Property owners sue township over land use dispute BY DEBRA NEUTKENS REGIONAL EDITOR

WHITE BEAR TOWNSHIP — You are being sued. That was the first sentence in a summons filed in Ramsey County Court against the township by Scott and Nanci Stoddard, former residents who own property southeast of Benson Airport. The Stoddards want to turn a former horse farm into a 19-lot townhome development at 5685 Portland Ave. Their application required an ordinance amendment altering the airport safety zones, which was denied 2-1 last fall by the Town Board. Attempts at mediation between plaintiff and defendant did not arrive at a settlement to the complaint, which was filed in December, said Township Clerk/Treasurer Bill Short. Representing the Stoddards is Larkin Hoffman Daly & Lindgren, a Bloomington firm that specializes in land use and zoning. When they considered the application Oct. 5, Town Board members Ed Prudhon and Bob Kermes felt airport use would be jeopardized by modifying or eliminating the safety zones. Nearby Lake Animal Hospital and several homes on Border Pine Court would be negatively impacted, as well, they said, since those addresses would have been placed inside redrawn safety zones. Prudhon listed 10 reasons for denying the request, among them the fact the property was knowingly SEE LAWSUIT, PAGE 8A

The politics of decoding dyslexia BY DEBRA NEUTKENS REGIONAL EDITOR

SUBMITTED

Sen. Roger Chamberlain, left, and Rachel Berger, founder of Decoding Dyslexia Minnesota, testified at hearings last year in efforts to modify a reading tax credit for parents of qualifying children and require schools to adopt a local literacy plan.

Fortunately for Lyn Haselmann's son, the White Bear Lake School District offers sign language, which meets the requirement for a second language. Without those credits, it'd be tough for him to enter the college of his choice. A foreign language is something her son cannot grasp, Haselmann said, because he is dyslexic. The White Bear Township woman is part of a parent advocacy group called Decoding Dyslexia knocking on legislators' doors as the 2016 session nears. They are a grassroots movement that includes mothers from White Bear Lake and Hugo determined to change policy regarding the heritable brain-based disability, which affects an estimated 20 percent

of the population. Symptoms and causes vary, but basically dyslexia makes it hard for people to read and process language. Letters are often seen flipped or the person simply does not understand the principles that underlie the reading process. They do not read words backwards, as is a common notion. "The issue is systemic," said Rachel Berger, a Hugo mother of three and founder of Minnesota's Decoding Dyslexia chapter. "When it comes to struggling readers and dyslexia, I feel a strong sense of moral and ethical responsibility to share our knowledge with the community. We are advocating on behalf of those impacted to ensure all children have access to an education that meets their needs." SEE DYSLEXIA, PAGE 8A

Icy antics f I try to look at it from a more objective or outsider’s point of view, some of the wintertime activities of local residents, like voluntarily jumping into a hole in the ice or golfing with tennis balls, seem pretty unusual or even outrageous. It might be the natural human response to being cooped up indoors for long periods of time, or some inherited characteristics from the hearty people who first populated this northern climate, but in my opinion, these activities certainly help to add some memorable, entertaining highlights to what could otherwise be a long, cold slog through winter. Angle of In addition to the events that have been traditionally held on View White Bear Lake during the winter months — like the Polar Plunge Paul Dols benefit for the Special Olympics and the Bear’ly Open golf tournament on ice — The Art Shanty Projects have returned this year. To the uninitiated, The Art Shanty Projects could appear to be no more than a collection of ice fishing shacks sitting on a frozen lake. But for those who choose to visit them, they’ll find unique structures created by a variety of participants, including visual artists, musicians, composers, puppeteers, architects, poets, scientists, dancers/choreographers, writers, anglers, naturalists, vocalists, spoken word artists, craftspeople, storytellers, actors and playwrights, each with a specific theme. Because events ranging from sled dog demonstrations, snowshoe races and hot air balloon launches have been successfully held locally over the years, White Bear Lake is prepared to handle visitors and appears to be an ideal location for an additional event like the art shanties. Contrary to being at odds with each other, I even witnessed some crossover traffic between the Bear’ly Open and the Art Shanty Projects this past Saturday afternoon. Costumed golfers easily blended into the scene as they walked across the snow-covered ice to inspect the shanties while participants in the WBCA Sparkle Parade followed members of the Brass Messengers band along a path circling the temporary village on the ice. After spending some time on the ice, I visited a couple of my favorite spots in downtown White Bear Lake for coffee and a snack. The steady stream of traffic into local businesses I observed appears to suggest a direct link to the activities out on the lake. I spoke with a woman from Lakeville at the local Caribou Coffee shop who had just visited the Art Shanty Projects with her family. She said that she now intended to also explore other areas in and around White Bear Lake. A local restaurant manager observed an uptick in business in February, typically one of their slower months, when the Art Shanty Projects were on the lake back in 2014. We commonly hear about the impact of professional sports on the local economy, but now — in addition to the anecdotal evidence — there is a growing amount of statistical data showing how the arts also have a positive economic impact in the community. The Arts & Economic Prosperity IV study conducted by the nonprofit organization Americans for the Arts in 2015 provides compelling information about how a local organization, and specifically the White Bear Center for the Arts, not only enhances the quality of life but also acts as a significant economic engine. I’m glad that the Art Shanty Projects are back on White Bear Lake. I think the shanties provide local residents with the opportunity to check out a regional, and perhaps nationally recognized attraction in our own backyard while also providing the opportunity for visitors to the northeast metro to discover some of the additional attractions, character and charm that make this area such a desirable place to call home.

