DNR tells municipalities water could be scarce

In the land of 10,000 lakes, it’s hard to think of water as a finite resource. Yet for residents of White Bear Township, White Bear Lake, Mahtomedi, Vadnais Heights, Oakdale, North St. Paul, Hugo, Lino Lakes and even a sliver of Stillwater, that’s just what it may be.

Last summer’s drought and

scant snowfall this winter have left White Bear Lake at a low level. If it falls below its court-mandated level of 923.5 feet, it could set off drastic water use restrictions.

Patrick Christopherson, White Bear Township town clerk, said the restrictions mentioned by representatives of the Minnesota Department of Natural Resources (DNR) during a Feb. 2 Zoom meeting with area municipalities

could be “severe.”

The DNR sent White Bear Township (and other municipalities within a five-mile radius of the lake) a notice in October 2020, saying the lake had dropped below the court-mandated target of 923.5 feet. The agency requested a voluntary curtailment of non-essential water uses, such as residential irrigation.

ing isn’t much of a concern right now, but it may be later this year.

During the Feb. 2 meeting, the DNR presented a letter from the office of Minnesota Attorney General Keith Ellison to Ramsey County District Court Judge Margaret Marrinan, informing her of a study recently completed by the DNR. Based on municipal water usage reported in 2020, the study found that main-

taining White Bear Lake’s water level above 922 feet would require municipalities to restrict residential use to 55 gallons per person per day.

(Average household usage is 75 gallons per day per capita.)

916 EMT class uses real medical equipment in everyday learning

February is Career and Technical Education (CTE) Month, which celebrates the value and achievement of CTE programs across the country.

For the northeast metro, the Northeast Metro 916 Intermediate School District serves 13 different school districts, allowing high school and transitional students to

take a break from their regular school day and do some hands-on learning.

The tech program at 916 has over 800 students who attend 20 different programs that prepare students for post-secondary success. Students can try out a number of programs that range from cosmetology and esthetics to welding and animal science that closely align with District 916’s partner, Century College.

District 916 follows a model where students are expected to have an idea of what they'd like to pursue post-high school, whether it’s a job in their field or a traditional college education.

“I want to continue my career in emergency medicine and get my paramedic certification.

After this program, I’ll be totally certified to be an EMT, and all the testing you have to take to be an EMT is free through the school,” said Ikanovic.

Taking care

f I had known I was going to live this long, I would have taken better care of myself,” is a quote that has been attributed over the years to public figures ranging from baseball great Yogi Berra to composer and musician Eubie Blake, who was quoted in a wire service story on the occasion of his 96th birthday. The quote was in response to the question of how if felt to be 96. It was also noted in the article that Blake remained in good health despite the fact that “he still smokes nonfilter cigarettes and eats what he likes.”

My father recently celebrated his 95th birthday after returning to his home following a stay in the hospital and a transitional facility. We have counted our blessings that he has remained active, engaged and independent into his 90’s and I have personally gained inspiration from his example as someone who has practiced lifelong learning. The return home has been a challenging situation in varying degrees for my father, my brother (who lives the closest) and also the rest of the family.

During a recent visit, I was able to witness firsthand some of the extreme challenges of aging while attempting to remain independent. I also witnessed the empathy, kindness and professionalism of the frontline health care workers who were assisting with the transition. Doing my best to avoid interrupting their work, I asked questions and tried to Angle of learn as much a possible from the nurse, physical and occupational View therapists and personal care attendant during their visits. When Paul Dols I was alone with my father, I tried to explain that we were both learning some new things as we encountered various hurdles or challenging procedures that didn’t immediately seem logical or intuitive.

All of the health care professionals I met during my visit were professional, kind and also personable. I got the sense that they were dedicated to their profession and loved their jobs.

A personal care visit from Pam, an immigrant from South Africa, became a teachable moment in both practical and emotional ways. She cheerfully chatted and even sang while gently helping my father with a sponge bath, shave and shampoo. After she was done I offered my sincere thanks and felt a pang of emotion when she turned the tables and said, “No, I thank you. It is my privilege to come into your home and help. It is about human dignity and respect.” I had to fight back emotions again when she looked at me before she left and said, “I feel a sense of love and success when I am in this home.” Unless you’ve personally been to a hospital or ER in the last two years, or know someone who works in health care, the most dramatic physical and emotional toll of the pandemic has been largely hidden from view. These are the good people who bear the burden, either through staffing shortages, long hours or direct contact, when surges have threatened to overwhelm the health care system.

It is recognized that mortality is universal, but the reality of accepting and planning for the ineveitable as we and our loved ones age can be daunting. While grappling with the practical logistics and emotions of wanting to help care for an elderly parent who lives in a city three hours away, I was directed to some reaffirming and helpful information at the agingcare.com website. Resources and practical tips are readily available regardless of your family situation. Whether you’re an only child shouldering the responsibility alone or you’re part of a larger family with siblings, “emotions dating back to childhood may resurface under pressure.” Information on the site also notes that if tensions do arise, it’s best to remember that “it’s about what’s best for mom or dad.” Finding ways to maintain dignity and respect, no matter where we are in this journey through life, doesn’t seem like too much to ask.

Just Yesterday & Years Ago

s we steadily progress through the school year and head into the spring season, it is hard to believe that we will soon be in the home stretch of my fifth year as superintendent.

Thinking back on the successes we have gained and the challenges we have faced head-on since 2017, it seems as though the memories are simultaneously “just yesterday” and “years ago.” I invite you to think back with me over the last five years.

When I began my tenure as superintendent, from Movers & moving my former role as Assistant Shakers Superintendent for Finance Wayne A. and Operations Kazmierczak in the district, one of the first important tasks was to help people understand how to pronounce my name. (It’s “Kaz-mer-check” for those who are still wondering. Our students helped us pull off a fun pronunciation video that still lives at isd624.org/about/ superintendent for those who want to check it out.)

That first year, the 2017-18 school year, was filled with important work that laid the foundation for much of what we’re able to accomplish today.

In the fall, our community supported a local operating levy renewal. Our school community also participated in a Strategic Planning process that year, building a plan that was approved by the School

Board in April, 2018.

Throughout the next school year, building-level strategic planning committees worked to set the course for our individual schools and programs. Running parallel to these processes, a districtwide comprehensive facilities planning process kicked off in the fall of 2018 and continued through the 2018-19 academic year.

Armed with information from the facilities planning process and sharing in the district’s vision of “Building Our Future,” the community passed a $326 million bond referendum, the largest in state history, in the fall of 2019. With a facilities plan set to be completed in 2025, the bond funding allows us to address projected enrollment throughout the district, invest in our aging facilities and infrastructure, and create a single unified grades 9-12 high school.

