Public forum cut short after conduct violations

The school board meeting halted abruptly last Monday when Jessica Ellison, sitting in for board chair Don Mullin, called a fiveminute recess after members of the audience drowned the room in applause and cheers for a public forum speaker.

This reaction to the speaker was a violation of two newly instituted addenda approved earlier in the meeting, stating—among other conduct rules—that clapping, cheering, booing and vocalizing approval or disapproval is prohibited conduct during the public forum.

Participation in the public forum has increased over the last few months, especially with regard to the district’s racial equity work. Tensions have run high over the controversial topic. The addenda are meant to “ensure that board meetings are able to continue in a manner that is safe, appropriate, consistent and productive,” said Superintendent Wayne Kazmierczak.

The addenda state that the purpose of the public forum is to provide input directly to the school board about issues that fall within the school board’s authority, and clarify that it is not a time for speakers to address the community or audience.

“Time for public comment at regular school board meetings is not a requirement of the law; it is something the school board chooses to provide,” Kazmierczak said.

The first step was to listen—the next step is to lead.

The second event in a four-part series titled “Community Conversations on Race” was held July 29 at Vadnais Heights Commons, inviting members of the community to share their experiences and discuss issues and solutions related to racial justice in White Bear Lake.

The series is hosted by Many Faces in partnership with the Minnesota Humanities Center. Many Faces is a collaboration of White Bear Lake-area organizations that aim to build a welcoming and equitable community for all residents. Partners within the group include the city of White Bear Lake, White Bear Lake Area Schools and the White Bear Center for the Arts, among others.

The first session, held in June, gave community members a chance to share their stories and listen to firsthand experiences from marginalized community members.

The second session focused more on how to learn from hearing those kinds of stories and make meaningful connections across the community.

“We took a deeper dive bringing in people that serve in organizations that assist and look to help individuals in our area in different sectors, whether it be food, shelter, housing or mental health,” said Tim Maurer, director of community services and recreation for White Bear Lake schools, and one of the event organizers.

The series is meant to provide a welcoming space for members of the community to listen, ask questions and connect with others to build a more inclusive White Bear Lake.

“Some people may want to continue their education, other people might leave that fourth session at the end and want to volunteer with Many Faces or join Hugo Diversity Strong,” Maurer said.

White Bear Lake resident Levi Reynolds attended the July 29 session and shared some of his impressions from listening to fellow community members and engaging in small-group discussion.

“You see people in different stages of accepting what’s going on in society,” he said. “Some people are well aware there’s racial issues—they’re living it. Other people are aware of it conceptually but don’t see it themselves day to day, so it’s a little bit slower of a sink-in. What I was seeing at the meeting was resources for people at all of those different stages being shared.”

This included book recommendations and ways to become more active in racial justice, such as volunteering and campaigning in elections.

“It’s always essential to understand the definition of racism,” said Marcellus Davis, director of equity and engagement at White Bear Lake Area Schools. “If we’re not looking at racism from the same definition, how can we have a conversation?

If we’re only looking at individual racist acts and you didn’t see it, you may say there’s not racism. If you’re not looking at how racism is embedded in systems and communities, you’re not going to see. I think that’s what we’re dealing with. To think that in 2021 this community, this entire country, is devoid of racism, that’s arrogance.”

Education is a large part of the conversation. A lot of community attention has been focused on the school district’s efforts to respond to racial inequity within the schools in the last few months. Not every family is prepared on how to have conversations about race with their children, but an upcoming Many Faces program will focus on how parents can begin conversations about race with their children.

“It’s my responsibility as a parent to make sure I can address that with them and help them navigate that,” Maurer said.

Summer camp memories

eading north to pick up 5 boys from camp brought back fun memories from my own camp experiences. Trout Lake Camp is located in Pine River on Trout Lake, part of the Whitefi sh Chain. The camp has been expanding since its inception in the mid-1940’s.

Today the camp offers countless activities from zip lines, rope courses, water sports, shooting sports, and a plethora of games, arts and crafts.

This year kids were bussed to and from their cabins from a new, centralized drop-off station, making it easy to follow Covid protocols by keeping parents and whole families from walking Publisher’s around camp. To think someone had the vision it took to buy this site and build a camp. My father View talks about the work trips he was Carter Johnson invited to join to help fi x up at the camp in the 50’s and 60’s. Its fun to know that 3 generations of my family has attended Trout Lake Camp.

Today’s facilities are a lot nicer, but the lifelong memories and friendships built are the same.

Plan a camp experience for your family or kids at one of the many camps available from your church, YMCA, or scouts. You can even sign up to try winter camping at some camps, too.

School boards and city councils A balance is needed in local government. Several of our communities have school boards or council seats up for grabs, and the candidates have fi led to fi ll them. City council and school board seats should be non-partisan positions – though lately that seems to have been forgotten. This is a critical time in our communities. We need a balance of thought and people who represent a mix of business and community leadership. These positions should attract those who have experience and a vested interest, not candidates motivated by personal gain, vendettas or a power trip. We need to stop the personal attacks and allow the local elected leaders to do their jobs.

Press Publications will once again publish a comprehensive voters guide toward the end of September. We anticipate lively community discussion through letters to the editor on our opinion pages. In an effort to keep chain letters to the editor out of our opinion pages and publish letters that are authentic and representative of the community, we will continue to implement a nominal fee for political endorsement and anti-endorsement letters.

Invasive species Minnesota is not new to invasive species but our lakes and river systems continue to be affected by many varieties - purple loosestrife, zebra mussels, Emerald Ash Borer, jumping worms, mustard seed, and buckthorn to name a few. From our Great Lakes to the more than 10,000 lakes, our neighborhoods, gardens and forests are under attack. It’s up to us to do our part. Clean,dry and sanitize your boats and trailers, boat lifts and docks if you plan to move them to another lake.

