Giorgia Birkeland of White Bear Lake has earned a red, white and blue uniform as a member of the U.S. Olympic team in long track speed skating.

Birkeland, 19, and Ian Quinn, 28, of St. Louis, Missouri, were the last two athletes to secure their spots on the 12-person roster by winning the Mass Start Event at the Olympic Trials on Sunday night in Milwaukee.

World’s coolest block party comes to town

The city of Stillwater is preparing to host the inaugural World Snow Sculpting Championship competition Jan. 18-23.

Ten to 12 teams from around the world will travel to Lowell Park in Stillwater to create amazing snow sculptures while competing for the title of the World Champion.

Stillwater Area Chamber of Commerce Executive Director Robin Anthony said this is an event that involves a lot of planning with the city of Stillwater, Discover Stillwater and the chamber.

“In September 2020, the mayor and I brought together the city and business owners to help the businesses get through COVID and to do something in the wintertime. Last summer, the

city of Stillwater updated their strategic plan that now states that their focus is to make Stillwater a year-round destination,” Anthony said.

The city and chamber researched for things do in the winter and discovered the national snow sculpting competition at Lake Geneva, Wisconsin.

Get healthier with diabetes prevention Ramsey County residents are invited to learn about a free online diabetes prevention program offered by the county in partnership with theNEWmpls. The program will help participants learn how to move through daily fitness, eat week on a budget and control sugar intake.

Rebates available for updating toilets, washing machines The city of Mahtomedi was awarded a $6,300 grant through the Metropolitan Council’s 20192022 water efficiency grant program. The city is offering $50 rebates to Mahtomedi water utility households for replacing washing machines or toilets. Residents can bring in original receipts and documentation of required certifications (user manuals) and get a $50 check. Toilets must be labeled “Water Sense Certified” and use 1.28 gallons per flush. Washing machines must be energy starqualified high efficiency certified.

RCWD to review stormwater management grants The Rice Creek Watershed District Board of Managers will hold a public hearing on the ordering of grant requests for several projects, including Bellaire Park Pond Cleaning ($26,900) and CP Railroad Ditch Improvements ($64,700), both in White Bear Township; a SAFL Baffle at 5214 Bald Eagle Blvd. ($27,031), requested by Ramsey County; and CSAH 12 improvements to benefit Lost Lake ($9,095), requested by Washington County. The district may select all, some or none of the applications for full or partial funding. The district’s total share of cost for selected projects will not exceed $300,000 and would be funded by

Openings for three-year appointments exist on the Planning Commission, Parks Commission, Environmental Commission, and Finance Commission. The commissions serve as advisory bodies and make recommendations within their areas of responsibility to the City Council.

Rooney farm: from green plants to green homes WHITE BEAR LAKE — The developer has changed, but a planned subdivision at 1800 County Road E, Rooney Second Addition, remains a nine-home development with a new twist.

The homes will be energy efficient and “healthy.”

A preliminary plat was first approved

by City Council in December 2020 for the 321 Group LLC. Since then, GreenHalo Builds and its CEO John Sharkey took over the contract to purchase the former Rooney farm and build a cul-de-sac neighborhood of eco-friendly homes. The name of the 4.6-acre development is changing from Blustone Villas to EcoWoods.

The homes are described as “net zero-ready,” meaning the costs of operating and maintaining the home are much lower than typical homes.

Each is constructed using structurally engineered panels to make the homes airtight, and includes amenities such as solar power, energy-efficient

appliances and electric car chargers in every garage. Prices will start in the high $600s.

According to CEO Sharkey, the company’s Stillwater model boasts a $10 monthly electric bill.

Located in downtown Stillwater, GreenHalo Builds has been recognized for its innovative, eco-friendly homes.

It is the recipient of the 2021 Minnesota Green Path Leadership Award, and received a Reggie award for a highperforming home in Mahtomedi featured in the Parade of Homes.

As pointed out to council Jan. 11, this project is the first in a long time to include a new public roadway in the cul-de-sac called Rooney Place.

Planning and Zoning Coordinator Samantha Crosby added there will no longer be a homeowner’s association for lawn mowing and snowplowing, which the previous developer desired.

Pandemic rages on ERE WE GO again as the new virus raises its ugly head. The Omicron variant spreads more rapidly than the previous strains and could be with us for a long time.

Delta has caused more infections, especially in unvaccinated people.

My suggestion is to treat everyone as if they have the flu, wear quality masks, and wash your hands.

Churches, businesses, industry and educational facilities all are making adjustments to keep people safe and healthy.

Both parties are guilty of the growing political divide far from any solutions to unification.

In Washington, it appears like political tribe is more important than law and order.

Without law and order, we have anarchy. It becomes a country without authority or governing body. We need leadership to guide us in support of our constitution.

INFLATION CONTINUES TO BE the highest in decades. New cars are priced $6,000 over sticker prices and used cars are 30% higher than book value.

Grocery stores, gasoline pumps, restaurants and practically every purchase indicates inflation is strong at a 39 year high.

Some control will come with higher home mortgage interest as well as business loan rates.

The Feds plan to raise interest rates three times in 2022. It will probably take six or eight times to slow inflation.

The plus side is we should see savings rates go up.

Banks now are reducing or eliminating overdraft charges and late fees to help customers avoid these excessive penalties. They will likely recover losses by adding to interest rates for loans.

COLD WEATHER CAR starting has improved greatly with more cranking power in batteries, ignition systems, synthetic oils and quality fuels.

I had people tell me in the 30s they would place a pan with a charcoal or wood fire under the engine’s crankcase. In recent years there have been various types of electric heaters for engines.

In a 30 degree below zero trip to visit my brother Ray in Fertile, Minnesota in the early 60s, he used a torch to heat one cylinder on the V-8 and the engine started.

he 2022 legislative session begins on Jan. 31. It’s a critical year. We continue to face the challenges of COVID-19, a $7.7 billion budget surplus, a bonding/ infrastructure proposal and much more. Hopefully, legislators and the Governor will work together to seize the opportunity to make needed progress.

My main priority remains the health and safety of Minnesotans in the face of the pandemic.

With effective vaccines against new variants, we * must do Legislator everything we can to keep the Lingo state open and each other safe Chuck Wiger * will continue to provide resources for vaccines, testing, personal protection, economic recovery and mental health services.

Ongoing efforts by workers heroically serving on the frontlines are deeply appreciated, but we must back up this support with resources.

Bipartisan agreement needs to be reached soon regarding frontline worker bonus pay to ensure their sacrifice on behalf of us is honored.

The challenges facing our students, families, teachers and staff today have only grown. With a robust budget surplus, we have a responsibility to fulfill our obligations to our students and educators.

My education priorities are stabilizing funding, increasing mental health support,

reducing unfunded mandates and increasing staff diversity.

Students are our future. We can help them recover, and foster a safe and respectful environment in the classroom for students, teachers, and parents.

We can afford a robust bonding bill addressing important state and community projects. Action is very helpful for our economic recovery. A bonding bill is our best tool for investing in our communities and creating well-paying jobs, both in the short and long-term. As a member of the Senate Capital Investment Committee, I have toured communities across Minnesota and there are significant needs. I will again strongly advocate for clean water projects, higher education, housing, highways and public safety.

In our area, I will author several local proposals. A few priorities are the White Bear Lake public safety building, facility maintenance funding for Century College, and the Birchwood lift station for wastewater processing.

