WHITE BEAR LAKE — A tired dog is a good dog.

That observation from a resident dog trainer was meant to emphasize the point that pooches allowed to frolic in the lake tend to be better behaved.

They are less apt to bark, run away from their owners or challenge other dogs, noted Debra Schneider, who owns AllBreed Obedience Inc. The White Bear Lake dog

expert was one of about two dozen people who spoke at the Feb. 28 City Council meeting regarding the Matoska Park dog beach. Most were dog owners, some were not; some wanted the beach closed; most did not.

In the end, the council agreed to keep the area open, but there are conditions. It also took some persuasion.

Students cook up life skills, potential career paths

MAHTOMEDI — Over the past few years, room has been made for more cooks in the kitchen at Mahtomedi High School.

Becky Anderson, culinary teacher, has two culinary classes and two baking and pastries classes this semester. About two years ago, she started part-time at the high school and worked herself into a full-time job through the popularity of the electives.

Culinary students at Mahtomedi High School often eat what they made in class for their lunch that day.

“That's the best part — we get to make it and eat it,” said junior Bithia Butwin. And the food is healthy, she added.

“It's always the class I look forward to coming to,” said junior Mackenzie Ryan.

Bithia and Mackenzie were in the midst of rolling ricotta cheese into lasagna noodles in a lesson on mirepoix. Several groups of students each chose a type of mirepoix — a sautéed vegetable combination

— and made their own recipe with it.

One group created a taco dish with a Spanish mirepoix. Sophomores Dylan Lallier and Helio De La Torre were cooking bacon to use in noodle dish with a French mirepoix.

“We get to learn how to cook for ourselves when we are home alone,” Dylan noted. Other dishes the class has studied recently include stir fry and potatoes and chicken.

WHITE BEAR LAKE — Keep Zimmer VFW Post 1782 Commander Rick Gwynn said the city has given the go-ahead to place a monument in Veteran’s Park. A company is donating the marble and engraving, but the post will be paying for the cost of the stone work and mounting, Gwynn said. He is opening a bank account specifically for donations to offset the expenses.

“Whatever we don’t raise, the VFW will foot the bill,” the commander said.

“We’ve never had a monument that

honors veterans from all the branches.

This way, we won’t miss anyone.”

The goal is to have a dedication ceremony by Veterans Day, Nov. 11. The monument will be placed in the grassy area of the park (next to the VFW) in the center of the five service flags. The front will face the lake.

Concerned citizens unite in Birchwood

BIRCHWOOD — Citizens calling themselves Birchwood United are letting the mayor and City Council know they have a few concerns.

In a letter to city leaders shared with the Press, the group of 18 residents said they’ve joined together in a “concerted effort to help promote sound policies and practices in the community.”

They explain to Mayor Mary Wingfield and the four council members that Birchwood United intends to be active in three ways: monitor council actions, disseminate information to the public, and provide advice and assistance to the council and staff in achieving community goals.

Birchwood United is a diverse group that includes a former mayor, three former council members, a former county commissioner, a planning commission member and parks committee members. Some are retired, some are attorneys, and some are business professionals “who deal with complex issues involving diverse interests.”

A dozen concerns were outlined in the 11-page letter, including the Open Meeting Law and Data Practices Act and the city’s Rules of Procedure, to ensure transparency and compliance to code.

“We think that increased attention to documenting council action, updating the city’s webpage and filling committee assignments will help lessen the divisiveness some of us are experiencing and lead to more harmonious decision-making,” wrote the group.

“Improvements in these areas may also help reduce the turnover in staff, which has become routine over the past few years.”

Birchwood United feels the council violated the Open Meeting Law on at least two occasions, in 2009 and 2015, when the mayor closed a regular meeting to meet with the attorney. Former Mayor Alan Mitchell, one of the United members, said it was a violation of the Open Meeting Law to close the meeting without giving any notice and without

making requisite findings justifying the closure.

The group is serving a Data Practices Act request upon the city for review of documents, including emails going back to September 2016, regarding the resignation of Mark Anderson from his council position two years early and the filling of that vacancy. They are also requesting the same for the filling of the Planning Commission vacancy. Appointments to both positions were made at the Feb. 14 City Council meeting.

Requests for documents regarding creation of the Dog Parks Committee and solicitation of residents to serve on that committee; documents relating to the hiring of the present city attorney, Alan Kantrud, and present city engineer, Thatcher Engineering, are also being served on the city.

“We are asking to review all contracts presently in effect to which the city is a party,” noted the group.

Also addressed in the lengthy letter were concerns regarding committee appointments, an urging to reinstate an ordinance requiring a special election to fill a council vacancy if it’s for longer than 16 months, better documentation on council actions, an improved city website, council access to city computers and paper files, and planning and zoning issues.

The letter signers state attention to their concerns will provide the “transparency and openness the community deserve and will lead to better decision-making.”

Birchwood United promised to have a presence at council meetings, workshops and committee meetings and joined with the mayor’s goal to “strive to make 2017 a good year.”

I

n 1925, the portion of Highway 244 that stretches between Mahtomedi and White Bear had sidewalks on both sides. In 1949 the state took over the road and lost sight of the sidewalks.

Today, significant stretches of roadways through the communities surrounding the shoreline of lake are unsafe to walk or bike along. I am pleased with the work of the Lake Links group and their plan to develop trails around the lake that would make walking and biking safe again. Our communities are behind – look at our neighbors in Shoreview, Stillwater, Hugo, and Forest Lake who have prioritized trail systems for the safety and enjoyment of residents. The Lake Publisher’s Links trails might be the most important infrastructure project View our community has. It focuses on Carter Johnson future generations, and it needs our support. The next meeting will be March 13.

Fake News I wrote about fake news a few weeks ago, how I had read a couple of articles online that I believed to be true and later found out were totally false.

Our new president has been keeping the topic of fake news in the limelight. However, his version of fake news isn’t the same version I warned of.

I was specifically honing in on the websites and fake media outlets that have been created for the purpose of being deceptive. I was talking about people with no respect for journalism’s code of ethics who work to knowingly put out false information and stories about businesses or politicians, because they are making money from the traffic on their fake websites. Fake news isn’t defined as news that you don’t like or don’t agree with; it’s ‘news’ that is simply untrue.

I would never suggest that our nation’s largest and longest-running daily newspapers, community newspapers, the mainstream television media and even most cable news channels, when they employ professional, educated journalists, would intentionally produce news reports that are fake.

Over the past 15 years as a publisher, I have worked with numerous reporters and editors who have views that fall across all lines of the ideological and political spectrum. The one thing they all have in common as journalists is the desire to seek out and report as accurately as possible, even when it comes to topics or situations they don’t personally agree with. People who pursue journalism as a career are, by nature, driven to fi nd out the real story. With that being said, we have made mistakes and occasionally reported inaccurately, but we correct our errors in the next edition. We work hard to follow journalistic standards and keep bias out of our news; while openly encouraging it only on the opinion/editorial pages. However, I have never worked with a writer or reporter who knowingly published something that was false.

More than ever we need professionals to cover events, report and write stories with journalistic integrity. We need a place where any one of us can call out and hold government bodies accountable, and that place is the media. The media is part of our country’s system of checks and balances, and our democracy depends on it. I challenge our readers to really understand their news sources and to be aware of the information they’re using and relying on. Don’t be duped by the fake news phenomenon. ince 1977, the White Bear Area Emergency Food Shelf has served as a critical resource for families experiencing hunger in the White Bear Area. As the story goes, Mary Bossher had just been hired on as a social justice coordinator at St. Pius. During a regular small group meeting, Mary asked the ladies, “If you could do one thing to change the world, what would Movers and it be?” Once the question made Shakers it around the circle to Mim, she Andrea announced “I’d start a food shelf Kish-Bailey in White Bear Lake.” And start a food shelf they did! Now, 40 years later, the White Bear Area Emergency Food Shelf provides food and support to over 590 families on any given month.

