Purple Line: Council hits pause on resolution opposed it. Member Steve Engstran remained to state his inclination toward the controversial bus line. Aware that he was the “swing vote,” Engstran said he could not support the resolution as written. “I am against the bus line, but there is something about the resolution that doesn’t sit well with me. The resolution says it will impact walkability of our area. There is no way we can tell that.” Engstran added the only part of the resolution he could support was paragraph (j), which acknowledged the “great deal of work” that goes into planning a BRT project and selecting a route. “Nothing in this resolution is intended to criticize

WHITE BEAR LAKE — A strongly worded message informing the Metropolitan Council the city does not want its rapid transit buses was tabled rather than risk a no vote that would have killed a resolution opposing the project. One by one, City Council members gave reasons why they did or did not support the Purple Line, formerly the Rush Line bus rapid transit (BRT) project. The 15-mile line will bring 89 buses a day to White Bear Lake from St. Paul with 21 stops in between. A split vote was apparent when members Bill Walsh and Heidi Hughes stated they supported the resolution and Dan Jones and Kevin Edberg

Familiar voice welcomes McDonald’s patrons BY DEBRA NEUTKENS STAFF WRITER

There’s a reason daytime regulars recognize the voice at the Highway 61 McDonald’s drive-thru. Kevyn Cardinal has been working the window for 35 years. An unabashed “people person,” Cardinal started at the location in ‘87, four years after the restaurant opened in ‘83, which is also the year he graduated from White Bear Lake High School. The teamwork involved in keeping customers happy appeals to Cardinal, who said he “likes doing my part” in the fastpaced restaurant environment. He knows many of the customers, who in turn know him and order “the usual” when they realize it’s Cardinal on the intercom. Restaurant owners Christina and Terry McBride say they

work hard to retain good employees like Cardinal by offering benefits like 401Ks, health insurance and flexible hours. Despite the pandemic and familiar hiring struggles voiced by other businesses, they are fully staffed at 45, including son Seamus, a junior at South Campus. “We try to take care of our employees,” Terry said. The Lino Lakes couple purchased the franchise in October after waiting 15 years for the chance. They consider the location “phenomenal.” They also own a McDonald’s on Rice Street in Little Canada and a third store on Apollo Drive in Lino. After a two-year shutdown and complete remodel, the White Bear lobby reopened in November. McDonald’s headquarters requires franchise owners to update their lobbies about every 10 years. They are

given a choice of five designs from which to choose. The exterior was updated too; the famous golden arches are now illuminated with LED lights, among other façade improvements. There is much autonomy too, in ownership. “We’re in charge of wages, personnel and menu board prices,” Terry said. They also focus on marketing by offering “beach bundles” to hungry boaters heading out on the lake or event specials for Polar Plungers and Bear’ly Open participants. A former convention manager for the Hilton Hotel chain, Terry decided about 21 years ago he wanted to own a business and started a long, seven-year process to buy a franchise. “I took about a $60,000 pay cut and went from being big-time at the Hilton to working a (french) frier,” he laughed.

Cardinal and his employers are particularly excited for the new high school at North Campus, but they worry about the traffic. The McBrides say a pedestrian bridge would be a welcome addition to make the highway crossing safer. “It will be interesting to see what they do about the traffic,” Terry said,

something that is much heavier now than when he started, added Cardinal. Cardinal affirmed he’s quite content with his career choice. “I’m comfortable working here,” he said. “I’ve done it for awhile and I’m good at it. I like the people and I like getting up and going to work every day.”

WHITE BEAR LAKE — City Council conducted the following business at its Feb. 22 meeting: • Approved plans and specifications, ordered improvements and authorized advertisement for bids for the 2022 South Shore Boulevard sanitary sewer extension. No one spoke during a public hearing. The project is part of a joint construction project with Ramsey County to reconstruct South Shore and extend the Lake Links trail around White Bear Lake. Improvements will be funded by special assessments to 13 property owners in the amount of $143,000; the balance of $23,400 will be funded by the city’s sewer fund. Proposed assessments are set at $11,000 per property. The area is one of two remaining in the city still on septic systems. “Any time we have an opportunity to extend sewer service is a benefit to avoid potential to pollute the lake,” noted Paul Kauppi, city engineer. Construction will begin in May with completion sometime in October.

