Matchups won’t be announced for a few months yet, but the local organizing committee for Hockey Day Minnesota 2023 is already immersed in planning the extravaganza.

Held annually since 2007 at host cities around the state (with the exception of 2021), the special event celebrates the game that makes Minnesota the “State of Hockey.” Mark your calendars and save the date: Jan. 28 at Polar Lakes Park in White Bear Township.

The Minnesota Wild originated the unique day, which the organization produces in partnership with Bally Sports North and the local host community, selected more than a year in advance.

As the showcase for hockey has evolved over the years, so have expectations from event partners, said Corey Roberts, part of the team that got the puck passed to White Bear Lake.

Mahtomedi native killed in Ukraine while standing in bread line

Jim Hill, a 1973 graduate of Mahtomedi High School, was killed Thursday, March 17, in the northern Ukraine city of Chernihiv when Russian forces attacked people standing in a bread line.

According to CBS News, Hill is the second American killed since Russia invaded Ukraine Feb. 24.

“My brother Jimmy Hill was killed yesterday in Chernihiv, Ukraine. He was waiting in a bread line with several other people when they were gunned down by Russian military forces,” Hill’s sister, Cheryl Hill

Gordon, wrote on Facebook.

“His body was found in the street by the local police.”

Hill was in Ukraine to care for his longtime partner, Irina, who was being treated at a local hospital for multiple sclerosis and was in the intensive care unit.

Willie Madline, a 1974 graduate of Mahtomedi High School, played baseball and football with Hill and the two have been close friends throughout the years.

“I talked to him two days before he was killed,” Madline said. “He said he had a 50/50 chance of getting out alive.”

Before his death, Madline said about 30 people were communicating on a Facebook thread everyday and Hill would provide them updates on his situation and the war.

“He said he could have left, but he felt he needed to stay behind and help not only with Ira, but with getting food for people in the hospital,” Madline said.

“I don’t think the news shows how bad it really is for the civilians.”

One of Hill’s last posts on Facebook was on March 8.

“Intense bombing last night for 2 hours.

It was close to hospital.

Machine-gun fire could

be heard. It stopped just after midnight. It was all around Chernihiv. Power was out for 7 hours. Back on now. No shooting for awhile,” Hill wrote. “I believe there is a cease fire. Ira is supposed to start her advanced medical treatment for her MS. This is what we have been waiting for. Hopefully this will stop the progression of the disease but does not restore lost functioning.

And she has lost a lot of her functioning. We will worry about that later.

“If we land at $3.5 (million), just know that next year’s amount will be greater,” Kazmierczak said.

Staff agreed to reconsider the numbers given the concerns about walking distances, and to present the board with revised budget reductions at its next meeting on April 11.

The current proposed budget revisions also included some creative reshuffling to provide relief to the general fund. For example, lunchroom custodial and supervision would be considered under the territory of the Nutrition Services fund.

Among the largest proposed reductions is the elimination of eight full-time elementary school teachers, 16 full-time secondary teachers, and 3.5 support staff. The district’s budget advisers pointed out that these reductions would realign the school with its pre-COVID class size targets.

“We have one of the lowest class size averages in the metro in our secondary programming,” said Matt Mons, director of human resources.

For most students, it wouldn’t mean drastic class size changes, but it will mean a reduction in options when it comes to courses that attract fewer students.

“It’s not a consistent increase across every class,” Mons said. Currently, the proposed reductions would still allow the district to maintain class sizes below the metro average. The White Bear Lake district class size average is 24.3, while the metro average is 27.5, he said.

At minimum, Mons said the district wants to attract at least 20 students to most of its classes, although there may be a few areas of growth that might be operating with fewer students until those classes can become more established.

“There are going to be some offerings that will probably not be continuing, just because of lack of student interest. It’s more about student choice than anything else,” Mons said.

Anyone who has walked home from school on a Minnesota winter day will certainly remember the experience—something that may become more common for students in the White Bear Lake School District in the coming year.

Under a revised budget proposal presented to the school board at its March 14 meeting, K-5 students who live within a 1-mile radius and 6-12 students who live in a 2-mile radius of their school would not be offered bus transportation. This would allow the district to eliminate three bus routes, saving $195,000 in the 2022-23 school year.

“That brings up some concerns for me as a parent—a high schooler walking 45 minutes to school,” said Board Chair Jessica Ellison. “It’s not ideal, and I’m just concerned about the safety of it.”

In 2020, the transportation policy shifted the walking distance to 1 mile for elementary students and 1.5 miles for grades 6-12 as part of its COVID safety plan. Since then, K-2 was reduced to a halfmile, grades 3-4 to 3/4 mile, and grades 6-12 to 1 mile.

Board Member Angela Thompson pointed out that the reduction in transportation for students within a 2-mile radius could be an equity issue, disproportionately affecting students from marginalized communities.

“I would want to make sure they weren’t punished because their family isn’t able or privileged to be able to say, ‘I can go to work late today to get my kid to school,’” Thompson said.

Ellison asked how the budget reductions might look if the maximum distance for secondary students was 1.5 miles instead of 2 miles.

Considering the district’s goal to reduce the budget by $3.8 million, Superintendent Wayne Kazmierczak chimed in that failing to make cuts now may only delay changes.

New challenge: Adopt a storm drain

Fewer than 10% of known storm drains have been adopted in the five communities surrounding White Bear Lake. To change that statistic, the White Bear Lake Conservation District is issuing a new challenge.

Why adopt a drain? Stormwater flows directly into local lakes, rivers and wetlands, acting as a conduit for trash, salt and pollutants. The Adopt-A-Drain program gives residents the opportunity to improve water quality by adopting a storm drain in their neighborhood and keep it clear of leaves, trash and other debris. The result is less water pollution.

The conservation district is challenging the five communities around the lake to more than double the number of adopted drains by the end of October.

“There will be no prizes, but our shared reward will be cleaner water and improved drainage on our streets,” said board member Scott Costello.

To volunteer, go to mn.adopt-a-drain. org. Click on “Adopt a Drain,” to see the map of known drain locations and to find instructions. Costello said “it’s a shame more drains aren’t adopted. It should be easy for people to meet our challenge and double the number.”

Results of the challenge will be announced at the district board meeting Nov. 15.

Spring break

W

ith two years of limited travel due to Covid behind us, my wife and I tag-teamed Spring Break this year and split up. Our daughter, Abbey, is a high school senior and our son, Kellen, is a freshman. Where did the time go? She and my daughter headed to Mexico along with more than 30 of her classmates and their families, while my son and I visited my parents in Florida. The airports were busy and TSA was hustling us through security. My new mode of travel is to carry everything in a backpack carry-on to reduce the overall travel time and wait in baggage claim.

We flew Sun Country down and Southwest back to get the best airfare. We heard about flight delays due to staff shortages and we in fact waited a few hours for our flight crew to arrive. All in all I was impressed with the crew and passengers. We have seen and heard the wild things taking place on airplanes, such as people refusing to follow policies and getting into fights. Maybe passengers are getting the drift that threats, violence and mischief won’t be tolerated and can result in them getting banned from the airline.

To think even when I was a kid it was considered a pure luxury to fly and people dressed up. Today many people hardly dress at all, wear flip flops or go bare foot, or wear pajamas. We have enjoyed flying the low cost airlines when it makes sense, however, we have also Publisher’s had experiences where it pays to fly with the larger carriers who offer more flight View options to get you to your destination when there are cancellations or delays.

Carter Johnson Direct flights are the best when you can do it. We’ve learned to always wear socks, and pack a few snacks, chewing gum, and an empty water bottle to refill after going through security.

A phone charger cord is a must and charging stations are now everywhere at the airports. We’ve found in-flight movies require either corded headphones or smartphone connected headphones and app. Remember to consider those around you when choosing a movie, as it can be embarrassing to watch something violent or racy. With Spring Break in full swing, remember to pack light, be patient, be thankful and have fun.

