Century College and the Protez Foundation have formed a partnership together to provide a training for Ukrainian health care professionals in prosthetics July 24 Aug. 11. The training will take place in the Century College orthotics and prosthetics lab and will be led by Century College orthotics and prosthetics expert faculty.

Twenty Ukrainian health care professionals will participate in the intensive three-week training.

The Protez Foundation is a nonprofit organization that works towards providing care to Ukrainians who have lost limbs during the Russian invasion by giving them high-quality prosthetic care.

Eric Riedel, Dean of Health Sciences at Century, thinks that this partnership is a great opportunity for Century College to expand its outreach and impact in the world.

“I think this is a great opportunity to support the Protez Foundation and support those who have suffered from the war in Ukraine,” Riedel said. “It’s also an opportunity for us to provide the very best of our prosthetics training in a manner that will turn around and be applied very directly and immediately to those in need in Ukraine.”

County Road E and Bellaire Avenue new proposal underway

Ryan McKilligan, owner of Element Design-Build, went back to the drawing board for rezoning, planned unit development (PUD) and subdivision applications to redevelop the vacant commercial site located in the southeast quadrant of 2502 County Road E and Bellaire Avenue intersection.

Community Development Director Jason Lindahl said the proposal is changed from an all-rental townhouse and apartment proposal down to nine for sale units. The height has been reduced from three stories in certain parts of the development down to two and a half stories.

Also, the project proposes to construct a parking lot, concrete patio and walkways and an associated stormwater management facility. A portion

of the existing building will be renovated into a community room.

“As with the applicant’s previous proposals, access to the nine-unit townhome proposal will come from Jansen Avenue on the south side of the development,” Lindahl explained. “The proposed access is generally centered on the southern property line to balance separation from either SEE NEW PROPOSAL, PAGE A11

Come 2025, the County Road J and I-35E interchange could look drastically different than it does today.

County Road J from Centerville Road to Otter Lake Road – including the interchange with I-35E – is scheduled for reconstruction in 2025.

Ramsey County is leading the project in partnership with the Minnesota Department of Transportation, Anoka County, White Bear Township, North Oaks and Lino Lakes. Two watershed districts, the Rice Creek Watershed District and the Vadnais Lake Water Management Organization are also involved.

The existing I-35E and County Road J interchange –and the surrounding area – has safety, congestion, and access issues that impact pedestrians, bicyclists, and motorists.

Additional development is expected near the interchange in the next five years, which will increase traffic and worsen safety issues.

Three areas are targeted for improvement include: • The I-35E and County Road J interchange.

• County Road J from Centerville Road to Otter Lake Road.

• Centerville Road from County Road J to North Ash Street.

“A major reason for the project was we wanted to make that a full interchange and then also provide better pedestrian accommodations crossing the interstate,” said Project Manager Joey Lundquist of Ramsey County. “We talked with quite a few of the big businesses right there, they have people coming from the north that will appreciate being able to get off there versus having to get off up at County Road 14 and come down.”

The project is estimated to cost $20 to $25 million. Lundquist said at this point, the project is fully funded, with funds coming from regional solicitation money, MnDOT and local participation (cities/counties).

Up to this point, there have been multiple opportunities for community engagement. From December 2021 to January 2022, an online comment map was up and running on the project website for community members to offer feedback on safety, pedestrian and bicyclist access, congestion and access to businesses and neighborhoods.

A virtual open house was also held in September 2022 along with a StoryMap, which allowed the community to comment on the eight

certainly this will create more… I like to ride my bike and walk our dog along there,” she said. “The Otter Lake area is designated as a regional park, but it doesn’t seem to me that the way this is being designed takes that into account.”

She added that she did think the roundabout option would make sense on the Centerville side in front of the businesses, but she didn’t think it would be necessary on the Otter Lake side.

Mary Osterlund of White Bear Township said she was not in favor of the preferred option. She questioned whether there was enough space to make roundabouts.

“I think the least intrusive, the least amount that can be done to improve the situation but not impinge on all of the land around it is what I would be in favor of,” she said.

Linda Meyer, of White Bear Township, said, “It’s been a long time coming … it’s time.” She said she was especially looking forward to being able to hop right on the freeway instead of having to drive to County Road 14 every time she wants to get on the interstate.

Lundquist explained that the project is still in the preliminary design phase. “We have worked through a lot of stuff to get where we are at,” she said. “We think we are on the right track.”

The project team is working on completing the Interstate Access Modification Report currently, which needs to be betted by MnDOT and the Federal Highway Administration. The plan is to start final design this fall, with final design plans ready at the end of 2024.

They are aiming for construction in 2025.

Community members will likely have another opportunity to weigh in on the project over the winter with another open house.

Lundquist says up to this point, many of the comments the county has received are from people who do not like roundabouts. The county also received a lot of comments about avoiding the conservation easement that runs west of 20th Avenue and north of County Road J. “In the first round of the StoryMap we were looking at a few options that bisected that (the conservation easement) We definitely got feedback that people didn’t like that,” she explained. “So, the option we are left with we are trying to just make it in the corner versus impacting it significantly.”

At this point, “alternative 1” has been selected as the preferred plan to proceed with preliminary design and a more detailed analysis.

According to the project website, this plan performed better than others based on technical evaluation criteria, MnDOT and county assessment, public feedback and the goal of minimizing impacts to the environment and areas protected by a land trust. “(This option) had the most support from everybody,” Lundquist said. “It works well with the conservation easement, and it should move traffic well. Everybody seems to be on board with it as being the best option.”