Serving the White Bear Area School District, families from all neighborhoods visit the food shelf. The number one reason individuals use the food shelf is limited income followed by job loss and unexpected expenses.

According to a recent survey, 40 percent of our neighbors rely on the food shelf for a majority of their household food. Thirty

File taxes electronically without hassle

T

he IRS began accepting tax returns on January 23, with more than 153 million individual tax returns expected to be filed in 2017. The agency expects more than four out of five tax returns will be prepared electronically using tax preparation software. Better Business Bureau of Minnesota and North Dakota® (BBB) offers tips for the public as tax season looms into view.

Taxpayers who are changing tax software products this filing season will need their adjusted gross income from their 2015 tax return in order to file electronically.

BBB offers the following tips on finding a trustworthy tax preparer: s Ask around. Get referrals from friends and family on who they use and research free BBB Business Profiles on tax preparers and tax preparation services at bbb.org. s Consider accessibility. Some tax preparation services wind down their operations shortly after the April 18 tax deadline. In case the IRS finds errors or in case of an audit, you need to be sure you know how to contact

your tax preparer throughout the year. s Bigger isn’t always better.

Be wary of tax preparation services that promise larger refunds than the competition, and Movers and avoid tax preparers who base their fee on Shakers a percentage of your Better Business refund. s Look for Bureau credentials. Ideally, your tax preparer should either be a certified public accountant, a tax attorney, an enrolled agent or a certified E-file provider. s Make sure they have a Preparer Tax Identification Number (PTIN).

A valid 2017 PTIN must be obtained by all tax return preparers who are compensated for preparing or assisting in the preparation of, all or substantially all of any U.S. federal tax return, claim for refund, or other tax form submitted to the IRS.

The [IRS] expects more than four out of five tax returns will be prepared electronically using tax preparation software. s Investigate whether the preparer has any questionable history with your state’s Board of Accountancy (for CPA’s), the State Bar Association (for attorneys) or the IRS Office of Professional Responsibility (OPR) for enrolled agents. s Remember that a Paid Preparer is required by law to sign your return and fill in the preparer areas of the form. In addition, the preparer must give you a copy of your tax return. s Read the contract carefully.

Read contracts closely to ensure you understand issues such as how much it will cost for the service, how that cost will be affected if your tax preparation is more complicated and time consuming than expected, and whether the tax preparer will represent you in case of an audit. s Don’t forget about Free File. If your adjusted gross income is $64,000

or less, Free File offers free Federal tax preparation and e-filing. Visit irs. gov/freefile to learn more.

The IRS says taxpayers will receive their tax refunds quicker by using e-file or Free File, with the direct deposit option.

BBB also warns people about tax refund fraud, a form of identity theft where someone else fraudulently files a tax return in your name. This is a serious issue, one that is difficult to detect and can delay the tax refund you’re due. One of the best ways to avoid falling victim to this type of fraud is to file your tax return as soon as possible.

Support backyard S b k d chickens hi k I am writing in response to the article, “Backyard chickens on menu — er, agenda,” (Feb. 22, 2017).

Doesn’t it seem that the health and educational benefits associated with raising chickens outweigh the potential noise and smell?

We’ve all experienced the noise and smell of farm animals, but as someone who has kept chickens for the last 12 years, I can personally attest to the educational value of raising a small flock.

Not only do the eggs serve as a good source of fresh food, but raising the birds teaches owners many important life lessons.

That is why I support passing an ordinance that would allow citizens to keep backyard chickens in Mahtomedi.

City doesn't need another grocery store White Bear Lake does not need another grocery store, and it especially doesn't need it at the corner of Highway 96 and Centerville Road.

As many residents can attest, attempting to get through and around that area is extremely slow-going.

Adding a traffic light one-tenth of a mile down the road is not going to make it any easier or faster. I do not want my taxes to pay for a stoplight and/or any road construction needed to accommodate this real estate deal.

According to a Feb. 8 article in the White Bear Press, commercial property owner Mark Smith justifies the addition of HyVee by claiming “150 homeowners’” biggest complaints are the lack of grocery stores close by.

Are his homeowners unaware of the Cub Foods that's been there for 20+ years, just across the street from the proposed HyVee? Or the two Kowalski's a couple of miles away, in either direction? Or Festival? Like many of my neighbors, I am concerned about HyVee being cast as a "local business." The Kowalski family opened their White Bear Lake store in 1986, and built their Cub Foods franchise in White Bear Township in 1993.

Kowalski's describes itself as a civic business with a commitment to develop active citizens and civic leaders within the company and the broader society. I feel good about shopping at Kowalski's and Cub, and saddened that HyVee may sweep in and attempt to literally stop traffic and figuratively take several slices of the retail pie. I won't be part of that. As I have for the past 16 years, I'll be buying my pie (groceries, prescriptions, fitness classes, wine, restaurant fare) from the great locally owned businesses that already exist here.

This project also demonstrates a lack of planning in terms of over-development, including poorly planned construction and wasteful razing. The White Oak Center that holds Anytime Fitness was just built in 2014.

Now that building will be demolished to make room for the HyVee complex. Along with several of my local family members, friends, and neighbors, I am wondering if there is anything we can do to stop the HyVee from being built?

More education needed I went to Liberty Academy to hear Annette Meeks speak. Her topic was supposed to be how education in America has become a “war waged by union bosses in Washington, D.C. to control the entire system.”

Being teacher B i a veteran t t h off 28 years and d the th currentt President of the White Bear Lake Teachers Association, I was interested in how she could possibly support her thesis; she didn't. What she did do is get many facts wrong and propagate many conservative talking points. She complained about Gov. Dayton pushing for mandatory preschool when many kindergarteners aren't even ready for school. The fact is that neither preschool as proposed—nor kindergarten for that matter—is mandatory for students. Compulsory education in Minnesota starts at age 7. She claimed that Minnesota teachers have a tenured job for life after three years and cannot get fired. First, tenure is for college professors. What most teachers in Minnesota have is called continuing contract rights. These rights guarantee due process, not a job for life, and teachers do indeed lose their job for poor performance. She used Wisconsin, a "right to work" state since 2011, as her shining example of education without unions. She claimed Wisconsin test scores had improved since the 2011 change. The fact is from 2011 to 2015 Wisconsin's average ACT score went from 22.2 to 20.8, a rather significant drop. By the way, Minnesota with our “big, bad” union, Education Minnesota, ranked number one in the nation in 2015 with an average ACT score of 22.7.

Facts are pesky things.

Historical internment reminds of present day bigotry The story of George Murakami, “75 years later, resident reflects on life in internment camp,” and other Japanese Americans who were incarcerated in concentration camps during World War II is more than a cautionary tale about governmental overreach in times of crisis. The racial profiling, exclusion, indefinite detention, and abrogation of Constitutional and human rights experienced by Americans of Japanese descent comprise a kind of “history of the present.” The racism and failure of political leadership that led to the Japanese American incarceration are being revisited in the present-day demonizing of American Muslims and the pending discriminatory ban on immigrants and refugees.

Although Muslims have not yet been detained behind barbed wire fences, the executive orders issued by the current administration echo the xenophobia and institutional bigotry that subjected Japanese Americans to unprecedented surveillance and unwarranted incarceration 75 years ago.