World’s best airports It’s nice that the Twin Cities has added an another airline. Allegiant Air is the 18th carrier serving MSP airport, which is a benefit. We can be thankful that MSP ranks as one of the nicest, cleanest airports around.

The shopping and restaurant options are great, too. It ranks in the top 10 of more than 5,000 airports in the U.S. According to Travel and Leisure magazine our airport ranks 7th behind Portland, Oregon; Savannah/Hilton Head, South Carolina; T.F. Green International, Rhode Island; Jackson-Medgar Wiley Evers International in Mississippi; Indianapolis International; and Tampa International. According to Skytrax, the top airports in the world are Hamad International Airport in Qatar which was ranked in 2021 as number 1, Tokyo Haneda International Airport as 2nd, and Changi Airport Singapore as 3rd.

Spring Clean up Thank you to the 100+ local volunteers and Scouts who have once again managed the Annual Lake Cleanup event on and around White Bear Lake. Event coordinator Jim Schuster said that 176 lbs of trash was removed from the ice - including a bike, a lawnmower, and a propane tank. This was the 19th annual event, which began as an Eagle Scout project. It is refreshing to see this level of community support around our natural assets, from lakes and rivers to parks, trails and roads. If you’re interested in helping with these types of events, check out one of the service clubs in the area such Rotary and Lions, or get involved with the Chamber of Commerce, park commission, churches and even schools. Many of these organizations have adopted a stretch of local road or highway to clean up, or host various opportunities to help our surroundings and the environment. With regard to an immediate way you can help keep our community clean, consider raking the salt and sand off your street, taking care to pick up the waste so it doesn’t flow into the stormwater systems and pollute our lakes and streams.

Advocating for Our Community

s a state legislator, it’s important for me to connect with community members and to make your voices heard at the Capitol. The stories and feedback you’ve shared with me over the past three years have informed my work and directly inspired legislation that my colleagues and I are considering.

In 2019, for example, I started working with community members who were exposed to a toxic chemical known as TCE. I introduced legislation to ban the use of TCE, and it was signed into law in 2020.

Becoming the Legislator first state to ban TCE was Lingo a step in the Ami Wazlawik right direction, but other chemicals that can negatively affect our health and environment are still used in manufacturing and common household products.

This year I’m focusing on PFAS, a group of chemicals that has been linked to certain types of cancer and other health issues. I’ve introduced several bills to ban PFAS in cookware, cosmetics, and other widely-used items, as well as legislation that would require companies to disclose

which of their products contain these chemicals. My goal is to protect Minnesotans from exposure to PFAS and prevent environmental contamination.

Another bill I’m carrying was inspired by a conversation I had with a constituent whose homeowners association stopped them from installing solar panels on their own home.

When I began searching for solutions, I learned that many Minnesotans were having similar problems with their HOAs. I introduced legislation that would limit HOAs’ ability to stop prevent people who want tofrom installing solar energy systems, and the Minnesota House passed it with bipartisan support. We’re now waiting for the Senate to consider the bill.

Other legislation I’m working on addresses our community’s unique needs.

For example, I authored a bill that would provide $6.25 million to renovate and expand the public safety facility in White Bear Lake. The current building doesn’t have enough space for the city’s firefighters, first responders, and police department. My bill would help White Bear Lake construct, furnish, and equip a larger building so our local firefighters, first responders, and police officers can continue doing their critical work.

I’m also working on legislation that would extend the Bruce Vento Regional Trail. It appropriates $2.5

million to build a 2.7 mile trail between Buerkle Road and the intersection of Hoffman Road and Highway 61 in White Bear Lake. In addition to providing more opportunities for people to walk and bike in our community, this trail would make it easier for residents to access downtown White Bear Lake and public transportation.

Another bill I’m carrying would help This Old Horse: Phoenix Farm and other non-profit organizations care for retired racehorses. This bipartisan legislation would use money from the Breeder’s Fund to pay for food, veterinary care, and other necessities and to train the animals to serve as therapy horses, police horses, and more, so they can lead full and productive lives after their racing careers are over.

My goal is always to develop and support bills that will improve the lives of Minnesotans and help members of my community thrive, now and in the future.

LETTERS TO THE EDITOR Letter to City Council

We moved to White Bear Lake in 1987. When our downtown was dying, I opened a CPA practice in White Bear Lake in 1990 and purchased office space in 1991. I have been involved in the community, serving on the Chamber Board, White Bear Lake Main Street Board, Explore White Bear Board, the 2009 MN Governor’s Fishing Opener Committee, Vadnais Heights Rotary Board and Marketfest.

Our office faced the post office, and we saw a bus drive by every evening around 5 p.m. for years. I never saw more than two people on the bus—usually it was empty or had one passenger. The Met Council is determined to create a high-density metro area, it appears, based on what I have observed over the years.

Families live in White Bear Lake because we want our space and a car or two so that we can go where we want when we want.

Our niece was attending the Aveda School on the east side of the river in Minneapolis several years ago. We asked her about how she got around. She said they took the transit train to get to the Mall of America.

She said that it was free. We told her, no, it wasn’t ... but she said, “No one pays ...” she didn’t think she needed to. Really!

White Bear Lake can still be serviced by an occasional bus if you really think it is necessary that people have the “right” to get out here.

Building this is not one of those “If you build it, they will come” things, nor is it something this community wants. We can get along just fine without the massive expenditure and continual annual cost to us and

wherever this entity gets its funding from, because it will never come close to being self-sufficient.

Why do you continue to disregard the input from this community?

Why would you cut off the entrance to our Kowalski’s and nearby businesses from Highway 61?

Send a new message to the Met Council informing it that the recent election in White Bear Lake sent it a message from the community that the Purple Line is not wanted here.

Speak up for quality education for all

Most of us believe each child should have the freedom to pursue their dreams, so we must equip every school with the resources to deliver a quality education that prepares each child for the future, no matter their color, background or neighborhood.

Some of our state senators have proposed laws this session whose purpose is to foster a false adversarial relationship between parents and teachers.

Both teachers and parents deserve our full support as they work to repair the damage COVID-19 has done to learning. Lawmakers who try to create mistrust and division do so to distract us from their unwillingness to provide the full funding each child deserves for a quality education.

Together, we can demand that each child be given the same quality education we want for our own child. We can insist that we give all of our schools the resources they need by speaking up at meetings, contacting our

The HSUS fact sheets on these bills are excellent, and there’s more information on the internet, but what these issues come down to for me is that practical, humane solutions are better than the careless, often cruel, alternatives. Thanks for checking them out, and speaking up for the animals.

Letters influence opinion on Purple Line

The Purple Line sure dominated this past week’s White Bear Press.

Personally, I have not felt strongly one way or the other about the project. I

don’t expect to use it much, if at all, if and when it is completed.

However, after reading the letters from advocates on each side, I’m now leaning in favor of the Purple Line.

The rhetoric used by those in favor of the Purple Line is much more logical, rational and “calm” as compared to those in opposition.

Sorry, Mr. Lees and Mr. Artner, you lost me (and likely many others) with your “Jesus wept” line and your choice to compare the Met Council to the ruthless, fascist, child-killing, civilian-bombing, warstarting Russia.

Wow! Seriously?

It is one of our country’s greatest freedoms to voice opinions about civil matters.

But we hope that freedom is exercised in a mature, thoughtful manner that shows respect for one’s opponent. Those who do not risk harming their own side’s case, which is what is happening here with the Purple Line debate.

And as an aside, purple is my favorite color!

Bus Rapid Transit just doesn’t fit I’m a 30-year resident of White Bear Lake and, like many citizens who’ve spoken on this subject, I add my voice to the opposition of the Bus “Rapid Transit” project that Met Council is attempting to shove into our community. The proposed Bus Rapid Transit project is a solution looking for a problem, a problem we do not have. With a price tag of half a billion dollars, this “solution” makes no sense for our community. Our entire world has changed due to the pandemic, and

the fact is, many people no longer physically commute to work or use transit in the same way as when discussion on this project began 23 years ago.