The preferred plan would involve one bridge over I-35E and four roundabouts.

“I think the way the project is recommended, resolves all issues and provides a long desired full north and south access to I-35E,” said Anoka County Commissioner Jeff Reinert. “The roundabouts will eliminate wait times, and keep traffic moving, while mitigating speed issues and safety concerns on Centerville Road. It’s a good plan.”

Residents were given an option to weigh in on the plan at a recent open house.

from home, I used my extra free time to start working on the book in earnest again and in fall 2021, I hired a developmental editor who was instrumental in helping me pull it all together.

I also enlisted a friend to design the cover and found a group of beta readers to read my manuscript and provide feedback before I did the final edits. The final step was getting everything formatted to upload to Amazon and another book distributor so people can actually buy it!

Q. Tell us a bit about yourself. Where are you from? How did you get to where you are today?

A. I grew up in White Bear Lake and graduated from

I returned home to go to the University of Minnesota Law School before moving to Chicago in 2001, where I spent about six years working as a tax attorney. In 2007, I left the law for a career in alumni relations and development. In mid-2011, I quit my job to spend the next 13 months traveling and volunteering in the former Soviet Union, which was the inspiration for my book. I’ve been in Washington, D.C. for the past eight years and currently work at the University of Maryland as the Chief Development Officer for the Philip Merrill College of Journalism.

Q. What drew you to being an author?

A. I’ve always enjoyed writing and when I

decided to take a career break to travel, I launched a travel blog to document my entire journey. I also took on freelance writing assignments writing for a variety of travel websites.

A. I worked on it off and on for about ten years! I

And countries like Georgia and Armenia aren’t on the radar of most American tourists, but they offer fascinating historical sites, natural beauty and incredibly friendly people.

A. I am finishing up a course to be certified as a

The eagle has landed

few weeks ago one of our Bethel University interns, Sebastian Studier, reported the story of a distressed young eagle who was rescued by local falconoer Frank Taylor and brought to the U of M Raptor Center. The eagle is believed to have strayed from it's nest and was found partially spread out on the ground, showing signs of overheating, dehydration and trouble eating. Once the Raptor Center took in the eagle, they ran a series of tests to make sure it was free of viruses and parasites and then began the process of recovery. Once the raptor was strong enough to be released, the center coordinated with Taylor and the landowner for a release. Friday morning we received a call from Taylor that the eagle would be released Friday night, dependent on weather. We picked up Paul Dols and a few local residents by pontoon Publisher’s and kept in touch with Taylor, who was on another pontoon with staff from the View Raptor Center. We were surprised to see large, soft-sided crates on their boat, Carter Johnson two and learned the Raptor Center brought along another orphaned juvenile eagle they planned to rehome with the other one. Apparently eagles are known to take in stray babies.

We watched from about 100 feet away as the team cleared brush and prepped a low lying tree as a possible perch for the young eagles. The first eagle was released and flew about chest height right at us before circling back and landing right back where it was rescued from. We were in such awe that most of us missed the release of the second eagle, which quickly hid in the trees.

We have been in contact with the landowner and have learned that the eagle parents have been circling the area and seen with fish in tow. It seems the release is off to a good start.

LETTERS TO THE EDITOR Recent letter misleading This is a response to the recent letter from Ms. Youker.

To begin, as a scientist I’ll gladly champion the use of metric units such as hectares!

But for a U.S.-based audience, seeing such a disjointed and Canadian-centric message raises both eyebrows and attention. As for my attention, I identified ‘borrowed’ statements from conservativeleaning outlets such as The Canadian Press, The Fraser Institute, The Province, CTV News, and the Washington Examiner. Instead of an opinion letter, we see a cobbled collection of article snippets that Ms. Youker is passing on as her own words. And still unable to cite her sources correctly (e.g. www.fao. org isn’t the Canadian Forest Service).

The crux of her opinion is that climate change isn’t driving wildfires but they’re human induced, therefore no need to consider climate a risk for fires. I would counter that increased variability of temperature and precipitation skews any fire, human or otherwise, worse. For example, populations of the mountain pine beetle have expanded into large sections of Alberta since 2000, killing millions of trees.

And under what conditions does the beetle grow best?

When summers are warm & dry, while winters are mild preventing the beetles from being killed. Alberta has warmed at least 4C (~7F) since 1951 (albertaclimaterecords. com), climate forcing like this will make any fire, human or natural, accelerate rapidly.

Additionally, using Edmonton as a proxy for all Alberta is misleading at best. Why select a single station and not any of the other 261 across the province, if not to ‘cherry-pick’ the data? This does nothing to help your claim but reinforces the counterpoint that climate change exacerbates wildfire regardless of source.

I am not a Canadian citizen, nor claim to know the ins and outs of their government.

Yet, I am willing to put in the effort to try and understand what our friends up north are struggling with. I do this by using verifiable data, proper analyses, and critical thinking to make honest judgements. If only we could do more of that here in the U.S. Toby FitzSimons Vadnais Heights

Better headlines needed While reading the June 21 edition of the White Bear Press I was quite surprised and disappointed to see the headlines involving high school sports: “Young Zephyr golf squad places 4th at state”, “Zephyr girl golfers 8th in state meet” and “Bear 7th-grader 28th in state golf”, “Bear girls duo competes at state” Why did you mark the gender of the female athletes but not the male? Doing so perpetuates that boys’/men’s sports are “sports,” but girls’/women’s sports are not.

