From Roger’s Field to Benson Airport BY DEBRA NEUTKENS EDITOR
The Benson name goes way back — long before there was a concept of a little airport on the hill in White Bear Township. The family’s story is an interesting one, starting with the patriarch, Frederick W. Benson, who settled in White Bear Lake in 1881. Quite the entrepreneur, F.W. built — then sold — the Chateaugay Hotel several times over the course of the decade, advertising it as the “Finest Place at the Lake” in an 1892 Lake Breeze ad. “We talk about the Chateaugay a lot,” said Sara Markoe Hanson, executive director of the White Bear Area Historical Society. It sat on the corner of Second Street and Lake Avenue next to a second hotel and drew tourists from all walks of life. The two could accommodate more than 500 people. “It wasn’t unusual back then to have property revert back to the owner,” Hanson noted, “especially with some of the economic panics that occurred
in the late 1880s.” Benson sold out of the White Bear Lake property by 1895 and began focusing on Bald Eagle Lake, opening a resort he called Hotel Benson. “When they became invested in the Bald Eagle area, they started buying land. The land straight west from the airport was all part of the Benson Farm and it was a fairly significant chunk,” recalled Hanson, who gave a presentation on the Bensons at the White Bear Lake library last month. Frederick and his wife Mary married in 1875 and had two sons, Herman and Caleb. Both boys married sisters; Herman married Frances in 1906 and Caleb married Ellen in 1917. All stayed in the Bald Eagle area. Herman and Frances had seven children, including Roger and John Benson, the youngest. Roger was born in 1916 — he would have turned 100 on March 30 — and graduated from White Bear Lake High School in 1933. In the historical society presentation “From Roger’s Field

to Benson Airport,” Hanson portrayed Roger as a man who loved to fly. “He was a grown man when WWII broke out. Roger was not obligated to enlist but felt he
had a skill to bring to the war,” she said. “He was a trained pilot who felt he could make a difference in the war effort.” Roger joined the Army Air Corps and was sent to the Pa-

Post session: Lake augmentation not dead in the water Funding in Legacy Bill keeps several White Bear projects alive BY DEBRA NEUTKENS EDITOR

The Admiral is now docked in front of Admiral D’s restaurant and marina. Its shallow draft permits the boat access to Commercial Bay, one of the lowest spots on White Bear Lake. Water level is currently about 922 feet; up about 3 feet from its low point three years ago.
ST. PAUL — White Bear Lake’s water level woes were not completely ignored this legislative session. The millions requested in a bonding bill did not pass, but one proposal did get Legacy funds, avoiding a shutout when it came to the lake. Money was appropriated through the Clean Water Fund for three augmentation design-build proposals, an amendment introduced on the floor by Rep. Matt Dean. What it means is next year the Department of Natural
Resources commissioner will receive $150,000 to obtain design-build proposals from three qualified entities. The proposals must address increasing the water level in White Bear Lake by piping water from Vadnais Lake. The design work must ensure that the water in both lakes remains as clean and clear as before augmentation. The design work must ensure the project does not allow the spread of any invasive species or increase phosphorus levels. The language also included a statement that no detailed design or construction for augmentation may be undertaken
by the DNR until the commissioner, the city of Vadnais Heights, the White Bear Lake Conservation District, Met Council and any other communities, agencies or entities involved in the White Bear Lake project enter an agreement as to how the project will proceed. There were other caveats as well: The city of Vadnais Heights will not lose its ability to develop lands near Vadnais Lake, the city will be consulted regarding all aspects of the siting of any water filtration or treatment facility; and the city SEE AUGMENTATION, PAGE 9A

Senior living option ready for occupancy After months of watching construction at the corner of Cedar Avenue and Highway 61 in White Bear Lake, the time has come to get a look inside The Waters of White Bear Lake. Tours are now available for the independent living community near the Gem Lake and Lake Shore neighborhoods. The official grand opening is scheduled for June 21. “Our goal in every community we enter is to be relevant to people who have grown up in the community, maybe raised a family, and want to downsize later in life but don’t want to leave the community they love. White Bear Lake is exactly that kind of community, said Kyle Didier, president of The Waters, developer and owner of the new community. Residents are scheduled to begin moving into the community, designed for those 55-years of age and up, on June 1. The Waters of White Bear Lake has replaced what used to be an old bowling alley, shuttered family restaurant, two single-family homes and a used car lot on a 5-acre site at the gateway to White Bear Lake. Anne Kane, community development director for the city of White Bear
Lake, says she couldn’t be more pleased with the redevelopment of the site. “The Waters of White Bear Lake is a beautiful building that really delivers on our goals for the site. It brings the city a high-quality redevelopment that will be managed long-term by an established and reputable operator, and it provides a viable opportunity for our current residents to downsize and remain in the community,â€? Kane said. At The Waters of White Bear Lake, not only will residents have professionally designed apartments, but access to myriad amenities. There is a spa and salon, community room, three onsite restaurants and a well-being studio with fitness equipment. Among the offerings is access to a well-being program developed in partnership with the University of Minnesota Center for Spirituality and Healing. “This is luxury living at its best,â€? said Didier. “If I were living here, I might get up in the morning and go for a run, come back and sit in the cafĂŠ and visit with neighbors, then with the rest of the day go golfing or off to play tennis. In the evening, I can come back and eat at
one of the restaurants in the community, or go back upstairs and enjoy a homecooked meal. My wife, meantime, may begin her day with an exercise class in the fitness center, then get a massage and, once done, visit with her book club friends in the community room. The Waters of White Bear Lake offers many living options, from studios and one-bedrooms to spacious two-bedroom models. Floor plans range from 525 to 1,230 square feet. Apartments have 9-foot ceilings, in-unit washer and dryer, ample storage and closet space. Rent starts at $1,500 per month and includes gas, electric, water and trash, as well as access to community Wi-Fi. The building has 106 independent living apartments ready for occupancy. Thirty