Be careful when splitting plants or working in multiple gardens. Be mindful about transporting fi rewood and branches. Its up to us to keep the good fight. This year at the Press we were hit by Emerald Ash Borer concerns. We met with an arborist and began the process of revitalizing our property with more hardy, disease-resistant trees for future generations to enjoy. If you meet with an arborist about invasive species, consider a long range plan for your property, as you maybe surprised by tips and tricks they have.

What does the Federal Infrastructure Plan mean for Minnesota?

M

innesotans rely on our system of roads, bridges, transit, rail, air, ports and bike and pedestrian infrastructure every day as we travel to places like work, school and health care services and as we benefit from the delivery of goods.

Our state’s economy is directly impacted by the transportation system with agricultural, mining, forestry, health care and manufacMovers & turing industries all relying on Shakers modern highways and bridges to Margaret move products and people. That’s Donahoe why the historic Infrastructure Investment and Jobs Act passed by the US Senate on a 69-30 bipartisan vote is so important for Minnesota.

With thousands of miles of roads, thousands of bridges, bus and rail systems all across the state, ports and waterways and airports that are aging while demand on these systems continues to increase, we’ve been falling behind in maintaining our state’s transportation system. We have important projects waiting to be built in critical corridors like I-94, I-35, I-494, TH169, US Highway 212, Highway 23 and Highway 8. MnDOT has estimated a funding gap of $18 billion over the next 20 years between available

highway funding and the estimated repair and improvement needs.

Local governments are responsible for most of the miles of roadway in our state and there are local road projects totaling more than $500 million waiting for funding to improve safety and traffic flow.

Deficient bridges continue to be an issue in Minnesota. In the coming years, we’ll be facing a “bridge bubble” as major bridges like the Blatnik Bridge in Duluth need replacement.

Hundreds of local bridges will fall into the deficient category in the coming years, straining local budgets if additional state and federal funds are not provided.

For Minnesota, the Infrastructure Investment and Jobs Act would provide critical federal dollars to help the state and local governments maintain and improve our transportation system. For roads and bridges, the bill would provide about $4.5 billion over 5 years for Minnesota and $302 million for bridge repair and replacement – an increase over the previous five-year plan known as the FAST Act of $1 billion. That level of funding will create new jobs in the design and construction industry and help our state recover from the pandemic.

For transit in Minnesota, the bill increases funding from levels from $121.6 million in 2021 to $172 million by 2026 – a total of $820 million over the coming five years. That would allow the state to provide much better transit service all across Minnesota and could help with new bus rapid

transit lines that provide access to important destinations with modern, convenient transit service.

The Senate plan also includes additional funding for rail projects – both passenger rail and freight rail, funding for ports and waterways, aviation projects and funding to meet future needs like electric vehicle charging infrastructure as well as providing dollars to make our infrastructure more resilient as well as more equitable and sustainable for the future.

Passage of this major investment in our infrastructure in the Senate is key but the job is not done. The House of Representatives also needs to vote to support this five-year infrastructure plan and get a final bill to the President’s desk. The current surface transportation authorization act – the FAST Act – was passed back in 2015 and will expire September 30th. Enactment of the Infrastructure Investment and Jobs Act will mean a new five-year plan will be in place that will allow needed projects to move ahead, ensuring more job creation, more economic development and a safer transportation system for all Minnesotans.

We urge all of our Minnesota congressional members to support this critical legislation, following the bipartisan work of the Senate in making compromises, and ensuring the bill is signed into law.

LETTER TO THE EDITOR Distractions at meeting

I’ve been concerned by the misinformation presented by some members of the audience in the public forum portion of recent school board meetings in White Bear Lake. At the school board meeting on Aug. 9, they deliberately broke the rules of the meeting, forcing the chair to close the public forum early, depriving the board of hearing more speak in favor of the Equity Action Plan, and distracting us from supporting an education that enables each child to think critically, evaluate evidence and draw reasoned conclusions.

These skills are vital to our community, nation and world. I urge members of our community to reject fear, engage in critical thinking and participate in respectful dialogue about our school district’s Equity Action Plan in order to strengthen our schools and community.

I believe that each child should have an education that imparts honesty about who we are, integrity in how we treat others and courage to do what’s right. Whether we’re Black or white, Latino or Asian, Native or newcomer, we want our kids to have an education that encourages them to dig deeper into who we are, where we came from and what we’re capable of being.

In our public schools, our kids deserve age-appropriate and accurate history lessons, helping them become the critical thinkers we need to make this a more just, prosperous and equitable country. They must have the tools and guidance to honestly face and understand our past and present in order to create a better future. This is what makes White Bear Lake Area Schools’ Equity Action Plan developed by students, parents/guardians, staff and community members so critical to advance.

Equity plan helps everyone What a joy it was, to see our Minnesota Hmong community celebrate the achievement of Sunni Lee in her successful run for the Gold Medal in the summer Olympics.

Sunni’s hard work and ultimate success was supported by legislation that insisted upon equal treatment under the law. Fifty years ago the sports world was pretty wellconfined to men’s athletics. Women were invisible, our talent hidden in intramural sports relegated to elementary school gyms after school.

Men’s games and matches were highlighted on Friday nights. Title IX, the federal legislation outlawing discrimination in women’s sports, was the target of deep resentment among those who loved the game— and the world—as it was. From Sunni Lee to the US Women’s Soccer team, we see the result of the considerable effort and commitment it took to bring equity to our children.

I attended Monday evening’s school board meeting and saw a bit of history played out as members of the community questioned the intention of the Equity Action Plan created by parents, community members, teachers, and administrators. The Equity Audit Report of July 2020 revealed troubling stories and data regarding the school experience of some children in our district.

I appreciate and support the intentional work taken up by the school district to strengthen the bonds between teachers and students, students with each other, and the district to the wider community.