Can’t compare pregnancy, Covid In Ms. Cindy Paslawski’s July 12 letter, she tries to compare opposition to government intrusion in one’s personal health care decision about abortion with government actions to try to limit the spread of Covid-19. People have been getting pregnant throughout history, and there are many factors involved in determining whether to continue a pregnancy.

Pregnancy is not a rare circumstance.

When someone decides to get an abortion, their decision mainly affects themselves and the immediate people in their lives, no one else. When government officials made decisions to require/encourage vaccinations or that people wear masks, we were dealing with a rare circumstance where action was needed to limit the spread of a deadly, rare virus. These government actions were meant to protect the public from illness and death and were intended not only to protect the person getting the vaccine or wearing the mask but were intended to protect others. Over 1,100,000 people have died in the U.S. due to Covid-19. If there had been greater compliance with vaccinations and maskwearing, we wouldn’t have had such a high rate of illness and death. This makes these two situations quite different as pregnancy is not contagious.

If the author truly values “life,” it seems like she would support government actions designed to protect people from dying or getting seriously ill. As a conservative, Ms. Paslawski has every right to her opinion about abortion and is free to act accordingly.

She does not; however, have the right to impose her conservative or religious views on others.

Small world story Even after 40 years, it’s still my favorite small-world story.

Working at a small school in a small town in then West Germany’s Black Forest, I had just returned from a few months of travel, and was informed that we had guest speakers from Minnesota.

So, after the midday meal the class, staff and guests went for a hike. I sidled up to one of our arrivals and asked where in Minnesota he was from. He stated they were living north of Bemidji.

“Is that where you’re from?” I asked. “No. I’m from St. Paul.”

“St. Paul proper?”

“No. It’s a little town you’ve probably never heard of.”

“Try me.”

“Have you ever heard of White Bear Lake?” At which point the light came on. I stated, “Oh! Your brother

works for the White Bear Press.”

The look on his face was priceless. How does a German (I’m a WBLAHS 69er but didn’t have an American accent) living in such a remote area know such a thing?

We did get everything sorted out and do occasionally still run into each other. I just saw him recently at a funeral (we’re of the age).

Anyway, kudos to the White Bear Press for its lengthy service. To cite Spock, “May you live long and prosper.”

People should get a vote This is a response to Brooke Raeker’s July 5 letter to the editor.

And so it begins, it appears that the democratic party is going to rely heavily on abortion and LGBTQ+ in the next election cycle.

Regarding abortion, after Roe passed members of the court, especially Ruth Bader Ginsburg, said they had used flawed translations of the law.

It should not have passed. If you read the constitution, you will find that the case should never have been put before SCOTUS. It fell within the purview of the states, not the federal government (the federal government has very limited power under the constitution, and they overstep their bound a lot. The tenth amendment: “The powers not delegated to the United States by the constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the People.”) I truly believe that had Justice Ginsburg lived to hear this case (Dobbs) she would have voted to overturn Roe. Religious conservatives have every right to express their opinions on impending as well as existing laws. See article III of the Bill of Rights.

I believe that our current state governor and legislators overstepped their bounds by not putting this heinous legislation to a vote of the people. I believe it would have passed, but at least those of us who opposed it would have been able to express our opinion.

WHITE BEAR LAKE AREA SCHOOL BOARD NOTES • Each year the White Bear Lake Area School Board is required to approve the resolution to renew the White Bear Lake Area High School’s membership in the Minnesota State High School League (MSHSL). Superintendent Dr. Wayne Kazmierczak said each School Board member reviewed the “Why We Play” training video found on the MSHSL website as required by the Minnesota State High School League.

“This is more than just sports,” said School Board Member Scott Arcand. “This is our oneact play, our speech and music contests that are out there giving students an opportunity to problem solve, to fail and then pick themselves up and try again. It teaches them lifelong skills, showing them how to work together with things in the real world. So these are things that enhance their academics.”

• The Minnesota Department of Education (MDE) requires that school districts annually designate an Identified Official with Authority (IOwA) to comply with MNIT Enterprise Identity and Access Management Standard which states that all user access rights to Minnesota state systems must be reviewed and recertified at least annually. The Identified Official with Authority assigns job duties and authorizes external users' access to MDE secure systems for their local education agency (LEA).

The School Board authorized Kazmierczak to act as the IOwA and Rachael Markuson, executive assistant to the superintendent, to act as the IOwA to add and remove names only for White Bear Lake Area Schools.

• The School Board of Northeast Metropolitan Intermediate School District No. 916 has approved a long-term facility maintenance budget for its facilities for the 2024-25 school year is $431,950, which member districts pay a proportionate share determined by utilizing a blended rate based on net tax capacity and ratio of ADM utilization by the district. Kazmierczak noted the White Bear Lake Area Schools’ proportionate share is $40,675.

WASHINGTON COUNTY SHERIFF’S REPORTS The Washington County Sheriff's Office reports the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Grant • Residents in the 9000 block of Justen Trail N. reported receiving a scam text June 11 claiming to have possession of their child's phone. The complainants checked immediately and confirmed their child still had their phone.

Deputies advised the complainants to block the number and not to respond to further messages.