With cleanup complete, Rice Creek Commons plan takes focus ate last year, Rice Creek Commons (the site of the former Twin Cities Army Ammunition Plant) hit a major milestone – work to clean and clear the largest contaminated site in Minnesota was completed. When Ramsey County decided to purchase the site in 2013, our goal was to revive this dormant property into the economic and social engine that it once was. the Movers and Completing cleanup puts us one step closer to Shakers creating a vibrant Blake Huffman development that will strengthen our community and promote prosperity. The next step in the process was fi nalizing the master plan, a document that outlines an achievable vision for the site. Arden Hills and Ramsey County had each approved the plan by early January. With the master plan in place and environmental cleanup complete, it is now time to move the project forward and build a space

L

for neighborhoods, businesses, and retail that fits in seamlessly with our broader community. The master plan lays out a vision for Rice Creek Commons which creates a cohesive and connected mix of neighborhood communities, green space, retail, and office space. Today, Ramsey County is home to more than half a million people, a highly educated workforce, and young and growing families. When complete, Rice Creek Commons will offer a place for our community to continue to expand – thousands of new housing units; parks and trails that connect residents to recreation, workplaces and local businesses; and more than 46 acres of commercial space, primed and ready to welcome the next generation of Minnesota enterprise. We know that infrastructure is the most important part of what makes any new development attractive. Ramsey County is working with our partners to update the connections surrounding Rice Creek Commons, creating safe and easy access to the site. Construction was completed this fall on a new bridge at Highway 96 and I-35W. We will begin work

on the I-35W and County Road H bridge this spring. We also know that our green space is just as important to creating a place where people want to live, work and play. That’s why we acquired an additional 93 acres of public parkland adjacent to Rice Creek Commons in November to build a bike and pedestrian trail to connect the Rice Creek North Regional Trail and the Highway 96 Regional Trail. Ramsey County’s goal in all of these efforts has been to capitalize on the location of the site and Minnesota’s growing population and restore a long-dormant area. Creating a space that complements our existing community has consistently been at the forefront of our efforts. Now that environmental cleanup is complete, and the master plan is approved, it is time to take the next big step in this transformative journey. We could not be more excited. I encourage anyone who is interested in learning more to visit www. ricecreekcommons.com. Blake Huffman is a Ramsey County Commissioner, representing District 1.

LETTERS TO THE EDITOR

Come support the kids

For the past several years we have partnered with Willow Lane Elementary to provide the entire fifth-grade class a real-world working experience at Donatelli’s. In order to participate the kids have to write cover letters and résumés, go through interviews with Donatelli's management, then train for their position and finally come in and work side by side with one of our staff for a couple of hours over the lunch rush. At the end of their workday, it is common to hear this was the "best day of my life." Our goals have always been to help these children understand how important first impressions are. To help them see that choices have consequences, both good and bad. To show them they already have real life skills they can draw on in the future. To show them opportunities that many would not see without this experience. In fact, I would bet, many of these children have few options open to them currently. From all the classes we’ve seen, this class needs the support of Donatelli’s faithful more than any other. We just spent four hours interviewing approximately 50 children, the great majority of whom don’t have parents raising them together. Some have fathers in jail, some were taken from their mothers, and several said they could not think of anyone they looked up to or admired. I came away sad, but inspired. Why inspired? Because together we can give each of these children the opportunity to work for a few hours, which will give them hope and allow some of them to see that options exist. The kids are working 11 a.m. to 1 p.m. Feb. 16, 23 and March 1. We need your support to fill the tables. At least twothirds of these kids will have no family come to see them work. Please be that family. And spread the word. It may seem like a cliché, but life is about connection and opportunity. These children need both. Trish Appleby Donatelli's owner White Bear Lake

Century snow parking Does anyone know who maintains Century Avenue from I-694 to County Road E? This stretch of Century Avenue divides not only the city of White Bear Lake and the city of Mahtomedi, but it also divides Ramsey and Washington counties. My point is: it is difficult to know which of these entities has jurisdiction on this road and the winter parking between Woodland Drive and County Road E on the northbound side is an ongoing problem. There are at least a dozen cars on any given day or night from Century Commons Apartments, across the divided roadway, that use this stretch of road for parking instead of using the building's lot. In the winter months the car owners are not required to move their cars for snowplowing and consequently the

snowplows cut a wide path around the cars. When the cars stay there for prolonged periods of time, the snow left behind by the plow turns into an ice berm. With subsequent snowfalls, the snowplows cut an even wider path around the cars and the ice berm moves farther out into the roadway. When this happens, the through traffic uses the left turn lane as the through lane. I have a few suggestions for the entity with jurisdiction on this section of Century Avenue: • Ban parking on Century Avenue northbound between Woodland and County Road E (like the ban on the south side of the road). • Ban parking in the winter on Century Avenue. • Designate Century Avenue a plow route, be it day or night plowing, and remove cars for noncompliance. Sarah Gagnon Birchwood

