Judge issues decision regarding water-use restrictions BY SHANNON GRANHOLM MANAGING EDITOR

A new ruling marks the latest development in a years-long legal battle over groundwater pumping and water levels in White Bear Lake, a dispute that has raised difficult questions about how the state should protect the lake while ensuring reliable drinking-water supplies for northeast metro communities. The decision comes as cities in the northeast metro face questions about groundwater use, conservation requirements and the potential shift to alternative water sources. Earlier this month, Administrative Law Judge Megan J. McKenzie issued his Findings of Fact, Conclusions of Law and Order in the matter of amendments to various water

appropriation permits (CAH 25-2002-37733). Seventeen water appropriation permit holders sought contested case hearings on the permit amendments, but only seven municipal permit holders proceeded to an evidentiary hearing, including Oakdale, Mahtomedi, White Bear Lake, Hugo, Lake Elmo, Lino Lakes and Vadnais Heights. Every permit holder did not challenge the lawfulness of each of the four conditions (see chart on page 8 for full breakdown). Judge McKenzie evaluated whether it was reasonable for the appealing cities to meet conditions attached to water appropriation permits that were amended back in 2018 following lengthy litigation in Minnesota’s district and appeal courts. Fire advisory committee steams ahead amid questions and criticism BY JACKIE BUSSJAEGER CONTRIBUTING WRITER

“There were so many qualified individuals on that panel who were both subject matter experts or people who had a background with that very building,” Goebel said at the following city council meeting. “We had I think three different members who were around when we planned and built that building.” Several members of the community are questioning whether this panel is a true representation of the residents’ best interests. VADNAIS HEIGHTS – After a citizen petition overturned the city’s bond referendum to fund a new fire station, the city has taken steps to give residents a hand in steering future plans for fire station facilities through the new Fire Station Advisory Panel. Some residents are concerned, however, that the city’s selection process for this panel may not fully represent the interests of all residents. Of the 32 residents who applied for positions on the panel, 12 were selected after review by city staff and council members Erik Goebel and Jerry

Moynagh, who act as council liaisons. The panel’s first meeting on Oct. 12 began with a presentation of the department’s history in the community by Fire Chief Kurt Frison and presentations by representatives from the Firefighter Cancer Support Network and Regions EMS, followed by tours inside the north and south fire stations. The tours highlighted ongoing issues with the current facilities, including safety concerns including inadequate protections from diesel exhaust and other harmful fumes involved in firefighting. Many of the panel members – including past and current firefighters – have professional public safety experience.

Journeymen Chorus earn first-ever district championship Since the beginning, The Journeymen Chorus has sung and performed at a championship level. Now they have the trophy that proves it. In their first-ever appearance on the Land O’Lakes District contest stage, The Journeymen Chorus earned top honors and captured the 2026 District Chorus Championship. The chorus posted an overall score of 85.8, a score which also qualifies them for the Barbershop Harmony Society’s (BHS) 2027 International Chorus Contest, to be held Saturday, July 10, in Minneapolis. Led by founding director Scott Perau, the chorus performed Justin Miller’s arrangement of Bob

Dylan’s “The Times They Are A Changin’,” followed by “Wait Til You See What’s Next,” an uplifting and energetic song originally composed by Jason Robert Brown and arranged for the chorus by Adam Bock. “When our chorus performs, we offer up heartfelt messages in the hopes that they impact people’s hearts and minds in those few moments, and maybe even change the way they got out into the world after,” Journeymen President Jay Fahl said. “While we are incredibly proud and honored to represent the Land O’Lakes District at International next summer, there is no contest metric that can even come close to matching the joy we

feel from knowing we achieved those impacts today.” The Journeymen Chorus was established in the summer of 2022, when founding director Perau began meeting with a group of his close friends and fellow barbershop singers. Due to the COVID-19 Pandemic, many were unable to participate in organized singing at that time. Perau’s idea was to gather accomplished barbershop singers from across the Upper Midwest to perform at a high level and have fun before and after gatherings. The special opportunity to perform at the BHS International in Minnesota was something the chorus couldn’t pass up. The opportunity eventually became

what the chorus now calls its Journey 2027. As part of that journey, the chorus joined the St. Croix Valley Chapter of the Barbershop Harmony Society and earned a district championship. The Journeymen Chorus will complete its journey with an appearance on the international stage. Up next, the chorus will perform a concert at 3 and 7 p.m. Nov. 7 at North Heights Church in Arden Hills, alongside featured quartets Vocality and Frostbite. Tickets to those performances are available online at www.journeymenchorus. org. Contributed

Why we’re considering leaving Facebook

ur newspaper is considering discontinuing its Facebook and Instagram pages because of concerns that Meta’s new commercial terms threaten the future of local journalism and local newspapers like the White Bear Press and Vadnais Heights Press. The National Newspaper Association has warned that Meta’s revised terms, scheduled to take effect Oct. 30, could give the company broad permission to collect content from websites associated with Facebook and Instagram business accounts. That content could include our news stories, photographs Shannon’s and archives. The concern is simple. We Shenanigans pay reporters and editors to Shannon produce local journalism, and we believe that work Granholm should be protected. Our coverage of local government, schools, businesses, community events and the people who live here takes time, effort and resources. Meta should not be able to benefit from using our content without compensation to our newspaper. We urge our elected officials to help protect our intellectual property, and we ask our readers to please stand up for the small businesses whose copyrighted materials are being improperly used. We recognize that Facebook helps us reach readers and share important community news. While no final decision has been made, we must weigh the benefits of maintaining a Facebook presence against the need to protect our journalism, intellectual property and long-term sustainability. Our responsibility is to serve our community while ensuring that the work we produce remains valued and protected. We will continue to monitor developments and consider the best way to keep readers informed without unnecessarily compromising the journalism they depend on. We encourage readers to continue visiting our website at presspubs.com. Please continue to subscribe to our newspaper, share our stories directly with your friends and neighbors on your own social media accounts. Supporting local journalism helps ensure that reliable, independent coverage of our community remains available for years to come. Shannon Granholm is the managing editor for Press Publications.

