Official launch four years in making BY DEBRA NEUTKENS STAFF WRITER

PAUL DOLS | PRESS PUBLICATIONS

Owner Pete Sampair put on his captain hat to take the helm of the Joan II after launching her at Matoska Park.

At last, the 83-yearold cruiser built by a Norwegian boat builder returned to its roots on White Bear Lake. With little fanfare but a number of attentive spectators, the Joan II was launched July 7 at Matoska Park. The event followed four years of painstaking work by owner Pete Sampair, who admitted that restoring old wooden boats is never a moneymaking proposition. “It’s more about restoring memories,” he said, adding, “and continuing the legacy of Johnson Boat Works.”

The old wooden cruiser was built in 1939 by John O. Johnson, the Norwegian immigrant who built racing sailboats out of his Lake Avenue boat works. Most people know her as the “Queen Mary,” renamed by Johnson’s son Walter, aka Buster, after he inherited the boat — the largest on White Bear Lake. Sampair, who co-owns the boat with Mike Crary, decided to stick with her christened name, Joan II, in honor of the original owners. Johnson used a combination of Jo, which stood for John, and An, for Anna, his second wife, to arrive SEE JOAN II, PAGE 3A

Tour de Bar helps beneficiaries in countless ways BY DEBRA NEUTKENS STAFF WRITER

Money raised by hundreds of enthusiastic participants in the Tour de Bar is a godsend to families hurting from illness and loss. For Erica Largent and her three daughters, donations from the 2019 event not only helped pay medical bills, but more importantly, helped etch precious memories during final family trips with their husband and dad. Larry Largent died a year later at age 36. “The Tour helped in many ways,” said Erica, who now works as a school nurse at South Campus. “I was working minimally at St. John’s hospital as a nurse. We were at a crossroads with the amount of care Larry needed. I was at a point in time to made a decision to quit my job. Tour de Bar gave me the ability to do that without being terrified about how to survive.” The Largents were beneficiaries of a $21,000 gift, the highest amount raised

so far by the Tour, an annual bicycle ride around the lake that started in 2007. “Everyone looks forward to the first Saturday in August,” noted Tour Chairman Mike Shearen. Since it began, the tour has raised more than $118,000 (see

list of funds raised 2007-2019). It was canceled in 2020 and 2021. Shearen predicts that 2022 will be another big year as people get “back and riding together again,” which is the theme for the 34th annual bicycle benefit. Some of the recipients share success

stories; some do not. Larry Largent suffered from an incurable, progressive brain disorder called frontotemporal dementia, or FTD. “It took him fast,” recalled Erica. “Larry passed almost two years to the date of his diagnosis in October 2018.” High school sweethearts, both Larry and Erica (she was a Dahl then) graduated from White Bear Lake High School in 2002. Coping with the loss is a continuing struggle, admitted Erica, but love and support from family and friends in her hometown has made a huge difference. She remains close with Larry’s parents, Jenny and Larry Sr., who sold their house in White Bear Lake after Larry died and moved to a one-level home in Forest Lake. Both Erica and Jenny were Larry’s caretakers. They had moved to his parents’ home after Larry’s diagnosis, deciding that was how best to care for him. SEE BICYCLE BENEFIT, PAGE 2A

Erica bought a small house last fall in the Ramaley Park neighborhood. She’s working on a master’s degree in nursing education at St. Catherine University with plans to teach at the college level. She describes her three daughters, Lylah, Maura and Alyse, as “strong and resilient” girls who overall “are doing really well. We were isolated during the pandemic so it’s good to see them back socializing. COVID was a double whammy.” She finds comfort in returning to her old high school for work and bumping into old friends. “It’s good to be back in a familiar place,” she said. Change was difficult for her and Larry’s families, Erica continued.

These successes are bittersweet, but it brings me joy, too, to fulfill those dreams.” Erica and her daughters will be with Larry’s parents at their condo in North Carolina during this year’s Tour de Bar. JOAN II: Restoration complete, antique cruiser returns home

PAUL DOLS | PRESS PUBLICATIONS

Built at Johnson Boat Works in 1939, the Joan II launched at Matoska Park earlier this month after a complete restoration. FROM PAGE 1

at Joan. The boat was his second homebuilt cruiser. A queen’s crown was painted on the stern in recognition of her previous name. The saga of how the 38-foot Joan II returned to her birthplace began when former owner Howard Nicholson of Port Washington, Wisconsin, announced he was putting the Queen up for sale. Nicholson, who grew up in Birchwood, bought the boat in 1982 from Walter Johnson. Sampair heard about the sale and called Jason Brown, owner of White Bear Boat Works and stepson of Skip Johnson, John O.’s grandson. The two traveled to Green Bay to see the Queen and struck a deal. She was shipped back on a flatbed truck. That was in 2018. Sampair prefers not

to share how much he’s sunk into the restoration. He did say anonymous benefactors with similar vision helped with the costs. Assisting with the launch was Steve Gamble, who worked on the boat 52 years ago. He was employed at Johnson Boat Works in high school, helping sand and paint boat bottoms and bringing boats in and out. He thought the cruiser “looks good.” After her inaugural launch last Thursday, Sampair pulled the boat out of the water. He had planned to take a cruise around the lake but the engine’s idle wasn’t quite right, so she was returned to his warehouse. Brown, who played on the boat as a child, is helping with repairs and maintenance. The Joan II will likely be docked in Commercial Bay once the issue

is addressed. The boat’s engine, a 5.7 MerCruiser, is the only part that isn’t original, according to Brown. Parts for the old three-cylinder Detroit diesel engine are impossible to find, so the difficult decision was made to replace it. Sampair hopes to offer boat rides to charitable groups but the cruiser will remain privately owned. Someday, he might just recreate the trip John O. Johnson and his wife Anne took back in 1940 when they voyaged down the Mississippi River to New Orleans and then on to St. Petersburg, Florida. “That’s a goal,” Sampair said. “There’s a lot of talk and a lot of great ideas for the boat. For now, I’m just happy as anyone to see her in the water. It’s all about having fun and putting smiles on faces.”