I don’t understand why the plan for 89 buses daily cannot use I-35E versus tearing out miles and miles of trees and other green space while also desecrating a sizable portion of the Bruce Vento Trail.

The Met Council is currently under intense scrutiny due to delays, cost overruns and other troubles related to the Southwest LRT. The House and Senate voted recently —and nearly unanimously — to conduct a special audit of the Met Council by the OLA (Office of Legislative Auditor) because of the troubles.

The 17 members of the Met Council, who are appointed by the governor (not elected by citizens) continue to assert that this bus rapid transit project WILL be built and run through White Bear Lake. Gov. Walz, who appointed these members of the Met Council, has indicated he “supports the audit.” Minority Leader and Rep. Kurt Daudt, District 31A, is on record as saying, “This is the biggest waste of money WHITE I’ve ever seenLAKE in - MAHT BEAR my lifetime.” These facts ACADEMIC AC alone should cause someone2021-20 to put the brakes on this ONEKA ELEM unnecessary, exorbitantly priced boondoggle that Met PLEASE RETURN THIS FORM T Council intends to impose ONEKA ELEME on our city.

St. Jude of the Lake raises $17,785 in funds for school St. Jude of the Lake has raised $17,785 for the school over the last six weeks while selling $5 raffle tickets as part of the Catholic Schools Raffle. The fundraising program is provided free of charge by Catholic United Financial. The raffle began on Jan. 14 and concluded March 10 with a prize-drawing ceremony that was broadcast live on Catholic United Financial’s website. Mahtomedi students win Minnesota Zoo award Middle school students from St. Jude of the Lake School, led by teacher Jill Ryan, were recognized for their STEM skills as winners of the Innovation Award in the 2021-22 ZOOMS STEM Design Challenge.

The Minnesota Zoo’s award-winning program is a yearlong project that challenges elementary, middle and high school students from across Minnesota to develop solutions for real zoo-based scenarios. This year, students were challenged to either develop a new wolf habitat expansion or an enrichment solution for the gray wolves at the zoo. Students were evaluated for their research skills, uniqueness of ideas, plans for implementing the solution and overall presentation. Teams from 46 schools participated in the challenge.

Vadnais Heights

• A St. Paul woman, 40, was arrested for DWI at 2:03 a.m. March 6 in the area of McMenemy Street and Koehler Road after she was found off the road asleep behind the wheel.

• A Big Fork woman, 19, was arrested on two felony warrants at 3:21 a.m. March 6 in the 1100 block of County Road E. One warrant was a felony probation violation warrant, and the other a misdemeanor motor vehicle tampering warrant.

• An Arden Hills woman reported the front passenger window of her vehicle broken in March 6 while it was parked in the north parking lot of Lake Vadnais in the 100 block of County Road F. Although her phone was recovered near Rice Street and Gramsie Road using the “find my phone” app, her credit cards were used at the Vadnais Heights Target and at a smoke shop in St. Paul.

• A St. Paul woman, 37, was arrested on a gross misdemeanor warrant March 6 at the Walmart in the 800 block of County Road E after she was detained by loss prevention personnel for leaving the store with items she didn’t pay for. She was also cited for misdemeanor theft and issued a trespass notice. A St. Paul man, 54, was also cited for misdemeanor theft after he was caught shoplifting at the Walmart March 6. A Vadnais Heights man, 34, was cited later that day for misdemeanor theft and issued a trespass notice after he was caught shoplifting.

• A Vadnais Heights man, 52, was arrested for third-degree DWI March 7 on Centerville Road and Goose Lake Road after deputies responded to a crash near that intersection. The subject’s vehicle had sideswiped another vehicle on eastbound Highway 36 and was followed by the victim along northbound I-35E, where it exited on Centerville Road. The subject vehicle went off the road and took out the cable barrier before coming to rest in the open field. The driver refused the portable breath test at the scene, but registered a blood alcohol content of 0.19 at the law enforcement center.

• A St. Paul man, 35, was arrested for DWI at 3:30 a.m. March 8 in the area of Stockdale Drive and Stockdale Road after Ramsey County Sheriff’s Office deputies responded to a report of a suspicious vehicle and found the driver to be impaired.

• A Bloomington man, 32, was cited for driving after revocation March 9 in the 1000 block of

WHITE BEAR LAKE POLICE REPORTS Kristen Court after deputies responded to a two-vehicle accident on business property.

• An enclosed utility trailer bearing a construction company logo and containing tools was reported stolen overnight March 9-10 from the 100 block of County Road F. The loss was estimated at more than $8,000.

• A White Bear Lake woman, 20, was cited March 10 in the 300 block of Highway 96 for speeding, instructional permit violation and failure to provide proof of insurance after being pulled over for speeding. Deputies gave the driver a courtesy ride after her vehicle was towed from the scene.

• A vehicle parked in an underground garage in the 1200 block of County Road D Circle was reported broken into overnight March 10-11 after the front driver’s side window and mirror were found broken the next morning, along with dents in the door frame.

Surveillance video shows a male in dark clothing removing a fire extinguisher from a cabinet and making his way to the vehicle.

• A resident in the 3200 block of Greenbrier Street reported a neighboring condominium owner for backing his car into his garage door March 11 and damaging the building.

Deputies found the building undamaged.

• A catalytic converter was reported stolen from a 2014 Toyota Sequoia parked in the 3500 block of Arcade Street over the weekend of March 12-13.

White Bear Township

• A male of no permanent address, 36, was arrested March 12 on the northwest shore of Bald Eagle Lake on a felony Anoka County warrant and a misdemeanor Ramsey County warrant.

• A White Bear Township man, 78, was arrested for fourth-degree DWI March 12 on Bald Eagle Blvd. and Hobe Lane following an accident.

After he failed the field sobriety tests, he was brought in, where he registered a 0.12 blood alcohol content.

• A male and female were taken into custody March 12 after deputies assisted other agencies in pursuing the driver of a stolen vehicle. Although deputies unsuccessfully deployed stop sticks on I-35E and County Road J, St. Paul Police arrested the pair on foot after they crashed the vehicle in the 1400 block of Payne Avenue. Anoka County Sheriff’s Office deputies initiated the pursuit and the Minnesota State Patrol assisted in providing aircraft cover.

PUBLIC SAFETY BRIEFS Asleep behind wheel facing wrong way leads to DWI arrest VADNAIS HEIGHTS — A St. Paul man, 35, faces up to one year in prison and/ or a maximum $3,000 fine for third-degree DWI and an additional year in prison and/or maximum $3,000 fine for fifth-degree possession of a controlled substance following a March 8 report of a suspicious vehicle facing the wrong way.

When Ramsey County Sheriff’s Office deputies arrived on scene, they located a vehicle stuck in a snowbank and facing backward on Stockdale Road and Stockdale Drive. The driver told deputies he didn’t know what city or county he was in, and that the last thing he remembered was being with his brother and sister.

After deputies noticed the subject’s eyes were extremely watery, glassy and bloodshot, they administered several eye tests, including the horizontal gaze nystagmus test that indicated dilated pupils and the modified Romberg test that revealed slight eye

tremors. During the tests, the subject admitted to using methamphetamine the night before. During the required inventory search prior to towing, deputies located a pill bottle containing 1.26 grams of a white crystalline substance that tested positive as methamphetamine.

A prior DWI conviction from 2018 will be used to enhance the charge against the subject.

Leaving vehicle in reverse to sleep leads to DWI arrest VADNAIS HEIGHTS —A St. Paul woman, 40, was arrested for DWI March 6 after they found her asleep behind the wheel of her vehicle, which was parked in reverse.

If convicted, the subject faces up to one year in jail and/or a maximum $3,000 fine for third-degree refusal to submit to a breath test, plus an additional 90 days in jail and/ or maximum $1,000 fine for fourth-degree DWI, following a March 6 arrest.

On that date, Ramsey County Sheriff’s Office deputies were dispatched out to the corner of McMenemy Street and

Koehler Road on the report of a motor vehicle off the road.

When they located the vehicle, they knocked on its window to announce themselves. The woman behind the wheel started and woke up after several series of knocks.