• A resident in the 7000 block of Jocelyn Road N. reported an Amazon delivery driver dropped off a package on June 12. After the complainant studied her video surveillance footage the next day, she noticed a man with hair “down to his knees” get out of a black Ram truck to take a video of the property, but not take the package from the front door. Although nothing was taken, except for the photo, the complainant wanted the incident documented.

• Another resident in the 7000 block of Jocelyn Road N. reported a gray Honda sedan pulling up to her barn June 13 and leaving immediately when she went outside. The complainant was unable to obtain a plate number of the vehicle or description of the driver. Deputies wondered if the incident was related to the suspicious vehicle call in the 7000 block of Jocelyn Road.

Mahtomedi • A Park Avenue resident reported 50-60 vehicles parked near Park Avenue and Iris Street at 10:29 p.m.

June 8, and he could not access his driveway. Deputies arriving on scene noted approximately 150 teens, near 18 years in age, congregating at a graduation party in the area. The graduates cleared out from the residence, as deputies rolled north and south along Park Avenue while continuing to force the remaining teens to disperse.

• A Minnesota motorist was cited at 11:36 p.m. June 8 on Grove Street for driving the wrong way on a one-way street, after deputies enroute to a large disturbance call observed the vehicle turn on Grove Street, pass multiple “Do Not Enter” signs and push against the correct flow of traffic. The driver's attitude was described as “good”.

• Shoplifting was reported June 11 at a Wildwood Road business.

• Deputies conducted a traffic stop and cited a motorist at 12:41 a.m.

RAMSEY COUNTY SHERIFF'S REPORTS

June 13 near Century Avenue N. and Wildwood Road for driving after revocation and failure to provide proof of insurance.

• A Wildwood Road resident reported a scam on June 13.

• A Windsor Lane resident reported identity theft fraud June 14 without financial loss at the time of the report. The complainant thinks the suspect was from New York City.

• Deputies on general patrol at 12:55 a.m. June 15 removed a vehicle and its occupants from a park after hours near Locust Street and Neville Avenue. The two occupants went quietly in their vehicle.

• Deputies on patrol searched for a suspicious person at large, after they observed an unidentified person running along the 400 block of Park Avenue at 1:23 a.m.

June 15. As soon as deputies approached, the person caught sight of the squad and darted into a nearby wood. The suspect was last seen wearing a white shirt and white shorts.

Pine Springs • Deputies assisted the Minnesota State Patrol June 9 with a rollover accident on westbound Highway 36 at the southbound ramp to I-694. Deputies' duties included shining lights on the scene and transporting individuals off the highway.

• Deputies issued a citation at 1:54 a.m. June 13 to a motorist who did not yield to an emergency vehicle and who was speeding on westbound Highway 36 at I-694.

• A Minnesota motorist was cited at 11:41 p.m. June 14 on eastbound Highway 36 just west of Hilton Trail N. for speeding 80 mph in a 55 mph zone by deputies on stationary patrol who clocked the vehicle on radar.

Willernie • Residents near Kimberly Road and Chatham Road reported their neighbors for dumping items on the street corner June 9 and advised deputies they had surveillance video of the neighbors in the act. When deputies spoke to the neighbor about the dumping, the neighbor agreed to take the items back to their property. Just to make sure, deputies later drove by the street corner and did not see the items.

• Chatham Road residents reported persons for knocking on their door while they were asleep at 11:59 p.m. June 12.

The Ramsey County Sheriff's Office reports the selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights • Deputies arrested six people and turned them over to the West St. Paul Police Department June 14, following a stolen vehicle report in the 800 block of County Road E. A vehicle involved in an armed robbery in West St. Paul was tracked to the Walmart store and seen exiting the store parking lot at the intersection of the service road and County Road E. Weapons were drawn, and a vehicle intervention technique was used to stop the car-jacked vehicle.

• An unidentified person was arrested at 9:51 p.m. June 14 on Centerville Road and Edgerton Street, following a one-mile pursuit that lasted one minute.

When deputies tried to pull the vehicle over for a traffic violation, the vehicle briefly stopped before trying to flee. Deputies, however, had preemptively deployed stop sticks that deflate tires without a blow out, and the pursuit didn't last long. The case is under investigation.

• A Shoreview man reported his vehicle broken into June 15 while he and a companion were out for a walk in Sucker Lake Park in the 4500 block of Rice Street.

A passenger side window was smashed in for access, and a wallet hidden under the driver's seat was stolen. The victim's financial accounts were frozen prior to deputies' arrival on scene.

• A Minneapolis woman, 21, was arrested for felony theft June 16 at the Walmart in the 800 block of County Road E, after loss prevention personnel observed her cutting security tags, concealing items and passing all points of sale. After store employees recovered the items outside the store, the suspect fled in a vehicle.

Deputies conducted a traffic stop and arrested the suspect. After she was banned from the store, she was booked at jail for felony theft. A report was sent to the county attorney for consideration of charges.

• A road rage assault was reported June 17 at the intersection of County Road F and McMenemy Street.

• A resident in the 3500 block of English Street reported a burglary June 17, after three males in a white truck with asphalt equipment came to the house and pitched their driveway seal coating services. While one of the men distracted the victim, another

went around to the back of the house and entered the residence through the back door. Nothing appeared to be missing from inside, and video surveillance is available. Deputies advised the complainant to warn her neighbors.

