2024 budget passes with no glitches BY NOELLE OLSON EDITOR
VADNAIS HEIGHTS — The proposed 2024 levy is nearly $7.5 million and $1,027,249 higher than in 2023. “The total of the total proposed budget for the capital improvement fund, which is one fund within the CIP (capital improvement plan), is $1,421,500,” said Bob Sundberg, finance director. “The total proposal levy is about $849,000. We were fortunate to get a one-time grant from the state which was going to provide a little over $572,000. This will help alleviate the taxpayer impact.” According to Sundberg, the proposed levy and budget are a result of multiple discussions among staff and City Council members over the past few months. “The challenge when preparing a budget is to balance taxpayer impacts with operational and infrastructure preservation needs,” Sundberg said. The proposed levy has three components. First, the main purpose of the levy is to fund general city operations and those are accounted for in the general fund of the city. The general fund portion of the levy will increase by approximately 15%. “The second component is the debt service fund that's used to serve as the city's only remaining debt issue,” Sundberg said. “This was issued for the construction of the North Service Center. This levy will remain about constant until the debt is retired in 2033.” The third component is the capital

Fly high Frosty
nd just like that she’s gone and I’m left here trying to figure out how I go on with a huge piece of me gone. I’ve mentioned her in quite a few of my columns, most recently in the column “My first child.” I’m talking about my first dog, Frosty, who crossed the rainbow bridge last week at the age of 10. She was a white German shepherd. Around a year ago, she was diagnosed with degenerative myelopathy (DM), which is disease that affects the spinal cord, resulting in slowly progressive hind limb weakness and paralysis. DM is similar to some of the forms of human ALS, more commonly known as Lou Gehrig’s Disease. We didn’t know how long we would have her, but hoped we would get a couple more years, but the disease progressed way faster than we thought it would. It was my goal to get her to her 10th birthday, and thankfully we did. But then it turned to Christmas … I realized that it would just keep changing. New Year’s, Valentine’s Day, summer, my birthday and before you know it her next birthShannon’s day. I always knew once the disease spread Shenanigans to her front legs, or she needed a catheter to go to the bathroom her quality of Shannon life would be poor enough that I would Granholm have to let her go. Everyone kept saying, “She will tell you when she is ready,” or “You will know when the right time is” to make the decision to let her go. Frosty never really told me she was ready, and I don’t know if she was. I’d say the moment I knew I had to stop being selfish and let her go was when she had an accident in the house. We carried her into the bathroom to get her cleaned up, and then she had another accident while in the tub. The sores on her feet kept getting bigger (from dragging around). I didn’t want her to have to experience a traumatic ending, and DM always ends traumatically because it eventually affects their breathing. So, I somehow mustered up the courage to make the call that no pet owner ever wants to make and scheduled her in-home euthanasia. The week leading up to it was horrendous. I kept thinking, “this is the last time …” This is the last time I will see her at the foot of our bed. This is the last time I will see her snuggled up next to her sister Twinkie. This is the last time I will get to take a photo of her with my son Royce. I have never experienced anticipatory grief like that before. I was determined to give her the best last day possible and make sure she knew how loved she was. The night before she got to enjoy a steak dinner, and then the next day for breakfast she had a giant treat and puppy latte. She even got to try a cheeseburger. She played with her favorite toy (her “fluffy.”) Right before her appointment, we went on our last walk/wheel together. She had some peanut butter and went to sleep right in my arms. I sobbed before, during and after and still can’t wrap my head around the fact that she is gone. The only pain I can compare this to is when I lost my dad right before Christmas eight years ago. Frosty touched so many lives. When she left, she took a piece of me with her. She traded in her wheels for her wings. I will take on this pain so that she doesn’t have to. Fly high my sweet Frosty. You may be gone, but you will never be forgotten. Play some fetch with dad for me.

Public safety issues still a concern
hen I ran for office, one of the top concerns I heard from our community was around public safety issues. Whether it was at community meetings, town halls, or one-on-one conversations at the doors, our neighbors told me that they wanted the legislature to make public safety a priority. No matter who I talked to, the same shared values came Legislator up again and again: reliable Lingo emergency medical and Heather fire services, Gustafson more resources for our first responders, and additional state support for these critical needs. That’s why I led the effort to pass a bill that provides $300 million in dedicated public safety aid for every local, county, and Tribal government across the state of Minnesota. This critical state funding gives our partners at the local level the flexibility they need to address the specific public safety issues facing their community.

