perkins in Vadnais Heights twice a day for 15 years but recently passed away.

All of the Vadnais Heights employees at Perkins who wanted to work over the summer have been working at other locations in the metro during the interim.

Of whales and wolves

I

recently had the opportunity to travel to the San Juan Islands in northern Washington state, where I sailed for a week with a group of researchers to learn as much as possible about the area. The group of islands is well known for its population of resident orca whales, which can be observed passing by many of the islands. Eager to spy the whales ourselves, we took a bus from the marina on San Juan Island to Lime Kiln Point State Park, where there is a whale watching station housed inside a historic lighthouse on a cliff facing the ocean. One of the volunteers inside told us orca sightings have drastically decreased this Getting year as compared to years past.

Visitors don’t realize d li one of the things that makes these encounters so special is their rarity, and the rarity comes from the fact that the whales have been heavily impacted by the way humans treat our shared environment. The slowing in sightings is most likely due to a shortage of Chinook salmon, one of the whales’ main sources of food. The salmon population has taken a heavy hit after four dams were erected on the Snake River, which the fish have traveled up for years as part of their biological cycle.

We had the extraordinary good luck to catch sight of a pod of whaleswhile out sailing a few days later, but when I returned home to Minnesota, I again found the issue of human interference with natural ecosystems waiting for me. I attended a presentation by Mike Link and Kate Crowley at the Wildlife Science Center (WSC) in Columbus. The pair are naturalists and educators, and they recently published several books to bring awareness to the threat to our water quality, and its effects on water quality throughout the nation. Guests were drawn by the promise of a close encounter with the center’s adorable new litter of wolf pups, but as both WSC Director Peggy Callahan and the whale watch volunteer earlier pointed out, it is easy for people to pay attention to the cute, beautiful and awe-inspiring elements of the natural world while ignoring the ecosystems that support their wellbeing. People are nature tourists—they want to see the best parts of nature and pretend that the uglier parts— especially the ones caused by people—don’t exist.

It is important for people to recognize that humans have been extraordinarily detrimental to many aspects of our environment, and think about the ways this impact can be handled on a local level. In Washington, they have several efforts to remove some of the dams that are causing the salmon food shortage problem.

Donating to the Wildlife Science Center will support the research that aimed at getting endangered species such as Mexican gray wolves back into a sustainable wild population.

If you enjoy nature, the best thing you can do is educate yourself about the impact humans have had on your favorite natural areas, or an animal species that is special to you. Don’t treat something special—such as a firsthand encounter with a killer whale, or a sunrise on the St. Croix River—as clickbait for your Instagram. Find out the other factors at work in the places you hold dear—and see what you can do to help.

Is our mental health system broken?

R

ecently, one of our organization’s supporters raised the question, “If your agency is a part of a broken system of care, why should I continue to support your agency with my time, energy and money?”

It is a great question, with an answer that I believe few would anticipate. The answer is that the system isn’t broken; the truth that it was Movers and is never built. When Community Shakers the Mental Health movement in Matt this country was Eastwood initiated in 1963

by President John F. Kennedy, it was envisioned as a network of over 1,500 centers across the country that would provide a range of mental health, chemical health and social services for the most seriously ill, particularly those individuals experiencing deinstitutionalization from the old state hospital and asylum system. The vision was that the centers would act as safety net providers to their local communities.

Sadly, only half of those centers were ever built, and the ensuing years have seen repeated attacks by different administrations on

As a country, we have never had the desire, the will or the sheer audacity to build and fi nancially support a complete and whole system of care for those who struggle with the most serious of mental and chemical health issues.

To say that the mental system is broken certainly implies that at some point in the past it was whole and complete, and that is simply not the case. The reality is that, since its inception, the system of care has been held together with duct tape and baling wire by a generation of

providers and staff who quite often worked harder and made less than their counterparts in the rest of the health care field.

They believed in the mission and vision of being a safety net for the community and sought to provide high quality and exceptional care for our most vulnerable citizens.

These realities and passion are no less evident in our providers today than they were 40 years ago.

Rather than being a part of, or responsible for a broken system of care, it is my heartfelt belief that the work that mental health providers do in our communities is what is truly right with health care in this country.

Mental health practitioners, professionals and staff work hard to provide exceptional, evidence based care for those who are suffering the most in our communities. Further, we have over three decades of research that suggests that they do that work very, very well. I am proud to count myself and my staff among the professionals who act as the mental and chemical health safety net for our most vulnerable residents. It is my sincere hope that someday, we as a community will fi nish building the safety net as it was envisioned over four decades ago.

The secret of red sumac

G

rowing up in Minnesota, sumac was everywhere, in people’s yards and on the hillsides. The red berries added color to the landscape and its leaves were the fi rst harbinger of fall, turning bright red.

The best hiding spots for hide and seek were under the sumac branches.

But that was about as much thought as I ever gave this roadside bush until I heard about the wonderful benefits and uses for the berries. Sumac is now one of my favorite wild edibles.

Sumac extract tastes slightly sour, something like a lemon. The beautiful blush color of rose wine and the citrus-like flavor make it the perfect starter for a summer refresher high in vitamin C, sumac-ade. It is one of the easiest beverages to make.

Start by harvesting the berries.

There is almost certainly a bush growing near you. The shrub can grow into a small tree as tall as ten feet. Sumac with white berries is poisonous, so be certain you only use one of the many varieties of red sumac.

They are easily identifiable. There will be red cones of tight berries

Gather as soon as the berries turn red, usually late summer. As with all fruiting trees and shrubs, harvesting the berries will not harm the shrub.

If left on the bush too long, or after a heavy rain, they lose Gardener’s their flavor. The tangy avor comes from Grapevine flwater-soluble crystals that cover the berries.

Nancy Helm Rain will wash them off over time. Do not wash the berry cones after you harvest them. Simply submerge them in a bowl or jar of water. Swish them vigorously and allow them to soak at least 15-30 minutes. Strain the liquid through a very fi ne sieve, a coffee fi lter, or several layers of cheesecloth.

Sweeten to taste, serve chilled, and enjoy.

Sumac is now one of my favorite wild edibles. lemonade and cranberry juice with a lovely pink color. Six heads of berries makes a nice pitcher of sumac-ade.

It may take a bit of experimenting to get the correct amount of fruit to use but it can always be tamed down by adding more water. The unsweetened extract can be frozen in ice cube trays and used all year long, wherever you would use lemon in sauces or marinades. This is an especially good

substitute if you suffer from citrus allergies.

You can also make hot sumac tea.

Simply cover berry cones with boiling water and let them sit for 10-15 minutes. Sweeten to taste with honey.

Refrigerate the rest for later. The same process can be done with simple syrup rather than water. The resulting syrup is delicious as part of a cocktail with club soda and vodka.

The sumac bush may look like just another roadside shrub to many, but now you know the secret. Begin foraging and enjoy one of nature’s prolific bounties.

On gun laws A recent Associated Press-GfK poll indicates that growing numbers of Americans favor sensible gun safety measures. Nearly two-thirds of respondents expressed support for stricter laws, with majorities

favoring fa oring nationwide nation ide bans on the sale of semi-automatsemi automat ic assault weapons such as the AR-15 and on the sale of high-capacity magazines. Yet, the Republican Party has passed its national platform opposing such laws.