Prepping your relationships for election night

very election season comes with its own kind of emotional baggage. Anticipation, anxiety, hope, dread — they swirl together in ways that can make even the most grounded people feel unsteady. And because elections are collective experiences, those emotions don’t stay contained. They spill into our conversations, our group chats, our workplaces and our families. Movers & We talk about the candidates, the Shakers stakes, the issues, Shannon the awful ads and the flood of mailWatson ers. What we talk about less is how to prepare our relationships for what happens when the results arrive. But we should, because in many relationships — be that friends, siblings, partners, colleagues — one person is likely to be relieved or happy about the outcome, and the other may be disappointed, frustrated or fearful. Pretending that dynamic won’t matter is how we end up with hurt feelings, avoidable conflicts, or long silences. The good news is that we can plan ahead. Just like campaigns prepare for Election Day, we can prepare for the emotional aftermath. And doing that work before the results come in — when everything is calmer and

less reactive — can set a baseline of care that makes the harder moments easier to navigate. Start with a simple question: “What do you think you’ll need from me after the results come in?” It’s disarming in the best way. It signals that you’re thinking about the relationship, not the scoreboard. It also gives the other person a chance to articulate their needs without the pressure of the moment. Some people will say they want space. Others want distraction. Some will want to talk immediately; others won’t be ready for hours or days. You don’t have to agree with their political views to honor their emotional needs. You just have to decide that the relationship matters more than the election. It also helps to share what you will need, not in a dramatic way, but in an honest one: “If the results don’t go the way I hope, I might need a little time before I’m ready to talk.” Or, “If my candidate wins, I’ll be relieved, but I won’t expect you to celebrate with me.” Naming your own expectations makes it easier for the other person to respect them. And then there’s the question of what to say when the moment arrives. This is where solidarity — not unity, not agreement, but solidarity — becomes a practical tool. If someone you care about is happy with the results and you aren’t, a simple congratulations doesn’t require you to join the celebration. It’s not an endorsement; it’s an acknowledgment of their

experience. On the flip side, if someone you care about is upset or overwhelmed, saying, “If you aren’t ready to talk while you process the results, I understand — but I am here for you,” can be a lifeline. These small gestures don’t solve polarization, but they soften its edges. They remind us that relationships don’t have to rise and fall with political outcomes. Prepping your relationships for election night isn’t about pretending politics don’t matter. They do. They shape our communities, our policies and our futures. But relationships matter too — often more, and certainly longer. And in a season that rewards division, taking time to plan for connection is a quiet act of solidarity. Campaigns prepare for Election Day because they know the stakes. We can prepare for election night because we know the stakes in our own lives. A little planning, a little curiosity and a little solidarity can make the difference between a relationship strained by politics and a relationship strengthened by care. If we want a civic culture that isn’t defined by winners and losers, this is one place to start: not with unity, but with the intentional, human work of showing up for each other when the results come in and the next chapter of civic life plays out. LETTERS TO THE EDITOR Some policies are good Unfortunately there are many negative letters on the actions of the President and his “leadership”. I certainly am more than disappointed with a number of his actions and plans. But, he is the President and will be for a few more years. With so many politicians running against Trump, what will they do when they win? Will it be the same old nothingburger, or will they unite the country with leadership? Will there be a capable presidential candidate in 2028? Will people look back and see that Dean Phillips was 100% correct when he said Biden’s mental capabilities were diminished? Voters handed the election to Trump and only a few have acknowledged their role in the election of Trump. That said, what has Trump done right? The tax cuts to the middle class is a win for many Americans. People complain about this but who else but taxpayers see a benefit? Where do you think these cuts go to? Taxpayers spend these dollars locally rather than being taken by lobbyists in Washington. The border now has some security. No longer can anyone cross the border. There are too many violent criminals in our communities and allowing just anyone into the U.S. is unacceptable. Why should America not have a

secure border? We certainly need immigration, but there are now controls in place. There is now a “Right to Try” act that allows terminally ill patients to try experimental meds that do not have FDA approval. But this election does not have Trump on the ballot even though many are running against Trump. In Minnesota we must not forget about the “F” word (fraud). Too many are suffering because of this. We can’t allow people to steal money and live a life of luxury while families in need go without the help they desperately need. Unfortunately the Walz/Trump war is being waged at the expense of the people of Minnesota. Look at the current gang violence in Minnesota. Until Sheriff Fletcher went public and the shootings in Edina and Eden Prairie. Time to wake up. Tim Turner White Bear Lake

DEPARTMENT OF NATURAL RESOURCES BRIEFS been reported in Minnesota DNR urges off-highin 2026. way vehicle riders to “Our goal is that every rider returns home safely at prioritize safety The Minnesota Department of Natural Resources is reminding off-highway vehicle (OHV) riders to take safety precautions following six reported OHV-related fatalities in October. Before October, 12 fatalities had

the end of every ride,” said Capt. Jon Paurus, education program coordinator for the DNR Enforcement Division. “The likelihood of that occurring increases when safety is top-of-mind before and during any ride.” The DNR recommends that riders wear helmets

and appropriate safety gear, wear seat belts when equipped, complete safety training and stay on designated trails. Riders should never operate an OHV under the influence of alcohol or drugs. The agency also encourages riders to travel with others, adjust their speed to trail and weather conditions, and actively supervise young riders.

on the world. I heard just a few days ago an interview with a Trump supporter who said “Yes I like Trump; what is there not to like?” It continues to amaze me that there are intelligent people who still support this man, despite all the bad that he does. I think, in part, there is simply a reluctance to say that “I was wrong, terribly wrong.” By the way, even though he and his administration may have done some worthwhile things (I myself don’t think of any), the preponderance of wrong cannot be excused. He continues to garner certain support in Congress. Is that out of fear? Too many people simply have their head in the sand and don’t realize the significance of the damage, and that the damage done will never be fully corrected. For example, the U.S. relationship with Canada will never again be as solid as it was before Trump. Our democratic government has lost credibility. The people put this tyrant into the most powerful office in the world. I am asked by like-minded people, “what can we do?” You know what to do. Larry Mahoney Vadnais Heights

Riders who travel alone should tell someone where they are going and when they expect to return. Minnesota law requires riders younger than 18 to wear a U.S. Department of Transportation-approved helmet while operating an OHV. ATV operators born on or after July 1, 1987, must complete safety training. Youths younger than 16 also need permission from

a parent or guardian to operate an OHV. Most fatal crashes involving other vehicles occur along roadways, the DNR said, emphasizing the importance of staying on designated trails and riding within one’s abilities. For more information on OHV safety and training, visit mndnr.gov/ohv/atv-safety. html or mndnr.gov/safety/ vehicle.