Thanks to the recent federal infrastructure funding law, additional money is potentially available to help match our efforts.

Public safety is on the minds of many, both locally and nationally. People need to feel safe in their communities, and there is work to be done that can address these issues at the state level. Governor Walz has made it a priority for his administration, and recently appointed a bipartisan group to help address this issue. Our state is also among more than 30 states to use the Justice Reinvestment Initiative Grant

Program through the Council of State Government’s Justice Center. I look forward to hearing recommendations from the Governor’s Council on Justice Reinvestment that we can enact this year.

As our communities throughout Minnesota become more diverse, it is on our government, the private sector, and each one of us to come together to eliminate all forms of racism. We must reject efforts and ideas that seek to harm our friends and neighbors for what they look like. Our state is a better place thanks to the ideas and contributions from our increasingly diverse population. I will continue to fight on behalf of all Minnesotans and against anyone trying to divide us.

Another continued priority of mine is removing the state income tax from social security income. Seniors worked very hard and deserve the exemption. Currently Minnesota is one of only a handful of states that taxes social security income.

Legislators have about 15 weeks now to listen, lead and act. We must adjourn no later than Monday, May 23.

In early February we will receive an updated budget forecast that will provide the clearest picture on our finances and help inform our budget priorities for this year. Additional committee deadlines for the upcoming session will be announced soon.

As we look forward to the new year and reflect on the past, let’s take a moment to be grateful for the overlooked heroes in our American democracy, the citizens in every community that make the system work — our local election judges, workers and volunteers.

Many voters may be surprised to learn that the people most responsible for our elections are our own community members who serve as election judges. They are our friends, neighbors, co-workers and family members, and they solemnly swear to perform their duties “according to law and the best of my ability and will diligently endeavor to prevent fraud, deceit and abuse in conducting this election. I will perform my duties in a fair and impartial manner and not attempt to create an advantage for my party or for any candidate.”

Every year, nearly 30,000 local election judges work together with state, county and city staff to provide fair, accessible and accurate elections. Minnesota can boast one of the highest voter turnouts in the nation, thanks to the dedication of those who serve to ensure we can all cast our votes freely and with confi-

dence, knowing that they will be carefully counted. Let’s let those who are serving to safeguard our voting rights and elections know that we greatly appreciate their work!

Participate in democracy

I am writing to encourage my neighbors to get involved with grassroots democracy by participating with your political party’s precinct caucus this year. 2022 precinct caucuses will be held Feb. 1 at 7 p.m.

I will never forget my first caucus. It was overwhelming, challenging and inspiring. The other states I had lived in simply had people cast anonymous votes to determine who would represent their party; and I had never questioned who developed the party’s policy positions, party platforms that represented me if I voted for that party.

Then — caucus night in Minnesota! Neighbors I recognized and ones new to me were there agreeing and disagreeing respectfully, creating common ground and advocating for specific concrete actions. (Aha, the emerging party platform!) We came together to support candidates and to honor persons who had made the brave decision to run for office. Most inspirational: I watched as neighbor after neighbor volunteered for the myriad of organizational tasks necessary to protect the delicate balance of democracy.

You will be in good company if you are now thinking, “Okay, but … I really have no idea what a precinct caucus is. Who can participate; what are the intended outcomes; where’s my party’s precinct meeting; what if I work that night?”

The Minnesota Secretary of State’s website (search “MN Caucuses”) has all that great information, starting with how to contact your political party of choice for details, since each party runs caucus meetings in its own unique fashion.

Please consider wearing a mask to keep everyone safe while you join others who know we cannot let our democracy slide away from us. If you wish to participate but prefer not to attend

in person, some parties may have ways for you to do that. DFLer’s can submit a non-attendee form (search “DFL.org/ caucus”), and persons from other parties can contact their political party for similar protocols.

Help your party be the best respectful, accountable, responsible organization it can be!

Right now, it feels as though we don’t have much we can control.

But there is one thing in your life that you can control to make a real difference, and that is making a personal commitment to waste less food.

The first step is awareness that “we as consumers” are the largest part of the problem.

Thirty-five percent of all food produced in the US is wasted, and individual households account for 43% of the food wasted. If we add takeout and restaurants, individuals waste 61% of the food produced. The most common foods wasted are dairy/eggs and produce (55%).

Why care about food waste?

Think about all the resources that went into producing the food (water, fertilizer, labor, oil, electricity and topsoil).

Water: 15% of ALL the water used in the US goes toward food we throw away. We all know what a precious resource water is. Minnesota experienced a serious drought in 2021.

Fertilizer: Almost a quarter of all fertilizer is used on wasted food, and we know the damage fertilizer does to the soil and waterways.

Landfills: Food waste accounts for 21% of what goes into our landfills and is the largest category of landfills. Landfills release methane, which has 25 times the global warming potential of carbon dioxide.

Fossil fuel emissions: Our food waste is the equivalent of 37 million cars on the road, accounting for 2.6% of emissions.

The list goes on and on in terms of the impact to our natural resources and environment.

What can we do to reduce our food waste?

RAMSEY COUNTY SHERIFF’S REPORTS The Ramsey County Sheriff’s Office reported the following selected incidents in Vadnais Heights and White Bear Township:

Vadnais Heights

• A resident in the 1000 block of Pondview Court reported a burglary overnight Dec. 29-30, after noticing residue on the door handle of a locked interior service door to an attached garage. Although the garage was entered, nothing appeared missing. The complainant was going to check with neighbors for possible video surveillance.

• Construction supplies and equipment were reported stolen overnight Dec. 30-31 after a construction site fence in the 400 block of Oak Grove Parkway was cut and a vehicle driven onto the property.

• A 2003 Ford Fusion was reported stolen Dec. 31 from a driveway in the 3300 block of Jansen Way after the owner left it running while she went

inside to pick up a friend.

The vehicle has been entered into the National Crime Information Center (NCIC) database as stolen.

• A St. Paul woman, 39, was arrested Jan. 1 in the 1100 block of County Road E for violating an order for protection (OFP) after Ramsey County Sheriff’s Office deputies conducting a welfare check found a male and female arguing in a parked car.

• A resident in the 4300 block of Bramblewood Avenue on Jan 3 reported unemployment benefits fraudulently applied for in his name. Deputies advised the complainant about making the necessary notifications and taking steps to minimize identity theft.

• A juvenile was reported for shoplifting Jan. 3 from the Walmart store in the 800 block of County Road E after loss prevention personnel stopped him leaving the store with a cart filled with unpaid

merchandise. Deputies took the subject home and spoke with his parent.

• A resident in the 600 block of Liberty Way reported a burglary Jan. 3 after returning home to find a rear sliding glass door smashed and multiple items stolen from the house. After evidence was gathered, the list of stolen items was entered into the pawn database. The case is under investigation.

• A Brooklyn Park man, 41, was arrested Jan. 5 in the 900 block of County Road E for fifth-degree assault after he accosted his ex-girlfriend as she sat in her car during lunch break. He then took the victim’s newly purchased sandwich and left the area in his vehicle. After a Keep Our Kops Safe (KOPS) alert was issued, Brooklyn Park police located the subject and turned him over to deputies.

The subject was also cited for misdemeanor disorderly

conduct and domestic assault.

• Two bold coyotes were reported at large Jan. 6 in the 100 block of Skyline Drive. The coyotes were seen allegedly walking the street at night and killing rabbits.