equipment, and emergency management training for city staff and elected officials. “I cannot stress enough how helpful these funds are,” said White Bear Lake City Manager Lindy Crawford, who added that the city used the resources to purchase a new ambulance, hire a new firefighter/ paramedic, and replace police radios — all without raising taxes on local property owners. Everyone deserves to feel safe in their community, and our local governments should have the ability to best address the public safety issues they’re facing. Thankfully, we’re one step closer to achieving this shared goal by stepping up at the state level to get it done and doing so without increasing property taxes to pay for this essential service. I’m proud of the achievements we made on public safety during the 2023 legislative session, and I’ll continue to advocate for our communities in St. Paul to receive the funding we need to keep our neighbors safe. Senator Heather Gustafson represents Centerville, Circle Pines, Lino Lakes, Gem Lake, North Oaks, Vadnais Heights, White Bear Lake, White Bear Township, and Birchwood Village in the State Senate. She is Vice Chair of the Senate Education Finance Committee.

This local control is vital because the needs of each community are different. Some need more police officers, others need a new fire engine, and many need new investments in training and technology. I trust local governments to make the decisions related to local public safety concerns, since local officials are closest to their communities and have the best understanding of what their individual needs are. But local governments are primarily funded by property taxes, meaning the state has an obligation to help shoulder some of the responsibility of improving public safety in order to prevent property tax increases. For our part, the cities and counties in the Northeast Metro received over $17 million in state funding, one of the highest recipients of state aid in Minnesota. We coupled this new funding with historic levels of local government aid and county program aid, meaning that cities and counties will be able to provide even better, more reliable services and make new investments in public safety without raising property taxes. We’re seeing immediate results thanks to these investments. In Lino Lakes, city officials used the funding to pay for new body-worn cameras, new fire suppression

