Lake level-related legislation gets city backing

WHITE BEAR LAKE — A legislative solution for the lake level received a vote of support from City Council. In January, the council adopted its 2022 legislative priorities that included seeking relief from the Legislature for cities impacted by the 2017 district court order impacting water resources. As part of that Aug. 30, 2017 court order, the Department of Natural Resources (DNR) was required to analyze the maximum authorized volumes of groundwater use permits within a 5-mile radius of White Bear Lake, evaluate the impact of that use on water levels of the lake and then set a collective annual withdrawal limit for the lake. According to city staff, the DNR filed a letter with the court on Feb. 7, 2022, illustrating its preparedness to limit the city’s water appropriation permit to 55 gallons of water per day per person on average, along with other municipalities within a 5-mile range of White Bear Lake in order to comply with the court order. The agency’s analysis revealed a limit of 55 gallons per day per person based upon 2020 census information, leaving no water for schools, hospitals, medical offices, government buildings, commercial uses such as restaurants, gas stations, grocery stores, hotels or agricultural uses. That same month, Sen. Karin Housley introduced bill SF3055 with bipartisan support of Sens. Roger Chamberlain and Chuck Wiger. The city’s resolution encourages passage of a bill that:

Residents get a look of concept designs for Vadnais Boulevard Trail project A virtual open house for the initial concepts for a trail along Vadnais Boulevard between Rice Street and County Road E allowed the public to hear project updates, review initial trail design concepts, and ask project staff questions and share their input. According to Ramsey County Public Works Project Manager Scott Mareck, Vadnais Boulevard is winding and narrow with many driveways that create unsafe

conflict points between pedestrians, bicyclists and vehicles. Mareck said this corridor has significant bicycle and pedestrian traffic, but currently there is no sidewalk or separated trail along the corridor. “The big picture takeaway is that it is possible to build a trail along this roadway,” Mareck said. “There are some pinch-points and there’s some challenging areas. But there’s also a lot of opportunity, a lot of beautiful scenic overlooks and it would be a very nice project to implement.”

Greg Brown, from Kimley-Horn, is the planning and engineering consultant leading the project. He presented concepts on the project and went over public feedback from the open house last fall. Feedback from residents included: • Generally supportive of trail separated from traffic. • Don’t feel safe biking or walking on this roadway currently; shoulder is too narrow/close to cars; and uneven surface. • Need a safe bike/pedestrian path separated from traffic.

According to Peter Markoe, throughout the 1600s and 1700s, the Markoe family owned a company of sugar cane farms in the Caribbean. This family history made the father and son duo want to get back into the rum business a mere 300 years later. “As a family, we kind of kidded about it that we were SOFTBALL rumrunners back in the day, so VOLLEYBALL why not tap into it and see what BOCCE BALL happens? “We’re a patriotic bunch,” said Peter Markoe. That feeling of patriotism is strong within their family business, so the owners have decided to donate a portion of their proceeds to charities that support veterans. “We have our profits going the Minnesota Military Family Foundation, the VFW, American Legion and the ultimate goal is to have our own foundation one day,” said Nate Markoe. ’76 Rum will hold a launch party April 2 at Manitou Grill in White Bear Lake to celebrate the new business. The party will have a Caribbean theme with drink specials and appetizers that will incorporate ’76 Rum. As the owners celebrate their new business, they’re excited to be working with their family. “I’ve always wanted to be in business with my dad,” said Nate Markoe. The two owners explain that they’re proud to be a local family business that’s White Bear Lakeborn and raised and gives back to a cause they’re passionate about. The evil empire

T WAS PRESIDENT Ronald Reagan in 1983 who called the Soviet Union the evil empire. What’s happening in Ukraine today is deplorable. It appears that Russian President Vladimir Putin wants to recover the satellite countries that were once part of the Soviet Union. The world watches as thousands of lives are lost and families are escaping to Poland, Romania and other countries. As a result, Ukraine is losing its freedom, independence and sovereignty. This is a struggle of good against evil, according to Reagan. The Ukrainian people are brave and they are fighting very hard to preserve their independence, but the Russian Army is large and their government is powerful. What happens in Ukraine will encourage Putin to continue his takeover of the former satellite countries. We need people of faith and a moral fiber to help lead world governments. Prayers are in order for our leaders. God is still in control. AMERICANS ARE GIVING up their independence by expecting the government to do more. As a result, About the it takes more money to cover the programs. Town Government can’t do everything Gene Johnson for us. Most of the time when they do things it’s not very successful, let alone being accountable. This is the time, Americans, to take note of what kind of a future you want to have for your family, children and grandchildren. WITH THE INFLATION running so high, I wonder what dollar stores are going to do about changing their name. Will they be called $1.25 stores? At one time we had Ben Franklin stores. They were often referred to as dime stores. I still remember when White Castle hamburgers were five for $1. LAW ENFORCEMENT PROFESSIONALS are essential to keeping law and order in a democracy. This includes a wide range of trained people from police to the National Guard. Law enforcement deserves our support financially, in terms of recognition, and in getting the best training. They deal with so many types of issues, many dangerous, for our protection and safety. Volunteers can be helpful, too. Politics must be put aside and government policies must be followed to ensure regulations and laws are carried out. SCAMS OF ALL types are growing and taking advantage of vulnerable people of all ages without regard to education or income. According to an AARP study in Jan. 2022, found people’s emotional state at the time of a encounter was a factor in becoming victims of fraud. People listed in obituaries are targeted by scammers. Insurance scams grow after natural disasters and scammers troll dating websites for vulnerable people. My take is to refuse all calls, letters and messages from people you don’t know. If it sounds too good, it’s probably false or misleading. Some cell phones can be set so all calls without a previous contact are declined. OUR COUNTRY NEEDS to become energy efficient again. This would be a step in keeping fuel prices under control as well as reduce inflation in every avenue of production of consumer good. We also have to go slower in moving away from fossil fuels. Remember when automobiles came in, we didn’t kill all the horses. Catching up on petroleum production doesn’t happen over night. We need to encourage our president to plan ahead and not lead from behind. REMEMBER THAT “NOT getting what you want is sometimes a wonderful stroke of luck.” Dalai Lama. White Bear Lake water challenge