• On Jan. 7, deputies recovered an unoccupied vehicle, previously reported stolen out of White Bear Lake, in a parking lot in the 800 block of County Road E. The vehicle was removed from the NCIC database.

• A Ham Lake man, 41, was arrested for fourth-degree DWI Jan. 7 on I-694 and White Bear Avenue after deputies conducted a traffic stop for speeding along southbound Century Avenue.

• A St. Paul man, 44, was arrested on an active felony warrant out of Kannabec County at 12:43 a.m. Jan. 8 in the 300 block of Little Canada Road after deputies responded to a suspicious vehicle call in the 600 block of County Road D.

White Bear Township

• A White Bear Township woman, 20, was arrested Jan. 3 in the 5400 block of Fisher Street for fifth-degree domestic assault after deputies were called out to a domestic in which a daughter punched her father in the head. She was also cited for misdemeanor disorderly conduct.

• A Rolex watch was reported stolen overnight Jan. 5-6 from a home in the 5100 block of Otter Lake Road.

• A White Bear Township man, 27, was arrested on a warrant Jan. 7 in the 1200 block of Halper Way following a traffic stop at the intersection of Otter View Trail and Halper Way. • A North Oaks woman reported the catalytic converter stolen from her Mitsubishi Outlander Sport parked in the theater lot in the 1100 block of County Road J Jan. 8 while she was working the evening shift.

WASHINGTON COUNTY SHERIFF’S REPORTS The Washington County Sheriff’s Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Grant

• Burglary from a construction trailer in the 11000 block of Julianne Avenue N. was reported Dec. 6.

• Vandalism was reported Dec. 6 in the 8000 block of Jewel Avenue N. • A suspicious blue full-sized van was reported Dec. 8 parked beside a UPS truck in the 6000 block of Inwood Court N. as the male driver of the van was removing packages from the UPS truck and placing them into his vehicle. UPS confirmed that the blue van was authorized to accompany the brown truck.

• A motorist was cited Dec. 9 in the 8000 block of 60th Street N. for speeding 77 mph in a 50 mph zone by deputies on stationary patrol, who clocked him on radar at 555 feet after he passed them

at a high rate of speed. The vehicle continued at high speed, passing other vehicles. The driver admitted to speeding and said he needed to hurry home.

• Tools were reported stolen overnight Dec. 9-10 from a job site in the 7000 block of Lone Oak Trail N. • Items were reported stolen from a vehicle parked overnight Dec. 10-11 in the Mahtomedi High School lot in the 8000 block of 75th Street N. • A complainant in the 10000 block of Joliet Avenue N. on Dec. 11 reported receiving a notification on her cell phone that there was a device activated that could determine her location. Deputies checked her vehicle over for any kind of tracker and found nothing suspicious. Deputies advised the complainant to notify them if she were to find anything suspicious.

Mahtomedi

• A wallet was reported stolen overnight Dec. 6-7 from a vehicle

parked on Long Lake Road.

• A Juniper Street resident reported a package missing from her mailbox Dec. 9. The complainant said she didn’t want to make a report, but wanted to know whether there were other mail thefts in the area. However, by merely calling in, the complainant created an incident report, whether she intended to or not.

• A resident in the 1000 block of Summit Avenue at 1:53 p.m. Dec. 10 reported that the neighbor’s dogs bark late at night. Deputies advised the complainant to call in to report when the dogs are actually in the process of barking.

• A resident living near Hallam Avenue S. and Frankland Street at 8:50 a.m. Dec. 11 reported that his road was not plowed. Deputies advised him that the party to call in such matters was either Mahtomedi City Hall or Mahtomedi Public Works.

Meanwhile, an unidentified vehicle owner received a citation at 2:02 a.m.

Dec. 11 for having parked on a snow emergency route overnight.

• An unidentified motorist was arrested Dec. 11 in the area of I-694 and Century Avenue for driving on a license canceled due to unsafe behavior. His vehicle was towed.

Pine Springs

• An unknown motorist was taken into custody at 1:26 a.m. Dec. 28 on eastfacing Highway 36 over Hilton Trail N. for DWI, after deputies responded to a report of a driver at the side of the road slumped over the steering wheel.

• Mysterious and highly suspicious dragging sounds heard on a motionactivated camera at 7:54 p.m. Dec. 11 in the 3000 block of Viking Drive turned out to be a neighbor outside plowing his driveway with an ATV. The neighbor told deputies that he hadn’t seen anyone else around during the hour he was outside except for himself.

WHITE BEAR LAKE POLICE REPORTS The White Bear Lake Police Department reported the following selected incidents: • A suspect fled an attempted traffic stop for speeding in the area of Highway 61 and Hoffman Road Jan. 1.

• Catalytic converters were stolen Jan 1 in the 4700 block of Bald Eagle Avenue, the 4700 block of Centerville Road and the 3400 block of Buckbee Road.

• A cell phone was stolen from a business in the 3200 block of White Bear Avenue Jan. 1.

• Officers responded to a possible assault in the 2100 block of Fourth Street Jan. 2.

• Harassment was reported in the 3600 block of Hoffman Road Jan. 2.

• Catalytic converters were stolen Jan. 2 in the 1700 block of Elm Street and the 3500 block of Century Avenue N. • A White Bear Lake woman was arrested on multiple outstanding warrants Jan. 2 in the 5000 block of

Stewart Avenue. A St. Paul man was arrested at the same time for driving a stolen vehicle that he used to pick up the woman, and a search also found narcotics belonging to him.

• A White Bear Lake man was arrested for passing counterfeit currency at a business in the 3200 block of White Bear Avenue Jan. 2.

• Theft was reported in the 1900 block of Buerkle Road Jan. 3.

• A catalytic converter was stolen in the 2000 block of Fifth Street Jan. 3.

• A vehicle was stolen from a dealership in the 4000 block of Highway 61 Jan. 3.

• A man sustained potentially life-threatening injuries and was transported to a local hospital Jan 4 following a forklift accident in the 4000 block of Highway 61.

• A stolen vehicle was recovered in the 2100 block of Fourth Street Jan. 4.

BIRKELAND: Local skater becomes youngest member to compete on Olympic team FROM PAGE 1A

A 2020 graduate of Mahtomedi High School, Birkeland is by far the youngest member of the speed skating team headed for the 2020 Winter Olympics, slated to begin Feb. 4 in Beijing, China.

The next-youngest is 27. She is regarded as a rising

star on the world cup circuit, according to the Team USA website.

Birkeland was named the women’s national champion in mass start after winning the race in 9:53.20, which added 60 points toward her Olympic qualifying score. The mass start is a cumulative point total of three races. Two mass start races

come from the world cup circuit, with the third race occurring at the Olympic Trials.

Birkeland grew up competing with the Midway Speedskating club in Roseville. Upon graduation, she moved to Utah in June of 2020 to train at the Utah Olympic Oval.

BEAR’ly Open tees off for its 15th year

The BEAR’ly Open golf on ice tournament is celebrating 15 years of charitable winter fun in support of the White Bear Area Food Shelf. The event will kick off with a dance at 6:30 p.m. Feb. 4. The tournament will begin on Feb. 5 with tee times at 11 a.m. and 1 p.m. An online auction will run Feb. 2 through Feb. 5.

After holding the event for a decade and a half, BEAR’ly Open has raised enough money for the White Bear Area Food Shelf to purchase over $2 million of food.