The first thing deputies did was to ask the driver to return the vehicle to “park” from its “reverse” position.

However, the motorist, who was observed to have watery, bloodshot eyes, fumbled with her phone instead and dropped it multiple times. When she struggled to put her vehicle into park, deputies asked her how much she had to drink.

The subject’s responses were: “Why does it matter?” and “Take me to jail.”

Deputies quickly obliged.

After several attempts at a preliminary portable breath test, the subject’s blood alcohol content registered 0.177. At jail, the subject refused to take the Datamaster breath test, saying, “You already gave me a test on the road. I don’t want to take another test.”

She will be tested in court, however.

The White Bear Lake Police Department reported the following selected incidents: • A person was arrested for disorderly conduct and obstruction in the 4900 block of Highway 61 March 10.

Walz budget proposes public safety boost for county Gov. Tim Walz and Lt. Gov. Peggy Flanagan recently stopped in Stillwater on a statewide public safety tour to discuss what their public safety budget — including $300 million for cities, counties and tribes — would mean for Washington County and communities across the state. Under the Walz-Flanagan Budget to Move Minnesota Forward, Washington County would receive nearly $1.27 million per year to invest in public safety.

The roundtable discussion follows recent public safety meetings Gov. Walz and Lt. Gov. Flanagan have held with community leaders in St. Louis Park, Duluth, Brooklyn Park, Eagan and North Minneapolis.

“We know that public safety issues aren’t just our neighbors’ problem — they’re all of ours. We also know that the public safety needs of a community are best met locally,” said Gov.

Walz. “That’s why our $300 million public safety plan empowers local governments across the state to take the lead and address their most urgent public safety needs at the local level. Under our plan, counties like Washington County will receive $1.27 million per year to invest in their communities’ safety.”

“Minnesotans are the experts in their own lives and should have a say in their communities’ public safety,” said Lt. Gov. Flanagan.

Sheriff Dan Starry said, “Washington County has a long history of working collaboratively with our elected officials to address the public safety concerns of our residents. I’m pleased that Gov. Walz and Lt. Gov. Flanagan took the time to come to Washington County to discuss their budget with us and to listen to our ideas of how we may better address public safety.”

WASHINGTON COUNTY SHERIFF’S REPORTS The Washington County Sheriff's Office reported the following selected incidents in Grant, Mahtomedi, Pine Springs and Willernie:

Grant

• The driver of a silver SUV was arrested for DWI at 3:36 p.m. Feb. 14 in the 11000 block of Goodview Avenue N., after deputies were dispatched out to the scene of a single vehicle accident. When deputies arrived on the scene of a vehicle off the roadway and stuck in the ditch, they found the driver to be intoxicated and slurring her words.

• A resident in the 6000 block of Jamaca Avenue N. on March 4 reported e-mail fraud.

Mahtomedi

• A Wedgewood Drive resident on Feb. 14 reported being swindled by multiple gift card transactions.

• A suspicious report about a phone line on Kale Street going dead Feb. 20 while the complainant was talking with her friend, and possibly signifying danger to the friend's life, turned out to be simply a lost signal, after deputies verified that everything was OK. • A suspicious person reported Feb. 21 in the area of Park Avenue turned out to be a party familiar to deputies who was selling items door to door. Deputies briefly greeted the subject before continuing their patrol.

• Deputies were dispatched out to the intersection of westbound Highway 244 and Century Avenue Feb. 22 on a vehicle abandoned in the left turn lane and blocking traffic. The yellow flashers were on and the doors were locked. Deputies tried to contact the registered owner and even contacted the Ramsey County Sheriff's Office to see if a report had been made. Without any of the information they needed and with the inclement weather exacerbating the scene at the moment, deputies arranged to have the vehicle towed.

• A suspicious item located Feb. 26 at the posted stop sign at the intersection of Highway 244 and Old Wildwood Road turned out to be a geocaching clue.

• A suspicious male reported at 11:33 p.m. Feb. 26 for parking his car, getting out, walking toward a Shamrock Way residence and being let in to that residence turned out to be a visitor to that residence.

• Deputies assisted the White Bear Lake Police Department twice during the early morning of Feb. 27, both times in the area of Century Avenue N. and Wildwood Road. At 3:16 a.m., deputies were dispatched out to a suspicious vehicle parked at the Subway shop in their search for a suspect. However, the vehicle was unrelated to that case. At 4:46 a.m., deputies located the suspect nearby. The suspect, who was sought for first degree burglary and felony Order for Protection (OFP) violation, had earlier fled on foot.

• An unidentified male was arrested at 2:24 a.m.

Feb. 28 in the 3000 block of Century Avenue on an active felony warrant out of Ramsey County, after being pulled over for speeding. During the traffic stop, deputies smelled a strong odor of marijuana billowing from the vehicle and conducted a search.

They located a marijuana shaker box inside the

vehicle and an open bottle of Brandy near the driver.

Therefore, the driver was also cited for speeding and open bottle violation. As none of the vehicle's occupants held a valid driver's license, they were all made to wait outside in the freezing cold parking lot until a valid driver turned up for them in the middle of the night.

• An Ideal Avenue N. resident reported undisclosed suspicious items on his property March 1.

• A suspicious male bearing down on a residence in the 1000 block of Warner Avenue N. with a clipboard at 2:46 p.m. March 3 turned out to be an insurance subcontractor. The complainant became suspicious when she saw a video of the visitor ringing her doorbell from her Ring doorbell.

Pine Springs

• A Wisconsin motorist was cited at 9:45 p.m. Feb. 20 on westbound Highway 36 at I-694 for speeding 83 mph in a 55 mph zone and verbally warned about violating his provisional license by having more than one passenger in the vehicle. Deputies on stationary patrol had clocked the driver on radar at 555 feet, after seeing him pass another vehicle at a high rate. The driver admitted to speeding and told deputies he and his three juvenile passengers were headed to hang out at a friend's house. After the driver's mother was summoned from Wisconsin to take over the driving, deputies described the youth as having a good attitude and being “remorseful for his driving decisions”.

• A Minnesota motorist was cited at 7:08 p.m. Feb. 24 on Highway 36 for driving with no headlights illuminated during a snow storm, not to mention after sunset.

• Another Minnesota driver was arrested for DWI at 11:37 p.m. Feb. 26 on westbound Highway 36 at the northbound ramp to I-694, after westbound deputies observed the vehicle failing to stay in its lane.

The vehicle crossed the fog line several times and even drove continuously on the shoulder. During the traffic stop, the driver's glazed, water eyes and heavy odor of an alcoholic beverage were a dead giveaway. The driver admitted to drinking alcohol and performed poorly on the field sobriety tests.

• Deputies conducted a traffic stop Feb. 28 on Highway 36 at I-694 for driving after suspension, after conducting a random computer check.

• A Minnesota motorist was arrested at 2:19 a.m.

March 5 on Highway 36 for DWI, after deputies on patrol observed the vehicle fail to signal a lane change and drove on the shoulder. During the traffic stop, the driver showed signs of impairment and admitted to drinking alcohol. A portable breath test on the driver registered a blood alcohol content of .2.

Willernie

Local man arrested, charged in sting A Mahtomedi man has been charged with three felonies, including attempt sexual assault of a child under 16; felony use of a computer to facilitate a child sex crime; and causing a child 13-18 to view/listen to sexual activity, following an undercover sex sting in Sawyer County, Wisconsin.

According to the criminal complaint, Ben P. Bergee, 33, initiated contact with who he believed to be a 15 year-old female high school student by text message on Feb. 6. The underage female was actually an undercover officer with the Lac Courte Oreilles Tribal Police Department.

The texting conversations continued through March 2. Details of the conversations provided in the criminal complaint include Bergee discussing giving the underage female massages and tying her up and tickling her with feathers, an electric toothbrush, hairbrush, and other objects. Bergee said he would not have sex with the underage female because she was under 18, but when asked about oral sex, Bergee said, “Yeah, I would do that.” He also sent selfies of himself in his underwear, and photos of his genitals.

