ST. PAUL — The White Bear Lake Conservation District (WBLCD) got its wish. The Minnesota Department of Natural Resources (DNR) has agreed to hold a public information meeting and listening session no later than June 9 on the protective elevation of White Bear Lake. In return, the WBLCD agreed to withdraw its appeal. The WBLCD had filed an appeal with the court system after the DNR denied a request to hold a public hearing to discuss its protective elevation order. The order established an elevation of 922 feet last December at a meeting the district was not invited to attend, setting a number district representatives felt was too low. WBLCD Chair Bryan DeSmet and attorney Alan Kantrud met April 21 with DNR staff to try to resolve the matter out of court, then held a closed meeting with the district board April 27. The 10-member board agreed to dismiss the appeal after the DNR agreed to hold the public meeting, along with other stipulations. A location has not been determined, but it will be near White Bear Lake. The agency will accept both oral and written comments on the protective elevation from members of the public. The DNR also agrees that written comments shall be maintained in the records of the DNR related to the protective elevation, shall be used by the DNR to inform decisions on its implementation and shall become part of the administrative record in any permit adjustments the DNR finds are necessary to implement the protective elevation. Once the venue and date is confirmed, the DNR agrees to issue notice promptly with a goal of issuing the notice at least three weeks in advance. A media advisory will also be issued concerning the meeting at least 24 hours in advance. The stipulation of settlement ending the legal action was signed April 28 by DeSmet and Barbara Naramore, assistant DNR commissioner.

His unusual name was just one of the things about Coho Menk that set him apart. He had just graduated from Baylor University with a degree in neuroscience. He planned to continue his studies in Central America via the Benjamin A. Gilman Scholarship awarded by the State Department. He lived a life of faith, fellowship and service as
a youth pastor, mentor and coach. Then unexpectedly on May 19, 2016, the 22-year-old died from an epileptic seizure. A year later, the young man who left a mark on many people’s hearts is being remembered through the efforts of his grieving mother.