COMMUNITY BRIEFS

Minnesota currently ranks eighth in the country for best trick-or-treating according to KURU Footwear. The shoe company compiled state rankings by considering five equallyweighted factors: walkability, child population, Halloween enthusiasm according to Google Trends, pedestrian safety, and average Halloween-night temperature. Minnesota’s low pedestrian death rate (.7 per 100,000 people) and strong walkability score put the state in the top 10. The state doesn’t rank as well with a low Google Trends score and low average temperature — only Alaska and Maine were colder. Wisconsin nabbed this year’s top slot.

National Safety Council offers tips for a safe Halloween Kids love the magic of Halloween, but costume and traffic safety are essential for trick-or-treaters. The National Safety Council offers these tips can help make a safe and happy holiday for everyone.

Costume safety

• Be sure to choose a costume that won’t cause safety hazards; all costumes, wigs and accessories should be fire-resistant. • If children are allowed out after dark, fasten ref lective tape to their costumes and bags, or give them glow sticks. • Because masks can obscure vision, opt for nontoxic Halloween

makeup. Also make sure to always test makeup in a small area first to see if any irritation develops. • Remove all makeup before children go to bed to prevent skin and eye irritation.

When they’re on the prowl

Here’s a scary statistic: children are more than twice as likely to be hit by a car and killed on Halloween than on any other day of the year. Key factors for this statistic are low light and lack of visibility. Keep these tips in mind when your children are out on Halloween night: • A responsible adult should accompany young children on the neighborhood rounds. • If your older children are going alone, plan and review a route acceptable to you.

• Agree on a specific time children should return home. • Teach your children never to enter a stranger’s home or car. • Instruct children to travel only in familiar, well-lit areas and stick with their friends. • Tell your children not to eat any treats until they return home, and take care to avoid any food allergies.

Safety tips for motorists

• Watch for children walking on roadways, medians and curbs. • Enter and exit driveways and alleys carefully. • At twilight and later in the evening, watch for children in dark clothing. • Discourage new, inexperienced drivers from driving on Halloween.

WHITE BEAR TOWNSHIP NOTES • The November executive meeting will be moved to Nov. 20 due to the Thanksgiving holiday. • The township has passed an interim ordinance that sets a one-year moratorium on data center facilities, which will allow the town to study appropriate land-use regulations related to these facilities. Town Administrator Patrick Christopherson clarified that this ordinance is proactive and the town has not been approached by any party about potential data centers within township borders. “It’s the right step to take so we have time to make sure we really get our feet planted,” said Town

Supervisor Steve Ruzek. • A variance was granted to extend an existing deck at a residence on Bald Eagle Point. The proposed expansion encroaches on the minimum setback from the ordinary high water level, and also includes an oversize stairway landing for improved accessibility. The alterations will require a permit from the Rice Creek Watershed District and additional trees will be planted to mitigate the impact on the shoreland area. • Several openings remain on township commissions, including the Economic Development Advisory Board, Park Board, Planning Commission and Utility

Commission. • Town Board Chair Ed Prudhon noted the recent loss of Richard Sand, a longtime White Bear Township resident with 32 years of service on the town board. “Our thoughts and prayers go out to the family,” Prudhon said. The White Bear Town Board next meets at 7 p.m. Monday, Nov. 2 at Heritage Hall, 4200 Otter Lake Road. Jackie Bussjaeger

Susan Scanlan Morgan Of Vadnais Heights passed away on October 19, 2026, at Regions Hospital in St. Paul after a fiveyear battle with autoimmune disease. Susan was born on June 19, 1952, to Earl and Phylis Crowder in Jefferson, Iowa. She attended school at Grand Junction and Dayton, Iowa, before graduating from high school in Luverne, Minnesota, in 1970. Susan worked at the White Bear Lake Veterinary Hospital, where she met Dr. Wayne Scanlan. They were united in marriage on September 23, 1983, and on October 20, 1987, they welcomed their son, Tyler Scanlan. Following her divorce, Susan focused her life on raising Tyler, instilling in him her values of empathy and love. She lived by the golden rule, treating others exactly how she wished to be treated, and she lived these values fully, leaving an enduring imprint on the hearts of those she loved. As Tyler grew older, Susan returned to school, graduating Magna Cum Laude with a Registered Nursing Degree. She spent years caring for patients in the dermatology department at the University of Minnesota, but her truest calling was always nurturing the people and animals in her personal life. Susan held a profound respect for nature; long walks and kayaking were among her favorites. She loved all creatures - dogs, cats, birds, and reptiles alike. Any animal that showed up at her door was guaranteed a lifetime of devotion and protection. Throughout her life, Susan derived immense joy from absorbing culture. Whether exploring Market Fest or the Minnesota State Fair, she took delight in the live music, local art, unique trinkets, and food. A standout milestone was a multi-week trip across Europe with Tyler to see a different part of the world. They loved all of it, but Italy was the true standout. Sitting by the water, Susan spent her lunches feeding the local town cats delicious seafood right from her own plate. She was still caring for animals even while thousands of miles away from home. Fourteen years ago, Susan met her partner, Ward Morgan, and they built a beautiful life together. Ward’s deep dedication was on full display over the last five years as he lovingly cared for Susan through her declining health. In her final weeks, Ward went to incredible lengths to ensure she could attend a concert she badly wanted to see, ensuring her final days remained full of light, dignity, and joy. Susan was preceded in death by her father, Earl. She will be lovingly remembered and missed by her son, Tyler of Minneapolis, and her partner, Ward of Vadnais Heights. She is also survived by her mother, Phylis; her sisters, JeriAnn Rowe (Bryan Mueller) and Angela Binns (Herb Binns); her dear family friend, Bob Rowe; Ward’s sister, Linda; and all of Sue’s beloved pets. LAKE LEVEL: Administrative law judge rules against appealing cities FROM PAGE 1

