A levy referendum for Mounds View Public Schools that would more than double the amount of funding per student will be on the ballot for district residents Nov. 5.

The tax impact would be $28 per month for a median-valued home of $275,000.

The school board unanimously approved a resolution calling for the vote at its August meeting. It has been 13 years since the district asked for additional resources in a levy referendum, said Board Chair Jonathan Weinhagen. “2006 was the last time we went out for additional resources to support our work,” he noted.

Treasurer Bob Helgeson remarked that the bond referendum passed in 2017 was for buildings. Operating levies are for expenses to keep the school programs running. “This is a different ask,” he said. “This is to keep those great programs within those buildings.”

Clerk Sandra Westerman noted that the board didn’t come to this decision lightly. “We have SEE SCHOOL LEVY, PAGE 13

Area bus companies always in need of drivers

Historically, summertime has been crunch time for bus companies to fi nd — and retain — as many drivers as they can to fi ll routes for the upcoming school year. September is right on our doorstep.

Even though Rehbein Transit Inc. and American Student Transportation could both use additional drivers, they are both in better shape than they have been in previous years.

Steve LaTour has been the general manager of Rehbein for just over a year, but he has been with Rehbein’s parent company, Minnesota Coaches, since 1989. Rehbein primarily serves the Centennial School District but also serves a small portion of White Bear Lake.

For the past four years or so, LaTour said Rehbein has dealt with a driver shortage. “It just keeps getting worse every year,” he said. “Historically in our industry, whenever the unemployment rate is low, our industry really struggles to get people.

Rehbein is currently eight drivers short, compared to six drivers short last year. However, the company has some additional drivers currently in training. LaTour guesses the one thing that might keep people away from the job is the commitment.

In addition to three written tests, a road test and a 14-day training period, LaTour said drivers must also pass a Department of Transportation physical, pre-employment drug screening and criminal background check. “It's a commitment. Realistically, it takes a good five to six weeks and they are not earning any money while they are studying: that is all on their own,” he explained.

LaTour thinks the responsibility of hauling children around can be overwhelming for some people.

“There is probably a misnomer out there that kids are bad. Obviously, there is a handful out there that you struggle with, but to me it is a really rewarding job,” he said. “Oftentimes we are the fi rst people that they see going to school and the last one they see going home.”

The job's rewarding nature, split shift and pay are all reasons LaTour said people should consider the job.

are at school. The split shift is also attractive to many retirees who don't want to work a full eight-hour shift every workday. On average, school bus drivers make anywhere from $19 to $23 per hour.

Kevin Bisek has been the general manager of American Student Transportation for 10 years. The company has two terminals, one in Blaine and one in Maple Grove, and primarily serves the districts of Mounds View, Anoka-Hennepin and Minneapolis.

“We are not particularly short here because we have been actively recruiting,” Bisek said. “Yes, I could use 10 drivers easily at each terminal, but we are in really good shape and that is only because we have so proactively used multimedia and you-name-it to recruit.”

American Transportation is doing a lot better than some of the other large companies that have large contracts in big school districts, Bisek said.

“We have changed our process: it's nonstop. Back in the day, it used to be we would start pushing (for drivers) in June, July or August and now we just don't stop because there is still a lot of movement,” he explained. “Once people get their licenses, maybe they aren't going to like school bus driving and might leave the industry and go and drive a garbage truck or work for a city.”

One reason he thinks people might stay clear of the job is the responsibility.

“I think it is a societal fear. There is a lot of responsibility transporting students back and forth. We are not transporting frozen pizzas,” he said.

If you are a caring and patient person, the job is made for you, Bisek said. “You have to be the special type of person that cares. You have to be patient, not just with our students, but dealing with traffic issues and distracted driving,” he said. “It is a very rewarding job. I still drive as the general manager and I love it. I like to do the same routes if I can because then you build relationships with students.

lies. The bottom line is you have to go to a company that treats you well, and that's what I think we do very well here at American Transportation,” he said. “We are not a ginormous company. We treat everybody with respect, like they are family. You can change the name on the building, but those

Walk and talk with the mayor

The City Council amended Section 709 of the city code, which relates to peddlers, at its Aug. 19 meeting. The amendment allows nonprofit groups to go door to door until 9 p.m. per recent court rulings. It also extends the duration of a peddler license from 30 days to 60 days.