Wait for water quality While some may be shocked at how high the price tag is from the current study on augmenting White Bear Lake, those who pay attention to details will be surprised at the areas in the study that are incomplete. Appendix I of the study deals with a review of the quality of the water in the proposed system. Although replete with scientific jargon, a review of the section is enlightening. Most interesting are the concerns expressed about the lack of data from the various water sources, and thus the inability to give precise cost estimates for the construction and operation of the system. Pages 15 to 21 of Appendix I shows that Metropolitan Council Environmental Services has identified the following issues and data gaps as presenting potential risk to water quality, to accurate sizing and costing of necessary treatment, and to adequately address potential regulatory permit requirements: 1. Lack of comparable total phosphorus data to estimate potential changes to trophic level and water transparency in White Bear Lake with augmentation from Sucker or East Vadnais Lakes. 2. Insufficient data demonstrating effectiveness of East Vadnais hypolimnetic oxygenation (HO) system and lack of emergency operation plan for augmentation system if HO is disabled. 3. Insufficient data to assess potential threats to human and aquatic life from White Bear Lake augmentation. 4. Insufficient data to prepare necessary permits and meet regulatory requirements. 5. Insufficient data to identify, size, and cost of treatment of augmentation water and identify correct elevations for withdrawal and discharge pipes. The report can be found at http://files.dnr.state. mn.us/waters/gwmp/augmentation-cost-report-appendices_012916.pdf After reading this material you will see that the cost of the proposal isn’t the only issue. Maintaining the quality of the lake and the unknown risks should be of para-

mount importance. Rather than continue to push for taxpayer funding for the augmentation system, it would be better to wait for completion of the USGS study and collection of the data that is noted as being deficient. It is foolhardy to take any other course of action. Thomas Weyandt White Bear Township

Augmentation needs more discussion The lake augmentation proposal is moving too fast for necessary public discussions of critical environmental and economic issues. White Bear Lake is one of our cleanest lakes. Pumping Mississippi River water poses substantial questions about phosphorus loading, invasive species, and others that haven’t been fully examined by scientists or citizens. We’re not just filling up a bathtub; we’re impacting a complex ecosystem. The quantity and quality of our public discussions need to reflect that. The last 10 years in the geologic history of the lake is like comparing the period at the end of this letter to all the text that precedes it. We’ve seen these ebbs and flows before. We must be incredibly thoughtful before we mess with this treasured asset. Various parties suggest the White Bear Lake Conservation District should administer the project. The WBLCD is composed of 10 citizens appointed by five municipalities, administering $40,000 annually for milfoil, water quality and dock disputes. They’ve done these well and deserve our thanks. But augmentation involves a complex $57 million engineering project. WBLCD has no administrative, engineering, finance or accounting staff; no demonstrated skills in procurement, contracting or bidding procedure. Better solutions exist, likely using existing expertise within municipalities around the lake. There’s been no discussion to date of paying for ongoing operating costs, and absolutely no discussion of who really benefits, and who really pays. If a publicly funded protected high water level is established on White Bear Lake, the value of property on the lake will noticeably and permanently increase, adding to the wealth of those landowners, paid for by citizens of almost certainly lesser means. People sailing the lake, kids swimming at the beaches, common folks enjoying a pretty view, they all benefit some but these are grossly disproportionate to the tangible wealth created for lake landowners. We need to sort this out. Voters reward legislators who bring home bacon; that’s what’s driving this conversation. Legislators need to submit a bill next month to compete for state bonding money. I say we need more community discussion, more answers and more time. Let’s get it right. Kevin Edberg City Council member White Bear Lake

BUSINESS BRIEFS Former Taco F T Bell B ll site it sold ld A realty company has purchased the old Taco Bell building on County Road E. ReMax Advantage Plus is an independently operated company under the ReMax umbrella, explained Sarah O'Bannon, director of marketing. The company buys and sells property out of 15 offices throughout the Twin Cities, she added. The White Bear Lake office is No. 16. "We are expanding our footprint and we see this community as having great potential for us to expand," O'Bannon said. "Our sales associates tell us they've been looking for a location in that area and this fits in well

with ith our plans." l " The size of the new office will be the same as the former fast-food restaurant at 2,000 square feet. The company is not to be confused with ReMax Results, which is not affiliated with them, O'Bannon added. A lot of people confuse the two. They're shooting for summer of 2016 for the grand opening. "Just for fun, maybe we'll cater in Mexican food," she said. The community will be invited. Glass company moves White Bear Glass owner Jeff Meyer said his showroom

"We wanted to get all our people in the same location," he said, so they've vacated the downtown building on Fourth Street the glass company has occupied since 2011. Meyer liked the spot and its plentiful parking but it just made more sense to consolidate. They've owned the warehouse for 15 years. PUBLIC SAFETY BRIEFS

WHITE BEAR LAKE POLICE REPORTS

Repeat drunk driver arrested after search A man is charged with his sixth DWI after he ran during a traffic stop in Vadnais Heights. Charles Eugene Elliott, 41, of Coon Rapids was charged with first-degree DWI following his Jan. 31 arrest. According to the Ramsey County Sheriff's Office incident report: A deputy stopped Elliott for speeding at Highway 96 and McMenemy Street. As the deputy was retrieving a breathalyzer device, Elliott ran and disappeared into the wooded area near I.C. System. A search was conducted and Elliot was located and arrested without incident. He tested 0.10 on a breathalyzer. Elliott has five prior DWI convictions, in 1991, 2000, 2004, 2009 and 2009. He also has multiple prior convictions for drug possession, driving after license cancellation and fleeing police.