BUSINESS BRIEFS Architecture studio opens satellite office In 2011, NewStudio Architecture made a strategic decision to open its doors in White Bear Lake. Now the award-winning architecture and interior design firm is expanding by opening an office this June in the Greenpoint neighborhood of Brooklyn, New York. “When we started the company we specifically chose the name ‘NewStudio’ to reflect our vision for the company: we see ourselves differently,” said Sean Wagner, president and CEO. “Brooklyn is the borough that’s known for creative spirit, craftsmanship and cultural activity, so it was very easy for us to see ourselves being part of the community. Our office is located in the renovated Eberhard Faber pencil factory building; the atmosphere reflects our commitment to adaptive reuse and thoughtful design. We’re excited for the expansion.” The Brooklyn location allows NewStudio Architecture to better serve its East Coast clients, Wagner said, and position itself for new opportunities in the region.

Politics only play a small role in the plot, however, said Palmer, who considers the book suitable for teenagers, young adults and older. The book is available as an eBook on Amazon.com; 10 percent of all revenue is donated to Scholarship America, a nonprofit organization helping underprivileged students with college tuition. Salary slavery
M
uch thanks to President Barack Obama for the overtime overhaul. On Dec. 1, the salary threshold for overtime pay will jump from $455/week ($23,660/year) to $913/week ($47,476/year). That’s a big jump. President Obama argued the threshold was outdated and didn’t reflect the original intention of the Fair Labor Standards Act. Those in low-salaried managerial positions can technically be receiving pay less than minimum wage if working long hours. So President Obama directed the Department of Labor to update the rules. There are a lot of misconceptions out there about what this means for Story employers and employees. Some are Chaser upset because they think they will “demoted” from salaried to hourSara Marie Moore be ly. Some are afraid employers will cut jobs. Let’s clear this up a bit. According to U.S. Secretary of Labor Tom Perez, 4.2 million Americans will either be paid timeand-a-half, get a salary hike to the new threshold, or have more free time. More than half of workers who will be affected have four-year college degrees or higher. Around 2.5 million children will see a parent gain overtime protection. That could mean a lot more family time. In Minnesota, 79,000 workers will benefit. And the change doesn’t need to involve any “demotions.” The Department of Labor has given no requirement to convert employees from salaried to hourly in order to calculate overtime pay. “Employers […] can continue to pay their newly overtime-eligible employees the same salary, and pay them overtime whenever they work more than 40 hours in a week,” reads a post by David Weil, administrator of the Wage and Hour Division of the U.S. Department of Labor. “There is no requirement that employees ‘punch in’ and ‘punch out.’” The overtime protection is also meant to spread out the labor. Obama hopes employers will hire more workers and actually have to pay for the labor they have been getting for free. Although this may inadvertently cause some businesses to simply shut their doors, it will also force vibrant businesses to spread out the wealth. Businesses need to get stuff done. Less unpaid work should equal more paid work – whether it’s current staff or new staff. The salary squeeze Salary doesn’t need to be synonymous with unpaid overtime. When our publisher asked me to become an editor and move from hourly to salaried a couple months ago, I was nervous. I had never been salaried before, and had heard from friends about the ludicrous number of hours they worked at their salaried jobs. I imagined myself working 50 or 60 hours a week, hardly seeing my husband, and actually making less than I had before. But there were no check-ins to make sure I was working 50 to 60 hours a week. Instead, the publisher regularly checked in with me to make sure I wasn’t too stressed out. Being salaried should be about being trusted to get the job done in a flexible amount of time. Somewhere between the Fair Labor Standards Act and 2016, a lot of employers have made it about squeezing as much as they can out of their workers. I’ve known others in my field who made a similar amount and worked 60-plus hours a week. Employers will now be faced with a choice — up the pay for the squeezing, hire more workers or become more efficient. As far as I’m concerned, President Obama has freed millions of Americans from salary slavery. For those of you above the line — don’t rain on our parade. If I could, I’d free you too. T
Session wrap with Rep. Jason Isaacson
his year’s shortened legislative session began on Tuesday, March 8. We started with a budget surplus that would be projected at $900 million. In last year’s session, negations over several bills had broken down because of differences between the House and the Senate, including on transportation and taxes. Fast forward to today and I can report that we ended the session with good things Legislator some accomplished, but gridlocked on othLingo ers as the session Jason Isaacson ended in chaos for the second year in a row. We were able to get some great things passed for Minnesotans in the tax bill and budget bill. We were able to pass modest tax cuts that will help ordinary Minnesota families. Those include Governor Dayton’s Working Tax Credit, expansion of the Child and Dependent Care Tax Credit, a Veterans Tax Credit, and a new $1,000 Student Loan Tax Credit which will provide much needed relief from the student debt crisis. I was also able to secure $500,000 in funding for PIPELINE, which is a partnership between public and private companies to create a path for students to obtain a college degree in areas with high demand, such as advanced manufacturing, agriculture, healthcare services and
information technology. As for transportation, simply to maintain what we have, Minnesota faces a funding shortfall of $6 billion. Everyone agrees on that number and that we should have a long-term solution that invests $600 million a year over the next 10 years, rather than continue with “Band-Aid” fixes. Most of Minnesota’s budget has inflationary factors built in, but transportation is different. Transportation’s state funding is mostly from constitutionally dedicated funding sources such as the sales tax on gasoline and other fees, like license tabs. That ensures that people who use roads pay for their maintenance and that transportation doesn’t compete with other important budget areas like education. Since those stay constant, we need to continually revisit transportation funding to meet our changing needs. While proposals from the Governor, DFL Senate and GOP House all included raising revenue, including more than $100 million in tab fees from House Republicans, a last minute “Band-Aid” that consisted of one time money and no new revenue was all that could be agreed to. That deal, made behind closed doors and not shared with legislators until the final hour of session, was combined with our capital investment public works bill. That bill requires a supermajority to pass and since too many Republicans won’t vote for user fee increases, a true transportation solution wasn’t possible. Ultimately the capital investment
bill failed due to the time crunch. While I was glad it included the 694/ Rice Street bridge, the fact that we got the bill with only an hour left was unacceptable. The bill that was presented to us was riddled with errors that would have made it unworkable too. As an example, it said it appropriated $1.2 million, instead of $1.2 billion, which would have made it impossible to implement without a special session. Thankfully, there is discussion of a special session to fix our roads and bridges and to invest in important public works projects like the Rice Street bridge. While I can report we did some good things, there’s a lot left that needs to be done. Working out backroom deals without public input only benefits wealthy special interests, and not ordinary Minnesotans. This isn’t a partisan issue either. It’s been a problem over my four years in the legislature and has led me to believe we must fundamentally reform the system. As I continue to serve you at the Capitol, my priorities will be those that benefit our community and ordinary Minnesotans. Those priorities include continued investments in education from early childhood through college, ensuring that small businesses can thrive, and changing the system so it benefits the people of our community, not wealthy special interest groups who cut back room deals. Rep. Jason Isaacson represents District 42B in the Minnesota House of Representatives.

