City launches ‘Regrow White Bear’ effort WHITE BEAR LAKE — The city is excited to announce creation of expanded temporary public space in downtown White Bear Lake to safely accommodate visitors and diners. Authorized by the White Bear Lake City Council at its May 26 meeting, this effort is part of a comprehensive and collaborative approach to “Regrow White Bear” as businesses reopen and public life resumes during the ongoing public health crisis created by COVID-19. The effort is a communitywide partnership between numerous organizations including the city of White Bear Lake, Main Street Organization, White Bear Area Chamber of Commerce, White Bear Lake Economic Development Corporation and numerous local business owners who have generously donated time and energy to ensure the continued vitality of the White Bear Lake community. Planning is still ongoing and will include a multipronged approach to “regrowing” White Bear Lake stronger and better than ever. This collaborative effort is made possible in part by the community’s generous support of the city’s Bear Wear project. Coordination of the Regrow efforts will be spearheaded by Lisa Beecroft of Beecroft Marketing, a local resident and business owner known throughout the community for her leadership in executing successful community events such as Marketfest and the BEARly Open. The first phase of this ongoing project involves creation of two public spaces for carry-out dining, the Washington Square area between Third Street and Fourth Street and a portion of the parking lot at Cook Avenue and Third Street. Picnic tables custom-built and donated for this effort by JL Schwieters Construction of Hugo will provide additional dining spaces for take-out food. The public is encouraged to order take-out from restaurants throughout White Bear Lake and dine downtown or in local parks. The temporary public spaces downtown are open daily from 7 a.m. to 11 p.m. for the foreseeable future. Residents and visitors are encouraged to wear masks, maintain safe social distancing and respect public dining spaces by picking up after themselves. Temporary restroom facilities will be provided at each site.
What would Amy do? Those words came to mind as grieving friends of the Grabow family cope with the shock of losing both Amy and her daughter Abbey in a Memorial Day car accident. Amy was a take-charge kind of person who always put others fi rst, said one of her pals, Kelly Sellman. "There is no one like her," Sellman said. "She was nonjudgmental and made everyone feel special. Amy was one of the greatest human beings I've ever had the pleasure of knowing." Sellman was part of a close trio of soccer moms that included Amy Grabow and Diane Barry. Their daughters all played on Mahtomedi High School’s soccer team and the camaraderie they shared formed a tight bond between daughters and mothers. "Abbey was a rising star for Mahtomedi soccer," Barry noted. "It's a huge loss to the soccer community."

