Despite challenges, Mounds View district leaders optimistic as distance learning continues

Chippewa Middle School becomes mask-making center

Kyle Ward, a senior at Irondale High School and member of the KnightKrawler Robotics Team, uses a 3D printer to print a face shield. Since COVID-19 made its way to Minnesota, the team has set up shop in Chippewa Middle School and used the school’s 3D printers and laser cutters to create personal protective equipment for healthcare and other emergency workers. They have a goal of producing at least 1,000 face shields a week. Supplies and materials are being covered through the Mounds View Schools Education Foundation.

SHOREVIEW — As Mounds View students, families and teachers adapt to distance learning, members of the Mounds View School Board are adapting to teleconference meetings. The board’s April 14 meeting was held via Google Hangouts, which enabled members to attend while following social distancing guidelines amid the COVID-19 pandemic. A resolution to hold future meetings via teleconference until further notice passed unanimously. Superintendent Chris Lennox gave the board an update on distance learning efforts throughout the last month. Those efforts will continue SEE DISTANCE LEARNING, PAGE 7

Funeral homes working to provide families with options Funeral services may look very different these days, but area funeral homes want the community to know that they are still there to help with the grief journey in any way they can. About a month ago, funeral homes were told they could still host services with 50 people or fewer in attendance. If a majority of attendees were in the highrisk category for COVID-19, that number went down to 10. When Gov. Tim Walz initially

issued the stay-at-home order March 27, funeral homes were told to stop offering services. Over the following weekend, that restriction was eased so that funeral homes could continue to be open. Services, however, are limited to 10 people or fewer, a restriction that is in effect until May 4, but may be extended.

Bradshaw Funeral Home Bradshaw Funeral Home has seven locations, including White Bear

L Lake. President and CEO J Jason Bradshaw said they a are seeing a mix of families c choosing to wait it out rather tthan hold small, intimate c ceremonies right now. “We are seeing some people w who are choosing to push off tthe larger public services to tthis summer,” he said. “Some a are actually webcasting it. We h have had quite a few of those SUBMITTED rrecently.” John Tobin’s funeral was the first service The technology to webcast to be broadcasted on the web by Bradshaw funeral services has been Funeral Home in White Bear Lake during around for nearly 15 years the COVID-19 pandemic. Although some but up until now Bradshaw family and friends attended in person said it has been used very March 22, many watched the service

rarely in cases where a family member was out of town and not able to get back in time for the service. “This is the fi rst time where we have had to dust off the technology. This is something that is really cool, and it is applicable to the current situation,” he said. “It took place at our White Bear Lake location and the people who were watching could actually comment and offer condolences. SHOREVIEW CITY COUNCIL NOTES The Shoreview City Council took the following actions at its April 20 meeting, held via teleconference: • Executed two grant agreements for the future acquisition of vacant property located near the southeast corner of County Road J and Hodgson Road: one from Ramsey County's Community Development Block Program in the amount of $120,000 and another from the Metropolitan Council Local Housing Incentive Account. Both programs provide funding for affordable housing projects for individuals whose incomes are 80% or less than the area median income. The agreements executed by the council will provide funding for the acquisition of the property, should the Rondo Community Land Trust affordable housing project move forward. • Approved plans and specifications for the Turtle Lake Road Rehabilitation project and authorized the opening of bids at 10 a.m. May 12 at Shoreview City Hall. Message to our readers

T

he staff of all of our newspapers are working very hard to deliver accurate information to you on the effect of the COVID-19 pandemic on our local communities. This is a very serious virus that we possibly haven’t experienced since the flu epidemic of 1918. This newspaper is also working very hard to keep you informed about other local health issues, businesses, schools, government services, church and community events. The voluntary lock down or self quarantine recommended by our president, governor, and supporting leadership will not be able to go on forever for the sake of our country’s economic health. The new normal in fighting this pandemic is to avoid crowds, keep ten feet of distance conversing with people in your office environment, About the and practice washing your hands frequently and not touching your Town face, especially returning home or your place of employment. Gene Johnson entering If you are sick stay at home. If you need medical care, call your doctor or health care provider. I’m pleased that our government is removing barriers to developing drug therapies and vaccines. The latter will take more time to research, test and make available. Our educational systems have closed their brick and mortar facilities but working hard at the distance learning model. The new normal is new training and perhaps renewed training of health and hygiene habits. The economic impact of almost all categories of our economy is being severely affected. Fortunately, food and most medical supplies are being maintained and should be available to everyone unless the hoarding of supplies gets out of control. Many small businesses like this newspaper, which depends on advertising and subscriptions for its major source of income, are also at risk. We are doing everything possible by having staff people work at home and seeking ways to help them through financial difficulties. We need the support of our readers more than ever, and ask those who haven’t been a subscriber to become one now. I’m very pleased that our federal government acted swiftly to send checks to those earning under $75,000 a year. States are also working to respond to the increased number of unemployment applications. All of us should be aware of our neighbors who might have a need and find ways to be helpful. We will win this battle but we will all have to work together. I was very young when the WWII started. As the war went on I was beginning to understand how business and large corporations were open to each other in sharing information on how to build airplanes, tanks, ships, guns, ammunition and other war time supplies. Families learned to grow Victory Gardens. Food and gasoline was rationed. Everyone had to sacrifice. Special war bond savings accounts helped pay for the war. “Rosie the Riveter” led women in war time manufacturing plants. Junk yards became resourceful for metals. Auto manufacturers changed their assembly lines for mobile armament as well as aircraft engines. I don’t remember people complaining. We were all in it together and we had the united attitude “We will win!” We will learn a great deal from this experience. Perhaps its is time to reflect on our Heavenly Father who is still on the throne and test your belief. Gene Johnson is publisher emeritus of Press Publications.