Our story of the spring of 2020 is not unlike many others, with “unprecedented” and “abundance of caution” becoming familiar phrases as we all learned the ropes in what would become a new normal. The effects COVID-19 had on our district, community, state, nation and world were numerous, but I am proud to say that even in the midst of such challenges we were able to remain nimble and figure out ways to serve our students and families in ways we never had before.

The 2020-21 school year brought with it the continued need for flexibility as we served students in new learning models and within new

standards of operation. We also continued to move forward in accomplishing large-scale initiatives, starting with the first in the list of building projects. We also hosted important conversations with our community that ultimately led to changing school start times for 2021-22 in order to more closely align with our district’s strategic plan and with research on adolescent sleep.

In the midst of the current school year, we continue to prioritize keeping our students in school in-person.

As we’ve worked through our comprehensive facilities plan list, we have celebrated the completion of some building projects, broken ground at others, and worked with planning committees at others still. The attendance boundaries process we have navigated this year, made necessary by enrollment trends and the new North Star Elementary being built in Hugo, will be implemented in two phases, with some boundary shifts happening in the 2022-23 school year and others following in 2023-24.

To say that the past five years have been bustling would be an understatement, but in all the frenzy has been a calming undercurrent of community that ties us all together. Thank you for taking this walk down memory lane with me, and thank you for your part in building these five years of memories worth celebrating.

LETTERS TO THE EDITOR Purple Line is needed

I believe the Purple Line will provide a long overdue and vital service to White Bear Lake. The city developed due to the popularity of the streetcar line. Why would a modern replacement be a threat or detriment to the town? It might actually help limit traffic congestion. I know there are concerns about the size and frequency of the buses, but surely these concerns can be addressed as needed once the line is in operation.

It is needed. And White Bear Lake needs to move with the times.

Transit is investment in future I love White Bear. It has a unique charm that rivals New England. And so I’m sorry that the winds of change have taken a sudden course change to derail the Purple Line.

Growing up in the San Francisco Bay Area, I saw firsthand the development of BART (Bay Area Rapid Transit). It met a lot of resistance, particularly by the county north of the Golden Gate that wanted to preserve the status quo, so the system grew to the East and South (including Silicon Valley).

Fast-forward to the present. The system reaches all the major communities in the East Bay and beyond (including the Sacramento area, nearly 100 miles away). The ride is smooth, quiet and, indeed, fast. In contrast, the traffic on the commute from the north is tortuous.

As a citizen member of the Gold Line, I had an opportunity to attend a national convention dealing with rapid transit. I heard one story after next about all the good things that come from a well-planned system: jobs, affordable housing and the easing of the load on our highways, not to mention the ecological benefits.

To be sure, nobody likes change ... but it is an investment in the future that would be very timely to embark on. Whatever the trauma, it will be soon forgotten. So for the sake of our future community, please support the Purple Line.

Numbers matter

“Population growth has been declining and is projected to decline into the foreseeable future. That part isn’t a surprise,” said Susan Brower, Minnesota’s state demographer. “The surprise with this data release is the pace at which that happened.”

Regarding discussion of Rush Line and BVT (Bruce Vento Trail), “Where is the need?” Met Council, the great Oz of the metro area, would prefer no peeking behind the curtain. A band of non-elected policy wonks and hacks, mostly working in secret, are rarely held accountable for budgets, cost overruns, and unsubstantiated projects — ditto Ramsey County Parks and Recreation. Refusal to substantiate project need with hard numbers and painstakingly collected data. Hiding behind websites for citizen commentary and then trotted out as “citizen engagement.” If you aren’t looking or know about the sites, it’s usually too late to make commentary. Biased surveys spewing like fecal spray at hastily convened Open Houses; inferring projects are a done deal with no consideration of impact on neighborhoods and environment. The BVT was intended to make use of abandoned railway tracks, with large right of way space. Seems practical for bike corridors, wildlife corridors and, if bicyclists are benevolent, walking paths, not to Met Council or Ramsey County Parks and Rec. COVID impact on work is still unknown. Recent brutal weather might slow down ridership and trail walks. No hard data on where people are going.

Statistics currently available don’t show a need for the bloated projects. Charlie Zelle of Met Council, our own PT Barnum touting enthusiasm for an obsolete on-delivery transit system, is suddenly all over the media. Statistics for people with short hops and working 25+ miles away nearly 60 percent. Not rider material.

The only really successful bus routes are the State Fair routes. The long meander proposed for White Bear riders has already failed; the idea of “if we build it they will come” seems to be the reason. If it fails, who really pays? Far too many empty cars on the Green Line and empty buses we can see with our own eyes. The numbers don’t add up.

Comparisons don’t make sense

While the conversations surrounding free speech — what it is, when can it be regulated, etc. — are good to have, what this article (“Sign stirs controversy”, Feb. 9) and the people involved in it (including the mayor) failed to realize was that the comparisons being made here don’t make sense, and are downright disrespectful.

The main comparison that continued to come up was between the resident’s “Let’s Go Brandon” sign, and signs that state “Black Lives Matter.” I’m disappointed that I feel the need to shed light on the obvious differences between these phrases, but apparently this is not obvious to many individuals.

“Let’s Go Brandon,” as outlined in the article, is a phrase whose primary goal is to be disrespectful — and when translated, requires an expletive to be said, as noted by Council Member Fleck. This phrase is used to create anger and further divide people based on political standing, and is used to blatantly disrespect the office of the President. This is a politically driven phrase.

“Black Lives Matter,” while also separately the name of an organization, is a phrase whose primary goal is to spread awareness, emphasize basic human rights and demand racial equality for the Black community. This phrase is used as a rallying cry to spur change towards equality — not division. This is a human-rights-driven phrase.

While both of these phrases can be co-opted by individuals and organizations for uses other than those outlined above, these are their primary goals.

I agree with the resident that it’s wrong if he did not receive notice before being charged. I do not condone the burning or stealing of political signs (by whomever — not just the "woke DFL," as the resident has said). I fully support people’s right to free speech.

That being said, I want all of us to take a step back and ask ourselves how we would react to both of these signs if they were more straight-forward in their meaning.

Which of these should set an example for our future — “F*** the President” or “Equality, please”? It’s a pretty simple answer.

The counties are seeking trial participants to help collect user experience feedback and better understand how residents will participate in the program. Participation requires two virtual meetings, two weeks of food scrap collection, and taking photos and/or videos of that experience. Participants will receive a $150 Visa gift card as compensation. People from a variety of backgrounds who do or do not collect food scraps are invited to participate. To ensure a diverse set of perspectives, counties will look for volunteers who represent different demographic categories, geographies and

housing situations. With a limited number of openings, it’s possible that not all volunteer applicants will be accepted.