The Republican-dominated Congress has likewise scuttled efforts by Democrats to require background checks on all gun sales, and to deny gun sales to individuals on no-fly lists.

Opponents of gun safety legislation frame these legislative efforts as assaults on individual rights to keep and bear arms. But we define and regulate our rights all the time. Even free speech has its limits, in the interest of public safety. Laws prohibit terroristic threats, and protests require permits. And think of all the laws that surround the right to vote. Rights come with responsibilities, and responsible legislation for gun safety is what the public is asking for.

County attorney appoints special prosecutor in Castile case

ST. PAUL – Ramsey County Attorney John Choi announced at a press conference July 29 the office is adding a special prosecutor to the prosecution review of the police-involved fatal shooting July 6 of Philando Castile by St. Anthony officer Jeronimo Yanez of Vadnais Heights.

Choi is adding local Don Lewis to his team.

“Don has great credibility in the legal profession,” said Choi. “He has a wealth of investigative and prosecutorial experience and he has roots in the Rondo community of Saint Paul.”

Lewis is a Harvard Law School graduate and worked for the United States Department of Justice for a decade, including the Civil Rights Division. He has also worked in the Twin Cities as federal criminal prosecutor in the U.S. Attorney's Office and in private law practice. He is also a founding member and leader in the Minnesota Association of Black Lawyers.

“His experience and reputation in our legal community are second to none,” Choi said.

Choi emphasized the fact that Lewis is not merely a consultant, but will be involved in the decision-making process.

“As an appointed special prosecutor, Don will be an integral member of our team who will review this case with me and be substantially involved in our decision to charge, decline or present the BCA investigation to a grand jury,” said Choi.

Choi will announce later whether the office or a grand jury would make the prosecuting decision. If the case is decided by a grand jury, Lewis would be involved in presenting the findings to the jury.

“I remain firmly committed to being thoughtful and deliberate about how I make this decision,” said Choi. “I recognize that the transparency and legitimacy of this process is absolutely necessary to ensure public trust and confidence. I will continue to be actively engaged in this case as the BCA investigation proceeds and will

VADNAIS HEIGHTS • A prowler entered the unlocked side door of a garage on Greendale Lane the evening of July 21, making off with credit cards, gift cards and $56 in cash from an unlocked vehicle.

• Deputies ended the adventure of a 24-year-old Shoreview man who was driving 60 MPH in a 45 MPH zone southbound on Rice Street the night of July 24 before turning onto the I-694 eastbound ramp. After testing 0.08 percent BAC, he was booked at the Ramsey County Jail on a fourth-degree DWI charge.

• A 77-year-old Grandma told deputies July 25 that she thinks her grandchild’s 39-year-old Mom has been using her missing credit card and racking up $1,600 worth of charges at the likes of Target, Walgreen’s and WalMart. An investigation continues.

• A 26-year-old local woman called her bank to report that she had lost her wallet on her way home on July 25.

Well, someone found it because there were eight new charges totaling $538 on her debit card by the end of the day.

• A purse went missing July 25 in the kitchen area of the Gable Pines Assisted Living Center on County Road E. The 20-year-old female victim is pointing a finger at a 24-year-old female employee. There has been no activity on any of the missing cards since the incident.

• A driver all over Rice Street finally pulled into a drive-thru lane in the 3400 block of Rice on Taco Tuesday, July 26, but before he could order, the 26-year-old local was tested at 0.14 percent BAC and, taco-less, was quickly

inform the public of my decision with respect to a grand jury at a later date.”

Lewis also made remarks at the press conference.

“I have a lot invested in this community,” Lewis said.

“So, when John Choi contacted me about this appointment, I felt both honored and compelled to accept it.”

Lewis emphasized building trust through the prosecution review process.

“Here and now, it is important that the BCA conclude a careful and thorough investigation into the shooting death of Mr. Castile, and that John make an impartial and just decision about how the criminal justice system should respond to the facts revealed by that investigation,” Lewis said. “It is even more critical that the public perceives his decision as fact-based, even-handed and transparent. I am committed to helping John and his office achieve these outcomes.”

WASHINGTON COUNTY SHERIFF REPORTS on his way to jail.

• Narcotics investigators assisting deputies on a code enforcement complaint of an "unkempt yard" on Heritage Drive the afternoon of July 27 actually found the yard quite well kept: 36 marijuana plants in neat rows growing in the back yard. Twenty of the plants were quickly on their way to a lab for testing and authorities are anxious to speak to the 64-year-old homeowner.

WHITE BEAR TOWNSHIP • A 46-year-old man attempting to purchase adult beverages in violation of a trespassing order at Cub Foods on Meadowlands Drive was cited the morning of July 20. He had been trespassed from the store earlier for “harassing female employees,” according to the report. The local man was cited for disorderly conduct and released.

• Fishing tackle valued at a “few hundred dollars” was discovered missing from a houseboat July 22 on Bald Eagle Lake. No suspects.

• A 74-year-old woman called 911 the afternoon of July 23 to report a vehicle which crashed into her yard in the 2500 block of South Shore Boulevard, she thought. Sure enough, the report was verified and the driver, 21-yearold man from Dellwood, tested 0.22 percent BAC on a preliminary test. A search warrant for a blood draw was obtained and the man was soon on his way to Regions Hospital.

• A vehicle crashed in to a gas station on County Road J the evening of July 24, bounced off and drove away. The driver appeared to be “a large male, 45-50 years old”, according to witnesses. The vehicle is registered to a 49-year-old man out of Lino Lakes.

Deputies are anxious to speak to him.

The Washington County Sheriff’s Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

BIRCHWOOD • A Vadnais Heights man, 20, a Vadnais Heights man, 23, and a White Bear Lake man, 21, were each cited July 21 on Wildwood Avenue and Lake Avenue for possessing marijuana and drug paraphernalia in a motor vehicle, after Washington County Sheriff's deputies answering a medical call followed their fresh tire tracks off the road.

GRANT • A St. Paul man, 23, was cited at 5:31 a.m. July 20 on 75th Street N. and Jamaca Avenue N. for failure to carry a valid Minnesota driver's license.

• Mail was reported taken July 22 from the 7300 block of Dellwood Road N.

MAHTOMEDI • Unwanted males were reported at the July 19 City Council meeting. Deputies arrived to escort four disputing males from council chambers, as part of an ongoing issue.

• A Mahtomedi man, 29, was cited at 12:57 a.m. July 20 on Wedgewood Drive and Jesse James Lane for stop sign violation during a directed patrol at that intersection.

• A briefcase with an iPad and flash drive, along with a wallet containing credit cards were reported stolen from a vehicle parked in the 300 block of Hardwood Lane overnight July 21-22, after a large boulder was thrown through a rear passenger window to gain access. The incident is related to

similar incidents in Oak Park Heights.

• A backpack and a 9mm handgun with full magazine were reported stolen overnight July 21-22 from a vehicle parked in the 80 block of Wedgewood Drive, after a front passenger window was smashed.