Bergee and the underage female made a plan to meet at 7:30 p.m. March 2 at a gas station near Hayward, Wisconsin, and then intended to go to a hotel room, for which he planned to pay cash. When Bergee arrived at the LCO Country Store Gas Station, officers initiated a traffic stop and placed him under arrest. An officer searched Bergee's vehicle and found items seized as evidence, including DVD's, electric toothbrush, hair brush, paint and foam brushes, feathers and paracord rope, baby oil, a wallet and a cell phone.

According to the criminal complaint, when officers asked what his plans were, Bergee said that he was going to do massages but not have sexual intercourse, only oral sex. He further stated he talked with the child about tickling and bondage. He also confirmed to officers that he knew his interactions with the underage female were illegal.

If convicted, Bergee faces fines of up to $50,000 and 20 years imprisonment on the the second degree sexual assault charge; up to $100,000 and 40 years on the charge of using a computer to facilitate a child sex crime; and up to $10,000 and six years for the charge of causing a child to view sexual activity. He was released on $10,000 bond. His next court appearance is scheduled for June 7.

It is with extreme sadness that we announce that Pat James Ringold, age 69, longtime area resident and owner of Benna Ford in Superior, passed away peacefully on Friday Feb. 18, 2022, at his home in Florida following a brief and courageous battle with pancreatic cancer.

Visitation will be Thursday, March 24 at St. Francis Xavier Catholic church, 2316 E. 4th St. Superior, Wisconsin from 4-7 p.m., and will continue Friday, March 25 from 10-11:45 a.m. followed by a mass and luncheon at the church.

The world lost Kevin Mark Cragg on Dec. 5, 2021, but his deep and enduring faith in God gave him courage in this life, but also gave him a real kindness and gentleness toward others, which will remain.

Kevin taught History for over 40 years, beginning at Trinity College, Deerfield Illinois, and then Bethel University, St. Paul, from 1980 to 2013, specializing in Ancient Greece, Rome, the Middle Ages, Minnesota and the Environment. He may be best remembered for his involvement developing and teaching a core team-taught class, Christianity and Western Civilization. He loved teaching and using stories to make subjects come alive for his students (doing the Augustine Rap or the Low/High Pressure Dance), whether they were in a university classroom, church members, or his sons’ friends gathered around the dinner table. He will be remembered for his wide-ranging curiosity about the world, kindness and humility, solidarity with “the little guy”, sense of humor (with an uncanny ability to mimic animal calls), hospitality, and extraordinary recall of facts both large and small. He enjoyed all kinds of music (Klezmer, Bluegrass, Classical…) group singing, conversations with others, traveling, reading nightly to his sons, walking daily, and being in nature.

Son of Harold and Genevieve Cragg, Kevin is missed most by his wife of 52 years, Carole Morissette Cragg; son, Nathaniel Cragg of Denver, Colorado; son, Lucas Cragg, daughter-in-law, Amy Caron, and granddaughter, Mavis Cragg, of St. Paul; brother, H. Lannie Cragg (Judy) of Minnetonka; and brother, Brian Cragg (Diane Park), of San Francisco.

Born in New Jersey, Sue lived in New Providence and moved to Morristown where she attended college at Fairleigh Dickinson University graduating with a Bachelor of Science in Accounting.

After getting married to her husband, Keith Stevens, June 1, 1991, and moving to northern New Jersey, Sue was an active member of the West Milford Presbyterian Church and voluntarily served on the ‘Board of Deacons’ for three years.

Mrs. Stevens was both a homemaker during her children’s early years and also managed a full-time career spanning over thirty five years as a Financial Analyst working for corporations in telecommunications (AT&T, Lucent Technologies) and healthcare (Medco Health Solutions, United Healthcare, Blue Cross Blue Shield).

In 2011, Sue and her husband moved their family to Saint Paul, Minnesota as her husband took a new job opportunity at KTIS. Sue continued in finance, and while working at Blue Cross Blue Shield of Minnesota, she volunteered at a local food shelf for five years.

Mrs. Stevens was a devoted wife and mother who loved her husband and children. Sue has been cherished by many for her beautiful loving and caring nature. She always lived her life with a sense of humor even while going through health challenges.

Sue is survived by her husband of 30 years, Keith Stevens; sons, Daniel, Matthew, David, and Thomas; sister, Laura; brother, Warren; father-in-law, William; sister-in-law, Alison; many nieces, nephews, relatives, and friends.

Support local food shelves during FoodShare March Campaign Minnesota FoodShare March Campaign, the largest grassroots food and fund drive in the state, has begun. Second Harvest Heartland, Minnesota’s largest food bank, is encouraging Minnesotans to support their local food shelf with food and/or financial donations. The campaign runs through April 10.

Supply chains remain tight, food prices continue to rise, and food insecurity remains a concern for local families as the burdens of the pandemic persist. According to Feeding America, in 2021 the projected food insecurity rate was 8.6% in Minnesota, up from 7.7% in 2019.

“As much as we wish we could say the toughest parts of the past two years are behind us, we know that hunger persists in every corner of our state. That’s where the critical work of neighborhood food shelves and community organizations comes in,” said Allison O’Toole, CEO of Second Harvest Heartland.

As a food bank, Second Harvest Heartland sources and distributes food to its 388 neighborhood food shelf partners. Financial donations to food shelves are stretched the furthest because they can purchase bulk quantities of food that Second Harvest Heartland sources and stores at their warehouse.

In general, the most needed food items include meats, fish and protein (canned tuna, ham or chicken; beef stew, chili, peanut butter and canned/dried beans); complete meals (pasta and canned sauces, boxed meals, hearty soups) and grains (cereal, rice). Donors are encouraged to check with food shelves before donating, as needs change week to week.

In 2021, the March Campaign raised more than $13 million and collected nearly 6.5 million pounds of food. Funds raised help stock and support the capacity of Minnesota food shelves.

Learning about lead and loons: A toxic relationship

The packaging will have a lead warning on it. If you no longer have the packaging, here are tips that may help.

• Most fishing tackle with any density to it contains lead.

• Lead is a dense but soft metal that is easy to mold and shape. Using pliers is a good way to test this out.

• Lead is gray and dull. It will leave a gray mark if you scratch it on paper. If there is paint, it will still be able to leave a gray mark after the paint layer is scratched. feet and can hold their breath for up to five minutes.”

Amoth said one way loons are exposed to lead is by feeding on fish that are being reeled in by an angler, or fish that have broken free with tackle still attached. Another way is that lead weights fall to the bottom of the lake and the loon ingests the lead along with the pebbles needed as grit to aid in digestion.

“They will pick up small rocks, but they will also pick up lost fishing tackle,” Amoth said. “Any fishing tackle that was lost yesterday, or 60 years ago, is still there at the bottom of the lake. It's not going anywhere, and it becomes pollution.”

Once lead tackle is ingested, it is broken down in the gizzard and passes into the bloodstream and organs.

lead poisoning,” Amoth said.

“That's all human behavior.

So it's just changing our behaviors and our buying habits to make a switch to lead-free to prevent those deaths.”

She noted there has not been a single case where a loon has recovered from lead poisoning.

To decrease lead pollution to loons, Amoth said people can buy lead-free tackle, recycle lead tackle properly and share about the danger of lead to wildlife. Anglers can protected themselves

from lead when fishing and hunting by washing their hands before eating and drinking.

The MPC is currently working with over 40 partners for lead collection, including lake associations, environmental nonprofits and county household hazardous waste facilities.

Amoth said Shoreview has a fishing lead tackle drop-off box at Sucker Channel.

“It's been doing pretty well,” she said. “We've collected over 2 pounds of lead, which is great, because that is lead that will not go into our lakes.”

Bentley asked what steps are being taken currently to get lead-free tackle in more stores and bait shops in Minnesota.

Amoth said they are in the final stages of working on a retailer rebate program with bait shop owners and are hoping to get that program up and running by this year’s fishing opener.