Risk awareness
W
hen I began writing this column my original intent was to highlight some information and strategies that could possibly help as we attempt to live, work and safely engage in day-to-day activities during the crisis of a worldwide pandemic that has just passed the sobering milestone of 100,000 deaths in the United States. When I got to the point of working on a conclusion, all night coverage provided by local news outlets showed several fires, including the Third Precinct headquarters of the Minneapolis Police Department, burning throughout the cities of Minneapolis and St. Paul. What started as mostly peaceful protests following the death of George Floyd while in police custody on Memorial Day, devolved into numerous acts of looting, destruction and arson. The level of anger, violence and destruction recalls (and appears to exceed) the race riots that occurred in Minneapolis and other cities across the country in 1967. With the protests and upheaval adding to an already extremely challenging situation, the underlying COVID-19 crisis remains. During a daily briefing, Minnesota State Health Commissioner Jan Malcolm warned that the mass protests over police brutality could trigger a Angle of surge in the outbreak. It seems that now, more than ever, we need to View realistically assess the risks of the situations we encounter. Paul Dols While a student and young adult, as a matter of necessity to save money, I lived for periods of time in what could be termed marginal (or tough) inner city neighborhoods, including North Minneapolis. In order to avoid a constant state of fear, I adopted a mantra of “vigilant but not paranoid” similar to the heightened awareness required to safely ride a motorcycle while still finding some enjoyment in the experience. There were definitely times when I had to rely on experience and also intuition to actively avoid situations that had a high probability of trouble. I share this while knocking on wood, because I realize that there are no absolute guarantees of safety. Throughout my life I have experienced the inexplicable, sudden loss of friends and loved ones at young ages, so I’m also acutely aware that the overall statistics only tell a small part of the story. While attempting to balance and assess risk during this continually evolving, worldwide pandemic, I’ve found that access to trusted sources of information is proving to be vitally important in maintaining both physical health and emotional well being. I’ve accepted the fact that there are many forces at play during this crisis that are far beyond our control, but with this acceptance comes the realization that there are also some variables in our lives that can be managed. Following a link provided by the New York Times Daily Briefing Editor, I was led to an article titled “The Risks – Know Them – Avoid Them” by Erin Bromage, an associate professor of biology at the University of Massachusetts Dartmouth. I’ve found this clearly written and understandable essay to be a valuable resource for assessing risk factors in a variety of scenarios. At the core of the piece is a formula: Successful Infection = Exposure to Virus x Time. This formula, combined with the current information about how the COVID-19 virus spreads, makes it relatively easy to quickly analyze the level of risk involved in a variety of activities ranging from low to high. The article contains many details about the risks of specific situations, including work, churches and restaurants, but, in general most outdoor activities that include social distancing are low risk, while “any environment that is enclosed, with poor circulation and a high density of people spells trouble.” At this point, I still believe that the intelligent and consistent implementation of safety strategies recommended by health care experts can create an equation that helps avoid a worse case scenario, while still allowing us to live our lives fully. Coronavirus market: Money moves to make
T
he recent day-to-day wild ride of the markets can make any investor nauseous. With each breaking news headline, the market can swing from a severe downturn to a quick surge. That’s because investors don’t like uncertainty and nearly everything about COVID-19 is uncertain. Unfortunately, the coronavirus outbreak is likely several months from containment and health experts warn we need to prepare for a second wave, likely Movers & which means market volatility won’t Shakers slow down Skip Johnson anytime soon. Some investors might be having a difficult time coping with the markets, but with a solid financial plan in place, investors can reframe this mindset and instead, look to this volatile market as full of opportunities. Viruses cause the stock market to react Historically, viruses have caused the stock market to react—and sometimes to overreact. The market fell during the height of viruses such as SARS, Zika and Ebola, but subsequently and swiftly the S&P500 went on to recover. But, the unprecedented feeling of uncertainty around COVID-19 is driving the markets, and it can be a scary time to investors. Knowledge is power, and now that you know that the uncertainty of
COVID-19 is causing the market to react, you can start to take a deep sigh of relief. Market downturns are very normal, and although we haven’t experienced exactly this, we have experienced market swings like this in the past. There have been 26 bear markets since 1926. The average pullback was about 35%, and the average recovery time was only 299 days. This is important because often an investor’s response to a volatile market is to make financial moves that cause them to “buy high and sell low” – precisely the opposite of what you want to do. Market volatility is your most substantial investment cost We’ve all heard the phrase “if you fail to plan, you plan to fail.” Having a solid financial plan gives you an anchor that allows you to keep in mind the purpose of your money so you can choose appropriate investments to provide you with financial security in your retirement. Often, the reason investors panic sell is because they don’t have a plan for market corrections as we’ve just experienced. The markets will likely have more dips and surges before it eventually stabilizes. Bear markets typically don’t last as long as bull markets, and while no one can predict what the markets will do, history has shown us that the markets do recover.
all financial aspects of one’s life and includes investments, 401(k)s, mortgages, tax strategies, health care, long-term care and similar. Once you have a holistic plan in place, then you can look at your investments. It’s important to rebalance your portfolio, so your investments are tied back to your financial goals. If you’re not planning on retiring for 15 or more years, you want to make sure your portfolio is adequately diversified and then wait it out. If you’re within 10 years from retirement, you might start looking at rebalancing your portfolio to provide you with more conservative investments that come with a guarantee or aren’t tied to market performance. In this particular market, opportunities do exist. With historically low-tax rates, this is one of the best opportunities for a Roth conversion (converting a traditional IRA to a Roth IRA), we might see in our lifetime. But it’s important to weigh your options and understand if this move is the best one for your personal financial situation. With the right mindset and a customized financial plan, you may find it easier to cope with this ongoing market volatility. And to begin looking for opportunities.
Investment moves during a volatile market or downturn While there is no perfect investment, developing a holistic financial plan is an excellent place to start before making any investment decisions. A holistic plan examines