• Employees at Freedom Valu Center on Wildwood Road on July 22 reported receiving a fraudulent check.

• A Cottage Grove man, 31, faces arrest after a July 23 order for protection violation at Aldi Supermarket on Wildwood Road.

PINE SPRINGS • A May Township man, 27, was cited at 12:44 a.m. July 20 on Highway 36 and I-694 for speeding 73 mph in a 55 mph zone.

• A hit and run accident was reported July 21 in the roundabout at Highway 36 and Hilton Trail N., after another driver missed his exit and backed up within the roundabout. An ambulance was called to evaluate the damaged vehicle's passenger who was six months pregnant. Another property damage accident was reported in the same roundabout on July 22.

• A White Bear Lake woman, 21, was cited at 2:52 a.m. July 22 on Highway 36 and I-694 for speeding 76 mph in a 55 mph zone.

• A North St. Paul man, 36, was cited at 4:11 a.m. July 22 on Highway 36 and I-694 for speeding and for driving after suspension.

WILLERNIE • A Hastings man, 27, was cited July 24 on Stillwater Road and Warner Avenue N. for expired tabs.

WHITE BEAR LAKE POLICE REPORTS The White Bear Lake Police Department reported the following incidents: • A 33-year-old male from White Bear Lake was arrested for second-degree DWI in the area of I-694 and Highway 61 at 1:20 p.m. July 22. His blood alcohol level was 0.14.

• A 32-year-old female from Maplewood was arrested for third-degree DWI and fifth-degree controlled substance violation in the area of Highway 61 at 1:59 a.m.

July 22. She was in possession of 0.61 grams of cocaine and her blood alcohol level was 0.16.

• Two people were involved in assaulting each other in the 2100 block of Fourth Street at 4:29 a.m. July 22.

Both parties admitted to throwing things, pushing and hitting each other. No injuries were observed. A male was arrested for an outstanding warrant.

• Slashed tires were reported in the 4000 block of Jay Lane at 6:16 a.m. July 22.

• Dumping of a damaged, dark red pickup topper in a parking lot overnight was reported in the 4900 block of Otter Lake Road at 7:41 a.m. July 22.

• A full-sized car hauler trailer was reported stolen from a business overnight in the 1500 block of Ninth Street at 8 a.m. July 22. The loss was estimated to be $2000.

• A gas drive off was reported in the 3200 block of White Bear Avenue at 6:54 p.m July 22. The loss was $95.

• A 24-year-old female from White Bear Lake was cited for possession of drug paraphernalia and 0.079 grams of marijuana in the area of Eighth Street and Long Avenue at 10:53 a.m. July 22.

• A 34-year-old female from Vadnais Heights was arrested for third-degree DWI in the area of Eugene Street and Bald Eagle Avenue at 12:31 a.m. July 23. Her blood alcohol level was 0.22.

• A harassment restraining order violation was reported in the 1800 block of Seventh Street at 2:29 p.m. July 23.

• A 34-year-old male from White Bear Lake was arrested for third-degree DWI test refusal in the area of Highway 61 and Cedar Avenue at 1:40 a.m. July 24.

• A brick thrown through a car window was reported in the 1900 block of Cedar Avenue at 1:21 a.m. July 26.

• Theft of a blue bike was reported in the 2400 block of Martin Way at 2:10 p.m. July 26.

• Burglary of a vending machine was reported in the 3900 block of Hoffman Road at 8:36 a.m. July 27.

• Theft of a portable backpack blower from a roadside work site was reported in the 1700 block of Buerkle Road at 2:07 p.m. July 27. The loss was $300.

• Fraud was reported in the 2400 block of Jansen Avenue at 7:33 p.m. July 27. A person imitating the complainant tried to open a cell phone account without their permission.

• A stolen vehicle was recovered when it crashed after a chase with Washington County in Stillwater in the 4600 block of Bald Eagle Avenue at 3:35 a.m. July 28.

The owner was advised.

• Theft of tools and a tackle box from an unsecured vehicle was reported in the 1800 block of Birch Lake Avenue at 5:37 a.m. July 28. The loss was $1115.

• Theft of a purse was reported in the 1300 block of Highway 96 at 3:16 a.m. July 28.

• A 35-year-old male was arrested for an outstanding warrant in the 1800 block of Buerkle Road at 8:19 p.m.

It had been reported two males were having a verbal argument and one of them brandished a firearm and was threatening the other one. Fresh Thyme has over 300 items in bulk. Granolas, grains, spices, sweets – “I am addicted to butter toffee cashews,” said Logan. “My other vice is key lime yogurt pretzels.” There are also bulk oils, syrups and honey. Shoppers can fill their own honey bear.

The regular dry goods and refrigerated and frozen foods sections have a variety of standard and health-food options.

Fresh Thyme also has its own label, which stands cheaper next to some of the more popular health food items. Stickers on shelves stick out to portray which items are gluten-free.

are also held on healthy living subjects.

“We have a team that helps their guests with their wellness goals,” said Mehri. There are even gluten-free cosmetics.

Mehri describes Fresh Thyme as promoting a healthy lifestyle with a less uppity twist.

“It is much more down-toearth than other health food stores,” said Mehri.

Sampling and activities will be held through Sunday. On August 9, 5 percent of profits 4 to 7 p.m. will be donated to Merrick through its Cultivate Community initiative.

About 125 jobs were created by the store's opening, 60 percent are full-time and 40 percent are part-time, said Evenson.

Archaeologists unearth ancient artifacts

VADNAIS HEIGHTS — A group of local avocational archaeologists aim to unearth artifacts along the shores of Vadnais Lake this summer.

A group of residents who found American Indian artifacts along Lake Wabasso in Shoreview have received a grant from the Minnesota Historical Society through the Shoreview Historical Society, to extend their search for artifacts to the shores of Vadnais Lake this summer.

“We conducted a dig last year on Lake Wabasso and we found three artifacts there,” said John Vadnais, a member of the North Lake Owasso Neighborhood Group (NLONG), an interest group for local archaeological digs. Lake Wabasso is half a mile from Lake Vadnais, on the west side of Rice Street and south of I-694.

The artifacts found on the west shore of Lake Wabasso were sherds about the size of dimes, which looked like parts of American Indian bowls.

Professional archaeologist Jeremy Nienow, an expert on Dakota, Sioux and Woodland Indian artifacts, joined NLONG for the dig and examined the sherds to determine whether they were in fact remnants from Native Americans who had lived in the area. The sherds were dated to between 1,500 and 500 A.D. Nienow attributed them to Woodland Indians, who lived in small family groups, not tribes. The older artifacts are, the more likely they were from Woodland Indians, since tribal affiliations seem to have developed in the last few hundred years.

NLONG became interested in exploring for more artifacts along Vadnais Lake because it is a large area of undisturbed soil. The group hopes they will find more artifacts, especially considering they found artifacts in the nearby Lake Wabasso area where soil had been turned over to build houses and roads.

The soil along Lake Vadnais has been undisturbed for at least 100 years. “[The soil] is pretty much virgin, and we said, ‘Well, maybe there is something there,’” said Vadnais.