W

ater is life. No natural resource is more important. That’s why White Bear Lake’s water usage--and its east metro impact and beyond—continues to be addressed by residents, policymakers and the court. Recall various benchmark events triggering the current debate and challenge: • White Bear Lake beaches closed, water levels dipped to a historic low – 918.8 ft – in 2013. • The White Lake Legislator Bear Restoration Association Lingo and the White Bear Lake Chuck Wiger Homeowners Association brought a lawsuit against the state Department of Natural Resources (DNR) in Ramsey County District Court. • In 2017 Ramsey County District Court Judge Margaret Marrinan ruled: the DNR violated the Minnesota Environmental Rights Act by failing to manage groundwater pumping permits. • The DNR was ordered to review all groundwater permits within five miles of the lake. Also, the DNR had to set a cap for pumping in that five-mile zone. If the level falls below 923.5 feet, a residential watering ban must be enforced. • The court also ordered the DNR to work with the Metropolitan

Council to evaluate current conservation goals, update goals as needed, and require area communities to develop plans with measurable conservation goals. • The court continues to review progress regarding the order. Recently on February 7, the DNR filed a status report, stating in part the challenge of getting area domestic water use down to 55 gallons per person per day. The filing speculated the potential of “no water for any other uses— including no water for essential services such as hospitals and grocery stores, let alone all other commercial and industrial uses into which most businesses would fall”. Concerned about the impact of the recent court filing by the DNR, and other related actions, state legislation is now being considered. Proposals range from priority water use for hospitals, nursing homes, schools and child care facilities (SF 3675, Sen. Wiger, HF 3579, Rep. Fischer) to allowing communities to adhere to previously approved water supply plans (SF 3055, Senators Housley and Chamberlain). Homeowners, lake users and environmental advocates are worried about the water levels of White Bear Lake dropping again. Meanwhile, several area city officials are concerned about their ability to provide residents, businesses, schools and hospitals with clean, safe water. They argue that limiting residents to using only 55 gallons of water a day is unreasonable.

Many councils and chambers of commerce have passed resolutions: “Support legislative assistance that would allow all affected municipalities to continue to operate under their approved Water Supply Plans until a reasonable solution can be found for a sustainable water supply for the area that supports all uses. In addition, legislative assistance is requested to determine a longrange plan to ensure reasonable and sustainable water levels in all area lakes as well as groundwater levels in the underlying aquifers, while providing water users adequate water for all.” Advocates supporting the court order emphasize the importance of not rolling back the decision, getting clarification of the recent DNR impact report regarding water restrictions, and developing a sustainable, long range plan. Determining the best long range plan remains a major challenge. If the plan primarily converts from pumping wells to piping and treating surface water from the Mississippi River, it would be extremely expensive (estimated at $1 billion), and some communities question the environmental impact of this option. Area legislators, local officials and stakeholders continue to meet to discuss water use plans. Judge Marrinan will get status reports from the lawsuit participants on April 26. Stay tuned. Sen. Chuck Wiger represents Senate District 42. He can be reached at sen.chuck.wiger@ senate.mn or 651-296-6820.

LETTERS TO THE EDITOR 14,000 EV's As a bus commuter between White Bear Lake and St. Paul on Route 265 for 29 years, no one knows the route and the ridership between here and there better than I do. The proposed Purple Line Bus Rapid Transit is not a good idea for essential, efficient and economical public transportation. Here is a good idea... The Metropolitan Council should use that half a billion dollars to purchase 14,000 electric vehicles (EV's)! These would be given to or made conveniently available for the citizens of our region. The auto dealerships on Highway 61 would sell a lot of cars and boost Minnesota's fledgling EV fleet. The environmentalists

would be promoting green, clean, renewable energy. The politicians and bureaucrats could still spend half a billion dollars of taxpayers' money. And riders like me would have transportation for where we need to go, when we need to get there, 24/7, 365 days of the year! Mike Nevala White Bear Lake Thanks for supporting MAPS On March 18, the White Bear Lake Area community gathered at Mahtomedi High School to hear the Modeling A Protein Story (MAPS) team present their scientific posters on rheumatoid arthritis, influenza, ADC cancer treatment, and COVID-19. MAPS is a team of 14 students at Mahtomedi

High School. We’ve spent the last 12 months conducting research on protein structures. The community members who attended the event were able to get a sneak peek of the posters we will present at the national Experimental Biology Conference. We had upwards of 30 community members attend the event, including school board members, medical professionals, scientists and parents. We had posters set up in the science hallway and had attendees cycle through listening to each group. This was a mock setup of what the Experimental Biology (EB) Conference presentations will be like; each group received difficult questions that prompted deeper thinking and

further prepared us for the conference. For example, the rheumatoid arthritis group was asked several questions pertaining to current treatments in relation to the structural causes of RA symptoms. We really enjoyed being able to share the research we had been working on all year and greatly appreciated the attentive audience we received. Not only do we now feel better prepared for EB, but we also got a chance to tell our parents and community members what MAPS is all about and share interesting information from our projects. We want to thank the community members who attended the event and who have invested in our program and given us the opportunity