Annual lake cleanup event scheduled The 19th annual Late Winter Ice Cleanup event on White Bear Lake has been scheduled for March 12.

Due to COVID precautions, the lake cleanup will be a decentralized event, where volunteer groups will be assigned a section of the lake to clean up. The recommended start time is 10 a.m. Volunteers should dress for the weather, wear gloves and bring a tool to chop trash out of the ice.

Volunteers may find it helpful to bring a sled to pull the bags of trash rather than carry them.

Collection bags will be provided, if needed.

Additional instructions will be provided when volunteers sign up.

Human Rights Club Supply Drive The Human Rights Club at Mahtomedi High School is having a supply drive to benefit Esperanza is Hope, an organization that serves new immigrants, at-risk youth, and low-income families.

Donations of diapers, baby wipes, laundry detergent, cleaning supplies, toiletries and feminine products are needed, as well as financial donations.

Donations of supplies can be brought to any Mahtomedi school and put in the designated bins in the entryway.

Checks made out to Esperanza is Hope can be left with the school secretary in the front office.

Learn about plans for Otter Lake Road project at virtual open house Ramsey County will host a virtual open house from 5-6 p.m. Thursday, Feb. 24, to discuss plans to reconstruct Otter Lake Road from Highway 96 to Fourth Street in White Bear Lake in 2024. Reconstruction will include pavement replacement and the addition of a new sidewalk or trail along this stretch of Otter Lake Road.

As part of the planning and design phase, the project team will also study the Otter Lake Road and Fourth Street intersection to determine if a realignment would improve sight lines.

A fire caused significant damage at Danny’s Auto Service.

White Bear business suffers structural damage after fire The White Bear Lake Fire Department (WBFD) responded to a call at 11:09 p.m.

Friday, Feb. 4, at Danny’s Auto Service on County Road E East. WBFD, assisted by the Vadnais Heights, Maplewood and Lake Johanna fire departments, remained on site battling the fire for six hours in a minus 11-degree windchill.

WBFD Chief Greg Peterson reported that there is significant damage to the building and that a large portion of the roof is gone. While the damage is widespread, Chief Peterson said he expects the business should still be able to function. It’s unknown what caused the fire, and an investigation is ongoing.

• A pair of sunglasses was reported stolen Jan. 30 from a vehicle parked in a business lot in the 1300 block of County Road D Circle. The suspects committed the theft out of an unreported stolen vehicle from the 100 block of Grass Lake Place in Shoreview.

The business also reported mail stolen from its mailbox.

• A St. Paul woman, 23, and a St. Paul man, 23, were both cited Jan. 30 for shoplifting from the Walmart in the 800 block of County Road E after the couple was seen not scanning items in the self-checkout and placing them into their cart.

Several hours later, a White Bear Lake woman, 29, was cited for shoplifting after loss prevention employees observed her failing to scan the items at the self-checkout. The shoplifting chronicles continued on Feb. 1, as loss prevention personnel were unsuccessful in detaining a female who left the store with a cartful after she simply refused to return to the store. She left the cart filled with unpurchased items behind, but kept a cosmetic bag filled with concealed items before walking away.

• CarFit, a used car dealership in the 3500 block of Hoffman Road, on Jan. 31 reported a vehicle

stolen after a man wearing a COVID mask requested a test drive. As the salesperson prepared to ride along, the suspect stole the test drive vehicle and left behind the stolen vehicle he had arrived in. Hennepin County deputies recovered the stolen dealership vehicle in Minneapolis, occupied and with keys, but with the dealer plates missing.

• A previously unreported method of shoplifting was reported at 2:32 a.m. Feb. 2 from the Kwik Trip in the 3200 block of Highway 61 after a male purchased a beverage right before walking to the door area, where he picked up a shopping basket filled with items he had stashed earlier and walked out the door to a waiting vehicle.

• A St. Paul man, 25, was arrested at 7:07 a.m. Feb. 2 in Little Canada for motor vehicle theft after he stole a vehicle from the 400 block of Oak Creek Court. The victim had started his vehicle, backed it out of the garage and left it in the driveway to warm up while he went back inside his residence. Because the keys and the victim’s cellphone were in the vehicle when it was stolen, the cellphone was used to track the vehicle to the place it was recovered.

• A DoorDash delivery driver reported his vehicle stolen Feb. 4 from an apartment complex in the 900 block of County Road E after he left it running to deliver food

inside the building. Although he took the key fob with him, the vehicle was missing when he returned outside.

• A St. Paul man, 59, was arrested on a Ramsey County felony warrant for auto theft Jan. 31 in the 1100 block of County Road J. Anoka County Sheriff’s Office deputies provided assistance.

• A resident in the 4300 block of Oakmede Lane on Feb. 1 reported losing $750 in gift cards to a phone scam claiming a “problem with her Amazon account.”

• A Vadnais Heights woman, 62, was arrested for assault Feb. 2 in the 1000 block of Meadowlands Drive following a road rage incident at Caribou Coffee that flowed over to the Cub parking lot, where the suspect confronted the victim, pulled her hair, struck her in the face and threatened violence. After a Keep Our Kops Safe (KOPS) alert was issued, deputies located and arrested her.

• A Mountain Lake man reported a faucet and snowpants stolen from his vehicle parked overnight Feb. 4-5 in his daughter’s driveway in the 5400 block of Saxony Court.

The rear driver’s side window was broken in for access.

• A catalytic converter was reported stolen at 12:32 a.m. Feb. 6 from a Mitsubishi Outlander Sport parked in a movie theater parking lot in the 1100 block of County Road J while its owner was inside watching a movie.

• Washington County Sheriff’s Office deputies at 6:44 a.m. Jan. 25 issued a citation on behalf of the city of Birchwood Village on Wildwood Avenue for an undisclosed ordinance violation.

• An unnamed motorist was cited Jan. 28 on Wildwood Avenue for speeding 26 mph in a 20 mph zone.

• A U.S. citizen was cited Jan. 29 in the 3800 block of County Line Road for driving after suspension by deputies on routine patrol, who pulled him over for speeding.

Deputies patrolling in the opposite direction clocked the subject’s speed on radar at 40 mph in a 30 mph zone. Because the driver had no driver’s license, deputies identified him using his passport.

• A motor vehicle was reported stolen Jan. 18 from a Mahtomedi Avenue address.

• A resident in the 1000 block of Griffin Avenue on Jan. 18 reported someone opening a bank account at the PNC bank by using her name. So far, it does not appear that fraud has been attempted.

• A semi-trailer was reported stolen Jan. 18 from an address on Long Lake Road.