“We are cautiously optimistic we will

find something. As far as we know, in Ramsey County this could be the last undisturbed soil left.”

The survey will be conducted mainly on the north side of the lake, where Indians often chose to live because it faces the sun. “They would go about 25 to 50 feet from the water,” he said.

The survey this summer will explore eight different sites for possible digging.

During the initial survey this summer, held July 9-10, a 10-inch diameter, 10inch deep hole was dug at each site. The soil is put on a screener and sifted. The dig will continue July 30-31.

“Depending on what we find, then we would possibly come back next year and do additional studies,” said Vadnais. A complete dig would be held if artifacts are found. Only the top 10-12 inches of topsoil would likely contain artifacts, said Vadnais, since it has been about 10,000 years since glaciers receded from the area. NLONG will also look for European American artifacts.

An inspiring arrowhead

NLONG formed when Vadnais and several neighbors started chatting about an American Indian arrowhead found in the neighborhood. The neighbors became curious about those who had lived in the area before them and reached out to the Ramsey County Historical Society for grant money to conduct an archeological dig in their neighborhood on the shores of Lake Wabasso.

NLONG is interested in learning more about the Woodland Indians who lived in central Ramsey County, and why it appears tribal Indians did not live there. Vadnais said tribal artifacts

from the Dakota, Sioux, and Ojibwe have been found in the outer areas of Ramsey County, but only Woodland Indian artifacts have been found in the central part of the county.

The Woodland Indians were made of up small family groups, and families had their own dialects, food and beliefs.

“We are trying to figure out what types of people were there,” said Vadnais. “What kind of people lived around Vadnais Lake? That is what we are going after.”

Vadnais wonders if they will find tribal artifacts or more Woodland Indian artifacts. “Then we ask the question why tribal Indians did not come in this area,” he said. “All these mysteries have been sitting around for thousands of years.”

Vadnais also hopes to find artifacts in an area where his great-great-greatgrandfather Jean Baptiste Vadnais lived in a cabin in 1847. The lake was named after Vadnais. Two stories have circulated in his family about how it was named after him – one being a surveyor who asked whose lake it was and Jean said 'Mine.' Another is that Jean was the first to officially claim the property. In 1850 the lake was designated for drinking water and Vadnais was

forced off the land.

By the way, Vadnais said the Norwegians and Swedes who lived around Vadnais pronounced it wrong and it's been wrong for 150 years – It is Vadnay. The s is silent and the ai is long, because it is French, of course.

The archeological surveys are open to the public. Participants can try their hand at digging for artifacts. A donation of $10 is suggested. Youth ages 14 to 18 can dig for free. The next dig will be held from 9 to 3 p.m. July 30 and 31.

The $9,750 grant from the Minnesota Historical Society to conduct the survey was one of 69 grants totaling $456,396 given to recipients across Minnesota this spring. Grants are awarded quarterly to organizations dedicated to preserving and sharing Minnesota history. The grants are made possible through the Legacy Amendment’s Arts and Cultural Heritage Fund, voted for

by Minnesotans in 2008.

Per council approval, ice rental rates September through February will be increased from $170 to $190 per hour for prime time and from $125 to $135 for non-prime time. Prime time is 3 to 9 p.m. Monday through Friday and 8 a.m. to 9 p.m. weekends.

From March through August, rates will increase from $150 to $165 per hour for prime time and from $140 to $155 for

non-prime time.

There will also be rate increases for the skating school, open skate and skate rental, and for use of the racquetball and wallyball courts.

Rambow noted that the White Bear Hockey Association contributed $78,000 to the Sports Center for capital improvements in 2014-15; to assist in the purchase of two condensers and two modern scoreboards.

The city's 2016 budget anticipated $9,000 from the hockey association for operations, which will go towards ice rental.

Case of the mysterious signs solved – more or less

WHITE BEAR LAKE – Overnight Friday, July 22, a mysterious wooden sign appeared in the front lawn of Press Publications. It read: “A good newspaper is never nearly good enough but a lousy newspaper is a joy forever.” – Garrison Keillor.

Two other wooden signs were also observed by the Press last Monday. One at the White Bear Center for the Arts reads: “ART should disturb the comfortable and comfort the disturbed.”

Another at the new site of Lakeshore Players Theatre reads: “If all the world’s a stage, I want better lighting.”

Phone calls to the White Bear Center for the Arts and Lakeshore Players confirmed the signs were not put up by them.

White Bear Center for the Arts receptionist Rachel Kilgore asked her office staff what they knew about the sign and reported, “Apparently, as far as we know, Lakeshore Players put it there.”

Aaron Fiskradatz of Lakeshore Players said he didn’t know anything about their staff putting up the signs, but that one of their staff members had seen the sign at their new site.

“We got nothing,” said Fiskradatz.

“We are similarly befuddled.”

A call out on Facebook for other sightings of mysterious signs turned up another one observed by Tina Mortimer near the White Bear Lake library in March: “Each time you read a book a

On Feb. 2, Schwartz made this post: “I’m not sure but I think Banksy’s brother may be hanging out in the White Bear Lake area. Stuff seems to be missing from my backyard.”

Banksy is an unknown street artist who was known for his controversial and politically-themed stenciled art in England in the 1990s.

Also on the post was a photo of the White Bear Lake City Hall with a sign that read: “Government is what we call the things we do together. This is one of those things.”

Schwartz describes his wooden signs as “markboards” and “word out words on worn out wood” and said he put a gallery up on the road to the Arden Hills compost site in 2013.

On Feb. 3 Schwartz posted that “Banksy’s Brother strikes again,” along with a photo of the sign at the new Lakeshore Players site. A similar post followed Feb. 4 with the sign at the White Bear Center for the Arts.

And another Feb. 5 at Big Wood Brewery: “Everyone should believe in something. I believe I will have another beer.” – W. C. Fields Three “Bansky’s brother” posts followed Feb. 6-8. A sign next to the municipal marina on White Bear Lake read: “In wine there is wisdom. In beer there is strength. In water there is bacteria.”

Then Bansky’s brother apparently took a break. Schwartz posted another strike by Bansky’s brother June 26 at Washington Square’s garden: “These flowers aren’t made for walking.”

Another post July 17 was from Nelson’s Ice Cream in Stillwater. “I scream, you scream, we all scream for Ice Cream!” This time there was no reference to Bansky’s brother.

One question to the case of the mysterious signs remains: Who is taking Schwartz’ signs – or is Schwartz himself “Bansky’s brother?”

A post on Schwartz’ Facebook page also has a picture of a wooden post along the Mark Sather Trail, which was named in honor of the retired city manager. The post’s words, “MARK SATHER TRAIL,” have a similar font and style to his signs. A friend commented on his post: “Congratulations!”

City Engineer Mark Burch confirmed Schwartz did the lettering for the posts on the trail. “He volunteered his time to help us with those signs,” said Burch.

When the Press told Burch about the mysterious sign in its front lawn, he said “That would be Mark. He put one up at City Hall.”

But when asked for details of whether Schwartz puts them up around town himself Burch said, “No comment. I don’t know how those signs get distributed around town...He’s a really fun guy. There is one on Clark Avenue.”

