White Bear district plans new school up north

WHITE BEAR LAKE — A new school building is planned in the northern part of the district but whether it will be an elementary, middle school or high school has not yet been decided.

The district is thinking about buying land in the northern part of the district for a new school within the next year or so, said Superintendent Wayne Kazmierczak at the Feb. 12 School Board meeting.

“It is likely we do not have the capacity to handle the growth, so it means we will likely be building something,” he said. District administration has not yet identified what type of school building it would be, he added.

But the district is now in the market for land after the School Board approved a reimbursement resolution at the meeting.

School districts are required to establish procedures for the approval of expenditures to be reimbursed from a future bond issuance.

“If we purchased land now or in the next year or so, we would then be able to reimburse the general fund with future bond proceeds from a future bond issuance,” Kazmierczak said.

At a Jan. 29 workshop meeting, Kazmierczak said he doesn't have a figure on how much the land might cost.

“When we get to the point, when we are ready to negotiate, we would go into closed session to do that and then we could talk figures,” he said.

Emerald ash borer rears ugly green head

It's here. That green nemesis of the resilient ash has been discovered in White Bear Lake.

“For years, we've been anticipating arrival of the emerald ash borer (EAB),” said Public Works Director Mark Burch. “But we don't think it will be as devastating as originally thought. There are good control options.”

Infected trees have been identified north of Buerkle Road in a swampy, wooded area near the industrial park. Burch said the beetle likely crossed the freeway from Maplewood and is on the move.

Staff is working with the Parks Advisory Commission and an EAB expert to quickly get up to speed on a control program for the 350 ash trees located in manicured areas. The emphasis will be on treatment.

Public Works staff has been consulting with Rainbow Tree Care out of Minnetonka, a company that specializes in treating ash trees at affordable rates for municipalities and their residents.

Men’s a cappella choir fills St. Andrew’s with song

Minnesota audiences have been left dumbstruck by the way the singers of the men’s a cappella choir Cantus work together to produce an effortless blending of voices and personalities.

The group has no one director — the singers are so well attuned to each other that its timing and harmony is next to perfect.

This nationally recognized ensemble is based in the Twin Cities, and will put on a performance in Mahtomedi as part of the Wildwood Artist Series on Sunday, Feb. 25.

The group consists of eight singers who hail from across the Midwest, including Twin Cities-based baritone David Geist.

Originally from Burnsville, Geist has loved to sing since he was young but never considered it a professional career choice until he began singing in high school choir and taking voice lessons.

“I had some really incredible teachers who encouraged me to pursue music after high school,” he said.

He fi rst learned of Cantus when he was a senior in high school taking part in the Minnesota All-State Choir.

The student singers were able to see a short concert presented by a cappella group. “(It) was defi nitely a highlight of the weekend for me,” Geist said. He graduated from high school in 2010, and a few years later, he also heard the ensemble perform at Luther College, where he studied vocal performance.

He completed a Masters degree at the

University of Oklahoma in opera performance, and began taking as many auditions as he could in pursuit of a career in performance.

Cantus is highly selective about its singers. The ensemble always consists of eight members, and openings only occur if another member decides to leave the group. Geist described the audition process as rigorous.

“Securing a spot is a combination of skill and preparedness, as well as good timing and a little bit of luck,” he said. He officially joined the group in August 2016, which became his full-time job. Cantus is one of only two American men’s vocal groups for whom singing is a salaried position.

“Many musicians live the patchwork lifestyle of putting many different gigs together in order to make a living,” Geist said. “We stay extremely busy throughout the year.”

The group has four different twohour concerts, which are all memorized, for the Twin Cities concert series throughout the year. A summer chamber series was recently added that focuses on art song, arias, musical theater and small group pieces.

In total, the group performs around 35 shows in the Twin Cities area each year.

The rest of the time is spent on tour.

Cantus spends between 80 and 100 days on the road every year, mostly visiting U.S. states, but also venturing further abroad to locales such as South Korea, Colombia, Cameroon and France.

Education is also a large focus for Cantus. The group has a Twin Cities High School Residency program that

allows it to work with three different choirs throughout the school year, which comes together as a large group concert at the end.

“I love singing a variety of different genres, but singing a cappella has always been special to me,” Geist said.

“I also think there is something incredible about a group of men singing together. In a world where vulnerability is often seen as a weakness, it is important to show that masculinity and vulnerability are not mutually exclusive. We hope to inspire people, especially young boys, that being artistic and creative is a powerful thing that should be embraced.”

Cantus concerts are designed around a central narrative. The Mahtomedi concert will feature the touring show titled “Discovery of Sight.”

“The show follows the progression of a day, going into the evening and ending with the dawning of a new day, to explore what it means to truly see, from both a literal and metaphorical point of view,” Geist said.

The show will include a few Cantus classics, such as “Wanting Memories” and “Simple Gifts.” Geist said his favorite piece on this program is “Do Not Go Gentle Into That Good Night,” a Kenneth Jennings arrangement of a

“The poetry is incredible, centered around the tenacity of the human spirit in its fight for life, and Kenneth Jennings’ setting is haunting and powerful,” Geist said.

Geist’s grandparents, Bob and Rosemary Geist, live in North Oaks. His great-great-great-great-grandfather, Thomas Erd, built the Geist Gazebo in 1883. The iconic structure is now located in White Bear Lake’s Matoska Park.

Coffers called ‘too high’ for lake conservation group

WHITE BEAR LAKE — The entity responsible for protecting the lake has too much money in its bank account. At least that’s the contention of City Council members who feel the White Bear Lake Conservation District (WBLCD) should give some of the money back.

Formed by the Legislature in 1971, the WBLCD is one of two in the state with statutory authority to regulate use of the lake. That authority governs things like type of boats, speed, public beaches, dock placement, weed removal, and just about anything related to preserving the lake.

A 10-member board consisting of two appointed representatives from each of five communities that touch the lake make up the district. Its operating budget is funded through assessments paid by those five: Birchwood, Dellwood, Mahtomedi, White Bear Lake and White Bear Township.