Mayor Sandy Martin will hold her next walk and talk event from 3 to 5 p.m. Tuesday, Sept. 10, at the Shoreview Commons. Martin takes her office hours outside for a trail walk and conversation. She will bring Rafa, her friendly Australian labradoodle, to this event.

Each year Shoreview recognizes two of its dedicated residents in the city with the Caring Youth award and the Citizen of the Year award.

The Citizen of the Year is awarded by the City Council to a resident that embodies the spirit of community service and volunteerism. The Caring Youth is awarded by the Human Rights Commission to a high school student who lives in or volunteers in Shoreview and makes a difference in the community through volunteer work or stewardship. Touch a truck, youth garage sale announced The city’s annual Kids’ Garage Sale will be held from 9 a.m. to noon Saturday, Sept.

Spotlight on a cause at Children’s Performing Arts Each fall, students at Children’s Performing Arts in White Bear Lake put on a production to bring awareness to a chosen cause. This year’s Spotlight on a Cause focus is dyslexia. The goal of this program is to teach children about the world around them, how they can make a difference and how to become future leaders within the community. The fall production is “Runaway Learning Machine,” an original play from a book of the same title.

This production will also raise awareness for dyslexia and will incorporate some service opportunities as well.

Effective immediately, election-related letters advocating for or against a candidate or ballot measure will be subject to a $25 fee. Plan to endorse a candidate?

O

ver the years, opinion pages in our newspapers have been abused and quite frankly it’s our fault. We have allowed what are really advertisements in our opinion pages. Last year, our page count went up between four and eight pages each week during the political campaign. The newspaper received zero revenue from this and took on the printing and delivery expense. When political candidates hire people and coordinate groups of people to submit letters that they prepared, have their campaign committees submit letters, or get friends and family to submit letters, these letters should fall under advertising.

It’s been a real problem the last few years. I’ve learned many newspaper colleagues feel the same way. As your local news Publisher’s source, we found a way to keep these political endorsement View letters in the papers and help it transparent to the readers Carter Johnson be by labeling them as paid endorsements and charging a nominal fee.

As your local newspaper, we struggled with a decision. We struggled with the expense of publishing up to four to eight extra pages during the political campaign season.

This week Press Publications and our sister newspapers will roll out a new guideline regarding endorsement letters. So what does this mean? It means we will continue to publish 99% of all letters to the editor that meet our guidelines of 350 words or less containing no libelous or derogatory statements and will charge a $25 fee for endorsement letters. What is an endorsement letter? It’s a letter that endorses or opposes a candidate or item on the ballot such as a levy, bond referendum, or items that require a vote. Our residents count on us to be transparent and we believe this is another way to continue to do that and prevent deep use and misuse of opinion pages in our local community papers.

A colleague and friend who publishes the Proctor Journal near Duluth has been charging endorsement letter fees for years.

I believe many of the newspapers in North Dakota are charging fees, as well as our friends at the Echo Press in Alexandria, to name a few.

The local community counts on the opinion pages to discuss local topics of concern, but when we get into the political season we get swamped with chain mail. This new guideline should help our staff of journalists focus on their job by covering countless meetings you don’t have time to attend and stories of interest to our readers.

Paid endorsement letter policy “The Shoreview Press accepts election letters endorsing or advocating for or against a ballot measure, party or candidate as paid advertising announcements. The fee is $25 for 7 inches and $5 for each additional inch. Like other letters to the editor, the writer’s name, address and phone number are required.

BBB issues warning, tips for college students more likely to be scammed

S

eptember can be an expensive month for students returning to colleges and universities.

Better Business Bureau of Minnesota and North Dakota has some tips to make sure scammers don’t make the start of school even more expensive for those paying tuition, figuring out student aid, and buying school and dorm supplies.

are worth researching. Even searching the company online could bring up scam alerts from other victims. Contact the school’s fi nancial aid office for advice on the company’s legitimacy or how they can help otherwise.

