Mounds View Public School’s levy, which will provide $12 million of additional revenue, was passed by district voters.

“On behalf of Mounds View Public Schools, I want to thank our community for approving the school board’s levy request,” said Superintendent Chris Lennox. “This support allows us to continue the important work of providing students with an exceptional, personalized and comprehensive education.”

The referendum will increase the amount of funding by $900 per student. The levy will specifically enable the district to address mental health concerns and school security. The referendum would also enable the district to expand its career pathways programs and bolster its general fund.

Although Lim spends a tremendous amount of time practicing for “The Nutcracker,” she thoroughly enjoys when her mother is able to bring her dinner while at rehearsals because they are able to spend time together.

ta company veterans and apprentices, and students from Classical Ballet Academy.

Parent advocacy group offers support and connection

Centerville mothers Gina Schmittdiel and Erin Ribar met three years ago after being connected through the Down Syndrome Association (DSA) of Minnesota.

Gina and her husband Brian have two children, a 4-year-old and soonto-be 3-year-old Gunnar, who has Down syndrome. They are also in the process of adopting a newborn from the National Down Syndrome Adoption Network. Erin and her husband Matt have four children ages 7, 4, 2, and 7 months. Ben, their 2 1/2-yearold, has Down syndrome.

“An employee from DSA reached out to me to let me know a new family had moved into town. I emailed Erin, we met for coffee and we have been hanging out ever since,” Schmittdiel said. In 2017 the mothers began attending a Down syndrome parent group in Blaine. The following year, the two stepped up to facilitate the group, which they are doing again this year with the help of Sana Kassab Soussi from Blaine.

Because the location in Blaine was only 10 miles away from another support group in Mounds View, they decided to fi nd a new location in Circle Pines. The group meets the second Monday of the month, October through May. The meetings consist of a meal, discussion or visits from a guest speaker. Free child care is provided during the meeting from volunteers who are ages 14 and up.

“Our group really likes the parent time. Sitting down together, having a meal, chatting about what is going on,” Schmittdiel explained. “On this side of it, the community is so amazing and supportive, but when you are just getting that diagnosis it feels so heavy and hard. We want to share the positives and amazingness of it.”

Ribar added that, “For a lot of families, getting the diagnosis can be a traumatic experience. It is really helpful (to connect with parents who have been through it) to see where your kid will be. It is nice to be around other parents who get it.”

Currently the group has families that travel from Centerville, Hugo, White Bear Lake, Bethel, Anoka,

Both Schmittdiel and Ribar are advocates for children with Down syndrome. They were selected from a statewide pool of candidates to attend an eight-month Minnesota Partners in Policymaking leadership training, which started this fall. Schmittdiel serves as a board member for the DSA of Minnesota and Ribar is an active volunteer for DSA of Minnesota events. Ribar is also involved with the Down Syndrome Diagnosis Network Medical Outreach Team, where she attends medical conferences as a patient advocate.

by Century College on post-secondary fi nancial aid from 12:30 to 2:30 p.m. Nov. 17. The fi rst half of this program will answer questions about scholarships, FAFSA and more as it explores the different financial aid options available to college students. The second half is a time for interested attendees to stay and begin working on scholarships or the FAFSA. Laptops will be available. Parents and guardians are encouraged to attend.

The Mounds View Public Schools board took the following action at its Oct. 15 meeting: • Mary Stobb, assistant director of assessment, presented a report on the 2018-2019 district progress on the components of the Mounds View Accountability Plan: Our Promise, Our Plan, Our Progress, as well as the progress on the district’s World’s Best Workforce plan goals. Assessment results included data from NWEA Measures of Academic Progress, Minnesota Comprehensive Assessment and ACT. The median performance at each grade level on NWEA MAP for Math and Reading is between 1 to 3 grade levels above the national norms. In the MCA, Mounds View has a greater percentage of students proficient at each grade level when compared to Minnesota results.

This year also marks Robert Cleary’s landmark 21st appearance in the production as the mysterious Godfather Drosselmeyer. “Robert has an amazing stage presence and a deep understanding of humanity that shines through in his performances.

I will do whatever I can to keep him as Drosselmeyer for as long as he is willing,” Rist said.

The student roles range from the starring role of Clara to the youngest dancers as scampering mice and winged angels who seem to float on and off the stage. The enchanted sets further the magic with an adrenaline-fi lled battle, a fi re-breathing dragon, lollipop swings, a 12-foot-tall Madame Ginger, and

gentle snow falling on the corps de ballet at the close of Act I. For novices to the holiday ballet, the story begins on Christmas Eve. A young girl, Clara, her mischievous brother, Fritz, and their family are hosting a Christmas party. A latecomer to the party is Clara’s mysterious Godfather Drosselmeyer. He presents her with a marvelous gift, a Nutcracker doll. As Clara goes to sleep that night, we are transported into her dream of the Rat King fighting the Nutcracker and his army of toy soldiers. The Nutcracker Prince escorts Clara through an enchanted snow-covered forest and on to his Kingdom of the Sweets, where Clara accepts the throne from the Sugar Plum Fairy.

