Stuck in Africa longer than planned during the 2020 global pandemic, a Birchwood missionary couple have returned to their beloved Kenya to continue their ministry to abandoned and orphaned children, following a year’s hiatus.

In their first email of the year to family and friends, Nancy and Bob Brydges wrote that they are settled in and had a wonderful welcoming.

“We feel safe,” Nancy said.

The resolute husband and wife team are principal benefactors of a children’s home near Nairobi called the Brydges Centre. An orphanage and school, the nonprofit is a faith-based home that provides love, care and education for street children who otherwise face bleak and frightening futures. Some are preteen girls rescued from arranged marriages, some came to the center as babies abandoned

White Bear Township unveiled as Hockey Day 2023 host It’s official: Hockey Day in Minnesota for 2023 will be hosted

by White Bear Township. It was announced Saturday during Fox Sports North’s coverage of Hockey Day 2022 held in Mankato.

White Bear Township was unveiled as the 2023 host by former Gopher hockey players John Anderson and Ryan Carter, opening up their coats to reveal Bears jerseys.

Corey Roberts, owner of The Minnesotan in White Bear Lake, led the successful bid for Hockey Day in June 2020. Roberts played hockey for Forest Lake, and his father, Mick, was a center in White Bear Lake’s region runner-up team in 1958. He wanted to find a way to “get involved in the community,”

Vadnais Heights businesses, residents can expect higher fees in 2022 The Vadnais Heights City Council voted in a new fee structure for city services this year. While some charges were eliminated, others were increased. Most of the changes were made for commercial operations.

For example, if you wish to change the windows in your place of business, you’ll be charged 2% of the job value, or a minimum of $75 for a building permit.

first two salespeople and $20 for each additional salesperson. If you’re a nonprofit organization, there is no fee.

While the basic charge for a water meter will remain the same at $10.40, water usage fees will increase. If you use 0-12,000 gallons per year, the charge will be $1.32 per 1,000 gallons per quarter, up from $1.28. Heavy users — more than 50,000 gallons — and water used for irrigation will pay $5.29 per 1,000 gallons per quarter, up from $5.14.

Basic residential sewer rates will increase from $23.88 to $25.07 per quarter per unit. Residential sewer usage charge will go up to $3.57 per 1,000 gallons of water usage per quarter. If water usage is unavailable, 18,000 gallons will be the sewer charge basis. Minimum basis for charge is 6,000 gallons, regardless of water usage. The charge for the third quarter may be adjusted to address irrigation water use. The fee for 2021 was $3.40.

Stormwater unit charges were eliminated.

If you’re running an illegal sump pump out of your basement, the fee for the discharge is $296.40 per quarter until you get it approved.

Although the charge for using a picnic shelter remains the same ($75 for residents, $300 for nonresidents), there is a new $75 charge for use of the Community Park softball pavilion, plus a $75 maintenance fee/damage deposit. Users must also make reservations to use the pavilion. Rates for field reservations remain the same at $6 per hour for youth, $15 for adults and $22 for non-residents, but fields must be reserved a minimum of two hours in advance. Approved associations will pay $6 per hour and will have priority scheduling, but they must make reservations three hours ahead of time.

Fire occupancy inspections have an entirely new fee structure, ranging from $25 for a 500-square-foot structure to $3,000 for a building of 100,000 square feet or larger. Multifamily rental properties will now be charged a base fee of $100, plus $15 per unit. Fire inspections for single-family homes will cost $75.

Dr. Scott Kron has been a faithful dentist in White Bear Lake for more than forty-five years and his celebrated career is now winding down. His maternal grandfather was a dentist and his mother always hoped that one of her sons would honor a similar path. In high school, he enjoyed the sciences but craved a career with more variety, intercommunication, and a work-family balance. Dentistry became more appealing and everything fell into place when his wife, Sharon, a passionate dental hygienist, was hired by Lakeshore Family Dentistry founders, Dr. John Kenyon and Dr. Richard Wright. She introduced Dr. Kron to his future partners who hired him upon his dental school graduation in 1976. “I owe my career to both my wife and Dick and John for giving me that opportunity,” he remarks.

Twenty years later, after Dr. Kenyon and Dr. Wright retired, Dr. Jason Ross joined the practice in 1996. For twenty-five years, Dr. Kron and Dr. Ross worked together to extend exceptional patient care to White Bear Lake and its surrounding communities.

Public notices are vital

n 1789, the Acts of the First Session of the U.S. Congress required all bills orders, resolutions and congressional votes be published in at least three publicly available newspapers. The purpose of public notice is to display information in places where the public is likely to see it or “take notice.”

Transparency is crucial for our school boards, city and township councils and county boards. In the past 50-plus years our family has owned and operated local papers serving Ramsey, Washington and Anoka counties, our reporters have written tens of thousands of stories people Publisher’s rely on and take notice.

Community newspapers have held View public schools and local governments acCarter countable for more than 200 years. This does not mean elected officials are up to Johnson no good. The majority are in it for the right reasons. They work hard to serve our communities and they are transparent with their decision-making, but there still needs to be an element of accountability.

Cities and schools are often the largest employers and operate huge taxpayer budgets. Elected board members and council members have a lot of control. There are times they need to answer questions from a journalist about various issues. They also need to know their local paper is watching. Members of the public, most who can’t possibly attend all local government meetings, rely on the newspaper to watch and ask questions. The public can also ask questions, debate issues, and promote dialogue about important local topics through letters to the editor.

Each year people question why the newspaper should have the responsibility of publishing legal notices. It’s the law for local governments and schools to notify the public. Putting information on the internet is not a notification, because the internet is intent driven. If you don’t know the city is going to buy land, widen or open a road, change a law or take your land, then you don’t have a reason to search the internet. We recently reported two members of the White Bear Lake City Council would like to eliminate the checks and balances provided by public notices. I suppose the result of no public notices is it would be easier for local officials to pass new ordinances or motions with little objection from the public, because the public wouldn’t know.

