Be aware of bears: Sheriff’s office, DNR lists tips for avoiding conflicts A black bear has recently been sighted in North Oaks, Vadnais Heights and White Bear Township.

The Ramsey County Sheriff’s Office advises residents of northern Ramsey County to stay away from bears and call 911 if they see one. If you encounter a bear, pick up small children and pets. Face the bear directly and spread your arms to appear as large as possible. Slowly back away sideways, which bears consider non-threatening.

Talk calmly to the bear so it know you are a human.

The Minnesota Department of Natural Resources offers the following tips for avoiding conflicts with bears. Black bears are the only bear species that live in the wild in Minnesota. They usually are shy and flee when encountered. Never approach or try to pet a bear. Injury to people is rare, but bears are potentially dangerous because of their size, strength and speed. Bears are probably more startled by you and will leave when they feel safe.

The DNR does not relocate problem bears.

Relocated bears seldom remain where they are released. They may return to where they were caught or become a problem somewhere else.

The DNR offers some tips for avoiding bear conflicts:

Around the yard • Do not feed birds from April 1 to Nov. 15. Anytime you feed birds, you risk attracting bears.

• If you must feed birds, hang bird feeders 10 feet up and 4 feet out from the nearest trees. Use a rope and pulley system to refill bird feeders and clean up spilled seeds.

• Do not put out feed for wildlife (like corn, oats, pellets or molasses blocks).

• Replace hummingbird feeders with hanging flower baskets, which are also attractive to hummingbirds.

Heart for youth

Shoreview resident Kevin Thomas is one in a core group of around 10 adults are putting their minds together with the hope of establishing a teen ministry for Centennial Middle School (CMS) and Centennial High School (CHS) students.

For nine months now, the startup team has worked to fi nd adult mentors, identify possible volunteers and start fundraising, all in an effort to establish Centennial Area Young Life.

Although the focus is to reach CMS and CHS students, the group will be open to students who attend private schools or are home-schooled as well as neighboring districts.

“This is a team of local parents who have a commitment and concern for local kids,” Area Developer Thomas explained. “It is so fun for me to see adults who have a heart for kids, get them all together and create a support network.”

Founded in 1941, Young Life is an ecumenical Christian ministry committed to making a positive difference in the lives of kids through the friendship and influence of caring adults. Young Life exists in over 100 countries and prides itself on knowing more than 2 million kids by name.

As an area developer, Thomas’ job is to go into areas where Young Life does not exist and help the community establish its own Young Life area.

Currently, there are around 25 Young Life areas in the metro. Thomas is also currently working with the areas of St. Louis Park, St. Paul, Alexandria and Rochester.

Thomas was especially happy to help the Centennial area after his friend of over 25 years, Lino Lakes resident Tom Pawlak, asked for his help. After seeing the impact Young Life had on one of his children, he wanted to know how he could bring that to Centennial, the district in

which all three of his children have grown up.

Back in February 2018, Pawlak hosted an informational meeting at his home and invited neighbors, friends and colleagues to share information about the organization and why it would be a benefit for the youth of the district. Since then, the startup team has formed, held more informational meetings around the community and is now entering the fundraising portion of startup before it can officially launch. Thomas added that it often can take two to three years to “build the grassroots” of a Young Life area.

The main need for fundraising will be for a full-time staff position, but there will also be some startup and services costs.

After Centennial Area Young Life is up and running, youth participants can expect to have weekly check-ins with their mentors and attend club meetings during the school year.

Another highlight is that participants can attend one-week camps during the summer at one of the many Young Life camps around the country.

Even though Young Life’s mission is to introduce adolescents to Jesus Christ and help them grow in their faith, supporters say the benefits go far beyond that.

“The number one benefit is kids get a sense of belonging. Ultimately, every kid is looking for a sense that they belong, to be connected,” Thomas explained. “Having an adult in a kid’s life that is not a parent is important because kids are only going to listen to their parents so much. Having an adult you trust who has solid values and is willing to invest in your kid is huge.”

ders, broken homes ... It is unbelievable what they deal with,” Pawlak said. “Our kids just need another voice, another person or mentor they can go to. Kids seek out advice and, personally, I would rather have them seeking that advice from somebody who is trained and has the same moral underpinnings that I have.”

Both Thomas and Pawlak hope adults who have a heart for kids will get involved in the effort in one way or the other, whether that means as a mentor, on the board, helping with fundraising or donating.

MOUNDS VIEW SCHOOL BOARD NOTES The Mounds View Public Schools board took the following action at its Sept. 17 meeting: • Representatives from Kraus Anderson (KA) and Wold provided an update on construction progress and timelines. District, KA and Wold staff and personnel shared insights about how the process is working and the progress that has been made to date, as well as completed projects. • Carole Nielsen, executive director of administrative services, presented an enrollment update for the 2019-2020 school year. As of the fi rst week of school, 11,510 students have enrolled in the district.

That’s an increase of 93 students from last school year and 87 students fewer than what was projected for the 2019-2020 school year. The growth continues across all grade levels. Further analysis of student enrollments will be conducted after the official count that is made on Oct. 1.

• The Board approved the proposed contracts between the district and the Mounds View Education Association and the Principal Association. For the teacher contract, there will be a 2 percent increase to the salary schedule in year one and a 1.75 percent increase in year two of the contract. There will also be: increase in longevity of $300, for a total of $1,300 beginning the 15th year of service; and increase in 403(b) match by $300 for year two of the contract for an annual match of $3,600. The total contract increase is 5.97 percent over the two-year period.

For the principal contract, there will be a 2 percent increase to the wage schedule in year one and a 1.75 percent increase in year two of the contract.

There will be a market adjustment for elementary associate principals. Also granted was an increase in 403 (b) match by $500 for year two of the contract for an annual match of $4,000. The total contract increase is 4.19 percent over the two-year period.

• The board voted to begin the process to refinance a pair of facility bonds to reduce the interest costs over the life of these bonds. By refinancing, the district is saving taxpayers about $1.1 million in interest. The district has refinanced other debt issues in the past to decrease future interest payments in the debt service fund. Since 2010, the district has refinanced four debt issues with interest savings of $4.4 million. Looking ahead, the district will continue to monitor existing issues for future potential savings.