Opportunities to take action during the COVID-19 pandemic

n times of crisis, many of us feel the need to do something. As we all navigate these uncharted waters of living through the COVID-19 pandemic, it is often not clear what that “something” should be. Taking action in both large and small ways benefits our community and benefits us as individuals too. The following are ideas of things you can do now to support our Legislator community. Schedule a blood Lingo donation. Even in the best of times, Jamie making sure there Becker-Finn is enough blood available for those who may need it is a challenge. As the pandemic progresses, it is expected that more people may become sick and donations will drop. If you are healthy now and able to donate, visit edcross.org/give-blood.html.There is an easily accessible donation center in Arden Hills and other blood drives are available throughout our area. Buy take-out food from local restaurants. As gathering places, restaurants and bars have been hit particularly hard by pandemic safety restrictions. You can support these businesses by purchasing takeout

can all do right now is stay home and follow social distancing guidelines. Following these protocols will not only protect your own family but will also protect others and make the jobs of our frontline workers that much easier. Cloth face masks can help prevent the wearer from infecting others, especially in situations where they may spread the virus without symptoms. If you have the sewing skills and materials, donations of these masks are needed by essential workers, especially those working in congregate living facilities. Donate financially. If you are able, our non-profit organizations need us more than ever. Normal contributions are down and there is an increased need to respond to the crisis. Many people are choosing to use part of their federal stimulus checks to support others in this way as well. Organizations providing food and housing are particularly important right now. Volunteer your time. Although volunteer opportunities have changed due to social distancing guidelines, volunteers are still needed to help in all kinds of ways. FUNERAL HOMES: ‘We are not going anywhere’ FROM PAGE 1

supportive than a generic broadcast. It was really neat.” Roseville resident Connie Tobin was the fi rst family to utilize the service at the White Bear Lake location March 22. Her 70-year-old husband, John, passed away March 26 after a short battle with cancer. Originally the plan was to have a service with more than 125 people in attendance, but as the pandemic progressed and more restrictions were put in place, things had to change. Tobin chose not to wait; instead, she elected to hold an online service. Some attended the service in person, but most tuned in online. “That is exactly what John would have told me to do, because John was somebody who believed that you don’t put pain on people when it is not necessary,” she said. “There were too many other people whose lives have been affected in a negative way. I thought this is the right thing to do, because everyone needs to have peace and know that John is safe, and he is at rest.” Tobin could not say enough kind words about Bradshaw and how quickly its employees sprang into action and adapted to make the service happen. John’s service is available online at bradshawfuneral.com/ obituary/John-Tobin. “It is important for people to know that when a death occurs, there is flexibility to how a life is memorialized and celebrated. Whichever funeral home someone works with, I know all of them are working on providing options to families,” Bradshaw said. “We are trying to encourage families to at least have something

to acknowledge that there was a change that occurred so they can begin that grief journey instead of holding everything off.”