MAHTOMEDI — Both players and fans are going to see some changes under fall's Friday night lights thanks to a new parent-led football foundation.

Leading the startup effort is John Schwietz, a Mahtomedi dad who is recruiting his own team to kick off a football foundation called 1st Down!

nology that coaches can access but it's beyond the budget for many schools.

For example, there is a program called Hudl Replay System, Schwietz said, that allows coaches to watch plays in real time on iPads. Last year was the first year it was used in high school.

3. Inclusiveness. The goal here, Schwietz explained, is to provide financial assistance to students who may not participate in end-of-year banquets or even the sport itself for lack of resources.

"We don't want money to keep kids from the football experience," he noted.

4. Spectator upgrades. This is for fans. The public address system is "dreadful," the football dad said, and portable bleachers are needed during homecoming. Also planned is a "classy" 24-page program for home games that

includes a "Meet the Seniors" section, as well as a listing of corporate sponsors.

"The whole purpose of the 1st Down!

Foundation is to make the experience better for everyone," Schwietz said. "It's sad to say, but money makes the world go round. Problems are solved through philanthropy."

A 15-member board of directors will lead the fledgling foundation. The chairman is Gary Tangwall, a wealth advisor with Thrivent Financial.

Schwietz said his role is vice-chairman of operations.

The foundation team is already hard at work attracting sponsors who will donate anywhere from $1 to $2,400 per month.

"There has been great enthusiasm for the foundation, even from non-football families," Schwietz said. "We see it as something that will benefit the community and put the city in the best possible light. It's all about those four big nights in the fall."

Schwietz also recruited wife Becki to help with marketing. The couple have three children, ranging from sixth to 12th grade and all are active in multiple sports.

Ugly intersection: analysis first, demolition later

WHITE BEAR LAKE — Hoping to someday spiff up an eyesore of an intersection, city leaders agreed to spend money on a Tax Increment Financing (TIF) analysis.

The recommendation to conduct an analysis of blight in the area of County Road E and Bellaire Avenue came from the city's bond consultant. If White Bear's HRA wanted to establish a tax increment financing (TIF) district in the future to stimulate redevelopment at the site, an analysis would be required before any demolition could occur.

Community Development Director Anne Kane told the City Council July 26 the city is not obligated to designate a TIF district, but an analysis will preserve the option of using TIF as a tool for redevelopment.

One of the minimum

requirements for a TIF district is that 50 percent of the buildings be found structurally substandard to a degree requiring substantial renovation or removal.

There are five buildings around the intersection of County Road E and Bellaire: three vacant gas stations, one of which is owned by the city, and two commercial buildings, a laundromat and landscaping service.

Cost of the analysis is not to exceed $9,700.

Once the study is done, steps will be taken for demolition of the city's gas station.

Kane noted that this option provides flexibility as the city contemplates the future of the County Road E corridor.

Staff has met with a White Bear Lake native, she added, who owns several diners in St. Paul and Minneapolis and is interested in the corridor for future expansion.

comes down soon."

Kane said a request for demolition bids will go out during the analysis process.

Citizen committee hammers out residency restrictions for sex offenders

BIRCHWOOD — Despite a safety committee’s attempts to push through a new ordinance on sex offenders, the City Council refused to quicken the process.

At the July monthly council meeting, committee spokespersons Andrew Jackola and Megan Malvey expressed dismay at the lack of action, noting that versions of the ordinance had been sent to a city email list that included attorney Alan Kantrud for two months.

“We have requested comment from the city attorney to avoid this (delay),” Jackola told the council.

“It’s surprising that this procedural hurdle has been put in place.”

The nine-member safety committee was formed eight months ago after the Birchwood council passed an interim ordinance regarding protection from Level 3, or highest risk, sex offenders. That ordinance banned sex offenders from living near a park or day care but allowed exemptions for those who reside with relatives.

Citizen action was spurred by news last November that a Level 3 offender being released from prison planned to move into a relative’s house across from city tennis courts on Cedar Street.

As it turned out, Joseph Charles Zacher, 36 at the time, lived in Birchwood less than a month before going back behind bars for violating conditions of his release. In January, he was ordered back to the Stillwater Correctional Facility for eight months.

By then, the safety committee was already at work to limit where offenders like Zacher are allowed to live in their community.

“Eight months ago we stood here to ask for a permanent ordinance,” recalled Jackola, who is an attorney. “The council passed an interim ordinance. There was reluctance and hesitancy on the part of the council to pass something originally drafted. In the past eight months, we have taken the council urging to heart and put a great deal

of time in crafting a new ordinance. We did our homework.”

Much of the work was to establish safe zones with the goal that an ordinance both protect citizens effectively and be legally defensible.

The rationale behind the ordinance is based on comments made last November by Department of Corrections representatives, Malvey said. It was their belief that an ordinance is not useful based on three assertions: a low recidivism rate, offenders commit crimes against people they know and they leave the area to commit the crime. The committee did not agree, using Zacher as an example.

His crimes were counter to all three suppositions.

“Level 3 offenders (most likely to re-offend) should not be in close proximity to where children congregate,” Malvey stressed, adding more than 30 cities have adopted an ordinance similar to the

The language in the proposed ordinance establishes distance between where a Level 3 sex offender might live and where children play.

The committee picked landmarks as starting points: parks, beaches, schools and licensed day cares. “We knew we couldn’t make the entire community off limits to people with a history of criminal or sexual offenses so we reached a compromise,” Jackola said.

ordinance is 1,000 feet from those landmarks. The committee measured it and did dry run tests by walking the zone, Jackola noted. “It’s not a magic bullet that will keep everyone safe but this ordinance gives us an extra layer of protection.” The city clerk would maintain a map showing locations within prohibited zones.

People who already live in the city cannot be kicked out and there is an exception for minors who live with their parents. As for the family member exception used in Zacher’s case, “based on experiences we’ve encountered, we feel it is not a necessary exception,” Jackola added.

The resident lawyer also told council the city’s insurance policy, should Birchwood get sued, “is not great.

“We encourage the council to revisit that and to know our coverage,” Jackola advised. “We don’t think we have protection for a civil rights suit. We don’t have great liability protection. It deserves attention.”

Mayor Mary Wingfield said the city’s attorney has not formally reviewed the language in the proposed ordinance. “Certainly something this important is incumbent on us to do that,” she said. The mayor added that Kantrud did attend one meeting and no questions were asked of him regarding the ordinance.

Malvey told the mayor the city had time to have the language reviewed for a fi rst reading July 12.

“I think that is on you Mary,” she said. “You should have directed our attorney to act.”

Councilman Mark Anderson supported the mayor, saying he would not have voted on the ordinance that night. “I don’t think anything was slowed down or screwed up,” he said.

A motion was approved to have the fi rst reading on the August agenda.

The Fillebrown House will be undergoing extensive foundation and basement work beginning in September, according to Joan Michaud of the White Bear Lake Area Historical Society. The $50,000 renovation is expected to begin September 4 when the historic cottage will be raised off its foundation so that a new foundation and basement can be constructed.