Minnesota works: a strong knowledge-based economy and a great quality of life
A
s the sounds of Sir Edward William Elgar’s “Pomp and Circumstance” resonate in school gymnasiums and arenas across Minnesota — signaling another successful graduation ceremony and the end of the academic year — I would ask you: “Is this symbolic anthem being heard by all our students?” Unfortunately, the answer is a resounding “no” for 18 percent of our state’s students. Minnesota ranks close to the bottom of states when it comes to on-time graduation rates for students of color. I would urge you to make graduation a regular topic of conversation with your superintendent. Graduation is a key metric on just how well your district is performing. I looked on the World’s Best Workforce (WBWF) section of our district’s website to examine Mahtomedi’s graduation data. In 2015, 98.5 percent of students graduated on time in Mahtomedi. The report on the WBWF indicated four students had not graduated on time. Digging a little deeper, I learned that these four students are on track to graduate by working on their GED certificate or fi nishing off a requirement course for graduation. I must point out that Mahtomedi is above state average in socioeconomic means. The state average for graduation is 81.9 percent in aggregate. For our students of color the graduation rate is an unacceptable 60 percent.
Most readers know the statistics of lifetime earnings for a high school graduate versus someone who drops out. The median annual income of a high school dropout in 2015 was less than half that of someone with a four-year degree, according to the Minnesota Department of Employment and Economic Development. The earning differential becomes Movers and even greater with additional education. Shakers Only by graduating Kevin Donovan can one continue down the road of lifelong learning. To be clear, there are many wonderful and rewarding directions one can take after one has a diploma — community college, trade school, a four-year college and military service options. Identifying the warning signs of students struggling should be on everyone’s radar. “Young people likely to drop out often show signs of trouble before reaching high school,” said researcher Robert Balfanz, a leading scholar on graduation rates at Johns Hopkins University. Balfanz said, “school staff should measure the ABCs: attendance, behavior and course failure. Schools can improve graduation rates by focusing on freshmen whose middle school records
raise red flags in these areas.” Minnesota, as a state, spends a smaller amount on student support services than any other state in the nation. At a time when we need to get more students to graduate on time, the support to help struggling students is at an all-time low. Students that drop out risk prison incarceration rates much higher than high school graduates. In fact, the yearly cost for prison rivals the cost for a year of college tuition at our most expensive private colleges. State Demographer Susan Brower shared at a recent White Bear Area Chamber of Commerce meeting: “Declining growth in the labor force means we cannot afford to waste the potential of our current and up-and-
coming workers.” With our workforce projected to grow at a very tepid rate of 8,000 per annum from 2016 to 2020, and 4,000 per year from 2020 to 2030, we need every student to reach his or her full potential in education for personal aspirations and for the workforce of tomorrow. Getting all of our students to graduate is essential to Minnesota’s long-term economic success. Elected officials, along with education and business leaders, need to focus on increasing educational achievement for all Minnesota students. I encourage you to know and track your district’s graduation rate, including students of color! Minnesota is a state that works — we have a strong knowledge-based economy and a great quality of life. In order to preserve and further this trend, we as school leaders need to have a relentless pursuit and focus in having all our students graduate. Responsibility for easement belongs to MnDOT Highway 244 is unsafe at many places between Stillwater Road and Highway 96. For decades, we have been told that building a safe path for walking, biking, strollers and the disabled was impossible for two reasons: first, MnDOT claimed to possess only “prescriptive” rights — that is, that it owned no right of way beyond the edge of the pavement; and, second, that municipal consent for a sidewalk or trail was required, which was unlikely to be given. Both of these claims are simply false. Through Mahtomedi all the way to west of Ordway Street, this highway is supported by specific dedications and easements, every one properly recorded at the courthouse. Most are 60 feet or wider. Some are shown on MnDOT’s maps. Even the narrower places have room for a sidewalk or trail. Some exist because of dedications in plats, and others are road easements sold to the public by the railroad or individuals. This road became a state highway in 1949. A very specific state law provides that when a road becomes a trunk highway, all such easements and rights immediately, and by action of law, vest in the state. Minn. Stat. 161.06 (now 161.18). Public right of way for a trail already exists along this road. MnDOT owns it. No expensive right of way acquisitions are needed. Municipal consent for a change in a state highway within that municipality is required only in three circumstances. These are a change in access to the road; an increase or decrease in capacity (number of lanes); and the need to acquire additional permanent right of way. Minn. Stat 161.163. None of these apply to building a path in existing legal right of way. Moreover, for changes needed to improve safety, municipal consent is never required. Minnesota law requires MnDOT to provide for safe pedestrian travel. It has refused to do so. MnDOT’s “prescriptive” claim is a convenient fiction. No city approval is required. It is time to raise the needed
funds to grade and pave the Lake Links Trail. Steve Wolgamot Mahtomedi
Better safe than sorry “Announce yourself please” is my request when you are going to pass from behind, whether it’s a bicycle, roller blades or skateboard, those three words “on your left” are priceless! The response you will receive from me is a resounding “thank you!” Avoiding a collision is much simpler than dealing with a crash. Jan Holtz Kraemer White Bear Lake
St. Paul Chamber Orchestra Last Sunday my wife and I attended a concert by the St. Paul Chamber Orchestra at St. Andrew's Church in Mahtomedi. What a treat it is to be able to drive just a few miles, park for free, and listen to this outstanding orchestra play the classics. The new season begins in September with four concerts scattered through the year. This orchestra is a "precious gem" and it comes to us "in our own neighborhood." What could be easier — or more rewarding? Harvey Bartz White Bear Lake
Continued public shame Shame on you, White Bear Press, for publishing the surveillance photo of the shoplifting incident in White Bear Lake. Way to continue the "public shame" that the White Bear Lake Police Department was trying to avoid by removing the video once the suspect was identified. This person made a mistake. She apologized, made amends and should be able to move on
with her life. To those who left the scathing comments on the original video — be thankful that none of your mistakes have been laid bare to the public via social media. Cascia Berman White Bear Lake
Choice for fitness venue We finally decided to follow our doctor's advice and got a workout program going, and since our schedules differ we needed some place each of us could go separately and feel comfortable. So, we started looking. The 24/7 cheaper places seemed like nice enough no-frills places, but were often unattended, which made me a little uncomfortable. They are also located in strip malls with windows across the entire front of the facility, which made me feel like I would be putting on a show for anyone who happened to walk by. We stopped at a larger gym that is attended 24/7. This was a nice place with lots of machines and workout areas, but I thought it seemed impersonal and I would get lost in the crowd and not know anyone there. Then someone told me of a new place in town called Tiger Training and Family Fitness located at 3584 Hoffman Road S., in Vadnais Heights. Other than some fitness classes and personal trainers on staff, this is also a no-frills, clean facility. Although this isn't a 24/7 place, the staff are also the owners. This place is always staffed when open, and we have gotten to know the owners and some of the regulars in the short time we have been going there. It's not open on Sunday, which might not work for some, but we joke that this is our guilt-free day off. If you are looking for a place to start working out or if you are unhappy with where you are, this would be a good place to check out. Daniel Giossi White Bear Lake