The White Bear Lake Police Department reported the following incidents:

Real estate agent charged with theft A real estate agent from White Bear Lake is accused of stealing painkillers from a house he was supposedly showing. Lawrence Ash Yearsley Jr., 63, was charged last month with felony theft. According to the criminal complaint, a surveillance camera was recording when Yearsley, an agent for Coldwell Banker Burnet, was alone in a Stillwater residence this fall. The homeowners told Stillwater police that Yearsley made a last-minute request to show the home, which was for sale. The homeowners said they waited across the street, unbeknownst to Yearsley, and observed only Yearsley and no potential buyer enter the home. The suspicious homeowners checked footage from a camera their son had left recording in his room and saw Yearsley rifling through their son's desk and dresser drawers, according to the complaint. A bottle of prescription painkillers that Yearsley was seen holding on the video was missing. Yearsley declined to speak to an investigator but reportedly wrote an apology note to the homeowners. The note read: “I want to sincerely apologize for my actions ... It was very unprofessional of me and I regret it very much. I broke the trust that sellers place in their agents, and for that I am sorry.”

LAWSUIT: Airport safety zones at risk FROM PAGE 1A

purchased by the Stoddards with the safety zones in place. Modifying them, he said, would create a significant safety risk to the public and users of Benson Airport. "The proposal will put a virtual wall of homes in the direct path of the runway creating a safety risk to the public and the pilots," Prudhon stated. In the Stoddard's complaint, attorney Tamara O'Neill Moreland called the township's denial of the major subdivision "arbitrary, capricious and unreasonable." The plaintiffs contend that the safety zone is modeled after a Minnesota Department of Transportation Department of Aeronautics' zoning ordinance for paved public runways, noting that Benson Airport is not public and is a turf runway. "The proposed amendment," wrote the attorney, "would have no impact on the use of the airport." Benson airport was gifted to the township in 1996 in the will of its owner/founder John Benson, on the condition the land continue to be operated as an airport for at least 40 years. The Stoddards feel the safety zone constitutes an unconstitutional taking of their property to benefit the airport's private gain without "just compensation." "Denial of the application to amend the zoning ordinance leaves no reasonable use that can be made of the property," wrote O'Neill Moreland, claiming that township actions have cost the Stoddards in excess of $ 50,000. A large portion of the 22-acre parcel is designated wetland, leaving just over seven acres available for building. Because that land currently falls within an area designated as an airport safety zone — the approach to the runway at Benson Airport — additional restrictions apply to the property, limiting the development to one home per three-acre lot. Eliminating the safety zones, implemented in 1984, would allow the developer to construct three homes per acre. In the "prayer for relief," the attorney requests that the township "cease and desist from enforcement of the safety zone, commence eminent domain proceedings and award damages for violation of the Stoddard's due process rights and for just compensation for the taking of their property rights." They are also asking for award of all fees, costs and disbursements incurred in the prosecution of their claims. Was the township surprised at the lawsuit? "No," Short replied. "We were pleasantly surprised that they picked an experienced firm." The town clerk added that the Stoddards, who moved to Lakeville, do not appear willing to reduce the project or submit alternatives. The township is being defended by its firm, Kelly & Lemmons, PA, and an attorney provided by the League of Minnesota Cities.

DYSLEXIA: Legislation proposes more training, tax credit FROM PAGE 1A

Berger knew something was amiss when her son was 2. "He didn't speak a lot," she recalled. "It reminded me of a radio that wasn't quite tuned in. We were lucky. We caught it early but I didn't know what I was catching." Berger and her husband paid $3,000 out of pocket to get a diagnosis: Their son was dyslexic. "I thought it would open doors. Little did I know that was only the beginning of significant outof-pocket expenses for us," she said. The average family pays $6,000 to $8,000 per year for tutoring to keep their children moving forward. "A few of us parents have the ability to pay for remediation. But what about the parents who don't have the resources?" Berger asked. "This is a fundamental right of our education. These kids have a right to learn. The catch is, we're just not there yet." With help from District 38 Sen. Roger Chamberlain (R-Lino Lakes), the advocacy group has several goals this year: • A reading tax credit of $3,000 for parents who have to pay for proper reading instruction outside the school. County proceeds with interchange design

ST. PAUL — Ramsey County and city officials hope investing their own funds to design a new Rice Street and I-694 interchange will improve the odds that the state will finally bankroll the construction. The Ramsey County Board last week hired SEH to analyze the improvements needed for the corridor, prepare design options and recommend a best design. SEH engineers are working fast in an effort to get their needs analysis in the hands of lawmakers before they vote on a bonding bill. The Vadnais Heights engineering firm expects to have that ready by the end of March. Preliminary designs will be completed in the fall. Ramsey County wants to rebuild the interchange in 2018, according to Beth Engum, the county's project manager. That, of course, is dependent on receipt of state funds to help fund construction. The county has requested a $20.3 million appropriation from the bonding bill. That's the cost estimate from a previous partial cloverleaf design proposal. SEH will be looking at alternate options that would use less land, according to Engum.