2006

Bear girl cagers win Pacesetter Minnesota Invitational

White Bear Lake girls basketball won a duel of big vs. small school powers in the fi nals to capture the championship at Pacesetter’s Minnesota Invitational

Tournament this past weekend.

The Bears, who’ve made six state trips in the last 12 years in Class 4A, fended off a furious late rally by Mountain Iron-Buhl (MIB) 50-46 in the title game Sunday at College

of St. Benedict. MIB has gone to state five straight years in Class 1A. In the title game, Sophie Janicke sank two free shots with 13 seconds left to give the Bears some breathing room after MIB melted a 13-point deficit to 48-46 with several steals and 3-point shots.

Jordan Ferrand, 6-foot2 forward, controlled the rims on both ends, highlighted by one coast-to-coast drive for a layup after snagging a defensive rebound.

Alexa Molin supplied some big 3-point shots.

Courtney Crouch, Claire Odmark and Erica Towney were the others in the top six.

“This is the fi rst time we’ve had the whole team (this summer) and the girls played pretty well,” said coach Jeremy Post, adding that they’ve missed players with AAU or soccer commitments previously and still have two players out with injuries. The summer team had the same balanced scoring that

characterized the state fourth-place team in the high school season: “That’s how we get things done.”

Pacesetter, which conducts basketball and volleyball camps in six states, hosts several tournaments each summer, including the MIT and the Sweet 16 for varsity teams. All the Pacesetter tournaments are a throwback to the old one-class format.

“It’s hard to get invited to the Sweet 16 because that’s just four

teams in each class,” said Post, elated that the Bears were able to win a best-of-the-rest tournament. “We talk to the girls about what tournaments they want and we usually come to this one.”

Nineteen teams dueled in pool play Saturday with the top four designated for Division I on Sunday, with others in II, III, IV and V. White Bear Lake beat Esko 64-47 in the semifi nals.

Do you sway or slide when you swing?

If you sway in your backswing instead of turning, you will have to slide forward. I have found that as we age, this becomes the most common swing fault of all. The end result is inevitably ugly. You can top the ball, hit a fat shot, or miss the ball altogether. In addition, your angle of approach will be shallow so it will be difficult to get the get the Tee Time right height on the shot. You can get away with it with a driver, but no other with Coach club in your bag.

A sway is defined as any excessive Betsy Larey lower body lateral movement away from the target during the backswing that forces the weight to the outside of the back foot. This swing fault makes it very difficult to develop a proper weight shift during the transition from backswing to the downswing.

Think about a baseball player digging in at the plate with their back foot. This simple act allows them to coil around their back leg and drive their weight from the back leg to the front leg in a very efficient manner. In baseball as well as golf, if there is no stable platform to drive your weight off of during the transition, you will lose power and your timing will be off.

The physical cause of the sway may be one of three things. First and foremost, right hip internal rotation is necessary for full rotation into the right hip. Second, the ability to separate your upper torso from your lower body allows the lower part to laterally stabilize while rotating during a large shoulder turn. Finally, the ability to laterally stabilize your right leg during the backswing is directly proportional to the strength and stability of your glute muscles (your butt).

A slide is the opposite of the sway. This is defined as any excessive lower body lateral movement toward the target during the downswing. This swing fault makes it very difficult to stabilize your lower body during the downswing, which will rob you of both power and speed

through impact.

The upper body needs a stable lower body to accelerate around during the downswing. Once the lower body starts its forward shift into the downswing, its job is to transfer energy to the upper body and stabilize the rotational forces that are created in the upper body, arms and the club. Just like the sway, if there is not stable platform to rotate around, you will lose power and your timing will be off.

Just as internal rotation is critical to prevent the sway, it is just as important to prevent the slide. If the body is unable to rotate around the lead hip due to joint or muscular restrictions, then lateral movements will dominate the swing. Also, the ability to separate your upper torso from your lower torso allows the lower to laterally stabilize while rotating your shoulders through a full finish.

Having strong glute muscles allows you to stabilize your lead leg during the downswing. The same exercises that help with the sway will also work for the slide.

I would like to point out there are several other factors that may be related to the sway and the slide. Foot stability is critical in order to make the weight transition during the golf swing. If you golf shoes do not give you adequate support, it’s very easy to move laterally instead of rotating around your back and lead legs. Also, make

sure your ball position is correct. A ball too far back or too far forward can cause a lateral shift as well.

So if this sounds all too familiar, try coiling in your backswing around your right leg. If you are still having problems, see a physical therapist to see if you have any physical problems which may prevent you from getting into this position. I have used Kinetic Physical Therapy in Woodbury with excellent results. They specialize in postural restoration, which is very different than the standard physical therapy. Bears have new girls tennis coach, Jackson Farley White Bear Lake will have a new girls tennis head coach this fall in Jackson Farley, a Bears alum who’s been in the program for seven years.

Farley was captain of the WBL 2007 squad his senior year and played one year at Winona State before the program was cut. He was girls JV coach the past two years under Christine Anderson and has been boys JV coach for seven years. He has also coached at White Bear Yacht Club, Dellwood Country Club, city recreation and Lifetime Fitness. He remains active competitively in tennis, ultimate frisbee and hockey.

Seth Salenger returns as Bears’ Nordic Ski head coach, a position he held for three seasons before taking a year off with Kate Babbitt filling in. Salenger enters his sixth year as a math teacher in the district. He played football at Eden Prairie High School and tennis at Emory University.

WHITE BEAR LAKE CITY COUNCIL NOTES The City Council conducted the following business at its July 26 meeting: • Authorized use of Railroad Park for a flea market.

• Approved budgeted distribution of $14,770 to the White Bear Lake Area Historical Society for 2017 programming. Mayor Jo Emerson pointed out the money comes from economic development funds, not taxpayer dollars.

• Approved on-sale wine, 3.2, Sunday and extension liquor licenses at The Waters of White Bear Lake. The bistro at the senior apartment complex, 3820 Hoffman Road, is open to the public.

• Heard a report from City Attorney Roger Jensen and City Manager Ellen Richter regarding panhandling at highway intersections.

An old ordinance deals with “aggressive” solicitation but there isn’t much police can do unless panhandlers step onto a street, Jensen said.

Standing on the road is against the law. Whether it’s enforced, is up to local police officers.

“It’s a universal problem,” Jensen noted. “We can’t kick them off the shoulders.”

The ordinance can be enforced if panhandlers swear, touch or follow someone to get money. The language is antiquated but enforceable.

Richter said there’s been an uptick in enforcement by the White Bear police department at a bothersome spot — the White Bear Avenue/I694 intersection.

Violation of the ordinance is a petty misdemeanor, which means panhandlers can’t be arrested.

• Approved license for Riverside Spa, 3609 White Bear Ave. N. and its two massage therapists, Yang Fang and Xu Jing.

• Under communications, Richter also noted that trash service has improved. There are three years left on the contract with Troje’s, which is in bankruptcy court.

City Engineer Mark Burch reported that Buerkle Road’s mill and overlay should be completed in three weeks.

Burch also provided an update regarding the dog beach. Ramsey County has agreed to include the park in its water quality testing program in August. Burch also plans to talk to the Department of Natural Resources about removing vegetation along the shoreline at the park.