Positive persuasion

he training in our household seems to be progressing as planned. I’ve been doing the best I can dealing with the challenges and limitations of this type of interspecies communication. While apparently not the quickest study, the big one is definitely making progress, while the smaller one has made great strides in understanding some of the subtle nuances of both the verbal and nonverbal messages I’m sending to communicate my needs and moods.

I’ve managed to work out a pretty nice routine with the big one when he comes home in the evening. After I greet him at the door, he bends down at just the right angle so I can leap up onto his shoulder. After I position myself correctly, I purr in his ear to calm him and communicate that I’m ready to proceed. Sometimes he has a mind of his own and we end up Angle of scooting around the house, stopping to check on various things and look View out windows at the birds and squirrels outside. I continue to purr because I Bean enjoy the unique perspective these jaunts provide, but I have to admit my favorite is when we make a stop at the large box that has cool air and treats inside. With my patience and guidance he has learned how to feed me bite sized morsels of leftover chicken (dark meat please) while I remain perched comfortably on his shoulder. I have to give credit to the smaller one as well, because she is consistently finding new and creative ways to entertain and challenge me during our play sessions.

While I’m pleased with the progress we’ve made I realize that we’ve had our share of misunderstandings. Sometimes I do get impatient and don’t know how to properly release my pent up energy and frustration. I’ve learned the hard way that when I lash out with surprise nips and scratches it just gets me shunned and banished, which believe it or not, kind of hurts my feelings. They’ve learned that yelling just makes me more agitated and confused.

I think all of us are gaining an appreciation for the power of positive reinforcement while realizing the futility of lashing out with anger and negativity. I’ve discovered that I can get virtually everything I need by practicing my positive persuasion techniques, including one of my best moves, a spontaneous flop on my side combined with a twist, stretch and purrs.

I’ve even helped the big one alleviate any remaining guilt he might have concerning his napping habits.

When I find him napping I either climb up on his side and find a secure resting spot or snuggle up near his chest. I’m an avid proponent and living example of the rejuvenating power of naps.

There have been occasions when my household companions have come in from the outside smelling like they’ve been cavorting with dogs. I hear names like Bruno and Ella and recollections of how much fun was had with these animals, followed by a discussion about the feasibility of introducing a puppy into the household. I suppose I could get worried or panic, but instead I choose to find ways to demonstrate and reaffirm my positive attributes and versatility as a pet. If there was a job description checklist for an ideal pet, I’m confident that I would compare favorably against the competition in a number of categories.

However, be assured that I’m not complacent about my current situation. I started my life on the street and in foster care before I was adopted through Second Chance Animal Rescue based in White Bear Lake, so I realize what my life could have been. With this in mind, if they decide to get a puppy, I hope they consider a rescue animal.

So, overall things appear to be moving quite nicely toward world domination. Oops, I mean positive and mutually beneficial coexistence.

country.” And since taking office, Governor Tim Walz has continued making this a top priority for the state – pledging to become one of the fi rst states in the country to effectively end veteran homelessness. The least we can do for those who served our country is to make sure they have a home.

That’s why earlier this year, I asked the Secretary of the Department of Veterans Affairs to examine whether the VA could benefit from implementing a program similar to Minnesota’s at the federal level.

I believe that when we ask our servicemembers to sacrifice for us in defense of our nation, we make a promise that we’re going to give them and their families the support they need when they come home. It is our sacred duty to do right by those who have done so much for us.

So to all our veterans, whose service has never wavered, our support for you must stay just as strong. There’s no limit to the respect you’ve earned, no cap to the honor you’re due, and no time when we won’t be in your debt. Thank you for fighting for this country and its people.

Our state has long been a leader in addressing veteran homelessness and in 2014, established the Minnesota Homeless Veteran Registry to identify known homeless veterans and connect them with housing and social services – veterans like Mark Kray.

Mark is a veteran of the U.S. Army who spent years sleeping in his Chevrolet Malibu with his wife Marjorie—moving between highway rest stops and parking lots in the Twin Cities.

But because of the Minnesota Homeless Veteran Registry, Mark and Marjorie were able to sign up for a housing voucher and were booked into a hotel until they could find their own apartment. Through her tears, Marjorie described it as “so overwhelming. It’s like someone waved a magic wand and turned our lives upside down.”

Since the registry was established, Minnesota has helped more than 1,800 previously homeless veterans find housing. This is impressive progress that, according to Kathryn Monet, Chief Executive of the National Coalition for Homeless Veterans, can be “a model for the rest of the

Echo chambers of manipulation

Scientific American’s special September 2019 issue, “Truth, Lies & Uncertainty” is interesting, disturbing, even scary — analyzing how people are manipulated into supporting, and voting, on absolute falsehoods.