Woodworker injured by sawdust fire recovering BY SARA MARIE MOORE VADNAIS HEIGHTS EDITOR
MAPLEWOOD — An employee who was injured in a sawdust fire at Forest Products Supply May 23 has been released from the hospital. Mike Mueller, who owns the business with his fatherin-law Conrad Solberg, suffered first- and second-degree burns. He was injured while attempting to put out a fire in a smoking sawdust collection unit outside the building. The sawdust ignited due to oxygen getting into the smoking unit, said Maplewood Fire Department Chief Steven Lukin. “A spark got in there somehow, and dust is very explosive,” said Solberg, a resident of White Bear Township. “The spark caused the explosion.” “My son-in-law who owns [the business] with me was trying to put it out with a fire extinguisher, but it just really exploded and blew off the metal box,” said Solberg.
“It sort of blew that up and he got burned from his elbow down to his fingers on both arms.” “A big ball of flames came out,” said Lukin. “He had a significant amount of burns on his body.” Mueller was taken to the burn center at Regions Hospital. But he is recovering. “He had some first- and second-degree burns on the front to his body and he has been released from the hospital at this time,” said Lukin. “He will be all right,” said Solberg. “They had to wrap him up pretty good. It will take a week or two for him to recover. They don't think he will have to have any skin grafting.” There was little fire damage to the building. The sawdust collection unit, which picks up sawdust from inside the building and transports it outdoors, is located outside the building. The unit was damaged, however. There is water damage to the wood shop. “What happened that was more damaging was the
smoke, and even the water from the fire department, backed up into the central system,” said Solberg. “We had a couple inches of water all over. Water and sawdust gets to be a real mess.” Some of the wood also did get water damage. Solberg thinks his insurance will cover the costs of the damage. He hopes to be back to woodworking by Tuesday, May 31. “We had to close down production. We are going to try to get back in on a temporary basis by Tuesday,” he said. “We'll try to get back to normal as soon as possible.” Forest Products Supply specializes in custom woodwork. They make tables, cabinets, slab wood, staircases, risers and more. “We have 100 different species of wood we sell,” said Solberg. “We make everything custom.” Forest Products Supply began business in 1972 and is located at 2650 Highway 61. Goodwill’s search is over for a White Bear location BY DEBRA NEUTKENS EDITOR
WHITE BEAR LAKE — A vacant lot in the 4500 block of Centerville Road is the likely spot for a new Goodwill store. At the May 23 Planning Commission meeting, Driessen Group LLC requested land use approvals in order to construct a 20,600-square-foot usedgoods store and donation center. The approvals include: • A text amendment to the B-3 section of the zoning code. B-3 allows auto-oriented businesses, as are properties to the north and south of the parcel. The text change would allow resale stores and donation centers. • A conditional use permit to fi ll 47 percent of the wetlands on the 4-acre site • A conditional use permit for the drive-thru/drop off element of the donation center The land has never been platted and, according to city staff, the property owner was arrested in the late 1990s for trying to illegally fi ll the wetland. In the project narrative, it was noted the building was purposely located on the north part of the lot to preserve as many trees as possible, while also minimizing the impact on the wetlands. The city believes a better, more aesthetic site design closer to the road is possible. “We’d like to sit down with the applicant and work through the designs,” noted Associate Planner Samantha Crosby. “We hope to arrive at a mutually agreeable design before the
second reading to the City Council.” The building will be privately developed and owned and leased to Goodwill. Hours of operation will be 9 a.m. to 9 p.m. Monday through Friday and 9 a.m. to 6 p.m. Saturday; 11 a.m. to 6 p.m. Sunday with a donations drive-thru open one hour earlier each day. Commission member Jim Berry asked staff if the project would affect neighboring businesses, noting the building’s larger footprint than an auto-oriented enterprise. “In our evaluation, we found it an appropriate use,” Planner Anne Kane told Berry. Parking was also a major point of discussion at the meeting. City planners prefer 83 parking stalls with more added as time goes on. The Goodwill representatives preferred 103 stalls. Civil engineer Tricia Sieh with Kimley Horn said their major goal is to reduce the impact on the wetlands and save the trees in the northeast corner of the lot. “Moving closer to the road would impact more wetlands,” Sieh said. “A reduction in parking would also not save wetlands.” Lynn Dahl, Goodwill real estate director, also lobbied for 103 stalls. “We anticipate this store to have more volume than Maplewood with sales near $1.5 million the fi rst year,” she said. “We will also have a mission services department for on-site training. That adds two to four case managers and 10 to 15 participants, so we need more parking.”
Goodwill Industries mission reads that for 110 years it has been a leader and innovator in the practice of retail reuse and repurposing. Proceeds from the retail stores provide the main fundraising source for the Goodwill organization’s career training and counseling programs. Goodwill helps people overcome barriers to employment and provides training, job placement and continuing support to help indivudals become productive members of the workforce. The White Bear Lake facility will employ about 40 people with 15 staff working at any one time.