The Day of Remembrance program commemorating the Japanese American incarceration was held this past Feb. 19, the date in 1942 that President Franklin Delano Roosevelt issued Executive Order 9066, which initiated the exclusion and incarceration of 120,000 Japanese Americans, two-thirds of whom were U.S. citizens, including my parents. The program highlighted stories of incarceration, much like George Murakami’s, and also included narratives of American Muslims whose current experiences are disturbingly reminiscent of former Japanese American incarcerees. The Twin Cities Chapter of the Japanese American Citizens League (co-sponsor of the event with the Minnesota Historical Society) presented a Statement of Solidarity in partnership with the Council on American-Islamic Relations (CAIR-MN), stating that we “stand in solidarity and declare our unity of purpose against racism, xenophobia, religious bigotry and hate. We stand together

in i the th common pursuit it off global l b l justice, j ti civil i il liberties lib ti and human rights, hope, compassion and love.”

Once again headed toward a train wreck As any good student knows, procrastination rarely yields good results. You are far more likely to succeed if you start your work early, give yourself time to make revisions, and then proofread your work at the end.

And what is true on a college campus is even truer in the state Legislature. When we make steady progress throughout the year, we can create a compromise budget that lifts up all Minnesotans. But if we wait until the very last minute to make the hard choices, chaos will ensue and the people of Minnesota will suffer.

Unfortunately, procrastination tends to be the path we choose. Just last year, the Legislature failed to pass a bonding bill because many legislators devolved into partisan bickering all the way up to the last minute of the session. The result was scores of public works projects across Minnesota losing out on the funds they needed to create jobs and improve our communities.

And yet, so far nothing has been done to avoid the chaos that erupted at the end of last session. We have made no significant process changes to hold ourselves accountable and force us to get our work done on time.

If we don’t do something differently, we’re doomed to get the same chaotic results.

I recently brought this issue up on the floor of the Minnesota House of Representatives by suggesting we build in deadlines for each phase of the budget process.

By doing so, we could have ensured we made steady progress throughout the year without bowing to the temptation to procrastinate.

But the current majority blocked the proposal. If we don’t hold ourselves accountable, we might not pass a budget on time. If we don’t pass a budget on time, real people are going to suffer. You elected me to get the job done on time, and I believe you deserve a concrete plan that lays out exactly how we’re going to get there.

I hope I’m wrong. But I see a train wreck coming, and the majority in the House seems entirely uninterested in avoiding it.

• A Mahtomedi girl, 16, was issued a juvenile citation Feb. 24 in the 1000 block of Park Avenue for possessing marijuana and drug paraphernalia, after the weed and a glass pipe were found in a vehicle near the beach.

• A Mahtomedi woman, 27, was arrested Feb. 25 on warrant in the 800 block of Stillwater Road.

• A truck parked in the parking lot of Cornerstone Baptist Church on Wildwood Road was reported broken into Feb. 25. An alternator and other auto parts were reported stolen.

• A resident in the 90 block of Mahtomedi Avenue on Feb. 27 reported possible computer hacking after receiving a phone call from a supposed computer company advising her that her computer had a virus. The complainant said her computer had no virus and that personal information may have been compromised.

• Extra patrol was requested after a report at 11:39 p.m. Feb. 27 in the 100 block of Dylan Court of

two males smoking and holding fl ashlights at the end of the cul-desac. Deputies found only two open containers of eggs.

• A Mahtomedi man, 20, was cited at 1:24 a.m. Feb. 28 on Woodland Drive and Century Avenue for driving after suspension.

PINE SPRINGS • A North St. Paul man, 37, was cited Feb. 23 on Highway 36 and I-694 for speeding 81 mph in a 55 mph zone,

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff's Office reported the following incidents:

VADNAIS HEIGHTS • Back in January of this year, a package containing $50 worth of makeup was stolen off the front steps of a townhouse in the 4200 block of Bridgewood Terrace. The homeowner reported the theft to the store, which re-shipped the order at no charge. Exactly one month later, on Feb. 22, two packages valued at $145 were left on the front steps of that townhouse. The homeowner noticed the delivery at 5 p.m. but didn’t go out to pick up the goods until 7. By then the packages were gone.

• Two female shoppers at a shoe store in the 900 block of County Road E the evening of Feb. 22 occupied the lone clerk’s attention while a male shopper checked out children’s shoes. The trio then headed for the door on the run, with the male carrying two boxes of children’s shoes valued at $99 each. On the way, he momentarily paused to grab a pair of men’s shoes of unknown value. The employee saw the suspects leave the lot in an “old, rusty, black SUV with the license plate covered by a Chipotle bag.”

• A couple with differences seemed to be on the mend, but as she was driving away from the Centerville Road scene the afternoon of Feb. 23, the 22-year-old woman ran over the boyfriend’s foot.

That created some hard feelings and the 24-yearold man smashed the girlfriend’s windshield. A criminal damage to property charge will be fi led if the boyfriend fails to pay for the windshield replacement in a timely manner, according to the police report.

• A 40-year-old local woman was nabbed Feb. 24 on her way out of Wal-Mart after she was featured on video changing the UPC codes on $298 worth of clothing.

• Leaving your purse in your vehicle all night is asking for trouble. A Minneapolis woman visiting a friend at an apartment in the 1000 block of County Road D on Feb. 25 left her purse on the floor of her vehicle overnight. That resulted in a broken window and her stolen credit cards being used at several Oakdale businesses as well as stores in St. Paul and Bloomington, to the tune of $405. The investigation continues.

• There are rules at townhouse associations, and this appears to be a violation. A neighbor reported a pornographic poster displayed on the front door of a townhouse in the 100 block of Primrose Court just after noon on Feb. 26. An investigation is underway.

• A couple came all the way from Inver Grove Heights the morning of Feb. 28 to steal clothing at Wal-Mart. The pair was shown on video opening packages and stuffi ng the contents into their pockets, a Wal-Mart bag and the woman’s purse, before leaving the store. Their tan Honda was pulled over and the 21-year-old male driver was arrested on charges of driving after license revocation, pending gross-misdemeanor theft and pending felony drug possession after suspected meth was found in the Honda. The 32-year-old woman was charged with pending gross-misdemeanor theft and the possible drug possession. The suspects were booked into the Ramsey County Jail.

• Another light-fi ngered Wal-Mart shopper was caught on camera the afternoon of Feb. 28 placing the wrong UPC codes on articles of clothing.

The 24-year-old Blaine man was booked at the jail on an attempted theft charge.

WHITE BEAR TOWNSHIP • A man who suffered from several health issues died in his home Feb. 22 in the 2600 block of Parkview Drive. The county medical examiner

attributed the death of the 86-year-old, who had a do not resuscitate order, to natural causes.

• A “disorderly male juvenile,” who faces pending charges of disorderly conduct, gross-misdemeanor obstructing the legal process and criminal damage to property, was transported to the Ramsey County Juvenile Detention Center from N.E. School District 916 in the 2500 block of County Road F. The young man’s age and details of the Feb. 22 incident were not released.

• A man who passed a $112 rubber check Feb. 22 at Cub Foods on Meadowlands Drive has a history of writing bad paper, according to his criminal history. The 33-year-old Stillwater resident is also wanted by St. Croix County, Wisconsin authorities on a felony warrant for check forgery.

• A male juvenile, age not released, was transported Feb. 23 to the JDC from the Bellaire Education Center on County Road F. The youth was charged with disorderly conduct. No other details were released.

• Theft from auto was reported the morning of Feb. 23 in the 5700 block of Otter View Trail. A window was smashed and a credit card is now in unknown hands.

• Another vehicle break-in, close to Otter View Trail, was reported on Feb. 26 on Anderlie Lane.

A bag of swim gear, value unknown, was taken from an unlocked vehicle.

• A Park Avenue resident looked out his window Feb. 27 to fi nd a vehicle parked in his front yard with the driver draped over the wheel.