White Bear Lake taxpayers contribute the most, or 45 percent of the total assessment.

Councilman Kevin Edberg has made it known more than once that the WBLCD has too much in its bank accounts, despite conversations about maintaining “reasonable” limits.

Edberg calculated district assets as a percentage of budget over the last 15 years. In 2017, he fi gured the board could run its business 2.5 years without needing a single penny based on its reserves.

“I fi nd that excessive,” Edberg said.

“The district’s reserves continue to grow. Even in years when there has been a deficit, the highest number has been $22,000 (in 2009). Yet they are carrying $226,000 in reserves. While their budgets have increased 25 percent, the district’s total assets have quadrupled since 2010.”

The councilman acknowledged that the district has obtained better accounting services for “a coherent fi nancial statement” but has failed to heed city warnings about the amount in its reserve.

“We have a perennial conversation on this topic,” Edberg told council Feb. 13.

“I say put aside $100,000 as a contingency; I wouldn’t have issue with that. But our taxpayers have paid 45 percent of the district budget, which is equivalent to about $60,000. I would like to have that in our coffers rather than theirs.”

Adding that requests to lower the reserves have gone “unresponded and disrespected,” Edberg said the money the district is sitting on is no-

Edberg said he values the district’s work and knows board members care about the lake. “But I also fear they may be building reserves to put in a pipeline to the lake or do some other aspect in terms of being project managers for a lake augmentation project. That was not anything contemplated in the legislation.”

His solution: “Next time the council has a formal conversation about their (assessment) bill,

I’m going to suggest we strongly encourage them to go a year without assessing member communities and eat up that budget for a year, or plan for half an assessment for two years. If they fail to do that, we institute a discipline expressing concern over their fi nancial management or consider going to the Legislature to address their powers.”

Councilman Dan Jones agreed with Edberg, pointing out auditors recommend a fund balance of 35 to 60 percent of operating expenditures. The WBLCD maintains 150 to 200 percent.

Mayor Jo Emerson said she was willing to meet with her counterparts around the lake to see if they feel the same. “We might be alone on this,” she noted, “but I don’t mind being alone. It is frustrating and they don’t listen to us. I agree, the reserves are too high.”

Can we reduce deaths?

I

N THE WAKE of a national tragedy such as the recent shooting at a Florida high school, it makes us think more deeply about death in our country, and the difficulty that lies in preventing and reducing them.

The statistics we have about causes of death should help governments revalue their focus and efforts. A boating friend of mine, Bernie Heinemann from Sun Prairie, Wisconsin who winters in Cape Coral, Florida got me interested with statics he found on U.S. Deaths and Priorities. Kathy and I did a little digging and came up with additional statistics and their sources. Unfortunately stats 2017 were not available in most About the for cases.

ABORTION — According to the Guttmacher Institute, in 1980 abortion reached an all time high.

2014 saw the lowest number of abortions. Abortion remains a political issue that needs more education and alternatives.

HEART DISEASE AND CANCER continue to be a problem. Worldwide research needs more funds.

Our society must eat healthier food, exercise, get adequate sleep and find ways to reduce stress.

DRUG OVERDOSE — The U.S. president has now labeled this a crisis level problem. Our prescription drugs are amazing, but more drugs are not necessarily better. Supplements are not government approved. Painkillers are illegally sold and in many cases over—prescribed.

AUTO ACCIDENTS — Our cars are becoming safer every year. Penalties for driving while under substance abuse are severe, but the abuse continues. Then we have smart phones and other distractions such as adjusting makeup and hair. The problem of auto accidents grows even with sensors on the newer model cars.

GUNS — Another political hot potato. Gun deaths include police shootings, suicides, accidental shootings, self—defense and homicide. It seems some politicians want to disarm those who follow the law. The recent south Florida mass school shooting is another reminder of a troubled society.

HUNGER — Food shelves and multiple charitable organizations are helping in temporary emergencies, but there are people who face food insecurity daily. For some, education might help to stretch the food dollar. An even larger problem relating to food in the U.S. is obesity and diabetes.

BOTTOM LINE — What should we be doing to reduce unnecessary deaths? Which category of our nation’s safety and welfare should our government be placing as its priorities?

While sources of statistics may vary, the information about causes of deaths in the U.S. can give everyone something to think about. The question remains regarding the effectiveness of our state and national policies providing safety to our citizens.

SUPER BOWL 52 is history. The state proudly displayed its lifestyle to the nation and world.

From my perspective it was prepared and celebrated well.

The close game was considered one of the best played both offensively and defensively. The Tom Brady connection to his Minnesota grandparents made it special too.

2018 brings a long to-do list for the Capitol

T

he 2018 Legislative Session has begun and we have our work cut out for us over the next 13 weeks.

The fi nal outcome of the session is unknown at this time, but I do know that cooperation and working across the aisle will yield the best results for all Minnesotans.

We have some important things to accomplish for our community, Legilslator like the LakesLinks Trail to Lingo connect White Bear Avenue in Peter Fischer the City of White Bear Lake to Century Avenue in White Bear C t A Township. This 1.5 mile trail will help walkers, runners and bikers navigate the area more safely. Two public hearings have been held and more will be scheduled.

Interest rates are still historically low and we should continue to build on what makes Minnesota a great place to live, work and play. Minnesotans value clean water and it is at the very heart of what makes Minnesota so special. Unfortunately our systems that bring us clean water and help us dispose of sewage are crumbling. This is a very big

It will be from 7- 8 p.m. in the Maplewood Library Community Room (3025 Southlawn Drive). and smelly problem. I am continuing to push for long overdue upgrades to ensure the water from our faucets is drinkable and we can safely fish and swim in our lakes, rivers and streams.

Saving the local rail line in Hugo was a success story because Republican and Democratic policymakers worked together to secure funding for the upgrade. Because of this work, nearby businesses are planning expansions that will add 200 jobs. Anytime we can foster economic development close to home makes our community an even better place to live.