White Bear Township • An iPhone 6 was reported stolen, after unlocked vehicles in an open garage in the 5900 block of Bayberry Drive were rummaged through overnight June 12-13.

• Approximately $2 in change was reported stolen from an unlocked vehicle parked in the 2500 block of Blue Bill Circle overnight June 12-13, after the vehicle was rummaged through.

• A resident in the 5800 block of Red Pine Blvd. reported his unlocked vehicle rummaged overnight June 12-13 after video surveillance footage showed the vehicle entered at 12:58 a.m. that night. No damage was reported, and nothing appeared to be missing.

• White Bear Lake Superstore reported a rental vehicle stolen overnight June 12-13 while it was parked on the street in the 5800 block of Pintail Lane. When the complainant reported the theft to the rental agency, he was told the Minnesota State Patrol had found the crashed and abandoned vehicle.

• Residents in the 2600 block of Suzanne Circle reported a vehicle ransacked overnight June 13-14.

• A resident in the 5800 block of Bayberry Drive reported fraudulent charge attempts on her credit cards during March and April, after she learned from Maplewood Police on June 14 that they had recovered a purse she didn't know was missing.

• A resident in the 5900 block of Red Pine Blvd. reported his vehicle rummaged through June 14, after viewing a video clip of the suspects exiting a small white SUV and running up his driveway to check the door handles of his vehicle.

The suspects then entered the unlocked vehicle and rummaged through it. No items were taken, and the vehicle sustained no damage.

• A resident in the 1000 block of Mehegan Lane reported a Snap Chat blackmail scam June 15, which he recognized immediately and called in.

• A Zimmerman woman reported her wallet missing June 16, following her nail appointment in the 1000 block of Meadowlands Drive. Her credit cards were then used at the Walmart. The case is under investigation.

WHITE BEAR LAKE POLICE REPORTS The following selected incidents were reported by the White Bear Lake Police Department: • Theft was reported on in the block of White Bear Avenue on July 7. A man left his phone sitting outside the store after his break and someone took it and walked off with it. The approximate value is $800.

• An officer responded to a burglary in the the 3500 block of Hoffman Road on July 7 that occurred within the past

week. Jewelry and other valuables were stolen.

• An accident hit and run was reported in the block of 4th Street on July 10.

• Officers were dispatched to a report of a drunk driver near County Road E and Century Avenue. Officers located the vehicle in the 2300 block of Dorothy Avenue. A White Bear Lake man was found to be impaired by alcohol. He was arrested and booked on 4th degree DWI charges on July 10.

• An accident hit and run was reported in the block of Van Dyke Street on July 11.

• Theft was reported in the block of Buerkle Road on July 12.

• Harassment was reported in the block of Century Avenue North on July 12.

• A burglary was reported in the block of Cedar Avenue on July 12.

• Theft was reported in the block of Elm Street on July 12.

• Theft from a grocery store in the 4600 block of Centerville Road on July 12.

• Officers assisted the Maplewood Police Department with a suspect that fled. Upon arrival, the suspect was already in custody on July 12.

• Theft was reported in the block of Division Avenue on July 13.

• A vehicle was stolen from a parking lot in the block of 6th Street on July 13. Due to the

quality of the surveillance video, the suspects were unidentifiable.

“Our partnerships are much more geographically spread,” Riedel said.

Roger Wagner is a professor of orthotics and prosthetics and Century who specializes in clinical instruction and will be one of the main instructors during the training. Wagner teaches in the prosthetic clinical applications program, which means that he teaches students how to both design and fabricate, but also how to fit patients with artificial limbs.

Age limit on mandated hearing aid insurance coverage in Minnesota eliminated

Thanks in large part to Dr. Rebecca Younk, an audiologist and governmental chair for the Minnesota Academy of Audiology, hearing aid insurance coverage is now available to all people in Minnesota, regardless of age. Younk owns 21 audiology clinics throughout the metro area, Wisconsin and West Central Minnesota, including Beltone Hearing Aid Center in White Bear Lake.

As of May 24, in Minnesota’s most recent Omnibus bill, section 62Q.675, the language that once read “a health plan must cover hearing aids for all individuals 18 years of age or younger for hearing loss,” now reads without the “18 years of age or younger” part. The broke college students, middle-aged parents unable to hear their children, and anyone else struggling to afford hearing aids across Minnesota are now able to receive the help they need.

This issue is something Younk holds deeply, because she believes that hearing is a vital part of society and something that all people should have access to.

“Hearing is so critical, and it keeps us running as a society,” Younk said. “Hearing loss can break down good communication between loved ones, family members and friends.”

In 2005, Younk and her colleagues — along with the help of the Minnesota Academy of Audiology — were able to get coverage for Minnesota residents under 18 because as Younk says, “let’s face it, kids are cute.”

It has been a different story getting coverage for adults, though, as Younk and her team have been working behind the scenes since 2005 in an attempt to remove this age barrier.

Younk and other audiologists went to their lobbyist and put an entire proposal together two years ago, but were told that the bill would not go anywhere because any mandate for insurance would have to go through a fiscal policy review to see what the impact would be on the cost to the consumer and to the state.

This was going to cost tens of thousands of dollars and, as a small profession, was not something that the audiologists could afford to help.

The audiologists continued to try and get coverage for those in need over 18 by finding grassroots sponsors and attempting to get enough funding for the cause.