In the state of Minnesota, newspapers are required to bid legal notices. The public notice rates are low and a small part of the revenue of our newspaper. Public notices are a very small budget item for local governments, as well. Our readers need to know removing public notices from the newspaper, which some council members are advocating for, would not provide any significant savings but would allow city hall to operate without checks and balances and public transparency. Additionally, cities covered by a legal newspaper typically have better bond ratings – or borrowing costs – better than those without a partner holding them accountable.

Allowing a city to produce its own public notices and put them up on its website, as some are advocating, is like the old adage of “the fox guarding the hen house.”

We all know the internet is not a safe and stable place for legal notices. We’ve all experienced a website 404 error or clicked on a link or agenda only to find a broken link. Or, even worse, when a city official changed the information online without telling anyone.

Additionally, when a public meeting is broadcast live via a cable station or online, those watching may not get the full scope of the meeting. Often conversations happen before and after the meetings, which can violate open meeting laws. All of our staff have witnessed firsthand violations of open meeting laws, and in some cases have called out groups and even taken them to court.

In many meetings, journalists are often the only consistent outside person there. If you eliminate the requirement for public notices you eliminate the checks and balances our Founding Fathers knew is needed. Let’s keep encouraging transparency like our Founding Fathers had designed it, and keep public notices public and published in an audited and legal community newspaper.

Lake Links: Looking Back, Looking Forward

021 was a momentous year for community leaders and members of the Lake Links Association who are working together to complete the Lake Links Trail, a nonmotorized route around White Bear Lake. And 2022 is shaping up to be just as exciting.

Ramsey County, recipient of $2.6 million in legislative funding for the South Shore segment, announced in 2021 it will Movers & late complete the segment by late Shakers 2022. In addition, Ramsey County, consultant Kimley-Horn and local government representatives held multiple public events, leading to an alignment overwhelmingly endorsed by residents.

At Bellaire Beach, the White Bear Lake Chapter of Rotary International gave their time and talents to build Saputo Station picnic and rest area.

The facility was underwritten

by Saputo, Inc., which operates a production facility on Highway 61 at County Road F.

Lake Links co-founder Steve Wolgamot designed Saputo Station based on early area train stations. Mahtomedi resident and architect Bryan Gatzlaff oversaw the project, and Larson Engineering provided engineering services and building plans. White Bear Township provided the land, prepared the site and helped get the building in place.

Friends of Efrain Santiago, an omnipresent personality in the area’s hospitality industry who died in 2019, raised funds in Santiago’s name for a bike maintenance station at Saputo Station and a memorial bench overlooking the lake.

“Community helping community” was the theme for Mahtomedi and the Village of Birchwood. In 2020, Mahtomedi used most of $1.4 million allocated by the Legislature to complete a separated trail for walkers and bikers along Birchwood Road, which connects the two communities.

In 2021, Mahtomedi offered part of the surplus funding to Birchwood to improve their segment. Sen. Chuck Wiger plans to introduce legislation this session to achieve the transfer of funds.

Much more happened in Mahtomedi in 2021. The Lake Links Trail initiative helped catalyze close to a dozen other city projects aimed at making the community more pedestrian- and bicycle-friendly

in collaboration with local advocates from BikeWalkRoll and the Mahtomedi Area Green Initiative (MAGI). In July, the city dedicated its segment of the Lake Links Trail Wolgamot Way in honor of Steve Wolgamot. Also in July, nearly 70 bicyclists joined in the Lake Links Association’s fifth annual Ride Around the Lake.

Also in 2021, Greater White Bear Community Foundation board chair Carol McFarlane announced establishment of the Wolgamot Lake Links Trail Enhancement Fund at a ceremony honoring Steve as the recipient of the 2021 J. Stanley and Doris Hill Legacy Award.

For Dellwood, the City of White Bear Lake, and White Bear Township, all recipients of 2020 legislative funding to complete the final two segments of the Lake Links Trail, 2021 was a year of discovery and planning. We enter 2022 with the hope that these units of government, Washington and Ramsey counties, MnDOT and Met Council will come together to craft a regional-friendly solution to complete the trail.

LETTERS TO THE EDITOR Student survey an invasion of privacy

A recent communication from the Mahtomedi Schools announced that students in fifth, eighth, ninth, and 11th grades are scheduled to be subjected to a government data mining survey known as the Minnesota Student Survey (MSS). The Minnesota Student Survey is highly intrusive and is an unnecessary invasion of student and family privacy.

Every private and intimate detail of our children’s lives and personal relationships are subject to scrutiny by questions in this survey. It is offensive that many of these questions are even presented to our children.

As parents, we must protect our children from harm and teach them to set healthy boundaries. Just as we teach young children that no one has the right to violate their bodies or touch their “private” parts, we must teach our older children to protect their personal privacy rights in regard to when and how they share private, intimate and personal information with others. Let’s teach our children to say “no” to invasive data collection about their personal lives and ours.

I believe that it is very damaging to subject our children to the invasive and inappropriate personal questions contained in the Minnesota Student Survey. It is especially damaging in the school setting, because it normalizes government data mining and conditions Minnesota schoolchildren to blindly accept government intrusion into very intimate and personal details of their lives. This odious survey violates our students’ fundamental rights to privacy.

Valuable classroom time should not be wasted on an unnecessary survey that invades student and family privacy! Instead, our schools should focus on pandemic learning losses and work on instituting measures to remediate and restore those learning losses.

The MSS is optional and schools can choose not to participate. If you want to protect your children’s right to privacy, please contact your child’s school and our Mahtomedi school board members and let them know that you do not want your students subjected to this invasive survey. The school board should protect student and family privacy and reject imposing this survey on Mahtomedi students. The next school board meeting is Jan. 27.

Stopping new ideas is easy

As I was reading Sen. Chamberlain’s long “Beauty is a fragile gift” editorial, I kept waiting for his point.

He talked about architecture, God and nature, and quoted important philosophers — but where was he going on this word journey, and what is he going to do for his constituents in the upcoming legislative session? At the end, I realized he just thinks buses are ugly and doesn’t want easy access to or from downtown White Bear Lake because even though they are needed and useful, they are not “beautiful.”