McKenzie found that “it is reasonable and feasible” for all the appellant permit holders to meet all four conditions. In other words, the cities did not show that it is unreasonable or unfeasible to meet those conditions. Hugo City Administrator Bryan Bear said the city is still reviewing the ruling from the administrative law judge and in the coming weeks, the city council will decide if it wants to appeal that ruling. “Unless a solution is agreed to, the conditions that are the subject of this ruling would restrict the way residents can maintain their lawns and gardens. It will inf luence development in the community: favoring apartments instead of restaurants and commercial development and it will require the city

to spend money on developing plans to convert our water supply to a surface water source like the Mississippi River which is a solution that is impractical and not feasible for Hugo,” Bear said. “Ultimately, restrictions on access to drinking water will have negative economic consequences for the entire northeast metro.” Attorney Dick Allyn, representing the White Bear Lake Restoration Association, explained that the case will likely either go back to the Court of Appeals or to Judge Marrinan. With the exception of Lake Elmo, no new pumping permits have been issued since August 2017. “It’s important. People may want to think (lake level) is just a temporary problem or that it only affects people who live on the lake,”

CONTRIBUTED

Not every permit holder challenged the lawfulness of each of the four new conditions. The above chart shows which conditions cities challenged.

Allyn said. “The lake is a big resource for the whole region. Is there still a problem? Certainly there is still a problem … White Bear Lake deserves to be protected.” In May 2023, the Minnesota Legislature passed the Omnibus Environment and Natural Resources bill, otherwise known as Chapter 60. Article II, Section 5 of the bill appropriated sums “to develop a comprehensive plan to ensure communities in the White Bear

Lake Area have access to sufficient safe drinking water to allow for municipal growth while simultaneously ensuring the sustainability of the surface water and ground water resources.” The legislation set aside resources to plan for the conversion of surface water sources to replace the permit holders’ current appropriation of groundwater. The bill provided: $2 million the first

year is to develop a comprehensive plan. The Metropolitan Council established a work group consisting of the commissioners of natural resources, health, and the Pollution Control Agency or their designees and representatives from the Metropolitan Area Water Supply Advisory Committee; the St. Paul Regional Water Services; and the various the cities to advise the council in developing the comprehensive plan.

The work group is scheduled to report back possible solutions to the legislature in June 2027. Managing Editor Shannon Granholm can be reached at 651-407-1227 or whitebearnews@ presspubs.com.

Conditions Condition 1 (plan to convert to surface water source): A

revised water supply plan must be submitted to the DNR, by Aug. 29, 2018, that includes a contingency plan to fully or partially convert the source water that is authorized under this permit from groundwater to surface water source(s). The contingency plan must include a schedule for funding design, construction and conversion to a surface water supply. Whether any conversion would occur shall be determined by the DNR and the holder of this permit.

Condition 2 (residential irrigation ban): The permittee 868864

must prepare, enact and

enforce a residential irrigation ban when notified by the DNR that the lake level of White Bear Lake has fallen below 923.5 feet (MSL 1912), to continue until notified by the DNR that the lake level has reached an elevation of 924 feet (MSL 1912). By April 30, 2018, send the DNR an approved ordinance or other enforceable mechanism for implementing an irrigation ban consistent with this permit condition. The current lake levels of White Bear Lake may be viewed on the MN DNR website.

Condition 3 (per capita wateruse plan): By Aug. 29, 2018,

to the DNR to phase down per capita residential water use to 75 gallons per day and total per capita water use to 90 gallons per day.

Condition 4 (report on collaborative efforts):

Annual reporting to the DNR is required on your collaborative efforts with northeast metro communities to develop plans to phase down per capita residential water use to 75 gallons per day and total per capita water use to 90 gallons per day. Annual reports are due on March 31st of each year, beginning in 2019.

FINANCIAL PLANNING What this fall’s housing market means locally Anoka County, home to Centerville, saw an even larger increase of about 20%. White Bear Lake itself had 105 active homes listed in August, according to Realtor.com – about 35% more than a year earlier. Its median sold price was about $365,000. Now, those figures do not mean every neighborhood has suddenly become a buyer’s market as a wellpriced home in a desirable location can still move quickly. And smaller communities such as Centerville can see their monthly statistics swing sharply simply because relatively few homes change hands. What the larger trend does suggest is that buyers have regained some room to think. And that matters. More inventory

can give buyers the ability to compare several homes instead of feeling forced to bid on the first acceptable one. It can also make inspection contingencies, closing dates and seller concessions more negotiable. For sellers, though, the lesson is almost the reverse. A house no longer competes only against the clock; it competes against more listings. Pricing a home based on what a neighbor received during the frenzy of a few years ago may not work in today’s market. But there is another number shaping the fall market, and it may matter more than the listing price: the mortgage rate. Freddie Mac reported that the average 30-year fixed mortgage rate reached at a high of 6.76% on Sept. 10. A year earlier, it was 6.35%. Rates have

and what that insurance ultimately costs. Buyers should obtain an insurance estimate before closing rather than assuming the premium will look like the one on their current home. The same principle applies to property taxes, association dues and maintenance. The sale price gets most of the attention, but the real financial question is the total monthly cost of owning the home. For someone considering a move this fall, that may be the most useful change in mindset. Do not begin with the maximum price a lender says you can borrow. Instead, it might be good to begin with the monthly housing cost that still leaves room for groceries, utilities, transportation, savings and the inevitable repair that arrives without an invitation. And for homeowners thinking about selling, more inventory does not mean there are no buyers. It means those buyers have more alternatives. A realistic price, good condition and fewer surprises matter more when shoppers can compare. With all this being said, this fall’s housing market is neither clearly “good” nor “bad.” Buyers have more homes to choose from. Sellers are still seeing substantial home values. But higher borrowing and insurance costs mean both sides have to pay closer attention to the numbers. The market may finally be giving people more time to make a decision, and using that time well may be worth more than winning a bidding war.