Mass shootings symptom of deeper problem

M

ASS SHOOTINGS ARE on the increase. They are tragic and devastating. Families and children are fearful and law enforcement is not able to prevent them or reduce the incidence of these merciless killings.

I don’t see gun control, confiscation or more regulations as the only answer to reducing this growing problem. It’s a much, much deeper problem in our society and I think we’ve been skirting the root cause. What creates so much anger that provokes young men to walk into a school and kill innocent children and teachers? What creates so much hatred that provokes a person to walk into a place of worship and kill innocent people who only want to exercise their freedom of or to kill people simply because About the religion, of the color of their skin or sexual orientation? Town I fear for our country. As an American, Gene Johnson democratic society, I think we have lost our way. We have broken homes, children not being raised by parents, poverty, poor educational systems, and gangs. Violence is everywhere— on television, in the movies, on the Internet, in video games, on social media and in real-life news programs. Today there is a disrespect for law and order, for police, for teachers, for employers, for parents and for each other. We have lost many of the fundamentals of civil life. Perhaps it’s partly the decline in church attendance that has led to this, or parents no longer teaching basic manners and politeness to children. Worse, many parents may also lack these attributes. The moral fabric of this country seems to be coming apart. Many people who feel isolated, marginalized and insignificant are susceptible to dangerous messages found on social media and the Internet. Unless we begin to make progress solving these deeper problems of our society, I don’t see mass shootings going away. Our society, beginning with children, has lost respect for the responsibility of being parents. We have lost some of the basic fundamentals of civility and rules for living that Moses brought down from Mount Sinai known as the Ten Commandments. Today many pastors through their sermon communication are finding it difficult to challenge areas of immorality and ethics in our society. There is fear of reprisal, fear that their church won’t grow or it will lose financially. People are trying to rewrite the Constitution. In the first place, they should read it and understand it. Our government and our elected representatives are supposed to serve the people, not concentrate on personal financial gain. What information can you trust today? The Bible is our manufacturer’s handbook. It is God-inspired word, but throughout history sinful people have turned against God. They have lost what the words “Love your neighbor as yourself ” mean. Our nation is on the road to self-destruction and we cannot continue on this path. If we don’t make changes, we will continue to lose freedoms that we have fought so hard to protect. You can make a difference. Be an encourager. Invite people to church and help them be involved. Read the Bible or attend a Bible study. You may discover that the society written about and condemned in the Bible is very similar to our society today. Check it out!

The first amendment future of debate over Roe v. Wade

T

he First Amendment was not the focus for the U.S. Supreme Court’s decision to overturn Roe v. Wade. But the five freedoms in the First Amendment have powered the nation’s long, divisive debate over the incredibly personal and societal issue of abortion – and may well be how we frame its future. In its 5-4 decision, the court deployed the First Amendment as a next step, as the issue now returns to individual Movers & states to set their own rules. Justice Samuel Shakers Alito’s opinion Gene Policinski cited a 1992 decision in which the late Justice Antonin Scalia predicted “the permissibility of abortion, and the limitations upon it, are to be resolved like most important questions in our democracy: by citizens trying to persuade one another and then voting.” In other words, the Supreme Court told us that the ultimate decision on legal abortions will come from us, collectively, using our First Amendment rights to speak and write to each other

Parish Lovejoy for supporting the end of slavery. For decades, women used their First Amendment rights to fight for the right to vote, facing violence like being force-fed during hunger strikes. The nation still is embroiled in debating social justice issues around civil rights for people of color. In response to the Black Lives Matter protests over police killings of Black men, some states have enacted draconian laws aimed at stifling the First Amendment rights of speech, assembly and petition. Those laws ignore history. It was the pursuit of those very freedoms – the right to produce change by being heard in a free and open “marketplace of ideas” – that fueled the creation of our nation. The First Amendment favors no side in the issue of abortion’s legality, or any other issue of public importance. Nor does it disfavor any view. It does protect from government penalty or censorship any engaged citizen willing to use information, education and participation to, as Scalia wrote, “persuade one another.” Gene Policinski, Freedom Forum senior fellow for the First Amendment, can be reached at gpolicinski@ freedomforum.org.