This concept drawing for White Bear Lake is identical to a new store in Eden Prairie.
Crosby said she stands by staff’s recommendation to keep parking to 83 spots. “They haven’t proven a need for 91. They have time to do so. We were told no training at this location, so it’s a surprise to us. We are willing to work with them. We need to learn more about what that training involves.” Scott Nelson with DJR Architecture Inc. told the commission the group was fi ne with the design conditions recommended by city staff, with one exception: the full height of the brick columns. “It is the prototypical design of a Goodwill. The column is a brand standard on about 20 Goodwills around the Twin Cities,” he said. Goodwill has searched for a site in the area for a number of years, according to the applicant’s narrative. The success of the stores is based on receiving high-quality donated goods
for resale. Thus, Goodwill’s goal is to locate new stores in desirable communities and neighborhoods. The owner feels the White Bear Lake site is an ideal location in the northeast metro to fulfi ll this goal and feels the area is underserved. Dahl said they hope for a March 2017 opening. She also reminded the commissioners that Goodwill pays property taxes. Commissioner Mark Lynch told the Goodwill representatives he liked the use, the design and the clothing aspect. He felt the city should keep the parking number at 83 but encouraged staff to work with the applicant. The commissioners agreed to remove one of the conditons, regarding the columns along the sides of the building, and recommended approval of the zoning change and conditional use permits.

Music enthusiast gets guitar glory restored BY SARA MARIE MOORE VADNAIS HEIGHTS EDITOR
Four of Tommy Boy’s five acoustic guitars — and his TV — were stolen Friday, May 13. But the community rallied around him and two electric guitars were recently donated to him. A relative, Dave Obray, and Gayle Dircks, administrative assistant at Press Publications, both gave him electric guitars. Tommy Boy (a family nickname) was thrilled. He told Dircks her gift re-inspired his dreams of going to Nashville. “I’m going to bring it to Nashville,” he said, and played a song for her. “Now I’m going to have more electric guitars than regular guitars. I’m in business.” Evans Music, one of Tommy Boy’s favorite places in White Bear Lake, also offered to restring his remaining acoustic guitar for free. Evans Music is where he purchased the four guitars that were stolen. “It took him a long, long time to save up for them,” said
Becky Human, Tommy’s sister. “To have all four stolen is quite a hit.” “He is saving money for more,” said Scott Reinhardt, Tommy’s brother. Tommy works at Merrick. This fall, Tommy’s family is going to take him to a recording studio for his birthday. Tommy remembers being inspired by music when he met Johnny Cash when he was 21. “He said ‘Follow your dreams, Tom.’” Tommy wished he would have started on his guitar collection and guitar playing when he was that young. At that time he only had one guitar. “I wish I would have started back then,” he said. “It would have been easier for me to go to Nashville.” Tommy Boy gets his inspiration to keep playing from God — the “Man Upstairs.” “He makes me play my guitar,” said Tommy. “He wants me to go somewhere. He talks to me and He tells me ‘Do not give up on your music.’” With his new guitars,
Tommy is ready to pursue his dreams. “Thanks to you guys, I got much better ones now,” he said. “So I hope you send a letter to Nashville: Tommy Boy is ready to go.” Getting free guitars and guitar services is not the only way Tommy Boy has been embraced by the White Bear Lake community since he moved into town in 2007. “People have been really good to him,” said Human. “They’ve come to know and love him and appreciate his disability. The whole community has been fantastic.” Tommy Boy is also known as a Texas hold ‘em champion at the White Bear Bar. “Tom has three passions in his life: his friends, his music and his poker,” said Human. “Tom has many friends in the community and they honk their horn and shout ‘Hi, Tommy Boy!’ every time they drive by and see him outside. Almost seems like it’s every other car.”