LETTERS TO THE EDITOR
The rise in antisemitic rhetoric in America (and Minnesota) after the brutal attack on Israel by Hamas has been surprising. Also surprising? The rebuke of Jewish state Senator Ron Latz by our own Senator Heather Gustafson for speaking his mind, denouncing antisemitism, and decrying the way young Palestinians are indoctrinated with hate from a very young age. Gustafson joined 12 of her liberal DFL Senate colleagues sending a letter to Latz denouncing and condemning his “dangerous language and rhetoric” in the “strongest terms.” I have yet to see anywhere a public statement from Sen. Gustafson denouncing the dangerous and barbaric actions of the Oct. 7 attack “in the strongest terms.” In fact, the only time she has weighed in on the subject has been to condemn attacks on an Islamic Center in Minneapolis and a Palestinian-American child in Illinois. Gustafson also supported an Oct. 13 letter from Congresswoman Betty McCollum to President Biden urging restraint on Israel as they responded to the Oct. 7 attacks. McCollum subsequently called for a cease-fire in Gaza. This is not your typical “both sides” issue. Antisemitism has to be called out and opposed at all levels. Sen. Gustafson using her platform to attack a Jewish colleague puts her on the wrong side of history. Bill Walsh White Bear Lake
Disagree with claims I am responding to the opine of Patrick Kenny (“General election coming,” Nov. 29). In his letter, Mr. Kenny states, “Our economy is in the trash and our president is the laughingstock of the world leaders. He has shown nothing but weakness on the world stage.” As I see it, the unemployment rate is low, and inflation and mortgage rates are coming down along with the price of gas. The devastation of COVID disrupted the supply chain, among other things. That did weaken the economy, but it did not trash it with enduring joblessness and exorbitant inflation. Stock markets declined, but did not collapse. Bank failures were arrested. People are spending money for the holidays (nearing $1B). The predicted recession has not occurred. No world leader has taken Mr. Biden for a fool. Biden sent enormous firepower to the Mediterranean to dampen the Israel/Hamas conflict and by diplomacy prevent conflict from involving other countries. He has brokered a halt to the fighting, got many hostages released, and sent aid to suffering Palestinians. Yes, that arrangement has now failed, but in all, Biden exercised restraint, not weakness, out of concern for suffering humanity. Yes, our military installations have been attacked, but our Air Force has retaliated against those cells (Fox News, Dec. 5). What else could the president have done to not escalate tensions by asserting more power instead of sifting options to contain conflict rather than expand it? If you know, please tell. Likely some bad actors have infiltrated the country through our porous borders. But most of them are good people from failed states, like Venezuela, looking for a safe home. We already have plenty of bad-actor citizens on our own account, given all the murders and mass shootings. I believe good citizenship requires making more effort to sift through the facts by watching news channels other than just Fox News. Try PBS, BBC, CNN, MSNBC. These have their slant, but an intelligent person can gauge the slant and have more facts on which to build a narrative that sees into the life of things and is thereby open to reasoned modification of view rather than an accusative rant. Don Wendel White Bear Township
Too many falsehoods I must call you on your publication of the Patrick Kenny letter to the editor in the Nov. 29 paper. The letter fails to meet your letter guideline of “must be accompanied by factual verification” and included too many falsehoods to ignore. The letter writer claimed “Our economy is in the trash and our president is the laughingstock of world leaders”. On that very day, the U.S. Bureau of Economic Statistics reported that real gross domestic product (GDP) increased by 5.2% in the third quarter of 2023. Meanwhile, the Bureau of Labor Statistics reported the inflation rate (consumer price index) for October was only 3.2% and was trending down despite the tremendous growth in jobs and salaries. If the economy is in the trash, let’s hope it remains there! Meanwhile, President Biden’s efforts to expand
NATO and unite other nations in the Ukraine war has restored U.S. standing on the world stage. The writer notes our military personnel have been attacked over 40 times “in the last month or so” with minimal retaliation. He ignores the fact that the U.S. deployed two aircraft carrier strike force groups to dissuade serious attacks, while limited responses were exercised to avoid expanding the Mideast conflict. I’m surprised he cited Fox News as his source; isn’t everyone aware Fox paid $787 million to settle the Dominion lawsuit because of the network’s pervasive lying? The writer noted the southern immigration problem by using the right-wing scare tactics of demonizing immigrants as drug dealers, gang members and child traffickers. He proceeds to suggest Sen. Klobuchar and Rep. McCollum are doing nothing to address the issue because he has “heard nothing constructive” from them. Their positions and efforts are well documented on their websites. He ignores the real problem, which is that Republicans prefer to politicize the problem than seek a bipartisan solution, and have repeatedly voted against increased border funding. The only item I agree on with the writer is urging voters to think long and hard about who you wish to lead this country come January 2025. Larry Satrom White Bear Township
Palestinians deserve life without oppression Thank you to Jim Brunzell Jr. for his Nov. 22 letter to the editor regarding war crimes committed by Israel in Palestine with the help of U.S. taxpayer money. Last year, our family had the pleasure of welcoming a Palestinian exchange student to our home. Jehad, a 16-year-old Palestinian boy, earned a YES scholarship created and funded by the U.S. State Department aimed at bridging the gap between the U.S. and predominantly Muslim countries post-9/11. Jehad lives in Gaza, dreams of becoming a doctor and was chosen from a pool of 500-plus students. In Minnesota, he completed his junior year at South Campus. He competed on the swim team, earned an academic letter and a varsity letter. He is loved by his teachers, coaches, fellow students and teammates. Jehad returned to Gaza in June, residing with his family. They now spend their days searching for food and clean water. They no longer live in their home and await news from loved ones between bombings. His messages are heartbreaking, yet we are lucky to hear from him at all. From Jehad’s messages, we realize the news mentions a small fraction of Israel’s atrocities committed daily in Gaza. Jehad’s home is destroyed, and every day the threat of bombings, disease, and famine rises. Jehad showed us kindness and generosity, now the world calls his people ‘monsters’. Hamas committed atrocious crimes and must bear responsibility for their actions. Israel’s atrocities committed before and after Oct. 7 must also end. Human Rights Watch, Amnesty International and Israeli human rights organizations agree that the Palestinian people live under oppressive occupation. We urge you to call your representatives and demand a permanent ceasefire and the U.S. refuse to send additional weapons or military funding to Israel. This is the only way we can work to free the hostages and support the two million innocent people in Gaza. Jehad and the Palestinian people deserve to not just live, but to live free from oppression, occupation and apartheid. Peace for the Middle East will only exist when all its citizens are free. Hiring decision hasty In response to Mr. Border, the issue of hiring new staff at a cost of $118,000+ benefits should not have been an agenda item as an amendment to the 2023 budget, noting this adds an additional 1% increase or more to the 2024 levy. The appropriate procedure would have been part of the 2024 budgeting process. This position was rushed through without the necessary due diligence, as Council Member Rogers rightly pointed out the need during the May 16 workshop. It’s important to note that while Council workshops are open to the public for observation, they are not open for public debate. Timing is questionable as litigation is ongoing, and we have not fully understood the specific needs involved. Our city is already approaching the recommended water usage per capita without the need for a newly created position. The needs and job outline are overlap and replication with watershed initiatives, as well as county watershed partners. During the Aug. 16 council meeting, the agenda
item and discussion lacked clarity, merely restating previous memos. The burden that this new position is meant to alleviate was not specified, leaving citizens in the dark about its true purpose. The new staff position was introduced on the Council meeting agenda under “New Business” section, which doesn’t allow public comments. Comparing our city’s decision to hire a Natural Resources Specialist with other municipalities reveals that Vadnais Heights’ offer is significantly higher, even though these other cities and counties are more than double our population, raising costeffectiveness concerns. It’s worth mentioning that Vadnais Heights has a liaison on the VLAWMO board, alongside neighboring cities, all of whom have a vested interest in the ongoing litigation. Having served on the board from 2019 to 2022, I can attest to the high qualifications and experience of VLAWMO staff to understand the needs this litigation would encompass. This is what they do, manage water and natural resources for the entire watershed. In summary, it’s crucial to reevaluate the necessity and cost-effectiveness of this position, which was hastily introduced without a clear understanding of its purpose and amidst concerns of duplication with existing efforts. ‘A Soldier’s Story’: Author publishes 1st book about Vietnam White Bear Lake resident Lawrence Mahoney was inspired to write a story about his time in Vietnam. His first book is titled “A Soldier’s Story.” Press Publications recently sat down with Mahoney to learn more about him and his work. Q: Tell us a little bit about yourself. A. I served as Transportation Officer for the major supply depot in Da Nang, RVN, in 1968 and 1969, after graduating Ripon College. My professional career Lawrence Mahoney after military service continued in supply chain management with major U.S. companies. In 1968, I founded Asia Direct Resource, a product sourcing business, and in 2018 I got my real estate license and joined Keller Williams Realty. I am married to Shelly Poore and have two children, Lisa and Jeff.
Q. Is this your first publication? A. “A Soldier’s Story” is my first book, but not my last. This story is based 70% on my personal experience, embellished with 30% experiences of others. This book is a story told about the experiences of Lawrence Campbell. Q. Where did your inspiration come from for this book? A. I have known for years that I have a story in me that needs to be told. I have struggled to discover just what that story is. It suddenly dawned on me that its roots would be in my Vietnam experience. I have been very impacted by my experience in Vietnam, as well as my return home. My wife Shelly first recognized my post traumatic stress disorder (PTSD), which is being treated at Minneapolis VA. As I started to write this story, the story and the way to tell it evolved. Now I have more to tell in follow-up books.
Q. What do you hope readers take away from reading your book? A. Most books on Vietnam focus on that history from a battlefield or infantry perspective. It is said that for every combat soldier there PHOTOS CONTRIBUTED are four support The cover of soldiers, so there Lawrence Mahoney’s is a story from the first book, “A support perspective Soldier’s Story.” also. My story presents the moral dilemma as soldiers on the ground, in a short time after arriving VN, understood that what we were doing really made no sense. Contradictions were everyplace; the insanity was clear. Yet there was a job to do.
Q. Do you have any other books in the works? A. Yes, I do have other books in mind that will follow Lawrence Campbell still more in VN; his return to “the WORLD” and his ventures in business, most particularly business and adventure Asia. Q. Where can people find your book? Do you have a website? A. The book is available: 1. “www.contentdistributor.com” 2. “www.xlibra.com” 3. Amazon Q. Is there anything else you want readers to know? A. Others say this is an easy and interesting read. This is my personal perspective and may be controversial — hopefully controversial. This would mean the book has caused readers to think. That would be the greatest compliment. Noelle Olson