Everyone belongs here. Everyone gets to succeed. I imagine a world fifty years from now that will include many Sunni Lees from all parts of our flourishing community. I believe our own Equity Action Plan will help make that happen.

Feral cats a hot topic at council workshop

Two colonies of feral cats have taken up residence in Vadnais Heights, and the City Council is concerned.

The matter was discussed at length at the council’s Aug. 4 workshop meeting.

The council agreed that one stray cat on its own may not cause many problems, but when felines start herding together in groups of 20 or more, the potential for disease and other problems increases dramatically.

“Someone must be feeding them” was a comment made several times during the meeting. (Leaving food out for cats can also draw raccoons.)

Although there are no specific laws about shooting cats in Minnesota, discharging a firearm in Vadnais is not legal. Nor does the city have an ordinance about

prohibiting the feeding of cats. The council is seeking better ways to manage the growing feline population.

City staff have contacted the Animal Humane Society about the matter. It would cost $400 per cat to catch them, spay or neuter them and return them to the neighborhood. If they are not returned to where they are captured, other cats in the colony will reproduce to bring the population back up. Mayor Heidi Gunderson noted that sterilizing the two cat colonies could easily eat up half of the city’s annual levy. Neutering or spaying only some of the cats would not prevent nonsterilized felines from mating.

Staff were directed to draft a general letter to residents asking them not to feed the cats. It will be reviewed by the city attorney. Staff members were also asked to look at devising an ordinance to deal with the issue.

Tree removal and inventory Vadnais Heights has identified 197 trees on city property that are diseased and need to come down.

The city has applied for a $75,000 grant from the Minnesota Department of Natural Resources that would help pay for treatment, tree removal and stump grinding.

However, the need for a forestry management plan was cited. The city will conduct a tree inventory in the summer of 2023 to determine the number of trees it has and the various species so that a more diverse tree population can be planted.

Vadnais Heights • Ramsey County Sheriff's Office (RCSO) deputies on Aug. 1 recovered an abandoned vehicle in the Kohler Meadows Park lot.

The vehicle belonged to a Shakopee man and was stolen out of St. Paul.

• A White Bear Lake woman, 34, was arrested for shoplifting Aug. 1 at the Vadnais Heights Walmart in the 800 block of County Road E and banned from the store.

• A St. Paul woman, 35, was arrested on a gross misdemeanor warrant out of Dakota County just after midnight Aug. 2 in the 100 block of County Road F. • A St. Joseph woman reported theft from her auto Aug. 2 as it was parked in the Sucker Lake south lot on County Road F. • A Shoreview woman reported the rear license plate stolen off her

vehicle Aug. 3 as it was parked outside the Dollar Tree in the 900 block of County Road E. • A St. Paul man, 35, was arrested on a warrant Aug. 4 in the Walmart parking lot in the 800 block of County Road E. He was also taken in for possessing narcotics and receiving stolen property after a citizen recognized him as being involved with the previous theft of his auto and contacted deputies.

The subject has been charged.

• A Louisiana couple reported toolboxes with tools, a container of miscellaneous equipment, a computer bag and personal items stolen from their vehicle overnight Aug. 4-5 as it was parked in the Fairfield Inn and Suites lot in the 1100 block of County Road E. The back window was broken in for access.

• A River Falls, Wisconsin, man and an East Bethel man reported tools stolen from a construction site in the 1000 block of Centerville Circle overnight Aug. 4-5.

• A resident in the 900 block of Heritage Court reported ongoing fraud Aug. 5. Consultations were held between victim and family, with assistance sought from county resources.

• A St. Paul woman, 27, was cited for shoplifting Aug. 5 at the Vadnais Heights Walmart in the 800 block of County Road E and released.

A Minneapolis woman, 52, was also cited for the same offense at the same time and place and "trespassed" from the business.

• A 19-year-old man from an undis• closed address was arrested Aug. 5 in the 1000 block of County Road E on a felony warrant out of Washington County.

• A catalytic converter was reported stolen overnight Aug. 5-6 from a Toyota Highlander parked on the street in the 3800 block of Labore Road.

• A Brooklyn Park man, 33, was arrested on a Hennepin County felony warrant Aug. 6 in the 800 block of County Road D after

deputies responded to a shoplifting report. In addition to the warrant, the subject was arrested for possession of a controlled substance and for giving false information to police. A St. Paul woman, 26, with him was cited for misdemeanor theft, trespassed and released.

White Bear Township • A pair of truck license plates was reported stolen overnight Aug. 4-5 from the 2600 block of Richard Drive. The RCSO said that truck license plates were potentially stolen from approximately 20 other locations in the northeast metropolitan area.

• Mail theft was reported over the weekend of Aug. 5-7 in the 5900 block of Otter View Circle.

• A resident in the 1400 block of Pinefield Court on Aug. 6 reported outgoing mail stolen. The complainant closed his checking account as a preventive measure.

PUBLIC SAFETY BRIEF Observant car theft victim spots thief VADNAIS HEIGHTS — As a result of his victim's observation skills, a St. Paul man, 35, faces up to 20 years in prison and/or a maximum fine of $250,000 for felony possession of more than 20 grams of narcotics. He also faces up to five years of additional prison time and another maximum fine of $10,000 tacked on for motor vehicle theft.

On Aug. 4, a man spotted a vehicle he thought was involved in the recent theft of his own vehicle. The man followed the vehicle and called the Ramsey County Sheriff's Office when the suspect vehicle pulled into the Vadnais Heights Walmart. When deputies arrived on the scene, they located the suspect vehicle, bearing license plates that had been reported stolen from the east side of St. Paul. The vehicle itself had also been stolen out of Minneapolis. The vehicle's proper license plates were found inside the vehicle.