• A Metro transit bus was reported stolen Jan. 20 from an address on Long Lake Road. Deputies initiated a pursuit of the stolen bus.

• A 71st Street resident on Jan. 22 reported her son was being harassed over Snapchat. Deputies advised the complainant to have her son block the other male or tell him to stop contacting him. Deputies also advised the complainant on how to take out a harassment restraining order (HRO).

Police, fire look forward to new digs

WHITE BEAR LAKE — Squad cars left idling outside the police station will be a thing of the past now that a public safety site plan has been approved.

The building housing police and fire behind City Hall will be heightened and expanded in 2022 according to schematics prepared by Wold Architects. City Council OK’d plans Feb. 8.

Last fall, council authorized preparation of plans to start the ball rolling, including vacation of Miller Avenue right of way to facilitate expansion on the 2.75-acre campus.

The facility is utilized by 31 sworn police officers who serve White Bear and Gem Lake and 14 full-time

firefighter/paramedics who serve the city, township, Birchwood Village, Gem Lake and Dellwood.

The plan includes several components: a large indoor police garage to accommodate a 19-vehicle fleet, an apparatus bay that will fit the fire department’s new ladder truck with sleeping quarters above, a 40-foot training tower, and a 20x40 storm shelter on the north side required by state building code.

Today’s squad cars, pointed out City Planner Anne Kane, are equipped with sensitive technology and tools that need protection from heat and cold, which is why vehicles are left idling outside the station.

“The police department is very excited for the change,” noted Police Chief Julie Swanson. “Although the addition of a garage may not seem significant to some, we are grateful to have the building, which will help sustain our equipment and provide safety for our officers.”

A 45-stall employee parking lot enclosed by a 6-foot wrought-iron fence will be west of the police garage and accessed by two secured entrances.

The facility is in need of more space, mechanical upgrades, energy efficiencies and aesthetic enhancements inside and out, and must

comply with IBC storm shelter requirements.

Noted in the resolution was a reminder that the city is working with the state Legislature to request partial funding for the project.

Luxury island home hits market, again WHITE BEAR TOWNSHIP — Just listed, 1 Bald Eagle Island. The price tag: $6.6 million.

But as the photos show, the 9,400-square-foot island home on Bald Eagle Lake looks a lot different than it did when Nathan Landucci bought it in 2016.

The owner of Stillwater-based Landucci Homes Inc. originally planned to live on the 2.3-acre island, but said his plans changed when he decided to completely renovate the 35-year-old home.

The luxury homebuilder spared no expense in the makeover, noting that the exterior walls and foundation are about all that’s left of the original.

The listing for the five-bedroom home includes features like all new Marvin windows, top-end Sub Zero/Wolf appliances in a deluxe chef’s kitchen, garage bar, league-size racquetball court, screened porch and multiple decks. There is a professional home theater with star ceiling, and a whole-house audio system. The smart home is controlled by iPads throughout. There is a six-stall garage and new docks, plus the home comes fully furnished with Restoration Hardware furniture. A rebuilt hovercraft is part of the package, too, when winter ice conditions don’t merit driving a vehicle.

Landucci is the broker for the home and the builder. His company specializes in building and remodeling high-end homes. Their claim to fame, he said, is hyper-detailed luxury construction.

“It’s an incredible place,” he said. “I decided early to fix it up and build it for someone special. They could live here year-round or part-time.”

He’s already had a showing of the property and more are scheduled. So yes, there is interest at that price point. No tire kickers need apply for a time slot. Prospective buyers are vetted before showings.

Landucci said he’s stayed in touch with former owners Jane and Nick VanBrunt and plans to extend them an invitation to view the extensive renovations before the home sells. The couple lived full time on the island for 30 years before moving to a bigger island — Hawaii.

Average Minnesotan drank 678 alcoholic drinks last year With a new outlook on the upcoming year, many drinkers tend to start off by aiming to drink less alcohol.

Following a year filled with financial stress, social anxiety and a range of other pandemic-related factors, many were looking forward to more freedoms in 2021 and hoping for a return to some sense of normalcy. As more restrictions were lifted and people spent less time alone at home in 2021, were they walking to the fridge for a beer or wine top-up far less often than before?

A previous study found that the

average American drinker consumed 859 standard-sized alcoholic drinks throughout 2020, equating to around 17 drinks per week.

DrugAbuse.com conducted a survey of 6,370 drinkers across America and found that overall, the average drinker consumed around 13 “standard-sized drinks” each week throughout 2021.

This equates to 675 drinks for the year.

When compared to figures from 2020, it was discovered that, on average, America as a nation drank less alcohol in 2021. More specifically, 18% less than

2020’s figure of 860 drinks per person.

On a more local level, Minnesotans drank 678 standard-sized drinks in 2021 — a 16% drop from the previous year.

The CDC defines heavy drinking as 14 drinks per week for men and seven per week for women. For reference, one standard drink is either 5 ounces of wine (12% alcohol), 12 ounces of beer (5% alcohol) or 1.5 ounces of liquor (40%) like whiskey, vodka, gin or rum.

It could be that the changing circumstances of the pandemic had an impact on the fact that Americans drank less

in 2021 than they did in 2020. Many people returned to work, and life began settling into more of a pattern of normalcy compared to 2020. Many were spending far less time at home and spending more time at their place of work. A return to a more normal routine may have also had a positive impact on people’s overall mental health, therefore making them less likely to reach for alcohol.

Jim’s early career was spent working at EcoLab on the East Coast where he raised his family. In 1984 he moved to St. Paul where he bought a division of EcoLab. He formed an environmental engineering company and worked in the environmental industry for the rest of his career. He also served as Business Manager at St. Andrew’s Lutheran Church and was one of the founding members and Chairman of the Foundation of St. Andrew’s for ten years. Jim loved his church family deeply and was active in many of its ministries.

He is survived by his wife of 22 years, Dianne; children, Coni and Jeffrey; stepchildren, Michele Reid, Kevin Johnson, Lizi Hammond, and Deysta Abramson; grandchildren, Daryl Kivel, Jordan, Lyndsey and Samantha Nash, Dominique Grant, Ashley, Kendal, Steele and Kaden Johnson and David “DJ” Reid; and by great grandchildren, Kiley Smith, Charlie and Lorelai Kivel, Trey Verdeja and Maeve Grant, and brother, Tom (Betty).

Jim cherished family above all else. He will be greatly missed by his family and many friends. A special thanks to Lakeview Hospice for their care, love and support.