“Out of nowhere,” the lobbyists notified Younk and her team that there were two bills coming out this year that were eliminating the age restriction, and Younk was told immediately to take action by writing a letter of support and speaking at the Capitol. “‘Tomorrow, I’m in clinic,’” Younk remembers saying, caught off guard by the news.

Younk would come to find out that both the Department of Health and the Minnesota Commission of the Deaf, DeafBlind, and Hard of Hearing had already begun to put the bill together and had forgotten to give them a phone call. All three of the different groups would come to find that they were working individually

Wagner thinks that those who work in the industry of prosthetics are inherently driven to help others.

He searches for places where he and his colleagues can really make a difference.

“There’s only so much we can do here in Minnesota, so we’re trying to make the biggest difference,” Wagner said.

Riedel thinks that the partnership formed with the Protez Foundation falls perfectly in line with the mission statement of the college, which seeks to inspire, prepare and empower students to succeed in a changing world.

“We hope it’ll continue,” Riedel said. “It’s clearly in the college mission and the mission of the health programs to prepare students to adapt to a changing world, and this is a great example of it.”

City Council will consider cannabis interim moratorium

It turned out that there was no need for a fiscal review in order for the bill to be passed, but it was simply a matter of the Department of Health looking at the federal regulations and realizing that this was discrimination.

All that was required was a change in a mandate that they already had.

“I wish somebody would have told us that 10 years ago,” said Younk. “Audiologists aren’t lawyers, and we’re a small profession, so we don’t have the money to hire lawyers to look at the legal language and help push bills through.”

What then would ensue was a “mad dash” with all three different groups working together to get the bill to the point where Gov. Walz could sign off and put it into law.

“It just so happened that the stars aligned, and it went through so fast that we could all not believe it,” Younk said. “We could just not believe it after how long it took us to get there.”

Younk views this new legislation as a great benefit for a number of different Minnesota residents, from college students to older parents with worsening hearing loss who don’t always have the extra money needed to cover their own hearing costs, factoring in health expenses for children, house payments, student loan debt, car loans and all of the numerous expenses of adult life.

“For individuals where finances are tight, now to have an insurance benefit coverage to at least take part of it is tremendous,” Younk said.

This work comes as a relief to Younk. During her career as a hearing specialist, Younk has believed that health insurance companies have not viewed hearing loss as an important issue. She thinks that hearing loss has long been viewed as something that simply happens with aging and a cost that people are expected to pay out of pocket.

“It has been a barrier for many individuals with hearing loss,” Younk said. “Individuals that have a hearing aid benefit are much more likely to feel comfortable pursuing hearing care, and it’s an easier conversation with them. They feel like they don’t have to do it all on their own.”

The White Bear City Council is considering an interim moratorium ordinance regarding the operation of cannabis businesses in the city. A public hearing is scheduled for the council’s next meeting Tuesday, July 25.

City Manager Lindy Crawford said the Minnesota Legislature enacted and the governor signed, 2023 Minnesota Session Laws, Chapter 63 – H.F. No. 100 (Act), which is comprehensive legislation relating to cannabis, including, but not limited to, the establishment of the Office of Cannabis Management, which will manage the regulation and licensing of businesses that wish to sell cannabis.

The Act provides local units of government certain authority related to cannabis businesses, including the authority to: • Require local registration of certain cannabis businesses operating retail establishments.

• Adopt reasonable restrictions on the time, place, and manner of the operation of cannabis businesses, provided that such restrictions do not prohibit the establishment or operation of cannabis businesses.

• Limit the number of certain cannabis businesses based on the population of the community.

• Prohibit the operation of a cannabis business within 1,000 feet of a school or 500 feet of a daycare, residential treatment facility, or an attraction within a public park that is regularly used by minors, including a playground or athletic field.

The Act also allows cities conducting studies to place an interim moratorium ordinance that may regulate, restrict, and prohibit the operation of cannabis businesses within the city until Jan. 1, 2025. Before adopting an interim ordinance, the governing body must hold a public hearing.

“Given the uncertainty regarding the model ordinances yet to be developed by the Office of Cannabis Management and the broad scope of the changes in Minnesota law brought by the Act, I am recommending that the City Council adopt an interim ordinance imposing a moratorium on the establishment and operation of cannabis businesses in the city of White Bear Lake for the purpose of protecting the planning process and the health, safety and welfare of our residents and citizens,” Crawford said.

Mayor Dan Louismet thanked McKilligan for his commitment to developing the site.

“I think we’ve got a plan that sounds like there’s not really any neighborhood opposition to it and it would be a benefit and an asset to the community,” Louismet said. “I think it looks good and I think we should build it.”

NAMES IN THE NEWS Lucas Riesgraf has been named Associate Principal of Mahtomedi Middle School. He comes to the position from University Avenue Elementary school in the Anoka-Hennepin School District where he was assistant principal. He began his career as a middle school counselor.

Dellwood resident Catherine Nicholson has been named to the Governor's Residence Council, for a term that runs through Jan. 4, 2027. The Governor’s Residence Council develops and implements an overall restoration plan for the residence and surrounding grounds; solicits and accepts contributions to restore, maintain, improve, decorate, and furnish the building; and approves alterations to the structure.

WBCA announces next Executive Director Chris Scholl will become the executive director of White Bear Center for the Arts on Aug. 7.