By the time deputies arrived, the man had left but didn’t go far: just to Park Avenue and Division Street, where he was again draped over the wheel. The 33-year-old, who has a driver’s license restriction against any use of drugs or alcohol, told deputies that he had a “point” in his shirt pocket. A “point” is drug lingo for a needle.

The White Bear Lake resident was booked into the jail on pending drug-related charges.

Mary sits in her kitchen wondering how she is going to get though the day. Her spouse is drinking too much, her teenager is angry and taking it out on her, the little miss perfect who is ten years old is so tense she wets the bed and the house is a mess. She beats herself up because she “should be able to fix it,” because she knows she cannot keep doing this day after day, and yet making decisions, weighing it all up, and taking any action at all seems overwhelming. Surely a smart, capable person such as herself can “get on with it!” Mary, however, is paralyzed, overwhelmed and feels utterly powerless.

If Mary seems familiar in any way, it may be because this kind of experience is all too common.

The sense of powerlessness and helplessness is not because you are crazy, stupid, or incapable.

It is often because you are doing it alone. That includes, sometimes, feeling even more alone and overwhelmed because you tried reaching out to family or friends and, well, let’s just say that did not turn out as you hoped. Sometimes family and friends are awesome companions on our journey.

Sometimes these wonderful, loving people are too close to the situation to be who we need at this particular time.

There are some clear signs that we need outside help. If our sense of powerlessness and feeling overwhelmed is situation-specific and we already know that it will pass when the current reality changes, then we might well be able to wait it out with just a little help from m family and friends. If what we are experiencing lasts more than a few weeks, or if the causes are more generalized in your life than specific, if it involves multiple family members and/or friends, or if we just cannot seem to get ahead of it no matter what we do, then its

probably time to call for outside help.

For a person already feeling powerless and or overwhelmed calling a clinic to choose a therapist should be an experience that brings relief. We made the hard decision to make the call. Now the call itself should engender some measure of gaining control over our life. In other words the call to a clinic should make us feel welcome, respected and offer us options in a way that tells us that we are in charge of our life.

So once the hard decision to call for outside help is made, how do I choose a therapist that best fits my needs? It is important to realize that we do have choices: we are in charge. If this is our first experience of asking for help, choose a clinic that offers multiple therapists with a range of backgrounds and experience. Most clinics offer a website that allows us to browse therapist backgrounds. The best clinics have trained their reception people to take us through the process of choosing a good match. the recommendation to close the beach to canines.

“We have never discussed an issue as much as this one,” said Dan Louismet, “and we did not make this decision lightly. We debated the merits of both sides and decided the marina and swimming beach were higher priority.

“Dogs swim next to the beach and interfere with boat traffic,” Louismet said, “and noise pollution was significant when we observed the park. Congestion will get worse and there is only finite space at Matoska.”

When the mayor opened the meeting to the public, one by one people filed up to speak. The first was a dog owner who said the best part of living in White Bear is the lake.

“I’ve been here 17 years and been on a boat once,” said Carol Porter. “But I’ve been to the dog beach hundreds of times. I’ve never once seen anyone swimming.”

Fourth Street dog owner Sheryl Bolstad said she “sees community being built at the dog beach. I see elderly people sitting on benches who probably don’t have dogs anymore but enjoy watching them. It would be a shame if we shut down the beach.”

A White Bear Avenue resident, Bob Gillen, said he wears two hats: as a sailor who moors a boat at Matoska and as a dog owner. “I’ve never been attacked or growled at; I see many people interacting with each other and happy,” he remarked. “It’s what our community is about. No other lake has this precious resource.”

Opposed to the dog beach, Scott Lingle owns the third dock north of the dog park. “We put up with barking dogs day after day. Dog beaches do not mix with the neighborhood,” he told council.

Another resident opposed to the beach was Brian Bonin, who said he grew up swimming at Seventh Street. “The dog beach is unruly,” he said. “Dogs have taken food from my plate and I am scared to go down there. My issues are safety and trespassing. We

don’t owe dogs water.”

Many who spoke said humans had alternatives to the Seventh Street beach but dogs did not. A few had visited two other city parks that provide water but all said there was poor access. Varney Lake was surrounded by swamp and ticks were prevalent. “They are not options for swimming dogs,” stated resident Terry Honsa.

Schneider suggested a compromise to closing the beach in way of a leash requirement and peer pressure to keep dog owners in compliance.

Councilman Dan Jones said he could support the beach, but only if dogs were leashed. He also stipulated that owners have their dogs licensed with a visible tag.

Councilman Doug Biehn said he had received “a lot of phone calls” in favor of closing the beach and came to the meeting “ready to close it. But I am willing to consider the leash requirement,” he noted.

Also in favor of keeping the amenity was Councilman Bill Walsh. “I vote to keep the beach open as is but continue with enforcement on barking.”

Asked if public safety has received complaints, Councilman Steve Engstram, who has worked as a dispatcher and is a White Bear Lake firefighter/ EMT, said he’s never taken calls to the beach for dog bites. “If we’ve gotten any calls, it was for unruly boaters,” he said. “I am against closing the beach per my constituents.”

Councilman Kevin Edberg agreed with the Parks Commission, noting there is a “pattern of nonconformists” who will disobey the rules.

With caveats such as a mandatory leash, maximum of 30 feet, dog tag, better delineation between the marina and dog beach, and better poop control, the council found unanimous consensus.

The matter will be revisited when the season ends.

When asked by Jones how many swimmers use the adjoining beach, City Engineer Mark Burch said the city has no numbers. “It hasn’t been used for years,” he added. City Manager Ellen Richter pointed out that purchasing new docks for the Seventh Street

After the vote, Jones questioned why the council was even considering closing the beach. “This wasn’t an issue until six months ago. It seems unfair that we are even considering shutting down the park. It’s been there almost 10 years.”

CULINARY CLASS: Students create their own recipes FROM PAGE 1A

Students research various recipes and then make their own recipes, Anderson said. Her goal is to teach students how different ingredients affect a dish so they become skilled cooks, not just recipe followers.

“Mostly, I want them to understand what ingredients do,” she said, noting she snagged the engineering process model from the school’s fabrication lab and adapted it for her culinary students.

A baking group recently researched and tested recipes for chewy, fudgy and cakey brownies and then made their own recipe, she said.

Freshman Kailey Johnson discovered that by adding more egg yolk, her

group's brownies became more chewy.

She and other students served the brownies with fanned strawberries topped with powdered sugar to members of the Hospitality Minnesota Education Foundation last week — along with five courses of mirepoix dishes.

Bill Foussard, owner of Rudy's Redeye Grill and White Bear Country Inn, has been the chair of Hospitality Minnesota Education Foundation for three years.

Foussard said the hospitality industry is the second-largest industry in Minnesota and classes like the ones at Mahtomedi help students decide if they are interested in making a career out of food.

“This just stokes the interest,” he said. The restaurant and hotel industry

has many jobs available, he noted. One of his first jobs was washing dishes at Carbone's Pizza in St. Paul. Foussard bought White Bear Country Inn 17 years ago and opened Rudy's 14 years ago.

Betty Fisk, administrative coordinator of Hospitality Minnesota Education Foundation, said the organization promotes hospitality careers and has given about $500,000 in scholarships since 2008.

Mahtomedi's culinary students occasionally come to cook for the school board and serve a meal between their long meetings, said board member Kevin Donovan.

The full-fledged kitchen classroom was added to the high school in 2012

during a remodel, said Principal Kathy Johnson. The culinary classes were started a couple years later and have remained popular due to the fun students have with Anderson.

“She's a magnet,” Johnson said. In order for an elective to be offered, at least 25 students need to sign up.

While a couple dozen students cooked and baked to serve a meal to the foundation members, a couple dozen more chose to spend their lunch-and-learn hour in Anderson's room. She lets them use the microwaves to heat up their lunches, she said.