• Employment scams – In 2018, employment scams were the No. 1 culprit for scams attacking 18- to 25-year-olds. Job offerings can be sent directly to school emails, promising flexible hours and beyond expected pay. There would be no need to send a social security number electronically without knowing exactly who you are sending it to.

• Awareness of current scams – As tech savvy as current college students can be, a surprising number of scams reported to BBB’s ScamTracker (bbb.org/ scamtracker) are from students who learned their lesson too late. Use Scam Tracker to learn of the latest scam trends and read local reports of specific incidents.

Some credit cards deals could be a fake gimmick to get a student’s personal information, and it could potentially stir up credit problems. Do your research on those credit card flyers and read the fine print before applying.

• Too good to be true apartments – An affordable, conveniently located apartment close to campus sounds like a great deal, but don’t jump on it until you’ve viewed the apartment in person. And never give out credit card or other payment information until after you’ve viewed it and signed a lease.

• Fake credit reports - After the age of 18, it’s a good idea to start becoming more aware of your credit score and start adapting some healthy money habits. It’s also a helpful signifier of any unusual activity and possible ID fraud.

What I needed to see

or as long as I can remember, I always wanted to be “the sports guy.”

Nothing else inspired me to read, watch or write. I never wanted to get rolled up in any other kind of journalism. The other stuff just didn't attract me as much as writing game recaps and athlete features. Some of the best advice I've ever received is to write about what I have authority over; I know a lot about sports and love watching sports and enjoy talking about sports.

Perfect fit. I was going to be a sportswriter, and would never have to touch any of the rest.

Turns out summer newspaper internships run right in line with the quietest season of local sports to cover.

So I was forced to change my perspective. Was I enthralled by city council meetings or dying to cover ribbon cutting ceremonies at new small businesses? Not really. I had to sacrifice what

I wanted to do in order to learn what I had to do.

I could count on one hand the amount of times I'd been to White Bear Lake before I started at Press Publications. I knew next to nothing about the city, and nobody in it. Same with the surrounding towns within the coverage area. I Jared remembered Stillwater was pretty, if that counts for anything.

Martinson I probably would have been very comfortable and content covering sports and nothing but sports here; except that would mean missing out on so much more of this community and what makes it special.

Now, eight weeks later, the assignment doesn't matter. As long as it's truthful storytelling, I feel that I can succeed, especially in an area as supportive as this one.

A big thank you to the Johnsons and the Johnson Center for Journalism and Communication at

Bethel University for giving me an opportunity to wet my feet at Press Publications and get a taste of community journalism at its best.

A big thank you to the newsroom for throwing all types of leads and tips at me to get a feel for stories that matter.

I still want to write about sports. That goal hasn't changed. I'm returning for another semester as the sports editor at Bethel's student newspaper, The Clarion. I've won some awards for my sports reporting. That's all really cool and fun to be a part of.

But I'm just a lot more confident that I can tell other stories now, too. My repertoire has expanded. I've seen some stuff. I've met some people.

I hope if and when you read The Clarion, and whatever I end up doing after college, you see this experience mirrored in my work. Thank you, Press Publications. Thanks to you, I'm not satisfied with only being “the sports guy.”

health risks associated with fi refi ghting foam, it unnecessarily penalizes manufacturers who are arguing against CPSC regulating organohalogen fl ame retardants as a class. Because of their varying physiochemical properties and toxicity profi les, these chemicals shouldn’t be lumped together for regulation. Until a decision has been made it is premature to ban the use of these chemicals as a class.

Had Jamie Becker-Finn separated the two areas of the bill, I’m sure the fi rst area could have passed. The second area should not have been included in the bill and, unfortunately, now it is too late.

Party controlled both houses, the Legislature put about 20 bills on the Governor’s desk. That is less than half the output of the previous minimally competent Legislature. There was no attempt by either party to work with the other on any significant legislation. Jessup portrayed it as a very successful session in his last town hall meeting.