So, Sen. Chamberlain, if you don’t like buses, what is your plan to do something positive and beautiful for your constituents? How are you going to support social equity if you don’t represent your constituents who rely on public transportation?

How about a bill supporting EV charging stations to keep the beauty of clean air and the beauty of quiet with EV buses and vehicles? Or a bold “Climate

Change” bill to ensure we continue to have beautiful lakes without development and runoff ruining water quality, or a beautiful trail in the Superior National Forest where, according to the USDA, the trees are dying and invasive species are moving in due to climate change?

In your next editorial, I’d like to see your ideas to keep things “beautiful” for all your constituents.

Group Home Staff-Shortage Crisis

When my daughter was born 50 years ago, I quickly became aware of the privilege of living in Minnesota compared to other states that do not provide extensive support services for individuals with physical and developmental disabilities as we enjoy in Minnesota.

For the past 29 years Amy has lived in ACR group homes and has enjoyed excellent and compassionate care. This was particularly significant as she began showing signs of early-onset Alzheimer’s disease a few years ago.

Unfortunately, staff shortages have reached crisis level in Minnesota group homes. Businesses that can pass through additional labor costs to consumers have an advantage over group homes because government funding for direct care workers currently allows for a wage range of $14 to $15 per hour. Entry level wages for restaurant and retail workers is now at a level of $17 to $22 per hour. Also, considering the extensive training required and challenges in the work environment, there are now severe shortages of direct care support staff in most Minnesota group homes. The crisis became very real for 17 families who received notice last week that the ACR home that has been caring for their child will be closed in 60 days. These Individuals, with severe disabilities and needing 24/7 care, will now need to find a new provider which will be nearly impossible because the crisis is wide-spread.

Please contact your state representative and senator and urge them to support increasing funding to a level of $20 per hour for direct care providers in group homes. Now more than ever, Minnesota must continue to uphold its commitment to our individuals with physical and intellectual disabilities by providing adequate funding in support of career positions as direct care providers.

Proud to be a Bear

I attended one of my grandson’s basketball games recently at the Vadnais Heights Elementary School.

It was fun watching these little people learning how to play basketball! In the excitement of cheering them on my glasses went flying off and I didn’t realize until the next morning one of my lenses had fallen out. I called the school first thing in the morning and talked to Lin at the front desk, she called Dave the custodian who had just swept the gym floor. He went to the trash can where he had dumped the sweepings and found my lens!

I went to White Bear Lake Schools from Kindergarten through 12th grade and I had a great experience there. I had great teachers and staff all those years ago and am pleased there are still great people in the district - except my second grade teacher who pulled my ears and something called mod scheduling. Haha.

I think White Bear Schools is one of the best districts in the state and just want to say “thank you!”

RAMSEY COUNTY — The Ramsey County Board of Commissioners will hold a public hearing on the revised parks and recreation ordinance at 9 a.m.

Tuesday, Feb. 8.

The ordinance revision process aims to respond to long-standing community feedback about park access; view the ordinance through a racial equity lens, modernize the ordinance and address contemporary park issues, according to a notice about the hearing.

Among significant changes in the revised ordinance are expanded park hours, which are 5 a.m. to 11 p.m. The time limitation does not apply to people who, without delay, are traveling on regional trails.

The board will review public comment and testimony at the meeting. Those who wish to speak can register in advance by contacting the chief clerk’s office at 651-266-8014 or by completing an online comment registration form at www.ramseycounty.us. Search

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff’s Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights

• A resident in the 3200 block of Meadow Brook Court reported a jar of coins containing less than $5 stolen from a vehicle parked in the driveway overnight Jan. 7-8,after the front passenger window was smashed in.

• A catalytic converter was reported stolen off a Kia Sportage parked in a driveway in the 300 block of Lily Pond Lane overnight Jan. 7-8.

• A pile of junk mail and a few pieces of personal mail from the 3500 block of English Street was reported found Jan. 8 in the 3600 block of Oak Creek Drive. Ramsey County Sheriff’s Office deputies returned most of the mail to the owners.

The rest was placed into property.

• An unidentified female was reported Jan. 8 for incorrectly scanning $48.41 worth of items at the Walmart self-checkout in the 800 block of County Road E and arguing with loss prevention staff when confronted. She placed the stolen items into her vehicle and left the property before deputies arrived.

• A New Brighton man, 30, was arrested on an outstanding warrant at 12:31 a.m. Jan. 10 after deputies were called out to the scene of disorderly conduct at a bar in the 1100 block of County Road E .

• A resident in the 3100 block of Centerville Road on Jan. 10 reported unemployment benefits fraudulently applied for in his name.

• A Ham Lake woman, 29, was cited Jan. 10 at the Walmart for theft after she was observed concealing items and exiting the store without paying for them.

When she was stopped after leaving the store, she fled the scene, leaving

behind the stolen items and her wallet, which contained her Minnesota identification. When she returned to the store to retrieve her wallet, she became cooperative and was cited for misdemeanor theft before being released.

A St. Paul woman, 28, was also cited for shoplifting that same evening.

• A New Brighton woman reported her purse stolen from her vehicle Jan. 11 while it was parked at Sucker Lake Creek Park.

Thieves smashed the rear window of the vehicle for access and later tried unsuccessfully to use a credit card from the purse to purchase items.

They were unable to do so because the victim had canceled the card. The next day, the victim recalled that she had a tracking device in the purse, which she was able to locate in the back of a garbage truck in St. Paul.

The garbage truck driver helped her recover her purse with all the contents inside except for $42 in cash.

• A New Hope man, 30, was arrested on a warrant Jan. 11 in the 900 block of County Road E after deputies were dispatched out to the Target parking lot regarding an adult male with several warrants out for his arrest.

• Deputies on Jan. 12 recovered a stolen vehicle belonging to a Hugo woman in the Perkins parking lot in the 1000 block of County Road E. The vehicle had been in the parking lot for the past month, and the license plate did not match the vehicle identification number. The plate had belonged to a vehicle stolen from Coon Rapids.