Minnesota cannot succeed when people working full-time can’t afford a place to live. I support Governor Dayton’s

proposed $115 million for affordable housing because it makes Minnesota a stronger state. Every Minnesotan should feel safe in their own home and I will always fight to make that a priority for our community.

Transportation is always a concern in our area. There is nothing like a cold Minnesota winter and spring to remind us our roads and bridges are crumbling. Bus lines that transport people to and from their jobs don’t exist in much of the district. We need to improve our systems to help our neighbors travel more efficiently to and from their destinations.

The 2018 legislative session will be busy and challenging as we work towards a better Minnesota. I will keep you updated throughout the session and I also want to invite you to our upcoming town hall on Tuesday, Feb. 27. Minority students’ representation in accelerated classes increases

MAHTOMEDI — The percentage of the minority student population enrolled in accelerated courses at the middle school and high school has been climbing over the last three years.

During the 2015-2016 school year, 8 percent of the minority (nonwhite) student population was enrolled in an accelerated course, reported Equity Coordinator Sara Dusek at a Mahtomedi Public Schools Board meeting Feb. 8. This year, 11 percent of that population is enrolled. The percentage almost aligns with the representation of minority students in the high school student population: 12 percent. Minority students also made up 12 percent of the high school student population during the 2015-2016 school year.

The enrollment disparity is sharper at the middle school, where 11 percent of the minority student population is enrolled in accelerated courses but minority students represent 16 percent of the school population.

However, the gap has narrowed since the 2015-2016 school year, when 5 percent of students enrolled in accelerated classes were minorities and minorities made up 13 percent of the middle school student population.

The district has also made multiple efforts this year to increase equity in the district, Dusek noted. Dusek, who is new to the position, has overseen professional development on equity in every district school this year.

“We have been working on helping the teachers move along on their journey in understanding race and culture,” Dusek noted. The goal is for all students to feel they have a voice and feel supported in their classrooms.

Specific topics covered so far this year for all teachers included watching a TED Talk, “The danger of a single story,” and discussing the video. Staff also took part in activities that helped increase their understanding of how to create equitable learning environments for

students, especially as it relates to group work. Teachers acted as students in an activity and then reflected on how to make group work more inclusive.

Teachers also discussed how to use a talking stick in the classroom, a Native American practice which creates parameters for discussion. Only the person whose turn it is to hold the talking stick can talk; all others must listen without interruption.

Planned topics for professional development on equity for the rest of the school year include discussing power, status and privilege.

Also this year, social studies and English language arts teachers, along with guidance counselors, are participating in a workshop called “Absent Narratives” hosted by the Minnesota Humanities Center. Staff will use the workshop to build equity into its social studies curriculum review, Dusek noted. Future plans also include discussions between physical education and health teachers on how they can create equitable groupings in their classes.

Equity leadership cohorts at each school building have different goals for the year. Elementary and middle schools are focusing on studying the Culturally and Linguistically Responsive Teaching and Learning program this year. The high school is partnering with North High School in North St. Paul to learn about its office of student support for behavior.

In other action the Mahtomedi School Board: • Held the first reading of 10 annually reviewed policies and three policies with changes, including 213, school board committees; 533, wellness; and 613, graduation requirements. An enrollment committee was added to the school board committee policy. The wellness policy was updated to note that only fresh produce or prepackaged and store-bought items should be brought when items are being given to an entire class. M McPhee Ph Age 65, of White Bear Lake Died unexpectedly February 8, 2018 Born September 28, 1952 in Aberdeen, S.D., Mike spent his early years on the family farm, and as a teenager returned there every summer to work and enjoy the company of his extended family. He grew up in Brooklyn Center, attended Osseo High School and graduated from the University of Minnesota, where he also worked as a scientist in the departments of Ecology and Neuroscience for many years. Mike had a wide variety and evolving set of interests, all of which he pursued in great depth. He loved learning and sharing what he learned. He had a passion for natural history and enjoyed studying and caring for plants and animals. Through constant reading and field study, he acquired extensive knowledge of ichthyology, entomology, and paleontology. He installed exhibits of live electric fish at the Bell Museum of Natural History, and later the Bakken Museum of Electricity in Life, maintaining the latter for over 20 years. At home he delighted in cultivating gardens of native plants that reflected the seasons and provided important animal habitat. Mike also loved history and the arts, and these interests were further enhanced by his travels. On his trips to Japan he journeyed to the homes of famous writers and to pottery villages across the country. He was an avid book collector and frequent visitor to bookshops across the Twin Cities. On any given day he liked nothing better than a saunter in the woods or by the river, an engaging conversation, and a good book. Mike was thoughtful and generous, and had a charming sense of humor. He loved life, and sought to make the most of every minute. An independent thinker, he could be relied upon for good judgment and practical solutions.

He cared deeply about his family and friends, providing assistance at every opportunity. He was a kind and loving husband, son, brother, uncle, and friend. Mike continues to live in the hearts of his wife and companion of 30 years, Amy Okaya; parents, Jack and Donna McPhee; siblings, Lynda (Carl) Lestor and Lisa (Scott) DeVries, and many nieces, nephews, family members, and friends. • Heard a preliminary budget update from Finance Director Bill Menozzi. District administration is estimating a significant budget deficit for the 2018-2019 school year. At its Jan. 25 study session meeting, the board discussed how it could adjust student enrollment scenarios for next school year to help the budget.

Open enrollment window No. 2 may move from March 22 to March 8, Menozzi said. Next school year’s enrollment target was also increased by 40 students from the current level.

Birchwood fills vacancy on lake district board Newly appointed to the White Bear Lake Conservation District Board of Directors is Barton Winter, a longtime resident of Birchwood Village. Winter said he was interested in representing Birchwood due to his long term residence close to the lake, and an interest in groundwater issues, due in part to an interest in trout fishing.

In an email following his appointment, Winter said: “I have enjoyed the lake since we moved to Birchwood in 1976 and even before as I have lived in White Bear Lake essentially all of my life. I have swam in the lake, sailed on the lake, fished in the lake and skated on the lake. I also enjoy riding my bike around the lake.”