Curtis Dennis Hinds Curtis Dennis Hinds, 76, of Mahtomedi, Minnesota, passed away from an unexpected illness on February 10, 2022, in St. Paul, Minnesota. Born in White Bear, Minnesota, on Sept. 5, 1945, he graduated from White Bear High School in 1964, and served in the United States Air Force stationed in Germany during the Vietnam Conflict. He and Jean married in 1971, and raised their two daughters in Mahtomedi, where he lived until his death. Curtis was a lifelong sportsman, and enjoyed hunting, fishing and spending time at his cabin. Curtis is preceded in death by his mother, Agnes (Letourneau) Brown, his father, Bernard Hinds, 2 sisters, Evelyn Ewaldt (Bob) and Alice Ann Lemon (Richard “Bud”), and 2 brothers, David Hinds (Jan), and Bernard Hinds (Peggy). Curtis is survived by his wife, Jean (Gary) Hinds, his daughters, Dawn (Hinds) Skinner (Mike), and Teri Hinds, his sister, Jeannie (Hinds) LeMere (Jim), his grandchildren Donovan and Kaleigh Skinner, and several nieces and nephews.

The family is planning a private memorial service.

Curtis’ grandchildren, Donovan and Kaleigh, were the light of his life. Kaleigh has a rare genetic urea cycle disorder. “MY BROTHER’S GIFT”: Local playwright shares story, artwork of Holocaust victim FROM PAGE 1

the collaboration that resulted in “My Brother’s Gift” is a story, too.

Haas was in Danville, Iowa, doing research at the Anne Frank Connection Museum for another play, “Dear Anne, from Nina.”

It’s about the real-life pen pal of Anne Frank, a girl named Nina who lived in Danville.

Most know the story of Anne Frank and her famous diary, written while she was hiding from the Nazis in Amsterdam during the German occupation. Anne and older sister Margot died at Bergen-Belsen in 1945. Their mother died at Auschwitz. Only their father, Otto Frank, survived.

The Danville curator told Haas that another Holocaust survivor, Eva Geiringer Schloss, had visited the museum only a week before. Schloss dropped off reproductions of her brother’s paintings in hopes they would be displayed. Would Haas like to see them?

“They were beautiful,” the playwright recalled.

“Some made me happy, some showed despair.

Heinz was in hiding when he did them, and just a teenager. I knew I needed to write about his extraordinary art.”

The librarian shared Schloss’ London address with Haas, who promised not to stalk the woman if she didn’t respond.

But Schloss did respond.

Seems telling her brother’s story in a play for young people was something she’d always dreamed of.

Schloss, 92, speaks internationally on the Holocaust and the importance of peace and tolerance.

Paintings by Heinz Geiringer, like this one of a bell tower to symbolize joy and a bird to symbolize freedom, are housed in the Dutch Resistance Museum in Amsterdam.

She also works to bring her brother’s artistry to the world and to celebrate his ability to find hope and healing in art during a terrible time in world history.

Three years in the making, every word of “My Brother’s Gift” was approved by Schloss.

That was the deal, said Haas, an award-winning playwright, retired theater teacher and director who has published about 50 plays.

“I promised Eva I would do everything I could to showcase her brother’s amazing artistry as a teen. Eva hopes other young people who find the world challenging can be inspired by him,” Haas said.

The play opens on a crowded cattle car transporting the Geiringer family to Auschwitz in southern Poland. Heinz, 17, wants Eva, 15, to promise him she will return to their Amsterdam hiding place and retrieve his paintings and poetry after the war.

Heinz Geiringer loved to play piano and guitar at the family’s Amsterdam apartment. When the family went into hiding from the Nazis, Heinz turned to art and poetry to fill a life of silence.

They were hidden beneath floorboards in the attic.

Her brother realized how dangerous life had become for Jews, Schloss said. “Many young Jewish people were killed. He was so sensitive, and became very afraid of dying. He asked my father, ‘what happens when we die’? My father said, ‘everyone dies.’

He told him he would never be forgotten; that we are all linked in a long chain from generation to generation and nothing is lost.”

Schloss kept her promise and returned with her mother to the Amsterdam house. “After the terrible things we experienced, I had forgotten about the paintings,” she said. “I had to accept that my brother and father were never coming back.” The play touches on her mother’s reluctance to return to their hiding place. She was afraid to face the person they knew betrayed them to the Nazis. But strangers opened the door and allowed them to search the attic. About 20 paintings were there, with a note and

a book of poetry, just as Heinz had told her.

As a sidenote, Fritzi Geiringer, Eva’s mother, married Otto Frank in 1953. Posthumously, then, Anne and Margot Frank became Eva’s stepsisters.

The Geiringers had been neighbors of the Frank family and Eva knew Anne, Haas explained. Eva was a friend, but they were not close. “Anne was boy crazy and into clothes, and Eva was more a tomboy,” she said. Anne was also smitten with Heinz, a studious boy who played chess and taught himself four languages.

Both families went into hiding at the same time after Margot Frank and Heinz were “called up” by the Nazis to serve in labor camps. When they were captured, Anne Frank left behind her famous diary.

The playwright has grown close to Schloss, who married an Israeli in ‘52 and raised three daughters in Great Britain. Haas describes the

nonagenarian as “a force of nature.”

“She’s so remarkable,” Haas said. “She’s blunt, funny and opinionated.

She attributes her survival to luck and miracles.”

The Soviets liberated Auschwitz on Jan. 27, 1945.

Weeks earlier, knowing the Red Army was closing in, the Nazis marched ablebodied men in freezing temperatures, including Heinz and his father, to the Mauthausen labor camp in Austria.

Eva was told her father died from exhaustion when they arrived at the camp. Heinz succumbed in May, days before Germany surrendered.

Haas plans to host her friend in White Bear Lake sometime in April when Eva plans a visit to the Midwest. The playwright is working on arranging readings from the play with several theater groups. “I’d love for Eva to hear it,” Haas said.

Haas, a grandmother who has lived in White Bear Lake for 33 years, would be elated if the play went worldwide. “It will never be as big as ‘Diary of Anne Frank,’ but I’d like it to reach young people who are living through challenging times. I want to show them here is someone who used art under unconscionable circumstances to help him cope.”

WATER RESTRICTIONS: DNR prepares municipalities to take action per person per day … that would leave no water for any other uses – including no water for essential services such as hospitals and grocery stores, let alone all other commercial and industrial uses into which most businesses would fall.”

Analysis by DNR hydrologist Glen Champion determined that a residential watering ban by itself would have a “negligible impact” on White Bear Lake.

Randall Doneen, manager of the DNR’s Conservation Assistance and Regulation

division, in response to an email, said, “White Bear Lake receives water from both surface runoff and from the underlying aquifer. White Bear Lake has a small watershed, so runoff into the lake is pretty limited.