to advance our views and to assemble with people of like minds to ask for a “redress of grievances.” The nation didn’t wait to take that instruction from the justices. As soon as the decision was announced, anti-abortion activists paused to celebrate, and opponents of reversing Roe took to the streets, the media and online forums to decry the court’s action. The newest place for the next generation to join the debate: TikTok, where according to The Washington Post, “Gen Z is harnessing political power by creating bite-size videos on the nation’s fastest-growing social media platform.” Newscasts from outside the Supreme Court building in Washington, D.C., showed daily dueling groups of demonstrators on the sidewalks. Weekend news reports said marches and protests in support of Roe erupted in more than 100 cities and towns across the nation. The First Amendment’s right to assembly shielded each side. Abortion certainly is not the first or only major issue to enrage, excite and galvanize us to use those core freedoms of religion, speech, press, assembly and petition – or to go beyond them. Never in a million years would I have thought I would be writing a letter to the editor. However, I've been reading all of the recent, seemingly coordinated, editorials attacking Roger Chamberlain in this paper. I now feel the need to speak up. Like many of us, the past few years of turbulent politics and the decaying state of our country has forced me to pay attention and get involved. I decided to start locally, and have gotten to know Sen. Chamberlain well. I've been very impressed with him! He is reliable, trustworthy and hardworking. Most importantly, he is honest and straightforward. He cares about and listens to the people he serves. He has gotten things done that impact all of us directly. He has successfully pushed for studies of White Bear's water level, a TCE ban, rail repair and jobs in Hugo and a middle-class tax cut. Also, he continues to fight for eliminating state taxes on Social Security. Sen. Chamberlain is beyond platitudes, he actually listens and acts. I am sick of politics as usual, and have found an uplifting candidate that I am proud to defend and vote for. Glad I got involved!

PAID LETTER We are in a dark place A recent poll found that the overwhelming majority of gun owners support commonsense gun control measures like universal background checks, red flag laws and raising the minimum age to buy guns to 21. The 2022 election gives us the opportunity to elect leaders who will work to enact these policies. In House District 36A, which includes the communities of Centerville, Circle Pines, Lino Lakes, North Oaks and part of White Bear Township, that leader is Susie Strom. As the mom of two young daughters, Susie shares the concerns of many in our community about school shootings, 27 of which have occurred this year alone in the United States. She supports increased funding for mental health services and staff in schools and policies that make it more difficult for youth to obtain firearms. As a veteran, Susie understands how difficult it can be for veterans to transition back into civilian life. Suicide rates for veterans are much higher than in the general population and the majority of these suicides result from the use of firearms. Susie supports safe storage programs and red flag laws, which can prevent people from harming themselves or others with firearms. We are in a dark place, losing children and entire families to suicide and crime. This is not OK. We are the only ones who have the power to make change. We need to show up in this election, find the

person on the ballot who will do what Minnesotans want about gun violence, and vote for them so they will do what we the people want to keep our communities safe. I believe Susie Strom is that person to serve as our Representative in District 36A.

PAID LETTER No action taken on Human Rights Commission There were bags of white rice attached to a flyer left on your neighbor’s property. The flyer said, “Defend white children, white families, white values, your people, your race, your nation.” Most people will likely react by thinking, “That is racist, and intimidating behavior does not happen in my neighborhood.” Well it does, and it did happen over the course of two nights in late June/early July to our neighbors in Lino Lakes and North Oaks. Law enforcement is investigating. They stated, “The link printed on these flyers is associated with white supremacy groups.” Our local politicians have condemned the behavior but have not taken any action to help our community in being more inclusive and welcoming. The mayor of Vadnais Heights, Heidi Gunderson, (who is now running for the Minnesota House) did not support establishing a Human Rights Commission in Vadnais Heights even after a packed meeting of residents spoke passionately about supporting this commission. The mayor, as well as several other council members, showed no interest in taking action to create a Human Rights Commission, which would be made up of volunteers who care about the safety and inclusivity of our community. This decision to do nothing speaks volumes about their values. Brion Curran was one of the speakers at that council meeting. Brion’s personal experience there was a pivotal moment that helped her decide to run for the House in her district (36B). Heather Gustafson was a driving force behind the grassroots effort to establish a Human Rights Commission. Heather is now running for Senate in our district. Both Heather and Brion experienced firsthand that our current leadership has no interest in working to create a community that values, respects and welcomes everyone. I have witnessed the brave actions that Heather and Brion have taken to lead our community and to run for public office. Their actions do speak volumes about our community inclusiveness and our values. They have my vote!

Constitution doesn't mention abortion I read with interest the response letter of July 6 by George Kimball. The Constitution of the U.S. does not support his comments. There is no statement in the text or Amendments that even remotely mentions abortion. The Constitution was preceded by a number of essays called the Federalist Papers to inform citizens as to the content and why it was worded as it was. They should be read as well. The Constitution is largely a definition of the government being formed, its makeup, and rules and guidelines for carrying them out. Amendment 12 states that “The powers not delegated to the United States…, nor prohibited by it, are reserved to the States respectively, or to the people.” The Federalist Papers indicate that the intent was to place most decision-making in the hands of the States, see below. He references the 14th Amendment, Section 1, as supporting the federal government’s right to control abortion; however, it does state “nor shall any State deprive any person of life, liberty without due process,” etc. Again, no reference to abortion or rights to one. The Declaration of Independence states that, “All men are created equal and endowed by their Creator with certain unalienable rights, that among these are the right to Life, Liberty" etc. That sounds to me like a right, not to be infringed. The SCOTUS merely stated that since there is no mention of abortion in the Constitution, that subject must be returned “to the states, or to the people.” I believe that is a correct interpretation. A comment on Lori Olinger’s letter on “access to health care.” Women have rights; but, they also have responsibilities. Contraception, an act of prevention, should be “worth a pound of cure.” Couples should be responsible for their choices. Abortion should never be a primary means of birth control.