When deputies entered the store and found the driver of the suspect vehicle, he tried in vain to evade them inside the store and was arrested. The suspect, who also had a warrant out for his arrest, tried to tell deputies he had borrowed the vehicle from a friend, who he refused to name, and didn't know it was stolen.

The suspect did admit, however, that the fanny pack he was wearing contained methamphetamine.

The defendant has prior felony convictions for auto theft in 2002, third-degree criminal sexual conduct in 2006, and kidnapping and terroristic threats in 2008.

WASHINGTON COUNTY SHERIFF REPORTS cited July 15 on Lake Avenue for speeding 28 mph in a 20 mph zone.

The Washington County Sheriff's Office reported the following selected incidents in Birchwood, Dellwood, Grant, Mahtomedi, Pine Springs and Willernie:

Dellwood • The driver of a red truck towing a 12-foot trailer was cited July 16 on Dellwood Road and Lake Avenue for hands-free cell phone violation by deputies in their unmarked squad car, who way back on southbound Manning Avenue observed him holding a cell phone in front of his face as he manipulated the screen with his thumb. The driver may or may not have noticed that he turned west on Lake Elmo Avenue N., because he certainly didn't notice Washington County Sheriff's Office deputies positioning themselves in his side mirror trying to pull him over until he got all the way to Dellwood. The subject apologized and said he didn't see deputies because he was distracted. Deputies didn't exactly say, “Uh, duh,” but did

Birchwood • A Wildwood Avenue resident on July 11 reported receiving an email trying to induce her to purchase gift cards and send the information to sender's email. The complainant didn't fall for the con.

• A Wildwood Avenue resident reported tools stolen from a vehicle overnight July 11-12. Another Wildwood Avenue resident also reported items stolen from a vehicle overnight.

• A motorist was cited July 12 on northbound Century Avenue for failure to present proof of insurance after being pulled over for speeding 55 mph in a 35 mph zone. He was verbally warned for speeding and failing to present a driver's license.

Another motorist was

advise the driver that was the very reason they were trying to pull him over. The driver said he was on the phone to see where he was going, although he would have known that had he looked up once in a while.

Grant • An eastbound motorist was cited July 11 in the 10000 block of 75th Street N. for speeding 70 mph in a 55 mph zone by westbound deputies in their unmarked squad, who clocked him on radar. The driver told deputies he didn't see the speed limit sign because he was looking down at his radio and didn't notice he was going that fast until he looked up. He was, therefore, also verbally warned for inattentive driving.

• A motorist eastbound in the 11000 block of 75th Street N. was cited July 11 for semaphore violation after north-facing deputies parked on

the shoulder of Lake Elmo Avenue N. in their unmarked squad observed him turn right in front of them without stopping first. The driver told deputies he knew why they stopped him and that he saw deputies parked on the shoulder. However, his answer to why he didn't stop at the light was that his car had low acceleration, and he wanted to get a head start.

• When deputies conducted a traffic stop on a speeding motorist at 12:32 p.m.

July 13 in the 10000 block of 75th Street N., she told them she was speeding because her husband had just phoned her to alert her that all the doors at their home were open when he got there. Deputies followed the driver home and confirmed that a burglary had occurred and that she didn't simply leave all the doors wide open herself.

• A resident in the 8000 block of 60th Street N. reported that she'd left

during the early evening of July 14 on Highway 36 at the speed trap junction near Hilton Trail N. An SUV driver, identified by her U.S. passport, was clocked at 76 mph in a 55 mph zone. When asked to guess her speed, the driver underestimated her speed by only 1 mph. The driver of a black SUV clocked at 72 mph said he knew the speed limit and admitted to traveling “way too fast.” Finally, another motorist pulled over for speeding 75 mph was rummaging through the glove compartment for proof of insurance during the traffic stop when a marijuana grinder fell out.

Deputies sprang into action, conducting field sobriety tests on the driver, as well as a search of the vehicle and passengers. They seized the remaining pot and paraphernalia to be destroyed and verbally warned everyone about the contraband.

Mahtomedi • An Edgecumbe Drive resident reported items stolen from an unlocked vehicle overnight July 11-12.

• A Woodland Drive resident on July 13 reported receiving a phone call trying to obtain the last four digits of his Social Security number. The complainant provided that information and nothing else. Although the complainant experienced no loss at this time, deputies advised him to watch his accounts for fraudulent activity.

Brian Paul Elliott – Age 48, White Bear Lake, Minnesota & Harrisburg, Pennsylvania, was born on August 18, 1972, in St. Paul, Minnesota to Wilma and Wilbur Elliott. Brian grew up in White Bear Lake and attended Birch Lake Elementary, Central Middle School, and White Bear Lake Area High School.

Brian had a very happy and playful childhood including fishing with his dad, friends, and family; creating forts in the nearby field, being a Boy Scout, and spending time at the family farm in Wisconsin with his many cousins and grandparents, George and Opal Paffel (Sanders).

Brian enlisted in the Army shortly after high school and took great pride in his growth during this time.

From an early age, Brian possessed a sense of adventure and a desire to soar high above the sky, leading to his eventual career as a pilot following his time in the Army. Brian made his dreams a reality and took great pleasure in being a pilot; blue skies and tailwinds were his favorite flying conditions.

Brian’s flying led him to Pennsylvania where he met Maria Petrilak and together they had a beautiful baby girl in 2008, Grace Marie, lovingly known as “Junior.” While his travels took him far and wide, he always loved coming back home to Minnesota with Grace for subs at Cup and Cone, everything-on-a-stick at the State Fair, and family holidays where he would make his famous mashed potatoes (and would never share the recipe with the rest of us!). Brian’s greatest pride and joy was spending time with his “junior,” Grace, and they enjoyed many trips to Hershey Park, vacations on cruise ships, and local thrifting and garage sales.

Sadly, he was unexpectedly and tragically taken from us far too soon on Monday, August 9 as a result of a motorcycle accident.