improvement fund. “The proposed levies for the general fund in the capital improvement fund are higher than in past years. Sundberg said. “A higher proposal levy reflects a recognition of a variety of city needs that we’ve deferred in the past, and we can no longer delay them without negative long-term consequences for the city.” Council Member Erik Goebel said the city is tasked with doing a lot of things residents might not think about. “We’re asked to rebuild the streets, we’re asked to patch streets, we’re asked to maintain sanitary sewer (and) storm sewer, and we clear snow … the city does a lot,” Goebel said. “If you think about the value that we’re getting for the tax money for what the city is actually doing, I’m actually very appreciative to our city staff for the value that they provide for our residents. I think it is a tremendous value. This budget I believe is a good forward-looking document for the city. We started putting away some money for things for costs that we knew were coming in the future. It’s something that I’m proud of that we’re doing; we
are starting to become more futurefocused.” Other council notes • The Luther White Bear Subaru dealership has the green light to amend its planned unit development (PUD) and site plan review of proposed building additions and parking lot modifications. According to Nolan Wall, community development director, the property owner has made several recent major improvements to the existing automobile sales/service campus, which includes Luther White Bear Subaru and Acura. The proposed improvements are as follows: º 3,405-square-foot building addition for service bays and interior car wash (not for commercial use) º 5,650-square-foot building addition for expanded vehicle display and customer service areas º 590-square-foot building addition to provide an interior connection between the additions. º Off-street parking lot modifications.
“As you can see, the property contains two separate dealerships,” Wall said. “The Luther Acura dealership and then the Luther Subaru dealership share a campus area … in total, about 7 acres. The property was rezoned as part of past improvements to a planned unit development and guided highway commercial in the comprehensive plan. The applicant has obviously made several major improvements to this property over the years, which is greatly appreciated.” • Mayor Mike Krachmer said the city is engaged in a housing study and parks, recreational trails and green spaces in the master plan. “We are excited to be on a path to having a great strategic plan to improve what many of us think is our most valuable resource in Vadnais Heights, which is our natural spaces in our parks,” he said. “There will be opportunities for people to participate and give input to that development.” • City Administrator Kevin Watson said the Vadnais Heights Fire Department requires a 3-foot-clear area around each fire hydrant and a 3-foot-wide path leading from the street to the fire hydrant. “We invite all our
residents to join the adoptive hydrant movement, and their neighborhoods ensure these lifesaving resources are easily accessible after every snowfall,” he said. “We do have a map online available where hydrants can be claimed and even named.” • Watson said the next Red Cross Blood Drive is from 10 a.m. to 4 p.m. Monday, Dec. 18. Appointments are required and can be made online, by calling 1-800-733-2767 or by using the Red Cross app. • Music Together is a new 10-week award-winning enrichment program for children from eight months to 5 years of age. Watson said registration is open on the city’s website. The next Vadnais Heights City Council meeting is at 7 p.m. Tuesday, Dec. 19, at City Hall. Noelle Olson is the editor of the White Bear Press and Vadnais Heights Press. She can be reached at whitebearnews@ presspubs.com or 651-407-1229.