• A Lino Lakes man reported his 2001 Ford pickup truck stolen Jan. 12 from the Target parking lot after the doors of the vehicle didn’t lock and the victim left his keys inside the vehicle. The vehicle has been entered into the National Crime Information Center (NCIC) database.

• A Savage man, 32, was arrested for attempted armed robbery at 5:24 a.m. Jan. 13, after he tried unsuccessfully to rob a convenience store in the 3200 block of Highway 61 at 3:41 a.m. and fled.

A Keep Our Kops Safe (KOPS) alert was issued on his vehicle, and St. Paul police located his vehicle two hours later and arrested him for St. Paul incidents. Deputies arrived on scene to tow the vehicle to the impound lot for processing.

White Bear Township

• A resident in the 1100 block of County Road H2 on Jan. 14 reported being swindled out of $10,000 in gift cards to a scammer who claimed she had won a $300,000 prize and needed to pay advance fees.

• A rear license plate was reported stolen Jan. 15 from the 5400 block of Williams Avenue.

WASHINGTON COUNTY SHERIFF REPORTS The Washington County Sheriff’s Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Grant

• Washington County Sheriff’s Office deputies were dispatched out to the Wildwood Elementary School parking lot in the 8000 block of 75th Street N. on a Dec. 27 report of a stolen snowmobile.

• A resident in the 7000 block of Lake Elmo Avenue N. reported checks stolen from the mailbox Dec. 29. The complainant received notice that an attempt was made to cash the checks.

• A motor vehicle was reported stolen Dec. 30 from a parking lot in the 11000 block of 60th Street N.

Mahtomedi

• An intoxicated employee on duty was reported Dec. 26 at a care facility on Mahtomedi Avenue, after another employee made a 911 hang-up call. After seeing deputies arrive, the subject took off stumbling out the side door, where deputies quickly located him by following his footprints in the snow. A portable blood test

sample registered a blood alcohol content of 0.3. Upon being cleared

by Mahtomedi EMS, the subject was picked up by a parent.

• A grandma was reported for assault at 4:30 Dec. 26 on Forest Avenue after she became upset at not being allowed to take her grandchild out of town. The complainant said that her child’s paternal grandmother took her property and hit her in the face when she tried to retrieve the property. The complainant could have pressed charges, but wanted only to document the incident, which she did, twice.

• A Juniper Street resident reported a possible burglary Dec. 26 after returning home and finding the garage door open and lights on.

The complainant disclosed that, although there were multiple unsecured weapons in the home, nothing was reported missing.

Deputies searched and cleared the premises just to make sure.

• An unidentified male was arrested at 10:08 p.m. Dec. 26 in the 800 block of Stillwater Road after deputies on patrol saw someone they knew to have an active felony warrant out against him.

When deputies searched and took the subject into custody, they discovered M30 fentanyl pills on his person.

• A suspicious vehicle driving slowly along Oak Grove Lane and shining its headlights into yards at 3:36 a.m. Dec. 27 turned out to be deputies themselves. “It’s just me,” deputies advised dispatch.

• The registered owners of four different vehicles parked on Wood Street were each cited at around 8:00 a.m. Dec. 27 for violating the winter parking ban.

• A motorist was cited Dec. 27 in the area of Century Avenue and Long Lake Road for driving after revocation.

• A male with two sore feet was arrested Dec. 28 in the 1000 block of Park Avenue by deputies conducting a welfare check on a suspicious vehicle. They found that one of the two adults sleeping inside had an active warrant out on him. The male became upset about the warrant and began kicking his vehicle with the foot that was not already in a walking cast. When the male complained about pain in his foot and new pain in his previously injured foot,

he was released from custody at the Lakeview Hospital Emergency Room.

• A Kenwood Street resident on Dec. 28 reported the Xcel Energy scam, in which the caller threatens to turn off the complainant’s power if money or personal information is not handed over.

• The Holiday station on Stillwater Road reported a gas drive-off Dec. 29. Deputies contacted the registered owner of the vehicle, who later paid for the gas.

• A security camera was reported stolen Dec. 29 from an address on Ideal Avenue N.

Pine Springs

• A suspected intoxicated driver observed weaving between lanes and almost driving into the ditch on westbound Highway 36 at the Hilton Trail overpass near midnight Dec. 29 turned out to be a dead sober driver having trouble with the slick road conditions.

Deputies advised the driver to slow down and endeavor to maintain his lane.

PUBLIC SAFETY BRIEFS Vicious threats heard by witness lead to arrest WHITE BEAR TOWNSHIP—A White Bear Township man, 40, faces five years in prison and/or a maximum fine of $10,000 for felony threatening violence and displaying a reckless disregard for risk, following a Jan. 9 incident during which he threatened to kill and dismember his wife.

At 8:34 p.m. Jan. 9, Ramsey County Sheriff’s Office deputies were called out to the scene of a domestic in the 5000

block of Cottage Avenue. The suspect told deputies his wife was leaving the country to go to a wedding in Ghana, and he was not happy about it. She didn’t give him many details about the trip and didn’t even mention it to him. He said he tried to contact her family to inquire about her plans.

His wife, however, said that her husband, who had assaulted her in the past, was arguing with her about her upcoming trip to Africa. When she told him her aunt would be watching the children while

she was away, her husband accused her of going to Ghana to be a prostitute. As she lay on the bed, he sat on her back and neck, saying, "I will kill you and … put your body pieces all over so the police will not find you."

Their son, 13, told deputies he heard his parents arguing and peeked inside the bedroom.

He saw his mother trying to defend herself and heard the male yell at his wife. He also heard the words "slaughter" and "I’ll kill you."

Deputies then arrested the subject, who denied touching his wife or threatening her.

Speeding while on canceled license VADNAIS HEIGHTS—When Ramsey County Sheriff’s Office deputies on routine patrol arrested a St. Paul man, 41, on northbound McMenemy Road Jan. 13 for speeding 57 mph in a 35 mph zone, they also discovered he shouldn’t have been behind the wheel for the past two years.