“It took us about 10 years to reach the $1 million mark, but in the last couple years we’ve made it up to the $2 million mark,” said local chef, Rotarian and BEAR’ly Open’s creator, Ken Galloway.

Part of the fundraiser’s impact is that every $1 donated to the food shelf can buy $8 worth of food, making every BEAR’ly Open ticket stretch to a larger charitable potential.

This year, BEAR’ly-goers can expect the event to be back to how it was pre-pandemic.

“It’s back to the traditional format, with the dance the night before and the golf tournament the next day.

We’re monitoring the COVID situation for the dance, but thankfully everything else is outside. We’re trying to make it a safe event,” Galloway said.

According to Galloway, BEAR’ly Open has been the largest community event to benefit the White Bear Area Food Shelf. Events like this are especially beneficial to the food shelf, since food insecurity has increased during the pandemic.

The topic of food insecurity is important to Galloway, who works as a chef in the food business.

“As a young chef, I worked on charity events, and my mom worked with the North St. Paul Area Food Shelf.

And it’s a topic that affects children, and it feels wrong that there are some kids that don’t have enough to eat,” Galloway said.

BEAR’ly Open has drawn in some promising registration numbers so far; more than 100 people were registered by the end of 2022. Those who are looking to be a sponsor for the event should contact Galloway at bearlyopen@gmail.com or at 651-983-5202. General registration is at bearlyopen.org.

SNOW SCULPTING: Event caps off with community block party FROM PAGE 1A

“We talked to the organizers of that event, and they said they’ve always wanted to do a world snow sculpting championship,” Anthony said. “There are international competitions, but there’s never been a world snow sculpting championship.”

According to Anthony, there were many cities that were interested in hosting.

Winter Fun LLC wanted the contest to be by a river town, and Stillwater was the organization’s first choice.

Over the last year, the chamber has been working with the steering committee to host the event. Part of its tagline is the “world’s coolest block party,” which the chamber will host.

“Depending if the weather cooperates, they will start making snow on Jan. 10 in the chamber parking lot and moving the clean snow into Lowell Park and forms that they’re building,” Anthony said. “Then the snow will go

into the forms, and people will get in and stomp the snow down. That should take about a week.”

On Tuesday, Jan. 18, an artist presented a carving exhibition and discussed carving and the tools they’re using at Lowell Park. “It’s a chance for visitors to get up real close and ask questions to the artist,” Anthony said.

There will be an opening ceremony Wednesday, Jan. 19, at JX Event Center for VIP’s and sponsors. This is a ticketed event, and is open to the public with limited seating available.

“That will be the time to introduce all the teams from the (different) countries and get them on stage and say ‘hello.’ There will also be entertainment and a chance to mingle with the teams,” Anthony said.

The competition starts at 9 a.m. Wednesday, Jan. 19, at Lowell Park and will go until 2 p.m. Saturday, Jan. 22.

The chamber will host a

mixer on Thursday, Jan. 20, at the Water Street Inn to celebrate its 130-year anniversary.

At 4 p.m. Saturday, Jan. 22, there will be a closing awards ceremony at the Water Street Street Inn. First-, second- and thirdplace winners will be announced, as will the people’s choice award.

“After the awards ceremony, we’ll be celebrating at the world’s biggest block party,” Anthony said. “We’re looking at taking the whole block and having a community party. People can check our website for updates.”

The event ends Sunday, Jan. 23, with MinneSnowta Nice Day, which will focus on the state of Minnesota.

Change in leadership on the horizon at Northeast Youth and Family Services

Northeast Youth and Family Services president and CEO Tara Jebens-Singh has decided to move on to pursue her doctorate degree.

“I am committed to making sure that there is a mindful and thoughtful transition process, and I plan to stay at NYSF until a new CEO is in place. The position has been posted, and our search team is currently recruiting viable candidates,” JebensSingh said. “I anticipate it will be in the spring

when the transition is complete, and I’m committed to NYFS until the person hired is ready to lead. It’s a big job, and I’ll make sure there is a solid hand-off. ” NYFS is a communitybased, traumainformed, mental health and human services nonprofit organization that has served the communities of suburban Ramsey County for 45 years.

The nonprofit’s mission is creating a better tomorrow for youth, adults and families in our community. The

organization offers three programs — Community Advocate Program, Senior Chore Program and Youth Diversion.

Jebens-Singh, of North Oaks, started at NYFS in April 2020 just weeks after the COVID-19 pandemic caused NYFS to suspend in-person services. She quickly got up to speed on what needed to be done to get NYFS through the pandemic.

“We couldn’t do what we do without the municipal partners and our relationships with the school districts, law

enforcement, the county, state, businesses and the civic groups that support what we do,” JebensSingh said. “The lessons that we collectively learned during COVID taught us how to best work together as collaborators to solve our regional problems and make us stronger as a community.”

Jebens-Singh said one thing she is going to miss about the job at NYFS is what drew her to it in the first place — a truly community-based organization.

“For me, being involved with an organization that’s rooted in suburban Ramsey County where I’ve lived and worked for 25 years and having that connection with the communities and playing that type of role

is probably what I’ll miss the most,” she added.

Jebens-Singh sits on the NAMI Ramsey County Board of Directors. She said she intends to continue to be an advocate for individuals living with mental health issues and their families.

Also, she will continue working with the Many Faces of White Bear Lake collaboration, Partners for Good, and as a board member with the Vadnais Heights Economic Development Corporation (VHEDC).

Jebens-Singh said she has learned a lot about the daily operations and direct service from a provider’s point of view during her time at NYFS. “I’ve learned how to recognize where there is room for

improvement and also being able to work with other collaborative organizations that help coordinate mental health in our area,” she said.

“These are invaluable lessons I can take with me into advocacy and policy and systems change work. Having that perspective will make me more effective in any work I do in the future.”

Challenge-mode foraging: Finding wild foods in Minnesota winter

Rosehips The fruit of rosebushes sometimes stays on the branches long into the winter, providing a naturally dried source of rosehip tea. Wearing thick gloves while harvesting can prevent painful pricks from the thorny branches. The hips can be used whole steeped in a tea blend, but crushing them will release the gritty seeds and fibers inside, which no one wants to ingest. Rosehips are high in vitamin C and can help boost the immune system—a great benefit for the time of year where seasonal illnesses are rampant. Add a little honey or mint leaves to your rosehip tea for a more complex flavor.

Chaga Chaga is a fungus mainly found on paper birch and yellow birch trees. This fungus attacks injured but living trees, growing like a tumor from the inside. On the surface of the tree, chaga looks like a big black scorch mark, but inside, it is a burnt yellow-orange color. The interior color is a dead giveaway that you have a fungus and not simply an old burn scar in front of you.

Chaga grows very slowly. If you choose to harvest chaga, it’s best to take a chunk no larger than the size of a fist, so the remaining fungus can continue growing.

Winter is the best time to harvest, since the fungus is naturally dried in the cold winter air. The texture of chaga is hard and woody, so it should be chopped into smaller chunks and powdered with a food processor or coffee grinder. This powder can be combined with hot water or milk to make a thick, coffee-like beverage. Cinnamon and maple syrup can add to the richness of chaga tea.

Watercress Watercress is a plant in the mustard family. Watercress can be found in shallow streams of fast-flowing water, and is easy to spot from a distance by its bright green color. This plant should only be collected from clean water sources, and leaves should be washed thoroughly before consuming. The taste is similar to arugula or other peppery, flavorful greens, and is often used on sandwiches or in salads.

