2nd phase of Shoreview Commons renovation takes shape

District reopens middle and high schools BY ELIZABETH CALLEN EDITOR

CITY OF SHOREVIEW | SUBMITTED

A rendering of the destination playground, which will be constructed as a part of the second phase of the Shoreview Commons expansion.

If all goes according to schedule, the city's renovation and expansion of the Shoreview Commons could be finished this fall. The City Council approved plans and specifications and authorized the taking of bids for the second phase of the Shoreview Commons improvements. Plans were previously reviewed by both the Council and the Parks and Recreation Commission at their respective December meetings. The city worked with LHB Corporation, a Minneapolis-based architecture and engineering fi rm, to develop plans for the Shoreview Commons project. Phase two

primarily involves a new destination playground and picnic shelter. Phase one, which was completed last summer, included an updated skate park, skating pond, expanded plaza and sidewalk to the library. According to city documents, the second phase is expected to cost $2.8 million, which will come from the community investment fund. Though the capital improvement program had initially allocated $2 million for the project, the allocation was made before designs were completed or cost estimates were made. Bids are expected to be accepted this spring, after which construction will start, said City Manager Terry Schwerm. “It will take the majority of the

summer to construct it, maybe opening, I'd say, either late fall or early next spring,” Schwerm added. Mayor Sandy Martin expressed her desire for the playground to be fi nished as soon as possible. “One of my disappointments was we fi nished the skate park in the fall (of 2019) but we really couldn't open it until the following spring, which is sort of anticlimactic,” Martin said. “I want the developer and staff to take that into consideration. If there's any way, especially in COVID, that we can open an outdoor facility … I would really love to see it open in early fall if at all possible, so that our community can enjoy it and not have to wait all winter.”

Middle and high school students in the Mounds View district can soon return to the classroom. The district plans to reopen its secondary schools for blended learning next week. Superintendent Chris Lennox announced the change in an email to students and families Feb. 4. “After meeting with the Regional Support Team, we have been approved to welcome back middle school and high school students to blended (hybrid) learning on Monday, Feb. 22,” Lennox said. Secondary students will have Feb. 18 and 19 off, as staff will use that Thursday and Friday as planning days. Blended learning will begin Monday, Feb. 22. Families can opt to have their students continue with full-time distance learning if they do not feel comfortable sending them back to school. Per state guidelines, schools must implement strict social distancing and capacity limits under blended learning. Schools should not exceed 50% capacity and must ensure that social distancing of at least 6 feet is maintained at all times. Schools must also limit buses and other transportation vehicles to 50% capacity and include plans for contactless meal pickup and/or delivery. Elementary school students have already returned to the classroom full time: the district opened schools for kindergarten through third grade students Jan. 25 and to fourth and fifth grade students Feb. 8.

County receives state award for I-694/Rice Street Interchange BY ELIZABETH CALLEN EDITOR

The I-694/Rice Street interchange is the Minnesota County Engineers Association's (MCEA) 2020 Project of the Year. Ramsey County received the award, which is awarded annually by the organization. The interchange at I-694 and Rice Street is adjacent to Shoreview and Vadnais Heights. Ramsey County partnered with SEH and Redstone Construction on the $22.9 million project, which aimed to reduce congestion issues on the freeway

and improve safety for drivers, pedestrians and bicyclists. According to the county, about 20,000 vehicles use the I-694/Rice Street interchange daily. By 2040, that number is expected to increase to more than 25,000. Traffic studies concluded that by then, existing operations at the interchange intersections would consistently fail. The Rice Street Corridor was also identified as a barrier and safety concern for people walking, biking and using transit. The new design uses a series of three roundabouts to slow down