• Heard a levy presentation on the district’s 10year levy that will be on the ballot this fall. It will provide $12 million annually. For more information on the levy visit moundsviewschools.org/doneforadecade.

NAME IN THE NEWS Ava Ernst, daughter of Matthew and Holly Ernst of North Oaks, was recently crowned National American Miss Minnesota Junior Teen 2019 out of a field of 30 contestants from across the state on Aug. 18. Ava was also awarded “Miss Personality” which is voted on by the contestants and awarded to the girl who they felt was the most friendly and helpful.

She also won the Heart of Service award, which is bestowed upon the contestant with the most volunteer/community service hours.

Additional awards include Most Photogenic, Most Promising Model and Best Thank You Note. She placed as 1st runner-up in the following optional categories: Spokesmodel, Casual Wear, Actress, Top Model, Runway and Screentest, and placed as 2nd runner-up in Talent.

COMMUNITY BRIEFS Gallery 96 fall exhibition on display Gallery 96, the local arts organization for Shoreview and surrounding communities, announced its fall art exhibition Passport to Art. The artworks will capture travel experiences or things that travel has inspired. It might be someone’s dream trip or their dream of a trip. Honorable hills of stone

A

R LINGTON NATIONAL CEMETERY in Washington, D.C. encompasses 624 acres overlooking the Potomac River. Though it may appear to be a field of stone, it is a peaceful place where generations of war heroes, veterans, freed slaves, and others who have sacrificed for this country’s freedom are laid to rest.

This cemetery is our nation’s most sacred About the shrine. The Third United States Infantry Town Regiment, known as Gene Johnson the “Old Guard,” is the oldest active duty infantry regiment in the army, dating back to 1774. It is the official escort to our president in inaugural parades, and in ceremonies for the White House and Pentagon. It provides color guards and drill teams for events around the capital and, above all, services for military funerals at the cemetery.

Our family was present for the burial of my oldest brother, Command Sergeant Major Lawrence Dahle, whose ashes were laid to rest in Arlington National Cemetery on Tuesday, Sept. 3, 2019.

The ceremony of full honors may be a once-in-a-lifetime experience for us, but it will be remembered as long as I live.

Following the ceremony that took place early that morning, I asked some of the 50 family members assembled for one word that would describe the ceremony. The words solemn, respect, reverent, efficient, simple, profound, emotional, amazing, patriotic, honored, hallowed, unique, sacrifice, reverence and deserving were mentioned.

A caisson carrying the body (ashes), the riderless horse, the band playing three hymns, and a 21-gun salute celebrated the life of my brother who served 32 years in the U.S. Army. His service began with the Berlin airlift, followed by Korea, two tours of duty in Vietnam, and teaching at West Point Military Academy.

Larry received numerous awards including the Silver Star, the Bronze Star Medal with the letter “V”, the Bronze Star Medal with two bronze oak leaf clusters, and the Purple Heart.

When vaping kills

ver the past six weeks, vaping went from a safe way to quit smoking to a killer of at least seven people, including one in Minnesota. Hundreds of other people in more than three dozen states have been sickened. So, what happened?

A deadly duo The medical community has long been concerned that the flavorings of vaped nicotine will cause “popcorn lung.” This is a condition caused by inhaling the butter-flavoring on microwave popcorn. It sickened workers in a factory with a condition called bronchiolitis obliterans. The only definitive treatment for popcorn lung is a lung transplant.

But even if only 1 percent of the 15 million high school students in the U.S. vapes cannabis oil, we’ll have a major epidemic on our hands with 140,000 cases of severe lung disease each year. By comparison, only 2,500 lung transplants are done in the U.S. each year. And as a cardiologist, I can tell you that a lung transplant makes a heart transplant look like a walk in the park.

Minnesota did this in the last legislative session. Other states should follow suit.

• Be a role model: Don’t smoke, don’t vape.

• Control online sales of vaping devices and vaping fluids.

• Develop and implement a campaign by youth for youth that publicizes the hazards of vaping. Emphasize the particular hazard of bootleg products.

• Develop and disseminate model conversations for parents so that they can start talking to their children about the dangers of vaping when they are as young as five or six.

• Increase the monitoring of vaping behaviors and vaping-related illness rates.

• Increase the purchase age of all vaping products to 21 years old at a minimum.

• If the epidemic continues, look at even stronger steps, such as banning online sales and/or prohibiting vaping devices entirely.

Survey says community newspaper readers more likely to be voters, local newspapers top choice for election information Community newspapers are the most trusted source of information about candidates running for public office, and community newspaper readers are more likely to be voters, according to a survey from the National Newspaper Association (NNA).

The survey polled more than 1,000 people from urban and rural communities across the country and found that 85% of community newspaper readers said they are “very likely” to vote in upcoming elections, compared to 73% of nonreaders.

Respondents also rated community newspapers as the most trusted source of information about candidates running for public office, whether on the local, state or federal level. On a scale of 1-10 (with “1” meaning completely untrustworthy and “10” being

completely trustworthy), community newspapers received an average of 5.77 overall and an average of 6.23 among readers, the highest of all other information mediums.

The survey also found that 92% of community newspaper readers say

that their local paper informs them and 64% said they share their paper with up to five other people. Of all survey respondents, 61% said that they turn to their local community newspaper for information about candidates running for public office.

LETTERS TO THE EDITOR Consequential lies It has come to this. Moral leadership once supplied by Gandhi, Nelson Mandela, Mother Teresa and Martin Luther King, Jr. is now supplied by a 16year old Swedish girl, supported by several million more schoolchildren.

For years, scientists have despaired over their “failure” to convince other adults that scientific and mathematical calculations had proved beyond a doubt that humans were killing the planet that gave them life.

For simple greed, the fossil fuel industry has lied and muddied the intellectual waters with mistruths. Their 40 years of lies have now been decisively refuted by many recent events revealing increasing destruction of every part of nature. But, especially in America, money rules. Political enablers claimed they “weren’t scientists,” said the sacrifices necessary to prevent the “questionable” disaster were too great.