The next council meeting is Aug. 10 due to the state primary election.

Choices were tough for cable commission

WHITE BEAR LAKE — The news was out the week prior but for sake of explanation, alternate cable commissioner Les Dahm updated city leaders July 26 on the cancelation of two stations at the Ramsey Washington Suburban Cable Commission (RWSCC).

The loss of its largest member city, Maplewood, severely impacted the budget and operating revenues needed to maintain current operations for the cable commission, Dahm said. Maplewood withdrew Jan. 1, 2016, which dropped operating revenues more than $500,000.

Commissioners felt the deficit would endanger the primary function and continued existence of the RWSCC

and its services to the remaining 11 member cities so the decision was made to make changes.

"We saved the best, the government and educational channels," Dahm told the City Council. "The focus is still the same. We want to keep the public informed (with those stations)."

When asked by Councilman Kevin Edberg if the infrastructure can be maintained, Dahm replied "Yes. It's all there; the building is on County Road F. We have a wonderful deal with Comcast."

Two staff were cut as were production classes. Councilman Dan Jones inquired about people hosting or producing their own shows. Dahm said the studios are no longer available for public access.

The board of directors was forced to make some diffi-

cult choices, according to a press release from the office of Tim Finnerty, RWSCC executive director. They knew that operating at current levels was not sustainable so after much consideration, decided to refocus efforts on community, education and government programming.

The RWSCC serves Birchwood Village, Dellwood, Grant, Lake Elmo, Mahtomedi, North Saint Paul, Oakdale, Vadnais Heights, White Bear Lake, White Bear Township and Willernie. The Board of Directors is comprised of one representative from each of the 11 member cities.

felony unlawful possession of a sound suppressor for a rifle. Johnson was found by a police officer in a park in Forest Lake about 4 a.m. Nov. 22, reads a complaint from Washington County. He was passed out in a vehicle. He reportedly reeked of alcohol and was incoherent when awoken. There was an uncased AR-15 assault rifle in the rear seat and rifle magazines and 96 bullets were strewn throughout the car. A sound suppressor that fit the rifle was also found. A small bag of white powder in Johnson's pocket later tested as presumptive methamphetamine.

Johnson said he had no memory of coming to the park from a bar he remembers being at in Forest Lake that evening. He reportedly admitted to imbibing methamphetamine earlier that evening. He claimed ignorance of the law requiring a license to possess a sound suppressor, as he made it himself, he said. Johnson has a prior drug offense.

Officers recognized for DWI arrests White Bear Lake police officers Antonio Brown and Matt Butchko were recognized at a Twins game July 27 for making the “2015 DWI Enforcer All-Star Team.”

Brown and Butchko were among 40 officers recognized by the Minnesota Department of Public Safety Office of Traffic Safety (DPS-OTS) for the highest number of DWI arrests in 2015. The 40 officers made a combined total of 2,165 arrests. Brown made 33 arrests and Butchko made 31.

In 2015, 95 people died from drunk-driving related crashes. “One in seven Minnesotans has a DWI on their record and that’s simply unacceptable,” said Donna Berger, Office of Traffic Safety director. “While DWI arrests have continued to decline over the years, we still have a long way to go. We are grateful to the all-stars and all of law enforcement for taking impaired drivers off the road, and for those who are committed to finding a sober ride.”

Man passed out in park charged with drug possession and weapons violation Michael Allen Johnson of White Bear Lake is being charged with felony fifth-degree drug possession and

Man allegedly strangled girlfriend while driving Beau Raymond Hengtgen of White Bear Lake is being charged with third-degree assault and domestic assault by strangulation. Hengtgen got in an argument with his girlfriend at a restaurant and while driving afterwards through Oak Park Heights allegedly assaulted her. The complaint from Washington County states Hengtgen was yelling and spitting at her. She asked to get out of the car, but instead Hengtgen allegedly “grabbed her by the hair and smashed her head into the dashboard and punched her in the nose.” Hengtgen then allegedly put her in a “choke hold” with an arm around her neck and pulled her head down in the vehicle. The victim stated “she could not breathe and she kept thinking she was going to die.”

She stated she kicked the passenger window until it broke and flailed her legs hoping someone would call 911. She stated Hengtgen did eventually stop the car on Highway 36 and apologized and said he loves her. She was able to get out of the car and Hengtgen allegedly said “just go, you need to get away from me” and drove away. A witness had observed someone flailing her legs out the window and called 911, but lost track of the vehicle when it turned on Highway 36. The victim's shoe and broken glass was located near where the witness observed someone punch their feet out a window. Hengtegen was found hiding under a tree near Highway 36 and Manning Avenue.

Quinton Riley Lannue, 20, of Willernie is being charged with third-degree criminal sexual conduct.

Lannue allegedly raped a 16-year-old girl in Bayport the night of July 14. Lannue was an acquaintance of the girl, who agreed to hang out with him after he sent her text messages requesting to, reads the complaint. The complainant stated she asked two other friends to hang out with them, as she was afraid to be alone with him because “he had made threatening statements about killing someone who had stole something from him.”

The defendant, complainant and the two friends were hanging out in the detached garage of the complainant's mother, where the complainant often spent time with friends. They were smoking and drinking.

When the two other friends walked to the gas station, the defendant allegedly began touching the complainant under her shirt and down her pants. The complainant said she told the defendant to stop, but her “pants somehow got off and she remembers the defendant penetrating...” The complainant said she kept telling the defendant to stop and tried to push him off of her. When the other two friends returned, the garage door was locked, according to interviews with them. The complainant opened it and told one of them what happened and both of them to get the defendant to leave. The defendant left.

At 5:20 a.m. the complainant's mother noticed she was not in bed and called her. When she returned to the apartment “she was hysterical and crying exclaiming she had been raped,” reported her mother. The complainant has undergone an exam. Swabs as well as fluid samples from the couch in the garage are being tested by authorities.

Local Rotary member chosen as district governor

WHITE BEAR LAKE – Rotary Club member Jim Hunt was chosen to be the Rotary District 5960 governor this July out of a pool of candidates from 63 clubs across the district.

Hunt's fellow club members describe him as hardworking and goal-oriented, and are excited to see how the club will progress during his term.

“It's an honor for the club that he was chosen... [we're] happy to see one of our members be chosen to lead the district,” said White Bear Lake Rotary Club member Ken Baltzer. “[Jim is] a hard worker and he's got some good projects that he wants the district to initiate and complete in the next year.”

Baltzer mentioned the White Bear Area Emergency Food Shelf, Second Harvest, and Rotary International as three organizations Hunt is working to raise funds for. “He's working with the food shelf to get more clubs involved with helping pack up food, [and with] Second Harvest to get more Rotary Clubs involved with volunteering on a regular basis,” he said.

Hunt has been a part of the Rotary Club since 1990.

“It was the first organization I got into that wasn't [associated with] 3M,” he said. Hunt had been working for 3M at the time.

The people he has met at Rotary and the values of the club are what kept Hunt involved and excited about being a member.