The lake is strongly connected to both the water table aquifer and the Prairie du Chien aquifer such that water can move both from the aquifer to the lake and vice versa.” He added, “Occasional low water levels serve as important ecological resets to support features such as aquatic vegetation

and fish habitat. However, the DNR determined when levels go below the protective elevation of 922.0, recreational uses of the lake, such as the Ramsey County Beach, shorefishing opportunities, boating and docks, are impacted significantly enough to warrant intervention.”

At this time, the DNR is bound to the court’s order to restrict municipalities’ pumping permits.

Christopherson said township residents have done a good job of conserving water, voluntarily dropping their usage from

The township board encourages residents to continue to be conservative in their water use while the township awaits directions from the judge and the DNR. “We’re waiting for the other shoe to drop,” Christopherson said. “We just don’t know what size it will be.”

Boys basketball: Bears beat East Ridge for first time in 10 years

White Bear Lake defeated East Ridge for the first time in ten years Thursday evening, tripping the No. 4 ranked, conference-leading Raptors 62-53 at home.

“Good win for these guys.

They deserve it,” coach Greg Burke said. “They have been working hard, grinding, sticking with the process, and

getting better every day.”

The Bears (11-9) upset the Raptors (14-5) mainly with gritty defense, as they did not shoot particularly well, including 5-for-22 on three-pointers and 9-for-18 on free shots.

“We were staying in front of them,” Burke said. “The first game, they drove to the rim at will. We told them to stay in front on defense, and

be a little tougher, too. They [physically out-performed] us the first time.”

Burke cited Alex Lockwood and Jack Misgen as the team’s toughest defenders. They were out front as the Bears had just five steals but made 12 pass deflections.

East Ridge had won 20 straight games against the Bears, most recently a 56-46 win on Jan. 4 on their court.

Not since January of 2012 had the Bears beaten their conference and section rival.

Jack Janicki led with 17 points, nine rebounds and six assists. Jeremy Kolb and Wyatt Hawks scored 14 points each. Hawks had seven rebounds and three assists.

Misgen logged eight points and seven rebounds, and Lockwood had five points.

“We were getting rebounds

from our guards, too, which helped. East Ridge is a big team and they only out-rebounded us by four,” Burke noted.

Kendall Blue, senior guard, led the Raptors with 17 points.

Alex Mattes scored 13 points and Charlie Theis 11. East Ridge is 10-2 in the Suburban East, followed by Cretin-Derham Hall and Park, each 7-4, and the Bears, 7-5.

ZEPHYRS SPORTS BRIEFS

Alpine: Zephyrs’ Bastiaens going to state meet; boys 5th at section Mahtomedi made a good showing at the Section 7 meet Tuesday, Feb. 8, as the girls had a state qualifier, Ilsa Bastiaens, and the boys placed fifth among 17 teams.

Bastiaens, a senior, placed 13th with a total time of 1:26.16 in two runs at Giants Ridge. She will return to Biwabik for her second state meet on Feb. 16. The team champion and the other top 10 individuals advance.

The Zephyr boys were led by eighth-grader Nicholas Wisniewski in 24th place. Alexander James was 26th, Landon Schmidt 29th, and Jess Miller 34th.

The Zephyr girls placed 13th. Sophia Albanese was second on the team, placing 30th. The Zephyrs are coached by Lisa Gacek.

Duluth East was champion for boys boys and girls. Individual champions were Lauren Carlson of Duluth East and Patrick Levins of White Bear Lake.

Boys hockey: Zephyrs blank Breck 6-0 Mahtomedi peppered the nets with 49 shots and defeated Breck 6-0 on Tuesday, Feb. 8, their lone game last week. Brent Gulenchyn scored twice, and Cory Bohmert, Cav Bruner, Jonny Grove, Noah Mogren one each. Ben Dardis stopped 23 shots by Breck (7-13).

The Zephyrs are 11-10-1 overall, but 7-1 in Class 1A, and ranked No. 3.

Girls basketball: Mahtomedi tops Packers, Pioneers; win streak at 11 The Mahtomedi girls have an 11game winning streak and two-game lead in the Metro East Conference after cruising twice last week. The Zephyrs (15-6) repelled South St. Paul (5-16) there Tuesday 81-63 with five double

digit shooters: Sonya Potthoff with 22 points, Ella Kletti 13, Mya Wilson 11, Anna Greene 11, and Savanna Stockness 10. Potthoff had 10 rebounds and Greene nine. Kletti made seven assists and Wilson five. Mahtomedi fended off Hill-Murray 51-42 at home Thursday, leaving the Zephyrs 10-0 in conference and the Pioneers 8-2 with both losses to Mahtomedi. Zoie Centers tallied 17 points, Greene 11 and Stockness 10. The Pioneers (10-8) had Ella Runyan with 19 points .

Nordic: Three Zephyr girls qualify for state; both teams 6th at section Three Mahtomedi girls qualified for the state meet in Nordic Ski, while the Zephyr boys and girls teams each placed sixth among 11 schools, in the Section 4 meet Thursday.

Zephyr senior Makayla Fischer placed 10th in pursuit at Theodore Wirth Park in Minneapolis. Her times were 17:26 in classic and 15:05.7 in skate for a total of 32:31.3.

Zephyr senior Maya Tarnowski and junior Sarah Brings placed third in the two-person relay, a new option for skiers this year. The top three advance to state.

All three were state qualifiers last year as well, when Pursuit was the only competition. They advanced to the state meet Feb. 16-17 at Giants Ridge in Biwabik.

The Mahtomedi girls also had Greta Liner in 34th place, Annika Winke 36th, Maddie Noel 41st, and Ella Daniels 43rd of 47 skiers.

For the Mahtomedi boys, Max Nelson placed 14th, Ethan Albrecht 24th, Luke Vipond 26th, Elex Tell 33rd, and Jonah Bechard 40th in the Pursuit competition. Their relay team of Mackinley Commander and Luke Larson placed sixth of 11.

Forest Lake was champion for both boys and girls. Individual pursuit champions were Isak Nightingale of Mounds Park Academy in 26:12.5 and Jordan Parent of Forest Lake in 29:51.2. Relay champions were Ryan Houseman/Ethan Hebert and Chloe Erickson/Ella Niznik, both of Forest Lake.

Wrestling: Zephyrs finish duals 10-18 The Mahtomedi wrestlers won three of five matches last week to finish the dual meet season with a 10-18 overall record and 2-5 in the Metro East Conference. The Zephyrs beat Highland Park 60-18, Benilde-St. Margaret’s 48-18 and Two Rivers 39-33 on Wednesday.

They lost to Park 53-9 and Hastings 66-9 on Thursday. In the win over Two Rivers, Evan McGuire, Emmet Poppelman, JP Johnson and Max Rice had pins, and Billy Arlandson won a decision. Next for the Zephyrs is Section 4AA team competition on Saturday at Cretin-Derham Hall.