SEH will be paid up to $1.07 million for its work. Ramsey County will pay approximately three-fourths of the construction tab and the cities of Shoreview, Little Canada and Vadnais Heights will fund the remainder. The Minnesota Department of Transportation is planning to add additional lanes to I-694 in the region, with construction set to begin this spring. But the Rice Street bridge and on and off ramps were left out of the project because MnDOT found there was sufficient space for additional lanes under the existing bridge. SEH will be looking for ways to improve the accesses to and from the freeway, alleviate the bottleneck on Rice Street, accommodate anticipated new developments near the interchange and make the corridor more pedestrian- and bicycle-friendly. It's not yet clear whether expanding the bridge will be necessary, Engum said. The design process will include invitations for public input, the project manager advised. Opportunities will be posted at www.sehinc.com/online/rice694. Kristine Goodrich

Foundation forms first partnership The Greater White Bear Lake Community Foundation has established its first partnership with one of the area’s longtime nonprofit organizations – the White Bear Lake Area Historical Society (WBLAHS). The WBLAHS, founded in 1970, voted to establish an Agency Endowment Fund with the Community Foundation, with an initial contribution of $10,000 and a long-term goal of growing the fund to $1 million. As described by Sara Hanson, WBLAHS executive director, “The White Bear Lake Area Historical Society is excited to take part in this opportunity with the Greater White Bear Lake Community Foundation. We see it as

being beneficial to the WBLAHS in the long term, as well as a show of support for the foundation and all of the good it will do for the greater White Bear Lake community.” One of the foundation's purposes is to provide a home for permanent funds established by other nonprofit organizations as a way of providing long-term sustainability. Agency endowments return annual distributions to that organization, while the principal continues to grow. Any nonprofit can enjoy the benefit of the foundation’s investment policies and practices for bequest gifts, or for funds set aside for long-term investment. Income from endowments is one way for

nonprofit agencies to diversify revenue. “The White Bear Lake Area Historical Society is one of the oldest and most respected nonprofit organizations in the greater White Bear Lake community,” stated Bill Foussard, foundation chairman. “We are pleased to welcome them as our first endowment fund and look forward to our ongoing partnership with them as they work to grow their endowment.” Anyone interested in contributing to the new White Bear Lake Area Historical Society Endowment Fund may do so by sending a contribution to the Greater White Bear Lake Community Foundation (with a designation on the memo line that it is for the WBLAHS Endowment

Fund), 4940 Highway 61 N., White Bear Lake, 55110, or directly to WBLAHS at P.O. Box 10543, again designating it for the endowment fund. The foundation was established in 2015 to inspire philanthropy and enrich lives in the greater White Bear Lake community. For more information on how the foundation can work with other organizations to establish an endowment fund, or with individual donors to establish donor-advised or field of interest funds, contact Jackie Reis, jackier@greaterwblfoundation.org. The foundation hopes to have its website up and running by April. Community Foundation press release

Opening in September: Punch Neapolitan Pizza VADNAIS HEIGHTS — Neapolitan pizza lovers soon need not commute far to eat a pie with a fork. Punch Neapolitan Pizza is coming to Vadnais Heights. The 11th location of the restaurant chain is expected to open in the fall. It will be the first location in the north metro. Punch will move into a new building being constructed adjacent to the Heights Plaza strip mall at Highway 96 and Centerville Road. The restaurant chain was founded 20 years ago in St. Paul by John Sorranno, who lived in Italy as a child. The company is famous for its small pies made with fresh mozzarella and olive oil and baked for 90 seconds in an 800-degree wood-fired oven. They don't deliver. They do offer take out. Punch co-owner John Puckett announced the opening at the Feb. 3

Vadnais Heights City Council meeting. They finalized the lease with Vadnais Plaza owner Jim Volp on Feb. 1. Puckett said he became familiar with the area because of his past business venture and has had his eye on it for a prospective Punch location for some time. The founder of Caribou Coffee said the Caribou at another corner of the same intersection is one of the busiest in the country. "I understand how good a city this is and how good a trade area this is," he told the council. Puckett said he and his business partner are planning a "historical-looking" storefront similar to their Grand Avenue and Woodbury locations. “We're excited to work with Jim [Volp] to create a unique storefront and a beautiful store,” Puckett said. Puckett also boasted that Punch pays

City helps fund strip mall improvements BY KRISTINE GOODRICH EDITOR

VADNAIS HEIGHTS — The city is giving up to $278,000 to the owner of the Heights Plaza strip mall. The city tax increment fi nancing (TIF) funds will help Jim Volp build a new two-tenant building, replace signage and build a new city monument sign. The Vadnais Heights City Council unanimously approved the business subsidy on Feb. 3. In December, the council approved plans for a 4,300-square-foot commercial building in the parking lot of the mall at Highway 96 and Centerville Road. The new building will be located in the area once occupied by gas pumps and will become home

to a Punch Neapolitan Pizza and a coffee shop with a drive-thru. Volp initially requested assistance funding a drainage system and soil corrections because the building site has been prone to flooding. In his application, Volp blamed the years-ago expansion of Highway 96 and the accompanying new drainage system and new access to his building and neighboring businesses. Total cost for the drainage improvements is estimated at nearly $135,000. HEALTH TRENDS Transition and Change