Chris comes to the position following 5 years as executive director of Maplewood-based theater Ashland Productions. He also served in fundraising roles with Jungle Theater, The University of Minnesota's College Chris Scholl of Design, and the U of M Foundation. His work at DePaul University and the Goodman Theater in Chicago helped him develop skills in building sponsorships, corporate donors, foundation grants, and ensuring the sustainability of arts organizations to fulfill their missions.

“I was first an artist myself, and later realized that my gifts as an administrator are greater than as an artist,” said Scholl in a statement. “Since then I've used my leadership roles to ensure that the creativity of others is given the opportunity to achieve full expression, including next generation artists, CONTRIBUTED underserved community members, and everyone who wishes to explore their artistry to the utmost.”

Scholl has an MBA from the U of M's Carlson School of Management, an MFA in scenic design from the University of North Carolina School of Arts, and a Bachelor of Arts in theatre from Bucknell University.

He and his family live in Shoreview.

Postage rates increase For the second time this year, the United States Postal Service (USPS) is raising rates.

Effective July 9, First class mail prices are increasing 4.8% to 66 cents.

This hike is the fifth increase since early 2019, when a Forever stamp cost 50 cents. The higher postage prices haven't come without criticism, however, with some postal experts pointing out that customers are paying more while getting less for their money.

That's because the 10-year plan has slowed the post office's delivery standard for mail to six days, down from its prior goal of three-day delivery to any destination within the U.S. And the series of price hikes means that the cost of a postage stamp has soared much higher than inflation, which has jumped 20% in the same period, according to the Bureau of Labor Statistics.

According to Lindahl, the property is 0.67-acre (approximately 29,185 square feet) in size. Building permit data shows the property had been used as a gas station since approximately 1971 with the existing building constructed in 1985. City records indicate water service to the property ended 13 years ago in December 2009 and the fuel tanks were removed from the site in 2016.

A second reading of the rezoning application and action on the PUD and subdivision applications will be held at the July 25 City Council meeting.

Until this summer, I poohpoohed all the fuss about the Grand Canyon. I was a Grand Canyon denier.

I had dismissed one of the seven wonders of the natural world as just a big crack in the desert landscape. In 1980, I had briefly looked over its north rim to take what was considered a selfie in those days (another person takes your picture for you, so you don't fall into the abyss). I fled the overlook immediately because it was 106 degrees in the shade that day.

A photo of the Grand Canyon captures only a nanosecond of its life that is estimated to be 1.84 billion years old. In addition, still photos that look over and not into the Grand Canyon can make it look one-dimensional, when it has a depth of more than 6,000 feet.

I was not alone in my depth deception.

Back in 1540, after hearing Hopi guides talk about a “great desert river,” whose width measured several hundred yards across, the first Spanish explorers to look over the rim of the Grand Canyon in search of the Colorado River judged its width to be “no more than eight feet across,” (historical notes from The Emerald Mile by Kevin Fedarko).

Three days later, Don Garcia Lopez de Cardenas decided to test his sense of scale and dispatched two of his most agile soldiers to just scramble down to look at the river and, perhaps, to drink its waters to see if it was potable. The men were able to descend only a tiny fraction of the distance before returning.

They pointed to a stone column that appeared from the rim to be only the height of a man. The soldiers said that the tower was, in fact, taller than the great belfry on the Seville Cathedral, which was 344 feet high.

The prospect of further exploration became so daunting to Cardenas and his men that no European went into the Grand Canyon for more than three centuries until Maj. John Wesley Powell set out to map the Colorado River.

It took me three decades to return because I was never a huge fan of the desert. There are snakes and scorpions in it. It is also hot and dry - unattractive to a cool weather girl who likes forests of trees and water in all its forms.

As with Powell, white water was what drew me to the desert at long last. This year I finally

had the opportunity to check off a long-standing item on my bucket list — to run one of the wildest rivers on earth, the Colorado River.

Going into the Grand Canyon to get to the Colorado River at the bottom started my epiphany — appreciating the Grand Canyon.

A rafting trip through the canyon is made up of two parts.

The first is sitting mesmerized on a gently gliding raft as the most colorful, diverse and stunning rock formations on earth roll by. I looked up at giant maize-colored eroded cathedrals that could hold at least 50 Seville Cathedrals. The neighboring rocky “building” could have been a great rustcolored mosque one billion years ago. The edifice next to that looked like an ancient marble post office building reaching into the heavens. Around the next bend was a red, smoothedout Mt. Rushmore, and later, a pink Crazy Horse Memorial landscaped with green Tamarisk trees, or the orange Taj Mahal of the Paleozoic southwest.

Rocks in seemingly unimaginable and infinite combinations were striped and tilted, jagged and smooth.

They brought to mind alabaster pillars from ancient Greece, sandy statues from Petra or terra cotta warriors from China.

Imaginary statues 1.5 billion years-old appeared to have been sanded out and varnished with a patina of age. They were made of limestone, sandstone, shale, quartzite or schist. I never tired of looking at all the combinations and re-imagining all of history.

The second part of the rafting trip was the occasional interruption of grandeur to hang on for dear life. At approximately every mile, a creek from a side canyon entered the river where it created rapids with the big rocks washed in front of it. Our Colorado River journey from Lees Ferry to our helicopter pad at take out was 187 miles. That's about how many times we got drenched with icy cold water and we descended some 2,000 feet in the process.

Several of the rapids took care of 30 of those feet individually, within just the first two of their ten standing waves, called haystacks.