Staff turnover increases at job site for disabled

VADNAIS HEIGHTS — Merrick Inc. job coach Curtis Brunton rushed home to Maplewood to change into nicer clothes after learning he had been reassigned to a crew heading to Kowalski's for a shift last week.

Brunton, who oversees work crews of people with disabilities, was filling in for a sick staff member. But filling in is nothing new for the 10-year veteran — he typically oversees a crew at a pharmaceutical company, a position he has been filling in for since last April.

Merrick is still looking for a replacement staff member almost a year later, he said. Over the course of a week, Brunton may fill in at up to five or six different job sites if another staff member is sick or leaves, he added.

But Brunton enjoys the variety. “There is never a dull moment,” he noted.

The tone is a little more somber at the desk of Executive Director John Wayne Barker. The direct care staff turnover percentage nearly doubled over the last three years, from 11 percent in 2013 to 24 percent in 2016, he explained. The average tenure of the approximately 80 direct care staff also dropped from seven to six-and-ahalf years.

“Most of it is because of wages,” Barker said. The starting $13.30/hour wage is competitive with fast food restaurants, he noted.

“We are not given the resources by the government to raise their wages,” he said. Merrick receives funding from the federal, state and county government from its clients. Barker said it is not enough.

Last year, the state gave $100 million to state-funded direct care facilities to increase wages and create new positions, he added.

Now Merrick, as part of the Minnesota Organization for Habilitation and Rehabilitation (MOHR), says it should be the nonprofit sector's turn. Every five years, the Legislature decides the amount of money that will be given to direct care facilities for services for those with disabilities. This year is the year, but the last increase was not enough to sustain workers, Barker said.

“It is estimated that there are 8,700 unfilled direct support positions in Minnesota right now, and that number is growing as pay rates continue to lag behind other industries," said Mike Burke, MOHR president.

MOHR is calling for a wage increase of at least 4 percent

to boost wages closer to a livable wage for Ramsey County, which is about $16/hour for two adults with two children, according to the wage calculator developed by MIT (Massachusetts Institute of Technology). Barker said the metro average wage is $13.60/hour. Merrick's average is $14.25/hour. A 4 percent increase in state funding would bump Merrick's average wage to $15.40 in 2018, Barker noted.

Merrick's wages are determined by the amount of money it receives from the state and the amount it costs to provide services.

“Our revenue is controlled by the state,” Barker explained. It receives $75 per client from the government per day for services, but it costs $80 to deliver, he noted.

Over the course of a year, that is about a $450,000 gap, he noted.

“On July 1, we are already hitting the ground running trying to cover that,” said Karen Herrera, development and communications director.

Unless a large ongoing donation suddenly appeared, Merrick couldn't independently increase its wages, Barker explained. Grants, donations and pull tabs fill in the gap that is already there. Merrick is the top seller of pull tabs in the state, Herrera noted.

Workers with disabilities paid based on production About 375 clients either work or engage in enrichment activities at Merrick. About 80 to 100 of the client's are in the life enrichment program and do not work.

Clients in the enrichment program participate in art projects, gardening, outings and other activities.

“It is such a nice way to spend the day with these guys,” said enrichment manager Elizabeth Tauer, of White Bear Lake.

Work options abound based on a client's needs and interests. About 80 clients work onsite in packaging or assembly projects requested by businesses. About 30 more work onsite baling plastic and shredding paper from companies to be recycled. Some go out into the community in work crews for about four hours a day.

Sometimes, a client will end up being hired directly by a business.

Mike, of Shoreview, has worked at Merrick for 26 years. When the Press stopped by he was bagging eight screws into individual baggies. Mike is visually impaired but bags the screws with an accommodation by placing one screw at a time into an eight-dimpled piece of wood and then gathering them all up into a bag.

“It's kind of easy,” Mike said, noting he likes to spend the money he earns on activities.

Clients are paid based on their rate of production, Barker said. That can be below minimum wage. The payment method allowed by the Fair Labor Standards Act — called a commensurate wage — is controversial, but Barker said it enables his clients to get work.

“I believe it is the first example of reasonable accommodation,” he explained.

About 100 of Merrick's 300 workers are paid minimum wage or higher and the rest are paid below minimum wage, Barker said. Workers make anywhere from about $1 to $12 per hour, he added. The pay rate is based on what they are able to do compared to an average worker, whether they are paid per piece produced or hourly.

“It pays people exactly what they should — each based on what they produce,” he said. Some workers, based on their unique needs, only work 20 minutes of the day when they are at Merrick, he added.

The payment method inspires civic-minded businesses to give people with disabilities the work, Barker explained.

Working brings benefits beyond money Work adds to the quality of life of those with disabilities due to the feeling of being valued, respected and having disposable income, Barker said. Families of those with disabilities often express the most gratitude to Merrick for providing the opportunity for their loved one to work.

“My belief is that people with disabilities are more like people without disabilities,” he said. Barker began his career assisting those with disabilities while in college after he and a friend volunteered to dress up as Santa and an elf to visit children with disabilities.

It was 1978 and back then children with disabilities wouldn't go to the mall to visit Santa due to stereotypes.

“I thought it was a one-night gig and it's turned into a 38-year career,” Barker remembered. He began at Merrick 19 years ago.

Merrick began in 1964 by a group of parents who wanted a place for their 15 young adult children to be engaged. It has been in its current building at 3210 Labore Road in Vadnais Heights since 2003.

WHITE BEAR LAKE CITY COUNCIL NOTES WHITE BEAR LAKE — The City Council took the following action at its Feb. 28 meeting: • Approved a conditional use permit amendment and variances for White Bear Animal Hospital's upcoming expansion.

Owner Stuart Dalton, DVM, plans to purchase property next door to enlarge his practice, keeping it to one level, instead of two as originally proposed. The revised plan will require rezoning from residence to commercial and a Comp Plan amendment.

Dalton told the council he and the property owner are still negotiating a purchase price.

The house on the property he plans to buy will be donated to a nonprofit, if possible.

The new plan shows a 5,870-square-foot clinic with a 21-stall parking lot. The existing animal hospital will be demolished.

City Attorney Roger Jensen reminded the council that approval of the concept is not binding.

"You can change your mind," he said. Approval was unanimous.

• Approved fi nal plat for the Minser addition.

The plat, 1921 - 1941 Ninth St., will be reconfigured from three lots into five.

• Approved 2 percent rent increase for Pioneer Manor.

Finance Director Don Rambow said the increase was necessary to pay for capital equipment needs. "The place is breaking even," he said, adding that anticipated expenses in 2017 are $190,000, including a new roof. Rambow warned council there won't be sufficient resources to meet demand for improvements to the structure five years from now. The city-owned senior apartment complex will be paid off in 2023.

After the increase, rent for a one-bedroom will be $675; a one-bedroom with den is $725; a two-bedroom rents for $790 and a deluxe two-bedroom is $840.

• Approved purchase of a small tax-forfeited piece of land on Birch Lake. The county is selling the parcel to the city for $590. The city plans to put a park bench on the piece for public viewing of Birch Lake.

• Awarded bid to Urban Companies of Vadnais Heights to demolish a vacant gas station at 2511 County Road E East. The bid amount was $36,500.

• Approved on-sale liquor license for El Pariente Mexican Grill.

Dec. 12, 1928 — Feb. 28, 2017 Roger passed away in wife Gloria’s arms surrounded by his family.

Roger was an avid reader, a talented carver and a heck of a pool player. He loved playing bridge, making stained glass with his wife and enjoyed playing golf. His most favorite place in the world was the North Shore and he and his family enjoyed the Baptism River for many years together.

Roger had a phenomenal vocabulary and he was always eager to learn more. His family was his life and he always expressed how proud of them he was.