A little ‘boat parade’ launched on Memorial Day; more planned BY BRUCE STRAND SPORTS CONTRIBUTOR
With practically every public event being called off since midMarch, one Mahtomedi lakeside resident conceived an idea for a safe, fun get-together. How about a boat parade on White Bear Lake? “We had our first one Monday night, as something to do for Memorial Day,” reported Angela Churchill. “We’d like to do one each month.” Churchill made some calls and rounded up eight families who brought nine boats to the first parade. Additional families were interested but had already made plans. Churchill’s family rode in a pontoon boat decorated with a lighted flag and fireworks lights. The little armada launched from Mahtomedi Beach and drove around the east bay along the Mahtomedi and Birchwood shorelines. “Ideally, we’d like to go around the whole lake,” said Churchill about future parades. “It’s a way to safely get out and build community, enjoy lake life, and have something positive to look forward to,” she explained.

WHITE BEAR LAKE CITY COUNCIL NOTES WHITE BEAR LAKE — Facilities are slowly starting to reopen. Park bathrooms are open, the furniture is out on the boardwalk by the lake and boaters are happy because the marina is up and running. Ice is returning to the Sports Center rink. The License Bureau is scheduling appointments for driver’s licenses and other services. Appointments are about a month out. Doors opened to City Hall June 1. The public must wear a mask when entering the building. In other business, the council: • Approved an agreement with the county for trail reconstruction along County State Aid Highway 96 between White Bear Parkway and Birch Lake Boulevard South. The cost will be split equally, making each share $29,400. The city will be responsible for all maintenance. • Approved an agreement 4-1 with the county for White Bear Avenue trail reconstruction between South Shore Boulevard and Hwy. 61. In order to receive the county’s share of the funding, $43,600, the city had to enter into a cooperative agreement. Councilman Dan Jones opposed the agreement, saying he doesn’t believe the trail will be used. “It’s a trail to nowhere,” Jones said. “We’re not going to take responsibility for it.”

All boaters and observed are invited to participate in the next White Bear Lake boat parade June 20.
“With so many things being canceled, we have very limited ways to socialize.” The next planned boat parade is slated for June 20. “That one will be to celebrate graduations from high school and college,” said Churchill. “We want to get the word out
and get more boats. All manner of boats are welcome. All they need to do is show up at 7 p.m. at Mahtomedi Beach.” Tentatively planned are a patriotic-themed boat parade in July and a “personal creativity” themed parade in August, Churchill said.
• Heard a report from Community Development Director Anne Kane that Weis Builders is interested in the Rockpoint church property on County Road E for multi-family housing. The site is currently occupied by Level Up Academy. At staff’s urging, the developer is holding a June 2 neighborhood meeting. Another developer has “sincere interest” in a corner at Bellaire and E, she added. Debra Neutkens

After the attack on Pearl Harbor in 1941, she enlisted in the women's branch of the U.S. Naval Reserve, better known as the WAVES (Women Accepted for Volunteer Emergency Service), and was stationed in Corpus Christi, Texas. Betty later married Robert Wood Johnson III, the grandson of Johnson & Johnson co-founder Robert Wood Johnson. Robert Wood Johnson III died in 1970. In 1978, Betty married Douglas Bushnell, who died in 2007. Betty was a renowned philanthropist and supported many arts, education and health care initiatives in the New York and New Jersey areas. She is survived by her sons, New York Jets owners Woody and Christopher, and 13 grandchildren.
Virus won’t stop fireworks The White Bear Lake Fireworks Committee announced that the longstanding tradition of a Fourth of July pyrotechnics display has been rescheduled. “The committee has worked hard to prepare for the July 4th event,” said Dick Galena, chair. “Yet as each day passes, it has become clear that our wonderful event will not be in compliance with the state social gathering orders. Out of abundance of caution for the health and safety of our residents, the committee, in consultation with other interested parties, has made the decision to reschedule to Friday, Aug. 21.” Fireworks will begin after the Manitou Days parade, also rescheduled to Aug. 21. Galena said the committee is grateful for the continued support and generosity of sponsors, fans and the community. “On behalf of the White Bear Lake Fireworks Committee and all the volunteers and sponsors that make this amazing event happen, we extend our most sincere thank you.”
Ramsey County is providing emergency assistance to small local businesses adversely impacted by the COVID-19 pandemic. Through June 5, applications will be accepted for the small-business relief fund, which provides grants of $7,500 to small businesses most in need of support. In total, nearly $15 million will be awarded in 2020 through multiple grant periods to qualifying small businesses in Ramsey County. For the first round of awards, 670 grants will be awarded to help businesses with fewer than five employees pay for critical expenses such as rent or mortgage payments, utilities and costs associated with reopening. Subsequent grant periods will be announced in the weeks ahead. Funding for the relief fund is provided through the federal Coronavirus Aid, Relief and Economic Security (CARES) Act. The relief fund will be administered by the Metropolitan Consortium of Community Developers’ Open to Business program, which provides technical assistance and access to capital for businesses throughout Ramsey County. Priority outreach will be conducted in partnership with 14 community-based organizations working in low-wealth communities, communities of color and areas with barriers to access other small business resources. The grant application and eligibility details can be found at ramseycountymeansbusiness.com/relief-fund.