Dress collection aims to make one’s dream BY CORINNE STREMMEL STAFF WRITER

A wedding dress for $10? You won’t find a better deal than that. The 37th annual Press Publications wedding show will be from 11 a.m. to 2 p.m. Sunday, April 10, at the Best Western Plus in White Bear Lake. The show will feature a discounted wedding dress shop. Following rising COVID-19 concerns in midJanuary, the show was rescheduled for April. Now that cases are declining and spring is in the air, it’s time for brides and grooms to start planning their weddings. The show, emceed by Gary LaRue, will include 21 vendors covering wedding must-haves like venues, catering, officiants and flowers. Many of the vendors have continued to return to the wedding show in order to keep their business local. Bonnie Martin of Unreal Arrangements is in her 15th year of the show and has enjoyed the wedding show’s small-town feel. “As a smaller floral studio, I don’t necessarily want to go to the convention center and get swallowed up by large vendors. I prefer a personal interaction,” said Martin. Small crowds and local vendors have been a draw to the show over the years, but Press is excited to bring some new ideas to this year’s show. This year will feature a discounted wedding dress shop with gently used donated dresses that will be resold for $10. All proceeds from the dresses will be donated to the White Bear Area Food Shelf. Since a wedding dress can be a large part of a wedding budget, the new wedding shop aims to make one’s dream dress more accessible. “At our shows, we always have brides come in every year and say, ‘Do you know of any shops who carry used or less expensive dresses?’” said Director of Sales and Marketing Patty Steele. “We’d always say ‘Try Goodwill,’ but this year we’ll have our wedding shop.” Steele has been amazed by the number of dresses that have been donated so far. While she expects more are on the way, about 60 used wedding dresses

have been taking up space in the Press office since late January. One gentleman told Steele that he had lost his wife to breast cancer and said it was painful to see her wedding dress box every time he opened the closet. One day he opened up the White Bear Press and saw the wedding show ad and felt as though his wife was speaking to him to donate the dress. “People have been excited about paying it forward and letting another bride get some use out of a dress,” said Steele. Martin has her own way of incorporating her arrangements with the wedding dress shop. “I’m very, very excited about what they’re doing with the used bridal dresses. I’m working on something so when brides try on a dress they can hold a bouquet with it to see the final look,” said Martin. With personal attention from local vendors like Martin, the Press’ wedding show will be the onestop wedding shop for anyone trying to plan their big day. Tickets are available for $5, but brides can attend for free. If you’d like to donate your wedding dress, contact Patty Steele at 651-407-1213.

WASHINGTON COUNTY SHERIFF’S REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Birchwood

• Washington County Sheriff's Office deputies at 12:16 a.m. March 10 cited a motorist in the area of Century Avenue and Wildwood Avenue for driving after revocation.

Mahtomedi

• Deputies at 12:32 a.m. March 6 reported a motorist for fleeing from a traffic stop in the area of Stillwater Road and East Avenue. Deputies declined to pursue the subject. • A Stillwater Road resident on March 7 reported finding a nanny cam in the kitchen of the residence she shares with her husband, whom she is in the process of divorcing. Deputies said her soon-to-be-ex did nothing illegal and explained the law to the upset complainant. It is legal in all 50 states to install a microphone, camera and speaker in one's own home, because citizens generally have right to know what's going on in their own homes. While people may have the right to use a nanny cam in their home and in most cases record people without their knowing, those rights are waived if they engage in criminal behavior. Cameras may be installed in any public area of the property, indoor and out. There could be trouble, however, if people install cameras in private areas, such as bedrooms, bathrooms or changing rooms. Finding out whether a person can destroy a nanny cam found on their own property might

be a question for the complainant's attorney. • An unidentified person was arrested March 7 in the 1000 block of Wildwood Road for violating a domestic abuse no-contact order (DANCO). • Property damage was reported March 8 on Griffin Court. • Deputies conducted a traffic stop at 12:57 a.m. March 9 on Long Lake Road during which the vehicle's license plates were impounded. • A catalytic converter was reported stolen March 9 from Stillwater Road. Later that day, a second catalytic converter was reported stolen from the same location. • An unknown motorist was cited March 9 in the 2000 block of 72nd Street N. for failing to stop at multiple stop signs. • A potentially dangerous dog was reported March 9 for having moved into the Iris Street neighborhood from Maplewood, where it had been deemed to be dangerous. • A Mina Court resident on March 9 reported a firearm stolen from a vehicle while it was in Hopkins.

The Ramsey County Sheriff's Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights

Pine Springs

• An injured dog running loose was reported at 10:16 p.m. March 12 on westbound Highway 36 at the I-694 interchange, where several vehicles were stopped on the highway. Bystanders helped deputies corral the dog before it was turned over to Minnesota State Patrol officers who had arrived on scene.

Willernie

• Adjacent neighbors on Kimberly Road reported an ongoing dispute over the property line March 6.