868673

For several years, buying a house might have felt like a race. A home would hit the market, showings would fill up and buyers sometimes had only days – or hours – to decide whether to make an offer. There was little room to hesitate. This fall, and the past summer for the matter, looks different. Across the Twin Cities area, the number of homes for sale has grown noticeably. For buyers in White Bear Lake, Vadnais Heights, Hugo and Centerville, that can mean something that was difficult to find a few years ago: time. But more choices have not necessarily made buying a home easier. The market has traded one kind of pressure for another. Realtor.com’s August housing data showed active listings across the Minneapolis-St. Paul metro up nearly 33% from a year earlier. Approx. one out of five listings had received a reduction in the price. The median list price for the metro was about $419,900, down 3.1% from the previous August. The shift is visible closer to home, too. In Ramsey County, where White Bear Lake and Vadnais Heights are located, active listings were about 9% higher than a year ago in August. In Washington County, which includes Hugo, Mahtomedi and part of White Bear Lake, inventory was up about 11%.

also been climbing in recent weeks after sitting closer to the mid-6% range earlier this summer. For buyers, that difference alone changes the monthly payment before property taxes, insurance or association fees are even added. It is one reason a price reduction does not automatically make a house affordable. A buyer who negotiates several thousand dollars off the purchase price can still end up with a higher monthly payment if borrowing costs rise. That makes shopping for the loan almost as important as shopping for the house. Freddie Mac specifically recommends getting mortgage quotes from multiple lenders. Even a relatively small difference in rate can add up over years of payments. Then there is the cost that is easy to overlook during an open house: homeowners insurance. Minnesota homeowners have been hit particularly hard. A 2026 industry report found that the state’s average homeowners insurance premium rose 34% during 2025 – the largest increase in the country – bringing the average annual premium to about $3,530. Minnesota Department of Commerce officials have pointed to severe weather, repair costs and the state’s older housing stock as factors behind rising costs. That is especially relevant when comparing homes. An older roof, aging electrical system or previous storm damage may not simply become a future repair expense. Those factors can affect whether a home is easy to insure

We’re just rolling along. Our run of spectacular October weather brought us highs in the 70’s and lows where our highs should be. Last week’s highs that reached in the mid to upper 70’s fell 5-6º short of records. We would’ve had to top off in the low 80’s to set records. Last week was dry with our last meaningful rain back on October 15-16. Monday’s weather brought in light rain totals and cooler temperatures. It is October after all. Temperatures are expected to rebound once again, expect low 60’s this weekend for highs. We have good Fall colors here in the White Bear Lake area and it will be a good time to get out! Astro note: November 1, Mars and Jupiter rise with the moon at 11:23 pm. I’m hating those November sunset times! You?. A cool-down is expected for this weekend but still expect near normal temperatures.

October is... BREAST CANCER AWARENESS MONTH

Awareness Can Save Lives Clinical breast exams and mammograms are important to every woman’s health,

so it’s important to talk with a doctor about the best screening schedule to meet your needs and protect your health at every age. To establish care or learn more, please contact a physician.

Breast cancer is the most common form of non-skin-related cancer in women and the secondleading cause of women’s cancer deaths in both the United States and Canada. Sources: American Cancer Society, Canadian Cancer Society

Symptoms and Screening: The most common symptom of breast cancer is a new lump or mass, although most breast lumps are not cancer. A painless, hard, fixed mass that has irregular edges is more likely to be cancer, but breast cancer can also be soft, round, tender, or even painful. Other possible symptoms of breast cancer include: • Swelling of all or part of a breast even if no lump is felt. • Skin dimpling, sometimes looking like an orange peel. • Nipple or breast skin that is red, dry, flaking, or thickened.

• Breast or nipple pain. • Nipple retraction (turning inward). • Nipple discharge other than breast milk. • Swollen lymph nodes under the arm or near the collarbone can be a symptom of breast cancer spread even before the original tumor in the breast is large enough to be felt.

Causes of breast changes besides cancer

Breast changes can be caused for reasons other than cancer. • Benign breast conditions Many of these symptoms can also be caused by benign (noncancerous) breast conditions, including lumps, pain,

or discharge from your nipples. Some benign conditions might show up on a mammogram. • Hormones Your breasts might feel different throughout different periods in your life because of changes in your hormone levels. Before menopause, your breast size and shape might change throughout the month as you go through different phases of the menstrual cycle. A pregnancy can also cause changes in your breasts. As you get close to menopause, you might notice lumps or other differences in your breasts. Taking hormone medicines, like birth control or hormone replacement therapy, can also cause breast tissue to change.

It's important to have any new breast mass, lump, or other change checked by an experienced healthcare professional so the cause can be found and treated, if needed. Remember to also continue regular screening for breast cancer as recommended. Screening tests can often help find breast cancer early, before any symptoms appear and when treatment is most likely to be successful.