It would take a special picture to fully convey the danger and turbulence of the glorious rapids of the Colorado River. Even as we were about to enter a benignlooking class eight rapids, I

would think, “We can take these rapids.”

That was before we went into the rapids.

A common mistake is to think that the tops of the waves I saw ahead of us were the entire waves. Then I looked ahead, past the rapids bubbling along many feet below where I was waiting to enter them and realized the larger bottom portion of the standing waves I was disrespecting had been hidden.

And now they were upon us.

Often the fifth wave in a rapids was a refreshing slap in the face, and at other times it was a haymaker from the haystack. One never knew when a walloping 15-foot wave would knock my hat off, twist my glasses askew or throw my hands off their handholds. When a hand flies off the handhold, the person at the other end of the hand can easily fly off the boat.

People not holding on correctly with both hands have been known to break a wrist, tear a bicep or go for an unplanned swim in a watery rock tumbler.

To rehearse surviving a swim in the rapids, we pulled over to a scenic side canyon to swim through some mild rapids before hitting the big water with names such as Sockdalager, Hermit, Lava and Crystal. Mostly we heard warnings such as, “If you're thinking of swimming in waves one through four, DON'T!” When kayaking through Minnesota riffles during the spring runoff, we might get splashes of water over the bow that is a couple of inches above the water line. On the Colorado River, the J-Rig we rode was least 10 feet above the water line, and completely disappeared inside the waters of most of the rapids.

At the end of each day, the rafters were all exhausted. We'd done nothing all day long but sit and look up at grand scenery as we rolled by, and looked down at a boiling river filled with eddies and whirlpools. Occasionally, we interrupted our reverie to brace ourselves with everything we had to meet the Colorado River face to face.

Now that I had immersed myself into the Grand Canyon and into the rapids, I exalted that they were both more than deserving of respect and admiration.

I want to do it again.

Job Corps career training openings at the Hubert H. Humphrey campus

Free career training and help with finding immediate job openings in leading industries is now available at the Job Corps Hubert H. Humphrey campus in Saint Paul to people between the ages of 16 and 24.

Enrollment is open to young adults receiving benefits such as TANF, SNAP, and free or reduced school lunch. It is also open to foster and homeless youth.

This year, the program expedites the enrollment process to those experiencing homelessness. Training in the summer program will give young adults the tools to get higherpaying jobs and apprenticeships.

Participants can expect to train for high-growth jobs such as construction, finance and business, hospitality and health care.

Mahtomedi alum reflects on NCAA championship

Like many high school athletes with college-level potential, Colin Hagstrom envisioned what it would be like to play for an NCAA championship team. In Hagstrom’s case, the dream came true.

The former two-sport high school hero for Mahtomedi saw action for the Notre Dame lacrosse team that defeated No. 1 ranked Duke 13-9 in the NCAA finals.

Hagstrom, a junior, was the backup face-off man behind sophomore Will Lynch. Face-offs were a strength for the Irish all season.

“Growing up watching college lacrosse, I always dreamed of playing in the national championship,” said Hagstrom, who was 2-for-5 on face-offs against Duke while Lynch was 12-for19. “To actually accomplish this dream is such an unbelievable feeling.”

The No. 3 ranked Irish finished 14-2, including two wins over Duke. Both losses came against Virginia, but the Irish beat the Cavaliers 13-12 in the NCAA semifinals before capturing their legendary college’s first national title in lacrosse.

Hagstrom won 61 of 146 face-offs in 16 games, also scoring three goals in four shots. Asked about any personal highlights for the season, he said, “Being able to spend so much time with such great people while working hard to win a national championship was incredible.”

At a college with a national following and 34 NCAA championships, lacrosse is a big deal, said Hagstrom. “Lacrosse received a great deal of attention on campus, especially since we were near the top of the rankings. Every weekend, our home games were packed. We had tremendous support and energy from our fans.”

A finance major, Hagstrom said the Notre Dame student-athlete experience is everything he hoped for.

“I get to be part of something bigger than myself, and a member of a great, close-knit community. I get to compete at the highest level. I am pushed to be better every day. Notre Dame has one of the richest sports traditions in the country and I am glad to be part of it.”

Hagstrom helped power Mahtomedi to state lacrosse tournaments in 2018 (they placed fourth) and 2019 (they placed fifth). He made the coaches association all-state team both years and was a three-year team captain. For all that, his prep highlight was delivering the state hockey championship to the Zephyrs in 2020 with the overtime gamewinning goal against Warroad. A forward and co-captain, he got the tournament’s Herb Brooks Award.

Upon graduation, he was named the school’s Senior Scholar and Athlete of the Year.

Hard to top a high school career like that, but winning an NCAA championship does the trick.

Former Zephyr shuttles between Giants, Sacramento

Sean Hjelle of Mahtomedi, pitcherin the San Francisco Giants organization, has appeared in 11 games with the major league club while spending the bulk of the season so far with their top minor league club in Sacramento.

The 26-yearold righthander had his best MLB outing on June 22, throwing four shutout innings and getting credit for the win as the Giants beat San Diego 4-2 in a “bullpen game" with relief pitchers going all nine innings. The leadoff man got aboard each inning off him but he left them all on base as he struck out five.

Hjelle, in two stints with the Giants, has posted a 2-1 record but had some rough outings, compiling a 7.79 earned-runaverage in 17 1/3 innings, with 21 strikeouts. Meanwhile, he’s struggled at times at Sacramento with a 1-4 record and 5.66