• A catalytic converter was reported stolen from a 2002 Ford F-250 parked in a driveway in the 2500 block of Fourth Street at 8:30 a.m. March 13 after the complainant saw two males driving away in an older gray minivan. • A Hong Kong man reported being swindled March 15 after he sent a cashier's check for $5,800 to the 5500 block of Fisher Street to buy a motorcycle that was to have been shipped to Hong Kong. The suspect cashed the check in December and has never shipped the bike or returned the victim's calls. • A subject in the 5500 block of Fisher Street sent a text in violation of a domestic abuse no-contact order (DANCO) March 16. • A juvenile male was arrested for burglary at 2:18 a.m. March 18 in the 5900 block of Bayberry Drive after a woman reported being awakened by the sound of creaking floorboards and discovered the suspect in the hallway. Items in her home were found disturbed, but not missing. Although the youth fled the scene, he was located at his home. The county attorney was petitioned for felony burglary charges. • Two juvenile males were reported just after midnight March 19 for throwing rocks at a house in the 3900 block of Lakewood Avenue and breaking a window before heading east. Two other incidents of suspicious activity connected to this case were reported in the 3800 block of Lakewood Avenue and 2600 block of Randy Avenue, both within an hour of the rock-throwing. At 2:49 a.m., another resident in the 3900 block of Lakewood Avenue reported two rocks thrown through the front windows of his home by two or three juveniles clad in hoodies. • A St. Paul man reported a backpack with fishing gear, paperwork and a debit card missing from Bald Eagle Park March 19 after he left the items at the park at 7:30 a.m. and didn't find them on his 11:00 p.m. return to the site. • A white enclosed trailer was reported stolen overnight March 19-20 from the 4700 block of Golden Ponds Lane.

THE PRES

• Two different residents in the 600 block of Hiawatha Avenue reported criminal damage to their properties overnight March 12-13 after a vehicle struck several mailboxes. One theory is that a light-colored sedan with distinct brake lights hit the mailboxes; another theory has it that a black truck did the damage. • Northern Air Corporation in the 1000 block of Labore Industrial Court reported catalytic converters stolen from three pickup trucks parked in its lot March 14. Surveillance video shows three suspects emerge from a gray SUV without a front plate and steal the catalytic converters at 5:30 p.m. the previous day. • A resident in the 1200 block of County Road D on March 15 reported his license plate stolen after he'd received notification from the Shakopee Police Department that they had been in pursuit of a vehicle bearing his license plate. The complainant didn't know until that moment that the plate had been stolen, so he couldn't recall where it could have been stolen. The victim was advised to destroy the remaining plate. • A resident in the 4200 block of Greenhaven Court at 3:30 a.m. March 16 reported the catalytic converter stolen from his 2009 Toyota Prius parked in the driveway. When the complainant heard a grinding noise, he looked out and saw a black sedan driving away. • An enclosed trailer loaded with an ATV, tools and storage containers was reported stolen from a driveway in the 400 block of Bruns Court overnight March 16-17. At 4:23 a.m., the complainant saw a gray “dually” pickup truck with tow truck attachments back up to the trailer and quickly drive away when he emerged from the front door. At 10:43 that morning, the abandoned trailer, still filled with items, was recovered parked by mailboxes a few streets away in the 600 block of Parkwood Circle. • A firearm and an unknown amount of change were reported stolen from a vehicle parked in a driveway in the 200

block of Mayfair Road overnight March 16-17.

Interfering with 911 call is not OK VADNAIS HEIGHTS — A Vadnais Heights man, 43, faces up to one year in prison and/or a maximum $3,000 fine if convicted of interfering with an emergency 911 call. His sentence could be enhanced if he's also convicted of disorderly conduct, which carries a sentence of up to 90 days in jail and/or a maximum fine of $1,000. Charges against the defendant stem from a March 15 incident in which Ramsey County Sheriff's Office deputies were dispatched out to a report of a domestic assault in the 4000 block of Rosebriar Avenue. On arrival on scene at 7:42 p.m., they were met by the suspect's wife, who told them her husband had become upset at her because she had not responded to

shoulders also be repaved? Some stretches really need it for safety. Would the serious bikers be using the same trail? There are quite a few bike groups that bike at relative high speeds along this route.” Brown said the answer is both yes and no. “We would, to the extent necessary, narrow the roadway up so we’d generally be installing a curb and there would be some places we would have to install a mill and overlay,” Brown said. “With that said, these type of projects are multijurisdictional and multi-agency. The focus here is how to get a trail in, but we understand the road and the trail are a symbiotic relationship.” Mareck said there is no funding

secured at this point to build the project. “Later this spring we will come back to you with more of a final recommendation and then after that we’re going to work with both cities to see if we can find grant funding to fund the project,” Mareck said at the March 22 open house. The project team is looking for feedback on intersection crossings, preferences on side of roadway, and areas of concern. The next steps for the project include collecting community feedback, prepare a decision matrix and develop preferred concept analysis. “Thank you so much to Ramsey County for tackling this project