OPINION

VADNAIS HEIGHTS PRESS

www.presspubs.com

MARCH 2, 2022

A silly satire with an unhappy ending

W

hen I first got Netflix during the pandemic, I was overwhelmed by the many choices of movies, TV series, documentaries and comedy shows. Then, people kept telling me, “You gotta watch ‘Ozark,’ ‘You’ and ‘Stranger Things.’” It was the best form of entertainment and the best part is that there are NO commercials! Someone told me I had to watch the movie, “Don’t Look Up.” She said Leonardo DiCaprio, Jennifer Lawrence, and Meryl Streep – all Oscar winners – were in it. While watching “Don’t Look Up” I was trying to figure out if the movie was a comedy, a drama or a spoof on former President Trump played by Streep. I honestly thought it was going to be a science fiction movie. I won’t spoil the movie for you if you haven’t seen it, but that’s what I thought. Ariana Grande plays a singer in the movie. She has an incredible voice and sings a ballad that was good, but the words were a little uncanny and made me laugh. Needless to say, my curious nature had me looking up the movie online after I watched it to get more Noelle’s information. Notes What I learned is that “Don’t Look Up” is more than just two astronomers Noelle Olson trying to save humanity from a comet heading toward Earth. It is an allegory for climate change – and our ongoing response to the crisis. Basically, it’s Adam McKay’s satirical look at the end of the world depicting the way politicians, the media and average people react to an apocalyptic event. Honestly, I thought the movie was pretty bad. With an A-list cast, I thought it would be better. That is just my opinion, but imagine my surprise when I found out it is nominated for an Academy Award as Best Picture. What? Wow, I guess I’m out of touch with Hollywood. I believe the best picture should go to “Spider Man – No Way Home.” Again, just my opinion (and probably millions of other people who saw the movie). “Don’t Look Up” is also nominated for Best Screenplay, Best Film Editing, and Best Original Score. Again, I’m flabbergasted. I’ve never understood the Academy’s choices for Best Picture with the exception of “Titanic,” “Lord of the Rings: Return of the King,” “Forest Gump” and a handful of others. I’ve seen some of the movies that have won Best Picture and I couldn’t even finish watching some of them. Not that they were bad, but because they didn’t hold my attention or the topics just were not interesting to me. While I was covering a Zoom webinar about climate change and mental health for the paper, Ramsey County Commissioner Victoria Reinhardt brought up the movie “Don’t Look Up.” She said she was depressed after she watched it because she knew too much about climate change. She also said it was worth watching and renewed in her a “call to action” regarding climate change. So, I guess that ‘s a good thing. I don’t plan on watching the Academy Awards, which will air 7 p.m. Sunday, March 27 on ABC and if “Don’t Look Up” wins Best Picture, I will be very surprised. If you watched “Don’t Look Up” and absolutely loved it, I apologize and don’t mean to offend anyone. It is worth watching if you have Netflix and you believe in climate change. If you haven’t watched it, make sure you watch it until the very end – that’s all I have to say about it.

Purple Line is vital to East Metro and White Bear Lake

L

ocal history buffs are aware that roughly 150 years ago, transit played a leading role in the development of White Bear Lake. Today the community has an opportunity to strengthen its connections with the rest of the region through development of the Purple Line, a bus rapid transit project we believe is critical to the ongoing vitality of the East Metro and White Bear Lake. On Tuesday, the White Bear Lake City Council tabled a resolution opposing the Purple Line and plans to try again in Movers the coming The &Shakers weeks. Metropolitan Metropolitan Council and Ramsey County Council welcome thoughtful, fact-based input from corridor municipalities and will consider any such input as we continue to move forward with the project. Ultimately, we believe the Purple Line will be an enormous success for White Bear Lake that will bring sustained prosperity to the area for decades, much like rail service once did. According to the White Bear Lake Area Historical Society, when the Lake Superior & Mississippi Railroad opened its line to White Bear Lake in 1868, access to the fledgling community was greatly improved. The prospect of a short train ride to or from White Bear Lake rapidly increased the number of people taking