“The goal is protecting our loons and making sure that their population remains strong for many years to come,” Amoth said.

Did you know that one lead sinker can kill a loon?

One in five loons die a slow and painful death of lead poisoning from fishing tackle.

And it's not just loons. Lead poisons eagles, trumpeter swans and some mammals as well.

Kelly Amoth, program administrator for the Minnesota Pollution Control Agency (MPC), gave a Zoom presentation on the Get the Lead Out program at the Shoreview Environmental Quality Committee speaker series March 16.

Get the Lead Out is an educational program to protect and restore the population of loons in Minnesota by reducing their exposure to lead-based fishing tackle. This outreach effort will run until 2023.

Amoth said loons mostly eat fish, but will occasionally dine on frogs, toads or leeches.

“If you're an angler, you know that fish aren't always on the top of the water,” Amoth said. “Fish can be deep, and loons have a great ability to dive. They are known as the great northern diver. They can dive up to 130

HOCKEY DAY: High-profile, weeklong celebration to draw thousands to community FROM PAGE 1

“We need to show we’re making progress and that we’re working to get support,” Roberts said, The support to which Roberts refers is mainly financial at this point.

One of the committee’s first major tasks is recruiting a “title sponsor” to anchor the event.

With the top-tier financial commitment comes many perks that include a premier pavilion location near the rink with hospitality areas inside and out, a prominent in-ice logo, radio and television exposure, brand signage and other advertising opportunities.

The committee is dedicated to providing bang for the sponsors’ buck.

“We are committed to delivering great value to our partners,” Roberts pledged. “Budgets aren’t great these days

for events like this, so we’re focused on creating value.”

As is tradition, the township park will be transformed into a Hockey Village for the weeklong celebration.

There will be merchants, food trucks and live music. A luge course is tentatively planned. Youth hockey games will be scheduled daily with a college faceoff planned Thursday or Friday night. Saturday’s marquis events will feature a boys and girls high school matchup, televised live. That night’s Wild home game will play on jumbo screens. The opponent will be named when the NHL finalizes next season’s schedule.

The refrigerated rink alone will cost about $225,000, according to Roberts. Picture-perfect ice is part of the deal with the Wild, which sets guidelines and parameters for Hockey Day. The playable

benefit the White Bear Lake Area Hockey Association to help grow the game through youth hockey. Organizers hope to get as many players as possible to experience the rink. Senior skaters may also get a time slot.

“This is a oncein-a-generation opportunity,” Roberts pointed out. “One of our tag lines is ‘Welcome to hockey heaven.’ We want a ‘wow’ factor when people walk in.

If sponsors want to get on board, this is their opportunity.”

For perspective on numbers, last year’s event, held in Mankato, drew 18,000 attendees, according to the committee. Television views numbered 162,500 for Saturday’s games.

Committee member Greg Bartz compared hosting Hockey Day to the 2009 Governor’s Fishing Opener when then-Gov. Tim Pawlenty wet his line in White Bear Lake.

“This is a chance to celebrate hockey in the state of Minnesota,” Bartz emphasized. “We happen to have the honor of hosting it. Like the fishing opener, it’s a unique, high-profile event and we want to

make sure we’re doing it right. Now we just need community support.”

After getting the nod, organizers formed a nonprofit called HDM2023 LLC. In addition to Roberts, who owns The Minnesotan on Fourth Street, and Bartz, a marketing consultant who grew up in White Bear, members include Jon Anderson, Nick Guzzo, Mike Schwartz, Randy Gallatin, Greg Steiner, Matt Anfang, Ryan Carter, Lisa Beecroft, Chad Marquardt, Carin Anderson, Angie Cunningham and Lauren Pahl.

For now, the plan is to announce team matchups iat Hockey Day Minnesota – White Bear theme night at the July 14 Marketfest.

The group also plans to have a float in the Friday night parade and a booth at Marketfest to promote the event.

MAHTOMEDI CITY COUNCIL NOTES The Mahtomedi City Council at its March 15 meeting took the following actions: Jessie Thompson and Adam Strehlow have returned to their seats on the Parks Commission after they were reappointed by council for another three-year term. Council also reappointed Scott Peterson and appointed Erin Roche to the Environmental Commission. Greg Maples and Peter Frank were also reappointed to the Planning Commission.

The city is going about the task of fighting noxious weeds in Katherine Abbott Park. Council approved the contract with Great River Greening for invasive species removal in the park. The $15,000 cost has already been accounted for in the city’s 2022 budget. Some of the invasive species mentioned for management or removal from various parts of the park include crown vetch, birdsfoot trefoil, thistles, honeysuckle and sumac.

The invasive species management program is meant to improve the health of the park's understory.

Businesses around town will be able to continue selling liquor and dispensing gasoline this year,

after council renewed liquor and gasoline licenses in various forms with one consent agenda motion.

License approval is contingent on the receipt of all appropriate paperwork and certificates of insurance. The five businesses seeking at least one of the three types of liquor licenses (on-sale intoxicating, off-sale intoxicating and Sunday) are Forster's Dugout Bar, Wildwood Tavern, Quinny's Pub, Liquor Barrel and Bella Ciao Ristorante. The Marathon station on Wildwood Road, Holiday Station on Stillwater Road, SuperAmerica on Century Avenue and Mahtomedi Automotive Service on Mahtomedi Avenue have renewed their gasoline, 3.2% off-sale malt liquor and pump licenses.

The Mahtomedi Fire Department has hired Tim Oachs for the budgeted full-time firefighter/ EMT position at an annual salary of $75,587.20, after selecting him from a slate of five candidates and placing him at pay step six. Oachs previously held the position of paid on-call firefighter for nine years with the department. He will start his probationary period April 12.

The city is on board for future grade-separated interchange

work at the intersection of Trunk Highway 36 and Trunk Highway 120 (Century Avenue) after passing a resolution of support for funding, planning and design engineering for the project. Washington County Commissioner Stan Karwoski requested that all cities along the Century Avenue corridor approve a resolution of support for state funding to make the project happen. Sen. Chuck Wiger is also willing to work to secure funding for this project, according to city staff. This work would complement the corridor study that is currently underway. The Century Avenue intersection on Highway 36 recorded 70 crashes between 2016 and 2018 and is the last remaining at-grade signalized intersection on Highway 36 between I-694 and downtown Minneapolis.

Hill was a psychologist and lecturer who had been working in Europe for years, mainly in Ukraine but also in Lithuania and other countries and had a cabin in Briggs, Idaho.

According to the Star Tribune, Hill’s sister said he was a wonderful big brother. While she was growing up, he took her to Twins games, took her fishing on White Bear Lake and taught her how to drive. He remained a devoted baseball fan, she said.

Madline said a couple of days after Hill’s death, Irina and her mother were able to get out of the hospital which would have made Hill happy.

“He was such a people person and loved his classmates,” Madeline said. “”He was such a good guy and he will be missed.”

Wanted: 1 acre of parking space for Mahtomedi school buses The Mahtomedi School District is at risk of losing its longtime school bus contractor for lack of space to park its buses.

For the past several years, the Minnesota Central School Bus company, headquartered in Joliet, Illinois, has provided school busing services to the Mahtomedi School District. While the company's local offices are on Echo Lake Avenue, its 25 large school buses and 20 minivans have been parked on 1 acre of land leased from the FedEx transport company on Long Lake Road.

However, in spring of 2021, the

company’s landlord, FedEx, advised the bus company that it needed the bus space to expand parking for its own fleet of trucks. The trucking company gave the bus company one year to find a new space to park its fleet, said Mary Jo Edmondson, contract manager for Minnesota Central School Bus. Over the past year, the bus company has been scrambling to find a parking spot for its fleet and has found nothing, not even as far away as Centerville or Woodbury. Edmondson said she was astonished that even in a economy where companies are going

out of businesses and potentially opening up space, there is nothing out there for the bus company.

To compound the company's logistical problems, its usual bus fueling station, BP on Century Avenue, has gone out of business. The company's buses must now drive to Oakdale to refuel, Edmondson said.