Winter has a background in engineering, specifically materials science, and law from Hamline University School of Law. “I have read about the lawsuit by the White Bear Lake Restoration Association and understand that the underlying principle in lake level is about water usage, withdrawals from the aquifer and how much water falls as precipitation,” he said.

WHITE BEAR LAKE POLICE REPORTS The White Bear Lake Police Department reported the following incidents: • An employee in the 1800 block of Buerkle Road was found to have been fraudulently ringing up small sums of money on gift cards over an 18-month period, $100-250 in total. A theft citation was issued Feb. 9.

• A burglary was reported in the 4700 block of Centerville Road Feb. 10. Officers located a White Bear Lake man, 30, near the site who had burglary tools. Officers saw another man fleeing the scene but caught him, age 32, also of White Bear Lake. Both were arrested.

• A Maplewood man, 28, was arrested for fourth-degree DWI

after his vehicle was found in the ditch near I-694 and White Bear Avenue Feb. 11.

• Another male driver, 24, was arrested for DWI near I-694 and White Bear Avenue Feb. 11. His blood alcohol level was 0.12.

• Theft of a vehicle was reported in the 3600 block of Hoffman Road Feb. 11.

• Theft of a Honda CRV was reported in the 2600 block of County Road E Feb. 12. The vehicle was later found parked and unoccupied in the 2300 block of Hillside Road.

• A commercial burglary alarm went off in the 1700 block of Buerkle Circle Feb. 12 and police found an open exterior door and pry marks on two doors into the business. No

one was found inside and no items were stolen.

• A medical call turned into pending DWI charges in the 1900 block of Webber Street Feb. 12 after it was discovered the person was intoxicated and had driven a vehicle.

• Two men were reported fighting in a parking lot in the 3500 block of Century Avenue Feb. 12. The men declined pressing charges against each other and separated for the evening.

• Theft of a vehicle was reported in the 1800 block of Birch Street Feb. 14.

• A Mounds View man, 28, was arrested for second-degree DWI test refusal charges near I-694 and White Bear Avenue Feb. 15. His vehicle was held for forfeiture.

Bank robber placed on 10-year probation Malik Deronte Nixon

A St. Paul man was placed on a 10-year probation for robbing Wells Fargo bank last August.

Malik Deronte Nixon, 21, pleaded guilty to second-degree aggravated robbery in September. He was sentenced for the felony this winter after spending about 100 days in jail.

Terms of his supervised probation include remaining law abiding, not possessing firearms, cognitive skills training and paying restitution of about $3,500. Nixon also cannot vote for 10 years.

Nixon had implied he had a weapon and demanded cash from staff before he fled the bank off Highway 61 Aug. 7, according to White Bear Lake Police reports. Investigators reviewed bank video and served a search warrant to Nixon's St. Paul home later in August. Nixon then turned himself in at the White Bear Lake Police Department.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff's Office reported the following incidents:

Vadnais Heights • A prowler pried open a rear door, forcing his way into a Subway restaurant in the 1000 block of Highway 96 in the pre-dawn hours of Feb. 9. Video showed the intruder making a quick exit after rifling the manager’s desk and grabbing an older-style laptop computer, ignoring a small amount of money in the register.

• A man was arrested the afternoon of Feb. 9 for repeatedly stalking his then-girlfriend, now his ex-girlfriend, and sending her threatening text messages.

The 20-year-old Mounds View man was booked into jail on charges of violating an order for protection and felony stalking.

• Checking her credit card activity online, always a good practice, a 67-year-old woman found two charges totaling $629 on Feb. 10 from a truck stop in Shepardsville, Kentucky. The local woman, who does not drive a truck and still has her credit card in her possession, has never been to Shepardsville, or Kentucky for that matter. She reported it immediately, and the charges were reversed.

• A bus driver for WELS North School District 916 was investigated after multiple complaints from students and staff alike of the man repeatedly leaving his bus and urinating in the snow. The 47-year-old St. Paul man was given a verbal warning.

• A battery tender unit and 50 gallons of diesel fuel were

stolen overnight Feb. 12 from a tractor-trailer parked at a heavy equipment repair facility in the 3200 block of Labore Road. No suspects.

• A 60-year-old St. Paul man drove his vehicle off of Vadnais Lake Boulevard and into a ditch, deploying the airbags the evening of Feb. 12. A witness said the vehicle was weaving and fishtailing before leaving the roadway. The man told deputies he was “coming from the bar.” DWI charges are pending results of a blood draw. The man was transported to Regions Hospital for treatment of a possible head injury.

• Deputies investigating an interrupted 911 call the evening of Feb. 12 arrested a 39-year-old man for domestic assault as well as the 911 call interruption, a gross misdemeanor. The victim said her boyfriend grabbed her by the hair and threw her down. He was booked into jail.

• A 61-year-old man was found dead in his townhouse the afternoon of Feb. 13 in the 900 block of Heritage Drive. The man’s brother, the emergency contact, had asked for a welfare check when the victim’s employer called about the worker’s absence. The man was found in bed with either a gunshot or knife wound to the neck. Suicide is suspected, according to an investigator's report. An investigation continues.

White Bear Township • A woman arriving home the evening of Feb. 8 found her husband dead on the couch in their home in the 1600 block of County Road H2. The woman requested

an autopsy and the cause of death depends on those results. The 65-year-old victim had recent medical issues, his wife said.

• A man was found passed out behind the wheel of his vehicle partially buried in a snowbank the evening of Feb. 10 in a parking lot in the 1100 block of County Road J. A case of beer, with several empties, was found in the backseat. The 48-year-old North Oaks man, who told deputies he was in Buffalo, New York, was jailed on a third-degree DWI test refusal charge.

• A shoplifter, perhaps weighed down by a bag of apples, unsuccessfully tried to outrun asset protection employees the afternoon of Feb. 12 at Cub on Meadowlands Drive. In addition to the apples, the stolen goods consisted of antacids and toothpaste, valued at a total of $23. The 26-year-old North St. Paul man was cited for theft and released.