Mueller-Bies Funeral Home Mueller-Bies Funeral Home, which has locations in Lino Lakes and Roseville, posted the following statement on its website: “Losing a loved one is never easy, and the uncertainty of our present situation compounds the difficulty. Funerals are an essential part of the grieving process, bringing people together to share their grief and support one another. To have to experience the grief alone in these troubled times is just one more awful side effect of this pandemic. We will continue to do everything we can to help you, and our offices remain fully staffed so we that we may communicate with and assist you without delay or inconvenience.” Funeral director (and owner) Rick Bies said, “In general, it is a whole new ball game. It feels like we are not able to do our full job because you almost have to stop halfway. The biggest struggle is you feel even worse for families, because they are stuck. Not only are they dealing with this like the rest of us, but they have had to deal with a loss at the same time. It is hard to get closure.” Bies said that the majority of families they are working with have chosen to wait it out and see if they will be able to hold a larger service at some point in the future. Some families have chosen not to hold a service at all because they don’t want to wait that long. “It is very personal; every family is different,” he explained.

State parks, recreation areas and public lands remain open The Minnesota Department of Natural Resources (DNR), in accordance with guidance from state health officials, is postponing, adjusting and canceling a variety of public events, including open houses, safety education training, naturalist programs and other meetings. The DNR is exploring a range of digital options to support public meetings and other critical engagement opportunities. Minnesotans should check the DNR’s website www.dnr.state.mn.us, social media channels, the DNR’s Information Center and email updates from the agency.

State park and recreation area changes State parks, recreation areas, campgrounds and other public lands remain open to the public for people to enjoy. “Now is a great time to get outdoors,” said DNR Commissioner Sarah Strommen. “Parks are a great place to do some social distancing and enjoy the health benefits of nature.” However, visitors will experience some changes in available services. State park visitor centers, contact stations and other ancillary buildings will be closed until further notice. As contact stations are closed, visitors will pay through self-pay and informational kiosks located at each facility. Visitors are also encouraged to purchase daily and annual park passes through the online portal before they visit.

For the time being, state parks naturalist programs are canceled. The DNR is working to determine which of these programs are compatible with social distancing and will resume naturalist programming to the extent possible. State park bathrooms, vault toilets and shower buildings that are currently open will remain open, with increased cleaning protocols.

Public urged to use online and telephone options

email or phone to request information from the DNR’s Information Center. The DNR has adopted Minnesota Department of Health social distancing guidelines, such as maintaining 6-foot to 10-foot distances, at front-counter operations with the public. For more information, contact the DNR Information Center at 651-296-6157 or 888-MINNDNR (646-6367).

PET MEMORIAL

The DNR also is encouraging the public to use social distancing options for doing business with the agency, such as buying or renewing licenses online, calling rather than stopping by the local DNR office, using online or telephone reservation systems, and using

• A Vadnais Heights man, 42, has been charged in District Court for driving after cancellation due to unsafe behavior, violation of an Order for Protection (OFP) and criminal damage to property after an April 8 incident in which he was observed punching his hand through a window in the 3500 block of Owasso Street. The subject was captured on video; and a witness who didn’t know him later identified him by a number of unique physical characteristics he possessed -- including a cut up hand. During the traffic stop when deputies asked if he knew why he was pulled over, he said, “it was probably that window business.” A computer review of the subject’s driver’s license showed his OFP and canceled status. The subject admitted to being inside the apartment in direct violation of the OFP. • A resident in the 1700 block of Oakwood Drive on April 8 reported losing more than $3,000 to a phone scammer who convinced him that money had been mistakenly deposited into his bank account. The complainant granted control over his computer for access to his bank account and was persuaded to purchase gift cards to “return the money”. • A resident in the 4100 block of Lexington Avenue N. on April 8 reported the exhaust system stolen from his maintenance van while it was parked in the Shoreview Hills Apartments sometime during the past two weeks. • A resident in the 3100 block of Rice Street on April 8 reported credit card fraud resulting from a text message phishing scam offering a free iPhone-11 if he would pay for shipping. • Charges are pending for a Shoreview man, 26, who was reported April 10 for family relationship domestic assault, during which he pushed his girlfriend, 24, and pulled her hair. The suspect, who had fled before deputies arrived, had multiple prior domestic assaults, resulting in this new assault being upgraded to a felony assault. A Keeping Our Police Safe (KOPS) alert was issued until the subject turned himself in to jail three days later.

A 58-year-old man was arrested last w week after allegedly attempting to b burglarize two Ramsey County homes a and crashing his car while fleeing from llaw enforcement. Douglas Wesley Phaneuf, of Hennepin C County, was injured in the crash and Douglas ttaken to a nearby hospital., Wesley The Ramsey County Sheriff's Office Phaneuf said that deputies received report of a burglary in progress from a North Oaks resident at approximately 11:30 a.m. Monday, April 20. Deputies later located the car traveling along Highway 96 and attempted a traffic stop, but Phaneuf fled, leading deputies on a high-speed chase through Shoreview, Arden Hills and New Brighton. The pursuit ended when Phaneuf crashed his car at the intersection of County Road E and Silver Lake Road in New Brighton. Two squad cars were damaged in the pursuit, and a deputy was treated for minor injuries. Phaneuf's prior arrests date back to 1980 and include four burglary convictions as well as aggravated robbery, receiving stolen goods and drug possession. The case remains under investigation.