He told his wife every day how much he loved her. When he proposed to her, he promised her he would never go bald and he would show her the world. He kept both of those promises. He worked hard at everything he did and he volunteered a lot. His favorite saying was “A man of words and not of deeds is like a garden is fi lled with weeds.”

There are occasions when officials must make calls that decide the outcome of a game. One can only hope they get it right, which they usually do, but not always.

The Mahtomedi girls were on the unfortunate side of two non-calls in the last six seconds, leading to a 41-39 upset loss to DeLaSalle on Saturday. Top-seeded in Section 4AAA and ranked No. 5 in

the state, the Zephyrs finished 22-4 with the semifinal loss.

With the score tied, the Zephyrs were working the ball around when a DeLaSalle player ran into Marisa Gustafson as she waited to catch a pass. Both fell to the floor and the ball went out of bounds with 5.2 seconds left. No foul was called.

DeLaSalle was awarded possession.

The Islanders’ Olivia Travis scored on a rebound shot at the horn. She may or may not have released the ball in time.

Zephyr coach Eric Prose pleaded for the refs to wave it off, perhaps hoping for a make-up call, but to no avail.

“I have a lot of mixed feelings,” Prose reflected. “Do I believe Marisa was fouled? Yes, I do, but there was over 60 possessions in the game and you can't just look at the last one. But that’s what people remember.”

Prose credited DLS’s defensive efforts in holding the Zephyrs 19 points below their average.

“The ball wasn't falling for us, but our kids kept on fighting. Their effort was outstanding.”

Emma Grothaus, sophomore center who led the Zephyrs with 19 points per game, had 11 points against the Islanders. Annika Sougstad scored 10 and Gustafson nine. Ayanna Gardner scored 16 and Nora Francois nine for DeLaSalle (17-10).

a 39-39 tie, and snagged a defensive rebound with 18 seconds left, but didn’t get a chance for the final shot.

“I believe the season was a huge success,” Prose assessed. “We met a lot of our goals: Hill-Murray tournament champions, conference champions, 20-plus wins. Most important, the kids grew up a lot … (learning) character traits to help them in life … (about) trust and believing in themselves and each other, and willing to make sacrifices for each other.”

With one starter (Gustafson) a senior, the Zephyrs should be strong again next year.

Zephyr boys share conference title, enter sectionals seeded first “This is a strong group of seniors that’s been looking forward to this year for a long time,” coach Keith Newman said about the Mahtomiedi boys basketball team that’s been delivering on their high hopes so far.

The Zephyrs, 22-3 and ranked No. 3 in Class 3A, clinched a share of the Metro East Conference championship beating North St. Paul 67-56 on Friday and headed into sectionals as the No. 1 seed. Newman added that the seniors’ accumulative GPA is 3.456.

“We are focused on sections, especially after our result last year (an early upset loss). We know we will have to play well to beat some very quality teams to reach our goal of getting to state.”

Parker Fox notched 25 points and 12 rebounds, Shane Frost 18 points, and Lincoln Rock 16 points and five assists against North. Will Tuttle limited North’s star player to 16 points.

The Zephyrs and Tartan, ranked No. 8 in Class 4A, were each 14-2 in conference, with St. Thomas Academy 12-4 and North 11-5. Mahtomedi beat Tartan twice, but split with St. Thomas Academy and Hastings.

The Zephyrs will host Hill-Murray on Wednesday at 7 p.m. The winner meets Totino-Grace or Fridley at St. Paul Washington, Saturday at 7:45 p.m. Columbia Heights and St. Anthony Village are seeded 2 and 3.

“We’ve gotten a wide variety of contributions,” Newman noted. Fox, with 23.3 points per game, has set the team’s season scoring record. Tuttle has broken the assists records and is “the best defender in the conference, in my opinion.” Rock is close to the steals record. Frost and Andy Voyen are close to the free throw percentage record.

The Zephyrs’ only glitch was one- or two-game suspensions for several players late in the season for an undisclosed infraction, during which time the had one of their conference losses.

Zephyr senior places third in state wrestling Mahtomedi wrestler Evan Lawrence capped his career with a third-place finish in the state Class AA tournament on Saturday, battling all the way back after losing in the first round to Kasson-Mantorville’s Brady Berge, who went on to capture his third state title.

After that 25-10 defeat, Lawrence beat Dassel-Cokato’s Gavin Gillman 14-6, pinned Dalton Mielke of Rush City-Braham in 2:43, pinned Sakai Kelly of Henry Sibley in 50 seconds, and edged Waconia’s Cole Mueller 6-5 in the thirdplace match. The quick pin of Kelly was a payback as he lost to the same man in the section finals.

Lawrence, 37-7 for the season, will continue his mat career at the University of Wisconsin-Eau Claire.

Ben Nelson, Mahtomedi’s other state qualifier, lost twice and finished 31-12.

He will play football at Luther College in Iowa.

Hunkering down with 2 of the metro area’s top goalies

The goalie in hockey is a most unique creature. Fortified, and encumbered, by the most extensive padding, the biggest gloves, the thickest blocking tool and the fanciest helmet in the landscape of sports, the goalie stays put the entire game, while teammates roar about like hurricanes, but his/her proficiency, or lack thereof, in guarding the net, has an impact on the game similar to those more glamorous soloists in other sports, pitchers and quarterbacks.

Goalie is not for everyone; indeed, just a very small percentage of athletes seek to embrace that responsibility. But those who do choose to wear those thousands of dollars worth of armor tend to be quite zealous about it. Let’s meet a couple of them. This winter, each White Bear Lake team happened to be blessed with a very capable goalie. With their respective seasons now concluded, the Press asked what it’s like inside their masks.

Bob Parenteau, a senior in his third year as a starter, kept the Bear boys in virtually every game and was especially stout against some of the top opponents, most notably when they handed a 13-0 Stillwater team its first loss 2-1. Parenteau had a 1.90 goals-against and .906 save percentage for the Bears (14-8-4).

Calla Frank, a sophomore, the girls’ starter since eighth grade, anchored nine shutouts, helping the Bears post a 17-11 record and reach the section finals. She had a 1.51 goals-against-average and .947 save percentage.

Parenteau didn’t originally choose the goalie position.

“I started out being a player, but I found I just loved being a goalie (in mites). I love the pressure it brings, especially when it’s overtime, or having a big game.”

Frank, with no other goalies in the family, became one in second grade, for purely aesthetic reasons initially.

“I loved how the goalie pads looked,” she explained,

“and the minute I put on the pads, I fell in love with the position.”

She quickly found that she relishes the action, too.

“Every single thing about goaltending, I love. The best part is making that huge save to keep your team in the game, which also gives the some momentum and confidence.”

It’s not an endeavor for the thin-skinned or meek.

“Playing goalie isn’t an easy job,” Frank said. “If you make one mistake, the goal light goes on and a point goes up on the scoreboard for the other team. I handle the nerve-wracking parts very well. It’s just part of being a goalie. The most nerve-wracking is overtime. I’d take a shootout over overtime any day.”

The mental aspect is huge, Parenteau said, “because, the second you lose your focus, that’s when you let in a goal.”

Usually nervous at the outset of each game, Parenteau hopes to face a good, hard shot right away and “find my confidence.”

Goalie is not a cheap endeavor, either. Frank estimated that her pads, glove and blocker ran roughly $2,000 and her helmet another $1,000. Parenteau assessed: “There’s a lot of equipment needed and it all would probably come out to five grand. Youth hockey provided more than high school hockey for goalies. High school provided me with goalie pants and that’s about it.”

Asked to single out the fiercest shooters they have faced, Frank picked Julie Chu, a Team USA veteran whom she’s dueled at national camps. Parenteau designated Wyatt Newpower, former Bears teammate now skating for Connecticut.