Pet projects include improved walkways, parking and turtle crossings BY DEBRA NEUTKENS EDITOR
WHITE BEAR LAKE — As city leaders contemplate the city’s five-year capital improvement plan (CIP), residents were invited to provide input at the May 24 City Council meeting. The wish list was short, with only three residents going to the podium during a public hearing. City Manager Ellen Richter prefaced the hearing by explaining that the CIP is a planning tool that staff and elected officials use to budget for anticipated expenditures for maintenance, replacement and expansion of public infrastructure. It allows council to proceed with proposed projects, she said, and is a flexible document. “We want people engaged in our planning,” added Richter, noting the council will be budgeting for 2017 items at a June 27 work session. Staff will also be discussing financing strategies for significant capital expenditures and how those strategies might impact future tax levies. Two Birch Lake Boulevard residents spoke to the council about improvements. Ryan Hoops asked the city for a sidewalk on the east
side of the lake. The Birch Lake Improvement District would consider funding a feasibility study for the walkway, he told the council. Hoops is vice chairman of the district, which was formed for the purpose of improving lake quality. “We are interested in an innovative approach,” he added. Nicholas Nash of Birch Lake Boulevard said he’d like to see a “sense of balance between pedestrian, bike and vehicle traffic on our road.” Nash reported results of a recent “black box” study that showed only 7 percent of vehicles were at or below the speed limit on his road, meaning 92 percent “weren’t doing a good job.” “I’m looking for ped equity — pedestrians and pedaling,” he said. Nash also advocated on behalf of the geese and turtles that cross to Birch Lake, noting “we lose turtles regularly because people think squashing them is fun, apparently.” Signs he’s spotted on the west side of the metro that say “Wildlife Crossing” or “Drive like your kid plays here” would be welcome, he told the council. Last but not least, Economic Development Corporation (EDC) members Mike Brass and Jeff Meyer proposed parking changes for downtown.
“We’ve been working through EDC and Main Street on this for 18 months,” Brass said. “Parking is key to keeping shops vibrant to keep our town strong. We’re looking to expand parking for the least amount of dollars possible.” The pair provided a map that shows a way to provide 45 more parking spots in the downtown district without building a parking ramp. Their idea is to take a stretch of Fourth Street and and make it “customers only.” Stickers would be placed on parking signs along Fourth to remind employees not to park in the ideal spots. “It’s not enforceable, but would be a subliminal message that the area is for customer parking only,” Meyer said. They also want public works to stripe certain side streets for parallel parking. “Technically, we’re not expanding, we’re just organizing the parking,” Meyer said. The council did not offer comment on the proposals. As Mayor Jo Emerson indicated, “We are simply gathering information tonight; we will not be responding.”
WHITE BEAR LAKE CITY COUNCIL NOTES The White Bear Lake City Council conducted the following business at its May 24 meeting: • Authorized annual payment for 2016 to the White Bear Lake Conservation District for $35,000, which was budget-
ed. The vote was 4-1 with Councilman Kevin Edberg voting no. Edberg has been disgruntled over the district’s lack of a reserve fund balance policy despite his “friendly requests” for one.

District board members Mike Parenteau and Scott Costello appeared before the council to discuss the issue. Parenteau said the district was talking about a policy and has for a number of years. The reserve figure changes all the time, he said, so it’s difficult to have an optimum fund balance. “We’ll be funding Eurasian milfoil out of our reserves since we didn’t receive grant money this year,” he told council. “The cost could exceed what it did last year. We’ve also not budgeted enough for water patrol this year.” White Bear Lake pays 47 percent of the district’s total municipal assessment. In a lake update to council, the district reps said invasive zebra mussels are populating their way up and lake level was 921.96 feet May 24. “That’s about 922 feet, which is a significant number,” Parenteau said. “Average is 923.5 feet so we’re only 1.5 feet below what is acceptable as average.” The lake is up 11 inches from last year at this time, he added. Councilman Dan Jones asked Parenteau why the Ramsey County Park beach was still closed. “The lake has been lower and the beach was open,” he said. Parenteau said he didn’t know. “It could be open. That’s up to Ramsey County; they do what they do.” • Approved a request from The Waters
of White Bear Lake for an 8-by-12 foot “Now Leasing” type of banner that will hang on its senior complex at Hoffman Road and Hwy. 61 for two years. A grand opening is planned in June. • Supported the nomination of Mayor Jo Emerson for the position of first vice chair of the League of Minnesota Cities. Edberg made the motion, noting: “We have an honorable and hard-working mayor and we would like to see that expanded.” • Approved massage therapist and massage therapy licenses for White Orchid Spa. The city received the application from Shuxin Lan for her spa at 1979 Whitaker St. but had difficulty verifying her education. The Police Department has since been able to verify that Lan fulfilled the educational component of the new massage parlor ordinance. • Approved final payment for Banning Avenue parking lot dumpster enclosure of $1,000 to Rust Construction Services. • Heard a short report from City Manager Ellen Richter that the city remains comfortable with the solid waste management contract with Trojes. “We don’t receive many calls,” Richter noted. landing in North Maluku, Indonesia. Roger survived the crash but went back into the plane to save others. When the family was notified, they didn’t get a lot of details, Hanson said. “I would imagine that loss impacted John greatly,” Hanson said. “He talked positively about Roger the rest of his life.” John of course, had an interest in flying as well, following in Roger’s footsteps. It was because of John that a chunk of the farm was dedicated to the airport, which was called Roger’s Field in his brother’s memory. Someone who knew John Benson well described the younger sibling as someone “who liked a good party. He was a character and an aviation entrepreneur who did many things,” recalled Darryl Lemire, a fellow pilot and White Bear resident who practically grew up at the airport. Some of those “things” included chasing high-altitude research balloons in a 1952 Cessna 170 for General Mills and shuttling planes to South America. A lot changed after John’s passing in 1993, Lemire said. “He knew he had cancer the last few years and in the last months of his life made the decision to leave the airport to his friends. He loved his friends; he loved to call us ‘freeloaders.’ They chose as a family to donate the land. They loved White Bear and they loved that airport; they did this for the future of the aviation community.” The township now owns the 66-acre property in an agreement that specifies Benson’s remain an airport at least 40 years from John’s death. If something upsets that agreement, the property goes to the American Cancer Society. Lemire hopes aviation continues at the quaint airport along Hwy. 61. “We are halfway into our 40 years,” he pointed out.