I’m not sure how, or if, this will help in your work. Much of this problem isn’t from print media but, of course, the internet. But — you get tarred as part of “the fake news” conspiracy.

I read the David Chavern article in your Oct. 15 issue — a good start, but I’m afraid too many people are beyond what he’s talking about.

The phenomenon of a certain segment of America’s population that has willingly suspended disbelief has only escalated. People on both sides of the Atlantic Ocean have studied, many — often in Europe — incredulous. But, after Brexit and assorted semi-fascist political parties in Central and Eastern Europe, some are now tending more toward fear of a 1930s repeat.

I’ve had friends who are totally into a particular “echo chamber.” One, with whom I used to watch various baseball and hockey games, as he drank more rum and Cokes would start repeating the “echo chamber’s” talking points the drunker he got. One gem was that capitalism was created in the U.S. So, I copied off an encyclopedia story on it. He was not interested — he already “knew the truth.”

Then there was the booing of Sen. John McCain at his 2008 Minnesota rally. He made the mistake of saying Barack Obama was American-born after one of his “fans” had said she “learned” Obama was not. The irony, and tragedy, was that there most likely wasn’t one person in that audience with the patriotic credentials of John McCain.

Then there are the recent local articles on the mental health of junior/senior high kids.

I’d almost bet the house this is 100% from the internet.

If I was still teaching, I’d have to have a small unit on “disinformation” for my kids. We’d work it into the “Bill of Rights” section.

With all the difficulties print media is having, I’m impressed by the quality of your paper. Hope you can continue.

Some believe that “terrorists” are the driving factor, while others believe our weapons, killing civilians and children and demolishing their homeland, houses, infrastructure and economy creates men bent on revenge.

In any war action, we need to identify a “demon” to justify the war, so these vengeful freedom fi ghters are called “terrorists.”

Much of our economy is driven by the militaryindustrial and fi nance complex. We are beguiled

by TV commercials to “Be all you can be” by enlisting in a military branch. Some high schools have ROTC (Reserve Officer Training Center) stations. Returning soldiers are hailed as heroes (those who return alive and with no visible damage). Those who return in fl ag-draped coffi ns are given hyped-up, solemn ceremonies to make their loved ones feel better.

Our government gets into entangling alliances with brutal governments and, as a result, becomes a partner in war crimes.

There are too many examples to list them here.

As our taxes (debt) keep escalating to support the “ginormous” military machine, it’s time to de-escalate, close bases in almost all countries, have Congress shift funding away from the Pentagon to repairing our infrastructure, quit funding recruitment commercials and work at peace.

A friend asked a military supplier how business was going. “Terrible,” he replied, “peace is breaking out all over.”

Not terrible at all, in my opinion.

Paul Francis McFarlane died at his home in Maple Grove, Minnesota, on October 19. He lived in Shoreview for over 20 years, starting in 1988.

Paul was born on Aug. 9, 1945, in Moline, Illinois, but grew up primarily in Des Moines, Iowa, with his parents and three siblings. He graduated from Dowling Catholic High School and attended Grand View junior college, then served two tours in Vietnam with the Marine Corps, attaining the rank of sergeant. He then attended the University of Iowa, where he met his future wife, Patricia, and earned an industrial engineering degree. Paul spent most of his professional career working for Hewlett-Packard, retiring in 2002 as a district manager. Paul was a loving husband, proud father and grandfather, world traveler, longtime fi sherman, master gardener, skilled woodworker and dog lover.

Paul is preceded in death by his wife Pat, parents Ernie and Gladys, and brother Mike. He will be remembered and missed by his children, Shawn (Jennifer), Steven (Dylan) and Lauren (Greg) Jacobson; sisters Mary Crawford and Martha VanGilder; grandchildren Grace, Lydia, Daniel, Kimberly, Marlie, Sebastian, Daphne, Owen and Piper.

East metro prosecutors launch record-sealing website Washington County Attorney Pete Orput and Ramsey County Attorney John Choi announced a transformative effort to help people move beyond the barriers and collateral consequences associated with past involvement with the justice system.

As of last month, after completing their sentence and any applicable waiting period, rehabilitated people who have a criminal record in Washington or Ramsey counties will be able to go to www.helpsealmyrecord. org to apply to seal their criminal record and alleviate the collateral consequences that follow a criminal conviction — some of which can last a lifetime.

“Prosecutors are ministers of justice — it is our legal and ethical responsibility to help people who have paid their debt to society to remove the scarlet letter of a criminal conviction, along with the barriers it creates to accessing jobs, housing, education and other necessities in life,” said Ramsey County Attorney John Choi. “By proactively helping people who have done everything we have asked of them in the criminal justice system to seal their criminal records, we are transforming our approach to ensure our residents have access to justice, increasing their likelihood of success.”

According to the FBI, nearly one in three adults in the U.S. has a criminal record. Long after people have atoned for the harm they caused and fulfilled their obligations to the justice system, criminal records and the collateral consequences that follow continue to serve as barriers to jobs, housing, education and more, preventing people from serving as productive members of their community.