The number one rule of foraging is never to eat anything you cannot identify with 100 percent confidence.

There are many Minnesota-specific guides to plant and mushroom identification and foraging. Smartphone apps such as Seek and iNaturalist can also give you a good start in identification, but are not always accurate and should be double-checked with a field guide or expert opinion.

It’s important to make sure you have permission to enter and harvest on the land where you plan to forage. Some items can be found right in your backyard, especially if you have a home garden. You should also be certain that the area where you plan to forage has not been treated with harsh chemicals.

Be mindful of how much you gather. Many foragers take only as much as they will use, and leave behind some wild foods for wildlife to eat, or to allow seeds to spread for the coming spring.

Minnesota is rich in edible wild foods, but it’s difficult to find anything alive and growing when everything is buried under inches of snow and ice. Foraging for wild foods in winter is a bit like a scavenger hunt—it gets you outside and keeps you busy in the winter months, with the promise of a tasty reward at the end.

Below are a few wild foods you can forage even in the dead of Minnesota winter. Most of them are best prepared as tea, but what better way to warm up after a long foraging walk than with a hot mug of spruce needle or rosehip tea?

Turkey tail Turkey tail is a fungus that grows on decomposing wood year-round. It is a visually alluring fungus, easily recognizable by its colorful concentric stripes resembling the patterns on wild turkey feathers. Turkey tail has many health benefits, including antioxidants and prebiotics that aid in digestion. The easiest way to use these fungi is in a turkey tail tea. This can be easily turned into a warming turkey tail chai latte with the addition of a few spices and your choice of dairy or dairy substitute.

Lots to do outdoors in north metro during winter months

If you’ve lived in this area all your life or for just one winter, you know there are many outdoor activities once the snow arrives.

Most of our cities have a lot of parks, skating/hockey rinks, skiing areas and more, much more.

Take a look at Hugo, where its parks offer a half-dozen outdoor activities, including cross-country skiing, snowmobiling, sledding, skateboarding, ice skating and hiking on miles of nature trails.

The cross-country skiing is on groomed trails at Irish Avenue Park. Access and parking are available off Irish Avenue.

Snowmobilers have miles of trails maintained by the Hugo Snowmobile Club that connect to regional trails.

The club is part of the Washington County Star Trail Association.

Hugo has two special passive parks with unpaved trails that provide great opportunities to connect with nature.

Clearwater Creek Preserve offers a 1/2-mile creekside trail. Parking is available on Fable Hill Circle North. The trail surface is made of wood chips and can be uneven or muddy, depending on the season. Irish Avenue Park is located at 14420 Irish Avenue N. There are several miles of looped trails throughout the property.

The city’s most popular area for sledding is at Oak Shore Park, which is located at 12790 Exhall Avenue

North. It’s southwest of Highway 61 and 130th Street, and includes a small playground at the top of the hill.

Skateboarding enthusiasts will have to wait until next winter for their enjoyment at Lions Park, which will offer quarter pipes, grind rails, concrete ramp features and a center pyramid. The park is under construction and won’t be completed until this summer. “We’re going to have a beautiful park there,” said Shayla Denaway, the city’s parks planner.

For outdoor skating, a rink is located at Hugo Elementary School, located at 14895 Francesca Ave. North.

Denaway said special events such as a sledding party and a cross-country meetup are being considered.

The city of Shoreview has seven outdoor skating rinks with supervised warming house facilities. All of the locations below have lighted hockey or general skating rinks. (Did you know it takes 7-10 consecutive days with below-freezing temperatures to produce a safe ice surface?) And if it gets too cold — like last Friday, the rinks are closed.

Despite working through some inclement weather and COVID restrictions, Shoreview is going full throttle.

“We’re still running everything as usual,” said Becky Sola, Shoreview’s recreation program manager.

Sola said more information on all activities can be obtained by calling 651-490-4750.

Lino Lakes canceled its fall and winter activities last August, but its residents can participate nearby. Its recreation programs and use of warming houses actually were halted in late 2020.

White Bear Lakes has 24 parks that are closed for the season. Outdoor enthusiasts are enjoying them at their own risk, as there are no groomed trails. Skating rinks are open at four parks — Podvin, Spruce, Jack Yost and Ramaley.

So, whether you live in White Bear Lake, Vadnais Heights, Mahtomedi, Hugo, Lino Lakes, Centerville, Lexington, Lino Lakes, Shoreview or Forest Lake, you’re not far from these winter outdoor activities.

And, of course, this is a state with more than 10,000 lakes, which means lots of ice fishing. You’ve probably seen several fishing houses on local lakes. More are likely to come.

Boys hockey: Bears steal win over Raptors, cruise vs. Park White Bear Lake snatched a 4-3 victory at East Ridge when they were 10 seconds from defeat Thursday, then pummeled Park 8-2 Saturday, improving to 7-5.

The Bears, down 3-1, got a goal from Nolan Roed at 10:16 of the third period.

Tyler Bishop knotted the score at 16:50 on a power play, assisted by Nicky O’Brien and Aiden Akins, after a checking penalty on the Raptors (6-9-1) with 35 seconds left.

“We drew up a play and found wideopen Tyler Bishop in the high slot,” coach Tim Sager said. “We had a great screen and the goalie didn't see the shot from Tyler.” Then, just 39 seconds into the OT, Charlie Olsen, junior forward, steered the puck under the goalie’s glove on a two-onone break, assisted by Roed.

Tyler Kotzmacher had the first goal for the Bears (6-5), also assisted by Roed. “Good effort by the team,” Sager concluded. “We have to stay focused on doing the little things, making strong plays and executing our systems to keep on improving as a team.”

Boys basketball: Zephyrs fall to Cadets 72-70, then defeat Anoka Mahtomedi was edged by St. Thomas Academy 72-70 despite impressive long-range shooting on Tuesday, Jan. 11, then thumped Anoka 77-46 Friday. St. Thomas (6-5) had 6-foot-8 Nathan Johnson with 26 points and Michael Kirchner with 17. Owen Carlson pumped in 24 points, AJ McCleery 20 and Cole Armitage 12 for the Zephyrs (4-4).

They sank 12 three-pointers, with Carlson and Armitage hitting four each. Javan Harvey snagged 12 rebounds. “We out-rebounded them, but they played without turning the ball over, a huge key for them,” Zephyr coach Keith Newman said.

Against Anoka, Carlson sank 20 points, Armitage 12, and McCleery and Harvey 10 each. Eleven players scored. Jay Nyamari led Anoka (3-8) with 12 points.

Roadmap points all directions for soon-to-be ex-city planner

When her sister and favorite travel companion retired last year, White Bear Lake’s community development director got to thinking.

Or in Anne Kane’s words, “that’s when the wheels started turning.” After months of mulling the decision, she gave notice that Feb. 11 would be her last day with the city.

Her decision to resign wasn’t an easy one, but after 28 years in city planning, Kane felt it time to take a sabbatical to pursue activities she loves best — like trekking the rugged Superior Hiking Trail or exploring small towns in exotic places.

Kane came to White Bear Lake from the Chicago area 10 years ago. She quickly assimilated, purchasing a quaint house within walking distance of City Hall and embracing the challenging job

of overseeing development in the historic community.