• A youth with issues disrupted class the morning of Feb. 13 at the Bellaire Education Center in the 2500 block of County Road F. The teen — age, gender and hometown not released due to requirements of the state Data Practices Act — made threatening comments to the female instructor and threw garbage at her. The arriving school resource officer called for backup as the suspect swung at him with a branch, breaking a classroom window. The youth was collared after a 50-yard chase and booked into the county juvenile detention center on charges of disorderly conduct, criminal damage to property, terroristic threats (a felony) and fleeing police on foot.

WASHINGTON COUNTY SHERIFF REPORTS The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Grant • A patron of Cozzie's Bar in the 11000 block of 60th Street N. at 9:36 p.m. Feb. 3 reported a suspicious flash of light on the parking lot ground as he was leaving. Because it was unknown whether the flash was gunfire or fireworks, Washington County Sheriff's deputies were summoned to the scene. While deputies were finding nothing out of the ordinary, another bar patron said he saw large fireworks set off by an unknown male who had fled the scene.

• A resident in the 11000 block of 79th Street N. at 5:45 a.m. Feb. 4 reported his vehicle stolen during the night. After a set of footprints led deputies to the missing vehicle stuck in a snowbank just 100 feet to the east of the complainant's driveway, it was determined that a member of the household had taken the vehicle without permission.

• A resident in the 10000 block of 119th Street N. on Feb. 4 reported that she'd received a phone call from a person stating that one of her acquaintances had been attacked by her dog and that a report had been filed with the county.

Deputies could not find any incident reports on record pertaining to the complaint's dog. An unknown male had also begun harassing the complainant, saying that he would shoot the dog if it became aggressive toward him again.

Deputies advised the complainant to report any further harassment by the dog or the caller.

• A resident in the 10000 block of Juno Avenue N. on Feb. 4 reported an elderly woman for harassment, after the caller left a series of rambling, confused voice messages.

• A resident in the 7000 block of Manning Avenue N. on Feb. 4 reported a person he knew for sending pictures of him sitting in a jail cell. Deputies contacted the individual, who will stop sending the pictures from now on.

• A pair of headphones, valued at $250, was reported stolen sometime during class Feb. 9 from a backpack inside Mahtomedi High School on 75th Street N. • A student of Mahtomedi High School on 75th Street N. sought further education Feb. 9 by asking deputies whether a White Bear Lake girl, 16, was in violation of a harassment restraining order when she passed the complainant a handwritten note during school.

• A driver who careened off the road into the ditch at Joliet Avenue N. and Dellwood Road N. Feb. 10 said he ditched his vehicle to avoid hitting another car.

While deputies were standing around with the complainant watching the tow truck retrieve the vehicle, a second vehicle flew into the ditch while trying to make a U-turn. That vehicle was also towed from the ditch since the tow truck was already on the scene.

Mahtomedi • An intruder in the 1100 block of Mahtomedi Avenue reported by a resident at home alone and hearing things downstairs at 1:24 a.m. Feb. 4, was deemed to have been caused by water pipes popping in the cold weather. An absence of footprints in the snow seemed to bolster the theory.

• A customer drinking coffee at Caribou Coffee Feb. 6 in the 3300 block of Century Avenue N. and gazing out of the window reported that the driver of a large dark truck with big tires and an American flag in the back window hit her vehicle in the parking lot and drove off.

• A female customer of FOG e-cig in the 3000 block of Century Avenue N. at 7:56 p.m. Feb. 6 was banned from the establishment, after she refused to leave so that employees could close the store for the night.

• A St. Paul man, 32, was arrested late Feb. 6 in the 800 block of Woodland Court for felony violation of a domestic abuse no contact order after showing up at the home of another male and getting into a fight. An ambulance was summoned after the head of one of the males banged against a glass surface during the fight.

• A resident in the 1000 block of Harmony Drive reported receiving a voice message Feb. 9 claiming to be from the IRS and telling him he would be sued. The complainant, realizing it was that time of year again, recognized a scam and didn't return the call.

• A driver sporting dreadlocks and driving a vehicle with a “for sale” sign in the window drove away from the BP station in the 3000 block of Century Avenue N. Feb. 9 and left behind an unpaid $39.05 gas tab.

• Employees of the Coffee Cottage in the 88 block of Mahtomedi Avenue on Feb. 9 reported their mail dumped into the recycling bin belonging to their neighbor.

• A Mahtomedi man, 36, was arrested at 2:40 a.m. Feb. 10 in the 3300 block of southbound Century Avenue for possessing a controlled substance in a motor vehicle after being pulled over for driving without headlights. When deputies spoke to the motorist, they could see a marijuana pipe, marijuana and marijuana wax in plain sight. Formal charges are pending.

Willernie • A Vadnais Heights woman who reported herself and a male for engaging in a verbal altercation at 2:50 a.m. Feb. 4 in the 300 block of Kimberley Road was transported to her own home by responding deputies. The parties, whom deputies suspected as being intoxicated, each wanted the other party to leave the residence. Deputies then assisted the combatant, who didn't actually live at the residence, to leave.

• A resident in the 300 block of Milford Lane on Feb. 10 reported his 15-year-old son for punching his sister and then punching holes in the wall. The complainant said he wondered whether his son was using drugs.

WHITE BEAR LAKE CITY COUNCIL NOTES a shortage of 27 spaces. A title company working on behalf of the owners, Muellner Family Partnership LLLP, discovered the building was nonconforming due to parking deficiencies.

Council granted a variance in November but a lending institution for the contract purchasers required the spaces be provided. The HRA owns the adjacent parking lot south of the site. All 192 spaces are leased to 4th Street Ventures, LLC. To satisfy Oak Ridge Centre's stall deficit, 4th Street Ventures was willing to enter into a shared parking agreement. In exchange, they asked the HRA to extend their lease through 2056.

• Approved lease amendment with Sprint Spectrum for placement of communications equipment on city monopoles at 3495 Century Ave. and 4701 Miller Ave. • Heard communications from City Manager Ellen Richter that included a reminder that changes to the fi re department and ambulance services will be discussed at an April 3 work session.