A routine check of the motorist’s driving privileges revealed that his driver’s license had previously been canceled due to unsafe driving behavior. The subject had received notice of his canceled status on Dec. 18, 2019.

The suspect faces up to one year in prison and/or a maximum $3,000 fine for gross misdemeanor driving after cancellation for behavior inimical to public safety.

He faces an additional $300 maximum fine for petty misdemeanor speeding.

IT’S FREEZING OUT, WHY ARE THESE GUYS IN MY HOUSE – The stink bug as we call them can be a common house guest in the winter because they need a place to shelter to survive the winter, usually in places in our homes we can’t see. As the weather cools down these insects hibernate much the same as bears do, and their body processes slow until spring.

You may see them occasionally on a warm sunny winter day or when we’re really cranking the thermostat because the stink bugs wake up a bit & move around in a half-awake stupor. They are slow-moving, clumsy, & heat-seeking.

They aren’t up to much, just waiting for the warm weather to hit, they are not laying eggs, not making more stink bugs, not damaging our homes & not biting. At worst they will release a bad smell when you crush them.

Very few people I talk to have had COVID or know of anyone who has.

“You still must sanitize your hands and have your temperature taken before entering any big store,” Nancy added. “Masking remains mandatory.”

Still, the Brydges are happy to be back in Kenya. “The grounds (at the Brydges Centre) look beautiful, and we plan to have a grand opening of the preschool, which we hope will become income-generating,” Nancy said via email.

There was no Hockey Day 2021 due to the pandemic,

which meant the local group had to wait a year for its turn.

“They don’t just hand this out,” said Corey Roberts in a 2020 interview with the Press.

“There has to be a lot of interest from the community, and there has to be lots of hockey

history and tradition there.”

According to the Minnesota Wild website, White Bear’s festivities will be part of a day-long television event broadcast on Bally Sports North, designed as a celebration of the game from peewees

to pros. Proceeds of the event will benefit White Bear’s Area Hockey Association in an effort to grow the game through youth hockey.

In addition to constructing an outdoor rink with plenty of seating, the hosts must

provide elements of the Minnesota Hockey Day experience such food trucks, beer garden, a bonfire pit and merchant booths.

Education Our students, parents, teachers and staff have faced unprecedented challenges during the COVID-19 pandemic. They have all had to make tremendous Sen. Jason Isaacson sacrifices, and juggle between remote learning and being safe in the classroom.

What’s clear is, every student deserves a world-class education, no matter their zip code or what they look like. With a large surplus, we must fully invest in our students to help them recover from the effects of this pandemic and to ensure they can learn safely and effectively. We must also address our chronic underfunding of schools, including investments in mental health supports and equity initiatives like increasing the number of teachers of color.

Bonding/capital investment Traditionally, the even year of a biennium is focused on a bonding bill. Bonding is the best tool we have to create jobs and strengthen our public infrastructure by investing public money into public works. This can include roads and bridges, water infrastructure, and our colleges and universities just to name some examples.

For this year’s bill, I will be pushing for two local projects: a new Fire Department Headquarters for the Lake Johanna Fire Department, and for new multi-use trails near Mounds View High School.

What makes bonding unique is it is the only bill that requires a supermajority, which means any bill must have bipartisan support. I am optimistic that by the end of this session, we will have passed a strong bill that truly invests in our state.

Climate change/ environment Climate change is an existential threat to our way of life in Minnesota, and we must take bold action to address it. I will work with my colleagues to push for initiatives that can move us as quickly as possible off of fossil fuels and towards clean and renewable energy, investments in public transit, and incentives for electric vehicles. We must also take steps that protect our air and water, including stronger regulatory actions and better standards that will reduce the amount of pollutants in our environment.

1. COVID-19: combat and recover Safety and keeping the state open are my priority.

We should: • Work with public health and the private sector • Provide objective, reliable Sen. Chuck Wiger information • Funding for vaccines, testing, personal protection, economic recovery and mental health services.

Ongoing efforts by frontline workers are deeply appreciated, but we need bipartisan agreement regarding their bonus pay.

2. Education: stabilize funding, reduce mandates The challenges facing our students, families, teachers and staff have grown. We must stabilize funding, increase mental health support, reduce mandates and increase staff diversity. Focus on recovery, respecting one another and civility. Remember, students are our future.

We need a bonding bill addressing the great needs in our communities and state. As a member of the Senate Capital Investment Committee, my priority is clean water projects, higher education, housing, highways and public safety.

Local proposals I will author include the White Bear Lake public safety building, facility maintenance funding for Century College, the Birchwood lift station for waste water processing and more. Additional money is available thanks to the recent federal infrastructure bill.

4. Public Safety: support bipartisan efforts to improve safety

Public safety is on the minds of many, and people need to feel safe. Governor Walz recently appointed a bipartisan group to help address this. I look forward to hearing recommendations from the Governor’s Council on Justice Reinvestment that we can enact this year.

5. Eliminate racism: work together

As our communities, state and nation grow in diversity, it’s imperative that government, the private sector, all of us, work together to eliminate all forms of racism.

6. Social Security: eliminate state tax

I continue to support removing the state income tax from Social Security income. Seniors worked very hard, and deserve the exemption as provided by most states.

• Criminals are also emboldened when prosecutors let them off with a slap on the wrist. We will work to rein in prosecutors who ignore the law and let criminals back on the street.

• We will continue to strengthen penalties against criminals, so Minnesotans can feel confident and safe in their homes and at their workplaces.

Working Minnesotans are struggling with the costs of daily life in the face of record inflation, supply chain issues and economic uncertainty.

Ensuring people can be safe in their communities will once again be a priority, and I’ll work to give communities, police officers and prosecutors the tools they need to reduce crime. The gun violence epidemic, in particular, requires our attention, and I’ll continue to advocate for my Extreme Risk Protection Order legislation, which would allow court orders to temporarily restrict access to firearms for someone who is proven to be a danger to themselves or others.