Since the problems have been clear for over a decade, it is about time to start work on providing a sustainable water source for our area. Raising the lake outlet to try and keep 6 inches of water in the lake simply ignores the problem. We can’t keep using groundwater to meet the needs of the Northeast Metro. Unfortunately, this year’s only effort on the issue was an attempt to lock in the status quo until 2040. Luckily, the move died a dry and thirsty death. We need leadership that will get things moving forward, not stall things without providing solutions. City, county and state officials need to quit dithering and get moving. Get moving to build a surface water connection and solve the problem. Study and implement solutions, not ways to thwart them.

On April 26, 2022, the Minnesota Department of Health (MDH) issued a Public Health Assessment summarizing health impacts our community could suffer (past, present, future) because of 24-plus years of toxic pollution by Water Gremlin. The NCCG (Neighborhood Concerned Citizens Group) has worked tirelessly on this fiasco for 3.5 years. We believe people in our community have been sickened (or worse) by devastating pollution Water Gremlin imparted into the air, water and soil in the area. Whether willfully or irresponsibly, they’ve mishandled TCE, and proved incompetent at handling lead, t-DCE and hazardous waste. The impact on human health has been significant and is only part of the profoundly concerning facts involving this serial polluter. Water Gremlin is now delaying issuance of a years-overdue air permit because they’re pushing to use t-DCE at a level 3.5 times higher than the current MDH guidelines. Ultimately, we want Water Gremlin to eliminate using t-DCE, as the chemical structure of this volatile compound is very similar to TCE. Our community believes Water Gremlin deserves no :breaks’ be cut, particularly in the area of volatile organic compounds. They’ve no history of compliance with regulations, whether involving t-DCE, lead, hazardous waste, or TCE. Frankly, the community is still trying to understand the cumulative impact of all types of pollution imparted on us by Water Gremlin. This permit has been “in the works” for 3.5 years. We were to have a public (community) meeting on May 24, 2022, with officials from MPCA and MDH to go over details of this long-overdue permit. Because of Water Gremlin delay tactics, the public meeting is now rescheduled for July 28. There is no indication of cultural change at Water Gremlin. It has demonstrated for years an inability to operate within the confines of its air permit, or any other limits set forth for the company. The community insists upon continued air monitoring and frequent on-site inspections. We cannot and will not look away from the 24-plus-year history of negligence and disregard for human health and the environment.

PUBLIC SAFETY BRIEFS You can sleep in your car, but not after consuming alcohol

A White Bear Lake man, 31, has been charged with second degree DWI and for having a blood alcohol content greater than the .08 legal limit within two hours after consuming alcohol. He faces a jail term of up to one year and/or a maximum fine of $3,000 if convicted of the first offense and an additional year in jail and/or maximum fine of $3,000 if also convicted of the second offense. At approximately 3:17 a.m. June 28, Ramsey County Sheriff's Office deputies responded to a report of a male slumped over in the front seat a grey Scion parked outside a liquor store in the 1100 block of County Road E. On arrival at the scene, deputies noted the vehicle parked crookedly and taking up two different parking spots. The male was still asleep in the front seat, the vehicle's tail and brake lights were still illuminated and the keys to the vehicle were still in the ignition. After four attempts to wake him, deputies took the subject's statement that he had drunk four beers before driving. The subject had great difficulty performing any of the field sobriety tests and agreed to a preliminary breath test, which registered a .137 alcohol content. At jail, the subject's blood alcohol content registered .175 on the Datamaster breath test. The subject had a prior DWI from 2021, which was used to enhance the charges.

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff's Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights

• Ramsey County Sheriff’s Office deputies recovered an abandoned bicycle June 20 lying in the roadway in the 700 block of Parkside Drive. The gas-powered motor attached to the bike was leaking fluid and appeared damaged. • A St. Paul woman, 24, and a juvenile female were arrested for theft June 20 at the Walmart in the 800 block of County Road E after they were observed concealing items, passing all points of sale and fleeing loss prevention personnel when they were stopped. Deputies found one suspect hiding behind neighboring businesses, who then tried to flee by dumping the stolen merchandise on the ground. The other suspect was found hiding in the restroom of a neighboring business. Both females were issued trespass notices before being taken in. The adult was arrested for misdemeanor theft, misdemeanor possession of marijuana and gross misdemeanor giving false information to police. The juvenile was transported to the juvenile detention center and booked without further incident for misdemeanor theft, fleeing on foot and misdemeanor obstruction. • An adult male escaped after an unsuccessful attempt at shoplifting $639.61 worth of merchandise from the Walmart June 20, after he was observed filling a cart with merchandise and bypassing all points of sale.