Here are some benefits to White Bear Lake that will come with the Purple Line: • Four high-amenity transit stations, at Buerkle Road, Cedar Avenue, Whitaker Street and Washington Avenue & 7th Street. • Access to employment, education, healthcare, shopping and recreation destinations along the project’s 15-mile corridor. • Ability to move greater volumes of travelers along Highway 61 with fewer vehicles. • Pedestrian improvements

including new sidewalks, a key segment of the Bruce Vento Regional Trail extension, and new traffic signals. We understand there have been some loud voices opposing the line. But we have also heard from many who believe the Purple Line will be a great resource – including businesses, health care organizations, non-profits and residents that have come together to advocate for the project. Purple Line has gone through many years of examination with input from local residents and elected officials. In 2020, the cities of Saint Paul, White Bear Lake, Vadnais Heights, and Maplewood approved resolutions of support for the project’s preliminary plans. White Bear Lake followed this in 2021 by adopting a comprehensive plan embracing the Purple Line. A key goal of this project is to bring the East Metro better access to the expanding transit system connecting the entire region. This is our opportunity to build a great transit line with funding from Ramsey County and the federal government. Let’s keep working together to strengthen the ties that bring us together and lay the foundation for even more success in White Bear Lake. Metropolitan Council Chair Charlie Zelle, Metropolitan Council Member Susan Vento, and Ramsey County Commissioner Victoria Reinhardt contributed to this editorial

care of business or recreating. White Bear Lake boomed, with hundreds of visitors and residents a day enjoying access to jobs and services throughout the region. As we’ve seen throughout the country in the 21st century, communities that invest in transportation options are more competitively poised to attract jobs and residents. Efforts to combat the growth of traffic congestion and get residents to work, school, healthcare appointments, events and more are prized by employers seeking hard-to-find employees and people looking for accessible places to live. The Purple Line will be a highquality transportation option that provides frequent and reliable all-day service with quiet electric buses. Because of White Bear Lake’s successful history with transit, it’s clear that Purple Line is an opportunity to renew its connections to the region through a modern and environmentally friendly transportation option.

LETTERS TO THE EDITOR Disappointed in ‘no’ vote for resolution I was in attendance at the Feb. 22 City Council meeting and part of the raucous applause from the heartfelt message from Heidi Hughes Ward 2 on her support of the resolution opposing the proposed Purple Line (formerly Rush Line) Bus Rapid Transit route. Well said, Heidi. The rest of the discussion from Jones, Edberg and Engstran was embarrassing and not a proud moment for the constituents of those respective wards. Jones and Edberg were predictably on par for their normal condescending manner, delivering their long-winded opposing views. What a striking statement from Edberg to school the mayor and council on proper decorum from the audience. Jones called into question the point of procedure requiring clarification from the city attorney. Good Lord. The real showstopper was from Steve Engstran, Ward 5. "Not sure what it is about this resolution, but I don’t like it.” You’re not sure? “What pompous a-wrote the resolution,” you ask? You read it, and your “trusted nonresident friend” read it, but you don’t like it, and the only objection you have is to "walkability" along the route in White Bear Lake? "Only item J" is OK with you? What did Engstran contribute to the resolution? I have to believe that the document was available to review and discuss internally before the discussion for a vote. If so, that may have been his opportunity to express he didn’t like the "legal" words in the resolution. This was incredible to listen to from an elected council member. I was embarrassed for Walsh, Hughes, Mayor Louismet, the city attorney and city

manager and those in the council chambers. The defining moment of Enstran’s performance occurred at the time of the vote to table the resolution (all I might add, because of him), and he could hardly utter a "yes" in favor. How disappointing. It should trouble every voting citizen of White Bear Lake that our elected council members can’t spend their time working together to make this city the best it can be. As Edberg reminded us, votes count, and council members have won their seats on the council "fair and square." Please remember that when these ward seats are open for election. Mark Ryan White Bear Lake

Council members should represent constituents I attended the City Council meeting on Tuesday, Feb. 22, fully expecting the the City Council to pass a resolution letting the Met Council know we do not want a BRT bus route in our city. Council members Walsh and Hughes voted in support of the resolution. Council Member Jones was true to form with his "It’s too late, the money is already spent" defeatist comments. He mentioned that with all the traffic on Hwy. 61 every day, five buses an hour isn’t really going to add to the congestion. The point he’s missing is that these buses will be virtually empty. Council Member Edberg took a “Nostradamus” approach, predicting we will regret