Studies have shown that very few people who are eligible to seal their records successfully apply, but among those whose records are sealed, very few commit new crimes. Moreover, on average, they experience a significant increase in wages and employment within the next two years — a win for them, for our economy and for our community.

“The expungement process is confusing, cumbersome and expensive — by helping people determine if they qualify and appealing to the court to seal the records of those who do, we are removing these burdens for our residents,” said Washington County Attorney

Pete Orput. “As prosecutors, we must recognize that restoring people to productive members of our community when they do well is equally important as administering consequences when they commit crimes.”

Expungement — the legal process of sealing a criminal record — has been available in Minnesota to those with qualifying records since 1996. Changes to the law in 2014 and 2015 incorporated language directing courts to seal records if prosecutors agree, absent the interest of public safety requiring them to remain public. The law changes also expanded the number of eligible offenses. Typically, only those who could afford a private lawyer would even attempt to get their record sealed given the complexity of the process and associated court fees. In the last year alone in Ramsey County, 187 people applied for an expungement; 120 of those used a lawyer in the process. In 2017 in Minnesota, 18,288 people were sentenced with a felony.

“We rightfully ask people who have done wrong to others and to society to pay the price. Too often, though, once they’ve paid that price and done everything we as a society have asked, they continue to pay the price — sometimes for the rest of their lives. That makes it unfairly hard for them to afford their lives and live with dignity and respect, and that holds our whole society back,” said Minnesota Attorney General Keith Ellison.

“The Ramsey and Washington county attorneys’ offices are taking a transformative step to make it part of their jobs as prosecutors to help seal the records of low-level offenders who’ve paid the price and just want to give back. My office is proud to strongly support them and to partner with Ramsey County this weekend in a public fair to help people learn how to get this done.”

Although Minnesota state Statute 609A.02 includes a long list of eligible offenses, some of the most common are: fifth-degree drug possession or sale, theft, receiving stolen property, damage to property, forgery crimes, issuing a dishonored check, financial transaction card fraud and mail theft. Minnesota surpasses 300 road deaths

Preliminary fi gures from the Minnesota Department of Public Safety Office of Traffic Safety show that 301 people have died on Minnesota roads since Jan. 1, compared to 313 last year at this time.

The fatalities include 143 single-vehicle crashes and 155 multi-vehicle crashes.

The majority of deaths have been alcohol-related. Extra DWI enforcement on holidays and weekends runs Nov. 27 through Dec. 28. Drunk driving-related crashes contributed to 84 deaths on Minnesota roads in 2018.

Nearly a quarter of Minnesota youth drink alcohol

A study released by US Drug Test Centers shows Minnesota ranks No. 33 for youth consumption of marijuana, No. 12 for alcohol use and No. 33 for cocaine use. The study used recent data from U.S. Department of Health and Human Services and the Substance Abuse and Mental Health Services Administration (SAMHSA). The study measured the use of marijuana, alcohol, vaping, painkillers and harder drugs such as cocaine, heroin and methamphetamine. In Minnesota, 6% of youth ages 12 to 17 and 19% of youth ages 18 to 25 use marijuana. About 23% of youth age 12 to 20 drink alcohol; and 14% binge drink.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Office reported the following incidents: • A Shoreview woman was arrested for burglary in the 1700 block of Hillview Road Oct. 20. Following further investigation, the woman was cited for disorderly conduct.

• Theft of a backpack and purse from an office inside the YMCA in the 3700 block of Lexington Avenue was reported Oct. 24. Credit cards were canceled before any unauthorized charges were made.

• A vehicle was broken into at the Rice Creek Dog Park Oct. 21. A front passenger side window was broken and a purse hidden under the passenger seat was stolen.

• Squads were dispatched to the 600 block of Harriet Avenue Oct. 25 for a theft from auto report. A driver’s side window was broken in a vehicle parked in an underground garage. The only item stolen was a garage door opener.

• A Yamaha scooter was stolen from a multifamily parking lot in the 5100 block of Lexington Avenue N. overnight Oct. 20. The scooter was recovered Oct. 24 by St. Paul police.

• A purse was stolen from a possibly unlocked vehicle while parked at Rice Creek Dog Park Oct. 26. Unauthorized use of credit card at Shoreview Target notified the victim of the theft.

• Robbery was reported in the 4000 block of Debra Lane Oct. 24. Three cell phones were stolen at gunpoint. The suspect was an acquaintance of the victim. The investigation is active.

• A house fi re occurred in the 4200 block of Virginia Avenue Oct. 26. People in the house were awakened by heavy smoke; all occupants made it out of the residence except for the family pet.

Home occupants were transported to Regions Hospital to be evaluated for smoke inhalation. The cause of the fi re is under investigation.