LEGISLATION: Water bill has

bipartisan support FROM PAGE 1

• Protects municipal water permits, including those arising from the aquifer below White Bear Lake, from legal challenges. • Directs the DNR to explore innovative options for meeting the water needs of residents, hospitals, schools, industries and future development, and ensuring sustainability and quality of the state’s water resources in and around the lake and neighboring aquifers. • Allows the DNR discretion to issue and amend groundwater appropriation permits as was the case prior to the litigation. In draft form, this legislation was shared with and generally supported by other affected communities including Lake Elmo, Hugo, Lino Lakes, Oakdale, White Bear Township, Stillwater, Mahtomedi, Vadnais Heights and North St. Paul, noted White Bear Lake City Manager Lindy Crawford. As these bills morph through the legislative process, this resolution of support for a solution focuses on key issues rather than specific bills. Rep. Leon Lillie introduced companion bill HF3880 in the House. “This is the DNR’s interpretation of the court order,” said Mayor Dan Louismet, “and it leaves us with a water withdrawal amount that

is unworkable. It’s not enough water, and requires a legislative solution for relief.” Council Member Kevin Edberg asked that the resolution be pulled from the March 22 consent agenda for further discussion. “The judge may have gotten the law right, but I’m unclear if the science is right. If that isn’t right, we can’t trust the math and we can’t have policy,” he told council. “The lake has gone up and down. It is the nature of the region’s hydrology,” Edberg said. “This isn’t just about protecting the lake. It has a ton of dollar signs that go with it (for surface water conversion). We need to express our support and our thanks to legislators to buy time to think our way through a really complex set of conversations. The consequences of it not passing could be really expensive.” Member Dan Jones pointed out the city has reduced water usage by 20% already. “It’s going to be tough,” he said, adding, “I’m not sure where this 55 gallons (figure) came from, but I support this (legislation) wholeheartedly.” In the resolution, the city stated the DNR’s potential permits amendments threaten the “health, welfare, growth and prosperity of the city,” and “is an untenable solution to shared use of the aquifer.” Debra Neutkens

and making it a priority,” Vadnais Heights City Administrator Kevin Watson said. “When I started with the city over nine years ago, the trail connection between County Road F and Vadnais Boulevard through the regional park had just been completed. It was stated back then that we needed to start the process to complete the loop around East Vadnais Lake. This has been a vision for a very long time and will be a great complement to the county and city systems.” Residents can go to the project website and leave comments to the project team at https://bit. ly/3NsocrA.

GOALS OF THE PROJECT: • Create a safe and comfortable walking/ biking environment along and across Vadnais Boulevard/Centerville Road. • Construct improvements that can be easily maintained. • Improve vehicle traffic mobility and safety. • Minimize property impacts. • Develop improvements that are financially feasible.

WHITE BEAR LAKE CITY COUNCIL NOTES WHITE BEAR LAKE — The ordinance outlining a redistricting plan proposed by the Charter Commission was approved. The resolution means a change to ward and precinct boundaries for some residents, as well as a difference polling place. There are two minor changes. Some population will shift from Ward 2 to Ward 1 and from Ward 5 to Ward 4. The ordinance amendment balances the difference in population among the five wards. Redistricting happens every 10 years after the census is conducted. The plan shifts 117 residents living at Boatworks Commons from Ward 2 to Ward 1. A second shift moves 93 residents from Ward 5 to Ward 4. Polling places remain unchanged. Ward 3 has been combined into one precinct. Voters in that ward go to Sunrise Middle School’s gymnasium on Election Day. It was noted that 80% of the city’s population is of voting age. Also approved at the March 22 meeting: • Resolution of support for Ramsey County Parks’ Regional Solicitation application for funding to extend the Bruce Vento Trail north to Hwy. 96 from its current terminus at Buerkle Road. The trail master plan was originally adopted by Ramsey County in 1993 and identified a 13-mile multiuse trail corridor that extends from downtown St. Paul through White Bear Lake to County Road J to the north. The county remains the lead on the project. The southern 7-mile stretch was constructed in 2005 on the former Burlington Northern Santa Fe (BNSF) railway corridor, which was acquired by the Ramsey County Rail Authority. The 6-mile segment north of the current terminus at Buerkle Road remains undeveloped. The 2022 regional solicitation application will fund Phase 1 construction of a 2.7-mile extension of the Bruce Vento Regional Trail section from Buerkle Road to

County Road 96 and provides an alternate trail alignment in an active railway corridor. This completes about one-half of a major gap in both the Regional Bike Transportation Network and National U.S. Bike Route 41 to the Canadian border. The Bruce Vento is one of the pieces to that national trail. Staff believes this proposed trail improvement project will be of tremendous benefit to the community as it provides bicycle and pedestrian connections throughout Ramsey County and fills a critical gap in White Bear Lake. Twice the county submitted a funding application for a preliminary design study, in 2018 and 2020, but both times it was denied. The city provided a similar letter of support in 2021. Funding comes from the Metropolitan Council. Council Member Dan Jones said he’s still hopeful the trail will use the railroad corridor along Hwy. 61. Member Kevin Edberg said the plan “makes complete sense.” • Resolution of support for Washington County’s regional solicitation application for roadway reconstruction and modernization on Trunk Highway 120 (Century Avenue). The county is requesting federal funding through the Metropolitan Council’s regional solicitation program. The area extends from I-694 to TH 244/ County Road E. • Resolution of support for Twin Cities Habitat for Humanity application for the county’s inclusive housing development solicitations funding. Habitat plans to acquire and remodel 16 existing homes in Ramsey County. • Ordered public hearing on April 26 on city’s stormwater pollution prevention program. Debra Neutkens

Manning Avenue: Highway 36 closures expected throughout April BY CORINNE STREMMEL STAFF WRITER