CASE TYPE 2: CONDEMNATION COURT FILE NO. 62-CV-26-6947 JUDGE LEONARDO CASTRO PETITION County of Ramsey, Petitioner, v. M T Properties, Inc., Main Street Village Condominiums, New Brighton Leased Housing Associates I, Limited Partnership, New Brighton Leased Housing Associates III, LLLP., Magellan Pipeline Company, L.P., Citibank, N.A., U.S. Bank Trust Company, National Association, as Trustee for the Registered Holders of Jefferies Mortgage Acceptance Corp., Multifamily ML Pass-Through Certificates, Series 2022-ML14, Polaris Capital, LLC., Midtown Village Townhome Association, New Brighton Leased Housing Associates II, LLLP., U.S. Bank Trust Company National Association, Federal Home Loan Mortgage Corporation, Sarah Christenson, Mortgage Electronic Registration Systems, Inc. (MERS), City of New Brighton, and County of Ramsey, and all other parties unknown having any claimed right, title or interest in the premises herein, together with the unknown heirs or devisees, if any, of the parties that may be deceased, and including unknown spouses, if any, Respondents. IN THE MATTER OF THE CONDEMNATION OF CERTAIN LAND TO: THE DISTRICT COURT ABOVE NAMED The County of Ramsey brings this Petition and respectfully states and alleges: I. That this proceeding is taken pursuant to law in the name of and on behalf of the County of Ramsey, State of Minnesota, by John J. Choi, the duly elected, qualified and acting County Attorney, at the request of the Board of County Commissioners of Ramsey County, as shown by County Board Resolution No. B2023-052, dated April 4, 2023, a certified copy of which is attached hereto as Exhibit A and made a part hereof. II. That the County of Ramsey also deems it necessary, expedient, and for a public use and purpose to obtain by “quick take” condemnation under the right of eminent domain the permanent easements and temporary construction easements in the lands as described in this Petition, together with all structures, trees, shrubs, grass and herbage to be damaged thereby. III. In the attached Exhibit B, where a “permanent easement” is identified, the interests being conveyed include all rights necessary for the construction, operation, and maintenance of all public right-of-way and utility uses now known or adopted in the future. Such rights include, but are not limited to, the right: to remove and use all plants, trees, ground cover, and natural growth now existing, or later planted or grown; to permanently grade or alter the grade of the land, and to remove and use all earth and other material not reasonably necessary for lateral and subjacent support; to limit or allow the location, number, and related characteristics of access from the remainder property to the public right-of-way; to store equipment or supplies; to access, both ingress and egress, from the most reasonably convenient rights-of-way; to remove any physical improvements or fixtures that interfere with its use as a public rightof-way; and to exclude from the area any use or improvement that conflicts with the rights conveyed herein. Reasonable and convenient access to the remainder will be maintained. IV. In the attached Exhibit B, where a “temporary easement” is identified, the interests being conveyed include all rights of possession and use, for a limited period of time, necessary or incidental to support the related construction project, including the right: to stage equipment or supplies; to access other portions of the construction project; to make minimal permanent alterations to the grade of the land that do not substantially impact the remainder; to remove (and restore in substantially similar condition) any plants, ground cover, or physical improvements; to access, both ingress and egress, from the most reasonably convenient rights-of-way; and to install any temporary improvements. Reasonable and convenient access to the remainder will be maintained. The term of the temporary easement shall be for 24 months beginning on February 1, 2027, and ending January 31, 2029, or for 24 months from the date when granted pursuant to order of the district court, whichever is later. In addition, the interests identified in this paragraph include the option of the Petitioner to extend the temporary easement for up to two twelve-month terms to be held consecutive to the original term and to each other at the monthly rate determined for the initial term. V. Personal property not specifically identified as being acquired, including, but not limited to, fencing, irrigation systems, pavement, curbing, or signage, or trees, shrubs, plants, or ground covering, is not included in this petition, except to the extent the above rights provide for the removal, replacement, use, or repair of such property. It is the intention of the Petitioner to address any claim of damage related to personal property destroyed, removed, lost, or otherwise damaged, but not repaired or replaced in substantially similar condition, in accordance with applicable relocation laws, including Minn. Stat. § 117.50 - .56 or the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, as amended, and any regulations adopted pursuant thereto. VI. That the purpose for which said interests in land described in this Petition are being acquired is for the purpose of reconstructing the Old Highway 8 bridge over the railroad corridor between 8th Avenue Northwest and 5th Avenue Northwest. VII. The taking in this matter is to obtain rights sufficient to support the construction and maintenance of a public highway, including related facilities. Unless specifically identified, pre-existing utility, pipeline, access, and other easements or interests shall remain in full force and effect and shall only be impaired to the extent necessary for the County of Ramsey to construct and maintain a public highway, and related uses, on the land being acquired. For any parcel being taken by this condemnation proceeding that is subject to preexisting utility, pipeline, access, or other easements or interests, the County of Ramsey shall work as needed with the easement holder to adjust facilities to accommodate the construction or to adjust construction plans to minimize related damages. VIII. It is the intent of the Petitioner that reasonable access, in at least one direction, to the main thoroughfare will be maintained for any remaining interest of a property from which a temporary easement is taken. IX. Notwithstanding anything to the contrary contained herein, should tests or evaluations undertaken by or on behalf of the County of Ramsey indicate the possible presence of pollutants, contaminants, or hazardous substances on any of the property described in this Petition, the County of Ramsey reserves the right to defer effecting the transfer of the interest to any of the property as described herein for a reasonable time until the County of Ramsey can evaluate whether it wishes to proceed with the taking, abandon these proceedings and dismiss the Petition as to said property, or otherwise respond to such information. Further, the County of Ramsey reserves the right to recover costs of cleanup and testing and all other damages resulting from the presence of pollutants, contaminates, or hazardous substances on the property described herein, from all potentially responsible parties in a separate legal action. X. That a party wishing to challenge the public use or public purpose, necessity, or authority for a taking must appear at the hearing of this Court at which the County of Ramsey, as Petitioner, shall present this Petition to the Court and

