It takes a village to become a city BY DEBRA NEUTKENS EDITOR

Adding the word “Lake” to the Village of White Bear was hotly contested back in 1921. Residents were accustomed to a name without “Lake” and as everyone knows, change is hard. Opposition was voiced in the newspaper's Letters to the Editor, but ignored. The city charter was adopted and White Bear Lake became incorporated. That interesting hint of dra-

ma was part of the White Bear Lake Area Historical Society's new program, “A Village is Born.” Executive Director Sara Hanson presented the lesson in history last month at the White Bear library. When White Bear Lake became an entity in 1921, the city had a population of 2,000 in a 2.25-square-mile area. Its first mayor was a lawyer named Earl Jackson who won a tie-breaker against opponent Peter Fournelle, a downtown businessman. Forty years earlier when

the Village of White Bear was founded, about 435 people lived in the area between White Bear and Goose lakes. Surrounding the village was White Bear Township, which was 36 square miles when formed in 1858, the same year Minnesota became a state. Over the last 150-plus years, there have been at least 80 incorporations and annexations from the township, Hanson said. Today, the township is a quarter of its size in 1858.