Brian will be forever missed and held in the memories and hearts of those he is survived by; daughter, Grace Elliott; mom, Wilma Zenk; sister, Deb (Bruce) Wakefield; sister, Cristy (Todd) Bloch; brother, Mark (Becky) Elliott; sister, Cheryl (Jim) Lewis; nephew, Josh (Kristi) Wakefield, great nephew & niece, Logan & Gwen Wakefield; niece, Haley (Bobby) Foulkes; nephews & niece, Austin, Carson, & Sari Elliott; niece & nephew, Savannah & Corey Vaughn and many other extended family and friends.

He is preceded in death by both sets of his grandparents; dad, Wilbur Elliott; and nephew, Matt Wakefield.

A celebration of life will occur on Saturday, August 21, at Parkview United Church of Christ, 3737 Bellaire Avenue, White Bear Lake, MN 55110. Visitation begins at 10:30 am, service at 11:00 am with reception to follow. Masks will be required at the church. A live online viewing option will be available; link to be provided later. Private burial at a later date.

We lost our precious Debbie on August 6, 2021 after a long battle with breast cancer. She is survived by her daughters, Jolie (Scott Krinke) Klarich, Lisa Kay (John Gomez) Smith; granddaughter, Scotti Jo (Adam Kieger) Krinke; her beloved great grandchildren who loved their “GG”, Jeffrey Kieger, Elena Kieger; siblings, Sharon Giese, Wayne Leonard, Philip Leonard. Debbie was preceded in death by her infant daughter, Jacqueline, husband, John Annunziata; mother, Vila Leonard.

Debbie grew up in White Bear Lake and was a corporate trust officer at US Bank for over 20 years.

A special thanks to Debbie’s dear friends, Gail Frame, Jen Wolf, Cari Brahs, Sherry Schumacher.

Water safety mistakes are largely predictable, preventable

It’s no secret that 2020 was a banner year for participation in outdoor activities, including everything water-related. That was good news for certain industries and our overall well-being. One negative consequence, however, was a marked rise in boating-related accidents and deaths.

According to the U.S. Coast Guard’s 2020 Recreational Boating Statistics

summary document, published this June, the U.S. recorded 767 boating fatalities, 154 more than in 2019, and the most in the past 20 years.

Minnesota saw 16 deaths, six more than 2019, and the most since 2016.

That kind of statistic is exactly what people like Eric Bradt work day in and day out to prevent. Cmdr. Bradt has been with Ramsey County Water Patrol for over a decade and has seen the many safety mistakes that put people’s lives at risk. Unsurprisingly,

patterns emerge.

The first he is quick to cite is that with the increasing popularity of stand-up paddleboards (SUPs), he is encountering many SUP users without personal flotation devices (PFDs). Paddleboards are considered watercraft in Minnesota, and users are required to have PFDs, as they are with boats of all kinds. “A lot of them will have the PFD strapped to the front,” he says, but points out that in a wind, a paddleboard—and the attached life jacket—will quickly be out of reach upon capsizing.

The second significant infraction Bradt says is encountered by the Water Patrol also revolves around PFDs. State law requires “children under 10 years old to wear a properly fitted life jacket while a boat is underway” (not tied up or docked).

But as with paddleboarders, many boaters seem not to know.

While they have the power to issue written warnings and citations, Bradt explains the Water Patrol won’t always exercise that power. “We don’t like to issue citations.” That’s when education often comes into play.

Depending on the circumstances, boaters are often given a verbal warning and are informed of the applicable laws. The DNR supplies the Water Patrol with many copies of the current Boating Guide (Minnesota boating laws), which they dispense as needed. Brandt says, “We like to do a lot of education,” noting that it is usually received well. “Generally, people on the water are very cooperative.”

One thing Bradt says the Water Patrol has “very little tolerance” for, however, is boating while impaired (BWI). He knows alcohol is a variable in accidents that can be controlled.

“If you can curb the alcohol, you can

reduce the problems,” he noted.

This is true not just in Minnesota, but nationwide. The aforementioned Coast Guard report states that “Alcohol use is the leading known contributing factor in fatal boating accidents.” As stated in the Minnesota Boating Guide, “The alcohol concentration for impaired operation is 0.08,” the same for driving motor vehicles. Bradt would like to see people separate boating and drinking altogether.

When it comes to people swimming in unsafe circumstances, Bradt says, “Fortunately, we haven’t seen a lot of that,” explaining that more people flocking to beaches in a year with less lifeguard coverage is a bad recipe.

Still, he has observed instances of children swimming unattended and adults distracted by cell phones.

Again, Water Patrol members will engage in education to address such safety concerns.

Educating the public about boating laws and safety principles goes a long way toward preventing accidents—if taken to heart. Overall, Bradt offers just a few safety tips which address most of the problems he routinely encounters. “The big thing is to have the PFD.” He also advises swimmers and boaters to limit alcohol, swim safely and know how to operate their watercraft.

Though water patrols make the rounds every day during summer, they depend to an extent on the public to be their eyes and ears on area rivers and lakes. Bradt urges people not to hesitate when they observe dangerous or reckless behavior: “If you see something, don’t be afraid to call us.”

• City-initiated text amendment to zoning code allowing interim use permits in the B-5 zoning district.

The amendment allows professional uses to exceed the 30% rule for first-floor square footage in the B-5 district for two years.

• Acceptance of another $25,000 donation from the Lions Club for an All Abilities Park.

The money comes from gambling proceeds earmarked for the special park at Lakewood Hills.

To date, the club has donated $300,000 to the park improvement fund to construct the project.

• Acceptance of $2.7 million in funding from American Rescue Plan Act. City staff will work with the mayor and city attorney to make recommendations to council for future expenditures that qualify for use of the funds. The city has four years to spend the money.