state the objection or must appeal within 60 days of a Court order. XI. That the land in these proceedings to be taken are situated in Ramsey County, Minnesota and are more particularly described in attached Exhibit B which is made a part hereof. The names of all persons appearing of record or known to the County of Ramsey to be the owners of said land, or interested therein, including all whom the County of Ramsey has been able by investigation and inquiry to discover, together with the nature of the ownership of each, as nearly as can be ascertained, are set forth on attached Exhibit B. XII. The County of Ramsey hereby moves the court for an order transferring title and possession of the parcels described herein prior to filing of an award by the court appointed commissioners, pursuant to Minnesota Statutes § 117.042. WHEREFORE, the County of Ramsey prays for an order of this Court as follows: 1. Adjudging that said taking is for a public purpose, is necessary, and is authorized by law; and 2. It be further adjudged that the County of Ramsey is entitled to take and hold such property for the public use pursuant to the Notice of Intent to Take Possession, on file with this Court; and 3. Appointing three disinterested commissioners, and at least two alternates, to ascertain and report the amount of damages that will be sustained by the several owners on account of the taking; fixing the time and place of the first meeting of the three commissioners; prescribing their compensation; establishing procedures for the disbursement of funds deposited with the district court; establishing procedures by which commissioners shall hear all allegations and proofs of persons interested herein; and requiring the commissioners to file their report with the District Court Administrator within 365 days from the date of the order appointing the commissioners unless said time be further extended by order of the Court; and 4. For such other and further relief as may be proper and pursuant to law. Dated: October 14, 2026 JOHN J. CHOI, Ramsey County Attorney By Rachel Aburime (#0398270) Assistant Ramsey County Attorney 360 Wabasha St. N., Suite 100 St. Paul, MN 55102 (651) 266-3019 rachel.aburime@ramseycountymn.gov Attorney for Petitioner ACKNOWLEDGMENT The undersigned hereby acknowledges that costs, disbursements, and reasonable attorney and witness fees may be awarded pursuant to Minn. Stat. Section 549.211 to the party against whom the allegations in this pleading are asserted. /s/ Rachel Aburime Rachel Aburime ________________________________________ EXHIBIT A BOARD OF COMMISSIONERS RESOLUTION B2023-052 Meeting Date: 4/4/2023 Sponsor: Public Works Title: 2023 - 2027 Transportation Improvement Program File Number: 2023-120 Background and Rationale: To qualify for state and federal funding and to proceed with construction projects, the Ramsey County Board of Commissioners must approve the Public Works 5-year Transportation Improvement Program (TIP). The TIP is a planning document and funding estimates identified in the TIP are reflected in the county’s Capital Improvements Program Budget. Similar programs have been developed each year since 1988. The Public Works department, annually, prepares the TIP using a collaborative process whereby the county solicits projects and input from area municipalities. Project inclusion in the TIP is based on a cooperative dialogue with municipal and state partners, along with technical analysis and consideration of funding opportunities. While funding limits will continue to challenge program delivery, communication and engagement with municipal partners ensures local needs and priorities are examined and addressed to the extent possible. Projects included in the TIP are also looked at through the lens of the Ramsey County All Abilities Transportation Network policy, which prioritizes the most vulnerable users (i.e. pedestrians, bicyclists, people with disabilities, etc.) first. The design, construction, and right-of-way costs identified in the TIP are estimates based on best practices in the industry. The funding landscape for transportation projects can be volatile and the ultimate delivery of the TIP is dependent on future funding levels. Partnering on projects with area communities, bordering counties, the Minnesota Department of Transportation, and other state agencies will continue to be a critical way for Ramsey County to get the most from available funds. Recommendation: The Ramsey County Board of Commissioners resolved to: 1. Adopt the 2023 - 2027 Public Works Transportation Improvement Program. 2. Authorize the County Engineer to prepare plans and agreements for all projects identified in the Transportation Improvement Program, and to issue solicitations in accordance with County policies and procedures and the Minnesota Department of Transportation’s list of “Pre-Qualified Vendors by Work Type”. 3. Authorize the County Surveyor to execute Right of Way Plats and Certificate of Surveys for Highway projects that require the determination of existing right of way for the delineation and/or acquisition of property, for planning studies or disposition of excess county property. 4. Authorize the County Manager to enter into contracts and agreements, and execute change orders and amendments to contracts, supplemental agreements, and agreements related to the expenditure of Transportation Improvement Program Project Funds utilizing County State Aid, Federal, State, and participating funding associated with the construction of the approved projects in the 2023 - 2027 Transportation Improvement Program or a previously approved Transportation Improvement Program in accordance with the county’s procurement policies and procedures. 5. Authorize the County Engineer and County Attorney to acquire temporary easements, permanent easements, fee title, and enter into Limited Use Permits with the State of Minnesota for projects in the 2023 - 2027 Transportation Improvement Program, or previously approved Transportation Improvement Program, by negotiation or condemnation. 6. Authorize the Public Works Director to approve negotiated settlements for up to $100,000 over the county’s appraised value per parcel for temporary and permanent easements and fee title. 7. Authorize the County Manager to approve and execute purchase agreements, settlements, closing documents, Limited Use Permits, and other related real estate documentation associated with County Board approved acquisitions of real property. 8. Authorize the County Manager to approve and execute cooperative agreements and maintenance agreements with cities, counties, the state, and other governmental agencies for their participation in projects listed in the 2023 - 2027 Public Works Transportation Improvement Program or previously approved Transportation Improvement Program. 9. Authorize temporary cash loans from the County General Fund to the Road and Bridge Capital Improvement Program fund and the Wheelage Tax fund for costs of projects listed in the 2023 -2027 Public Works Transportation Improvement Program, or previously approved Transportation Improvement Program, and for maintenance project expenditures occurring before bond or wheelage tax proceeds are received pending receipt of Federal, County State Aid Highway, state and participating funds.

White Bear School Board hosts public forum ahead of midterm elections BY SARAH BAKEMAN CONTRIBUTING WRITER

Concerns of low test scores, declining enrollment and taxpayer burden were the central topics of the White Bear Lake Area School Board public Forum on Oct. 12. The comments come on the heels of the release of the 2025-26 school year MCA standardized testing results and just weeks before Nov. 3 midterm elections. Seven community members expressed their concerns, and repeated themes came up throughout the evening: dissatisfaction with standardized test scores and decreasing enrollment, Title IX and sports, and taxpayer burden. Residents Jen Arnold and Dianna Delaney both questioned why test scores are not higher and what the

district’s plan is to improve them. While WBL Area Schools’ MCA test scores are 5.6 points above the state average, public forum speakers argued this statewide average is not a good standard to which White Bear Lake students should be held. In 2026, 44% of Minnesota students met gradelevel proficiency standards in math, and 48% in reading. Delaney criticized declining scores and enrollment in the wake of the district’s $326 million Building Our Future Facilities Project for additions, renovations and new education buildings. “The district must face the facts,” Delaney said. “Academic results remain weak, enrollment is declining and a financial crisis is ahead. The current path is unsustainable.” Resident Joshua Wickander continued this thread, focusing on

CATCH OF THE

WEEK

taxpayers. “If your test scores matched your graduation rate, I would pay more,” Wickander said. “I am not upset about what I pay, I’m upset about what we get for what we pay.” Wickander finished by requesting greater clarity on invoices. Instead of a long list of vendors and costs, he said the district should provide an income statement based on opensource accounting that is readily available to the public. Before the meeting began, Daniel Skaar suggested adding two items to the agenda. First, he asked for a discussion on the “risks to the district and the taxpayers” after a September letter written by conservative legal organization Upper Midwest Law Center alleged that White Bear Lake Area Schools, alongside 15 other

Minnesota School Districts, are in violation of Title IX and constitutional standards regarding gender identity accommodations in sports. Second, Skaar motioned to add discussion on recommending the “Make It Fair” Amendment to the Minnesota State High School League Constitution. This campaign, organized by Title IX MN, is focused on preserving sex-separated sports teams for girls’ high school students. Neither of Skaar’s motions received a second. Following public forum, the meeting honored Indigenous Peoples’ Day. Students from the Indigenous Student Organization and Indian Education Program shared about four traditional sacred medicines: sage, tobacco, cedar and sweetgrass.