She is proud of the major projects completed under her watch, like the marina triangle development, The Waters senior living facility, Lunds & Bylerly’s, the Tower Crossing property on Centerville Road and the Schafer Richardson apartment building on County Road E. A recent analysis by the city’s financial advisor shows the market value of those business properties has blossomed from $6.8 million to $100.2 million, a sum Kane finds “amazing.”

“It’s good information for our council to have,” she added.

Private sector investment in the city is proof White Bear’s community development position is one of the most coveted in the state, Kane said. “And that does not reflect the money going into the arts district or schools, single-family residential and nontaxable properties. Those

things are why the community is so desirable.”

The timing of her departure and that of the mayor and city manager is coincidental, emphasized Kane. “Ellen (former city manager Hiniker) beat me to it.

I don’t want anyone to think my leaving has anything to do with the new leadership.

“We are only given limited time,” Kane said. “I want to go

out while I still love this field. I have a lot more energy and spirit left in me to start a new chapter.

I’ve always been an adventurer.”

Her bucket list is long, she noted, and includes long road trips and spending time in Croatia within walking distance of the Adriatic Sea. Kane is already looking forward to a monthlong trip to Florida and Mexico she booked a year ago.

During her undefined sabbatical (retirement is not the correct word), she plans to “align my mind and spirit and focus on letting myself decide what I really want to do,” shared Kane. Finding creative housing solutions are a possibility, which builds off her many years of professional experience. “Housing,” she added, “is critical to the health of a community.”

And no, she doesn’t plan to sell her house. “I can’t tell you how many people asked me that,” Kane laughed. “I love this area

and I’m planning to stay, at least for the foreseeable future.”

Co-worker Samantha Crosby, planning and zoning coordinator, called Kane “a wonderful boss.”

“She leaves a legacy of both advancing and streamlining the department by leaps and bounds,” Crosby said. “To offer a few examples, Anne dovetailed the Variance Board with the Planning Commission, expanded the revolving loan and grant program for small businesses, and provided staff with the resources to better assist those in the community who need it most.

She’s the best boss I’ve ever had, and it has been a true pleasure to work with her.”

Kane admits, it’s a little scary to walk away from a six-figure job, but at the same time, she feels she is following her heart. “I am super excited by the idea I could step off a cliff and fall or I could fly. A friend told me to just ‘stick the landing.’ That’s my motto.”

Housekeeping chores completed at council’s first meeting

WHITE BEAR LAKE – City Council checked off the usual housekeeping chores required every January, but some items received special attention before approval.

The first was naming the White Bear Press the city’s official newspaper, per staff recommendation. Council Member Bill Walsh said he disagrees with the state mandate requiring municipalities to publish legal notices in its official newspaper, and asked the item be pulled from the consent agenda for further discussion.

The consent agenda is usually reserved for items considered routine and acted upon by one motion.

The Ward 1 representative also requested further discussion on legal representation and purchase of capital equipment items in 2022.

Regarding the official newspaper, Walsh contends that there is a better and cheaper way to communicate to residents, and that is the internet. He understands the revenue is important to a newspaper but Walsh questions a legislative mandate that forces cities to buy column inches for legal notices.

Council Member Dan Jones concurred, calling the mandate “a waste of taxpayer

money.” Council Member Heidi Hughes disagreed, saying she enjoys reading notices in the community newspaper where it is much easier to access. Admitting she might be “old-school,” Hughes said, “moving everything to the internet isn’t always in our best interest.”

Regarding appointment of a city attorney, counselor and prosecutor, staff recommended Troy Gilchrist of Kennedy and Graven for another year. Also approved was the firm’s proposed 3% rate increase.

Prosecuting attorney Robb Olson was appointed for another three years.

Walsh said he is happy with their service and representation but felt it should be voted on separately and not in the consent agenda.

As a side note, legal costs totaled $77,469 for 2021 counselor services and $153,600 for prosecution.

Next year, Council Member Kevin Edberg said he prefers a conversation take place on legal representation before the January meeting.

Regarding the purchase of capital equipment items, Finance Director Kerri Kindsvater said the items were included in the city’s previously approved 2022 budget and 10-year capital improvement plan (CIP).

Each year, staff reviews the plan to ensure appropriate costs are approved for

each item, Kindsvater explained. Council then approves the plan before departments make purchases of more than $100,000.

This year, equipment purchases totaling $1.02 million will include a multiuse truck with garbage capabilities for $153,000; a tandem-axle dump truck body for $150,000; a new ice resurfacer for $115,000; a single-axle dump truck for $230,000; a public works backup generator for $125,000 and a new ambulance for $250,000 to replace the 2012 model.

“These have been discussed before,” Kindsvater iterated.

The amounts are estimates based on last year’s budgeting process. If a purchase price is higher, staff will bring the item back for approval. Funds have been identified for the purchases, including American Rescue Plan Aid, the equipment acquisition fund and ambulance fund.

Before approval, Walsh said he wanted the purchases pulled from the consent agenda as a “transparency thing.”

In other business: • Kevin Edberg was reelected council chair. Jones was elected chair of the Housing and Redevelopment Authority.

Assignments to various committees and organizations were determined, as follows:

• Walsh will sit on the Metropolitan Council’s new Metro Purple Line corridor management committee. The advisory committee provides a forum to discuss project development issues and regional decision-making.

• Jones will remain on the Vadnais Lake Area Water Management Organization board.

• Walsh will represent the city on the Ramsey County League of Local Governments.

• Hughes will serve on the Ramsey County 911 Dispatch Policy Committee.

• Hughes will serve on the Northeast Youth & Family Services board. Walsh did serve on the board for six years and noted the nonprofit is in the process of hiring a new executive director.

• Walsh will serve on the Ramsey/Washington Suburban Cable Commission.

Before adjournment, Mayor Dan Louismet noted that as an observer, he was always impressed with the civility and decorum shown by council members, even when there is disagreement.

“I think it’s commendable, and I hope to continue that tradition,” he said. “We have things coming down the pipeline that I know are contentious and I expect lively debate but I am confident we will continue that same level of civility.”

to test again, or if their neighbor’s radon level is low, they don’t need to test.

Testing should be conducted in all homes, regardless of foundation type, soil type, age, presence of an air exchanger or insulation, Tranter said. Even if the initial test shows the radon level is low, it’s a good idea to retest at least every five years because levels may change.

Homes with mitigation systems should also be retested. The monitors on mitigation systems do not show the radon level, so it’s important to retest at least every two years.

New homes are built with radon-resistant features, but they can still have elevated radon and should be tested.

MDH is partnering with local public health departments and other organizations to make test kits available to all Minnesotans at low or no cost. Participating agencies and vendors can be found at health.state. mn.us/communities/ environment/air/radon/ radontestresults.html.

Hardware stores may also stock test kits.

Licensed professionals can also conduct testing.

To help residents

get a more accurate picture of radon levels in Minnesota, MDH developed a series of maps showing information about radon in Minnesota, available at mndatamaps.web.health. state.mn.us/interactive/ radon.html. Some of the key findings were: • The average radon level in Minnesota homes is about 4.5 pCi/L compared to 1.3 pCi/L nationwide.

• Only about 1% to 2% of homes in Minnesota are tested annually; health officials recommend that at least 20% be tested annually.

• Testing and mitigation are less frequent in communities with lower incomes and more renters.

Health professionals recommend testing for radon during real estate transactions. Sellers must disclose any prior radon testing and provide a two-page publication to buyers under state law.