Nearly 5,700 young deer hunters harvested a deer during the DNR’s fi rst statewide youth season Oct. 1720. The tally represents a 77 percent increase from the 2018 youth deer season when the hunt was limited to fewer areas. More than 20,000 youth licenses sold prior to start of statewide youth deer hunting season.

“We know that a number of youth license-buyers won’t be hunting until the regular fi rearms deer season, but the large increase in harvest reflects the great response to this new opportunity,” said Barbara Keller, big game program leader for the Minnesota Department of Natural Resources.

“Positive early hunting experiences go a long way toward starting or continuing a rewarding fall tradition.”

Before opening day of the Minnesota’s fi rst statewide youth deer hunting season, 21,211 youth licenses had been purchased, up more than 50 percent from last year at the same time. After the fi rst day of the season, the total increased to 27,960 youth licenses.

A total of 7,896 licenses purchased through the youth season were for fi rst-time license holders.

The fi rst regional youth deer hunting season happened in 2004 in northwestern Minnesota. Over the years, youth deer hunting season expanded to 28 deer permit areas in parts of southeastern and northwestern Minnesota and the Twin Cities metro area where deer are most abundant.

Mustang boys grab elusive state CC title — by one point

Mounds View’s grand strategy for their state championship bid “almost backfi red,” but in the end it wound up working down to the minutest point.

Literally. One point. The No. 2 ranked Mustangs edged top-ranked Eden Prairie 86 to 87 at the Class AA cross country meet Saturday, Nov. 3, and snagged their first state crown after a slew of high finishes.

“It feels a lot better with the straight number, after all those crooked numbers,” beamed longtime coach Ross Fleming, who’s had two runners-up (including last year), two third-places and two fourth-places.

The Mustangs turned in an 8-9-20-23-26 finish, led by all-

staters Finn Sokolowski and Alec Nelson. Eden Prairie had a 3-7-19-25-33 ledger, led by all-staters Jake Derouin and Zach Spears.

“We ran with guts and ran smart,” Fleming said. “Our strategy was stay away from the leaders at the mile mark.

That almost backfield. Eden Prairie had us by 100 at one mile and still by 41 at two miles. It’s almost impossible to come back from that far behind. We were just gutting it out then.”

Sokolowski placed 13th overall (15:58.0) and Nelson 15th (15:59.3) to make allstate. Both are seniors.

Following were senior Will Sacay in 31st (16:14), freshman Elliott McArthur 35th (16:15.8), senior Santino Preciado 39th (16:20.1), junior Matt Miller 87th (16:46.2) and senior Nate Apostle 136th

(17:15.3) among 176 runners.

“We all had our race plan and executed it,” Sokolowski said. “We did what we needed to do. We knew they (Eden Prairie) would go in hard, so we let ’em go. We were down 100 points at the mile to work our way up.”

All the emphasis was on the pivotal third mile, the captain said. “We proved we are third mile team. The third mile was crucial for us to win this meet. Focus on the finish, not the start.”

A big boost came from Preciado, who’s usually outside the top five but ran the race of his life at state. “Santino is normally our six. He was the difference maker,” Fleming said. “Him closing the gap between our five to four, that is what we were missing. Santino went after it very hard.”

The Morgan Dahl era in Mounds View girls cross country ended Nov. 3 when she ran in her fi fth state meet, accompanied by six young teammates.

“I feel as though I have watched her grow up, from age 12 to 18,” said coach Jimmy McArthur.

“I had one assistant coach point out she does not

know what MVCC looks like without Morgan, and I have forgotten also.”

Dahl, capping her sixth varsity season, placed 46th of 176 runners in Class AA in 19:06.2 at St. Olaf College in Northfield. Her best fi nish was 17th as a sophomore in 18:52, earning all-state recognition. She was 139th as an eighth-grader, 38th in ninth grade and 48th last year.

“I think I did pretty good today; I went out really fast, and that took a toll on me later,” Dahl

said. She is a survivor in a sport where many girls peak in 9th or 10th grade. “It takes a lot of hard work,” she said, “and belief in the process.”

The Mustangs placed 14th among 16 teams.

Their next three were freshmen Taylor Isabel in 93rd, Lauren Isabel in 115th, and Tollie Jackson in 127th. Sophomores Kieren Meyer and Olivia Hoyhtya placed 128th and 129th. Eighth-grader Lauren Kath was 156th.

Three Mustang swimmers advance to state

Mustangs football finishes 8-3 with 3rd-round playoff loss

Capping a top-ten calibre football season, Mounds View reached the third round of the state playoffs before losing to Lakeville South last Friday and fi nishing with a 8-3 record.

The No. 8 ranked Mustangs stormed past Burnsville 34-0 and Buffalo 48-13 in Class 6A to reach the quarterfi nals, where No. 2 ranked Lakeville South stopped them 38-14 in Eden Prairie.

Mounds View will have three entrants in four events at the state girls swimming meet after finishing runner-up to host Stillwater in the Section 4AA meet last weekend.