At 6:39 a.m. on Monday, Oct.19, Hugo Fire along with the Washington County Sheriff’s Office and the Minnesota State Patrol responded to a crash at 130th Street N and Highway 61. According to the state patrol, a Peterbilt dump truck was traveling southbound on Highway 61. The truck entered the intersection with its dump lifted, which collided with the railroad crossing signs and overhead traffic control signal. The crash caused a power and cable outage. The driver, an 81-year-old from Vadnais Heights, was not injured as a result of the crash. Xcel Energy, MnDOT and the Minnesota Commercial Railway were called to repair the damage and control traffic. 130th Street was closed for approximately 30 minutes after the crash. The Minnesota State Patrol is investigating the incident.

had us on the ropes twice.” Mahtomedi, the two-time defending Class 2A champion, is 10-6-1 with eight straight wins. They are seeded fourth at state and opened Tuesday against Mankato East, with a win putting them against Cloquet or No. 1 Blake on Nov. 5 at 12:30 p.m. at U.S. Bank Stadium. Other pairings are Holy Angels vs. Sartell and Byron vs. Becker. Nora Quinn and Camille Friden scored for Totino-Grace (13-5), giving them 1-0 and 2-1 leads. In the shootout, Zephyr goalie Sophia Boberg made two diving stops and T-G had one

shot sail over the bar. Finding the net for the Zephyrs were Lola Dambowy (first shooter), Lucy Peer (fourth) and Prescott (fifth, breaking the tie). “It’s very stressful, but exciting, too. I liked it,” said Boberg about the shootout experience. The game winner by Prescott was “a huge relief” with pressure just draining from her body, she said. Asked how her team pulled out three harrowing playoff wins, Boberg assessed, “I think it’s our mentality. We always keep encouraging each other. That’s why we win.”

Two quarterbacks helped Mahtomedi close the regular season with a 22-21 win over St. Thomas Academy. The previous Friday, Mahtomedi lost to unbeaten Cretin-Derham Hall 26-13. Mahtomedi (6-2) has a first-round bye in sectionals and will host Highland Park or Harding on Saturday at 1 p.m. Zephyrs 22, St. Thomas 21 A 29-yard TD run by backup quarterback Joey Wright with nine minutes left, and Gavin Bifulk’s kick, vaulted the Zephyrs into their final lead. Trevor Rogosheske was 8-for-8 passing for 61 yards and threw an eight-yard TD pass to Bifulk, who caught seven for 111 yards. After Rogosheske left the game due to concussion protocol, Wright was 5-for-8 for 97 yards with

one interception. The Zephyrs rushed for 213 yards. Will Seevers scored on a 36-yard run and totaled 77 yards in 13 carries. Wright carried nine times for 56 yards and Isaac Opitz 12 for 50. For the Cadets (3-5), Grant Keeley hit 11 of 19 passes for 179 yards and one touchdown. Toren Pillingsrud kicked two 39yard field goals. Cretin-Derham Hall 26, Zephyrs 13 Mahtomedi sprang touchdown runs by Rogosheske from 36 yards and Seevers from 69 yards. Seevers carried 12 times for 92 yards and Rogosheske 13 for 57 while passing 10-for19 for 104 yards. CDH’s Gavin Russell was 19-of31 for 250 yards and two touchdowns to De'mandre Frierson-Hollie. Jack Cool kicked two field goals.

Twelve-time state champion Mahtomedi is back in the state girls soccer tournament after capturing its 20th section championship, this time in the rare position as underdog. The No. 4 seeded Zephyrs rallied twice and beat No. 2 Totino-Grace 3-2 in the 4AA finals Thursday night in Fridley. It went to a shootout which the Zephyrs won 3-2, capped by Rose Prescott’s game-winner. Two booming goals by Adalyn Beulke, both from about 25 yards, got them to overtime, the second of those a penalty kick with 4:56 left. “We’ve never had a season like this before,” said coach Dave Wald, referring to coming back from a 2-6-1 start. He winced about all the “pressure in the last two weeks” as they squeezed past Chicago Lakes 1-0, then vanquished top seed Hill-Murray 2-1 in overtime to reach the finals. “You’ve got to give the girls credit for coming through. We were in control against Chicago Lakes, but that was one to nothing. Hill had us against the ropes. And Totino

the selection process, concerned that it didn’t include a formal scoring rubric, documented interviews, or written explanations for the selections. “With fire service backgrounds heavily represented and the only applicant categorized as a finance professional not selected, the city and council owe the residents an explanation of how qualifications, perspectives, and taxpayer interests were balanced,” Youker said. “A panel advising on a major public expense should be selected through a process residents can understand and trust.” Youker also questioned handwritten notes on her own application. Council Member Goebel stated he wrote these

notes based on his previous experience working with her. Craig Johnson, another candidate for city council, also expressed his surprise at the panel’s composition. “I had thought that the purpose of the panel was to present and explain to the average citizen the justification for the new fire station versus other options,” he said. “When I saw the application documents, it was obvious that average citizens were eliminated for minor reasons. What the council has done is they are acting like a defense attorney; they’re stacking the jury with people that will issue a preconceived verdict.” Applicants were evaluated by criteria including “community perspectives and experiences, relevant expertise,

commitment to the community, and interest in the project,” according to the SaferFasterReadyVH website for to the fire station planning process. Council Member Goebel added that all applications were reviewed by himself and Moynagh, and then discussed with City Administrator Kevin Watson, Assistant City Administrator Kaylin Clement, and Frison. “We made an effort to include a variety of viewpoints, including people who have questioned or opposed the project,” Goebel wrote in a statement. “Ultimately, we focused on putting together a panel that could thoughtfully consider the issues and provide recommendations in the best interests of our residents.” More information and past