We asked about season highs and lows.

Parenteau’s season and prep career ended with one last stellar effort in a 1-0 upset loss to a good Tartan team. His highs were beating No. 4 Stillwater (the first time; they lost the second one) and tying No. 2 Edina and No. 11 Hill-Murray. The most frustrating game was

against Class A’ s top-ranked Hermantown, a 5-2 loss because “they were incredibly fast and could shoot hard.”

Losses like that must be shrugged off quickly, he said.

“Just get back to practice and narrow your focus.”

Frank, who has two seasons left, acknowledged that “there were a few games that I stole this year for the team that were pretty significant,” adding she was happy for the most part with the season ending with a 4-0 loss to top-seeded Hill-Murray. The game she grimaces about is the second one with Mounds View, a 4-2 loss.

“Everyone has bad games where the puck just doesn’t bounce your way. But you gotta shake it off and come to practice the next day with a clear head, and just work your butt off to get better.”

Zephyrs draw Northfield in state hockey quarters The Mahtomedi Zephyrs are the third seed in Class A in the 73rd annual Minnesota State High School League boys' hockey tournament that opened for play Wednesday, after press time.

Mahtomedi (16-11-1) faced Northfield (20-5-3) at 1 p.m. at Xcel Energy Center in downtown St. Paul.

The winner advances to play the winner of the tourney opener between second-seeded Delano (24-3-1)

and Monticello/Annandale/ Maple Lake (21-6-1) at 11 a.m.

Friday at Xcel while the two losing teams play Thursday at 10 a.m. at Mariucci Arena on the University of Minnesota campus.

The third place and championship games are Friday at 9 a.m. and noon, respectively.

The matchup Mahtomedi is paced by leading scorer Luke Posner (27 goals, 18 assists) and

returns to the tourney after a one-year absence. Northfield has a well-balanced attack and makes its first tournament appearance.

Tickets: Championship session, $17 for adults, $11 for students. Consolation tickets are $12 and $8 respectively.

Insurer’s exit silver lining for adult day care facility

WHITE BEAR LAKE — When Auto Owners Insurance moved its headquarters to Lake Elmo last year, it left a large vacant building on County Road E. Northeast Residence Inc. has been crammed in space too small to support its growing adult day care and extended day program in Little Canada. The empty insurance building is a perfect fit.

The nonprofit organization is buying the property at 2539 East County Road E and has applied for a conditional use permit from the city.

In a letter to Community Development Director Anne Kane, the executive director of Northeast Residence, Heidi Holste, said her staff is excited to move to White Bear Lake and believe they have a compelling story to tell in regard to its intended use.

There is a need to expand services for people with disabilities in the form of an adult day care and extended day/af-

ter-school program, Holste wrote. She is also excited to return to Northeast Residence’s roots; it started in White Bear Lake in 1973 at the convent of St. Mary.

Today, the organization has 12 volunteer board members, and almost 300 employees. It has grown from a nonprofit with two programs and a budget of $350,000 in 1990, to 28 programs and a budget of nearly $10 million.

“With a new building space, we can anticipate that we will grow our budget to $12 million over the next three to five years,” Holste said.

The company operates 24 residential group homes with 96 occupants in the northeast metro, including three in White Bear Lake. Each home is staffed 24/7. That area is not expected to grow, noted Holste. There is also an in-home program for people who live in their family homes. Currently, seven families hire staff to care for their loved ones.

There is major demand for this program and growth is expected over the next five years to 30 individuals, she said.

Thirteen teens and adults are currently served in extended day. The current space is antiquated and does not allow for growth, Holste noted.

“We know there is a large demand for this program for adults and children,” she said. “These types of programs for developmentally disabled children are limited and many only serve those up to a certain age. Beyond 12, parents report there are no extended day opportunities available.”

Hours of operation will be 7:30 a.m. to 6 p.m.

“The building is perfect for our use,” Holste told the Planning Commission Feb. 27. “Services available to people with disabilities are in short demand in our area, and this building truly allows us to think about a future of being able to meet the needs of this community.”

There will be no exterior changes to the building.

When a commissioner pointed out the property would be taken off the tax rolls, Kane said yes, that is true. “But

it should not factor in to our land use decisions,” she added.

The Planning Commission recommended approval of the permit; it will be on the March 14 City Council agenda.

Local liquor stores tentatively toast Sunday sales

For nearly 160 years customers have not been able to purchase liquor on a Sunday in Minnesota, but that is about to change on July 1.

Both the Senate and House have passed a bill that gives businesses the option to be open for business on Sundays. However, the legislation prohibits liquor store deliveries, ordering or marketing on Sundays. The Senate voted in favor of the bill 38-28 Feb. 27 and the House voted in favor of the bill 85-45 Feb. 20.

The bill was held up for a bit, as the House and Senate had to come to an agreement regarding the hours of operation. Ultimately, the House agreed with the Senate's version of the bill, allowing stores to open at 11 a.m. Gov. Mark Dayton has already said he would pass the bill if it made it to his desk.

Some locally owned liquor stores have taken a positive view of the legislation regarding the impact on business. Some owners, not so much.

Jared Bible, manager of Lakeridge Liquors on the border of Shoreview and Vadnais Heights, said he thinks the new law would “be positive in the long run.”

Even though his store is small and family-owned, he said the change would not cause hardship to his business. Rather, he said he would probably either break even or be profitable.

“I'm kind of an advocate for the government not telling me what I can and cannot do,” he said.

The owner of Cotroneo’s Wine and Spirits was a little more blunt about the new law. “It stinks,” said Cindy (Cotroneo) Fix. When asked if she and husband Guy would open their White Bear Lake store on Sundays, Fix said they haven’t yet made that decision.

She doesn’t think the seventh day will increase sales, but will cost them money.

“I’ve talked to some of my reps who say the mom and pop stores similar to ours don’t think they’ll do it. We haven’t made a decision. We’ll have to make a game plan,” she said.

Letters were sent to her representatives urging them to vote no, Cotroneo added. “They were on a different agenda.”

The vice president of Elevated Beer, Wine and Spirits in White Bear Lake said it’s hard to say how the extra day will affect revenue. “We’re in a growth period right now. Short term, we hope to see sales grow,” noted Tom Boland.

“Certain part-time employees will be happy to have the opportunity to work on Sundays,” he added. “We’re happy to be open on Sundays to service our customers. We were neutral on the bill. We fi gured if it did come, we would be open.”

New rules for new signs as city faces lawsuit

WHITE BEAR LAKE — Nothing like the threat of a lawsuit to clean up an ordinance.

After Rocket Outdoor Advertising threatened litigation for what it considers a First Amendment violation, the city adopted a six-month moratorium on issuance of billboard permits.

The time out allowed staff to review the sign code in light of a 2015 Supreme Court decision that found cities should not regulate signs differently based on the message conveyed.

Rocket Advertising sued anyway, claiming

freedom of speech infringement when it wanted to erect two billboards on I-694 and Highway 61.

After a lawyer for the Florida sign company filed a lawsuit in January, the city contacted the League of Minnesota Cities Insurance Trust, which retained attorney Paul Reuvers to represent White Bear Lake.

At a special Planning Commission meeting Feb. 13 to discuss the draft ordinance, Reuvers indicated that the lawyer representing Rocket is well known around the country for selecting cities to sue based on their sign code. Lawyers that defend municipalities across the country would

refer to this as the “sign code shakedown,” he told the commission.

Reuvers recommended the city move forward and adopt the new ordinance, which the council did Feb. 28.

The revised code strives to regulate signs based on size, number, location and construction method, providing content-neutral regulations, noted City Planner Anne Kane. As drafted, the code removes any discretion the city has in approving or denying the signs.