One can understand why Jessup seems uncomfortable with the apparent efficiency and effectiveness of the Ramsey County Board. The idea of working out issues with others before a vote is taken is probably entirely foreign to his experience.

LETTERS TO THE EDITOR Misleading to campaign as nonpartisan In her recent letter to the editor, Marleen Smith criticized Ramsey County Commissioner candidate Nicole Frethem for running with the DFL endorsement and praised Randy Jessup as “nonpartisan.” It’s misleading for Jessup to campaign as nonpartisan. He received the maximum campaign contribution from the GOP for this election, he is a former Republican legislator, and the RightNow PAC is advertising on his behalf. What is more transparent — Frethem’s directness about her political affi liation or Jessup hiding his? Given the lack of transparency by our former commissioner, who resigned amidst controversy, I fi nd Frethem’s honesty is one more reason to trust and support her.

Unnecessarily penalizing manufacturers Jamie Becker-Finn’s bill HF359 to protect fi refi ghters is a bad law. The bill has two areas.

The fi rst area creates restrictions on the use of fi refi ghting foam with certain fl ame-retardant chemicals. The foam cannot be used for training and any use must be documented. The second area is to ban the manufacturing and retail sales of residential textiles and mattresses containing organohalogenated fl ame-retardant chemical of greater than 1,000 parts per million.

The restrictions on the use of fl ame-retardant chemicals has been found be hazardous to fi refi ghters. Fortunately, other chemicals have been identified which will work commensurately.

In the second area, which is in the use of fl ameretardant chemicals in residential textiles and mattresses, studies are still being made to determine whether or not the chemicals should banned or replaced. The U.S. Consumer Product Safety Commission (CPSC) is still seeking advice from the National Academies of Sciences, Engineering & Medicine. This decision is best made at the federal level because differing restrictions at state borders make regulations difficult.

Effectiveness of the Ramsey County Board not a bad thing Randy Jessup fi nds there to be three things wrong with the Ramsey County Board of Commissioners (Aug. 6 letter to the editor). They meet at the wrong time. There hasn’t been the slightest discord or disharmony on the board for the fi rst six months of 2019, as reflected in the voting records. The board is willing to go to court when it feels that it is being badly used. He appears to have no complaints with the work the board has done. That is curious.

When Mr. Jessup ran for his legislative seat in 2016, he posed as a moderate Republican who was tired of the do-nothing Legislature and wanted to reach across the legislative aisle to get things done. How did that turn out? By the end of the 2018 legislative session, in which the Republican

Trolley tours highlight history, arts

From bite-size chocolates to giant sculptures, a ghost-town play to a lively drink, upcoming trolley tours will offer a glimpse into the arts and history north of Stillwater.

Stops on the Art Trolley Adventures are scheduled in Scandia, Marine, May Township, Franconia and Shafer. Organized

by Wahoo! Adventures, riders will join Heather Rutledge, executive director of ArtReach St. Croix, for tours, visits with artists and handson demonstrations.

“The really cool thing is it’s a behind-the-scenes look,” Rutledge said of the tours. “The itineraries were pulled together in collaboration with the artists, but Kerri (Kolstad of Wahoo!) also provides an experience, lunch and vino. It’s such a treat to have her hospitality and have her take care of all the details.”

The series launched last week with a trip to Afton and Hudson.

“It was fun!” Rutledge said of the tour, which stopped to paint with Sharon Weiser in Stillwater, craft a haiku with writer Greg Seitz at Belwin Conservancy, visit Patrick and Linda Casanova’s Hudson glass blowing studio and sample the goods at Knoke Chocolates.

According to Rutledge, the tours were inspired in part by work ArtReach did around cultural tourism.

“As an adventure and logistics expert, Kerri saw that Wahoo!

Adventures could contribute to cultural tourism in the St. Croix Valley,” she said. “So many of these community ideas are artist driven or ArtReach Driven. For her to see that her business had a role to play in people’s connection to the arts here was really great.”

“Art is not just a stop in Stillwater,” Kolstad said. “It’s as vast as the Valley.”