Transition and change are two different things. Many of us make decisions to change: exercise habits, behavior, relationships, drinking, smoking, how we treat others, and so on. We often don’t think so much about how we might get there and what help or resources we might need to make the transition. Transition is the journey toward the change we choose. Change is the goal of transition. The more complex, difficult or deeply personal the change we choose, the more we need to think about the transition involved in getting to that goal. It would be great if every change we want to make in our lives were clear and easy. Many clients arrive at CenterLife Counseling, for example, aware that they want some change to happen, but are unclear what that change might be. Some feel they have no choices. They are stuck because the change they want to make is unclear and any transition means that they must first let go of the old. What a dilemma to face, especially if it involves relationships, children, em-

ployment, personal finance or family! We asked a few of CenterLife Counseling’s clinicians to name just one guideline they often recommend to clients who are going through significant change and transition. The result was seven simple guidelines. Don’t go it alone. Very few people can go through significant change and transition alone. Ask a friend to listen and to refrain from giving advice unless asked. Ask for professional help when friends can’t help. When change and transition create sleeplessness, undue anxiety, a sense of being overwhelmed, depression it is a good idea to walk that road with a professional. When change and transition is happening

within your primary relationships friends often can’t offer the support they would otherwise be able to give. That is a good time to ask for help from a professional. Keep a written list of goals and action steps handy. Sometimes, if you are feeling particularly overwhelmed, make yourself a daily list. Cross them off when those for the day are achieved. Delay major financial decisions if you can. Try not to make any major financial decisions while a major transition is actually happening. Wait, take a deep breath and make major financial decisions only when things calm down for you. If you do have to make a dramatic financial change, it may be a good idea to get some professional advice be-

fore you do that. Get a life. A well balanced diet, exercise, and activities you consider fun are important to you well being during major change and transition. Take your medication. If you have medication from your doctor keep your medicine routine steady and ask your doctor before make any changes. Pay attention to losses you experience. Ignoring how you experience loss that often accompanies change and transition comes back to bite you. Allow yourself to experience it, share it with friends and if that is not enough, set up an appointment with a clinician experienced with a grief and loss. We all face major change and transition at times. They are just part of life

and necessary to growing and relating to others. How we deal with them makes a difference to the meaning and happiness we

find in life. Just a few key guidelines such as those set out here can make a big difference to the experience.

Groundbreaking for island studio on hold BY DEBRA NEUTKENS REGIONAL EDITOR

The new owner of Bald Eagle Island had hoped to break ground this month for his recording studio, if everything goes as planned. There is still a matter of picking up building permits waiting at White Bear Township offices before starting construction and paying the $5,600 fees. There is also a problem with the conditional use permit, which expired Jan. 5. None of those technicalities should delay the project, said Hans Stachowiak, the head of Megabien Entertainment Group. "We anticipate getting construction material and equipment to the island in the next couple weeks, depending on ice thickness," he said. The German-born Stachowiak maintains he's in no hurry to move to the island. "If it takes an extra two or three months, that's OK," he said. "We have other stuff to do." When asked about rumors that the six-figure purchase had not been completed, Stachowiak said that legally, Nick and Jane VanBrunt are not the owners. "There is a balance to be paid off, that's it," he indicated last month, adding that "the money just needs to transfer." Stachowiak also wanted to quash a rumor regarding the former owner as a business partner. "Nick VanBrunt is not my business partner," he said. "His signature was required on the permits but that is

something the township required. Nick was associated with the development phase because he was involved in the conditional use permit. He needed to be a co-signer on the rezoning process for Megabien Real Estate Corp., but he is not a shareholder in the company." Township Clerk/Treasurer Bill Short confirmed that the CUP for the island had indeed expired. Township attorney Pat Kelly has been corresponding with Stachowiak's attorney, Christopher Sandberg, according to Short. "They're working on something, but I'm not sure what," he said. Remodeling plans for the 9,800-square-foot house include adding two bedrooms above the indoor racquetball court with two production studios below for TV and film editing. The built-in hot tub is also moving to another location in the house and the garage and workshop turned into offices. Nick VanBrunt is on board with the project and has offered some good ideas, Stachowiak said, which he hopes to put into use. He needs VanBrunt's knowledge of the house, he added, since many blueprints of the house were destroyed when vandals broke in and burned the drawings. "We found them in the ashes when we arrived after the break-in. So at some point, we have to ask Nick. He is a brilliant engineer. He built the house. It's his baby. I would probably be the same," Stachowiak said. "People ask me sometimes, what happens if I go into default? Default for me on the island is not imaginable. Before I give up the island, I would give up my

company, everything. This is what Nick and I have in common. The island became my baby through this process." As far as financing goes, all Stachowiak would say is it's privately funded. Eventually, the objective is to make 1 Bald Island his permanent residence, but Stachowiak is not sure how often he'll be home. "I have work internationally, so I will not be there much," he said. Those plans include a spring tour in the south of France with Cynthia Johnson of Funkytown fame, and production of two independent films, "MH370" and "Split Feather." Stachowiak is co-writing a screenplay about MH370, the Malaysian jet that disappeared over the South China Sea in 2014, with another Bald Eagle Lake resident, Tracy Crockett. Crockett is a commercial airline pilot and with Stachowiak's experience as a military pilot, the two have put their knowledge together and developed a plausible scenario, he said. A Canadian television company is interested in his book, "Split Feather," Stachowiak added, a fictional story about a Native American man. Personally, he doesn't need a private island, the future township resident mused. "The less I have the better it is. I'm fine anywhere. I am an independent spirit, an independent man and an independent soul. The island is a culmination of all my business experience, a dream place for musicians and artists after nearly 10 years of research and development. I consider it a privilege to own."

Seniors Mike Williams, Joe Dittel, Austin Devaney, Jim Zinter, Umid Rachmankula, Tom Adair, and manager Taylor Martindale, pictured with Coach Craig Nasvik, were honored Feb. 3.