DISTANCE LEARNING: ‘A collective effort’ bus drivers, paraprofessionals and YMCA staff for their service to students. “This has been a collective effort to meet the needs of our students,” he said. In other action, the board: • Voted to terminate 37 probationary teachers due to changes in enrollment, elimination of positions, lack of funding, performance, or return of leave from senior teachers. The board also voted to place four learning resource teachers on an unrequested leave of absence for the same reasons. • Approved the proposed contract with the Paraeducator Union of School Service Employees, Local 284. Major contract points include the following: A 2% increase to the

Spring sports, activities officially called off Any hopes for salvaging part of the high school spring sports season were dashed last Thursday, when the Minnesota State High School League canceled all activities and athletics for the rest of the school year, in response to an an executive order issued by Gov. Tim Walz. The decision — the fi rst time in state history a prep sports season has been canceled — was made with recommendations from the Centers for Disease Control and Prevention and the Minnesota Department of Health. “This difficult decision was one we had hoped we would not need to make,” said Erich Martens, MSHSL Executive Director. “Our activities and athletics offer so much to so many students and their school communities.” Martens added: “Our work will continue in providing leadership and guidance for our member schools and will soon turn to the summer and planning for a return to participation this fall. At this time, everything we can do to slow the spread and impacts of COVID-19 will help ensure the health of all, and will most certainly increase the chances that programming for students can return.” “I am very sad that the season was canceled,” said Scott Sundstrom, coach of Mounds View’s defending state champion tennis team and defending state singles champion Bjorn Swenson. ”We did not get to defend our state championship …. We had hopes of making another deep run at the state tournament. It was also unfortunate that Bjorn Swenson could not defend his state singles title.”

Sundstrom was not surprised. “I knew we wouldn’t have a season. As a classroom teacher, we have been preparing for distance learning until the end of the academic school year. I’m hoping that girls tennis will happen this fall.” Mark Downey, baseball coach, said all the coaches “feel awful” about players missing the experience and that coaches could not be physically with them. He added that it’s painful for parents also. “All the players are obviously extremely disappointed. The seniors are especially hard hit …. They should be enjoying their senior year, prom, graduation, last days at school with friends and going to the baseball field every day.” Downey, contacted Friday, praised teenagers for being resilient. “We will get to lessons learned in all of this, like the importance of taking nothing for granted, and we will all bounce back, but right now, a day after the decision to cancel spring sports, it's going to take some time for all of us to process this. My hope is that we can all get back on a baseball field this summer.” Golf and hockey coach Adam Schmidt said that his team had no seniors, but added, “I am heartbroken for the seniors in other sports that I know through hockey and teaching. “It stinks, of course, but these kids are resilient and won't let this unfortunate circumstance defi ne who they are as people. I'm confident they will all be stronger people because of this.”

salary schedule in year one, and a 1.8% increase in year two of the contract; a longevity increase of 5 cents an hour beginning in the fi fth year of service; a 3.85% total contract increase over the twoyear period. • Heard an update from Assistant Superintendent John Ward on the district’s efforts to acquire the property across from Mounds View High School on Lake Valentine Road. The board approved a settlement for the acquistion and authorized staff and legal counsel to execute the documents necessary for finalization. The board next meets 7 p.m. Tuesday, April 28, via teleconference.

through the remainder of the 201920 school year, following Gov. Tim Walz’s recent executive order. Lennox thanked the district’s students, families and staff members for their adaptability and said that despite the challenges, distance learning has gone “amazingly well” given the speed at which it was implemented—approximately one week, Lennox said. Teachers throughout the district have “really leaned into this disruptive change and are actively looking to engage students in new and different ways,” Lennox said. Recent evaluations from students showed general positive experiences with distance learning, though the majority

of respondents identified the loss of a personal connection to other students “as something they’re truly missing.” When Walz announced initial school closures, districts throughout the state were tasked with serving breakfasts and lunches to students and child care, tasks that Lennox said the district has met. “I’m proud to be able to tell you that over the last three weeks, our district has served approximately 28,000 breakfasts and lunches to our students,” Lennox said. “That’s more than 1,800 every day, and we anticipate that need will continue rising as the length of the pandemic extends.” The district has also partnered with the Shoreview YMCA for childcare, currently averaging between 50 and 60 students a day. Lennox thanked nutrition staff,