PUBLIC SAFETY BRIEF 678 drivers cited for hands-free violations During the fi rst week of the hands-free law (Aug. 1-7), officers, deputies and troopers cited 678 drivers statewide for violating the law. The most citations were written in Hennepin County (286).

There were 79 citations in Ramsey County, 24 in

Washington County and 15 in Anoka County.

Shoreview • Domestic assault was reported in the 5600 block of Aldine Street Aug. 12. An adult female was arrested and transported to jail for allegedly hitting a family member on the head.

• Several vehicle owners reported theft of items from their vehicles Aug. 13-15. There were thefts reported on Wildflower Court and County Road F, two on Red Fox Road and three on Knight Street.

• Squads were dispatched to the 200 block of North Owasso Street Aug. 14 for a burglary report.

There was forced entry to an attached garage.

A laptop, smart watch, computer mouse and backpack were stolen from a vehicle inside the garage overnight.

• An alarm went off in the 1000 block of Red Fox Road in Shoreview Aug. 15. On arrival, deputies found the business had been broken into. A K-9 track located a hat with tags on the other side of fence at the edge of the property. The track was lost on the shoulder of I-694 at Victoria Street.

• Theft of a 2004 Honda Accord was reported in the 3500 block of Harriet Avenue Aug. 15. The garage door was open and the keys were inside the vehicle.

• Theft of a 1998 Toyota Corolla was reported in the 4200 block of Sylvia Lane Aug. 15. The keys were inside the vehicle, as well as a purse, credit cards, checks and cash. The vehicle was stolen from a garage.

• A $40 package of protein bars was taken from the front steps of a house in the 3300 block of Victoria Street Aug. 15. It was taken by a male driving a silver 2010 Toyota Avalon with no front plate, per home security video. There was also a female accomplice seen on the video.

• A report of fraud was taken in the 500 block of Lake Summit Court Aug. 16. A pair of jet skis purchased over the internet never shipped after wire transfer of $7,500 through a thirdparty escrow service. The incident is under investigation by bank and sheriff investigators.

• Deputies took a phone call report on Aug. 17 from a St. Croix Falls, Wisconsin, officer with the victim of an assault that took place in the 5900 block of Rice Creek Parkway. The victim was assaulted at a hotel in Shoreview. The adult male suspect was taken into custody and booked at the Ramsey County Jail.

2019-20 school funding announced SHOREVIEW — The Mounds View Schools Education Foundation (MVSEF) Board of Trustees recently approved $50,000 in support of Mounds View Public Schools initiatives. The foundation works in partnership with district leadership to identify programs that require funding to advance priorities and innovations that reach students throughout the district.

“The foundation and the district share a common goal — supporting the schools that support our students,” said Superintendent Chris Lennox. “Our community is fortunate to have this partnership working together to make great things happen.”

The 2019-20 MVSEF funding initiatives include: • School-owned instrument program, which increases access to school-owned musical instruments and subsidizes rental costs, making band and orchestra accessible to all families.

• Intentional social interactions, which support district-hosted events that bring people together, intentionally creating the conditions and removing barriers in order to improve connectivity and social equity gaps.

• Laurentian Environmental Center, which provides opportunities for all fi fth and seventh graders to visit and study at the Laurentian Environmental Center, where students participate in hands-on activities directly tied to the district’s science curriculum.

• The Equity Promise Scholarship program, a comprehensive district level scholarship program tied directly to the goal of providing all students with opportunities beyond high school.

Eighty-three-year-old Columbus resident Mary Jo Meadow swears by the practice she has been teaching for over 30 years in the U.S., Scotland, England, Australia and Canada.

Meadow has taught mindfulness classes at hospitals, prisons and various community education programs, but this year will mark the fi rst year that she will venture into the Centennial and White Bear Lake school districts as well as North Branch.

“The practice has been extremely good for me,” she said. “I am 83 years old and I do not exercise because I don't enjoy it, but I have a blood pressure and resting pulse rate to be envied. I do have arthritis, osteoporosis and hearing loss, which most women my age wind up having to deal with, but other than that I am in excellent health.” Meadow added that through mindfulness, stretching and massage, she has been able to manage arthritis and osteoporosis without pain medications.