Improvements continue on the Highway 36 and Manning Avenue interchange now that road construction season has begun. The estimated $32 million project began in the spring of 2021 to address increased traffic on Highway 36 and at the Manning Avenue intersection. A traffic study performed in 2017 and 2018 found that traffic is expected to increase at the intersection over the next 20 years. The project aims to improve safety by replacing the at-grade intersection with an interchange and removing a series of stoplights. “There’s a safety component to removing the stoplights. You know people view stoplights as a safety feature, but they also have their own safety issues with them,” said Washington County Construction Engineer Gerritt Bangma. After the St. Croix Crossing bridge opened, Highway 36 now operates more like an expressway, which isn’t conducive to the backups generated at a signalized intersection. To solve this issue, the project has focused on building an interchange with ramps and an overpass to help maintain the flow of traffic on Highway 36. Last year, the bridge abutments and the bridge’s center pier were completed and the bridge beams were placed before Christmas. The project’s next major milestone will be placing the bridge deck itself, which will necessitate some

James Sanchez (Recommended)

temporary closures on Highway 36 this April. A pipe will be installed to convey the stormwater collected in the ponds near the interchange. That pipe will be connected to a water reuse structure. Collected stormwater will be used to water the Applewood Hills golf course, located on the northwest corner of the interchange. The stormwater reuse portion of the project will be undertaken through a partnership between Washington County, the Minnesota Department of Transportation and the Browns Creek Watershed District. That installation will likely require a twoweek road closure this April as well. “For the closures, we’ll do an advanced notice with signs out, and we’ll do all the social media. We're definitely big into outreach and making sure that people are expecting that there will be detour routes posted,” said Bangma. The engineer reports that the project is on schedule and is expected to be complete by September 2022. “It’s a great project, and it’s good to be on time,” said Bangma. “The feedback we got last year was that people were impressed with the amount of work we did get done. And we're happy with it. It’s been a successful project and we’re looking forward to wrapping it up this year.” Staff Writer Corinne Stremmel can be reached by calling 651-407-1226 or emailing lowdownnews@presspubs.com.

Discovering the Treasures Within When someone you know is experiencing memory loss, we’re here with Pearls of Life® memory care. Our program recognizes the value of each individual and helps residents live dignified, well-rounded lives, discovering the treasures, or pearls, within. Pearls of Life memory care offers Montessori Inspired Lifestyle®, a positive approach to providing care for adults living with dementia or Alzheimer’s disease. Based on the methods of Maria Montessori and adapted by Dr. Cameron Camp, founder of the Center for Applied Research in Dementia, this approach of care allows residents to focus on their individual strengths and engage in meaningful activities.

EMERGING ARTIST JOSIE SCHIPPER

just as a performer but also as a person,” she said. “I got to convey serious and meaningful emotions. I got to laugh and feel power while also feeling guilt and sadness as my character walked through the show. It was so insightful to play a character with this much emotion on their back.” She thanked her directors and teachers for the opportunity, and the long hours spent building so many important skills. Schipper has been performing since 3rd grade, starting with her first show, “Mulan Jr.”, with Children’s Performing Arts (CPA). “I truly felt like I was myself on stage, like it was in the place I was always meant to be,” Schipper said. In addition to theater, Schipper hones her skills competing in dance competitions, participating in tap, jazz, hip hop and ballet. For a while she wondered if theater was truly the right path for her, but then found her love of theater reinvigorated by seeing “Seussical Jr.” performed by Time Dragon Theatrics, the theater program at LILA. By 6th grade, she was playing Ariel in “The Little Mermaid Jr.” at CPA. She has appeared in shows with Time Dragon Theatrics, CPA, Masquers Theatre, and looks forward to a debut performance at the Minnesota State Theatre as part of the Spotlight Showcase this June. Locals can catch her onstage in both “Grease” and “Pippin” at Hanifl Performing Arts Center this summer.

OLIVER THE DOG BRINGS SPOTLIGHT TO THERAPY ANIMALS IN CPA’S “ANNIE JR.”

ven tough-as-nails New York City

orphans need a cuddle from a dog sometimes—and who better to play the iconic mutt Sandy in an upcoming production of “Annie Jr.” than a real-life therapy dog? This April, Children’s Performing Arts will bring that tale of hope, found family, and animal companionship to the stage at Forest Lake High School, with a little help from a furry friend. In real life, Oliver the goldendoodle is far from the shaggy stray he plays onstage. Oliver is well-loved and cared for, and even has a job: providing mental health support to Forest Lake High School students. His human is Forest Lake High School English teacher Erin Thein. In 2019, the school’s student council raised money to sponsor a therapy dog. Thein had been planning to adopt a dog, and the timing worked out perfectly. Oliver was certified through the Alliance of Therapy Dogs in 2019, and since then has been a familiar and always-friendly presence at FLAHS. He attends school twice a week, spending time in Thein’s classroom and in the hallways between classes. “Sometimes dogs can help people feel less stressed,” Thein said. “He can be a mood booster for people to feel happiness and comfort.” Often, students seek him out, looking for a daily dose of doggy delight. “A lot of students come find him during the day and say I need some Oliver time, I need some therapy,” Thein said. “He just makes my day every day. There have been a lot of positive responses from students who benefit from having a therapy dog in school.” Thein’s stepdaughter Lucy Dervie has performed in CPA shows since she was very young, and now assists with the production,

