WHITE BEAR TOWNSHIP — As is its right under state statute, the township is appealing amendments to its water appropriation permit. The amended permit was issued by the Department of Natural Resources (DNR) March 1, per court order. District Judge Margaret Marrinan ordered the agency to amend water permits held by the 10 municipalities within a 5-mile radius of White Bear Lake as a result of the lake level lawsuit. St. Paul Regional Water Services also has wells within the boundary and is included in the order. Town Clerk/Treasurer Bill Short said supervisors agreed to appeal the amendments March 5 after meeting in closed session with the township attorney. “There is an administrative hearing process available to appeal this amendment,” Short said. “We have 30 days from the date of the permit, or March 1, to submit our appeal. A letter will go to the DNR this week.” Four components of the order, as reported in the past, impact municipal groundwater users: • Residential irrigation ban Permittees (the 11 entities within the 5-mile radius) must prepare, enact and enforce a residential irrigation ban when notified by DNR that the level of White Bear Lake has fallen below 923.5 feet. A ban will continue until notified by the DNR that lake level has reached an elevation of 924 feet. An approved ordinance or other enforceable mechanism for implementing the ban must be sent to the DNR by April 30, 2018. • Full or partial conversion to surface water (that surface water source is the Mississippi River) A revised water supply plan must be submitted to the DNR by Aug. 29, 2018 that includes a contingency plan to fully or partially convert source water authorized under the SEE APPEAL, PAGE 8A

Students at Century College will soon be 3-D printing with body cells. The college has plans to launch a certificate program in biomanufacturing fall or spring semester 2019, said Randy Jasken, additive and digital manufacturing faculty member. The program will be in partnership with the biology department. The University of Minnesota 3-D Bioprinting Center is partner-
ing with the college to assist the launch, said its director, Dr. Angela Panoskaltsis-Mortari, at a medical 3-D printing presentation hosted by the Vadnais Heights Economic Development Corporation (VHEDC) in Shoreview March 6. Century College students toured the bioprinting center two weeks ago, Jasken said. He also brought several students to hear Panoskaltsis-Mortari speak at the VHEDC event about advances in SEE BIOPRINTING, PAGE 9A