The results of this — the greatest crime in human history — are now upon us. Not enough. Abraham Lincoln has now been assassinated a second time — “government of the people, by the people, for the people” is dead — killed by masses of “dark money.”

Perhaps now, when our own adult lives are now threatened, we will communally think of our children and grandchildren. They now realize that THEY, our children, will be the ones to suffer for the adults’ folly and gullibility.

To children here and everywhere I say this: “Do it again, and again” until the so-called adults act. Keep on protesting, and most of all skipping school. Skipping school will force adults to act because it threatens their sense of order. For the last 40 years, keeping you in school has been more important than preventing your future agonies in a world gone mad. Hold the adults hostage to the truth they refuse to accept. And — when you’re

18, vote. Remember which party has obstructed global warming action. It is the same party that has obstructed sensible gun restrictions. The same party that tells your parents to buy $200 “bullet-resistant” backpacks and militarizes your schools instead of preventing you from being murdered anywhere.

As America has increasingly sunk into irrational madness, we’ve discovered the real victims — our children.

Teachers decide whether to opt out of paying union dues Teachers who have been newly freed to reject paying union dues may want to think about where those dues go. Thanks to the Janus v. AFSCME case decided in June 2018, Minnesota teachers have a meaningful choice on whether to support a union.

As teachers weigh their options (of whether to opt out by Sept. 30, 2019), it is important for them to know that less than a quarter of their dues go to the local union. The union’s primary objective is collective bargaining, and most of the costs associated with this are incurred at the local level. Yet the local receives the smallest of dues revenue. In one school district, for the 2018-2019 school year total dues were $875.56 but the local union received only 17% of the dues. The bulk of the dues are spent at the state and national levels, which focus on administrative costs and political objectives. Spending on political activities and lobbying was $2.7 million in 2016-2017. So, the question that teachers need to ask is, “Why are the unions spending so much on political activities?” Teachers now have the option of opting out of paying union dues where only 17% of their dues will benefit them. Teachers, don’t let the Sept. 30 deadline slip away if you want to control

your own destiny on whether you want to support how teachers’ unions spend your money.

ENDORSED LETTER TO THE EDITOR Commissioner candidate really running nonpartisan A couple of past letters to the editor have challenged my nonpartisan candidacy for Ramsey County commissioner, and I wish to affi rm that I am the nonpartisan candidate in the upcoming election.

I declined their endorsement offer as I believe the commissioner role should not be guided by a political agenda. A: First, we must act quickly to address the surface-water issues in Shoreview. I would work to convene the cities most impacted, watershed districts, Ramsey County parks staff, state leaders from our district, and community members to identify risks and responsibilities. I will also advocate for a county-wide groundwater-management plan to comprehensively and proactively address water issues moving forward. Second, I would streamline human services. The first step is to listen to families utilizing these services and family case workers to identify potential solutions for the barriers affecting service delivery. I think we can innovate within existing funds to provide better service more efficiently.

In addition, I hope to work with state leaders to communicate the state agencies’ needs, particularly related to technology, and ensure that programs are implemented effectively and with program integrity.

Q: What are the most significant challenges you believe the county faces and how would you address them?

A: As Minnesota’s smallest geographic county with the second-largest population, it is an ongoing challenge to sufficiently grow our tax base. The goal is to meet basic needs across the county while continuing to enjoy the high quality of life and amenities in this area without overburdening families through property taxes.

I would strategically use existing funds and leverage relationships or collaborations when we want to expand.

Q: Would you support property tax increases, and if so, how much and under what circumstances?

A: Yes, if needed — as to how much and when, those answers depend on the current state of the economy and future economic outlook. We need to fulfill our basic duties in an economically responsible way and without shifting costs downstream to future generations. When the economy is stable and growing, we should be investing in policies that provide proven returns on public investment. This long-term planning for the county should reflect comprehensive, data-driven priorities for sustaining our current quality of life. We must weigh the costs of action and inaction to effectively analyze risks.

Q: How do you believe the Twin Cities Army Ammunition Plant (TCAAP) should be redeveloped?

A: I agree with the vision of Rice Creek Commons and would like to see a successful live-work-play community. How we achieve that vision is what’s most important. We have one chance to do this right, and I don’t think the solution is to forge ahead if the current plan won’t achieve the desired results. I would like to see effective mediation to resolve the existing dispute and preserve the (Joint Powers Agreement (JPA), so the next commissioner can work to rebuild the fractured relationships on both sides. An effective mediation will objectively evaluate the legitimate concerns on both sides to either validate the current plan or find alternatives to more effectively meet the established goals.

A: Collaboration – Our next county commissioner must work alongside our district’s city and township leaders, not against them. The county’s lawsuit against the city and residents of Arden Hills is wrong and does not serve the best interests of our community. We need a commissioner who works with residents and civic leaders on local issues, such as the Water Gremlin plant and high water concerns.

Local resident agenda – Our next commissioner must represent the interests of our district’s residents. I am the non-partisan candidate in this election without an ulterior agenda. Republicans, Democrats and independents are supporting me because of my focus on the interests and concerns of our community.

Q: What are the most significant challenges you believe the county faces and how would you address them?

A: Accessibility, transparency and accountability – The county commissioner board meetings occur Tuesday mornings in St. Paul. This restricted access venue and meeting time are inconvenient to citizens. I would pursue evening, accessible meetings similar to city council meetings to encourage resident participation and engagement. I would also like increased accountability for our county’s operation.

Economic development – Significant development is occurring in Minneapolis and Hennepin County that expands the county’s tax base. Development in Ramsey County is lagging, particularly the TCAAP and Riverfront developments. We can and must do better.

Q: Would you support property tax increases, and if so, how much and under what circumstances?

A: The proposed county budget increases taxes 4.75% and 4.5% for the next two years. Previous annual tax increases were less than 3%. The rationale for the proposed increases is vague, lacks concrete objectives, and will result in the largest tax increases for residents in poorer neighborhoods as well as for Mounds View residents. The proposed budget creates new programs and adds to the general administration expenses of the county. I believe we need greater accountability than presented in this budget.