BIRD COUNT: Fill the bird feeders FROM PAGE 1
JACKIE BUSSJAEGER | CONTRIBUTED
American robins are commonly seen on Minnesota winter bird counts. Though some migrate each year, warmer winters entice many robins to stay through the winter.

and house sparrows. We just want to know how the birds are doing, and this is one of the days we check in with the help of Cornell and eBird and see how the birds are doing.” Jim Howitz, the compiler for the Northeast Suburban count circle, anticipates a particularly good year for blue jays. “The acorn crop has been spectacular,” he said. “It’s good for blue jays, especially, and lots of mammals, like mice and deer.” Woodpeckers have been noticeably increasing in numbers since the count began, Howitz said. Longterm trends also show that species that have historically ranged south of the area, such as tufted titmice, are slowly moving north. The whole region has boomed with an increase in trumpeter swans and bald eagles, both of which hovered on the brink of extinction at different times in their past. “It’s a good activity for people to get their kids involved; what else is there to do once you’ve opened the presents?” Howitz joked. “If you find something good, you remember it all your life. Sometimes the gods shine on you and you find something really interesting. People do it year after year because they

and receive instructions on how to accurately count the birds that visit the feeder over the course of the day. The final count will be included with the number of birds and species observed by patrolling counters.

decimated many species, and in a few cases led to total extinction. (The loss of the passenger pigeon is a notable example). Conservationists of the day proposed an alternative Christmas practice of surveying, rather than destroying, the birds they observed around the winter holidays. The data collected by volunteers contributes to more than a century of information that helps scientists observe trends that can tell us more about bird behavior and habitat conditions. Birdwatching is one of the fastest-growing outdoor hobbies in the nation. Since the start of the COVID-19 pandemic, the National Audubon Society measured a significant increase in the number of people who took up the hobby to learn and connect with nature. “It’s citizen science that helps us not only enjoy the birds but track the birds,” said Allison Jenson, a participant in the White Bear Lake area of the St. Paul North count. “We count every bird we see. White Bear Avenue route options under development Over the last several months, Metro Transit staff have developed potential layouts that show roadway design and transit station locations for the four Purple Line route options along White Bear Avenue, which were presented in October. Staff are evaluating the layouts and will present them at community meetings in early 2024 to gather additional public input. The route options consist of typical cross sections with four lanes, not counting turn lanes at intersections. There will be two lanes for general traffic and either two lanes for transit or one lane for transit combined with a continuous left-turn lane. Options minimize property impacts, ensure reliability and safety, and meet requirements for federal funding. A primary federal funding requirement is including