Placing second to qualify for state were Alli Misialek in the butterfly (57.65) and backstroke (59.28), Annie Moen in the 50 freestyle (24.72), and Megan West in the 100 freestyle (53.17). The state meet will be held Friday and Saturday evening at the University of Minnesota.

Zoe Rylander placed third in 50 free (24.91) and 100 free (53.71). West took third in 200 free (1:56.17). Moen was fi fth in 100 free (55.27). Dara Ostrom took fourth in diving (290.30) with Addy Koll sixth (273.90).

Also reaching section finals were Ellie Lynch, fourth in breaststroke and fi fth in medley; Nora Waffensmith, fi fth in 50 free and sixth in backstroke; Laney Schwieters, sixth in butterfly and eighth in 500 free; Alexis Easley, seventh in butterfly; Maren Duran, sixth in 200 free with Silah Yurttas eighth; Erika Turkington, seventh in 500 free; Anna Montgomery, seventh in breaststroke; and Corrina Schell, eighth in backstroke.

In relays, the Mustangs took second in the 200 freestyle with West, Lynch, Moen and Rylander in 1:40.10, and the 400 freestyle with West, Misialek, Moen and Rylander in 3:24.22.

pointed out that TCE is not limited to the White Bear area. There are dozens of cities in the state with TCE pollution, he said, mostly underground. The cities of St. Louis Park and Edina, for example, are forced to pay millions to remove TCE from municipal drinking water. A TCE plume is traveling through the groundwater into their drinking water wells, he said.

Related issues like state funding for the Minnesota Pollution Control Agency (MPCA), or lack thereof; who bears the cost of testing; chemical company lobbyists and transparency at the Capitol, were also discussed.

Rep. Peter Fischer blamed influence from industry lobbyists for killing the Senate bill before it got out of conference committee last session. Wazlawik said she has a simple solution: she doesn’t meet with the chemical lobby and doesn’t listen to them. “Public health is more important to me than chemicals,” she retorted. “I have no interest in people who put profits ahead of people’s health.”

During a question-and-answer session, one audience member asked if MPCA is at fault.

“We have a lot of unanswered questions,” Chamberlain replied.

“That is the reason we asked agencies with authority to look into this. We are waiting for the (legislative) auditor’s report.”

Sen. Jason Isaacson (Dist. 42-R) feels MPCA is not funded properly “to do what we want them to do.”

“The problem here is a company created a harm. A company dumped TCE into our environment. We need to focus on that. We don’t have funding to actively look for polluters.

Added Becker-Finn, “The Old Boys’ Club does exist in our Legislature.

Every panel member acknowledged the advocacy work of the Neighborhood Concerned Citizens Group, “a model for how to look at citizen action in the future,” noted Isaacson.

At the forum’s end, a White Bear Lake man issued a plea to the panelists.

“I want you to remember there are sick people. My wife will never be cured, and I know from the bottom of my heart where it came from.

We’re not the only ones. There are hundreds in the White Bear Lake area. I want you to think about them.”

Denny Stevens was talking about his wife Page, who was diagnosed with a cancer called B cell lymphoma this time last year. It was not her fi rst bout with cancer. In 2006, Stevens was diagnosed with a type of leukemia called CLL or chronic lymphocytic leukemia and shortly after she was diagnosed with nonHodgkin lymphoma, a cancer that originates in the lymphatic system.

WHITE BEAR LAKE — Area legislators representing both sides of the aisle agreed on one thing at a Saturday forum on trichloroethylene (TCE): they want it banned.

There would be exceptions, of course, such as uses in the medical research field, but the three senators and three representatives were confident bills banning the chemical would pass in 2020.

Conservation Minnesota hosted the Oct. 26 forum at the Hanifl Performing Arts Center. Its mission, said Policy Director Nels Paulsen, is to remove toxic chemicals from the environment. Paulsen moderated the panel discussion, noting that a year ago, “We didn’t expect to be here. We didn’t know about this, but now we do and we’re going to do something about it.”

Paulsen was talking about TCE emissions from Water Gremlin that were made public last January. The company agreed to stop using the solvent March 1 and switched to an alternative, tDCE, until ordered to halt its lead coating operation in August so state agencies could investigate further contamination.

One by one, legislators talked about chemicals like TCE and a ban they see as imminent.

“We normalize the use of certain chemicals in our society,” said Rep. Jamie Becker-Finn (Dist. 42B-DFL).

“I think about lead in particular. It’s banned in gasoline and paint, yet we use it for fi shing and hunting.

We probably wouldn’t use toxic chemicals like TCE if we didn’t use toxic chemicals like lead. It’s all connected.”

The representative added she

doesn’t want to make a ban difficult for businesses. “Not all companies are bad actors,” Becker-Finn said.

“We have to think about alternative chemicals. We have to think carefully about bills and weigh the pros and cons.”

Sen. Roger Chamberlain (Dist. 38R) promised to reintroduce a bill to ban TCE next session. “I’m certain we’ll get something done with it,” he said.