Although the Mahtomedi School District has been working with the bus company and expressed a desire to continue their good working relationship, the contract between them is up in June. If the bus company doesn't secure a location

nearby to provide its client with buses, its contract with the district will be going up for bid.

If a property owner within striking distance of Mahtomedi has an acre or so of land and shop space it would like to lease to the school bus provider, then the current school business relationship can continue. ANNUAL MEETING RECAP – White Bear Township held its Annual Town Meeting on March 8th. The Annual Town Meeting is true grassroots government where residents in attendance vote to approve a resident to moderate the meeting, the previous year’s meeting minutes, meeting agenda, & preliminary property tax levy. This year’s meeting was moderated

by Paul Keleher & had approximately 20 residents in attendance. Ramsey County Sheriff Bob Fletcher provided an update on sheriff department activities. Residents received an update on the Town’s pavement management plan which outlines the quality of Township streets & plans for rehabilitating the streets over the remaining 7 years of the plan. Residents then received an update on the Town’s finances from the Town Finance Officer, Tom Kelly after which they approved a 2023 preliminary property tax levy of $5,776,108. Finally, residents approved holding the 2023 Annual Town Meeting on March 14 at 7 pm at Heritage

White Bear Lake Conservation District Board Chair Brian DeSmet displayed the trash he picked up near the lake access at Clark Avenue.

Over the past 19 years, nearly 1500 participants have collectively recovered nearly 7000 pounds of trash from the lake surface. This year’s cleanup was hampered by a multi-inch snowfall a week before the event that likely hid much of the potentially-recoverable trash.

Bears peak when it counts, place 3rd in state

One curious stat about White Bear Lake’s run to third place in the state tournament last weekend was a player taking only four shots in a game, yet being the high scorer for the winning team.

“That’s us. Unique,” chuckled coach Jeremy Post.

“We did everything unique this year.”

Like dueling for third place in the state against the same team they battled for third in their conference, like nabbing the third-place trophy after being ranked only 18th (with nine losses) heading into playoffs, and, sweetly unique, finishing a season with a victory for the first time in program history.

“It was a really good run for these kids. They played the best basketball of their lives the last two weeks,” Post said. “I knew it was possible, but I didn’t think it was probable. They deserve a lot of credit.”

The Section 4AAAA champion Bears opened at state with a 35-34 win over No. 10 ranked Roseville on Wednesday at Williams Arena — when freshman Abigail O’Brien led with nine points on 3-for-3 accuracy from 3-point range and 3-for-4 overall. They then were scrunched 52-27 by the Hopkins team that nobody could touch on Thursday night, and bounced back to beat Roseville 46-34 for the third time this season on Saturday evening at Concordia-St. Paul.

Leaders were senior guard Lauren Eckerle and senior forward Neveah Hughes, both among eight players named to the Class 4A all-tournament team.

The Bears (22-10), who beat three straight higherseeded teams (East Ridge, Stillwater and Rosemount) at section and state, earned the second-best finish for the program in 10 state appearances, behind only the 2010 runner-up team. They earned the best finish for any Bear team since the 2015 boys lacrosse state title.

The Bears have finished second once and fourth twice previously, making this the first time finishing with a win.

Hopkins thumped St. Michael-Albertville 72-56 in the championship game.

Bears 35, Roseville 34 A free throw that Addison Bachmeier swished cleanly through the cords with five seconds left was the clincher, giving the Bears a 35-31 lead.

“I’m just glad the first one went in,” grinned the senior guard, who missed the second one that didn’t matter. Rosemount hit a three-pointer at the horn.

The Bears defense was tenacious enough that they won despite not making a field goal in the last three minutes, and despite having no double-digit scorers.

O’Brien had nine points, Jordyn Schmittdiel eight and Hughes seven.

But so was Rosemount’s defense, especially Alexis Ratzlaff, who held Eckerle to four points. Rosemount’s other standout was 6-foot post Tayah Leenderts, who muscled for 18 points.

“She (Ratzlaff) was just up in my face the whole time,” said Eckerle, who did come through with a huge basket off a mid-court steal to open a 34-31 lead.

Zephyrs poised to soar next year

The future looks bright for a young Mahtomedi girls basketball team that had a 14-game winning streak this year and won their conference crown.

The Zephyrs finished 19-8 with a section semifinal loss to HillMurray, whom they had beaten twice during a 14-0 Metro East Conference season.

They were ranked No. 12 in Class 3A. Five of their top six scorers will be back and two are in junior high. The junior varsity was unbeaten in conference.

“Our team chemistry was fantastic, on and off the court,” coach Erica Zizzo said. “A fun mix of youth and seasoned players who worked hard at practice.”

The Zephyrs averaged 66.0 points, second-best in team history, and set team records with 450 assists and 405 steals,

Zizzo reported. They hit a team-record 17 threepointers in a 90-54 win over Hastings. They shot a robust 49 percent on two-pointers and 30 percent on three’s.

Five players averaged double digits in conference — senior guard Zoie Centers (13 points per game), sophomore guard Ella Kletti (12.6 ppg), junior guard Sonya Potthoff (12.6 ppg), seventh-grade forward Mya Wilson (10.2 ppg) and freshman center Anna Greene (10.2 ppg). Three Zephyrs ranked in the top five in steals: Kletti (4.2 per game), Centers (3.2) and Savannah Stockness (2.9).

Counting all games, Potthoff led with 11.3 ppg, followed by Centers (10.9), Kletti (10.7), Wilson (9.9), Greene (9.2), and Stockness (5.9), a sophomore. Potthoff and Centers were cocaptains.

The Zephyrs were 4-6 after losing their last four games in

December, but went 14-0 in January and February before losing to Spring Lake Park in the next-to-last regular season game.

“We were a very new and young team, with few returning players, so it took a while to build chemistry and trust,” Potthoff said, adding that the schedule included several ranked teams.

“Coach Zizzo highly emphasized the assistfirst mentality from the get-go in our first practice, to establish better flow on offense.

It took a while to get our group settled in to that focus.”

All the returning varsity and JV players will join AAU teams in the summer, said Zizzo, adding that she expects to see a lot of competition for varsity minutes next season.

“The sky is the limit,” said Potthoff, with this year under their belts and so many returning players.

Juniors powered Mahtomedi to 18-8 season A strong Mahtomedi boys basketball season, portending to a potentially outstanding next one, ended with a 67-49 loss to Totino-Grace, the top seed this week’s state tournament, on March 12.

The Zephyrs, whose top four scorers were juniors, finished 18-8 with a No.10 ranking in Class 3A. They had opened sectionals beating Fridley 65-54.

Not bad for a squad that played the whole season without its best returning player.

“We really had a great season, and pretty much the whole team stepped into roles where they were able to help our team improve,” coach Keith Newman said.

“Some stepped into bigger roles during games, but everyone showed up and practiced hard and pushed each other.

Our JV team finished 22-1 and served as a great scout team during practice.”

The junior group has played together since third grade. This was just their second season without Will Underwood; he played on the eighth-grade team when they were in seventh.

Last year as sophomores, Underwood, a 6-2 guard, scored 23.6 points per game and Carlson 12.9. Underwood suffered a knee injury in the first football game last fall and missed the whole basketball season.

Carlson stepped up to lead the squad with 23 points per game this year.

“I was really happy with the way they played,” said Underwood. “We’ve always been a really good team. It’s a tight group.

They find a way to win.”

Underwood was able to practice with the team a few times before the season ended.

“I’m cleared for any sport activity.

Good to go. It’s better than before,” said Underwood, who'll play with the Howard Pulley AAU team this summer. Looking ahead, he said, “We are looking for a deep state run next year.”

The Zephyrs opened with a 66-65 loss to a ranked Class 4A team, Mound View.

That was a coming of age game right away, Carlson said. They were down 36-20 at the half and almost pulled it out.

“After that, our motto was to always work hard and fight back,” said Carlson, who’ll play for the Sizzle AAU team this summer.