Gymnastics: Gunderson, Squires earn 4th state trip; Bears 3rd at section

White Bear Lake’s Laney Gunderson and Grace Squires will close their glittering gymnastics careers with a fourth state meet appearance for each, after leading the Bears to third place in Section 4AA on Saturday.

Gunderson placed third all-around with 37.45 points, repeated as balance beam champion with 9.55, and placed second on floor exercise with 9.575, advancing to state in all three categories. She placed fifth on bars (9.275) and eighth on vault (9.05).

This is her second time qualifying in all-around, as she won the section last year.

Squires was uneven bars champion with a personal best 9.675 — nabbing her first section gold — and tied for third on floor with 9.475, advancing to state in both. She placed fourth all around (37.275), sixth on vault (9.3), and 10th on beam (8.825).

It was also the final home meet for both stars as the Bears, who earned their top score of the season, hosted the event. Their final meet will be state individuals Saturday at 11 a.m. at Roy Wilkins Auditorium in St. Paul.

Stillwater was champion with 148.450, followed by Mounds View/Irondale 145.650, White Bear Lake 141.375, Cretin-Derham

Hall 124.825, Roseville 124.150, St. Paul Central 122.775, Tartan 114.450, and North St. Paul 101.075.

Coach Kelly Rivers was especially pleased that the Bears had four all-rounders in the top ten. Bear freshman Addy Mueller was ninth (33.175) and senior Riley Robovsky was 10th (31.95).

Mueller was 11th on bars (8.35) and 14th on beam (8.0), freshman Josie Mlejnek 12th on bars (8.275), Robovsky 13th (8.15) and seventhgrader Nora Pratt 13th on beam (8.15).

Sarah Crist of the Bears was named Section Assistant Coach of the Year for the second straight year.

Alpine: Bears’ Levins is Section 7 champ, Jungmann also advances White Bear Lake’s Patrick Levins, skiing smart and swift, captured the Section 7 individual championship in Alpine Ski on Feb. 8 at Giants Ridge in Biwabik.

Levin had a total time of 1:17.76, including 39.56 on the red slope and 38.20 on the blue, to prevail in an extremely close competition against two Duluth East skiers, Carter Hegg (1:17.78) and Wyatt Schultz (1:17.89).

“The section race is the one race that really matters that I make it cleanly to the finish,” said the 5-foot-10, 150-pound senior.

“I skied to make sure I qualified, and that was just enough to take the top spot.”

Coach Fred Feirn advised Levins that he’s seen many racers try too hard to win the section, take chances, and wind up missing state entirely.

“Patrick skied within his limits, with two

solid runs, and still ended up winning the race,” Feirn assessed.

Levins, who placed third in the section last year, will return to Giants Ridge for his third state meet on Feb. 16.

Garrett Jungmann, Bear junior, will join Levins at state, after placing 17th in the section. The first-place team, and the top 10 who are not on the first-place team, advance to state.

“Garrett skied two great runs,” Feirn said. “Garrett has been training really hard this season and it really paid off for him when it counted.”

The Bear boys placed sixth among 17 teams. They also had junior Dylan Christopherson in 49th place, junior Jet Feirn 51st, eighth-grader Cooper Feirn 52nd, and freshman Harrison McNerlin

66th among 99 entrants.

The Bear girls placed 12th, led by junior Ella Skeie in 19th place, followed by junior Madeline McNerlin in 46th, eightgrader Josie Guidinger 54th, freshman Eva Haskins 64th, and sophomore Lucy Guidinger 65th.

“Ella skied both runs fast and smooth and just missed qualifying for state,” Feirn said. “The girls team skied well, and are all excited to return next year and move way up the results page.”

Maggie Blanding, a senior who placed eighth and third in the last two state meets, did not compete this year.

Duluth East was champion for both boys and girls, and had the girls champion, Lauren Carlson.

Gymnastics: Bush, Mathson lead Mahtomedi to Section 4A crown

The Mahtomedi gymnasts swept the team championship and most of the individual laurels at the Section 4A meet Saturday night at White Bear Lake.

Led by Abbey Bush and Tess Mathson, the Zephyrs tallied 140.40 points, capped by a strong balance beam performance with four of five having no falls. Simley placed second with 134.425 and Breck third with 133.325.

“I was very proud of the team effort. We had some mistakes but the girls kept a positive attitude and kept fighting,” coach Debbie Driscoll said. “Finishing up on beam with four stuck routines was a huge accomplishment.”

Mahtomedi, ranked No. 6 in Class A, advances to the state meet for the 31st time. Team competition will be held Friday and individual on Saturday, both at 6 p.m., at Roy Wilkins Auditorium in St. Paul.

Bush, a junior, was all-around champion with 35.90 points. Mathson, a senior, was second with 35.725.

Bush won uneven bars with 9.50. Mathson won vault with 9.425 and balance beam with 9.715.

Mathson was also fourth on bars (8.35) and seventh on floor (8.775). Bush was also second on vault (9.425)

Climate change impacts mental health

A Zoom webinar held by Northeast Metro Climate Action (NMCA) addressed the impact of climate change on mental health.

“Our mission is to raise awareness of the climate crisis within our communities and work with our elected leaders to promote climate action,” said NMCA representative Steve Jorrisen.

NMCA, a volunteer-run organization, has members in North St. Paul, White Bear Lake, North Oaks, Shoreview, Vadnais Heights and Arden Hills.

The webinar was led by Dr. Christie Manning, the director of sustainability at Macalester College and a faculty member in the Department of Environmental Studies. Her research explores people’s cognitive and emotional response to messages about the climate crisis.

Manning said her interest in the impacts on mental health of climate change began about 10 years ago.

Manning shared a summary of the findings from a 2021 research review of mental health and climate change published by the American Psychological Association. There are three categories of climate mental health impacts — trauma from extreme events (hurricanes, floods, wildfires), impacts from slower chronic changes, and climate anxiety.

Audience member Nikki Bentley asked, “Do you foresee a greater need in the future for health professionals that specialize in treating individuals with climate change-related mental health issues, or do you think that type of training will be incorporated into more of the profession generally?”

Manning said she worked with a team at the Minnesota Department of Health and surveyed mental health practitioners in 2019. Eighty percent of them are encountering mental health climate change impacts, she noted.

“But most of them said it was not the first thing that people showed up for, but it's a contributing factor in an upswell to anxiety,” Manning said.

Ramsey County Commissioner Victoria Reinhardt said she is an environmental activist and wants people to know that new Ramsey County Board Chair Trista Matas Castillo has made climate change action for Ramsey County a priority, and that she has an action plan.