IRS Criminal Investigation urges taxpayers to choose a tax preparer carefully The Internal Revenue Service’s Criminal Investigation Division (IRS-CI) is reminding taxpayers to file accurate tax returns and choose a tax preparer wisely. U.S. persons are subject to tax on worldwide income from all sources. Most taxpayers meet this obligation by reporting all taxable income and paying taxes according to the law. However, those who willfully hide income should know that the IRS works across its divisions to ensure the highest possible tax compliance. Taxpayers found to be committing fraud may be subject to penalties including payment of taxes owed plus interest, fines and jail time. "Most individuals file truthful tax returns voluntarily and pay their share of taxes," said Tamera Cantu, Acting Special Agent in Charge, IRS Criminal Investigation Chicago

Field Office. "IRS Special Agents are experts at their jobs and are doing their part to ensure honest individuals do not have to pick up the tab of those who blatantly ignore their responsibility of filing taxes, or those filing fraudulent returns." Tax return preparers are vital to the U.S. tax system. As of tax year 2018, 55% of taxpayers used a paid preparer. Although most preparers provide honest and professional services, there is a small number of dishonest preparers who set up shop during filing season to steal money, personal and financial information from clients. Taxpayers can avoid falling victim to unscrupulous preparers by following important steps. Tips when choosing a tax preparer:

• Look for a preparer who is available year-round in case questions arise after the filing season. Ask if the preparer has an IRS Preparer Tax Identification Number (PTIN), which is required for paid preparers. • Inquire about the preparer’s credentials and check their qualifications. • Ask about service fees. Avoid preparers who base fees on a percentage of their client’s refund or claim to offer a bigger refund than their competition. • Never sign a blank or incomplete return and review it before signing. Refunds should go directly to the taxpayer, not the preparer. For more tips on choosing a tax professional, or to file a complaint against one, visit IRS.gov.

Patch the pipe

t sounds like you put your head in a garbage can and fired a .22. Our newspaper delivery driver nearly jumped through the roof of our van when he started it because it was so loud, as the catalytic converter had been stolen. The thieves came at night with cordless Sawzall’s and were able to remove the converter in about a minute. Since our Chevy Express already has a pretty high clearance they didn’t need to jack it up and just slid under it. These guys may have gotten $30 or $40 for the converter because of the precious metal in them; yet it could cost us $500-$1,000 to replace. We couldn’t justify the expense, especially with the likelihood it would happen again. For around $50-$1,000 the mechanic just patched the pipe. If you read our police reports Publisher’s each week, you know the theft of catalytic converters has been a View problem. I know law enforcement Carter Johnson state-wide is frustrated. They can stop people with converters in the back seat but really can’t do anything unless they can connect it back to the automobile it came from. The criminal activity won’t stop until they put restrictions on the re-sale of catalytic converters, or better yet, have the ability to go after those who are in possession or trying to resell them. Vaccine rollout My in-laws are in their 70s and are now receiving their second COVID-19 vaccination shots. My parents just got their first shots last week. It wasn’t an easy process for any of them to get an appointment, but it’s great to see the vaccines being distributed. We’re so thankful that our teachers, essential workers, public safety workers, nurses and seniors who have or are scheduled to receive the shots. In April 2020, we had a front page story about a White Bear Lake resident who had one of the first cases in the state of Minnesota. In a recent call, Greg Bartz said he’s doing well. Most of the people we know who tested positive for COVID-19 or the antibodies came out of it with no to few lingering symptoms or issues. Of course, many in our senior living community weren’t so fortunate. I pray the vaccines can stay ahead of the new variants and that the infection rates and deaths continue to decline. School and sports Thank you to the teachers and staff at our schools who are working to keep the classroom lessons alive. There are plenty of opinions of what should be happening in the schools and teachers have been put at the center of it. Teachers and kids need and want to get back in the classroom. It is my observation that teachers are doing the best they can to stay positive and educate students through the challenges of distance learning and hybrid learning. My kids, one in middle school and one in high school, may not be getting the same education they were a year ago, but they are still learning. They have certainly learned how to be more resilient. That said, we would like to see them get back in the classroom as soon as possible. In the meantime, we as parents need to hold them accountable for the work assigned - they can’t be attending class from their bed. We need to set an example by being positive in our conversations about school to help keep them positive and on track. Complaining parents don’t help their kids stay positive about school. I am also thankful that youth sports and high school sports have been able to go on. It is great to witness some live basketball games and ski races as parent spectators. It seems these events have been relatively low-risk, and athletes are benefitting mentally, physically and emotionally by being able to play. Carter Johnson is publisher of Press Publications.