GRABOW FAMILY: ‘They touched so many people’ FROM PAGE 1
The Grabows were returning from their lake cabin on Highway 65 Monday, May 25, when the Jeep Gladiator driven by 16-year-old Abbey crossed the oncoming lanes of traffic, went into the ditch and struck a tree. Emergency personnel found Abbey and Amy, 51, dead at the scene. Three other family members sustained various levels of non-life-threatening injuries. Vivian Grabow, 12, was airlifted to Hennepin County Medical Center where she remains in stable condition. Clint Grabow, 44, was hospitalized and released. The fifth member of the family, Stella, 14, was not injured. The family’s two dogs also died in the accident. According to the State Patrol, all five victims were wearing seatbelts. “We are heartbroken, Barry said. “Amy would be the one we would call to tell us what to do to comfort others who were grieving. Both Barry and Sellman recalled how Amy stepped in to help the Seevers family cope with the unexpected death of their wife and mother, Shannon Seevers, last November. “Amy had such a calm, nurturing presence. She helped with Shannon’s service by doing the video collage, Barry said. “She always reminded us how important it is to spend time with the people we love. After news of the accident hit the Mahtomedi community, Abbey’s friends found their way to Sellman’s house, a common gathering place for the tight-knit girls. And if it wasn’t Sellman’s house, it was the Grabow’s home in Grant. “They laughed and cried together and are in shock together, Sellman said. “Both my girls just melted when their friends left around 10 p.m. They realized they will never see Abbey again. At the girls’ request, a pastor from St.
Just try counting down from 3. Our rooms are 3 times larger than regular exam rooms – with doors that fully close. We have only 2 employees – and both are painstakingly diligent in being germ-free. We run only 1 schedule – to limit the number of patients in each day.
Andrew’s Lutheran church, of which the Grabows are members, was asked to come to Sellman’s house to pray with them. The church is partnering with the Mahtomedi school district to provide support resources for students and their families who would like counseling. Amy was featured in a 2017 Press story about her new fashion line, All the Feels, that launched in Target Stores. Her brand is about giving goodness to others, she explained at the time. “The term embodies what this brand is about, which is spreading warmth and joy. Its first product was a soft fuzzy blanket. A picture of Abbey cuddling with the blanket was featured in the story. It was long Grabow’s mission to have a career, a loving family and involvement in community. Being well rounded was something her former employer, Target Corporation, preached to its employees. After 17 years at Target, Grabow wanted to do something that involved all three. “I’m a mom to three girls and I want to show them you can have it all, she had said in the story. It was a typical endeavor for the brilliant marketing consultant, say her friends. “Amy always wanted to give more, Sellman maintained. “She was so special. Abbey was too. They touched so many people. No one knows what happened in the accident, Sellman said. The State Patrol is investigating. “All we know is everyone’s life is forever changed, she lamented. “Two little girls lost their loving mother and sister, and Clint lost his best friend and oldest daughter. You can never make sense of that. Barry thought Amy’s father summed up his late daughter best: “She liked pretty things. She always saw the beauty in everything.