• Request by Tjernlund Products for a conditional use permit (CUP) at 1601 Ninth St. The company wants to allow establishment and operation of a U-Haul truck rental facility in addition to its existing office, manufacturing and warehouse operations on 9 acres at its corporate headquarters.

Two neighboring property owners expressed concerns about negative impacts of the operations, especially traffic. The applicant, Andrew Tjernlund of Hugo, confirmed that the primary purpose for the U-Haul partnership is to enable interior storage of U-Boxes, a new business venture similar to PODs off-site storage. The facility will not be open on weekends or after 4 p.m. on business days.

The Planning Commission recommended approval of the CUP request.

• Award of a $5,500 grant to Frassati Academy for purchase of school playground equipment.

City policy allows a contribution of 25% of a project's cost, not to exceed $8,000 per year, to be granted to schools seeking assistance. Frassati is the only school asking for a grant.

In other business, council members heard an update from Juba regarding the Ramsey Washington Suburban Cable Commission (RWSCC).

Nine municipalities are members of a joint powers agreement with RWSCC as a means for management of cable franchises. Renegotiations have meant budget cuts for 2021, including elimination of five full-time programming positions.

Northeast Youth & Family Services President and CEO Tara Jebens-Singh gave an annual update on services the Shoreview-based nonprofit agency provides. It supports low-income, underinsured and uninsured youth, families and adults with community-based, trauma-informed, mental health services in partnership with 15 municipalities and three school districts.

In 2020, the city granted $43,450 to the nonprofit, receiving, in turn, $212,000 worth of services, according to Jebens-Singh. So far in 2021, the city contract for services totals $76,000. Of that, $51,000 went to mental health, senior chore and youth diversion programs and $25,000 to community advocacy programs.

"The city's investment opens doors for community members to access quality services in their neighborhood," she said.

In 2020, 108 people received mental health services. The nonprofit operates two outpatient clinics, one in White Bear Lake and the other in Shoreview.

The agency also received $10,000 in CARES Act funds and $20,000 from COVID funding.

Future plans call for a return to more in-person mental health counseling, continuing a telehealth option, expanded senior services and culturally responsive care.

She also thanked council for its continued support.

WHITE BEAR LAKE — City Council approved the following at its Aug. 10 meeting: • Advertisement for the city manager position.

The city contracted with David Drown Associations (DDA) in June to facilitate recruitment and hiring of a new city manager following the announcement by Ellen Hiniker that she is leaving the position at end of year.

DDA Management Consultant Liza Donabauer met with the mayor, council and staff last month to gather input toward production of a position profile, which was then fine-tuned last week.

Salary range was listed at $120,804 to $163,440.

Council Member Doug Biehn felt the range was too wide. DDA's Mark Casey, attending the meeting with Donabauer, said the upper end of the range is where the market is for a city of White Bear's size.

The application deadline is Sept. 10. Selected candidates will be interviewed Oct. 20.

• Authorized the mayor and city manager to execute a 10-year lease agreement with the hockey association.

Five racquetball courts at the city-owned Sports Center will be converted to dry-land shooting and strength training rooms.

While the area will no longer be available for racquetball and wallyball, staff believes the space will be better utilized. A staff memo indicated that converting the courts will further the city's existing partnership with the hockey association and consequently lead to more ice rental in the future.

Rent for the converted courts is $2,000 per month the first year, then increases by 3% each year.

Also noted, rent well exceeds the current monthly revenue received from court rental.

"It's come to the point investment is needed in that space, and this is one way to get that done," said Rick Juba, assistant city manager, filling in for Hiniker, who was absent. "We get to further our partnership with the hockey association. We view it as a win-win."

• Heard a first reading of a request to change the zoning district classification of two properties on Rolling View Drive, site of Level Up Academy.

The school is buying the property from Rock Point Church. The second reading is set for Sept. 14. Two building additions are also planned, including a gymnasium, totaling 15,450 square feet.

SCHOOL BOARD: Interruptions shut down public forum portion of meeting FROM PAGE 1

The board will also require that those who wish to speak submit a written or phoned-in request by 3 p.m. the day of the meeting.

When the Aug. 9 meeting resumed after recess, Ellison warned the audience the board would end public forum if any further violations occurred. The board was able to hear three more speakers before the audience again erupted into applause, causing the board to formally end the forum. This

response was prompted by the statement of an incoming eighth grade student, who felt that her education about racism in school prompted division among her classmates and made her uncomfortable.

Board Member Melissa Thompson remarked on the incident during the board forum, commending the student’s courage for speaking in front of the large crowd.

“I can’t imagine what she went through to find the courage to come here and

say what she wanted to say to us, to then have it end so abruptly because adults could not control themselves,” Thompson said. “Whether or not the applause was deserved for her bravery, that is not the way that public forum happens … I would suggest that the adults in our community look to our children as a guidance of how to behave when you are in a school building.”

In other action, the board: • Heard an academic programming update for the 2021-2022 school year from school principals across the district, including the virtual Distance Learning Academy.

• Approved a resolution of intention to issue general obligation alternative facilities refunding bonds.

• Approved a three-year agreement with Republic Services to provide municipal solid waste and recycling services for the

district, effective Sept. 1, 2021.

• Accepted a school waste reduction and recycling grant from Ramsey County in the amount of $190,000.

This grant will provide materials such as new labeled trash and recycling containers, cafeteria sort tables for the restructured high school, reusable food service tools for the high school kitchen and storage sheds for food waste buckets for the Food to Hogs program.

Leading the change: Conversation on race asks community to listen and learn

The first step was to listen—the next step is to lead.

The second event in a four-part series titled “Community Conversations on Race” was held July 29 at Vadnais Heights Commons, inviting members of the community to share their experiences and discuss issues and solutions related to racial justice in White Bear Lake.