Q: How do you believe the Twin Cities Army Ammunition Plant (TCAAP) should be redeveloped?

A: I attended the 2016 TCAAP development kickoff meeting and was pleased Ramsey County and Arden Hills had established a Master Development Plan (MDP). Over the next two years, residents, the school board, fire, police and the Minnesota Department of Transportation then gave their input. The MDP was reaffirmed September 2018 and it includes a plan for 1,460 residential units. This represents a residential density of 9.5 units/acre. Arden Hills has a residential density of 2.5-3.0 units/acre.

Ramsey County commissioners have now demanded a higher density up to 2,500 units and have sued the city. I believe the MDP and the public vetting process should be honored. We cannot have the power brokers of St. Paul/ Ramsey County dictate what happens in our northern district communities.

At Edgewood Middle School, I continued my involvement, serving as a committee chair and co-chair for EPAT (Edgewood Parents and Teachers). I have also served on the Irondale Activities Committee and on many booster clubs supporting the activities of my kids.

I have been involved with our schools at the district level, as well, serving on the Curriculum Advisory Committee, the district-wide Facilities Task Force and as a trustee on the Mounds View Schools Education Foundation. In 2017, I served as campaign manager for Neighbors United, the committee supporting the successful bond campaign responsible for funding the construction of new spaces for our growing student population across the district.

A: We must continue to prioritize the mental health needs of our students. The school board and administration have done considerable work over the last year to add supports for our students, including additional deans at the high schools and mental health support staff in many buildings across the district. We need to continue this work to support student mental health.

The school board and administration must continue to examine how we ensure that the district’s Equity Promise becomes a reality for each student in the district. We must work to provide not just a promise, but a plan to prepare all students for opportunities of their choice after high school, ensuring that race, gender, class and disability will not predict a student’s success in Mounds View Public Schools.

Q: What are the most significant challenges you believe the district faces and how would you address them?

A: The next year will require much planning and patience as we undergo construction in many of our schools. After serving on the Facilities Task Force that examined population growth and our school facilities across the district, I am excited to see the new classrooms, additional co-curricular spaces and upgrades in security available in the coming months.

Planning for these projects and minimizing the distractions and disruptions will be a major issue for the school board and administration this year.

Q: Would you support property tax increases to fund the district, and if so, how much and under what circumstances?

A: I do support property tax increases, as necessary, to fund the work of the school district. The levy that will appear on the ballot this fall reflects an increase for the first time in 13

OCTOBER 1, 2019 years. Student enrollment has risen every year for the past nine years and the funding this levy provides will maintain stable class sizes and arts, athletic and academic programs for students in the district. The levy will also provide funding for enhanced support for student mental health, upgrades in building security, and expansion of the career pathways program that provides our students with opportunities to pursue careers in the trades.

Q: What do you believe children need today in order to successfully graduate and be propelled into a chosen college or career?

A: I believe that in order to succeed children need to be challenged academically and to be recognized and supported as individuals who enter our school with their own strengths and challenges. Students also need options to pursue their own interests and the path that leads to their own success beyond our schools. Whether that path include rigorous college level courses or courses giving students the opportunity to explore careers in different industries, our district needs to continue offering options for our students to pursue success beyond high school.

A: First, keep class sizes at proper levels at the elementary schools to focus upon individualized learning. Young learners need individualized attention in grades K-5. As our district continues to grow at the elementary school level, funding this priority will be a challenge. K-5 class sizes will be one of my top budget priorities.

Second: Strong programs in the high school for higher education, STEM and career pathways. Irondale and Mounds View have excellent college prep classes with strong curriculums in science and technology. Early college offers student college credits to reduce long run higher education costs and challenge themselves. We have a great opportunity to innovate in the areas of trades education and career pathways. We must prepare many of our students for work and the demand is strong for skilled trades.

Third: Mental health. We have an obligation to do more to help our youth with mental health challenges. The school district can improve investments in counseling and training for district staff. The school district cannot do this alone and we must coordinate with parents, our local houses of worship, community organizations and health providers to bring to light solutions to this important public health challenge.

Q: What are the most significant challenges you believe the district faces and how would you address them?

A: School construction: The new construction provides for a strong future for our schools. Unfortunately, campus construction can divert from classroom focus. A priority will be collaborating with contractors to minimize disruption for our teachers and students.

School safety: The new bond referendum provides for improved entrances/exits and safety for all our schools. In addition, these schools need resources to be properly staffed at for security purposes.

Strong fiscal management: The Mounds View School District saved millions of dollars in bonding costs recently due to strong financial performance and refinancing debt. Healthy financial reserves and fiscal planning will provide long-term health for our district.

Q: Would you support property tax increases to fund the district, and if so, how much and under what circumstances?

A: Our school district receives about two-thirds of our funding from the State of Minnesota and the remaining are from local property taxes. I support new levy dollars to address class sizes, increasing enrollment and innovation. I support the upcoming levy referendum on Nov. 5. It is important the district is transparent with their resources and locally accountable to the taxpayers through elections.

Q: What do you believe children need today in order to successfully graduate and be propelled into a chosen college or career?

A: Student achievement is a great measure of the quality of our school district. District No. 621 is near the top in Minnesota in almost every measure. Irondale and Mounds View well prepare their students for higher education with options in early college, STEM/ technology programs and career pathways programs. We have great opportunities with the expanding trades and excellent possibilities with increased partnerships in our business community.

A: I support the “Done for a Decade” levy request that is on the ballot this fall which would combine our two existing levies and add an increase of $12 million annually. It has been 13 years since the school district has asked for a levy increase. In that time class sizes have started to near the top end of the board approved averages and the fund balance has dropped below the low end of recommended ranges. Additionally, the district spent $7 million more last year alone than it received from the state on critical special eduction services.