When stopped by loss prevention personnel, he left the cart and merchandise and fled north on foot across County Road E and into the parking lot of a shopping mall. • A Maplewood woman, 51, was cited and trespassed June 20 at the Walmart for under-scanning $108.32 worth of items at the self-checkout, after she was detained by loss prevention personnel. A St. Paul woman, 34, was also cited at the store that day after she under-scanned items at the self-checkout. The suspect dropped one item when stopped by store employees at the exit and fled on foot. Because the woman was a known shoplifter, she was mailed a misdemeanor theft citation. • An Isanti man reported the front license plate stolen from his vehicle June 21 while it was parked in an employee lot in the 1100 block of Willow Lake Blvd. • A Wilson, Wisconsin, man reported the catalytic converter stolen from his Mitsubishi Outlander as it was parked in a medical facility lot in the 3500 block of Arcade Street June 21 while his spouse was undergoing surgery. • Deputies initiated a 4-mile pursuit of a stolen vehicle at 10:08 p.m. June 21 in the area of Centerville Road and Edgerton Street. They didn’t catch the thief, but the plates and the vehicle were recovered the next morning by different agencies. It all started when deputies were flagged down in the area of Labore Road and Willow Lake Road about a vehicle driving suspiciously around the neighborhood. When

deputies tried to conduct a traffic stop, the vehicle accelerated, weaved and turned off its headlights. The pursuit entered various thoroughfares and ended when the vehicle, stolen from a South St. Paul man, entered a residential area. • A Minneapolis man, 32, and a Minneapolis woman, 25, were cited June 23 at the Walmart for misdemeanor theft after they were observed switching price tags and underpaying $64.80 at the self-checkout. • A resident in the 800 block of Berwood Avenue on June 24 reported a check removed from his checkbook without permission, written out to a relative and cashed. • A South St. Paul woman, 38, was cited June 25 in the 900 block of Vadnais Drive for misdemeanor domestic assault, assault and disorderly conduct.

White Bear Township

• A Maple Grove man reported a laptop and military-issued gear stolen from his unlocked vehicle June 23 while it was parked in an employee lot in the 4200 block of Otter Lake Road. The following day, the complainant noticed fraudulent credit card charges and attempts to use information on his laptop. • A resident in the 5800 block of Hobe Lane on June 24 reported receiving letters regarding a vehicle loan that he never initiated. When he called the bank, he learned his identity information was used to purchase a $63,000 vehicle in Connecticut.

WASHINGTON COUNTY SHERIFF’S REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Dellwood

• Ramsey County Sheriff’s Office deputies were dispatched out to the scene of an abandoned vehicle in the 9000 block of Ideal Avenue N. at 9:47 a.m. June 24. On the vehicle was a note that requested that the vehicle not be towed. The note included a phone number with which to contact the registered owner. Deputies did try the number and left multiple voicemails, but could not reach the owner. As the vehicle had been left at that location for several days and even displayed tabs that expired in September, deputies had it towed. • Deputies arrested an unnamed suspect June 25 on Dellwood Curve for using a weapon to threaten another person.

Grant

• A firearm was reported stolen June 20 during a burglary in the 9000 block of Lansing Avenue N.

• A group home resident in the 11000 block of Julianne Avenue N. reported being struck in the shoulder by another resident. The attacker received a citation for fifth-degree assault. • A motorist was cited June 23 on westbound Highway 36 for failure to use lanes designated for through traffic use, after he was seen traveling at a high rate of speed in the right turn lane. The vehicle then continued west, drove on the shoulder and cut off other vehicles before being pulled over.

Mahtomedi

• A motorist was arrested on a narcotics warrant at 12:29 a.m. June 20 in the area of Hilton Trail N. and 72nd Street N. • A pile of BB pellets was reported found June 20 in the 1000 block of Lincolntown Avenue. • A canoe occupied by two people was reported tipped over on White Bear Lake at 8:50 p.m. June 21. When deputies arrived on scene, the canoe and its occupants had made it to shore without assistance. • Extensive graffiti was

reported overnight June 21-22 in both the women’s and men’s public restrooms at Southwest Park on Long Lake Road. • Deputies formally banished three individuals from the Holiday gas station on Stillwater Road at 1:31 p.m. June 22. At 2:31 p.m. that day, deputies received a report of the juveniles trespassing again. When deputies located the youths, they said they were in the area of the gas station, but not actually at the gas station. • A suspicious occupied vehicle found in the Chuck and Don’s Pet Food parking lot at 2:19 a.m. June 24 turned out to be a person looking for a cell phone believed to have been lost somewhere around the gas station lot. • Deputies on water patrol just before 9 p.m. June 24 issued two written warnings to boaters on White Bear Lake for operating after sunset without lights.

Pine Springs

• A skateboarder was reported at 11:21 p.m. June 24 on eastbound Highway 36 over Hilton Trail N.

WHITE BEAR LAKE — Right of way issues in the Ramaley Park neighborhood came to a resolution when City Council approved vacation of a portion of Fifth Avenue. Pieces of land between the north side of Clarence and the north side of Whitaker Street will go to adjacent property owners, who thought the land was theirs anyway. The process came about through neighborhood concerns during the Rose (Tice) Park View plat addition, explained Community Development Director Jason Lindahl. The city holds right of way easements on Fifth so has the authority to vacate and maintain street ends. Both staff and the city attorney reviewed the proposed vacation and found it in the best interests of the public to vacate most, but not all, of the southern portion of the Fifth Street right of way, Lindahl told council at its July 12 meeting. The city will retain the ends of Clarence, Park and Hinkley Streets to allow continued public access and maintenance

