Ash experts hired to manage invasive pest BY DEBRA NEUTKENS EDITOR

WHITE BEAR LAKE — Twenty years ago, most people never heard of emerald ash borer (EAB), a tiny insect that kills ash trees. Today, the invasive pest is wreaking havoc in 30 states and three Canadian provinces. It moves primarily in transported firewood and usually requires an expert arborist to identify, according to Gary Johnson, a University of Minnesota professor in the Department of Forestry Services. Johnson was invited by the city of White Bear Lake to educate the City Council on EAB. After years of anticipation, the pest was spotted in city trees in February and is on the move. “Doing nothing is not an option,” Johnson said. “Ash trees are tough, but infected trees become brittle and start falling randomly.” Trees worthy of saving are either near maturity or are mature and in good condition with wide canopies, noted the professor. They are healthy and well placed. A mature tree is 30 to 40 years old. Ash can live as long as 150 years in ideal habitat, but the average life span for a boulevard tree is 35 years. EAB infestation takes five to seven years to spread within a community, Johnson said. “We have many alternatives for control, including chemicals that can be injected with little collateral damage.” Councilman Kevin Edberg asked Johnson to provide a list of suggested replacement trees, which he agreed to do. Maples, although the most common tree in Minnesota, are not his top choice. “The Asian longhorn beetle loves maple,” he pointed out. Sugar maples are also declining quickly, Johnson added, due to climate change. “It’s getting too hot for them.” According to the academic, a mix of trees with 10 to 12 percent maples is best. “Tree-huggers get obsessed with one tree,” he told council. “Now is a good opportunity to genetically beef up White SEE ASH BORER, PAGE 8A

Judge’s ruling stands in lake level lawsuit BY DEBRA NEUTKENS EDITOR

ST. PAUL — In an order that came a month early, the judge in the lake level lawsuit did not budge from her previous ruling requiring the Department of Natural Resources (DNR) to restrict groundwater pumping within a 5-mile radius of White Bear Lake. District Court Judge Margaret Marrinan (now retired) denied in entirety all post-trial motions brought by the DNR and an intervenor in the case, the

city of White Bear Lake. The agency had requested a stay to her Aug. 30 judgment until the case could be heard by the court of appeals and motioned for a retrial. Motions were heard Jan. 26 and the judge had 90 days to issue her ruling. It didn’t take that long. In her latest ruling, filed March 29, Marrinan berated the DNR for its “stunning” history of failing to comply with state laws designed to protect the SEE RULING STANDS, PAGE 9A