The city is also preparing for the March 1 switchover to Ramsey County's 911 dispatch center.

Lobby hours will then change at the Public Safety building to 7 a.m. to 10 p.m. Monday through Friday.

Richter added that upcoming I-35E road construction near the 35E and 35W split in Forest Lake will impact Highway 61 traffic as drivers headed north seek alternative routes. Construction is expected to take two years.

Trails will be reconstructed from White Bear Parkway to Birch Lake Boulevard and from County Road 96 to Birch Lake Boulevard North.

Affected property owners will be assessed 33 percent of the cost; the city pays 67 percent. The street reconstruction project is estimated to cost $3.4 million. The mill and overlay project and trail rehabilitation is estimated at $486,000.

• Approved two variances for Frattallone's Ace Hardware store.

Owners of the downtown store requested a variance to increase floor area from 10,000 square feet to almost 18,000 and a 32-stall parking variance.

• Approved ordinance repealing Section 403 of municipal code and amending Article IX — Public Ways and Property, by adding a section on right of way. The ordinance prepares the city for eventual deployment of small cell wireless technology.

Language was replaced to include the following: stealth design to minimize negative visual impacts, ability to clear public space of abandoned communication facilities; traffic control plan to limit damage to sodded areas and a $2,500 onetime permit fee to pay costs of site review and inspection.

• Approved extension of parking lease and easement agreement at the Oak Ridge Centre office building between its owners, the city's Housing and Redevelopment Authority (HRA) and 4th Street Ventures.

WHITE BEAR LAKE — The City Council conducted the following business at its Feb. 13 meeting: • Approved landlord's agreement with The Good Table Restaurant Group II LLC for city-owned property at 2125 Fourth St. The new tenant is working on building improvements and anticipates The Burger Bar to open early-to-mid April.

The site was formerly occupied by Red Lantern.

• Set public hearing for March 13 regarding 2018 Street Reconstruction Project and mill and overlay.

Council also accepted the engineering department's feasibility report.

Street improvements will require bonding for $3 million, noted Finance Director Don Rambow.

That in turn will require a tax levy hike this fall.

City Engineer Mark Burch pointed out that street reconstruction projects have been on hold for two years. One of the worst sections slated for reconstruction is in the older part of town and has buried utilities that date to the 1920s.

“They are the oldest in the city and have to be replaced,” Burch said. “We don't want to put new streets on top of old pipes.”

Street reconstruction began in 1988 and will require another seven to eight years to complete.

Mill and overlay will continue for the foreseeable future and will take place concurrently with reconstruction for the next several years.

Streets that will undergo reconstruction include: Old White Bear Avenue; Eighth, Ninth, 10th and 11th streets; Morehead and Johnson avenues; various alleys and Birch Lake Boulevard South.

The arborist considers ash to be tough trees that add significantly to our quality of life. An 18-inch ash tree provides benefits worth $165 per year, he said, when considering things like property value, keeping stormwater in check and air quality.

Woodpecker activity is a telltale sign that larvae are lurking beneath the bark. Trees can take five years to die, depending on the EAB infestation, but mortality rate increases exponentially over what Hafner calls the 10-year death curve.

Strategies using insecticide treatment are superior to cutting trees down, Hafner stated. “Research has shown treatment can reduce the rate at which EAB populations grow or spread. Only using tree removal to control EAB will fail.”

According to a 2010 DNR survey, there are about 11,400 ash trees in the White Bear area. Removing all those trees would cost about $8 million, the arborist said. It's an option that quickly consumes both public and private resources.

Treatment involves special pesticide that is pumped through tiny nozzles drilled into the bark. The chemical disrupts the life cycle of the EAB by killing adults, giving the host tree a chance to recover from the onslaught.

The chemical is pulled up the trunk by the tree itself to make contact with the insect.

Treatment takes about 20 minutes and is good for two years. Hafner said it is 99 percent effective and comes with a warranty.

“The tree won't die from EAB,” he said. “Michigan and Ohio didn't know that. They experienced 100 percent mortality in six years. We have the benefit of 15 years of research. Can we slow mortality? We can protect 20 percent of the trees by keeping pest pressure low enough.

We are managing this pest differently than anyone else.”

The city's public works director likes Rainbow's approach to managing EAB and the public education program it offers. With the City Council's blessing, staff hopes to sign a contract with the company as soon as possible. Treatment for EAB should start by mid-to-late May and Burch wants to have everything in place before that time.

At their discounted rate, treating a 12-inch diameter tree would cost homeowners about $70.

“Homeowners have the option of not treating, but the tree will die,” Hafner told the group. “I am a tree lover and I know the environment is better by saving the tree.

Mature trees are not replaceable.”

There are no ash trees left in Michigan, he said. Both Wisconsin and Iowa have been ravaged. Carver County remains the only county in the metro area free of the invasive pest.

Multiuse trail won’t be cheap; Legislature will need to bankroll project

MAHTOMEDI — The city does not have the funds to construct trails and sidewalks for the Lake Links Trail network, but does support its development.

At its Feb. 5 meeting, the City Council approved a layout of the trail near or adjacent to Trunk Highway 244 and will request funding from the Legislature to complete the Lake Links route and trail.

Jason Amberg, a landscape architect with WSB & Associates, provided recommended options to the council for the route’s 2.55 miles through Mahtomedi. Most of the trail alignment is near and along MnDOT Trunk Highway 244 right of way, which has little to no off-road facilities.

Amberg’s route recommendations include the following: • Birchwood Road segment. The recommendation is to narrow street lanes from 12 feet to 11 feet wide and add curb and gutter to the trail side north of the roadway. This will require wetland and floodplain mitigation and retaining walls. Low areas could have boardwalks as an option.

• Wildwood Beach Road segment. The trail will run along the east side of the frontage road once Wildwood Beach Road is constructed. This will require retaining walls in areas of steep slopes. It might make sense to explore a one-way segment, Amberg said.