The series is hosted by Many Faces in partnership with the Minnesota Humanities Center. Many Faces is a collaboration of White Bear Lake-area organizations that aim to build a welcoming and equitable community for all residents. Partners within the group include the city of White Bear Lake, White Bear Lake Area Schools and the White Bear Center for the Arts, among others.

The first session, held in June, gave community members a chance to share their stories and listen to firsthand experiences from marginalized community members. The second session focused more on how to learn from hearing those kinds of stories and make meaningful connections across the community.

“We took a deeper dive bringing in people that serve in organizations that assist and look to help individuals in our area in different sectors, whether it be food, shelter, housing or mental health,” said Tim Maurer, director of community services

and recreation for White Bear Lake schools, and one of the event organizers.

The series is meant to provide a welcoming space for members of the community to listen, ask questions and connect with others to build a more inclusive White Bear Lake.

“Some people may want to continue their education, other people might leave that fourth session at the end and want to volunteer with Many Faces or join Hugo Diversity Strong,” Maurer said.

White Bear Lake resident Levi Reynolds attended the July 29 session and shared some of his impressions from listening to fellow community members and engaging in small-group discussion.

“You see people in different stages of accepting what’s going on in society,” he said. “Some people are well aware there’s racial issues—they’re living it. Other people are aware of it conceptually but don’t see it themselves day to day, so it’s a little bit slower of a sink-in. What I was seeing at the meeting was resources for people at all of those different stages being shared.”

This included book recommendations and ways to become more active in racial justice, such as volunteering and campaigning in elections.

“It’s always essential to understand the definition of racism,” said Marcellus Davis, director of equity and engagement at White Bear Lake Area Schools.

“If we’re not looking at racism from the same definition, how can we have a conversation? If we’re only looking at individual racist acts and you didn’t

Education is a large part of the conversation. A lot of community attention has been focused on the school district’s efforts to respond to racial inequity within the schools in the last few months. Not every family is prepared on how to have conversations about race with their children, but an upcoming Many Faces program will focus on how parents can begin conversations about race with their children.

“It’s my responsibility as a parent to make sure I can address that with them and help them navigate that,” Maurer said.

“Raising compassionate, caring, responsible citizens is a lifelong journey,” said Lori Swanson, a White Bear Lake resident who also attended the July 29 event. “Young students need support at home to have conversations and in a school setting, if that’s appropriate. If it’s a lifelong journey, we’re all students, and we need to have courage to listen to others and learn.”

White Bear water skier earns place on Team USA

Bears, Zephyrs start fall practices; openers announced White Bear Lake fall sports teams began practices for the 2021 season began Monday, and the first team in action will be the Bears girls tennis team, hosting Hill-Murray on Tuesday, Aug. 24. Opening on Thursday, Aug. 26 will be the girls swim team at the conference relays in St. Paul Park; boys soccer hosting Hill-Murray; and girls soccer at St. Louis Park. The volleyball team will open at a Hopkins tournament Saturday, Aug. 28. The football team will open at home against Blaine on Thursday, Sept. 2. The boys and girls cross country teams get under way at Rosemount on Friday, Sept. 3.

Mahtomedi teams also began practices on Monday.

The Zephyr girls tennis team will play in a Stillwater tournament Friday. Opening on Thursday, Aug. 26 will be boys soccer at Duluth Denfeld, the girls swimmers in the conference relays at Simley, and the volleyball team at Burnsville. Girls soccer will open Friday, Aug. 27 at Rochester Mayo. Opening on Friday, Sept. 3 will be boys and girls cross country at Rosemount, and the football team at Apple Valley.

The first two Team USA practices were held Monday and Tuesday in Janesville. They will meet again during spring break and in October.

Grubs, in junior and senior high, was a cold-and warm-weather athletic standout. Along with performing with the Ski Otters in the summer, she was an alpine ski standout in the winter, competing on varsity six years and earning multiple all-conference honors.

What those sports have in common is the high degree of body control and fearlessness required.

Grubs thrives on coaching, as well. “I love being able to help support the team, and to give back by coaching other teams,” she said.

A member of a coaching group, Grubs gives clinics and lessons to individuals and teams. She coached several members of the regional team champion, Little Crow Ski Team of New London.

Otters doubles team places 2nd at show ski nationals A veteran water skiing duo with Midwest Ski Otters captured a region championship and national runner-up finish.

Ryan Hoops and Sarah Yost, both of White Bear Lake, placed first in Strap Doubles at the Midwest Regional Show Ski Tournament in Aberdeen, South Dakota July 23 to qualify for nationals.

Hoops and Yost then placed second in the Indmar Division 1 Show Ski National Championships, last Friday in Janesville, Wisconsin. They scored 17.18.

At regionals, while Caroline Grubs won the Swivel championship (separate article), teammates Christy Prentice and Ally Nelson placed second and third.

Prentice then placed 10th at nationals.

The Ski Otters also had the second-place team, Mike Aretz and Abby Wurtinger, in Strap Doubles at regionals. They placed eighth in the national meet.

Midwest Ski Otters, in its 26th year, has about 75 members.

White Bear Lake coach Ryan Bartlett supervised a drill by his offensive unit early Monday morning as the Bear football team resumed its tradition of starting its first practice at a minute after midnight on the first day of fall sports practices.

Caroline Grubs was eight years old and had been a water skier for two years when she first saw Team USA perform. She instantly had a mission. “I knew right then I wanted to be part of that,” she said.

The 19-year-old White Bear Lake graduate achieved that goal with an excellent performance at the Midwest Regional Show Ski Tournament in Aberdeen, South Dakota, in late July. She followed up with more laurels at the national meet last weekend.

Grubs, going into her sophomore year at Rollins College in Florida, will be one of 35 Team USA members in the next world meet in October, 2022 in Florida.

Midwest Ski Otters of White Bear Lake is her club. Several members earned trips to the 46th Indmar Division 1 Show Ski National Championships and competed Friday in Janesville, Wisconsin.