Loon Chronicles VIII: Feed Me The chick continues to grow like a weed! We are convinced that, once again, the chick has doubled in size, during the last two weeks. Most of the chick’s fuzzy brown baby feathers are gone. With molting nearly over, the chick’s contour feathers have emerged and appear to be in fine shape. The wingspan, seen during wingflaps, appears several inches longer. The chick’s white chest is easy to spot while preening or flapping its wings. Morning routines still include fish deliveries, diving, and preening. Some mornings, the parents make the

chick work for its breakfast and will hold off on fish deliveries until after the chick has spent time diving on its own. The parents are starting to deliver larger fish. This morning, we watched papa Loon tackle a large sunfish and try to present it to the chick. After a few attempts, the chick gave up and papa Loon swallowed it whole, in a matter of seconds. The chick has been working on its calls, but they remain barely audible. Whenever the parents call, the chick will open its bill and try to make a sound. It will be lucky to get a squeak or

a low hiss sound. The drop in Loons and rafting bachelors continue to gather in expanding groups and have been heard and spotted all around the lake. We spotted a group of seven near South Shore Boulevard whooping it up with their synchronized swimming games and calls. We have not seen the mystery juvenile trio for a few weeks. Flying lessons are only a few weeks away and always a treat to watch. We will keep you posted.

METROPOLITAN COUNCIL | CONTRIBUTED

Route alterations for Purple Line end point.

Acceptable options considered for northernmost bus stop WHITE BEAR LAKE — City Council may make concessions to the Metropolitan Council regarding Metro Transit’s Purple Line. Representatives met with the mayor and council at a special work session June 28 to discuss options for the bus rapid transit (BRT) project and its northernmost stop after the plan to use an Eighth Street station as the turnaround point was scrubbed. Project Manager Craig Lamothe presented possible route modifications that include potential truncate routes to Maplewood Mall Transit Center, County Road E between Highway 61 and I-35E in Vadnais Heights or ending the bus line at Century College, at the request of the institution. All modifications would include a Purple Line connector between Maplewood Mall and downtown White Bear if local funding is secured. Minutes of the meeting show the following consensus by city leaders:

• White Bear Lake Resolution 12949, dated March 8, 2022, should not be amended. That resolution states the city does not want Purple Line buses entering its “jurisdictional boundaries.” • The proposed transit bridge crossing over I-694 into White Bear Lake to Buerkle Road heading west would be acceptable. • Ending the BRT line at Century College would be acceptable if the route follows I-694 heading east and turns north onto East County Line Road. • Connector buses running between Maplewood Mall and downtown White Bear Lake would be acceptable. No official action was taken at the work session. It should also be noted that the July 13 Corridor Management Committee meeting was canceled. The advisory group next meets Aug. 24. The public will be invited to share feedback on all options later this summer. Debra Neutkens

FINANCIAL PLANNING These facts can help you decide on retirement BY ABE WINTER CONTRIBUTING WRITER

If you are planning early retirement, AARP’s John Waggoner wants you to know several facts while acknowledging that it isn't for everyone. In fact, it isn't for most people. Just 11% of today's workers plan to retire before age 60, according to an Employee Benefit Research Institute (EBRI) survey. For many of those who do take the plunge, the reality of early retirement can turn out to be far different than the fantasy. Here are a few things to consider before you decide to retire early. First, health care is expensive. Medicare doesn’t kick in until age 65 and the bridge — alternative — won’t be cheap. “Private health insurance before Medicare kicks in costs an arm and a leg,” says Brian Schmehil, director of wealth management for the Mather Group. Current law says your insurance costs can't be more than 8.3% of your household income. For a person with a household income of $50,000, for example, a mid-level silver plan would be $346 a month, or $4,150 per year. Second, it can be costly if you retire before age 59.5 because you’ll usually pay a 10% withdrawal penalty from most tax-deferred accounts (IRAs and 401(k) plans. Third, if you are spending too much, consider this: If you sock away $250 a month — $3,000 a year — from age 25 to age 55,

TIPS:

you'll have about $237,000 when you retire, assuming you make no withdrawals and earn an average 6% annually on your investments. Seemingly not a bad return on your $90,000 in contributions. But if you work 10 more years and retire at 65, you'll have about $464,000, nearly double. Why? The extra decade's worth of contributions helps, but that only adds up to $30,000. The real growth comes from another 10 years’ worth of interest earned not only on all the principal you contributed but also the interest earned on the interest that has compounded for four decades. Fourth, consider how long you might live. A woman who retires at 55 will have to make her savings last for 28.6 years, on average, compared to 20.4 years if she retires at 65. A man who retires at 55 will have to stretch his savings for 25.1 years, rather than 17.8. And for couples who make it to 65, there's a 25% chance that the surviving spouse lives to 98, according to the Society of Actuaries. Fifth, you should consider your spending. A typical rule of thumb is that you'll spend about 80% as much in retirement as you do when you work. After all, you won't be shoveling money into your retirement account, commuting every day and, for that

matter, paying Social Security payroll tax, assuming you have no more earned income. A J.P. Morgan Asset Management study found that there tends to be a “spending surge” by new retirees on travel, home renovations or relocation and other retirement-related lifestyle changes that levels off after two or three years. Sixth, remember that housing expenses don’t retire when you do. Retiring without a mortgage is a common goal for would-be retirees, but it's a goal that many fail to meet. According to an American Financing survey, 44% of retired homeowners between ages 60 and 70 still carry a mortgage. Seventh is understanding that extra income can be hard to come by. Working in retirement might not be as simple as you think. While 74% of workers plan to work for pay in retirement, according to the EBRI study, just 27% of actual retirees reported working for pay. Even part-time work can be a challenge. Eight involves the extra time you kill — that extra 40 hours. How much time do you realistically see yourself spending going on long walks, lounging poolside or curling up on the couch with a good book, especially after the novelty wears off? Think hard and