Younger brother John Benson, shown in this undated photo, followed in Roger’s footsteps when it came to flying. It was because of John that a chunk of the Benson farm was dedicated to the airport.
Roger Benson died a hero Nov. 8, 1944 in North Maluku, Indonesia, and is buried at Fort Snelling National Cemetery. This story appeared in the White Bear Press.
“I hope when it’s done, the airport remains. It’s the neatest little nature preserve we have. My goal is to remember Roger’s sacrifice.” Lemire told the audience he feels he’s a link back to Roger Benson and the beginning of that airport in the 1930s. “I never knew him, but I was taught by people who taught Roger. There is always a component of teach-
ing people to fly there. We are quieter today but we are still getting people interested in flying. We’re passing aviation along.” There is an expression in aviation that talks about the ocean of air above us, Lemire continued. “We have access to that ocean right from Benson Airport with our little airplanes. It’s a portal to the world. You can go anywhere from there.”

AUGMENTATION: Friends push on FROM PAGE 1A
will not be required to contribute financially to the project. A spokesman for the augmentation advocacy group Friends of White Bear Lake (FOWBL) said it wasn’t quite the fix their efforts sought, but the Legacy money was at least something. “Sometimes these things take multiple sessions,” noted Mahtomedi resident and FOWBL Chairman Harry Melander. “This funding for a design-build keeps us moving in the right direction.” Next year won’t be a bonding year, but Melander said Friends hopes to keep those concerned engaged. “We’re getting more interest from people on and off the lake,” he noted. “We’re not giving up.” Melander also hopes to retain James Clark, the lobbyist hired by FOWBL to be their “eyes and ears” at the Capitol. Fundraising by Friends will continue this summer to raise money for the augmentation effort. When asked how much the nonprofit group has raised thus far, Melander said it was enough enough to hire a lobbyist for one session and to pay expenses for the three or four events they’ve held. One of those events was May 18 at the
White Bear Yacht Club, just prior to the end of session. Rep. Dean attended the meeting and said the three independent contractor bids would “give us the number we need to go before the Legislature next year.” Of the 550 property owners around the lake, about 150 have contributed to the Friends’ effort. It was also noted that another 50 outside the lake have provided financial assistance. After the session was over, Clark indicated that the bonding bill came close. “It really came down to the last three minutes of the session. Frankly, it turned out we were fortunate that all our eggs were not in the bonding bill basket,” he said. Sen. Chuck Wiger expressed disappointment in the way the session ended. In a statement released May 26, Wiger pointed out that all the White Bear Lake projects in the Senate bonding proposal, including $1.78 million for a study of water levels, funding for projects at Century College and a request for a White Bear Lake Community Achievement Center, were removed from the House bill in the final hours and minutes of the session. “I am urging Gov. Dayton to call a special session and let us pass a com-

prehensive bonding bill that addresses critical infrastructure needs in communities across the state. The projects in our corner of the east metro, as well as dozens of other projects across the state, are too important to delay another year before receiving funding,” Wiger said. While neither bonding nor transportation were resolved, the senator says there were also significant wins for the district, including $626,000 over the next three years for expansion of the Race 2 Reduce program. That funding was included in the education section of this year’s budget bill. Race 2 Reduce is a water conservation
program that partners with schools in White Bear Lake and Mahtomedi that helps engage students and teachers to reduce their water usage. Wiger was also proud of the $150,000 appropriation from the Legacy omnibus bill to create a design-build for White Bear Lake augmentation. “This money will help the region move forward with its planning as it seeks answers to the lake’s water levels issue. The Legacy omnibus bill, as well as the budget bill, enjoyed bipartisan support this session,” he said. At press time, the Legacy bill had not yet been signed by the governor.
Change to charter involves mayor’s veto authority WHITE BEAR LAKE — A request by the Charter Commission to amend the mayor's veto power got a favorable response from City Council. At its April 20 meeting, the commission voted unanimously to propose an amendment to the City Charter pertaining to the mayor's veto authority as it relates to the time between the date of the veto and the council's opportunity to reconsider a vetoed ordinance or resolution. Charter Chairman Tim Geck explained to council via letter May 19 that the amendment allows additional time between the date of a mayor's veto and when the resolution again appears on an agenda. Under the current Home Rule Charter, the mayor can veto a decision just prior to the council meeting with little time for council to discuss and overturn the veto with a four-fifths vote. The amendment stems from council's action last year when Manitou Crossing Partnership asked for a
variance in the downtown district that enabled White Bear Smiles to expand into space vacated by The Floral Trunk. The council passed the variance, which was vetoed by Mayor Jo Emerson, then overridden by the council at its next meeting, thereby granting the land use variance. "In observing the mayor's and City Council's use of this authority, it occurred to members of the commission that the time limits allowed by the Charter for exercise of this procedure may be contrary to the interest of a citizen's right to observe and participate in the city's governance," Geck wrote. "An ordinance or resolution vetoed by the mayor may be reconsidered by the City Council, but only at its next meeting. This timeline may potentially result in the veto occurring shortly before the next regular council meeting. While this would allow the council to add the veto action to its agenda at its next meeting, there would be little or no reasonable opportunity for
citizens to participate in the reconsideration process." When the charter rule was made, the council met on a monthly, rather than bi-weekly schedule. Geck pointed out that the time limit was a vestige of that monthly schedule, changed 29 years ago to twice a month. Staff was directed to prepare an ordinance incorporating the amendment to the City Charter. City Attorney Roger Jensen said a public hearing will be required before the council votes on the proposed charter amendment. The vote must also be unanimous and include the mayor's approval. "As a safeguard, within 60 days of publishing the ordinance, a petition of registered voters equal to 5 percent or 2,000 people, may force a referendum," Jensen noted. "I have never seen that happen during my tenure in White Bear Lake." Debra Neutkens