The COVID-19 pandemic has been hard on all of us, and many of our students are still struggling with mental health concerns. We all need to work together to ensure young people are supported at home as well as at school.

While we need to continue funding for school-linked mental health services, I’ll renew my push for a mental health specialist position at the Minnesota Department of Education. This position would serve as a resource for schools across the state to develop and share resources, tools and best practices and implement a comprehensive, evidencebased approach to suicide prevention.

I’m also hopeful we can deliver a robust package of capital investments in public infrastructure across the state. Locally, I’ll be advocating for improvements to trails around Mounds View High School in Arden Hills Late last year, lawmakers visited the site and heard from many students about how dangerous the area is for walkers and bikers. I’ll also be working alongside local leaders in Shoreview, Arden Hills, and North Oaks to deliver funding for a new Lake Johanna Fire Department Headquarters. The new facility will strengthen the department’s emergency fire and medical response and provide enhanced health and safety spaces for the firefighters.

Passed away peacefully surrounded by her family on Jan. 17 after a very brief illness.

Doris was born in Saint Paul on Nov. 23, 1923 to parents, Herbert and Clara Maynard (nee Hall). She attended school at Mahtomedi High School. During a double date in high school, she met the love of her life, Raymond Thein. The two were married on Sept. 23, 1944 at St. Mary of the Lake Catholic Church. Doris spent a majority of her career working as the secretary for State Farm Insurance.

When she was not working, Doris enjoyed playing cards, reading books, doing puzzles, and being outside in the sunshine. She was an avid sports fan and made it to many of her grandchildren’s sporting events.

Doris was very proud to be independent right up until her passing. Her presence will be missed by her entire family.

She is preceded in death by her husband, Raymond and her parents, Herbert and Clara. Doris is survived by her children, David (Barbara) of Lake Elmo, Diane (Stephen) Mitchell of Blaine, and Cheryl (John) Moody of Maple Grove; her eight grandchildren Jeffrey, Daniel (Dhari), Douglas (Victoria), Joseph (Andrea), Sara (Mike), Eric (Tracey), Kyle (Colleen) and Bret; her nine great-grandchildren Emerson, Alexandra, Bennett, Kira, Jay, Jackson, Macie, Lucy, Eli and one more great-grandchild on the way.

Matching grants offered for Bald Eagle shoreline restoration The Bald Eagle Area Association (BEAA) is offering matching grants in 2022 for homeowners interested in doing shoreline restoration work or installing raingardens.

The Rice Creek Watershed District, in conjunction with the Ramsey County Soil and Water Conservation District (RSWD), created a grant program to provide homeowners with technical and financial assistance for projects designed to reduce or reuse stormwater runoff, prevent erosion and filter pollutants.

Eligible projects for this program may include the installation of raingardens or pervious pavers, projects that stabilize shoreline erosion or restore degraded wetlands, or the implementation of improved agricultural water quality

practices. For typical projects, the RCWD may fund 25-50% of total project costs up to a maximum of $5,000. If a project is highly beneficial to water resources, such as a curb cut raingarden, RCWD may fund 75% of eligible materials and contracted labor up to a maximum of $7,500.

In 2012, the Ramsey County Conservation District determined that more than 20% of Bald Eagle Lake’s phosphorus was coming from the watershed. In light of this report, the Lake Association determined that matching grants are an appropriate use of BEAA funds to further the mission of making Bald Eagle Lake the best it can be.

BEAA has established a $20,000 fund and will only match grants for those projects previously approved by the RCWD for its own 2022 water quality grants program. The fund will allow grants of 30% of an individual approved project for a Bald Eagle Lake homeowner, up to $5,000 per property. For example, the RCWD could pay 50%, BEAA would pay 30% up to $5,000, and the homeowner would pay the remaining amount. BEAA will follow RCWD’s sequence of approval to grant the BEAA funds.

Interested homeowners should go to the RCWD website at ricecreek.org/ costshare to search for information related to “Water Quality Grants” and the application process.

Representative will not seek reelection in 2022 Rep. Shelly Christensen (DFL-Stillwater) announced that she will not seek reelection this November. Since 2019, Christensen has represented District 39B. She is currently the vice chair of Higher Education Finance and Policy Committee. While in the Legislature, Christensen focused on issues like education, small businesses and the environment. She also authored the bill to establish the Energy Transition Legacy Office.

In a statement Christensen said, “I am forever grateful to my community members who put their trust in me, and my fellow legislators.

welve year-old Jake Ratgen remembers the show that first sparked his interest in theater: “Joseph and the Amazing Technicolor Dreamcoat.” The performance looked like so much fun that he knew he wanted to give acting a try. Since several other members of his family enjoy performing, he said it was easy to explore opportunities to see how he liked it.

Today, this 6th grader at Centennial Middle School has several leading roles to his name.

JAKE RATGEN “I get to entertain others while doing something I love,” Ratgen said. “It’s a way for me to share my love for singing, dancing and acting while telling a story.”

Ratgen has landed roles in several shows at Lakeshore Players and Children’s Performing Arts.

Aside from performing, Ratgen is also a player on his school hockey team. When he was cast in “Frozen Jr.” in 2019, he had to miss hockey practice for rehearsals, but his team had his back.

“I figured that I might as well invite them so they could see what else besides hockey that I was doing and what was worth missing hockey practices and games for,” Ratgen said. “It was super fun seeing them all in the audience and seeing them while I was still in costume after the show.

They all wore their hockey jerseys to the show. It is a great memory.”

His hockey team weren’t the only ones to support him in artistic pursuits: he credits his parents and siblings, especially his older brother JOE WALD| CONTRIBUTED Noah, who will soon graduate with a degree in acting. He also thanked the staff, faculty and donors of Hanifl Performing Arts Center for the acting opportunities he’s had so far.

Ratgen has especially fond memories of playing the Candy Man in “Willy Wonka Jr.,” which gave him his first big solo song onstage. Additionally, he played Roger in “101 Dalmations Jr.” and Michael in “Peter Pan Reimagined.”