A: Improving availability and accessibility for mental health services for all students. We have gotten a good start on this work but there is more work to be done as we understand and seek to meet these needs. Another important priority is the capital improvement project that is underway across the district. We are about one-third of the way through the construction projects as a whole (measured in dollars spent), and the next 12-15 months will be critical in ensuring we are on time and on budget. The continued support of all of our staff, and patience and flexibility of our students and families, will be important as the inconvenience surrounding construction continues.

Q: What are the most significant challenges you believe the district faces and how would you address them?

A: Ongoing stable funding is the most significant challenge facing not only Mounds View Schools, but most schools across the state of Minnesota.

Q: Would you support property tax increases to fund the district, and if so, how much and under what circumstances?

A: Yes. I fully support the levy question being brought forward to the voters in November. Like it or not, locally approved levies are an important component of funding education in the State of Minnesota. Families are choosing to move into, or remain, in the Mounds View School District because of the quality of our schools. As a School Board member for the past eight years, I hear from members of our community who ask us to continue to invest in quality teachers, smaller class sizes, more secure facilities and improved mental health connectedness for our students. On top of that, we have an ongoing special education cross-subsidy of nearly $7 million per year of unfunded mandates from the state and federal government. Currently, the existing voter-approved operating levy in place comprises approximately 13% of our operating budget. It is critical for the ongoing success of our district that voters support this levy request.

Q: What do you believe children need today in order to successfully graduate and be propelled into a chosen college or career?

A: Grit, determination and critical thinking. The most important thing we can do for our students is teach them how to be resilient and manage the many challenges that life will throw at them. We know that the world is changing fast, and the jobs of 2019 will look very different from the jobs of 2039. By giving our students skills to adapt and persevere through change, we will help propel them into life.

Occupation: Electrical Construction Project Manager Volunteer/civic experience: I am actively involved with the Sunnyside PTA and volunteer at many of Sunnyside’s PTA-sponsored events, including the Apex Fun Run and the spring carnival. In 2018, I was invited to join the design committee for Sunnyside’s remodel and expansion. As a committee, we sought feedback from the community and collaborated with architects to develop the best and most efficient design for our school. I was able to apply my professional background in construction to help ensure our facilities remain modern and state of the art.

Second, ensuring fiscal responsibility, particularly while our district is almost entirely under construction. This requires us to anticipate issues that may arise during the construction lifecycle and manage them with expediency.

Third, continue focusing on mental health initiatives and student safety, ensuring every student has access to the necessary support.

Q: What are the most significant challenges you believe the district faces and how would you address them?

A: The district faces significant student population growth throughout the coming years. As a result of the 2017 voter-approved bond referendum, the district is “keeping pace with space” by undertaking

the enormous task of expanding and remodeling our schools. While we certainly must be responsible with managing resources during this time, we must also be aware of how construction will affect the daily lives of our students and families and minimize any negative impacts.

Q: Would you support property tax increases to fund the district, and if so, how much and under what circumstances?

A: I support raising property taxes to help fund the district. Under the current levies, our district has lost nearly 3% of funding due to inflation that was not accounted for. By raising property taxes 1.9% to adjust for the inflation rate, we will be able to maintain funding for existing operations across the district. This levy will be the first increase in 13 years, and will combine the two current levies we have into one, making this a much more effective way to maintain funding moving forward.

Q: What do you believe children need today in order to successfully graduate and be propelled into a chosen college or career?

A: Our district should continue to provide a wide variety of opportunities and career pathways. Students should be able to gain valuable experiences in areas that interest them and pursue career pathways that support those passions.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Offi ce reported the following incidents: • A purse was reported stolen from an unlocked vehicle sometime overnight Sept. 9. A debit card was used twice for fraudulent charges before it was canceled.

• A 2-week-old puppy was stolen by an acquaintance in the 1900 block of Bluestem Lane Sept. 9. The felony theft is under active investigation.

• A small bear, possibly a cub, was seen in a backyard on Leaf Wing Drive in North Oaks Sept. 10. The bear came near the screen door and then left the area.

• Theft occurred in the 800 block of Cannon Avenue Sept. 10. A bracelet was missing from the dresser, unknown when it occurred.

Nothing else was taken. No suspect information.

• A Little Canada man and woman were arrested following a domestic assault that occurred in the 3900 block of Gramsie Court in Shoreview Sept. 10. The male complainant reported that he was assaulted by his girlfriend, but she left before he could call 911. Deputies were able to locate the girlfriend at their residence in Little Canada. She then reported that she was also assaulted by her boyfriend. Both had physical injuries. As a result, they were both arrested

for fi fth-degree domestic assault and disorderly conduct.

• Fraud was reported in the 3100 block of Lexington Avenue Sept. 16. A victim lost about $500 to a phone scam, where a scammer said the victim owed money to a utility company and got them to buy them a gift card to pay for it.

• Theft was reported in the 600 block of Village Center Drive Sept. 15. A youth’s unlocked bicycle was stolen from a bike rack in front of a store while the youth was inside. Possible suspect information was obtained from video.

• An unlocked vehicle left running in the 3800 block of Lexington Avenue Sept. 15 was stolen while the victim was inside a convenience store.

It was recovered later that day by Brooklyn Park police. A woman was arrested.

• A back window was broken in the 600 block of Harriet Avenue Sept. 15. A Kindle, book and gym bag were stolen. No suspects.

• An adult male was arrested for four counts of misdemeanor domestic assault and gross misdemeanor theft in the 4800 block of Hodgson Connection Sept. 15. The man hit a woman, stole items from her car and turned off her car battery to prevent her from leaving.

• License plates were reported stolen sometime

• A juvenile shoplifter was reported in the 3800 block of Lexington Avenue N. Sept. 18. The case was submitted to the county attorney for consideration of charges.

• Catalytic converters were cut off and stolen from two vehicles in a parking lot sometime overnight Sept. 18 in the 400 block of County Road E. • A male was arrested for domestic assault in the 3500 block of Owasso Street Sept. 18.

the life-saving medication. The plan requires patients to work through their doctors to acquire free insulin from the manufacturers, which Republican leaders say will foster strong doctor-patient relationships.