Late winter ideal time to prune trees Late winter is the ideal time to prune branches on trees, according to experts with the Minnesota Department of Natural Resources (DNR). When done correctly, pruning in the winter is less risky to tree health.

“Now through early March — just before trees come out of dormancy — is a great time to get outside and prune your trees,” said Jennifer Teegarden, DNR cooperative forestry outreach specialist. “As trees become active in spring, they are able to quickly heal the pruning wound.”

Wintertime pruning minimizes the risk that an open pruning wound could invite pests or diseases. Pruning oak trees should be avoided from April through July.

That’s when beetles that can spread oak wilt are feeding on tree sap, which is present at new wounds.

Tree pruning tips: • Trim branches before they grow to 2 inches in diameter to minimize wound size and damage to

the surrounding bark.

• Don’t cut flush to the trunk. Preserving the branch collar (the area where the trunk slightly bulges around the branch) allows the wound to heal quickly and not decay.

Pruning trees benefits yards and homes by: • Reducing the need for a larger pruning job in the future and improving the tree’s health.

• Helping trees survive storms with fewer dropped branches and less damage.

WHITE BEAR LAKE — As expected, it’s back to the drawing board for developers of the Rose Tice estate.

The four-duplex addition proposed by Tice-Hause Design-Build LLC for property in the Ramaley Park neighborhood was denied by City Council at its Feb. 8 meeting. The Planning Commission recommended denial of a planned unit development (PUD) application a week earlier on the premise that the housing didn’t fit the neighborhood.

The project is called Rose’s Park View Addition, 1788 Hwy. 96. An heir of Rose Tice wants to subdivide one lot into six: one lot for the existing single-family homestead, one common lot for stormwater and four duplex lots for a total of eight new residential units.

The 1,100-square-foot, two-bedroom, one-car garage units are geared toward singles or couples planning to downsize.

Comments by the Planning Commission echoed thoughts of neighbors opposed to the project, said Community Development

Director Anne Kane. Those residents were mostly opposed to the density of the project.

Kane told council that single-person households are a growing demographic in White Bear Lake and account for about 40% of households.

Council Member Dan Jones felt the design was like pouring “10 pounds of sand into a 7-pound sack.

It’s too dense, and parking will be an issue.” He added that the units had little room to store “stuff” like RVs or snowmobiles in their driveways.

Kane reminded council that a Homeowners Association would be managing the development’s exterior, including items stored outside.

Council Member Heidi Hughes felt parking is an issue in many neighborhoods, including her own, with families who live on narrow driveways constantly shuffling cars and parking on the street. She was the lone vote against the resolution to deny, emphasizing, “the PUD gives the city control. I’m hesitant to stop development of private property.”

Hoping the builder “comes back with something that better fits the

character of the neighborhood,” Council Member Bill Walsh admitted it wasn’t an easy vote before making the motion to deny the application.

The prepared resolution, passed 4-1, indicated the project was not proven necessary for the reasonable use of the land and that alternative design options exist. The resolution also read that the proposal does not maintain the essential character of the immediate neighborhood because it features one-car garages in a neighborhood that has mostly two-car garages and, lastly, the PUD flexibility from the zoning code requested by the project is not commensurate with the amount of public benefit offered by the project.

As a note of explanation, the lots do not meet 60-foot minimums for condo-type units. A PUD offers relief from that minimum requirement.

The building company is owned by a son of the late Rose Tice.

According to project manager Jeff McDonell, they had until Feb. 14 to resubmit the preliminary plat and PUD application.

WHITE BEAR LAKE CITY COUNCIL NOTES WHITE BEAR LAKE — City Council conducted the following business at its Feb. 8 meeting: • Accepted feasibility report and ordered public hearing March 8 for 2022 Pavement Rehabilitation Project.

Estimated cost is $2,905,000 and will be financed through city funds ($2,119,600) and special assessments to benefitting properties ($786,000). About 280 properties will be impacted.

Streets included in this year’s construction season (see map) include Carolyn Lane, Eugene Street, First Avenue, Florence Street, Fourth Avenue, Karen Place, Peggy Lane, Second Avenue, Third Avenue, Webber Street and an alley between First and Bald Eagle avenues that dates back to 1929.

Improvements proposed include watermains (there have been 10 breaks in the project area in last 20 years), sanitary sewer, storm sewer, concrete curb and gutter, three sidewalks and bituminous pavement.

Ward 1 Council Member Bill Walsh said he’s already getting calls about the sidewalks. “No one wants them because they take a big piece of yard,” he said.

City Engineer Paul Kauppi reminded Walsh the proposed sidewalks are on city right of way.

Construction tentatively begins early May and ends early September.

• Heard first reading of ordinance amending municipal code pertaining to water meters.

In June, 2021, the city contracted with Ferguson Water Works of Blaine to replace about 6,500 aging and inaccurate water meters. The new meters have a radio-read technology that utilizes an efficient drive-by system. About 92% of meters have been replaced. About 200 to 300 still need replacement. The city believes most of those left to replace are because

property owners have disregarded meter replacement requests in the mail.

Several property owners have also requested a non-radio water meter.

To accommodate those requests, the city has worked with the contractor to install water meters with an external reading device, or touchpad. The only way to read a touchpad is for the meter reader to get out of the vehicle and touch a meter reading device to the touchpad.

Meters being installed operate between 910 to 920 MHz. A $50 fee per quarter has been added to the 2022 fee schedule to cover the cost of additional labor and equipment needed to read a water meter not equipped with a radio signal.

A second noncompliance fee of $100 per quarter will be charged for defective water meters that have not been replaced. The proposed ordinance amendment supports the two new fees.

plans to construct a freestanding monument sign with dynamic display 5 feet from the driveway. Hisdahl told the Planning Commission he has put a lot of money into landscaping and does not want the sign in the middle of a rain garden. The commission recommended approval.

• Approved request by Steve and Joanne Anderson for two setback variances at 4881 Johnson Ave. The homeowners plan to demolish and reconstruct a new detached garage at the residence.

• Approved request by Cabin 61 for two variances at 4150 Hoffman Road.

Restaurant owners asked for a 2-foot height variance from the 4-foot limit and a 37.5-foot variance from the 75-foot required setback from ordinary highwater level in order to retain a 6-foot privacy fence and unenclosed dining deck at the property, which abuts Goose Lake.

Jones said he learned a lot from Kane, thanked her for successful city projects during her tenure and said he appreciated her visit to the hospital (when his daughter was seriously injured in a 2016 motor vehicle accident).

“That meant a lot to our family,” Jones told her. “You are unique.

I wish you’d stay longer, but we wish you well to do what you need to do to be happy.”