T

he art journey has come full circle for local painter Kiara Hohn. Before they were an office assistant for the White Bear Center for the Arts, they were a high schooler entering into their first professional art experience in those same halls. “I started considering a career in the arts field in high school when I was accepted into the High School Visual Arts Contest, and then decided my freshman year of college that I would seriously pursue it,” Hohn said. Hohn has been told by their mother that they have been creating art ever since they were old enough to hold a paintbrush. They attended White Bear Lake schools, where they enrolled in classes such as AP Studio Art, and graduated in 2017. They double majored in Art and English at Luther College, even spending a semester abroad in England. “I had fantastic art professors that pushed me to think outside of the box and try new things, which is how I ended up working

including Oliver’s stage training. This will be Oliver’s second stage appearance, after his debut in FLAHS’ production of “The Curious Incident of the Dog in the Night-Time.” Carrie Carlson, the director of “Annie Jr.,” was in the audience for that show, and just like that, Oliver’s talent was “discovered.” Oliver’s role in “Annie, Jr.” is a little more complex than his first role, which was more of a walk on and off stage. Oliver is required to sit by himself off leash while CPA actors perform, something that takes a bit more training. For one thing, Oliver is used to having Thein right by his side, and it sometimes takes some convincing to remain in place while Thein is offstage or out of sight. Understandably, many of the student actors became very excited the first few times they saw Oliver at rehearsal. However, Oliver needs a lot of focus to perform his role correctly.

Being in the presence of a dog as a fellow actor has taught many of the students how to behave around a new animal and how to respect a working dog’s purpose. Anyone interested in following Oliver’s adventures after the s how can find him on Instagram at @oliver_the_ranger, where he currently has thousands of followers. “The students love the fact he has 1,300 followers; they enjoy seeing him be a little famous,” Thein said. As for the humans involved, the show will feature a cast of 60 in grades K-6. The K-2nd graders are part of the Rising Stars division of the cast, who will perform a 15-minute vignette before the 3-6th grade main cast takes over. Director Carlson added that it’s a great show for kids to tackle because many of the themes of “Annie Jr.” are applicable to what many students may be experiencing in the real world, especially in light of the ongoing COVID-19 pandemic. “It’s that quintessential hope, the optimistic view of there’s always tomorrow, keep your chin up, it’s going to get better,” Carlson said. “The original setting was supposed to be in 1933, kind of the end of the Great Depression and it was kind of about trying to lift everybody’s spirits. That parallels today with the ending of a pandemic.” This performance will include information in the lobby about therapy dog certification. Donations can be made at the information table that will go toward therapy dogs for other schools. You can catch Oliver and the talented kids of CPA the first two weekends in April, with a special sensory-friendly performance on March 29. Tickets can be found at https:// childrensperformingartsmn.org.

HOMETOWN ARTIST RETURNS TO THE ROOST with the ideas that I am now – my English degree plays a huge part in my art too,” Hohn said. “I’m a big fan of poetry, and some of my experimental work deals with incorporating short-form poetry that I’ve written.” Hohn works mostly in oil paint, exploring themes of overwhelming emotion and viewer interpretation. “I’m always fascinated by the range of experiences viewers get from the same piece of artwork because of what they bring to the table in their pasts or beliefs,” Hohn said. “I’ve had people moved to tears while looking at my work, and I’ve had people skip right over it; it’s a give and take.” After achieving their BA, Hohn was excited to see a job opportunity in their hometown art community. As office assistant, Hohn is responsible for day-to-day operations such as class registration, classroom preparation and check-in for students. Hohn now has a piece of artwork on display in the WBCA’s

or recent Spotlight award recipient Josie Schipper, performing is more than entertainment—it’s a way of understanding life. “Theater has really helped me understand people,” Schipper said. “Their emotions, how they feel. How to perform and make everyone in the audience feel what my character is feeling. It’s about sending a message, spotlighting problems in our community and putting focus on it so all of us can really absorb what’s going on.” Schipper is a 9th grader at Lakes International Academy (LILA) in Forest Lake who recently took home an Outstanding Lead Actor award from the Spotlight Showcase for her role as Sydney Summers in “Ranked, A Musical” at LILA. This musical is set in a dystopian world where fierce academic competition decides the outcome of the rest of a student’s life. Schipper was also proud to share that the cast of “Ranked” all received awards from the director over the course of the production, and Schipper was thrilled to win the “Rock Your First Lead” and perfect attendance awards. Schipper described the role as one of her favorites to date. “I feel that over the course of this show I had grown so much, not

Mattson, Petty are Triple-A picks for Bears

MARCH 30, 2022

Dardis caps stellar 4 years as Zephyr goalie with Brimsek Award

PHOTOS CONTRIBUTED

Ernie Mattson

Kylie Petty

BY BRUCE STRAND SPORTS CONTRIBUTOR

Ernie Mattson and Kylie Petty were White Bear Lake’s nominations this year for the Triple A award, a Minnesota High School League program recognizing excellence in athletics, arts and academics. Mattson has lettered in track and cross country since ninth grade. He placed fifth in the state cross country meet as a senior and sixth in the 800 in track as a junior. He’s made all-conference five times and competed in three state meets. His grade-point-average is 4.472. His arts activity is playing trumpet

in the concert, jazz, and pep bands. He’s also on the executive board of the White Bear Lake Environmental Club. Mattson plans to attend Iowa State University next year, studying Industrial Engineering. Petty has been a Bears swimmer for five years and was one of the captains this year. She plays the flute in band, and serves as Drum Major (a significant leadership role) in band and pep band. Her gradepoint-average is 3.9 (unweighted). Petty will attend Drake University in Iowa and plans to study Journalism, Mass Communication, Sociology and French.

BEARS SPORTS BRIEFS sophomore forward Jordyn Schmittdiel and freshman guard Abby O’Brien. Named academic all-state were Eckerle, Bachmeier and senior Khushi Bhakta. The Bears were 22-10, won Section 4AAAA and placed third in the state tournament. They placed third in the conference with a 14-4 record.