not building this BRT line and we will be cut off from the rest of the cities. He trusts the Met Council to do its work correctly. There have been numerous news reports lately about the failings of the Met Council to manage projects. I have no faith in the estimates put forth by the Met Council regarding ridership, total project costs, etc. I wouldn’t trust it to successfully manage a one-car parade. However, Council Member Engstran provided my biggest disappointment. He sat there professing his opposition to the BRT coming into White Bear Lake, yet he couldn’t bring himself to vote yes on the resolution. The most frustrating part was his inability, or unwillingness, to express why he felt the way he did. He said, "something about this resolution doesn’t sit well with me." He later added, "The Met Council will do what it wants anyway." The council voted to table the resolution. Council Member Walsh offered to amend the wording to make it acceptable for Council Member Engstran, in the belief that he would vote in support of the resolution at the next City Council meeting. Council Member Engstran, an overwhelming majority of people oppose the project. You said that you are opposed to it. If that is truly how you feel, you owe it to your constituents to walk the talk by voting yes on the resolution. Don’t allow some unelected entity to decide what’s best for White Bear Lake. White Bear Lake ROTARY ACADEMIC ACHIEVER Bella Burth Stratton

Rotary Matters

wblrotary@comcast.net Wildwood Elementary School

Bella Burth Stratton is a 2nd grader. She is an engaged and a naturally curious and invested in learning and growing new skills kind of kid. She works so well with others. She just blows me away with her personal and academic strengths and the way she advocates for herself as a DHH student too. This second grader has daily goals and goals for the future. When asked what she would like to see herself doing in the future she answered, “I want to be the best big sister I can be (to her 4 year old sister, River). I also want to be a pastor someday and sing with children. Bella also has expressed a number of times that she wants others to value the differences in themselves. She said, “If the world was made of people that all looked the same or had the same feelings it would be very boring.’

was transported to the hospital, where she later died from her injuries. A 15-year-old boy who is suspected of killing Li has been arrested and charged with second-degree murder. Due to the suspect’s age, the criminal complaint, is not public at this time. “Right now, there is not much we can say given his age,” said Dennis Gerhardstein of the Ramsey County Attorney’s Office. “We have filed a motion to certify him to stand trial as an adult.”

If the teenager does stand trial as an adult, the criminal complaint would be considered public information. The teenager’s next court date is scheduled for March 8. Tracking and stalking could lead to extended jail time A Shoreview man, 43, faces up to 20 years in prison and/ or a maximum $20,000 fine for stalking. If convicted, his sentence could be increased by an additional five years in prison and/or $10,000 fine for also violating an order for

protection (OFP) while possessing a dangerous weapon. If convicted of a third charge — domestic abuse violating an OFP — he could serve another 90 days in jail and/or pay a maximum $1,000 fine. On Feb. 8, the subject was served an OFP to not have any contact at all with his wife and ordered to transfer any firearms in his possession to a federally licensed firearms dealer. On Feb. 11, subject’s wife reported him for trying to gain entry through the front door

of the apartment complex in the 1100 block of County Road D where she was living. Deputies found the subject and arrested him at the building next door. On Feb. 12, the subject’s wife reported finding a 9mm handgun in the center console of the Honda Civic the subject had used to drive to her apartment building. The subject’s wife also told deputies that her son had found a tracking device in her Subaru Forester. Sometime during the afternoon of that day, the complainant found a padlock on the side door of her garage. Neighbors reported they had seen a red compact car in the area. When the subject was transported to jail, he phoned the complainant in violation of the OFP. At the law enforcement center, the subject initially denied having a gun before later admitting to it. He also revealed that he had recruited his father to install the padlock on the complainant’s garage door. The subject’s daughter told him, “We’re moving from house to house, and you put a tracker on mom’s car. You’re taking it too far.” Staff report

Please Clear Snow Around Fire Hydrants

The Fire Department asks for help in keeping snow away from all fire hydrants near your home or business. A clear path on all four sides makes hydrants easier to locate and operate in an emergency. If there is a fire hydrant on or near your property, please adopt it for the winter and clear an area approximately 3 feet around the hydrants and shovel a straight path from the hydrant to the street. Thank you for helping to keep our neighbors and community safe in the event of a fire.

For example, a resident interested in reviewing the permit history of their residence can search their address. A search may be initiated by a realtor or insurance agent to examine property records for open permits and properly permitted work at a specific address. Please note that the records online only go back to 2013. Some permit records prior to 2013 can be obtained by contacting our Permit Clerk at 651-204-6015.