According to Psychology Today, mindfulness is a state of active, open attention to the present. This state encompasses observing one’s thoughts and feelings without judging them as good or bad. To live mindfully is to live in the moment and reawaken oneself to the present, rather than dwelling on the past or anticipating the future. Mindfulness can also be a healthy way to identify and manage emotions that are causing problems. It allows people to be more aware of their physical and emotional conditions without getting bogged down in self-criticism and judgment.

several years before she retired in 1998 to pursue a career in teaching meditation/mindfulness/ lovingkindness both locally and around the world.

“When I fi rst started teaching mindfulness, very few people had ever heard of it and you had to explain it. Now it is everywhere because its benefits are being recognized,” she said. Meadow has published seven books, written hundreds of published articles and served as the president of several divisions of the American Psychological Association.

“My retirement project is to teach as many people as I can about how to practice mindfulness,” she said.

“It is a wonderful practice. So many people talk about how it helps with anxiety, depression, stress, pain.

Whatever they have come for, it has helped them. In general, it improves life quality.”

In addition to mindfulness classes in Lino Lakes, Forest Lake and Wyoming this fall, Meadow will also teach classes on the topic of lovingkindness in Forest Lake, White Bear Lake and Wyoming.

Meadow described lovingkindness as a “companion practice” to mindfulness, that teaches “how to have gentle kindness toward

Prairie bison tour highlights Minnesota’s pure-blooded herd

During the 1800s, the American plains bison was almost wiped from the face of the U.S. Settlers nearly extinguished the animal in an attempt to conquer lands and for their hides and meat.

Their numbers dropped from tens of millions to hundreds.

Today, due to conservation efforts and bison ranching, there are about half a million. However, there are only a mere 1 percent, or 5,500, that have no cattle integration, said Amber Brooks, Prairie and Bison Tour guide at Blue Mounds State Park in the southwest corner of Minnesota. The herd of 100 at the park are among that 1 percent, she proudly noted while giving a tour in the park’s prairie vehicle.

So the bison you see out here look just like the ones that roamed the prairies in the 1800s, she told the group. Many of the bison that roam elsewhere have cattle integration, although the common observer may not notice the difference. When ranchers began to breed bison with cattle, they discovered the offspring looked more like a bison than cattle. Eventually, the beefalo was formed, which looks like a cross between both, much like a mule from a donkey and horse. (Note: buffalo is a colloquial term for bison but they are not related to buffalo native to Africa and Asia).

Blue Mounds State Park was just lucky to have so many bison free from cattle integration, Brooks added. “We started genetic testing here through the Minnesota Zoo because we wanted to form a Minnesota bison herd,” she noted. “We figured out there were only a few (with cattle integration).” The park simply sold off the four with cattle integration and had a pure-blooded herd.

The herd is part of the Minnesota Bison Conservation Herd, which includes bison at Minneopa State Park and the Minnesota Zoo, according to the Minnesota Department of Natural Resources. The partnership hopes to grow the pure bison herd size to 500 across the state; its total is about 130. At Blue Mounds State Park, about 80 adult females give birth to 20 to 30 calves each year.

In the fall, the bison are rounded up; some are sold because there isn’t enough prairie at the park for more than 100 bison. Males cannot be kept at the park beyond a certain age. Only one bull can be in the herd. A new bull from a national park or refuge is selected every few years to increase genetic diversity.

Blue Mounds State Park has had bison since the 1960s. The nearby city of Luverne wanted to return bison to the prairies, Brooks noted. “They petitioned the state to put bison in the park,” she

said. “Over time the herd has grown as more land has been acquired.”

The Prairie and Bison Tour is new to the park. It began last summer. This year, it grew in popularity and tours have been extended through the fall, including MEA weekend. The propane-fueled tour vehicle was funded by the Legislative-Citizen Commission on Minnesota Resources Environment and Natural Resources Trust Fund. Brooks’ position was funded by the Minnesota Clean Water, Land and Legacy Amendment, which Minnesota voters approved in 2008 to preserve Minnesota’s resources.