You should consider your spending. A typical rule of thumb is that you'll spend about 80% as much in retirement as you do when you work.

think long term before you retire. Do you want to volunteer? Go back to school? Pick up a new hobby or resume an old one? Come up with a plan in advance of retirement. Ninth is the simple fact that you may need to make new friends. If you retire in your 50s, you may find that your current friends aren't around much — because they still have full-time jobs. While you have the luxury of catching a matinee or playing a round of golf midweek, those in your social circle who are working nine-to-five don't. Finally, retirement isn’t always easy on couples. "Retirement is a major life transition, and you have to be patient with yourself and your spouse,” says Patti Black, a certified financial planner. “Most retired couples do not look like those pictured in ads and commercials.” You'll have to decide how work around the house will change. Will you really share cooking, cleaning and yard work? And do you honestly want to be together 24-7, particularly if you downsize to a smaller home? These decisions can have serious consequences for a marriage. “Gray divorce, or divorce after age 50, has doubled since 1990 while declining across all other age groups,” Black warns. Now some of those points can be discouraging, but many people of all ages enjoy retirement.

• Understand the extra financial benefits from working until you reach full retirement age • Be debt free • Make sure your portfolio is updated • Create a retirement budget • Make sure you and your spouse are in agreement

Relay For Life of White Bear Lake was started by our neighbors, Keith and Patty Warner. As their daughter neared the end of her battle with cancer, they made a pledge to her that they would work to create a world in which other families wouldn’t have to go through what they had - losing child, and their granddaughter losing her mom at a very young age. Now in its 28th year, the event pulls people from all over the metro to walk in honor or in memory of someone they’ve lost to cancer. Together, we’ve created a refuge that embraces those who have been diagnosed and those who love them. We are excited to be back on the track at WBL HS South Campus and will line it with small white bags, luminaries, lit by a candle with the name of those we love written on the side. Please join us and invite a Cancer Survivor or anyone who has lost someone to attend. White Bear Lake stands strong in the fight to end cancer. With donations of money (and 10” or more of hair to Locks of Love who makes wigs for those undergoing treatment) – together we ARE making a difference. Please join us for live music, food, games and much more 6-11PM on Friday, July 29 at White Bear Lake High

As of July 1, products derived from legally certified hemp can be manufactured, distributed and sold in the state in 5-mg per serving edibles and drinks. “(The legislation) left local governments scrambling on what role to play,” attorney Troy Gilchrist told council. “The statute doesn’t speak to local regulation. Basketball: Mahtomedi girls won Breakdown tournament

Township ball team reverts to home town feel BY BRUCE STRAND SPORTS WRITER

The White Bear Township baseball team has taken on a different look the last couple years: namely getting more exBears on the roster. For several years, the roster had college players or ex-college players from around the northeast metro area but few if any local guys. Bill Capocasa, currently in his second year as manager, made it a priority to change that starting last year. “I’ve coached Triple A traveling teams since they were 10,” said Capocasa, a corrections officer. “I got to know a lot of the boys that way and reached out to a bunch of them. I took that on myself. I thought we’d like to see better White Bear representation on the team.” White Bear Township, which has no nickname and plays home games at Polar Lakes Park, remains low in the Skyline League standings as it has for almost a decade. Their current record is 4-11. The upside is this organization keeps going and gives post-high school players a local place to play. And now that includes 10 Bear alums. They are Christian Zellner, Class of 2012; Elliott Engen and Weston Andress, from 2017; Brad Capocasa,

BRUCE STRAND

WBT catcher Ethan Deutsch huddles with pitcher Andrew Tri.

Danny Lyons, Raiford Hasselman and Ben Deters, 2018; and Max Henriksen, Casey Valento and Ethan Deutsch, 2019. “The team is 90 percent local, either from here or living here now,” said Capocasa, who is assisted by Tom Flynn. “They come to play, they’re having fun. Most teams we play, they’re 90 percent college players. We have maybe 10 percent.” Zellner and Andrew Tri are the top starting pitchers, both new to the club this year. Zellner, 27, has two of the wins and saves in the other two, while hitting .348. He pitched for Century College and Newberry (S.C.) College. He played for Stillwater for a while and switched to his hometown team this year. Tri, former St. Thomas Academy standout, was

pitching in an independent pro league in Montana earlier this season. He hung it up and joined WBT in mid-June. He’s got one win, throwing five scoreless innings in a 7-3 win over St. Anthony last Friday. The two main relievers are Hasselman and Valento (who has the other win). Hasselman does most of the catching. He was splitting time with Brad Capocasa before the latter hurt his shoulder. Both are hitting .267. Ryan Zimmel, 25-yearold third baseman, has been the team’s best fielder, and is hitting .310, said the manager. He is a St. Thomas Academy graduate and didn’t play college ball. The infield also includes Lyons, a former Bears quarterback, at shortstop; Andress and Deutsch at second or third, and first basemen