After winning the Swivel category at regionals, Grubbs was elated to garner third place with a personal-best score of 17.46 in the national competition. Brea Imse of Illinois won with 18.0.

III. In the attached Exhibit B, where a ”permanent easement‘ is identifled, the interests being conveyed include all rights necessary for the construction, operation, and maintenance of all public right-of-way and utility uses now known or adopted in the future. Such rights include, but are not limited to, the right: to remove and use all plants, trees, ground cover, and natural growth now existing, or later planted or grown; to permanently grade or alter the grade of the land, and to remove and use all earth and other material not reasonably necessary for lateral and subjacent support; to limit or allow the location, number, and related characteristics of access from the remainder property to the public right-of-way; to store equipment or supplies; to access, both ingress and egress, from the most reasonably convenient rights-of-way; to remove any physical improvements or flxtures that interfere with its use as a public right-of-way; and to exclude from the area any use or improvement that con‡icts with the rights conveyed herein. Reasonable and convenient access to the remainder will be maintained.

IV. In the attached Exhibit B, where a ”temporary easement‘ is identifled, the interests being conveyed include all rights of possession and use, for a limited period of time, necessary or incidental to support the related construction project, including the right: to stage equipment or supplies; to access other portions of the construction project; to make minimal permanent alterations to the grade of the land that do not substantially impact the remainder; to remove (and restore in substantially similar condition) any plants, ground cover, or physical improvements; to access, both ingress and egress, from the most reasonably convenient rights-of-way; and to install any temporary improvements. Reasonable and convenient access to the remainder will be maintained. The term of the temporary easement shall be for 24 months beginning on April 14, 2022, or when granted pursuant to order of the district court, whichever is later. In addition, the interests identifled in this paragraph include the option of the Petitioner to extend the temporary easement for up to two six-month terms to be held consecutive to the original term and to each other at the monthly rate determined for the initial term.

V. Personal property not speciflcally identifled as being acquired, including, but not limited to, fencing, irrigation systems, pavement, curbing, or signage, or trees, shrubs, plants, or ground covering, is not included in this petition, except to the extent the above rights provide for the removal, replacement, use, or repair of such property. It is the intention of the Petitioner to address any claim of damage related to personal property destroyed, removed, lost, or otherwise damaged, but not repaired or replaced in substantially similar condition, in accordance with applicable relocation laws, including Minn. Stat. § 117.50 - .56 or the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, and any regulations adopted pursuant thereto.

VI. That the purpose for which said interests in land described in this Petition are being acquired is for the widening, addition to and realignment of County Road B2 in the City of Roseville for the purpose of public travel and transportation and related uses.

VII. The taking in this matter is to obtain rights sufflcient to support the construction and maintenance of a public highway, including related facilities.

Unless speciflcally identifled, pre-existing utility, pipeline, access, and other easements or interests shall remain in full force and effect and shall only be impaired to the extent necessary for the County of Ramsey to construct and maintain a public highway, and related uses, on the land being acquired.

For any parcel being taken by this condemnation proceeding that is subject to pre-existing utility, pipeline, access, or other easements or interests, the County of Ramsey shall work as needed with the easement holder to adjust facilities to accommodate the construction or to adjust construction plans to minimize related damages.

VIII. It is the intent of the Petitioner that reasonable access, in at least one direction, to the main thoroughfare will be maintained for any remaining interest of a property from which a permanent or temporary easement is taken.

Notwithstanding anything to the contrary contained herein, should tests or evaluations undertaken by or on behalf of the County of Ramsey indicate the possible presence of pollutants, contaminants, or hazardous substances on any of the property described in this Petition, the County of Ramsey reserves the right to defer effecting the transfer of the interest to any of the property as described herein for a reasonable time until the County of Ramsey can evaluate whether it wishes to proceed with the taking, abandon these proceedings and dismiss the Petition as to said property, or otherwise respond to such information.

Further, the County of Ramsey reserves the right to recover costs of cleanup and testing and all other damages resulting from the presence of pollutants, contaminates, or hazardous substances on the property described herein, from all potentially responsible parties in a separate legal action.

That a party wishing to challenge the public use or public purpose, necessity, or authority for a taking must appear at the hearing of this Court at which the County of Ramsey, as Petitioner, shall present this Petition to the Court and state the objection or must appeal within 60 days of a Court order.

XI. That the land in these proceedings to be taken are situated in Ramsey County, Minnesota and are more particularly described in attached Exhibit B which is made a part hereof. The names of all persons appearing of record or known to the County of Ramsey to be the owners of said land, or interested therein, including all whom the County of Ramsey has been able by investigation and inquiry to discover, together with the nature of the ownership of each, as nearly as can be ascertained, are set forth on attached Exhibit B. XII. The County of Ramsey hereby moves the court for an order transferring title and possession of the parcels described herein prior to flling of an award by the court appointed commissioners, pursuant to Minnesota Statutes § 117.042.

WHEREFORE, the County of Ramsey prays for an order of this Court as follows: 1. Adjudging that said taking is for a public purpose, is necessary, and is authorized by law; and 2. It be further adjudged that the County of Ramsey is entitled to take and hold such property for the public use pursuant to the Notice of Intent to Take Possession, on flle with this Court; and 3. Appointing three disinterested commissioners, and at least two alternates, to ascertain and report the amount of damages that will be sustained by the several owners on account of the taking; flxing the time and place of the flrst meeting of the three commissioners; prescribing their compensation; establishing procedures for the disbursement of funds deposited with the district court; establishing procedures by which commissioners shall hear all allegations and proofs of persons interested herein; and requiring the commissioners to flle their report with the District Court Administrator within 365 days from the date of the order appointing the commissioners unless said time be further extended by order of the Court; and 4. For such other and further relief as may be proper and pursuant to law.