When Brooks, a Twin Cities native, heard about the position, she was working as a naturalist and interpreter for the U.S. Fish and Wildlife Service in Utah. Brooks had studied bison in university, so she jumped at the position. Her capstone project for her wildlife biology major focused on bison matriarchal studies.

Brooks has an unexplainable passion for bison that is as unique as the herd. She was studying journalism at university when she took a vacation to Yellowstone and saw a bison for the fi rst time in her life. “I can’t explain, and I don’t know, but there was just this moment,” she remembered. It felt like a jolt of electricity hit her and she realized she needed to do something for bison with her life. She switched her major to study bison.

“I find them to be the most fascinating, amazing creatures in the world,” she said.

Her fascination with the living bison doesn’t prevent her from enjoying the meat, she added.

Eating bison is a much more sustainable option than beef. Bison have a way with the land and don’t overgraze. It’s also leaner meat. Her go-to place for bison meat is Target.

significant needs that aren’t going away. In fact, they are getting more pronounced,” she said.

The levy will specifically enable the district to address mental health concerns and school security, she noted, topics she feels passionate about.

The referendum would also enable the district to expand its career pathways programs and bolster its general fund.

The school currently has two operating referendums that total $ 835 per student. One will expire after taxes payable 2019 and one after 2022, said Carole Nielsen, executive director of administrative services. The expiring one is $535 and the one that expires in 2022 is $300.

The levy on the ballot includes a renewal of the $535 referendum, revocation of the $300 levy expiring in 2022 and replacement with $1,200 in additional funding per student. The total amount per student would be $1,735, a $900 increase from the current levies in place. It would begin in 2020, last for 10 years and have an infl ationary increase allowed.

The current levy did not have an infl ationary adjustment and the district lost about 3 percent of the funding over the years, Nielsen said. The levy was 16 percent of the district’s budget over a decade ago but now is 13 percent. That’s about a difference of $5 million in a recent budget.

The district is facing fi nancial challenges, Nielsen said. The general fund has been used for

increasing special education costs. During the 2017-18 school year, the district subsidized special education with $7 million of general fund money.

Although the Legislature recently allocated more for special education, it will take time for the district to catch up.

This school year, the district’s fund balance reserves fell below school board policy, Nielsen added. The state’s general fund formula has also not kept pace with infl ation. “All these things continue to put additional pressures on our general fund to provide the needs for students,” she explained.

The referendum would continue existing funding and provide additional revenue of $12 million, according to the district.

For the past four years, Lang has led the Pike Lake Kindergarten Center teams serving students and families from Bel Air, Pinewood, Sunnyside and Valentine Hills Elementary Schools. Prior to serving as principal, he was a teacher in Mounds View Public Schools since 2012.

Most recently, he served as a fi rst grade teacher at Island Lake Elementary School, where he was also a member of the Building Instructional Leadership Team (BILT). He has served as a Positive

Behavioral Instructional Supports (PBIS) representative and an elementary targeted service coordinator and has five years of teaching and leadership experience in mainland China.

Lang holds a bachelor’s degree in elementary education from the University of Northwestern – St. Paul and a master’s degree and doctorate degree in education and leadership from Bethel University.

He lives in Spring Lake Park with his wife, Melissa, a former teacher at Turtle Lake Elementary School.

They have a daughter, Evelyn (2 1 ⁄2), and son, Archer (9 weeks).

Molly Hollihan is the new principal

for Chippewa Middle School.

For the past five years, she has played a critical role in managing Chippewa’s daily operations and supporting students and families, having served as associate principal for four years and as dean for one year. In 2014, Hollihan came to Chippewa from Highview Middle School, where she had been a dean for three years. Prior to joining Mounds View Public Schools, she was an associate principal at Mahtomedi Middle School, an English teacher at Roseville High School, a humanities instructor at an international school in Hong Kong and an admissions director at Hill-

Hollihan holds a bachelor’s degree in English education from St. Olaf College and a master’s degree in education from Saint Mary’s University. She earned an education specialist degree from the University of St. Thomas.