The White Bear wrestlers had three wins at their last regular season meet on Wednesday, Feb. 3 to round out the season and lead them into team and individual sections later this month. The Bears faced Tartan in the first round of wrestling for the evening. Sophomore J.J. Andress had a first round pin to give the Bears a 6-0 lead. Senior Tom Adair followed with a three point decision, defeating his opponent in a close 1-0 match. Next up, freshman T.J. Turinske earned a decision by winning 10-2. The next win went to sophomore Kris Thury, who also earned a decision for the team and brought the score to 16-4 in favor of the Bears. Several losses in the rounds that followed allowed the Tartan wrestlers to catch up and then take a 25-22 lead, but sophomore Josh Suedbeck evened the score by winning his match with a decision. That led to victories in the last four weight classes for White Bear as senior Austin Devaney pinned his opponent, freshman Luke Parzyck won by decision, and senior Mike Williams earned a first period pin to add to the Bears’ lead. The Bears defeated Tartan 40-25. Andress led the way for the Bears with another pin against his North St. Paul opponent to start the second round of wrestling. Adair also pinned his opponent to make the score 12-0 in favor of the Bears. Turinske and sophomore Kris Thury each earned decisions in the next two matches. The next three wins went to sophomores Carlos Castro and Josh Suedbeck and Williams, who each pinned their opponents for an exciting finish to the round. The Bears defeated North St. Paul 48-22. Finally, after honoring the senior wrestlers, the Bears squared off against East Ridge, and again Andress started the match off with a pin against his opponent. Adair won by forfeit, followed by Turinske, who won his bout with a major decision. Sophomore Isaiah Baker was up next and won by decision to bring the score to 19-0 in favor of the Bears. Adding to the Bears’ lead, Thury also won by decision. The next Bear victory went to senior Jim Zinter, who pinned his opponent. Suedbeck brought the score to 33-22 with a win by major decision. Senior Austin Devaney pinned his opponent to continue the victories for the Bears. Parzyck followed with a win by decision, and finally Williams pinned his opponent to round out the match. In the end, the Bears were victorious over East Ridge by a score of 48-22. Andress, Adair, Turinske, Thury, Suedbeck, Parzyck and Williams all went undefeated for the night. Next up, the varsity wrestlers will participate in team sectional finals on Saturday, Feb. 13 in Rogers and then individual sectional finals on Saturday, Feb. 20 in Stillwater. Carol Zinter

Zephyrs beat Totino, tie with Cadets

Bears in the middle of 4AA slugfest BY MARK AGUIRRE CONTRIBUTING WRITER

A trio of Suburban East Conference schools and the No. 1 Class AA unit in the state remain standing in the girls' Section 4AA hockey playoffs following games last Saturday. It's usually a mini state tourney when the final teams in 4AA come together, and this year is no exception. Second-seeded White Bear Lake (18-6-2) is one of the teams hoping to slap the first defeat of the winter against the top-rated Pioneers (25-0-1). The Bears got past pesky Irondale 4-2 at St. Croix Arena for their seventh straight win. They had a 30-14 advantage in shots-on-goal, and goaltender Calla Frank kicked away 12 Knight shots. White Bear collided with a familiar foe in the semifinals on Tuesday (after press time) when they squared off against third-seeded Mounds View. The Mustangs (14-8-4) edged sixth-seeded North/Tartan 3-2 in overtime in their quarterfinal contest. The 4AA final is Thursday night at Roseville Arena. The Bears were shut out 2-0 by fellow Suburban East representative Mounds View early in the sea-

son, before handing the Mustangs a 4-3 overtime setback on Jan. 16. The other portion of the semifinal had Hill-Murray playing fifth-seeded Stillwater. The Ponies beat No. 4 Roseville 4-1 to earn the opportunity to meet the Pioneers. The Ponies are 9-15-2 overall. including a 3-0 loss against Hill-Murray on Dec. 22. The lone blemish on Hill-Murray's ledger is a tie against Blake over the New Year's holiday weekend. The Pioneers routed Woodbury 9-1 in their section quarterfinal matchup. White Bear scored in every period against Irondale and never trailed in the game. Sally Moris staked Jerry Kwapick's club to a 1-0 lead at 5:07 of the first period, before Maddie Hentges tied the contest for Irondale with at goal at 10:16. Just 0:10 later, however, freshman forward Sydney Shearen beat Knight netmidnder Kalley Elwell, to give them a 2-1 lead. Shearen added her second marker and kicked the lead to 3-1 at 2:37 of period two, and Danielle Menk came through with their final goal at 6:38 of the third period. Hentges delivered a goal with just 0:50 left in the final period to conclude the scoring. Irondale finished the season with a 7-19 overall record.

The Mahtomedi boys' hockey team turned aside Totino-Grace and tied with conference foe and rival St. Thomas Academy last week, with just a week remaining on the regular season schedule. Tim Kuivinen had a hat trick and an assist to help them outscore the Eagles 9-5 last Saturday at Brooklyn Park Arena. Luke Posner had two goals and as many assists, and Jared Fladebo celebrated his return to the lineup (after suffering a shoulder injury) with two goals. The Zephyrs had a 35-23 advantage in shots-on-goal, and goalie Will Swanson was in the Mahtomedi nets to pick up the win. “THE BOY” (PG-13) [VIOLENCE AND TERROR, AND SOME THEMATIC MATERIAL.]