‘Rally WBA’ incentivizes local shopping BY BRUCE STRAND CONTRIBUTING WRITER
“I wanted to come up with something fun and engaging, that will provide an incentive, a spark, for people to shop safely and locally.”
WHITE BEAR TOWNSHIP — The solvent Water Gremlin is using as a replacement for the more toxic TCE (trichloroethylene) has some new health risk restrictions of its own. After evaluating existing air risk assessment advice (RAA) for the chemical tDCE (trans-1,2-dichloroethylene) and developed specifically for the Water Gremlin site, the Minnesota Department of Health (MDH) has updated emissions values it considers safe. The air risk value set in 2019 was 70 micrograms per cubic meter of air when Water Gremlin switched to tDCE in the manufacture of lead battery terminals. This was the level MDH determined to be safe for longterm exposure. The new RAA has values for two exposure durations: a chronic, or lifetime, value of 20 micrograms and a subchronic, or up to eight years, value of 200 micrograms. “While tDCE is less toxic, we are still concerned about it,” noted Doug Wetzstein, industrial division director at the Minnesota Pollution Control Agency (MPCA).
Spokesperson Mary Gail Scott, environmental, health and safety director for Water Gremlin, said the company is developing a coating process that is 100% solvent-free. “We hope to eliminate use of tDCE completely,” Scott said, noting that “currently 40% of the company’s battery-terminal operation is nearly VOC-free.” Water Gremlin is currently required to follow volatile organic compound emission limits, of which tDCE is one, of 90 tons per year. Wetzstein said the company is under the limit based on the stipulation agreement. Asked about compliance under the new values, Kelly said the manufacturer has exceeded the long-term guidance of 20 micrograms and even occasionally the 200 level. Air monitors around the facility’s perimeter measure tDCE emissions. Kelly said he does not consider exceedance of subchronic values over a short time period a public health concern. “It does, however, continue to highlight the importance of controlling emissions over the long term,” he noted.

The health department explains that an air guidance value is a concentration of a chemical (or a mixture of chemicals) that is likely to pose little or no risk to human health. All air values are expressed as micrograms of chemical per cubic meter of air.

Seeking a “spark” to get shoppers into White Bear Area businesses during these times, Alan Haskins, the owner of a local marketing fi rm, has initiated a promotion called “Rally WBA.” Participating businesses are issuing cards to anyone making a purchase. The cards are entered into a weekly drawing. The second week of Rally WBA will conclude on Sunday with several prizes and a grand prize of $1,000, Haskins said. Haskins printed 30,000 cards. In the fi rst week of Rally WBA, 14,000 cards were distributed. The winners of the drawings — about $700 worth of items, he said — were announced by Haskins live on Facebook. “Like my business, I saw other businesses struggling, suffering and looking for creative ways to inspire people to do business with them. The idea is a use of Alan Haskins our company time (and) talents to help the CEO, Nimble Impressions community we represent.” The second week of Rally WBA runs from May 30 through Sunday, June 7. As of Thursday, there were 20 to 25 businesses on board, Haskins said. On Sunday, Haskins will go on Facebook at 8 p.m. to draw and announce winners. Visit facebook.com/rallywba to watch the drawing. The ante was raised for the second week with the grand prize of “$1,000, or more,” which was not included in the fi rst week. The WBA territory covers 12 cities. Haskins said he’s not making any money on this project and is covering the costs himself. Participating businesses need only to commit to a prize of at least $10 in value. He asked the Chamber of Commerce for their approval, and the chamber has been “super helpful,” he said. It’s a week-to-week project, Haskins said. There will be a third week if support is there. The agency requested risk assessment advice for tDCE last year for enforcement documents regarding Water Gremlin. That assessment was recently reevaluated by MDH after the state of California used new computer modeling to update tDCE toxicology data from the 1980s. “We determined that the new modeling represents a better fit than what we had been using,” explained Jim Kelly, MDH health division director. “We felt we should make a similar change in our guidance for tDCE in air.” The health department knew the revised values had implications for MPCA’s work around Water Gremlin, Kelly said. “We wanted to make sure they were aware of this information and plan for how to implement it.” Wetzstein said Water Gremlin’s new air emissions permit will incorporate the new values for tDCE. The permit is expected to come out before end of the year. Water Gremlin was also made aware of the new values. The state agencies had a conference call with company officials before publicly announcing the tDCE changes to inform them of the new risk assessment numbers. Wetzstein described it as “a cordial conversation.” “Their goal, as they’ve expressed to me, is to eventually phase out use of VOCs and get to zero emissions,” Wetzstein said. Email communications with Water Gremlin confi rm that the company is transitioning away from tDCE.
Asked whether the company will wait for its new air permit or make changes now regarding the new emissions values, Scott replied that Water Gremlin is working with MPCA to understand whether and how the proposed change in RAA will affect its permits and/or operations. “The health and safety of our community is our priority,” she said. “Water Gremlin will continue to work with authorities to evaluate ways to improve our operation. It’s too early to know when we might make changes.” The prolonged wait for a new permit worries the Neighborhood Concerned Citizens Group. “If you look at the daily emissions, they have exceeded 200 micrograms seven times and the 20 micrograms multiple times,” pointed out spokesperson Leigh Thiel. “The date on the permit keeps getting moved out. Especially during COVID-19 and all of the increase in risk associated with compromised individuals, we are hopeful change can happen sooner.” According to the MDH, most exposures to airborne tDCE are in low amounts and are not likely to affect human health. People are more likely to experience health effects from breathing tDCE if they are exposed to high levels of the chemical over a long time. Many factors — such as age, body size, lifestyle and overall health status — may also influence any effect tDCE could have on a person’s health. The need for future tDCE monitoring around the facility is being evaluated as part of the permit process, and MPCA says it will hold Water Gremlin accountable for any new limits that may be imposed.