COMMUNITY BRIEFS DNR installing i t lli more observation b ti wells ll The state Department of Natural Resources (DNR) will install three observation wells in Washington County’s road right-of-way in Mahtomedi after the County Board approved an agreement for the work May 24. These wells are in addition to an existing DNR well in use. The DNR's observation well network monitors groundwater levels in the aquifers under the 11-county metropolitan area. The wells provide data to the DNR to assess groundwater availability, pumping impacts and the interaction between groundwater and surface waters. The agreement is for 20 years with an option to renew. At termination, the wells are to be sealed according to state regulations. The DNR will pay any costs that might be associated with restoring the site to its original condition.

CHURCH BRIEF First Lutheran exploring new name First Lutheran of White Bear Lake is exploring a new name for itself, according to a sermon given by Rev. Steve Turnbull in May. Turnbull said the idea has received positive feedback from the church. The new name would still include “Lutheran,” but would remove “First.” Turnbull said he wants “a name for our church that would communicate more clearly to those outside our church the charac-
ter of Christianity, the character of the Christian community and the life with God they will fi nd on the inside.” Turnbull asked church members to write adjectives on a postcard of fi rst impressions they hope people outside their church would have of their church. The postcards will be used by church leaders to evaluate a new church name. First Lutheran is located at 4000 Linden St.

Builder named in 28-home township development BY LOUISE ERNEWEIN CONTRIBUTING WRITER
WHITE BEAR TOWNSHIP — The builder for a 28-home development has been named as Andover-based Hanson Builders. The final plat for the Pine Hill development, south of County Road H2, west of I-35 E and east of Centerville Road, received a green light at the May 16 township meeting. Within a week, the developer, North Oaks Company, named Hanson Builders as the construction company. Hanson
Builders, which according to its website has been in home construction since 1885, currently has sites in Plymouth and North Oaks under development, too. Dean Hanson, CEO and owner of Hanson Builders, said two styles of home would be offered in the Pine Hill neighborhood: two-story single-family homes of four bedrooms and three bathrooms; and single-level villa-style association-maintained homes with up to three bedrooms, targeted at empty nesters. Both home styles will offer around 2,300 square feet of living space and three-stall garages and purchasers of the

two-story homes will be able to choose whether to participate in a basic-level home association or a premium level, to include yard maintenance. "We will offer basically the no-mow, no-snow situation," said Hanson. "The two-story homes have the option, so if
they like shoveling and mowing, they can do it themselves." He estimated the difference in cost of the two levels of dues to be around $120 per month. Hanson confirmed he aimed to have two model homes — one of each style — open by September.

WEATHER TIDBIT We had a couple of thunderstorms early last week along with dew points in the 60’s giving us are first taste of humid weather. June outlook: Warmer and wetter than normal. Average high: 78º. Average rainfall: 4.62”.
WEEKLY AVERAGES JUNE 1 TO 7, 2016 High 75° Low 54° %Sun 60% PCP 1.00”
YEAR AGO THIS WEEK June 1, sun pillar in east as sun rises. Two good thunderstorms dump .69” on June 3 and 1.12 on June 7. Roseau, MN with 1.75” size hail on June 7.
LOOKING BACK Items culled from the archives of the White Bear Press during the week of May 29 – June 5 1916 Memorial Day exercises were a great success in White Bear. The weather conditions were fine and there was a good congregation of people. At 9:30 the G. A. R. accompanied by a firing squad of Sons of Veterans and two buglers from St. Paul, and a company of school children, went to the cemetery, where the G. A. R. ritual service was conducted.
1941 Graduation exercises for the ‘41 class were carried out at the High School Auditorium Wednesday night. The thunder and rainstorm which prevailed at the time did not keep many away as the big auditorium was filled. Unfortunately, however, the electric storm disorganized the lighting system at the auditorium. Emergency lights were provided for the stage and the program carried out while the audience sat in the darkness.
1966 An ordinance adopted by the
City Council requires that all bicycles be registered and licensed. City Clerk Dick Krantz told the Press that an effort will be made to do the job in one day, Saturday, June 4, between 10:00 A.M. and 2 P. M. The following places have been designated for registration on that day: Lincoln, Lakeaires, Gall, Webster, Bellaire and Golfview schools.
1991 A new trespassing ordinance provides greater protection for Dellwood property owners and makes it possible for police to cite an offender immediately. Dellwood City Attorney Dick Copeland explained the ordinance at the city council’s regular meeting last Thursday night. Previously, persons could not be charged with trespassing unless they were first asked to leave the property and refused. Now, a property over can alert police and a ticket can be issued.