The city could be cut off from future development opportunities.” The longtime council member felt language in the proposed resolution was based on sentiment, not data, and reminded constituents the Rush Line project launched more than 20 years ago. “It’s been part of two Comprehensive Plans approved by council,” Jones pointed out. Like Jones, Council Member Edberg opposed the resolution. “I do not agree with assertions about the detrimental impacts on the city. (Hwy. 61) carries tens of thousands of vehicles a day.

Member Hughes also campaigned on the Rush Line issue. “I’m not against transit, but against this plan,” she said. “Citizens have been saying ‘no’ for years, and no one has listened.” The mayor encouraged council not to water down the message to Met Council. “I am open to amending it but if we pass a resolution with only (j) (as Engstran suggested), that truly has no teeth. The goal of telling the Met Council we don’t want the Rush Line is what matters, and I encourage you to not lose sight of that.” Sensing that the resolution would fail at the Feb. 22 meeting, Walsh motioned to table. Edberg objected to tabling, saying the issue has “festered” long enough. Again, Engstran was the swing vote, taking a long pause before agreeing to postpone the vote, which passed 3-2. Council expects to consider an amended resolution at its March 8 meeting.

As of this writing on Monday, April 13, the national average for CD rates is 0.94%…that is Lazy Money…as inflation tears away the little growth here. Along with this, we have seen the fastest market correction in history of 37% in less than six weeks, with the market down 20% as of close Thursday, April 9 from its high on Feb 12, 2020. And, the uncertainty remains as to where the markets will go in the near future as the economy goes through what it is going to go through.

There is good news! A solution exists to mitigate market volatility and deliver a better than average return. Cash, cash equivalents (CD’s and money markets), bonds and dollars overexposed in the equity markets are all candidates for this solution. The solution contractually protects your dollars to never go down, and have the ability to capture part of the growth in the equity markets, delivering a better than average return.

In today’s times, this one solution delivers peace of mind. You will mitigate market volatility and mitigate the lowest interest rate environment in US history delivering protection and a better than average return.

At Signature Orthodontics our team provides orthodontic care for children and many adults in a warm and caring atmosphere.

Northern Lights juried art exhibit installation

Above: Staff members and volunteers install artwork in the Ford Family Gallery at the White Bear Center for Arts in preparation for the upcoming opening of the Northern Lights juried art exhibit. It is the largest in the 48 year history of the regional exhibit. Working artists Awa Mally, Scott Lloyd Anderson and Kraig Thayer Rasmussen judged a record number of more than 600 submissions from artists in Minnesota and Wisconsin, resulting in 103 works of art being accepted into the final exhibit.

Above: Resident artist Kyle Frederickson hangs a mosaic on a gallery wall last week.

At right: A sculpture titled “Reflections of Self” by Eva Margaret is among the artwork on display in the gallery, which is approximately twice the size of the main gallery at the art center prior to the recent expansion.

The opening of the Northern Lights 48th Annual Juried Art Exhibition is Thursday, March 3 from 3:30 – 8:30 p.m. The award ceremony starts at 7:00 p.m. The event is free with registration.

BEARS SPORTS BRIEFS

Swimming: Bear diver earns state trip; team 4th in section The White Bear Lake swimmers have one state qualifier, freshman diver Anthony Parada Romero, after the Bears placed fourth of eight teams in Section 4AA meet in Stillwater. Romero, who also qualified for state last year, scored 289.05 points, edging the fifth place diver by 3.1 points to secure the fourth and final slot. “He has made a lot of progress from last year. He has upped the difficulty of his dives,” coach Jake Mueller said. Other Bear highlights were setting three team records— by Amarre Zalazar in backstroke with 57.77 for sixth place; by the 200 medley relay with Zalazar, Aidan Cleary, William Jenkins and Calvin Fortman in fourth place with