• Ash Street to Fir Street segment. Hwy. 244 lanes will be narrowed to 11 feet wide with 2-foot shoulders. Trail will have curb and gutter along west side of highway.

• Fir Street to Iris Street segment.

Again, Hwy. 244 lanes will be narrowed to 11 feet with 2-foot shoulders.

Trail will have curb and gutter along west side of highway. A segment between Elm and Grove Street will likely require realignment to allow trail construction with minimal impacts to adjacent properties.

• Iris Street to Neptune segment. Narrow highway with 2-foot shoulders.

The public is welcome to attend Lake Links Association meetings, normally held the second Monday of the month. Meetings are held at the Mahtomedi District Education Center.

• Briarwood Avenue segment from Dellwood city limits to about 1,000 feet southeast. Trail will be constructed in the city-owned property between Hwy. 244 and Briarwood Drive.

According to Amberg, MnDOT plans to resurface Hwy. 244 and is considering narrowing lanes and widening shoulders.

These insects can also come from other wood such as decorations made of branches or from new construction. Fortunately,

these insects are harmless to people & property & do not reinfest any wood in a home.

When the wood dries naturally (as opposed to kiln drying), these insects are able to survive inside the wood. When wood containing insects is brought indoors, the insects can be fooled into thinking it is spring as it warms up. The insects finish their development & emerge. It is common for these insects to be attracted to windows because of the light.

Once the insects have emerged, there are few options. The easiest control is physical removal of the insects as they emerge. If insects are a problem because of firewood, consider leaving the wood outside until it is ready to be burned so the insects do not have time to emerge.

Included in the total is acquisition of right of way through the corridor in the amount of 0.85 acres for temporary easement and 0.25 acres for permanent right of way. The cost is about $39,000.

In a resolution of support, council acknowledged there is no county funding set aside for a final design and construction of the Lake Links Trail segment through Mahtomedi, nor does the city have the funds for construction of a regional trail.

Councilman Steve Wolgamot is a co-chair of the Lake Links Association, which is advocating for a route around White Bear Lake. He called the cost a “surprise.”

“That is $462 per lineal foot. It is very expensive,” Wolgamot said.

The association board ranked segments around the lake accounting for traffic speed and volume and facilities currently available. The lowest priority was Mahtomedi Avenue, Wolgamot re-

ported. “The perception is it is safe as is because of Park Avenue and Wildwood Beach Road alternatives.”

He felt the city should consider using Wildwood Beach Road as a shared lane concept instead of building a trail to reduce the cost.

“We have no alternative to Birchwood if we want to be safe; that is about $1 million of the total. Wildwood Beach Road is about $600,000 of the cost.

The balance is (Hwy.) 244 from Ash to Neptune; $2.2 to $2.5 million to do that along Mahtomedi Avenue.”

The other significant piece is Dellwood, which has a lack of alternatives, continued Wolgamot.

“We met today (Feb. 5) with Dellwood and yacht club people,” he told council members. “That is a difficult area around the lake. It was a good meeting.”

Wolgamot said Dellwood’s support for this effort has been “remarkable and delightful.”

“Literally thousands of feet have been offered for trail construction that will make the trail in Dellwood less expensive to build, as well as safer and more beautiful,” Wolgamot noted. “I simply can’t say enough about the wonderful support from families in Dellwood.”

Wolgamot noted the Dellwood part could cost several million, about the same as the South Shore Boulevard route. “We are getting perilously close to $10 million for the trail. That is a lot of money.”

Councilman Jeff Ledermann said “it is clear residents want to see additional opportunities for walking and biking.

That will cost money. We have spent millions on roads. It’s time to start evening that out.”

Wolgamot added that the character of the route in each community will be up to that municipality.

The city of Mahtomedi has about 14 miles of trails, sidewalks and on-road bicycle routes for the safety of pedestrians and bicyclists.

Mahtomedi High School sophomore Joseph Becker competed in the state debate tournament this winter.

His coach is Liz Haen. This is Edgeberg's second trip to the Vegas finals. She was managing the Vadnais Heights restaurant when her team won top prize in 2016.

COMMUNITY BRIEFS of 18 boxes of Lakeshore Players Theatre archival materials: show programs, scrapbooks with newspaper clippings, cast lists, board minutes and photos that detail the story of Lakeshore Players from its official beginning in 1953. “The materials have been compiled and organized by one of Lakeshore's volunteers, who has created a wonderful treasure of their history,” said Sara Hanson, executive director. “It's a great collection for us to preserve for our community, especially during this turning point in their history.” The historical society, which offices on the top floor of the Armory, has archives and resources from many organizations, including the White Bear Lake Fire Department, White Bear Women's Club, East Shore Dock Association in Mahtomedi, etc. “They add such a wonderful layer to the dates and facts and help bring history to life for people,” added Hanson.

Bear icemen roll into playoffs 20-3-1, get No. 1 seed

After rallying from a 3-0 deficit to win their regular season finale, the White Bear Lake boys hockey team heads into sectionals with a 20-3-1 record, the top seed, eight consecutive wins, and a No. 6 ranking in the state.

The Bears trailed Blaine (9-13-3) by 3-0 until late in the second period Friday when Max Jennrich (power play) and Austin Carroll scored. Blake Meister tied it 1:39 into the third period.

The Bears gave up a power play goal, but regained a tie in dramatic fashion when Chase Bill scored

short-handed at 15:02. Chase Hamstad got the goahead goal at 16:08 and Jennrich an empty-netter at 16:29.

“We needed a game like we had with Blaine,” coach Tim Sager said. “We were getting away from our systems. Falling behind 3-0 gave us a reality check and got us back into the structure of what we have done to be successful this year.”

The Bears will open Section 4AA against Roseville or Woodbury on Saturday, 11 a.m., at Aldrich Arena.

Other pairings are (5) Mounds View vs. (4) Tartan, (3) Stillwater vs. (6) North St. Paul, and (7) Irondale vs.

(2) Hill-Murray.