elements that prioritize transit operations. To meet this federal requirement, each option includes transit-or bus-onlylanes. Side-running transit lanes can be used by general traffic to access driveways, businesses and local roads. Center-running transit lanes can be used by only transit or emergency vehicles. Staff evaluated options based on property impacts, property access, transit reliability and pedestrian safety, then recommended four options for further development. The four options present various combinations of transit lanes. Combinations include transit lanes on both sides of the roadway, transit lanes in the center of the roadway, or a transit lane in just one direction. OBITUARIES
Karen Hagen
Bonita J. Burrow
Karen Hagen passed away peacefully with her daughters by her side on Dec. 1 at age 82. She had been married to Dale for almost 52 years before he passed away 7 years ago. Karen loved home decorating and designing window treatments, working for several companies before starting her own business, Windsor Designs. Her style, her flair, and fashion sense were noted by all. However, she loved her family and pets above all else. She was the “hostess with the mostness” at so many family celebrations by adding her creative custom touches. More than that, her kindness and concern for others, even in her last days, were the things that everyone noticed. Special thanks to the staff at White Pine in Fridley and Olive Grove Hospice for their outstanding care. Everybody loved Karen. A Celebration of Life will be held on Tuesday, January 2nd at 11:00 am. Visitation one hour prior, at 10:00 am. There will be light luncheon after the service. Washburn-McReavy Hillside Chapel 2610 19th Avenue N.E. Minneapolis, MN 55418 There will be a live stream option of the service via the Washburn-McReavy website. Please check closer to the time for Karen’s obituary on their website to find the link. It will be available to view there any time afterwards as well. In lieu of flowers please make a donation to the Humane Society or the pet rescue group of your choice. We will miss you Mom!!
83, passed to her glorious healing in Jesus on December 2, 2023, after a short Hospice journey. Her daughter and son-inlaw were honored to take care of her in her home in White Bear Lake. She enjoyed visits with family and friends as she became home bound. Bonnie loved and served her Savior Jesus Christ and that is what made her the woman she was. She loved her family. Spending time with her children, grandchildren and great grandsons. After substitute teaching at the Christian School her grandchildren attended she later helped with teaching classes in math and sewing for their home school. Bonnie was a Real Estate Broker and worked many years with husband Ernie, owning Burrow Properties Inc. They also enjoyed volunteering with Meals on Wheels and traveling, especially to watch eagles and sand hill cranes. She was known as “Mom” to many teenagers and young adults. She always had a heart and time for them. Bonnie was excited to see her heavenly mansion as she designed two of the homes built for her family. In 1978 she was severely burned and as a result of that, started the first “Burn Recovery Support Group” at Ramsey aka Regions Hospital. She wrote a book about her experience titled “A Time Out for Suffering.” Her recovery was miraculous and she shared her story with about one hundred groups as a testimony to the healing power of God. At those talks her husband Ernie or her daughter Becky would sing, “Through it All,” the family theme song. She was a part of the Care Team at her church North Heights Lutheran. She also served as a facilitator for two “FTD Caregivers Support Groups” for many years. She lovingly took care of her husband Ernie during his journey with Frontal Temporal Dementia. Preceded in death by husband, Ernie. Survived by daughter, Becky (Greg) Smith; son, Daniel Burrow; 6 grandchildren, Josiah, Lilianna (Noah) Young, Jubal, Rosalee, John and Bridget; great grandsons, Leo and Luca; extended family and friends. Couple remodels old home into a vacation rental BY NOELLE OLSON EDITOR
There's a new Airbnb in Mahtomedi called Rose Cottage. Steven Freunde and Artis Salemo bought the 1900 Folk Victorian farmhouse in 2010. It is located at 320 Mahtomedi Avenue. “We were driving by and we saw these cupids in the front gable and found out the house was in foreclosure,” Salemo said. “When we saw the inside of the house, I had many trepidations. We toured the house several times before the love of the creative process took over and we agreed to purchase and renovate the house. We are both artists, and I always wanted to remodel a home.” Freunde said they didn't start renovating the home until 2015. “We hadn't had the picture of what we wanted right away, and then we had a vision.” According to Salemo, Rose Cottage has a center section running east and west, a south section and a north section.

there is extra plumbing for sinks in the first floor,” Salemo said. “A wall had been added next to the stairs going to the second floor to create a separate apartment on the second floor. That wall had been removed, but a wall in the middle section was still there, the wall closed off the dining room and created a strange hallway from the living room to the kitchen. When we removed that wall in order to recreate the dining room, we discovered sewage pipes going through the hardwood floors from the second floor.” Rose Cottage has three bedrooms, three beds and a dedicated