1:43.27; and the 400 freestyle relay with Zalazar, Fortman, Cleary and Jenkins in fourth place with 3:24.47. Also advancing to the finals were Cleary, placing fifth in backstroke and sixth in individual medley, and Jenkins, seventh in 50 free. Boys basketball: Bears vanquish Cretin-Derham Hall, Irondale White Bear Lake picked up a payback win over Cretin-Derham Hall, 65-57, at home last Wednesday, then defeated another solid team, Irondale, 72-68 there Friday, improving to 13-11. “We had a tough week (two losses) last week, and the guys bounced back against a really good team,” said Bear coach Greg Burke. Jack Janicki notched 22 points, four

assists, and 12 rebounds, while making no turnovers for the Bears. Wyatt Hawks added 16 points and snagged 12 rebounds. Jack Misgen scored 12 points. Against Irondale, most of the offense came from Janicki with 32 points and Hawks with 22, in their second win over Irondale (15-9). Girls basketball: Bears take 3rd in SEC White Bear Lake closed the regular season with routs against Cretin-Derham Hall 58-27 there last Wednesday and Irondale 65-20 at home Friday evening, wrapping up a third-place finish in the Suburban East Conference. “This season has been a ton of fun for our kids and coaches,” coach Jeremy Post said. “Our team has really come together and over-achieved in so many ways.”

Against CDH (5-19), Lauren Ecklerle sank 15 points, Neveah Hughes 14, and Addison Post and Heidi Barber added eight points each. Against Irondale, 13 Bears scored, led by Hughes with 20 and Eckerle with 16. The Bears were 14-4 in conference for third place among 10 teams in the Suburban East, behind Stillwater (16-2) and East Ridge (15-3). That’s the best finish since the 2016-17 Bears tied for first, and the best conference record since the 2015-16 Bears were 15-1. White Bear Lake is seeded third in Section 4AAAA and will host St. Paul Central on Wednesday night. The winner plays Saturday. Bruce Strand

Wrestling: Bears’ Sloan (4th time) and Drost earn state berths BY BRUCE STRAND SPORTS CONTRIBUTOR

Matt Sloan will cap his glittering prep career at White Bear Lake with another state wrestling tournament appearance, and will be joined there by Bear teammate Porter Drost. Drost, a junior who was 126-pound champion in the Section 4AAA tournament Saturday at Stillwater, and Sloan, runner-up at 195 pounds, will compete Friday and Saturday at Xcel Energy Center. “Matt will make his fourth trip to state. He took sixth last year and will have high goals. Porter was a surprise. He beat a No. 1 seed,” coach Craig Nasvik said. Drost (17-9), a junior, beat Stillwater 8th-grader Brody Urbanski 7-3, then edged top-seeded Tartan senior Anthony Recchio (16-7) in the semifinals 4-3, with a takedown and two escapes. In the finals, the match was stopped for several minutes as Drost strained his shoulder fighting off a pin in the first period. “He had his shoulder extended

to a potentially dangerous situation and it had to be stopped,” Nasvik said. But Drost shook it off and eked out a 9-7 win over Irondale-Spring Lake Park senior Mathew Arens (23-20), getting three takedowns, an escape, and two-point near fall. Asked if he surprised himself he said, grinning, “Yes, I did.” He came into the meet with nine losses, although he said most of them were at 132 before he dropped to 126. after moving from Iowa. Sloan (42-3), a college prospect in football and wrestling, will enter the state tournament with 163 career wins. One thing he hasn’t won is a section title, placing second each year behind someone from perennial power Stillwater. He had a bye, then pinned Centennial’s Cameron Bettinger in the semifinals, lost to Stillwater’s Antony Tuttle (40-4) in the title match 12-1, and pinned Mounds

View’s Gavin Maxey in 3:26 in a true-second match. Asked to reflect on his last season, Sloan chose to praise the Bears’

freshman group instead. “There’s so much to say about this team. I love these guys. They are a second family. If not for our freshmen, we would