This spring, you can catch Ratgen onstage as Daddy Warbucks in the CPA performance of “Annie Jr.”

Greta Schimnowski, St. Catherine’s freshman basketball guard from Mahtomedi, sank seven 3-point shots and totaled 22 points in a 71-61 win over St. Mary’s on Jan. 12. She’s averaging 8.0 points for the Wildcats (5-8).

“That was great. I had no idea they were doing that,” Post said. “Very nice moment for our team, I thought.”

BEARS SPORTS BRIEFS Swimming: Bear swimmers earn 2nd place at Tartan Invitational After some lean years, the White Bear Lake swimmers are more competitive this year, evidenced by a secondplace finish among 12 teams at the Tartan Invitational on Saturday.

“For the first time in years we have a strong relay in all three relay events,” coach Jake Mueller said, referring to team depth. “The boys have stepped up to swim events they normally don’t swim to help out the team when we’ve had some out due to injuries and illnesses. The boys have been working really hard at practice and I am excited to see what the end of the year brings.”

Park won with 364, followed by the Bears with 247, Tartan 240, Bloomington Kennedy 220 and Forest Lake 219 in the top five. The Bears beat their seed times in 85 percent of the races and posted several personal bests.

"Good win for the guys,” coach Gregory Burke said after beating the Irondale Knights (8-5).

“It was nice to be able to pull out a close one against a talented Irondale group who has beaten some really good teams.” Wyatt Hawks snagged 15 rebounds while scoring 19 points. Gymnastics: Bears have best score of year in loss at Stillwater White Bear Lake turned in its best performance of the season but host Stillwater performed better, defeating the Bears 143.2 to 139.425 on Thursday. “The girls got their highest team score of the season as well as a ton of personal bests,” Bear coach Kelly Rivers said. A perfect storm of construction heads to south Mahtomedi It could be difficult for residents in the southern part of Mahtomedi to find a way in or out of their neighborhood this summer.

Citizens keeping a close eye on construction plans swirling around the city are bracing themselves for a perfect storm of construction in the area of Lincolntown Avenue and Old Wildwood Road.

The Mahtomedi City Council at its Jan. 18 meeting gave the green light to the Lincolntown Avenue storm drainage project, which will install a storm sewer system under the road to drain the large pond lying south of the old Lakeside Club.

Before, during or after Lincolntown Avenue is excavated to install the storm sewer piping, a large four-story apartment complex could be headed for the parcel currently occupied by the vacant Lakeside Club at the corner of Old Wildwood Road and Lincolntown Avenue. Although this development is at the early stages and still needs Planning Commission and council approval, the developers’ goal is to start construction this summer.

In addition, an even bigger road construction project impacting a much larger portion of Mahtomedi is scheduled this summer for one of the main arteries out of town — Wildwood Road, aka County Road 12, or Highway 244. Construction will involve the entire roadway, from Century Avenue all the way down to Veterans Memorial Park.

Council passed a resolution receiving the feasibility report of the consulting engineer and calling for a public improvement hearing concerning the CSAH 12 street improvement project. The public hearing will take place at 7 p.m. Feb. 15 at City Hall.

The state of Minnesota is turning over jurisdiction of Wildwood Road to Washington County. The county will undertake a complete $7 million makeover as part of the turnback project. Mahtomedi will contribute approximately $300,000 of the costs, using money from its enterprise funds

and through assessments.

Construction will include pavement rehabilitation, new concrete curb and gutter, storm sewer modifications, trail and sidewalk extensions and improvements, and pedestrian and bicycle safety improvements.

Pedestrian and bicycle safety improvements include a signal and crosswalks at the intersection with Wedgewood Drive; crosswalks with median refuges at Aldi’s, Ridge Way and View Road/Old Wildwood Road; a connection to the Lake Links Trail;

project. Design will move forward now that council approved WSB’s engineering services proposal for the work. The cost of engineering design is not to exceed $32,500. The firm proposes to complete the design by spring — in time to start construction during the summer and fall of this year.

Following the Feb. 15 public hearing, the final design is due by March.

Washington County will open bids in early April and award contracts in early May. Construction is expected to start in the summer and end this fall. The assessment hearing is likely to take place in October, after construction is complete.

In other infrastructure news from the Jan. 18 meeting: Something is finally being done about the eroded ditch on Greenwood Street. The city’s engineering firm, WSB, completed the Greenwood ditch erosion and volume control study earlier this year and will now provide plans and specifications, project management and construction observation for the

During the heavy rain years ending last summer, the city ran pumps and hoses from one pond to another in attempt to keep the waters of Pond 80, located behind the former Lakeside Club, off the road. The goal of the project is to reduce those stormwater pumping needs by constructing a storm sewer that allows Pond 80 to drain east across Lincolntown Avenue and north to Pond 83, before the existing storm sewer system conveys it to White Bear Lake. The project will include repairing and replacing sunken curbing and guard rail, and addressing slope failures along Lincolntown Avenue where flooding took place.

In yet more stormwater news, the city has hired an engineer to complete tasks associated with retaining its storm water permit. Each year, the city renews its Municipal Separate Storm Sewer System (MS4) permit issued by the Minnesota Pollution Control Agency (MPCA). This is preceded by a variety of tasks such as

recordkeeping of illicit discharges, preparing an annual report for the MPCA, training staff to avoid illicit discharge into the storm sewer system, educating the public on how to avoid illicit discharges into the storm sewer system, writing articles about storm sewer care in the city newsletter and conducting an annual public hearing. The city’s engineering firm, WSB, will take care of all of these tasks in 2022 for $13,430. The city had budgeted $15,000 for these services in 2022.

The city pays its bills for all the construction done around the city. On Jan. 18, council approved construction pay voucher No. 5 (final) for $58,004.59 to North Valley Inc. for the 2021 street improvement project.

Sometimes it is the private property owners who do the constructing.