Diabetic Minnesotans can qualify if they are not already on another state or federal health care program

(such as Medicare, Medicaid or MinnesotaCare) and if their family income is less than 400% of the federal poverty line, which is approximately $50,000 for an individual and $100,000 for a family of four.

• Clean and store barbecue grills after each use. Store them in a secure shed or garage away from windows and doors.

• Elevate beehives on bear-proof platforms or erect properly designed electric fences.

• Pick fruit from trees as soon as it’s ripe and collect fallen fruit immediately.

• Limit compost piles to grass, leaves and garden clippings, and turn piles regularly. Do not add food scraps.

• Harvest garden produce as it matures. Locate gardens away from forests and shrubs that bears

may use for cover.

• Use native plants in landscaping whenever possible.

• Store pet food inside and feed pets inside. If pets must be fed outdoors, feed them only as much as they will eat.

Garbage • Store garbage in bear-resistant garbage cans or dumpsters. Rubber or plastic garbage cans are not bear-proof.

• Keep garbage inside a secure building until the morning of pickup.

• Properly rinse all recyclable containers with hot water to remove all remaining product.

• Store recyclable containers, such as pop cans, inside.

People should always be cautious around bears. If

Last year the DNR asked the public to report bear sightings outside primary bear range in Minnesota.

Male bears are known to travel long distances in search of new habitat and food, and there is a public perception that bear range has expanded in the central and southern counties of the state. Minnesota identifies severe lung injury cases among teens who vape The Minnesota Department of Health (MDH) is encouraging Minnesota health care providers to be on alert for novel cases of severe lung disease potentially related to vaping and e-cigarette use among teens and young adults.

Children’s Minnesota has reported finding four cases of severe lung injury in the metro area potentially related to vaping. These cases are similar to lung disease cases recently reported in Wisconsin and Illinois, though it is too early to say whether they are connected.

“There are still many unanswered questions, but the health harms emerging from the current epidemic of youth vaping in Minnesota continue to increase,” said Dr. Ruth Lynfield, state epidemiologist and MDH medical director. “We are encouraging providers and parents to be on the lookout for vaping as a cause for unexplained breathing problems and lung injury and disease.”

In Minnesota, symptoms have resulted in hospitalizations lasting multiple weeks. Some patients were admitted to the intensive care unit.

Product names are unknown.

“We are deeply concerned by

the severe cases of lung injury associated with vaping that we are currently seeing,” said Dr. Emily Chapman, chief medical officer at Children’s Minnesota. “These cases are extremely complex to diagnose, as symptoms can mimic a common infection yet can lead to severe complications and extended hospitalization. Medical attention is essential; respiratory conditions can continue to decline without proper treatment.”

Clinical presentation among Minnesota cases included shortness of breath, fever, cough, vomiting and diarrhea. Other symptoms reported by some patients included headache, dizziness and chest pain.

After receiving reports from Children’s, MDH started working in partnership with Children’s to learn more about the cases. Use of both nicotine and marijuana-based products were reported. The state health department is also asking providers to look for similar cases and report them. Patients and people with a history of vaping who are experiencing lung symptoms should seek clinical care. Patients and those experiencing symptoms should avoid

E-cigarettes, vapes, e-pipes and other vaping products are battery-powered devices that allow users to inhale aerosolized liquid. E-cigarettes contain nicotine, which is highly addictive and harmful to the adolescent brain.

Nicotine can impact learning, memory and attention span, and contributes to future addiction to tobacco and other substances.

New study finds Minnesota youth with asthma are more likely to vape A new analysis by the Minnesota Department of Health (MDH) fi nds that Minnesota high school and middle school students who have asthma are more likely than their peers without asthma to vape, smoke, and be exposed to secondhand smoke.

Analyzing data from the 2017 Minnesota Youth Tobacco Survey, MDH researchers found nearly 30% of youth who have asthma are using a tobacco product compared to 24% of youth without asthma.

About one in five students in grades 6-12 reported they have asthma, according to the survey. Of those students, Minnesota youth who vaped or smoked were more likely to have frequent asthma symptoms in the past 30 days.

Tobacco smoke is a powerful trigger of asthma. Tobacco smoke contains irritating substances (a mixture of more than 7,000 chemicals) which, when inhaled, irritates the linings of the lungs. These substances can bring on asthma symptoms or an asthma attack.

E-cigarette use can cause increased coughing and wheezing in teenagers, and an increase in asthma symptoms, according to a recent report by the National Academies of Sciences, Engineering and Medicine.

“The current epidemic of e-cigarette use among young people is bad in many ways, and youth who have asthma

are particularly vulnerable,” said Minnesota Assistant Commissioner of Health Dr. Courtney Jordan Baechler.

“That’s why it is so important for us to get the word out. Any use of tobacco, including e-cigarettes and vapes, is harmful, but youth with asthma who smoke or vape are likely to experience more intense symptoms and need more medical care.”

It is unknown why youth with asthma are more likely than their peers to smoke or vape.

However, reasons could include health inequities related to income,

race and social influence by peers and family members who may also use these products.

In Minnesota, a higher percentage of teens with asthma reported that close friends smoke or vape (17% versus 10.1%) and that they live with someone who uses tobacco (46.9% versus 37.7%).

Researchers have also found Minnesota middle and high school students with asthma have a higher risk of exposure to secondhand smoke at home, in schools and other public places, according to the Minnesota Youth

Tobacco Survey. Youth who have asthma are also more likely to be exposed to e-cigarette aerosol with 33% of kids who have asthma being exposed to the aerosol during the past 30 days compared to 22% of kids who do not have asthma. Asthma is one of the most common chronic diseases in pediatric and young adult populations. It causes

infl ammation or swelling and a narrowing of the airways, making it difficult to breathe. In 2016, there were 18,200 emergency department visits and 1,900 hospitalizations for asthma in Minnesota. Every day 10 Americans die from asthma.

Warner Nature Center closing, offers pristine lakes, wildlife corridors

“Dear Loyal Supporters, I’m writing to inform you that the Warner Nature Center will be closing and winding down operations by the end of the year.” With those words, Alison Rempel Brown, president and CEO of the Science Museum of Minnesota, broke the news to staff and volunteers that a 52-year tradition will be coming to an end.