As for next year, he said, “Everybody is pretty excited. I think we’re going to state, and I think we can win state. I look forward to a fun year.”

After beating Mahtomedi, the tall, talented Totino-Grace squad, with five starters headed for Division I, toppled previously-unbeaten, No. 1 ranked Columbia Heights 48-44 in the section finals. In a less daunting section, the

Zephyrs would have had a good chance to reach state this year.

The Eagles had 11 dunks and 12 blocked shots against the Zephyrs. They were led by Demarion Watson with 19 points, Tommy Humphries with 15 points and Ahjany Lee with 11.

For the Zephyrs, Carlson scored 17 points, AJ McCleery 15 (nine rebounds), Kole McKeown eight, Cole Armitage seven and Javon Harvey two. Down 31-13 at the half, Mahtomedi got bolder and more comfortable in the second half and matched the Eagles 36-36.

Against Fridley, Carlson pumped in 29 points, Armitage 20, and Harvey 10. Eli Nelson drilled 25 points for Fridley (10-16).

Zephyr juniors got great experience this year. Armitage, 6-0 guard, averaged 13.4 points, 4.2 rebounds, 1.9 assists and 2.3 steals, and led with 82.9 percent free-throw shooting. McCleery, 6-0 point guard, added 12.0 points, 6.0 rebounds, 3.3 assists and 2.0 steals.

Harvey, 6-1 forward, led with 8.2 rebounds per game while averaging 7.7 points. James Ecker, Andrew Breien and Tommy Muetzel all contributed valuable minutes.

“All of these guys will return to provide a good base,” Newman said.

The squad had four seniors, including co-captain McKeown.

“We will miss Kole’s leadership and defense,” Newman said. Also graduating will be Lucas Granec, John Diffley and Jordan Hull. “Their consistency, positive attitudes and work ethic were contagious to their younger teammates,” the coach said.

The International Wayfarers Championship, held once every three years, was sailed this year at Lake Eustis, Florida March 5-11. Kathy Sanville of White Bear Yacht Club competing with her sister, Peggy Menzies from Detroit’s Crescent Yacht Club, in ‘Blew by You’ W11158, placed 5th in the prestigious event dating back to the mid 1950’s.

The Wayfarer Sailboat is a classic one-design, double handed spinnaker class with a bendy rig. The boat, at just under 16 feet long, trailers and stores easily and is a remarkable seafaring sailboat.

Eleven triangle, windward, leeward, windward races, each more than an hour, were sailed during the week of competition with competitors from the UK, Whales, Northern Ireland, Ireland, New Zealand, Canada, and the United States.

Neveah Hughes capped a four-year White Bear Lake basketball career on a high note with 17 points and eight rebounds to help the Bears win the state third-place game, then was named to the all-tournament team. The 6-foot forward averaged 12 points and nine rebounds, and earned her second all-conference honor. “Neveah can defend any position. She handles the ball well. And she is so fast and jumps so well,” said coach Jeremy Post. Hughes has much untapped potential he said, “Some kids plateau, but with Neveah, there’s a lot more to come.” Hughes will play for Rock Valley College in Illinois, with the goal of playing Division I.

A copy of the text of the ordinance may be found below: The City Council of the City of Birchwood Village hereby ordains that section 310 of the Municipal Code of the City of Birchwood Village is hereby added: 310 ADMINISTRATIVE APPEALS 310.010 Board of Appeals and Adjustments. As stated in Section 304.005, the City Council shall serve as the Board of Appeals and Adjustments. These powers include hearing and deciding appeals in which it is alleged that there is an error in any administrative order, requirement, decision, or determination made by an administrative officer in the interpretation or enforcement of Chapters 200 and 300 of this code.

310.015 Administrative Appeals. A person who deems themselves aggrieved by an alleged error in any order, requirement, decision or determination (hereinafter, “administrative decision”) made in the interpretation or enforcement of any provision of chapters 200 and 300 of this code, may appeal the order, requirement, decision, or determination to the Board of Appeals and Adjustments.

310.020 Procedure for Appealing an Administrative Decision. A person who wishes to appeal any order, requirement, decision, or determination made in the interpretation or enforcement of any provision of chapters 200 and 300 of this code may appeal by filing a written appeal with the City Clerk within 30 days after the date of such order, requirement, decision or determination. The appeal shall fully state the order to be appealed and the relevant facts of the matter.

310.025 City Council Hearing. Once the Planning Commission has had a reasonable opportunity to review and report to the City Council on the merits of the appeal, the City Council shall decide on the merits of the appeal. Notice of the decision shall be mailed to the applicant. The City shall include explanation as to why the appeal was approved or denied. The Council shall maintain a record of its proceedings relative to the appeal which shall include the minutes of its meetings and final order concerning the variance application.

Where applicable, notice of the final order shall be sent to other government agencies such as the Minnesota Department of Natural Resources (DNR), as required by law.

310.030 Notice of Hearings. A notice of hearings for appeals of administrative decisions shall be given to the appellant and shall be published in the official newspaper once at least ten days before the day of the hearing.

A permit is required for installation of a permanent in-ground irrigation system installed after April 1, 2022.

202.094 FUNCTIONAL BACKFLOW PREVENTION DEVICES REQUIRED. All irrigation systems, whether installed after April 1, 2022 or before April 1, 2022, shall have a functioning automatic backflow prevention device designed and installed to prevent backflow of irrigation water into the City water supply system. The valve shall be of a type approved by the building offi-

cial and installed pursuant to a permit and inspection. Per UPC, Sec. 605.3.1, dual check-valve backflow preventers shall comply with ASSE 1024 or CSA B64.6 605.4.

202.095 COSTS ASSESSABLE TO PROPERTY OWNER FOR DAMAGES CAUSED BY LACK OF FUNCTIONING BACKFLOW PREVENTION. In addition to the criminal consequences for the violation of the City Code, the property owner(s) of an irrigation system lacking a suitable functioning backflow prevention device is responsible for any and all costs incurred by the City resulting from contamination of the City water supply from a backflow originating from an irrigation system on their property. Determining your debt-to-income ratio is valuable

If you are concerned about having too much debt, University of Minnesota Extension suggests you determine your debt-to-income ratio (DTI).

It compares the amount of money you pay toward meeting your debt commitments and the amount of money you earn in take-home pay.

By calculating this ratio, you can determine how much debt you can safely handle.

Calculating your DTI ratio simply starts with a list of monthly debt payments — only the payments made to repay a lender for money you’ve borrowed. Your monthly expenses — groceries and rent — aren’t part of the DTI. Nor is your home mortgage.

Credit card debt, auto loans, student loans, medical bills and others that require a monthly payment should be on your list.

Add up that debt and calculate your net income. Next, divide the total amount of debt payments per month by the monthly net income. You likely will get an answer that is less than one, perhaps 0.35 or 0.23. You multiply that by 100 and that determines the

Other sources say you might be able to handle double that number.

This formula can be used to plan a method of reducing debt or making a purchase using credit. An extra monthly payment might put your DTI above 20 percent. If that occurs, it might be wise to wait on that purchase until your income increases or your debt decreases.

It is recommended that you be a smart borrower so you don’t wind up with more debt than you can handle. By calculating your DTI, you can estimate the effect that taking on more debt will have on you.

A group of seniors recently discussed the DTI during a weekly breakfast gathering.

“Don’t spend more than you make,” said Jim Bruder, only somewhat jokingly. He said he remembers when it was the norm to purchase a home or property for as much as 2 1/2 times your income.

“But prices have gone up so much that you can’t say that anymore,” Bruder said.

Dick and Nancy Olen are living on their Social Security checks and her pension. “For the last six years we’ve touched nothing in our savings,” he said, adding that they are careful in their spending, which is highlighted by one holiday trip per year.

But they don’t consider it a true budget. “It’s just worked out that way,

“But it’s just not the price of houses,” Al Yanke said. “How much is the average price of a car or pickup these days?”

As Bruder suggested, don’t spend more than you earn. Extension will tell you that your DTI will provide the key numbers.