Radon tests should be incorporated into a home inspection.

Tests should be done in the lowest level of the home that is frequently occupied. Test devices are usually placed in the home for two to five days. The best time to

The radon risk is largely preventable through testing homes and eliminating radon problems through improved ventilation and other measures. With more people working from home, it’s more important than ever to test homes for radon, because testing is the only way to know if a home has radon levels at or above the level that presents a health risk.

During January, Radon Action Month, the Minnesota Department of Health (MDH) is making a special push to urge everyone to test their home for radon.

“Unfortunately, many people are still exposed to high levels of radioactive radon without being aware of it, and this puts them at increased risk for lung cancer,” said Dan Tranter, supervisor of the MDH Indoor Air Program. “We’ve heard a lot of common misunderstandings that discourage people from testing their home for radon.”

For example, many people think their home does not need to be tested, or that if they test once they don’t need

School board welcomes new members, faces COVID-19 challenges in the classroom The White Bear Lake School Board hit the ground running on Jan. 10, swearing in four newly elected members: Deb Beloyed, Kathleen Daniels, Jessica Ellison and Chris Streiff Oji. Ellison was established as the new board chair, while Scott Arcand was named as vice chair, Angela Thompson as clerk, and Deb Beloyed as treasurer.

With those formalities concluded, the 2022 school board addressed some of the immediate challenges the schools are facing during the current nationwide surge of COVID-19 cases.

Superintendent Wayne Kazmierczak reported that the case rate within the district dropped in December but spiked rapidly after students and staff returned from winter break. There were 327 cases reported the week prior to Jan. 10, Kazmierczak said.

In an efforts to reduce infection rates, the district opened a COVID testing center for White Bear Lake and Mahtomedi students and staff members in December. The testing site is located on County Road F, the former location of Garden of Hope Montessori.

folks are giving up time.” As staff shortages have led some districts to cancel bus routes to school, Kazmierczak considers the district’s ability to keep classes going a success.

“We are asking a lot of our employees and our community to show us grace as we continue to work through this time,” he said. “Our goal is to keep kids in school, and we’re going to work very hard to do that, but it’s becoming increasingly challenging.”

The district released a statement on Jan. 11 notifying families that a shortage of bus drivers might become a reality in the White Bear School district in the coming weeks if caseloads continue to

overwhelm the schools.

“If bus cancellations were to happen, we would reach out directly to the students on the canceled bus routes,” Kazmierczak wrote in the statement. “We would intend to give advance notice of such a change, but it is possible that the notice would need to be more last-minute than any of us would like.”

A return to distance learning might occur if transmission rates remain high or too many staff become unavailable, the statement said.

Among its action items during the evening, the board passed a new school policy to comply with the OSHA Emergency Temporary Standard

regarding testing, vaccines and face coverings in the workplace.

In addition to addressing these health and safety concerns, the board also performed its annual first-ofyear meeting chores. These included establishing rules of order and schedules, establishing board compensation and appointing representatives to their respective schools and committees for the coming year.

In other action, the board: • Awarded a contract to ProTec to provide security services to North Star Elementary in Hugo for $199,935.

• Resolved to lease a home the district has purchased on

Bald Eagle Avenue. Located between Lincoln Elementary and the Central Middle School athletic fields, the original intent was to raze the home to create a corridor between the schools. The plans are not immediate, so for the time being, the property will be made available as a rental.

• Approved updates to policies regarding student dress and appearance, use of electronics and use of electronic signatures to conduct official business.

The next school board meeting will be held at 5:30 p.m.

Mahtomedi School Board implements open forum

The members of the Mahtomedi School Board voted Jan. 10 to include public commentary as part of an amended agenda, effective immediately. Members also split on a 3-3 vote whether to comply with the Occupational Health and Safety Administration (OSHA) mandate to require a COVID-19 vaccination as a condition of employment, an issue that was rendered moot by the U.S. Supreme Court’s decision late last week.

During the process of approving the Jan. 10 meeting’s agenda, new Board Member Paul Donna asked then-Board Chair Lucy Payne to include public commentary as part of an amended agenda. He said that he had received several emails from the public asking to speak, and several members of the public were present in the meeting room hoping to do so.

Board Member Kelly Reagan noted that, as far as she knew, public commentary was allowable if tied to an item on the agenda. "I don’t have any problem with the public ever commenting on how they feel about anything at all," she said.

Payne said that it would be unfair to other members of the public who weren’t given any indication that there would be public comment listed on the agenda and who weren’t present. “And it isn’t fair to board members to add public comment to the agenda at the last minute," she said.

The item up for discussion was whether the district would approve a policy complying with OSHA mandates before the U.S. Supreme Court ruled on whether the mandate was constitutional. OSHA mandates that any employer with more than 100 employees to require a COVID-19 vaccination as a condition of employment. The Court decided Jan. 13 that OSHA did not have that authority under the current law.

Board Member Stacy Stout noted that the call for action on approving the OSHA mandate was last-minute as well; she noted that board members had only just been notified of its details on the previous evening.

The board voted 4-2 (Payne and Board Member Julie McGraw opposed) to allow public commentary at the meeting. The cameras were turned off, and three members of the community voiced their opposition to the OSHA vaccine mandates.

When the cameras were turned back on, the board

got right down to organizational matters, including an item that was on the agenda when the evening began. Based on discussions with board members in December, Payne presented the slate of officers that put forward Stout as chair, Reagan as vice-chair/clerk and Donna as treasurer.

After the board quickly elected their new officers, Stout picked up the gavel and facilitated the rest of the meeting, as she will do for the remainder of the year.

The first action item of consequence was approval of policy 491, dealing with mandatory employee COVID-19 vaccination or testing and face coverings.

Before the motion to approve failed due to a 3-3 tie (Donna, Reagan and Stout opposed), board members offered their reasons for support and opposition.

This mandate from a federal agency — not even a health agency — and not passed by Congress or signed by the president is setting a concerning precedent, Stout said. "This mandate doesn’t address the issues we are elected to address," she said.

"I don’t claim to be a health expert, but I do claim a background in education," Reagan said. Noting that she was a longtime civics teacher, Reagan said she struggles with the unconstitutional nature of the OSHA mandate. "I have no trouble getting vaccinated and and saying I did. But I feel I don’t get to make that choice for someone else. I want to represent all of the Mahtomedi community."

Payne cited the district’s risk of being fined for not complying. "We would be losing instructional dollars, which we really don’t have enough of," she said. "We can advocate in other ways for change. But for now, passing this policy is in the best interest of our students to keep the limited funds we have in the classroom for instructional needs."

"I didn’t get the idea this would be a punitive thing," Board Member Kevin Donovan said.

Adopting the vaccine mandate policy infringes on the individual rights of every employee in this district, Donna said. "As a board, and given what the federal and state governments impose, we have a duty to protect the rights of every employee in this district to make their own medical choice."

"We are in uncharted times," Donovan said. "Hopefully we have the wisdom to make it through this and that we can rally the Zephyr community. Hopefully, this is a very short thing."

More news from the Jan. 10 meeting: According to Minnesota Department of Health guidelines, which follow those of the Centers for Disease Control and Prevention, the district will use the shorter quarantine period of five days for students who test negative or show no symptoms, Superintendent Barb Duffrin said. However, a well-fitting mask is still required for all 10 days of the quarantine period, she noted. Currently, exposure to COVID-19 will not trigger a quarantine due to the district’s universal masking requirement. Families and staff will continue to receive exposure notifications, she said.