Rep. Ami Wazlawik (Dist. 38B-DFL) was chief author of a bill passed in the House last March banning TCE. “We also got a significant amount of money to look at what businesses are using TCE and to get help to transition businesses off TCE,” she said. A report is expected this month.

“We will bring the bill back in 2020,” Wazlawik promised. “I know for sure it will pass the House. The governor has indicated support for a TCE ban, as well.”

Wazlawik, who represents White Bear Township, where Water Gremlin is headquartered, noted that TCE is just one toxic chemical companies are using throughout the state. “We need to understand there are many more chemicals,” she said.

“We don’t know the health impacts on humans. Even ones we know about, like TCE, there’s no way to directly link that to anything.”

Sen. Chuck Wiger (Dist. 42-DFL) is optimistic a bill banning the chemical will pass the Senate. He told attendees it’s important to get to the bottom of what happened in the Water Gremlin case. “We can’t let this happen again,” he stated.

The company spewed TCE levels in violation of its permit for 17 years.

The legislative session starts Feb. 11.

Special education students’ school day shorted

According to an investigation by the U.S. Department of Education Office for Civil Rights, Mounds View High School released special education students early from school last spring due to a construction project. Other students were not released early.

The 19 students affected will be given the opportunity to make up the learning time according to their individualized educational plans (IEPs).

According to the complaint fi led by parent Lisa Juliar, special education students were discriminated against when they were dismissed 20 to 30 minutes early from the beginning of April through the end of the school year. Parents were told students would make up the time during the social interaction portion of the school day.

However, that decision was made without an IEP meeting to discuss each student’s needs.

Juliar said she requested her own son stay in school because she did not believe that making up time during another part of the school day was right. She was then told he could depart at the regular time. However, twice he arrived home 30 minutes early. She was not notified of his early departure and he arrived home to an empty house, which was a safety issue due to his condition.

In addition, Juliar said she heard that other special education students were waiting on the bus while her son was in class. “Because I wouldn’t let (him) leave early, they were getting his bus all loaded up and six kids sat on the bus waiting for (him) every day,” she said. “Why do they bring them out early if they are not learning?”

Juliar said she fi led a complaint with the Office for Civil Rights to help other parents realize that what the district did was not okay. “Many families didn’t even realize that was illegal,” she said.

During the investigation, the district expressed interest in a voluntary resolution agreement.

The district agreed to inform relevant staff that a student’s school day cannot be shortened unless the student’s IEP or Section 504 team determines it is warranted. All buses must leave at the same time. Families of students who were affected by the early dismissal will also be offered a meeting to discuss any need for compensatory educational services.

The district stated it made the decision to dismiss special education students early in the interest of their safety. Due to construction, the special education buses that normally were parked in the back of the building could not park there.

“Due to construction efforts at Mounds View High School, 19 students with disabilities were

released from school early for bus transportation home last spring,” the district stated. “This was an effort to ensure the students’ safety so they could safely exit the building and school grounds during an exceptionally chaotic and crowded time with construction underway.

“Mounds View Public Schools personnel contacted the parents of the 19 students to let them know their children would be released early. Several of the students’ parents expressed appreciation for this temporary early release. In April, an individual expressed concern related to this early dismissal. The district took this matter very seriously and worked to resolve the concern related to the individual’s student’s bus departure time.”

The case will be closed and dismissed once the district fulfi lls its actions agreed to in the resolution. According to the voluntary resolution, the agreement is not a determination of noncompliance with law.

Juliar said this specific situation was just one example of discrimination she has faced with the district over the years regarding her son, who has a rare chromosomal disorder. “I had to fi ght hard to get my son in the classroom,” she said. “I had to hire a lawyer multiple times.” Juliar said that also last spring, she was asked if she wanted her son to stay home during ACT testing.

Frethem, a political newcomer, announced her campaign in May and was endorsed by the DFL party in June. In the August primary, she received about 41 percent of the votes, according to the Office of the Secretary of State. Randy Jessup, a former Republican state representative for District 42A, received about 34 percent and was Frethem’s competition in the November election. He received about 47% of the votes in the general election.

Frethem, a mother of two, has worked to support the needs of families in the private and public sectors. She is a supervisor in the Child Care Services division of the Minnesota Department of Human Services.

Frethem has stated her policies and positions are on behalf of working families in Ramsey County. She said her top priorities for the county are addressing water surface issues in Shoreview and streamlining county human services. “I think we can innovate within existing funds to provide better service more efficiently,” she stated in a previous issue of the Press.

Frethem also hopes to help fi x the affordable child care and affordable housing crises. According to her campaign, she wants Ramsey County to simplify the family child care licensure process and better support current providers. She also sees increased housing density as an economic necessity to create more affordable housing.

Frethem is currently studying law at Hamline School of Law. In her free time, she enjoys participating in community theater.

The school currently has two operating referendums that total $835 per student. One will expire after taxes payable 2019 and one after 2022, said Carole Nielsen, executive director of administrative services. The expiring one is $535 and the one that expires in 2022 is $300.