Bill Sand, Noah Davidson (current Macalester player) and Andy Pass, 37, the longest-tenured member. Sand leads the team with a .435 batting average, including a recent 6-for-10 stretch over four games. Deters in center field is “our best outfielder,” said the manager. Also patrolling the outfield are Henriksen, Sand, and Wyatt Wagner, a Californian who played at Hamline and lives in the township. Dick Sand has been WBT’s general manager the whole time, taking care of off-field details, including finances. The team essentially pays its own way with dues of $225 each. His sons, Rick, Bob, and Bill, have all played for WBT. They attended St. Thomas Academy, which is what started WBT’s connection with the Mendota Heights military school. The roster has “ebbed and flowed” between being mostly local in some stretches and non-local in others, Dick Sand said. There’s been a pipeline of players from MIAC teams Macalester, St. Mary’s and Hamline. WBT’s will close the regular season against St. Anthony there Thursday at 7:30 p.m. and St. Paul Windy’s at home Monday at 7 p.m.

BRUCE STRAND

Christian Zellner drilled a double off the center field fence at Polar Lakes Park. That started a two-run inning but WBT lost to 507 Baseball Academy 12-2.

List of golf tips that really work Every once in a while, you hear or read something about the golf swing that seems to make it easier. Give these a try and see if they work for you. Tempo: This is always #1. If your swing falls apart in a round, the easiest way to get it back is swing at 80% with a Tee dedicated pause at the top. Say “back Time through’ or “one two”. Play one Betsy Larey more club if you need to. Driver: Curl your toes when hitting your driver. I’m serious, it works. It’s your widest swing and it’s easy to move off of the ball in

your backswing. If you’re blocking your drives to the right, split your hands on the grip about an inch apart. Concentrate on using your right hand to drive the clubhead down the target line. Chipping with a sand wedge: Tilt shaft slightly up to get the heel off the ground. This will give you a good crisp shot. If you don’t, it’s too easy to dig the club into the turf. Downswing: Make sure your right elbow stays in front of your right hip on your downswing. This helps fix a slice and also keeps your wrist hinge longer to hit a crisp iron shot. Putting: After impact, turn your head and use your eyes to track the putt. If you stand up, your shoulders will open and you can easily block your putts to the right. For 3 foot putts or less, have the

shortest backswing possible then keep the face square to the line and drive that ball to the back of hole. Finish your swing on your left side. I see so many golfers who can’t transition their body over to the left side standing tall. A good golf swing starts by turning your hips and “loading” into your right side (feel it in your right cheek). From there, push off of the inside top of your right foot to start transitioning your torso to the left side. This is hard for a lot of people. Try this drill and use it for your practice swing with your driver. Stand with your feet together and swing to the top of your backswing. To start the downswing step left ( towards the target) with your left foot and swing to your finish. If done correctly, you’ll be standing tall, facing the target.

Lots of positive things by every player.” They beat three strong teams. Mountain Iron-Buhl was 29-5 and placed fifth in the Class

1A state tournament. Elk River, a Class 4A team, was 17-10. Montevideo, a Class 2A team, was 26-5 and reached the state tournament. Become a garden steward

Neighbor Kirk has taken to using the weed whacker for “mowing” the lawn. Others use the mower to blow the dust around. Those with sprinkler systems seem to be faring the best with our lack of rain. I’m about 6 inches drier than normal since June 1. No doubt the Metro area as a whole is suffering a drought with us (in the Northeast Metro) bearing the brunt of the lack of rain. As long as the jet stream remains to our north, we’ll continue to be on the dry side. All it would take is for the jet stream to move south by about 100 miles and we would be “enjoying” a wetter summer. For now, hot and dry. Nature note: I’ve noticed monarchs visiting milkweed. I’ll be looking for my first set of eggs. I’ve seen a couple of spotting of new ducklings on Peppertree Pond. Picking raspberries and harvesting lettuce. Frank Watson is a local Meteorologist who operates a weather station in White Bear Lake. Weather data and observation are from his weather station and trips around the area. Frank can be found on the internet at WeathermanWatson.com.

Volunteers of all ages are sought to help tend the garden at Tamarack Nature Center. In addition to learning gardening basics, participants will help weed, water and harvest produce for the food shelf. The program is from 10-11:30 a.m. Mondays through Aug. 29. Registration is required, and opens two weeks prior to each date. For more information and to register, go to ramseycounty.us/residents/parks-recreation/tamarack-nature-center/programs-events/ free-programs/garden-programs.

Storm drain adoptions trending in right direction

SCOTT COSTELLO | CONTRIBUTED

As of July 5, 443 storm water drains have been adopted by members of the five communities around White Bear Lake. Lake Conservation District Director Scott Costello provided the latest update to the 2022 Adopt-aDrain Challenge. The district is sponsoring the challenge. The goal, reminded Costello, is to double the number — 596 — by October. “While we’ve seen a significant increase, we still have a long way

to go,” he said, pointing out the city of White Bear Lake has made much progress during the challenge and is close to doubling the number, starting with 120 adopted and on July 5, showing 212. There are 3,077 total known drains in the five communities; 14.4% have been adopted. For more information, see mn.adopt-a-drain.org/map.