HUGO — One of the City Council’s goals for 2022 is to finally figure out what to do with the old Hopkins Schoolhouse, which has sat vacant for more than 40 years. The one-room school, located on the northwest corner of 170th Street N and Highway 61, has an extensive history (see pullout box for more information). “Forty-four years ago, somebody decided to start looking into what we could do to save it, and here we sit in the exact same spot they were 44 years ago, with a building that is deteriorating,” explained Mayor Tom Weidt. Back in 2002, the Hugo Parks Commission researched options for public use, but decided it would need extensive repair. The Hopkins Schoolhouse Committee (HRC) was formed in 2018 and tasked with looking further into the National Registry, necessary repairs and possible partnerships. The city has secured a number of grants from 2017 through 2020 to evaluate and survey the site. Following pandemic-related delays, the city recently received results. City Clerk Michele Lindau explained that grant funding would need to be secured to apply for the National Registry and then the application would be reviewed first by the Minnesota State Historic Preservation Office, and then the National Parks Service for the final decision. An environmental site assessment and regulated materials survey revealed the presence of asbestos, lead paint and other regulated material. In addition, little is known about the well on site, and there was no evidence of a septic system. The conditions assessment found that there is significant damage to the building - the chimney, roof, soffits, doors, windows, porch and entry are all in poor/varying condition; and mechanical, electrical and plumbing are all nonfunctional/ unsafe. Preliminary cost estimates indicate that it would likely cost approximately $575,600 in order to get the structure suitable for temporary occupation. If the city wanted to transform the space into a more permanent use, such as a meeting room or event space, an additional $437,500 to $500,000 in repairs would be needed for a total of approximately $1 million. City Administrator Bryan Bear explained that the city has a decision to make — it can either do nothing, or restore or demolish the building. In recapping discussions at the committee level, Bear said the majority of the HRC would prefer the building not be demolished. “They do understand that the building is deteriorating and may fall down at some point. However, unless there is a funding source that becomes available, whether it is from the city or some other entity, the real pressing need is to fix the roof,” he said. “In the meantime, the most likely scenario is to do nothing. The building sits in that condition until someone, preferably a community-led organization, can find a way to determine what the future of the schoolhouse would be.” There is some question about whether the property would revert back to the Forest Lake School District if the city doesn’t use the property. Council Member Becky Petryk suggested the council not make a decision yet, but rather give the committee time to see if there is enough community interest and individuals who are willing to step up to spearhead the project and its funding. Weidt said, “This is something that we probably need to come to a decision on. If that decision is to find a champion for this project that is going to take it somewhere and get it reconstructed and saved, I think we all agree that would be pretty neat.” The council directed the committee to take six months to see if it can find community members who would be willing to step up to research the project further and ultimately find a funding source. Glenn Wilkinson, Jr

Glenn Orville Wilkinson, Jr, age 80, was welcomed into heaven on Monday, Feb. 21 at 3:21 a.m. His last moments were spent at his home, surrounded by family. He was a faith-filled man who spoke openly to others about God’s grace and love. He showed God’s love to all of those around him and was singing God’s praises with his last breaths. Glenn married his wife, Karen, 53 years ago on July 29, 1968 in Michigan. They have called many places home over the years, finally settling in White Bear Lake to spend time with their family. Glenn actively served in the Marine Corps for 20 years and retired as a Gunnery Sargent. Glenn was a humble man of integrity, advocating for others no matter the cost. He was a wise mentor for each of his family members, always giving small nuggets of hope to help others get through their days. He was a person you could tell anything to and not feel judged, but instead supported. He encouraged others to “not sweat the small stuff” and “not focus on things that make you sad,” and he reminded everyone to make the most of the time with the people you love. He loved the simple life, always asking for peace and quiet for his birthday and Father’s Day. He enjoyed mastering the grill at family BBQs, playing cribbage, gin rummy, and pinochle with his kids and grandkids, and sneaking off for date nights at the casino with his wife. He loved to learn, to read, and to tell jokes to anyone who would listen. Glenn is survived by his wife, Karen Beth Wilkinson, daughters Michele Louise Wilkinson (Chris Bartholomew), Jenifer Dawn Swanson (Joshua), Nicole Renee Wilkinson (Jacob Green), and Laura Beth Grawe (Jared); grandchildren Jake Ryan Wood (Amanda Burchell), Jordan Cole Wood (Olivia Conlin), Anya Simone Diehl, Sophia Moon Green, Ella Maree Johnson, Audrey Willow Grawe, Norah Harmony Swanson, and Oliver Glenn Grawe; great grandchildren Paxton Reign Wood, Navy Hayes Wood, and Nash Crew Wood; sisters Juanita Devine and Linda Galbrait; brother Dennis Wilkinson and many nieces and nephews. He was preceded in death by parents, Glenn and Velva Wilkinson, brother, George Wilkinson, and sister, Bonnie Wilkinson. Per Glenn’s request, the family will not be holding a funeral. In lieu of flowers or gifts, please donate to the American Heart Association or your favorite local charity.