Renters will have their own room and share common spaces in the home. “Three porches add to the pleasure of staying,” Salemo said. “It's close to two White Bear Lake beaches, walking and biking trails. Easy access to Stillwater and easy access to freeways.” The couple added a full second story and also did some work on the basement. “The basement was painted in dark colors, and the wall and the ceiling were painted black, which was very depressing and darkening,” Salemo said. “Steven didn’t feel it was worth building a semifinished rec room. I worked on the
ceiling adding sheetrock where needed, mudding seams and painting the ceiling white and the walls a light beige. A friend helped me paint the walls. It made a huge difference. I also painted the floor a rich burgundy.” A final touch to the renovation was extending the garden. “Steven and I are gardeners, and we planted roses all around the front of the house,” Salemo said. The couple live in White Bear Lake. Freunde is a marriage and family therapist and Salemo is a teacher/ personal coach. Rose Cottage opened its doors last week and is now accepting tenants. Salemo noted pets are not
allowed, and there is a two-day minimum stay. The couple is excited for people to enjoy the house after the long renovation. “It's been a journey, and we have been blessed with gifts and finds along the way,” Salemo said. “We can't wait for people to stay here.” For more information on renting Rose Cottage, go to https://bit. ly/3GDZW3M. COUNTY BRIEFS Ramsey County launches free naloxone distribution pilot project for residents Ramsey County Public Health has launched a pilot project to offer county residents a potentially life-saving drug that can reverse an opioid overdose. The county is offering free naloxone — commonly known as Narcan — directly to residents on a limited basis, while supplies last. Ramsey County residents can order a naloxone kit which includes: • Two doses of naloxone nasal spray. • Breathing barriers and gloves. • Directions for use and a list of community resources. Public Health is offering one kit per address which county residents can order online at ramseycounty.us/Opioids. The kits will be mailed
directly to homes. Opioids are a class of drugs that include the illegal drug heroin, synthetic opioids such as fentanyl, and pain relievers available legally by prescription, such as oxycodone (OxyContin), hydrocodone (Vicodin®), codeine, morphine and many others. The misuse of, addiction to, and overdoses from opioids is a national public health crisis. Naloxone can disable an opioid’s harmful effects to the brain, temporarily reversing an opioid overdose. It is only effective for an opioid overdose and is otherwise harmless. Multiple government agencies and service providers are now required by state law to carry or maintain a supply of naloxone. The goal of the county’s pilot project for residents is to extend the availability of naloxone further into community. “If you, your family or friends or someone you

know could benefit from having naloxone on hand, please order a kit today,” said Public Health Director Sara Hollie. Given the initial limited supply, Hollie asks only residents from communities most impacted by the opioid epidemic, and with the greatest likelihood of encountering an overdose, order a kit. “We want to make sure individuals and communities most impacted by the opioid epidemic have naloxone available, so they can stop an overdose,” said Hollie. “We’ll be assessing the demand and community interest in this first phase of the pilot to guide future steps.” The naloxone kit pilot project is funded by Minnesota’s settlements with opioid companies and is part of the county’s Opioid Response Initiative.

Northern lumberjacks have over 100 creatures in their mythology.
Hodag: The vengeful spirit of an ox left behind during the previous winter. Its favorite food is allwhite bulldogs. Snow snake: An all-white snake that migrated from Siberia. Its bite will freeze you to death unless you consume copious amounts of alcohol first. Axehandle hound: Dogs that follow new recruits and will eat the handles off axes left outside overnight. Hugag: Moose with lips that droop to their feet. They lean on trees to sleep, which is why trees in the forest crack and fall over on their own. Splintercat: A panther with terrible eyesight. It keeps running into trees, which is why you’ll hear trees crack in the wintertime.

Hackensack, Minnesota, claims its 17-foot-tall statue is a perfect likeness of Bunyan’s sweetheart, Lucette. At the end of Lewis’ presentation, he encouraged listeners neither to believe nor dismiss. Rather, he stressed the importance of stories and folklore within a culture. “My parting advice is always, ‘Why take my word for it?’” Lewis concludes. “See it for yourself and have an adventure!”
Applications open for 2024 industrial hemp program Online applications are now open for anyone wishing to grow or process hemp in Minnesota in 2024. A license from the Minnesota Department of Agriculture (MDA) is required for individuals and businesses. Applications must be submitted by April 30, 2024, and a license is valid for the 2024 calendar year. The application can be found online at www.mda.state. mn.us/plants/hemp. These licenses are for growing and processing industrial hemp only. The hemp grower or processor