— When an American nanny (Lauren Cohan) from Montana is hired by an elderly British couple (Jim Norton and Diana Hardcastle) to care for their 8-year-old son who turns out to be a doll in this creepy, unpredictable, unevenly paced, 97-minute thriller, she turns to a kind grocery store deliveryman (Rupert Evans) after she begins questioning her sanity as odd things begin happening at the stately English mansion.

“THE CHOICE” (PG1-13) [SEXUAL CONTENT AND SOME THEMATIC ISSUES.]

— Many choices must be made in this touching, romantic, heartwarming, 111-minute, chick-flick film based on the Nicholas Sparks novels in which a vivacious doctoral student (Teresa Palmer) in the Outer Banks of North Carolina is torn between her love for a handsome doctor (Tom Welling) and a free-spirited veterinarian (Benjamin Walker), who is in practice with his widowed father (Tom Willkinson), and then her husband must make life and death decisions after a tragic accident.

WEATHER TIDBIT We packed a lot of winter in last week. The Groundhog Day snow totaled 11.2”, bringing my season snow total to 30”. Mild temperatures over the weekend included 43 on Sunday, Feb 7. Later that day, high winds and snow limited visibilities as Arctic air moved in. YEAR AGO THIS WEEK Arctic air moves in during the day of Feb. 11, sending temps to below 0. February 14, 20-day cold spell begins. Temperatures will stay below freezing until March 6. Not this year.

Crossword

— Vulgar, stupid, unfunny, groan-inducing, 92-minute parody that spoofs “Fifty Shades of Grey” and is filled with F-bombs and crude language in which a wealthy businessman (Marlon Wayans) who is into S & M tries to get a beautiful student (Kali Hawk) to sign a document that lays out rules that she must follow if she agrees to be his submissive sexual partner.

(R) [VIOLENCE AND SOME LANGUAGE.]

“WILD AFRICA” (NR)

— Helena Bonham Carter narrates this stunning, educational, 3-D, 45-minute IMAX documentary dominated by amazing cinematography that showcases the myriad landscapes, changing weather patterns and wonderful animals of Kenya and the Serengeti, including elephants, crocodiles, gorillas, wildebeests, pink flamingos, lions, chameleons, lizards, hippos, zebras, vultures and desert vipers.

On Valentine’s Day, there is no charge to get married in the Empire State Building’s chapel.

The only insect that can turn its head is a praying mantis.

(R) [STRONG CRUDE SEXUAL CONTENT, INCLUDING SOME GRAPHIC NUDITY, AND LANGUAGE THROUGHOUT.]

— When her seriously injured husband (Noah Emmerich) is hunted down by a tenacious posse of outlaws (Ewan McGregor, Boyd Holbrook, et al.) after he shot four people at a Missouri whorehouse in 1871 in this engaging, bullet-riddled, predictable, 92-minute Western, his housewife (Natalie Portman) hires her ex-fiancé (Joel Edgerton) as a gunslinger to help protect them.

Bill Foussard Chair, Explore White Bear

Jo Emerson Mayor, White Bear Lake

History of the Art Shanty Projects The origins of Art Shanty Projects comes from inspiration provided by unique ice fishing houses and diverse communities that come together on Minnesota’s frozen lakes each winter. Founders saw the potential to create an artists’ happening in an extreme environment; to embrace and reinvent a beloved cultural practice; and to encourage personal expression and community engagement through temporary structures and performances. The vision culminated in artists gathering to produce diverse, multi-disciplinary shanties and integrated programming on

Medicine Lake. Flattering media profiles and a fiscal sponsorship has aided in organizational evolution to its current beloved standing. Our inaugural year on White Bear Lake in 2014 warmly welcomed more than 11,350 people to the Shanty Village over 8 days—despite it being the coldest winter on record in 35 years. In lieu of programming on ice in 2015, Art Shanty Projects’ Board took on the organizational tasks of becoming a 501(c)3 nonprofit and hiring staff to focus on building infrastructure. In February, we held our largest and most successful fund-

raising endeavor to celebrate 10 years as an organization and benefit future programming. Excitement in the past year continued to grow as ArtPlace America, one of the nation’s largest philanthropies dedicated to creative placemaking, made a substantial investment in the On-Ice Program to further integrate arts and culture into community planning and development for White Bear Lake.

Art Shanty Projects transforms a frozen lake surface into a creative community space that is part art gallery, part art residency and part social experiment. Thousands of people are drawn to our outdoor event during a time of year when weather often keeps residents isolated. The unpredictable wind-swept, snowcovered location challenges artists to generate platforms for unique experiences while contending with natural and human elements. Past shanty artists have elicited public interactions around such varied activities and inspirations as stress-relieving practices in a geodesic dome, curling competitions, lively debate forums and soap-box proclamations, kinesthetic pedal-powered polar bear puppet rides, a life-sized music box, a giant zoetrope, and an imaginative elevator ride. Artist-audience interactions have become integral to our mission. In addition to the interactive multidisciplinary component of the shanties, programs of performance art happen throughout the four weekends of the festival. This work takes the form of multiple, smaller performances and interactions that are not necessarily tied to a particular shanty, sometimes take place within a structure, and sometimes happen in and among the visitors walking on ice. Past programming has included creation of a living snow globe, ‘snowga’ (yoga in snowsuits), spontaneous a cappella singing on the ice and ArtCar Parades.
