Efforts to keep Bald Eagle Lake from turning to pea soup every summer are now award winning. The Rice Creek Watershed District (RCWD) received the Minnesota Association of Watershed Districts' 2016 Project of the Year Award for restoring water quality in the lake, which has shoreline in three counties. Results have been dramatic. Keeping phosphorous out of Bald Eagle Lake was the main objective, noted RCWD Lake and Stream Specialist Matt Kocian. "The change has been remarkable," he said. "Phosphorus (P) is algae food so the more P you add, the more algae you have and the greener the lake." The watershed district partnered with a golf course, lakeshore property owners and the city of Hugo in the award-winning project. They took a three-pronged approach that included two alum treatments and installation of a system at Hugo's Oneka Ridge Golf Course. That unique system captured storm water and reused it for watering the golf course. Ten residential rain gardens were also installed and shoreline areas restored in the area to capture storm water and runoff that would otherwise carry phosphorous into the lake. Results showed a significant reduction in P and algae and better visibility. According to Kocian, water quality tests in 2016 showed a total P of 12 ppb; algae at 5.3 ppb and clarity of 2.6 meters. For comparison, White Bear Lake, considered one of the cleanest lakes in the region, has a (10-year) average of 19 ppb P; 5.8 ppb algae and a water clarity of 3.2 meters. The project was partially funded by the Bald Eagle Lake Water Management District, a special tax district for lakeshore property owners that was initiated by the homeowners themselves. Additional funding came from the Clean Water Fund of the Clean Water, Land, and Legacy Amendment and the Clean Water Partnership loan. The RCWD Board of Managers received the recognition last month at the state watershed conference in Alexandria. SEE BALD EAGLE LAKE, PAGE 8A

WHITE BEAR LAKE — What is it like to have a world-famous White Bear, viewed by millions of people, making a face plant on the ice? “It is quite shocking — I don't even understand how and why this all happened,” said Richard Herod III, general manager, who was in the outtake video with the White Bear mascot that went
viral across the world last week. The blooper video was originally posted on Facebook Dec. 23 “just to make people laugh over the holiday,” Herod said. That weekend the video had about 200,000 views. “Our videos on Facebook have never gotten more than 5,000 or 10,000 views,” Herod noted. “Over the first of the year we had just crossed 900,000 views and then Bette Midler shared it. Every day
this week the video has gotten a million views.” As of press time, the original video post was at over 6 million views. Besides, the video has now been shared separately on so many media platforms Herod is sure the video has had over 30 million views across the world. “I don't know of a car dealer who's ever had a video go this viral,” Herod said.