“[The members] tend to be leaders in the community. It's always invigorating to interact with the leaders of the community,” he said. “[Rotary] values are a lot aligned with what I would say my values are.”

The selection process for Rotary district governors begins two and a half years before the chosen candidate actually assumes the position. In order to be considered for the position, the candidate has to be service oriented, have goals and interests that align with the Rotary Club, and have been a president of their club in the past. After a brief application process, Hunt was interviewed by a 15-person panel along with two other candidates. The 15 people on the panel then decided to pick Hunt to be the next district governor, in December of 2013. “[I was] elated, I was looking forward to it,” Hunt said, remembering his reaction when he was first told that he would be the next district governor.

After Hunt was chosen, he had to go through training for the position. “[I became] a member of the board of directors and the finance committee...Rotary International provided some training too,” he said. “[All the district

governors] had training at Rotary International about the various technical aspects of Rotary and the things that we need to do moving forward.”

As District 5960 governor, Hunt has a large range of responsibilities.

“I have to visit each one of the clubs. Overall, my role is to inspire, lead the district and manage the budget,” he said. Hunt decides how the 25 grants the district has to work with this year are going to be used as well.

Hunt also aims to raise more money to help Rotary International reach its goal of eradicating polio worldwide. So far, Rotary International has been able to reduce polio cases by 99.9 percent since 1979, when they first started out. However, more funds are still needed to obtain the structure to eradicate polio in Pakistan and Afghanistan, the two countries that are still having problems with polio.

“We need to have response teams to vaccinate the kids if there's another break out and labs on hand,” he said. “We need the structure to do that...[I try to] inspire clubs to continue to raise money.”

Hunt believes the Rotary Club has enormous value to the community because of its ability to identify and combat problems in White Bear Lake.

“We tend to be community focused and we try to solve the problems of the community...we do a good job on identifying problems [and] solving problems,” he said.

On the ballot for 4th Congressional District representative The primary election is Aug. 9 and voters will head to the polls to trim the field for U.S. Representative in Minnesota's 4th Congressional District. Most of Ramsey County is in this district, as are parts of Washington, including Mahtomedi.

On the DFL side is Rep. Betty McCollum, who is seeking re-election and Steve Carlson. The two candidates were asked to provide some information about themselves for voters before the primary.

Betty McCollum is a member of Democratic Farmer Labor Party (DFL) serving her eighth term in Congress representing Minnesota's Fourth Congressional District.

My main few issues are these: Illegal immigrants. I work at the airport as manager, and cultural statue is every where, try to understand someone from Africa, you can't, but yet I find ways too. On this part of illegals, I am sick of it, Americans can't figure it out, yet we supposedly have Ph. D people, MBA people in office to a point? How about this, give them an option, join our military, become an automatic citizen, crimes are gone, but if your (sic) not going to join, then I do believe they should leave, why should we as people give away freedom, it does cost, it cost your life, it costs money, if you think about it logistically.

Taxes for business, I want to see businesses not pay for taxes, thus allowing money to turn back into the business for growth.

People who make less than $50,000 I would have to say, should not pay taxes, why? So they spend the money back into stuff, retail or save, heck some may even buy those treasury bonds, who cares! They are spending the money, that's the key.

Housing should be justified, why give it away for free, if poor people are living on the streets, sure build, and welcome them (thus can also be done by community people), but they need to have jobs. Housing should help to obtain jobs for homeless as an example, if homeless can't do it on their own, and may be the case.

Homeless can then pay a percentage back to the housing for staying rather than regular rent.

Developer seeks relief for empty lakeside restaurant

WHITE BEAR LAKE — As the two-story structure sits vacant at Boatworks Commons, it's obvious securing a restaurant tenant has not been exactly fruitful.

So the developer, Boatworks Commons LLC, is asking the city for an amendment to its redevelopment agreement that seeks the ability to "re-tenant "the commercial space.

Concerns have been expressed by the developer since December, when the City Council approved an agreement, that its terms provide no avenue of relief if a conditional use permit (CUP) is denied that would allow a use other than a restaurant for the building.

Community Development Director Anne Kane told the council July 26 that staff agrees with the developer and worked with the city attorney to negotiate revised terms in the redevelopment agreement.

"The developer remains committed to finding a restaurant tenant but wants to amend the CUP to allow for an additional use," Kane said. "Their concerns are valid. If the CUP amendment was rejected, there would be no avenue for relief and it would be required to be a restaurant forever. We know from different tenants as uses turn over and markets change, that is probably not realistic.

"The agreement now includes language that if a non-restaurant use is not approved by City Council to allow professional office use of the space, then the agreement is null and void."

In the original 2015 agreement, a restaurant on Lake Avenue S. was guaranteed.

Kane told council there are challenges in securing a tenant for a two-story restaurant with limited exposure to Highway 61, limited parking and limited seating.

Staff has recruited prospects to look at the site and remains hopeful a tenant will be found.

"The space remains a key component of the Boatworks Commons redevelopment," Kane said. "It gives residents from the south side and old White Bear a reason to go there and interact with neighbors."

The new agreement approved by council sets a public hearing date before the Planning Commission on Sept.

26. The developer will present a proposal then to have the building tenanted as a restaurant and/or professional offices.

Councilman Doug Biehn asked Kane for clarification: Can the building be all office space? Kane replied that yes, it could be all office space, all restaurant space or a combination of the two.

"That will be part of the application to the Planning

Commission in September with final approval by the council in October," she said.

"I am reluctant to turn it over to all office space," Biehn added. "I'm more open to a combination."

As part of the agreement, the developer agreed not to appeal or seek any reduction of the assessor's estimated market value of $14 million for four years commencing with the 2016 tax assessment for taxes payable in 2017.

City Attorney Roger Jensen pointed out that the issue is one of equity.

"The developer has agreed not to challenge the value for tax purposes. If they can't rent it for a restaurant, the valuation goes down. It's an empty shell. It makes sense to give them relief."

The council will have the final say whether to allow another use, Jensen emphasized.

"Even if they're unable to get a restaurant, they have one or more potential tenants that would be compatible.

You will like them when you learn about them."

The council expects to see a new CUP application from the developer at its Oct. 11 meeting.

As it is, High 82° I think it’s been a pretty normal summer temperature-wise, with Low 63° a nice mix of 90’s. The airport’s hottest temp this summer was %Sun 69% 97° on July 22. We’ll most likely still experience some 90’s, but our PCP 1.04” hottest temps are behind us. August outlook: Warm and drier than normal. Averages: High 80°, Low 61°, rainfall 4.32”.

Gable Pines opens with building bingo Residents from Vadnais Heights and surrounding communities came to an open house at Gable Pines senior living July 27. The facility had its grand opening ceremony the same afternoon. Visitors took independent tours of the building through a bingo card, which acted as a guide to all the facility's features. Visitors received a stamp and food at each stop through the building.

Gable Pines is Vadnais Heights' first senior living center. It has 123 units: 36 independent living, 64 assisted living and 23 memory care. The complex also includes a pub, dining area, exercise room, movie theater, salon, massage shop, chapel, underground heated parking – and rooftop patio. Housekeeping and two meals a day are also included in the standard independent living price of $2678 per month.