Wendigo Lore, The Big Muddy Monster, Paranormal Minnesota: These and more were for sale at a recent program titled “Lumberjack Legends of Minnesota.” Taking place in the community room of the Centennial Library and hosted by Chad Lewis, Lumberjack Legends at first gave the impression of being self-serious. Lewis’ photos, after all, court comparison to the “brave” explorers of shows like “Ghost Hunters” or “Paranormal Investigators.” Lewis, however, is quite self-aware in his presentation. “My talks are geared more toward the general public,” Lewis explains. “I could do deep dives … but I’m more like Cliff Notes for the average person.” Cliff Notes was a smart angle for Lewis to take with the program, as northern lumberjacks had over 100 creatures in their mythology. Equally as interesting, though, is the environment from which these cryptids were created: lumberjack bunkhouses. From the 1850s to
the 1900s, lumberjacks clear-cut 33 million of Minnesota’s 52 million square acres of forest. Most of this grueling work was done in bittercold winters by European immigrants, Native Americans, Black people, or poor white farmers looking for seasonal income. Bunkhouses, from which the slang term for nonsense—“bunk”— came, were often the only form of entertainment for these overworked men. As such, these mythical creatures were given life as a way to pass the time as well as provide new recruits with safety tips. Of course, the most famous creature birthed from these stories was a man: Paul Bunyan. “Early versions of Paul Bunyan are likely lost,” Lewis explains, “because they weren’t fit to print in newspapers. The version you’re likely familiar with is from the 1920s or later.” Indeed, Lewis’ sampling of Bunyan roadside attractions fit his literally largerthan-life reputation. Akeley, Minnesota, claims its perfectly round boulders are Bunyan’s childhood marbles; Bemidji, Minnesota, claims its distinctly shaped lake is evidence of Bunyan’s footprint; and

However, the suspect fled from the newest traffic stop per usual. The chase was terminated due to the suspect's dangerous driving conduct and high speeds. Deputies lost sight of the vehicle, but perhaps the suspect vehicle will materialize again. • Suspicious flashlights being waved around in a neighbor's home on Arcwood Road at 7:01 a.m. Nov. 4 turned out to the the neighbor's granddaughters playing with flashlights in the house. • Deputies responded to a disturbance at Quinney's in the 3000 block of Century Avenue Nov. 6 and spoke to a woman who said she was yelling at herself in the restaurant. The woman left the restaurant of her own
accord and headed to the bus stop for a ride home. • A passerby reported a male for walking near Hallam Avenue N. and Juniper Street at 5:27 a.m. Nov. 9 and taking photos of a home. Deputies caught up to the male, who denied taking the photos. After medics transported the victim for evaluation, the investigation and interrogation of witnesses began. The neighbor said he had been instructed to dispose of the items. However, deputies advised the neighbor to just leave the fence alone for now, as it was part of a civil dispute. • A Clyde Place resident on Nov. 8 reported the company doing work on the house next door for stealing his wire fence. Deputies spoke to workers of the company, who stated they thought the fence was garbage. The wire fence was then returned to the complainant. Loretta Harding

My station records date back to 1966 when my father, the late Meteorologist Bruce Watson, started recording weather in his backyard in Roseville. Last week’s run of mild weather recorded a couple of record highs which included 51º on Thursday, Dec. 7. I’ve been awestruck by this current pattern and am enjoying the extended fall-like outdoor activities. It is making for a shorter winter and cheaper heating costs. A white Christmas? The way we’re going, it’s looking doubtful. Our late Saturday’s snow did provide some whiteness as well as some slippery roads. More mild weather ahead! Medical cannabis program adds new delivery method for patients Minnesota will add dry herb vaporization to the list of approved delivery methods in the state’s medical cannabis program. Under state law, the new delivery method will be available to patients beginning Aug. 1, 2024. Minnesota Commissioner of Health Dr. Brooke Cunningham approved the new delivery method to provide an additional fast-acting option for patients. Currently, patients enrolled in Minnesota’s medical cannabis program have three fast-acting options – sublingual tinctures, oil-based vaporizers and combustible smoking. Fast-acting products can take up to 15 minutes for the effects to set in. These products tend to last anywhere from one to four hours. Dry herb vaporization provides patients with an alternative to combustion
smoking. The Minnesota Department of Health’s Office of Medical Cannabis (OMC) received seven petitions to add new delivery methods during the 2023 process. Petitions for plants, concentrates, oil and weed nuggets, and rosin were dismissed, while the petition for dry herb vaporization was moved forward. The failed petitions were not supported by peer-reviewed studies that demonstrate evidence of benefit to patients. OMC also received petitions to add conditions including anxiety, attention-deficit/hyperactivity disorder (ADHD) and opioid use disorder. None were approved due to a lack of evidence or because they had been previously considered. As in past years, OMC conducted a formal petition process to solicit public input on poten-
tial qualifying medical conditions and delivery methods for medical cannabis. Minnesotans submitted petitions in June and July. When the Minnesota Legislature authorized the creation of the state’s medical cannabis program, the law included nine conditions that qualified a patient to receive medical cannabis. Today, the number of qualifying conditions is 19. Under state rules, the commissioner of health each year considers whether to add qualifying conditions and delivery methods. For a complete list of qualifying medical conditions, visit https://www. health.state.mn.us/people/cannabis/patients/ conditions.html. Information is also available on the MDH website at www.health.state.mn.us.