As part of its annual organizational reshaping, the board passed out assignments to board members to serve on its committees, advisory boards and governing boards.

For all their hard work, board members will be compensated annually, according to the average of the Northeast Metro 916 member district’s school board salaries. For 2022, the board chair will receive $5,986; the clerk will receive $5,513; the treasurer will receive $5,458 and directors will each receive $5,356.

The lives of participants on the athletic track may no longer be in imminent danger from batted baseballs, following a discusion on baseball stadium improvements and safety upgrades. Mahtomedi High School Activities Director Aaron Forsythe and Director of Finance and Operations Jeff Priess presented plans to install higher and longer chain-link fencing around the backstop and foul lines. Improvements also include a new concrete backstop, a concrete walk, a maintenance strip and sod and site restoration. If the district can award a contract to the lowest bidder

by March, construction can begin this summer and be nearly complete by fall. The budget estimate for this project is $350,000.

The board adjourned to closed session, as allowable

Kimberly Ann Emery Kim Emery born Aug. 3, 1966 passed away Nov. 29, 2022. Kim is survived by her long term boyfriend Bill Steinert and her sister and 2 brothers. Kim is preceded in death by her mother, father and brother.

Kernel Lantin Armbruster, age 96, passed away Jan. 9 at Hugo, Minnesota. Beloved husband, father and grandfather, he is survived by his daughter Jenny ( Jeff) Snyder, Normal, Illinois, and granddaughters Kelly Snyder, Wilmington, Delaware, and Kristina ( Kurt) Ramsey, Richmond, Virginia.

Kernel was born in Sanford, Florida on Sept. 24, 1925. He enlisted in the US Navy, serving in the Pacific Theater in WWII. Upon his return he attended and graduated from Washington University in St. Louis, Missouri where he met his dear wife of 70 years, LaVerne. He also earned a law degree from St. Louis University.

Kernel had a long and successful career at the St. Paul Companies. From his start in claims he advanced to lead the Insurance Law Department as General Counsel and Secretary until his retirement in 1984.

Travel to places around the world, USA and especially northern Minnesota with LaVerne brought Kernel much joy. He also enjoyed their home on Bald Eagle Lake where he could fish and relax. He had many happy memories spending time with his family, especially his granddaughters. He will be deeply missed by all of us.

We’ll never forget Kernel’s kindness and generosity. He was always thinking of others, and his loving, positive spirit brought joy to so many people. He was an active member of the First Presbyterian Church of White Bear Lake for many years and loved volunteering at the Red Cross.

We are very grateful for everyone who cared for him at Keystone Place at LaValle Fields and from Allina Hospice.

A private graveside service was held at Union Cemetery in White Bear Lake, Minnesota. There will be a celebration of life for both Kernel and LaVerne at a future date. Memorials preferred to the First Presbyterian Church of White Bear Lake, or the United Negro College Fund.

Marceline Mitchell Passed away Jan. 4, 2022. Born to Walter and Laura (Zellmer) Kuehn in Ripon Wisconsin, she grew up in Ripon and graduated from high school. While working at Ripon College, she met her husband, John Mitchell. They, with their son Jeffrey, moved to Waupun where they spent their married life. Marcie worked over 25 years as a personal secretary at National Rivet. Following her retirement, she worked for several years as church secretary at Immanuel Lutheran.

In 1998, Marcie decided to move to White Bear Lake to be closer to her family and grandchildren. As always, she stayed busy in many activities. She was president of her condominium association for many years, served as an election judge in Ramsey County and volunteered as a preschool screener. She was active in many groups and organizations besides being devoted to her church. Throughout her years, Marcie loved to travel and enjoyed working in her flowers.

Marcie is preceded in death by her parents, Walter and Laura Kuehn, sister, Geraldine Roedl, husband, John Mitchell, and grandson Mark Mitchell. She is survived by her son, Jeffrey (Heidi), granddaughters Kay (Jason) Morris and Sally Hanson, granddaughter-in-law Megan Mitchell, seven great grandsons and numerous nieces and nephews.

Funeral services will be on Thursday Jan. 27 at 11 AM at St. Andrew’s Lutheran Church, 900 Stillwater Rd. Mahtomedi, Minnesota 55115 with visitation one hour preceding. Interment will occur in Wisconsin at a later date.

Donald Joseph Conrath Jr.

Donald Joseph Conrath Jr. was born on Nov.2, 1929.

On Jan. 12, 2022, at the age of 92, he entered fully into the presence of his Lord and Savior.

He is preceded in death by wife Arlene, Parents Donald and Norma Conrath, sister Barbara Rasmussen, and in-laws Kathryn and James Trautmann, Howard Rekstad, and Joyce Rekstad.

Survived by children Scott (Sonja), Michael (Patrice); grandchildren Richard, Forrest, Sharayah, Adelyn (Charles) Kopp, and Landon; great granddaughter Juliana Kopp; in-laws Dick Rasmussen, Carla Rekstad, Cecilia and Orville Mausolf, Lloyd and Patricia Rekstad.

Don grew up on the east side of Saint Paul and graduated from Johnson High School and the University of Minnesota. He served in the Army Signal Corps and worked at 3M as a process engineer. He met his wife, Arlene, at work and they wed on Sept. 16, 1960.

He was an avid golfer, model railroad enthusiast, and lifelong learner. A devoted husband, father, grandfather, and friend.

We celebrate a life well lived!

Don was a faithful member at North Haven Church and a longtime resident of White Bear Lake. Memorials preferred to North Haven Church.

Private family interment at Fort Snelling National Cemetery. Celebration of Life to be scheduled at a future date.

New year brings new faces to council dais

New Council Member Heidi Hughes was joined at her swearing-in by husband Matt and their four children, George, William, Charles (hidden), and Jane.

New City Manager Lindy Crawford was joined by her parents, Dawn Butler and Howard Crawford, at her swearing-in Jan. 11.

WHITE BEAR LAKE — Before they got down to business at the first meeting of the year, Clerk Kara Coustry swore in new and returning council members and the new city manager.

But first, as is tradition, white bear statues were presented to outgoing Mayor Jo Emerson and Ward 2 Council Member Doug Biehn.

First up was Emerson at the podium.

Council Member Dan Jones said it was his honor to present her with a bear after 12 years. He commended the mayor for “a steady hand” during “crazy” times that included a recession, political turmoil and a pandemic. “Your service has been almost unparalleled. Thank you,” he said. “You are one in a million.”

After presenting so many bears herself, getting her own is a thrill, Emerson said.

“It will go into my new apartment that I’m moving to in March.” She thanked current and previous council members and said serving as mayor has been her privilege and honor. She is also looking forward to retirement.

Council Member Kevin Edberg then presented Biehn with his bear in recognition of his service. Edberg called it a personal honor to serve with the outgoing council member “who has consistently been faithful and diligent in performing his duties,” adding, he always “valued the councilman’s perspectives on law enforcement.

“Through everything you’ve had a sense of grace, a sense of humor, a sense of fair play,” Edberg added. “Thank you for your service.”

Biehn called his 12 years on the council “insightful, informative and fun, and one of the most impactful events in my career. I wish Heidi the best representing Ward 2.”

Before leaving the dais with her nameplate, one last act for Mayor Emerson was to welcome Lindy Crawford as new city manager, assuring, “She will do an outstanding job.”