The new levy includes a renewal of the $535 referendum, revocation of the $300 levy expiring in 2022 and replacement with $1,200 in additional funding per student. The total amount per student will be $1,735, a $900 increase from the current levies in place. It would begin in 2020, last for 10 years and have an inflationary increase allowed. The tax impact will be $28 per month for a median-valued home of $275,000.

It had been 13 years since the district asked for additional resources in a levy referendum, according to Weinhagen.

Ancient art of knitting never goes out of style

You have to be good at math for this hobby. There is counting involved.

There is also satisfaction in turning out a beautiful creation knitted by hand that provides both comfort and function.

Today's yarn is not the course, itchy wool our grandmothers lovingly knitted. Varieties are soft, fine fibers, some blended with silk or cotton, but durable and 100% natural. There is sheep wool, angora wool and fiber harvested from alpaca, yaks and camels. Goats provide mohair and cashmere.

Most of these wools can be found at Sheepy Yarn Shoppe.

The Third Street store in downtown White Bear Lake is the largest yarn retailer in a five-state area, according to owner Marjorie Intveld. In business almost 30 years, Sheepy Yarn Shoppe has about every type of wool, 310 kinds of yarn and 52 different brands.

“Knitting is very popular,” Intveld said. “There are more than 1,000 knitting clubs that meet after school, including White Bear Lake. Younger people have always been excited about knitting and crocheting. It brings people back to their roots.”

Unlike wools of the past, there is 100% wool today that can be machine washed and dried. Intveld tests yarns before placing an order at an annual Ohio buying show.

She'll knit something with sample yarn in her hotel room and rub it on the nylon carpet. Nylon will ruin wool, she explained. Then she puts it under hot water. If it's still intact, she might place an order or wait until she gets home to wash the wool.

“I wash new items with blue jeans. Blue jeans will ruin poor-quality knit. Then I put everything in the dryer. If it's still intact, it comes in here.”

Knitting uses two basic stitches: purl and knit.

Once you know those, you can make about anything, Intveld said.

There is math involved. “We have to teach people that,” she pointed out. “Before you start, a pattern will say this type yarn and this size needle. Everyone has to knit a 4-inch swatch to find if the needle

The shop owner is proud to be a flagship store for Rowan yarn from the United Kingdom. Sheepy Yarn carries all the company's pattern books and yarns. She also stocks Peruvian highland wool and merino wool from Australia. Merino is the highest grade, Intveld said. “We have every kind of fiber you can imagine,” she continued. “We have lots of cashmere, and yak is the new thing. It blends well with cottons and wools.” She was also the fi rst shop in the United States to carry yarn from the Shetland Islands. It comes in 140 colors (see related story).

Intveld learned about fibers when she lived in

Argentina for 11 years. She moved to South America with her husband, becoming fluent in Spanish while honing her knitting skills. Her shop requires long hours, but she loves it. A full-time employee is a designer who has published hundreds of her own patterns plus designs for two yarn companies.

Anyone interested in knitting, beginners to advanced, are welcome to call the shop and inquire about classes taught by master knitters. Children's classes for age 8 and older are offered, as is crochet.

There are also drop-in social hours for people who want to knit, chat and drink coffee.

Knit-along leads to trip to remote Shetland Islands Knitting enthusiast Suzanne Hanifl traveled to Scotland and the Shetland Islands earlier this fall on the very fi rst knitting adventure organized

by Irish Knitting Tours. It was part humanitarian effort and part sightseeing tour. The North Oaks resident, who with husband Paul helped build Hanifl Performing Arts Center in White Bear Lake, visited a woolen mill, watched a kilt-making demo and toured a sheep farm.

She also presented a group called MRI Maakers a check for $673 from her Facebook knitting group, the Morehouse Merino Flock. The name comes from an upstate New York merino sheep farm.

“Maakers means knitters or doers,” Hanifl said. “They say 'maaking and yaaking' like our 'knitting and chatting.'”

The group of knitters raised funds to help purchase an MRI machine for a hospital in Lerwick, Shetlands, off the coast of Scotland. Otherwise, patients have to take a 12-hour ferry ride to the mainland for an MRI — or go by plane. “It's an arduous trip and dependent on the weather,” Hanifl said.

Fortunately, the day she rode the overnight ferry from Aberdeen, Scotland, to Lerwick, the North Sea was unexpectedly sunny and calm.

Her seasick pills were not needed.

On the return trip to Scotland, the tour group spent a morning at the Perth Festival of Yarn, what you might call a knitter's nirvana.

Hanifl has been with the Morehead flock on Facebook practically since its beginning in 2017. The group participated in a “knit-along” using a Fair Isle style pattern named Harriet's Hat. Harriet lives on the Shetland Islands and, by coincidence, the Morehouse Flock did a knit-along of her hat pattern in July. Hanifl learned of the Morehead merino