Community coalition creates fund in response to COVID-19 A partnership of service clubs and community foundations in the Mounds View and Roseville School Districts has been formed to respond to the needs created by the COVID-19 pandemic. The fund is part of GiveMN.org and is named “Suburban Ramsey COVID-19 Response Fund.” The fund will respond to local needs through fundraising, sponsoring virtual events, donating goods and providing volunteers. Members of the coalition include representatives of four major service clubs(Rotary, Lions, Kiwanis and Optimists),

Roseville Area Community Foundation and Shoreview Community Foundation. Community partners include the Suburban Ramsey Family Collaborative and Ramsey County Commissioners from Districts 1 and 2 to assist in needs assessment and other support. The St. Paul and Minnesota Foundations, through its affiliate relationship with the Shoreview Community Foundation, is serving as the fiscal agent. There are no fees charged by the fiscal agent and service club participation is voluntary.

Be safe, practice social distancing on the water

Food insecurity and crisis housing stability are the immediate issues the fund will prioritize. Grants will be made to local nonprofit organizations and government programs that provide those services. An application process will be announced soon. The coalition has set a goal of raising $150,000, which includes initial donations by organizers of $13,000. As needs and circumstances change, the goal may increase. All donations will be used for grants made locally to help our most vulnerable and under-served neighbors.

Contributions to the “Suburban Ramsey COVID-19 Response Fund” may be made online by searching for that fund name on GiveMN.org. Donations of $1,000 or more may be made by check or wire-transfer. Questions and information about where to mail large checks may be directed to peterson751@msn.com. For more information, visit facebook. com/SuburbanRamseyCoalition Submitted

BOATING DURING COVID-19 When hitting the water, the DNR’s asks boaters to practice the following guidelines: • Maintain social distance of at least 6 feet. This includes at places such as fuel stations and community docks, and it means no beaching or tying up to other boats. • Boat only with people in your immediate household. • Boat close to home. Travel to and from the access site without making other stops. • When fueling, wash your hands as you would when fueling a car. If soap and water are not readily available, use a hand sanitizer that contains at least 60 percent alcohol. Do not touch your eyes, nose, and mouth with unwashed hands.

As boaters across Minnesota prepare to hit the water, the DNR offers tips for staying safe on cold water as well as being responsible for staying close to home and practicing social distancing under Gov. Tim Walz’s stay-at-home executive order.

• When launching and loading your boat, give people ahead of you plenty of time and space to finish launching or loading before you approach.

Cold-water safety With water temperatures not much above freezing this time of year, a fall in likely will trigger cold-water shock. Numbness will set in quickly, and swimming or calling for help will be difficult. Even strong swimmers may drown within minutes. “The best way to prevent that from happening is to wear a life jacket—actually wear it, not just have it along,” said Lisa Dugan, DNR enforcement recreation safety outreach coordinator. “It’s the easiest and most effective way to prevent an unfortunate situation from turning into a tragedy.” The cold-water season is not the time to boat alone, either. This year, people should head out only with members of their immediate household and let others on shore know where they are going and when they plan to return. Keep the floor of the boat free of clutter to avoid tripping and falling into the water, and ensure the boat has safety equipment such as life jackets, communication and noisemaking devices, and a fi rst-aid kit. Submitted by the Department of Natural Resources

• Keep in mind water-access site conditions may be different than in previous years. DNR-managed accesses are open, but spring maintenance is not completed. • If you have been diagnosed with or are exhibiting symptoms consistent with COVID-19 (including fever, cough, or difficulty breathing), stay home. • Know what’s open. To see what DNR-managed sites are available, go to dnr.state. mn.us/covid-19 or call the DNR information center at 651-296-6157 or 888 646-6367.

Weather tidbits

Brought to you by WeathermanWatson.com A bit of mid May-like temperatures visited us this past week as temperatures rose into the 70’s for the first time since early October. You might have experienced a passing garden variety thunderstorm on Sunday, but overall the weekend weather made for doing outside “chores” less painful. Not only are temperatures showing signs of spring but also trees are starting to bud. The cottonwood tree made a mess of the patio with seeds everywhere. A sparrow has built a nest on the front porch light. I feel too guilty to knock it off so I wait around until the babies have left. I’m seeing more and more boats at the local marina as we gear up for the fishing opener and summer boating. I do like the temperature trend we’re heading into and hope that it stays that way. Frank Watson is a local Meteorologist who operates a weather station in White Bear Lake. Weather data and observation are from his weather station and trips around the area. Frank can be found on the internet at WeathermanWatson.com.