That means businesses, organizations and residents are provided greater flexibility and autonomy when deciding how to utilize their allotted sign area, Kane said.

The most significant changes to the code, according to Kane, are elimination of off-site signs such as billboards, bench signs, directional signs such as for churches and nursing homes, and signs promoting the central business district.

Certain existing signs will be grandfathered in.

Staff had hoped to do a more thorough review of the ordinance during the moratorium, however, based on guidance from the city’s legal counsel, the amended code was expedited.

The Supreme Court decision driving Rocket Advertising’s sign code shakedown concluded that if anything in a city’s sign ordinance gave the council discretion regarding content of signs, that violated the free speech amendment, noted city Attorney Roger Jensen.

“We feel confident this lawsuit will be dismissed by federal court,” he said.

New superintendent ties in to district, community goals

WHITE BEAR LAKE — Newly selected superintendent for White Bear Lake Area Schools, Wayne Kazmierczak, said he probably doesn’t have enough orange ties — but he does have an orange tie with bears on it.

The current assistant principal for finance and operations was sporting an orange tie at a community question-and-answer session last week shortly after being named the top candidate for the district’s next superintendent.

During the session Kazmierczak emphasized his desire to carry out the goals of the school board and community.

He noted that the district’s need for facility upgrades, an upcoming operating levy vote this fall, and the district’s revisit of its strategic plan are on his mind as he prepares to take over the helm.

“I view the role as superintendent is to

achieve that plan,” he said.

At the session were several staff and parents. Several staff expressed the need for more teacher support in the district.

“I look forward to working with people more closely,” Kazmierczak responded. “I think what I can offer is openness.”

Student mental health and drug use was also brought up as an issue.

“There is a drug epidemic here,” said a health staff member, noting students tell her about new drugs. “They are changing all the time.”

After listening to various concerns about the district — from kindergartners not getting outside enough to how to help youth get along — an attendee remarked that Kazmierczak is a good listener.

“That’s known throughout the district,” she added.

Kazmierczak has worked for the district since 2014. Previously, he was an assistant superintendent at Moorhead Area Public Schools and superintendent

Earlier in his career he was a high school teacher and coached cross-country and track. He received his bachelor’s and master’s degrees from the University of North Dakota in Grand Forks and his doctorate from the University of Minnesota.

“I’ve been working towards this my whole career,” he noted.

Board Chair Janet Newberg added that the board, which chose Kazmierczak last month without a second interview, has

had plenty of time to get to know him. Six of the seven board members had ranked him as their top choice.

“It’s been like a three-year job application process,” Newberg added, noting he came through with “flying colors.”

Contingent upon acceptance of an official contract, Kazmierczak will begin his new role in July. Superintendent Michael Lovett retires in June.

Outgoing leaders recognized by chamber The White Bear Area Chamber of Commerce recognized retiring leadership at its Feb. 28 annual meeting.

Among those receiving a plaque in appreciation from past chair John Lupo, owner of Grandma’s Bakery: Jerry Kwapick, Lake Area Bank, is a past chair.

Kwapick joined the board as a director in 2008, served as chair in 2015 and is leaving after completing his term as past chair.

Director Bob Schlichte, Grand Casino Mille Lacs & Hinckley, came on board as an advisor in 2007 and has served as both a director and advisor. He has agreed to serve as an advisor for 2017 and serves on many chamber boards around the Twin Cities.

Sara Stafki, F&M Bank, started as an advisor in 2013 and then as director until the present time. She cochaired the Ambassador group and volunteered on the Gala committee.

Retiring Director Tiffany Schmidt, Abrams & Schmidt, has served as both advisor and director since

2010. She is a banner volunteer for the chamber, serving on the Gala committee, Biz and Achievement Awards, golf and anything asked of her. She remains on the board as corporate secretary.

Terry Koves, Koves Trucking, has worked as director, corporate secretary, chair elect, chair and now as an advisor. He joked that his time on the board was like “Hotel California.” (You can get in, but you can’t get out.)

Koves has been an advocate and leader in government affairs and has been a strong backbone of the chamber.

A special award was given to Adam Hennen, who has served 10 years as treasurer. “We call him ‘Mr. No,’” Lupo said. “I think he considers that name a badge of honor.” Lupo presented Hennen with a plaque equipped with a red button. When pressed, a voice answers “No.” In his final act as past chair, Lupo passed the gavel to 2017 Chair Barb Sheldon, with Alerus Financial.

State graduation rates continue upward trend Minnesota high school graduation rates continue to trend upward, with the class of 2016 posting the overall highest rate on record at 82.2 percent.

Rates for all students were up one-third of a percentage point from 2015, and up 5 percentage points from 2011, showing that more Minnesota students are graduating from school, according tot he Minnesota Department of Education.

“Graduating high school is a crucial step in attaining the dream we all have for success in life,” said Education Commissioner Brenda Cassellius. “It is encouraging to see more Minnesota students—especially more of our students of color and American Indian students— reaching this milestone. It’s a promising step for stronger futures.”

A closer look at the data reveal notable trends across student groups. Since 2011, graduation rates for non-white students have increased by 13.1 percentage points.

Rates for white students have increased by 3.2 points during that time.

Graduation rates for black students have increased 24 percentage points —a 59 percent increase— since 2006. In comparison to their white peers, this represents a 46 percent reduction in the graduation gap for black students over the last decade. Other student groups have also demonstrated significant increases since 2006 and 2011.

“In order to close gaps, we need to see all boats rising, but our students of color and American Indian students need to move faster,” Cassellius said. “We’re seeing that happen across the state, and we need to double down on efforts to help every student earn a diploma.”

lowest graduation rates in the nation, have increased by 10.1 percentage points since 2011 —a 23.7 percent increase— after not budging over the previous five years.

“Over the last decade, and particularly in the last five years, Minnesota has seen an increase in graduation rates and a decrease in gaps. This has happened at the same time that we have shifted to more rigorous career- and college-ready standards, and added challenging courses to our graduation requirements. This is precisely the right path we need to stay on,” Cassellius added.

Over the past six years, Minnesota has placed an increased focus on raising graduation rates for all kids, in every student group.

The Minnesota Early Indicator and Response System (MEIRS) was implemented, a tool that is used to provide a snapshot of students in grades six and nine who are at increased risk of not completing high school in four years.

These students are then targeted for intervention.

GradMN was launched, a statewide campaign that sets a goal of reaching a 90 percent graduation rate for all students by 2020, with every student group having a graduation rate of 85 percent.

New accountability expectations for school district graduation rates were also added, by including them in the state’s Multiple Measurement Ratings system, disaggregated by student group.

Students study with resident artist Students at Frassati Catholic Academy participated in a weeklong art residency recently through a partnership with White Bear Center for Arts. Independent art instructor Lisa Servatius of Serendipity Art & Design visits the school four times a year. She teaches students preschool to eighth grade.

Students are taught art terms and techniques as well as the elements and principles of art. “I am passionate about art and feel it is essential that every child have regular exposure to creating art,” Servatius said. “Art is a natural extension to every classroom subject from math to science, language arts to social studies, religion to technology, music to world language. Art is a vehicle for students to gain a better understanding of any subject and provides them a visual language to express their knowledge and insights.”

A Minnesota State Arts Board jury has approved a one-year grant proposal for Lou Ferreri, a retired White Bear Lake Area High School South Campus teacher. The grant will fund archival printing and publishing of 20 to 25 original drawings, drawn on the editorial pages of the New York Times and completed over the past six years. Selected drawings will become boxed sets of up to 25 prints in each set and will include narrative descriptions that tell the story of each drawing’s content and the process it took to produce each one. Boxed sets and individual archival prints will be available in early 2018. Lou Ferreri retired from teaching at South Campus in 2014.