The Bears drubbed two other foes last week. Billy

Rose, a sophomore, drilled four goals in a 9-0 win over Woodbury, with Jake Klein, Meister, Bill, Jennrich and Sam Newpower also scoring while Connor McMurtry made three assists. They tripped Park 8-2 with Rose (two), Carroll, Jennrich, Brady O’Brien, McMurtry, Meister and Newpower scoring.

Sager praised “senior leadership” as the key to the strong season. He cited the team defense as “tremendous” with just 37 goals allowed in 24 games. All three lines have been potent scorers, he noted, so opponents can’t key on one line. And the penalty kill units have been successful 90 percent of the time, he added.

Evan Foss and Stephen Uremovich have done the goal-tending.

Hill-Murray foils Bear hockey girls’ bid for state, again

For the second straight season, White Bear Lake’s bid for a state trip in girls hockey was empathetically denied by Hill-Murray.

The Pioneers blanked the Bears 4-0 on Friday evening in the Section 4AA title game at Aldrich Arena. The Bears had reached finals with a 3-1 conquest of Mounds View in the semifinals on Tuesday, Feb. 13.

White Bear Lake finished 18-8-3, including 0-3 against the Pioneers, who also stopped them 4-1 in last year’s section finals.

“Not the ending we all were looking for,” coach Jerry Kwapick said. “Hill has more depth than we do, which makes it tough to get past them.”

Hill-Murray, 24-4 and ranked No. 5, was 2-for-4 on power plays, and got four pucks past Calla Frank, one of the best goalies in the metro area. Katie Kaufman scored

twice and Abigail Boreen and Morgan Helgeson one each. They had a 29-21 edge in shots and Ava Bailey got the shutout.

“We lose five seniors who have contributed greatly to our program,” Kwapick said. “We do return a very strong core,

which should help us significantly next year.”

The No. 3 Bears got past No. 2 Mounds View (17-9-1), which had won 10 of its last 11 games. They split two conference games with the Mustangs.

Mounds View led 1-0 after one period, on a ricochet shot that looped over Frank’s shoulder. Frank had 22 saves otherwise.

The Bears took charge in the second period, connecting on three of 13 shots —

by Sydney Shearen on a breakaway, by Lauren Maclean on a scramble in front of the net, and by Sophie Verkerke, who got a feed from Claudia Verkerke at the net, turned and buried it.

“We knew we had to go hard to the net because there were going to be rebounds,” said Shearen, whose 21 goals led the team.

“That worked well for us.”

The Bears have gone to state only once, the 2001-02 team that placed runner-up.

Led by Shearen and Frank, who have one more year, they’ll take another shot at it next season.

The White Bear Lake wrestlers advanced to the semifinals of Section 4AAA by defeating Tartan 49-22, then lost to Mounds View 38-25, ending their dual meet season with a 16-10 record, Friday at North St. Paul.

Getting pins against Tartan were JJ Andress (1:08) at 113, Matt Sloan (2:49) at 160, Josh Suedbeck at 195 (1:22), and Luke Parzyck (:57) at 220. Winning by decision were Jorell Turner (11-2) at 125, Isaiah Baker (13-6) at 132, TJ Turinske (8-3) at 145, and Dimitri Hatzis (1-0) at 285. Receiving forfeits were Josh Powell and Carlos Castor.

The Bears had “many things go their way” in the win over Tartan, coach Craig Nasvik said, but had one tough break as Mitchell Woodcock strained his knee while losing a decision and had to sit out the semifinals.

Austin Carroll, White Bear Lake hockey forward, is the thirdleading scorer for the No. 6 ranked Bears (20-3-2) heading into playoffs. The 6-foot, 170-pound senior has scored 11 goals and assisted on 22 others.

His goal-differential rating is plus-12 for the season. Carroll has logged 25 goals and 48 assists in three seasons.

Zephyr matmen are runners-up in section The Mahtomedi wrestling team got one win away from the state tournament Saturday, beating Minnehaha/DeLaSalle 70-11 and St. Croix Lutheran 61-17 in the Section 4AA tournament. In the finals, the Zephyrs were scuttled by conference rival South St. Paul 58-16, and finished team competition 20-13.

Their three wins in the finals came from Jake Fitzpatrick 16-5 over Micah Diaz at 120; Bryce Fitzpatrick in a 55-second pin of Anthony Tonda at 132; and Collin Grandstand by pin in 1:17 over Jarod Stroud.

Mahtomedi gymnasts nab another section crown, have top 3 individuals The Mahtomedi gymnasts had the top three all-arounders and cruised to yet another Section 4A championship last Saturday.

Zephyr senior Maria Wagner was all-around champion with 37.375.

Senior Haley Oswald (35.95) and sophomore Kate Ryan were second and third.

Mahtomedi scored 146.125 points, with host Simley runners-up with 133.55.

“The girls worked hard and stayed positive all night long,” said coach Debbie Driscoll, who’ll take her whole team to state for the 27th time in her 41 years at the helm.

“They are a team in the true sense of the word. While I’m pleased with their performances, I’m also very proud of how they supported each other.”

The state Class A team meet will be held Friday, Feb. 23, and individuals will be held the next day, both starting 11 a.m., at the University of Minnesota Sports Pavilion. Individual qualifiers are the top three all-arounders, and the top three individuals in each event apart from the all-around qualifiers.

Along with the three all-arounders, Zephyrs qualifying individually are sophomores Olivia Hurt with third in vault (9.35) and floor (9.5) and Olivia Meger with third on bars (9.0).

The Zephyrs, after setting a team floor exercise record at the conference meet, broke it again at the sectional with a 38.225 score.

We finally broke out of our cold snap that opened the first two weeks of the month last week. Not only did we break the freezing point but enjoyed two day’s in the 40”s. A Valentines day high of 43º brought out many people for warm weather activities like jogging and biking, including two kids who enjoyed biking through puddles. Of coarse that was followed by this weeks return of colder temperatures but not the subzero Arctic freeze that has dominated this winter. Last year at this time we just came off 6 days of highs in the 50’s and a record 60º high. Probably something you didn’t want to hear but would like to see again, soon.