Grant Dardis, Mahtomedi senior hockey defenseman, capped a productive threeyear varsity career helping the Zephyrs place third in the state Class A tournament. Dardis was a co-captain and got the team’s “hardest worker” and “unsung hero” awards. The 5-foot-8, 160-pound skater is a defenseman who can score; he notched five goals this year, and nine goals and 33 assists in his career. He was in the lineup of the Zephyrs’ state champion team in 10th grade as well.

BY BRUCE STRAND SPORTS CONTRIBUTOR

Ben Dardis closed his four-year tenure as Mahtomedi’s goalie winning a major award —the Frank Brimsek Award — and a state record for career shutouts. The Brimsek Award honors the top goalie in the state. Previously Dardis had been named one of three finalists along with Marko Belak of Cretin-Derham Hall and Austin Brauns of state champion Andover. Dardis finished with 20 career shutouts. The previous record was 17. This year, Dardis led the state with a .939 save percentage. He had a 16-12-1 record with five shutouts. “It’s bittersweet, being done,” said Dardis, “with all the great teammates and coaches I’ve been with for four years. It’s been awesome. But I’m

excited to move on to the next level, too.” In his career, Dardis posted a .933 save percentage, a 2.01 goals-against-average, and a 62-33-3 record. He anchored a state championship team in 10th grade, and thirdplace finishes this season and in ninth grade. Asked what it takes to succeed in this unique position in sports, Dardis said it’s mainly being “levelheaded” and not letting anything bother or distract you. Physically, he said he adheres to all the accepted goalie techniques, but is “willing to do something crazy, too” to make a save by diving or sticking his leg out. Coach Jeff Poeschl said it’s been “a coach’s dream” to have a goalie of Dardis’ abilities for four years. The term “soft goals allowed" was seldom applied with Dardis in

the nets, Poeschl said, while “spectacular game-changing saves” became almost commonplace. “His heart and his head make him as good as he is. Ben is mentally sound and tough as nails. He has a great capacity to focus on the task at hand and is not hindered by the spotlight or critics. Ben has a warrior's heart that loves the day-to-day challenge of being better than the day before.” Dardis, son of Joe and Amanda, is a triplet. His brother Grant is a hockey teammate, playing defense. The other brother, Jack, plays lacrosse, as does their older brother Neal at Quincy University in Illinois. The next level is playing Juniors hockey, as a lead-in to a college team. Dardis said he has not committed yet, waiting to see what offers come in.

MARCH 30, 2022

Vadnais Heights man completes ‘adventure of a lifetime’ COVID-19 lockdown early, and he happened to be in between employment at the time. He thought “now might just be the time to do it.” “I decided to drop the money on the tickets, so I pulled the trigger on it and thought I’d go ahead and make the commitment,” he said. But before Fagrelius could board the plane, he had to begin training for the pilgrimage. He began walking, biking and mentally preparing last summer for the adventure of a lifetime. As part of his adventure, Fagrelius decided to start his online blog, a 44 day retelling of his challenges, triumphs and even some of the humor he found on his journey. While some people make a photo album of their latest trip, Fagrelius went all out to make his blog, livealagom. life, which is cobbled together through a speech to text app on Fagrelius’ phone. “There’s my personal, written observations in the blog, but some of the pictures really speak for themselves. I included a quote for each day that reflected on the idea of being on a long walk or pilgrimage,” he explained.

BY CORINNE STREMMEL STAFF WRITER

Halfway through watching the movie “The Way,” a light bulb went on in Tom Fagrelius’s mind: what if he, too, walked the Camino de Santiago? Eight years later, the Vadnais Heights resident’s Camino dream came true. The Camino de Santiago or The Way of St. James is a pilgrimage for many religious and even non-religious people to visit the remains of the Apostle Saint James in Spain. The site draws hundreds of thousands of visitors each year. The Pilgrim Office in Santiago reported in 2019, over 300,000 pilgrims came to Spain to complete the trek. The destination gained popularity after it was listed as a United Nations Educational, Scientific and Cultural Organization (UNESCO) World Heritage site in 1993. Today, people like Fagrelius have been inspired by a number of reasons to go and visit the site. Fagrelius planned on going in September 2022, but ended up going a year earlier because Spain ended their national

Fagrelius said the question he gets most often after returning from the Camino de Santiago is “Why did you do it?” “They ask, ‘Did you have something to figure out? Did you have something to solve?’ I met people who gave reasons that I didn’t report in the blog because I found it all to be pretty personal. It’s just an intensely personal journey.” While Fagrelius’ reason for embarking on the trip isn’t quite as straightforward as others’, he reported in this blog his personal goals of achieving things that tick off his five F’s: family, fitness, faith, friends and “filosophy.” “Last F, I sort of fudged a bit” he laughed. The Camino de Santiago managed to tick off two of his five F’s, fitness and faith, which for Fagrelius, went beyond any of his usual practices of faith or fitness. Since returning home, Fagrelius has used the time to reflect, and explained the impacts of his trip intensified once he returned home. This made him begin to think, “what’s next?” Now, “what’s next?” is looking like a future book,

international friends he met along the way and reveling in his reasoning for the trip of a lifetime. Fagrelius says, “For me and many of the people I met along the way, we’re still on Camino.”

cataloging his Camino adventures. “I’m not sure if it’s going to be a book just for me to look at on my own or for friends and family. It might be something I go ahead and publish in the future. I guess we’ll see,” he said. As the adventure blogger settles down for a while to document his pilgrimage, he’s still connecting with the