Warner, the oldest nature center in Minnesota, has inspired thousands of children and adults to study and protect the woods and waters in our area. The property is also home to pristine lakes, wildlife corridors, and countless natural treasures.

In 1957, the Amherst Wilder Foundation purchased two square miles of land in northern Washington County from the May family with an agreement that the land would never be divided or sold for development. After purchasing the land, Wilder Foundation worked with the Science Museum of Minnesota to begin creating outdoor science and nature programming.

Eventually, the museum was given exclusive rights to operate 385

acres of the land as a nature center.

Summer programming began in 1965 and the fi rst school groups began visiting in 1967.

In 1970, the Lee and Rose Warner Foundation purchased the land and buildings from Wilder and the location became known as the Lee and Rose Warner Nature Center.

The Warner Foundation eventually merged with the Manitou Fund (established by former Vikings owner Don McNeely, a nephew of the Warners), which has continued to operate the Warner Nature Center since 2010. Today, the center has grown to encompass 1,400 acres of forest, woods and wetlands.

More than 17,000 students visit Warner Nature Center for field trips and summer camps each year. They come to wander in the woods, tap maple trees for syrup, study and band migratory birds, watch bees wiggle, snowshoe across a frozen winter landscape, and develop a love for nature. The center has more than 100 volunteers, supports research at local universities, and hosts annual events such as the St. Croix Research Rendezvous and the Fall Color Blast.

itself is a treasure-trove of natural wonders. It is considered a “Site of High Biological Significance” by the Minnesota Biological Survey, and “Regional Site of Outstanding Significance” by the Minnesota Department of Natural Resources.

During a 2007 Bioblitz, citizen scientists identified and catalogued over 1,300 species of plants, animals and fungi on site, including seven plants that had never been documented before in Washington County. Nature center staff and volunteers have also banded and collected data on 45,000 migratory birds over the past 52 years.

Along with Wilder Forest and the St. Croix Watershed Research Station, Warner Nature Center is part of the St. Croix Greenway Corridor — a 2,400-acre oasis for wildlife to travel between the St. Croix River and upland lakes and woods. It is home to 70 species of concern, including Blanding’s turtles, American woodcocks, rose-breasted grosbeaks, eastern fox snakes, trumpeter swans, redshouldered hawks and bald eagles.

The area is also listed as one of the highest priority locations for permanent land protection in Washington County.

Hidden within the Warner and Wilder woods are three of the most pristine shallow lakes in this part of the state — Terrapin, Clear and Mays Lakes. The protected landscape also helps to ensure that a steady supply

of clean, clear groundwater flows to nearby Square Lake. In addition, Warner Nature Center contains a bog that is home to carnivorous sundews and pitcher plants, usually only found in far northern Minnesota.

Staff and volunteers have worked with the University of Minnesota to collect and study core samples from this bog, using carbon-14 dating and soil analysis to learn about glacial history in the area and how the bog was formed.

So far, little is known about future plans for the Warner Nature Center land. According to an official statement, “The Manitou Fund is exploring options for how best to preserve and use the land and facilities going forward, including for future generations, though no specific plans are in place at this time.”

Mounds View football has duked it out in two consecutive down-to-the-last-play battles and got dislodged from the unbeaten ranks in the second of those.

The Mustangs (4-1) rallied from a 16-7 deficit in the fourth quarter to pull out a 17-16 win over Minnetonka on Ben Samuel’s with 22 seconds left, on Sept. 20.

The No. 4 ranked team in Class 6A then got upset

by Stillwater 22-21 in overtime on Sept. 27 as the Ponies went for two after a touchdown in OT and succeeded.

“Tough game as we didn’t play to our standard,” coach Aaron Moberg said. “We have a great rivalry with Stillwater, and it seems that whenever we match up, you can throw the records out because it is going to be a battle. Their kids played hard and deserved to win the game.”

Moberg said the team would use the loss as an opportunity to grow.

“Sometimes when you win, it is easy to overlook areas that we need to improve upon,” he said.

They finished 8-0 in the SEC for the program’s 20th conference title.

SCHOOL BRIEFS Renovation completed at Island Lake Elementary Kraus-Anderson has completed construction on Island Lake Elementary School for Mounds View Public Schools. Designed by Wold Architects and Engineers, the $5 million project consists of three additions, totaling approximately 4,000 square feet, that feature new classrooms and secure entry with new canopy and vestibule. In addition, 13,000 square feet of the existing building underwent significant upgrades, including the renovation and expansion of the office, media center and special education classrooms. The project also added three new classrooms.

Donations help more than 850 students Thanks to donations, the Ralph Reeder Food Shelf distributed school supplies to 867 students in grades K-12 during its annual Good Neighbor Back to School Project. New this school year: the digital backpack In the past, families looking for community education offerings, before- and after-school activities and community-organized events received a list of web links in each school e-newsletter. To simplify these communications and distribute them

increase. This year, one of the levies is expiring. Without the revenue it provides, schools will lose $7 million every year. This fall, the school board proposes to combine the levies and add an increase that also accounts for inflation. By combining the levies into a single 10-year levy, the district intends to avoid levy-renewal voter fatigue and to consider levy requests “Done for a Decade.”

If successful, the levy request would provide $12 million annually. This represents a monthly tax increase of $28 for owners of a median-valued home in the district.

CITY COUNCIL NOTES The Shoreview City Council took the following actions at its Sept. 3 meeting: • Approved a preliminary tax levy of about $12.8 million, a 5.45% increase over the 2019 tax levy. The city council also scheduled the budget hearing for 7 p.m. Dec. 2.

• Held the assessment public hearings for two street projects from 2018. The street projects were the Arner Avenue, Dale Street, Bridge Street and Lion Lane reconstruction and the Dale Court North and South water main extension. Residents in these project areas will receive notifications.

• Approved a site and building plan review for Emmet D. Williams Elementary School. The review was for a building addition to the gym and entryway.