Council approved the request of a property owner at 142 Locust Street for a variance to allow a decrease in the required front yard setback for the purpose of constructing an addition to the home, as well as a detached garage. The front yard setback is required to be 30 feet, but 22 feet is requested. The desire to increase space to make the home livable is definitely reasonable, City Planner Hannah Rybak said. The Planning Commission at its Jan. 12 meeting unanimously recommended approval of the variance with no conditions.

Neighbors on either side and across street from the property have signed an application form indicating support.

Due to the requirements of best government data practices, council directed the city attorney to seek an advisory opinion from the Department of Administration about whether the Minnesota Bowhunters Resource Base must allow the release of hunters’ names under the Government Data Practices Act. The council next meets at 7 p.m.

What to expect at your local precinct caucus

Renee Dietz has voted in every election since she was 18, but one aspect of the political process that remained a mystery was the caucus.

“It wasn’t until about 10 years ago that I attended my first caucus. I wanted to see how the process worked because I was getting frustrated with some of the decisions happening at the state Capitol, especially in education, so I wanted to find out how these decisions were being made,” Dietz said.

Dietz, who is now a member of the Senate District 38 committee and part of the outreach committee, wants her community to know that attending a caucus isn’t as scary as it seems.

“I always thought it was these very involved party officials, or that you needed a special invite to go, but really it’s just my neighbors, who are likeminded to me, talking about issues that are important to them,” Dietz said.

District 38 BPOU (Basic Political Operating Units), Andrew Cravero, described the precinct caucus as the absolute beginning of the political process.

Though caucuses vary for each party, each caucus follows similar guidelines.

Members of each precinct are invited to the caucus of their political party at 7 p.m. Feb. 1 to share their political concerns and opinions with other members of their precincts.

Caucuses must happen on the same night at the same time, but will occur at different locations around the state.

This year, the Republican caucuses will remain in person, but the Democrats will offer a contactless caucus where members can still attend in person but send in electronic resolution forms if they’d rather participate remotely.

For those attending a caucus for the first time, West recommends going with a neighbor or a friend to make the process a little less intimidating.

Similarly, Cravero suggests researching the issues you care about ahead of time and doing some reading on each of the candidates in attendance.

Get to know your local squirrels

When you look out in your backyard and spot the unmistakable bushy tail darting across the lawn, you may not realize it, but you’re getting a look at an important member of Minnesota’s ecology. Squirrels’ friendly dispositions offer more than just a chuckle for us backyard observers: watching squirrels is a helpful way to learn about our environment and instill an appreciation for nature.

As Scott Noland of the Minnesota DNR explained, “They’re kind of a gateway species into the environmental world that people get to see pretty frequently.”

Gray, red, fox, ground and two species of flying squirrels can be found yearround throughout the state.

While gray squirrels are probably the ones you’ve seen digging up lawns and misappropriating birdseed, here’s a short guide to spotting each of the six different species found in Minnesota.

The Eastern gray squirrel is the most common squirrel seen in the northeast metro.

They’re known for their bushy tails, which are about 8 to 10 inches in length, or

roughly the same length as their bodies. The gray squirrel can be spotted in hardwood forests, wooded parks and residential areas.

Gray squirrels are some of the few animals that thrive in areas where houses break up natural woodlands.

The flying squirrel is more elusive than the other species. This nocturnal squirrel can “fly,” thanks to a fold of skin spanning from its front to hind feet. When their legs are outstretched, their skin turns into a planing surface that allows them to take “flight” as far as 50 feet. There are two species of flying squirrel in Minnesota: the Southern flying squirrel and the Northern flying squirrel.

They can be spotted by their brown bug-eyes, olive-brown backs and white bellies, and their silky soft fur.

“We do get some calls about them in the northeast metro.

People will call in and say they saw a flying squirrel, which is really cool. Some people might see them if they’re doing tree removal or they’re just seeing them during their dawn and dusk hours,” said Noland.

The fox squirrel isn’t as common as the gray squirrel, but they make themselves known by their large size.

to 24 inches in length. Their tails measure about 10 inches in length. Fox squirrels can be found in the northeast metro, but they’re most common in the western part of the state.

The red squirrel — otherwise known as the pine squirrel — is Minnesota’s noisiest species of squirrel.

These squirrels have a tendency to chatter while humans are nearby. They have a rust-red back and tail and a white belly. The name “pine squirrel” comes from their habitat of coniferous woods throughout the nation’s snowbelt and into the mountainous regions of

Canada.

The 13-lined ground squirrel is commonly known as the Minnesota gopher.

These ground squirrels can be spotted skittering across the state’s grasslands and have taken over agricultural lands as well.

The eponymous squirrel has exactly 13 stripes on its back and has golden fur, just like its famous namesake, the University of Minnesota’s mascot, Goldy Gopher.

These six species have a number of ways to make it through the harsh Minnesota winter.

To preserve energy, they limit their time of activity in the winter. They don’t hibernate like other animals, but they tend to stay within the confines of their nest when the temperatures drop.

“During the really cold times, they’ll stay up in their nest with other squirrels so they have additional body heat,” Noland said. Like humans, squirrels will shiver when they’re cold.

Their layer of thick fur also helps them stay warm in extremely low temperatures.

In autumn, squirrels begin building up their fat reserves and collecting and storing their food for the winter in tree cavities. Noland explains that to humans, it might feel like squirrels don’t have enough food to

survive the winter.

“We tell folks there is plenty of food for them in the natural environment for these critters to live here.

That’s how they’ve been able to survive.”

Backyard feeding has led to an abundance of squirrels in the metro, but Noland recommends keeping wildlife wild. However, if you do have the urge to feed your backyard residents, it is best to research your city’s ordinances before feeding.

Squirrels remain prolific in the northeast metro and, unlike other wildlife in Minnesota, there haven’t been any disease-related incidences in the squirrel population. Since squirrels thrive in urban and suburban environments, there are plenty of opportunities for humans to learn more about their fellow Minnesota residents.

“It’s a way that people are learning about them and instilling a kind of value and land ethic and concern, plus an interest in wildlife too,” Noland noted. “And of course, they’re pretty fun and comical too.”