Hollihan and her husband, Brian, live in Shoreview with their sons James (sixth grade, Chippewa), Luke (fourth grade, Turtle Lake), Owen (second grade, Turtle Lake). They also have a son Dean, who is a senior at Hamline University.

Hang on to your hat. We had big winds last week, roaring up to near 40 mph. It was three straight days of high, non-thunderstorm winds. Rain was plentiful the last week of August. You may have got caught up in the storm on Tuesday, August 27 and experienced marble-size hail and nearly an inch of rain. For August, I totaled 6.18 inches of rain which is nearly 2 inches wetter than normal. For the year we are over 5 inches wetter than normal. A friend was bemoaning the end of summer the other day. I reminded her that we are still 3 1/2 months away from having a steady snow cover.

The next several months should be rather enjoyable. No heat and bugs, just plenty of fall color and activities. Nature Note: My monarch butterfly should be ending its Chrysalis stage very soon.

No. 3 ranked Mustangs fall to top-ranked Edina in opener

A Mounds View tennis team that’s aiming high this season opened the campaign with a match at No. 1 ranked, defending state champion Edina on a sunny Tuesday afternoon in Edina.

Edina prevailed 6-1 over the Mustangs, who are ranked No. 3 in the Class AA coaches poll, returning most of a lineup that placed fourth in the state tournament last year.

Minnetonka is No. 2.

“We were missing our best player, Amanda Diao, who was in China. I think we will be closer next time,” commented Mustang coach Scott Sundstrom.

The Mustangs will play at the Edina Invitational on Sept. 7 and might also face the Hornets at state if all goes well.

Mounds View’s lone point came from Katia Bartels at No. 4 singles, a 6-2, 6-1 win over Kate Miller. The Mustangs had Molly Austin, Annika Lindgren and Elena Bartels at 1-2-3 singles, each losing in straight sets.

The doubles lineup, top to bottom, was Paige Trondson/ Sanjana Pattanaik, Leah Brandt/ Katrinia Smiricinschi, and Emma Sun/Hannah Lindgren. Brandt/ Smiricinschi had a three-set battle with Edina winning 7-6 (3), 6-7 (4), 10-6.

SPORTS BRIEFS Top-ranked Mustang boys win St. Olaf CC Showcase to open season The Mounds View boys cross country team, ranked No. 1 in preseason, opened the season with an impressive victory at the St. Olaf High School Showcase on Thursday morning.

The Mustangs won by a wide margin, scoring 84 points, with runner-up Eastview in second place with 146 points, among 39 teams. Perham was third with 161.

Finn Sokolowski placed eighth with a time of 16:19.30, with Alec Nelson ninth in 16:30.20. Both are seniors. Ninth-grader Elliott McArthur placed 17th (16:52.0), senior Nate Apostle 23rd (17:02.20) and senior Will Sacay 27th (17:04.50.)

Mustang girls place 4th of 34 at St. Olaf CC Showcase The Mounds View girls cross country team placed fourth among 34 teams in the St. Olaf High School Showcase to open the season on Thursday morning.

Top five teams were Wayzata with 76, St. Michael-Albertville 86, Forest Lake 157, Mounds View 189 and Roseville Area 240.

For the Mustangs, senior Morgan Dahl placed 12th in 19:47.50, freshman Taylor Isabel 14th (19:50.50), eighth-grader Lauren Kath 48th (20:53.70), sophomore Olivia Hoyhtya 56th (21:01.10) and freshman Tollie Jackson 70th (21:24.10) among 608 runners.

Alec Nelson, one of the veterans back from Mounds View’s excellent 2018 cross country team, helped the Mustangs open the 2019 season with an impressive team victory among 38 teams at the St. Olaf High School Showcase on Thursday, Aug. 29. Nelson, moving up from No. 4 runner to No. 2 on the team with the graduation of two leaders, placed ninth among 862 runners with a time of 16 minutes and 30 seconds. Nelson, who placed 67th at state last year as the Mustangs were runnersup, is one of the reasons they are ranked No. 1 at the outset of the season.