Temperatures are beginning to slide as we dropped into upper 40's last week for the first time since May 28. With the cooler temperatures, how many of you were tempted to turn on the furnace? Generally by this time we've used them a few times. If you haven't yet, this will most likely be the week. I've managed to hold off. I can't remember ever waiting this long.

We eked out a nice Saturday this past weekend but Sunday was a bit damp with a morning shower to start the workweek, as temperatures rose into the 70's. Summer's last hurrah?

Upland Bird Camp passes values of land conservation, sportsmanship to next generation

When it comes to summer camp, you’ll only find one that invites campers to improve their aim with a shotgun, snuggle with puppies, and learn the nuances of being a respectful and ethical hunter in today’s world.

That’s Upland Bird Camp, held each summer at Deep Portage Learning Center in northern Minnesota.

Deep Portage is familiar to many families in the North Metro. Several local schools send students off on field trips to this remote spot to develop survival skills, strengthen teamwork and enjoy the wonders of nature.

In the summertime, Deep Portage runs several camps, many of them focused on hunting and firearm safety skills. Upland Bird Camp is one of the most unique. Sponsored by the Ruffed Grouse Society and Pheasants Forever, this camp allows campers between the ages of 12 and 16 who have already received their firearm safety certification advanced instruction in hunting upland game birds such as pheasant, grouse, partridge and woodcock. Campers get a chance to hone their shooting skills with daily practice shoots on the Deep Portage sporting clays course and learn about the biology, habitat and behavior of Minnesota’s upland bird species.

The camp also provides more typical summer camp activities, such as canoeing, archery and developing skills to survive in the outdoors.

Upland Bird Camp culminates in a field trip to Pine Shadows Kennel in Brainerd. Pine Shadows breeds and trains English springer spaniels for hunting.

Campers get to handle and help train the dogs on-site, and watch expert hunting dogs perform their abilities in the field.

Somewhere amidst all this excitement, campers also get to spend time with experienced mentors who share personal stories of hunting successes and failures, as well as advice that extends far beyond the field of hunting.

Among the many who have made their way to Deep Portage over the years is Norm Moody, a conservationist and sportsman originally from the Scandia/Forest Lake area. Moody graduated from Forest Lake High School in 1966 and went to school for forestry. He came to Deep Portage as Cass County land commissioner in 1992 and has stuck around ever since.

Today, Moody lives near Hackensack, the closest town to Deep Portage. He serves as a member of the learning center’s board and helps to educate the hunters and conservationists of the future.

“We put an emphasis on ethics both in terms of teaching and also letting them know someone is always observing,” Moody said. “They’re asking themselves if they are the person someone else would want to take bird hunting or allow on their land.”

Moody is one of several experienced hunters who provide guidance and encouragement to the Upland Bird campers each summer. Moody emphasizes the value of being knowledgeable and respectful in every occasion.

One story he shares with campers is from when he was stationed in Uijeongbu, South Korea with the U.S. Army. He credits his confidence in how to clean fresh game with a follow invitation to join a hunt for pheasant and quail inside the Demilitarized Zone—a very rare opportunity. He encourages campers to start a little smaller.

“When the kids first get there, I tell them they have a job: to make sure every other camper has a good experience at camp,” he said. “You don’t disrespect or treat anybody poorly. It’s all about good manners—

that’s probably one of the most important things they can learn here.”

Moody said that upland bird hunting is very different for youth today than it was in the past. One of the reasons is that a lot of hunting land is privately owned, and it can be a challenge to secure permission to hunt. That’s why one of the skills Moody works on with campers is developing a familiarity with the idea of approaching landowners to ask permission.

Every year, Moody is impressed by the campers’ skill, respect, and openness to learning.

“It’s fun to watch them improve their shooting skills and gun safety,” Moody said.

Values of conservation are also extremely important for the future of upland bird hunting, Moody added “The kids don’t realize they have an undivided share of public lands.,” Moody said. “They’re owners, and you want to instill that in them.”

As someone with a lifelong career in forest management, Moody considers environmental responsibility extremely important at Deep Portage. Even the camp itself provides a model of environmental responsibility to campers. Using solar and wood gasification, the Deep Portage facilities produce net-zero harmful emissions.

“This is how we educate the kids that it can be done,” Moody said.

Wildwood Artist Series announces 2019-2020 program The series opens Sunday, Oct. 6 at 3 p.m. with Billy McLaughlin and Simple Gifts in a program entitled “The Young and the Rest…” The program is a tribute to Neil Young and the rest of the audience’s favorite artists who defined an era and whose popularity endures – Crosby, Stills and Nash, The Eagles, Joni Mitchell and more.

Eagle Brook senior pastor announces retirement

Bob Merritt, who has lead Eagle Brook Church for 28 years, announced his plans to retire in March 2020.

He will retire on his 63rd birthday, March 1. In his announcement to the congregation Sept.

22, he said, “It’s time for me to step aside and let younger people take over.” Merritt is not moving from his home in White Bear Township and plans to continue to be part of the church. He prayed about when to retire for two years. “No one asked me to leave,” he said. “I plan to continue to live here in retirement after March 1, 2020. I may do some speaking, writing and take more time for my families.” He also

hopes to spend more time outdoors and with his dog Blue.

Jason Strand, teaching pastor, plans to fi ll the senior leadership position. Merritt noted that Strand is an outstanding speaker, knows his Bible and has a wonderful wife and five children. Strand has already been recommended by the board and a church membership vote will be held Oct. 6, according to the church’s website.

Eagle Brook is the eighth largest church in the nation, with eight campuses across the Twin Cities and a weekend attendance of about 28,000. The church’s Rochester location launches the end of October.

Attendance was about 300 when Merritt began to pastor the church that began in White Bear Lake.

“I deeply love this church.

Outside of my family, leading this church has been the greatest honor of my life,” Merritt stated.

“What you and I are witnessing right now, is nothing short than a miracle from God. Many weekends, I end up in tears by what happens here. God continues to bless us and he’s changing lives every week. Look at what God has done—and we’re just getting started.”