Waiting Child Maria,13, has a great sense of humor and is on the lookout for ways to make you laugh. She loves to be active (her current placement has a backyard tree house and she’ll show you all the ways to climb to the top!) and likes to spend time playing cards, reading, and drawing. She’s always got a new game to play and is patient when explaining the rules. Maria is thoughtful and kind, and has a spark to her that draws people in. She has got a ton of affection to share with those that she trusts, and has a beautiful laugh that caregivers say is infectious. Lemuel (Jay),12, can be reserved the ďŹ rst time you meet him, but you’ll know it the second he trusts you, because his huge smile lights up the room and he’ll have you laughing in no time! He has tons of charm. Jay cares immensely about the people around him and is always quick with a compliment, and to show genuine interest in adults’ interests and how they are doing. He’s athletic (basketball is his current fav, but he’s pretty happy playing any sport that lets him run around!). He is also a creative kid. Jay’s always got a project he’s working on - working on his painted rock collection, teaching himself stage magic, doing a complicated paint-by-numbers, teaching himself new origami patterns, and a whole lot more! He’ll proudly show you his work and ask you to join in! Maria and Jay would do well in an experienced two parent home that has the ability to navigate various resources. They thrive with 1:1 attention and would like an active family who can enjoy their active energy, and still ďŹ nd times to be cozy and enjoy quiet time together. Submitted by MN Adopt, a state organization whose vision is to have zero kids waiting for permanent loving families, and mission to ďŹ nd and strengthen Minnesota adoptive, foster care and kinship families. When feet hurt it is logical to think that it’s time to get new shoes. In most cases though it’s not the shoes that are bad but the support inside the shoe that’s bad. Everyone benefits from custom orthotics because they disperse pressure evenly throughout the sole of the foot and they align the foot properly which orients the knee and hip in a healthy posture. To make an appointment with a Certified Pedorthist call The FootLab at Hi Tempo (651) 429-3333 or go online at www.thefootlab.com and follow the links to make an appointment.

The FootLab at Hi Tempo is located at 3959 Hwy 61 N (a block south of county Rd F on Hwy 61) We are a pedorthics center that builds custom molded foot orthotics for athletic shoes, dress shoes, boots, skates and cleats. Staffed by board certified pedorthists that are licensed by the State of Minnesota, the FootLab staff will custom mold, fabricate and evaluate orthotics all within a one-hour appointment; the client will leave the appointment with their new orthotics.