Sheriff’s Office warns of increase in carjackings

The Ramsey County Sheriff’s Office has issued a warning in response to an increase in the number of “carjackings” with handguns across Ramsey County. “In the last week, 14 carjackings have been reported to law enforcement in the East Metro area,” said Ramsey County Sheriff Bob Fletcher. “Many of these stolen vehicles have also been used in a series of other crimes, including street robberies and additional auto thefts. This is a serious uptick in a criminal activity that began last summer.” Suspects typically travel in groups of two or four in stolen vehicles. When committing a carjacking, suspects split up: one threatens the victim and steals the victim’s car while the other suspect drives the getaway car. This pattern continues for a series of additional carjackings, robberies, and auto thefts. In most cases, suspects use handguns to threaten victims. A shot was fired in the direction of the victims in one case. When suspects are spotted by law enforcement, often driving a stolen vehicle, they frequently choose to flee police in the stolen car instead of pulling over. The following tactics are often used by carjackers: • “Blocking” – suspects block the street with a second car preventing the victim from escaping. With the victim’s car blocked, suspects steal the victim’s car and take any valuables, including cell phones, wallets, money, etc. Suspects threaten the victim with a handgun or force.

• “Bump and rob” – suspects in a vehicle cause a minor collision and use it as a distraction. With the victim distracted by the car accident, suspects hope the victim will exit their vehicle to assess the damage. As the victim exits their car, suspects steal the victim’s car and take any valuables. If victims do not leave their vehicles, suspects escalate force to steal the victim’s car. • “Gas pumps” – suspects drive up to a vehicle while the victim is pumping gas. Suspects then steal the victim’s car and drive off. If necessary, suspects use force. • “Asking for help” or other “distractions” – suspects ask for directions or help jump starting their vehicle. With the victim willing to help, suspects steal the victim’s car and take any valuables. Suspects use the “distraction” as an opportunity to get close to the victim and their car. Once in victim’s personal space, suspects use force to steal the victim’s car. • “Warming up” – suspects look for vehicles that are left running unattended and warming up due to the cold weather. Suspects watch for victims to come to their vehicles so the suspects can gain control of car’s key fob. Suspects approach on foot or in a secondary vehicle. Suspects, with force or threat of force, steal the victim’s car and take any valuables.

Recent trends also include suspects asking victims if their cars are trackable. If the vehicle is trackable, suspects rob the victim at gunpoint of their personal belongings (wallet,

purse, phone etc.), but do not steal the victim’s vehicle. During some robberies, suspects have compelled victims to unlock their phones. Suspects have also committed multiple robberies and carjackings in one day and on several occasions in the span of a few hours. The Sheriff’s Office, like several law enforcement agencies across the metro, have responded to similar incidents in recent months. “Motor vehicle thefts are also occurring when vehicles are left running and unattended with children inside,” added Fletcher. “This is a regional concern as city and county lines are continually crossed by these criminals and the use of violence is increasing.” East Metro law enforcement agencies have arrested five suspects in the last two days. Additional suspects remain at large and are likely responsible for other crimes, including auto theft and stealing cars that are left running unattended. To help prevent carjackings and prevent motor vehicle thefts: • Stay alert and aware of your surroundings, walking to and from your car. • Lock your doors and keep your windows up. • Do not sit in your vehicle for an extended period of time. • Do not leave your vehicle running untended, especially with children inside. • Park in a secure, high traffic, and well-lit area. • Call 9-1-1 if you see anything suspicious or you are concerned for your safety. PUBLIC SAFETY BRIEF Son upset at not being awakened A Shoreview man, 24, faces up to five years imprisonment and/or a maximum $10,000 fi ne for threatening to commit a crime of violence and an additional 90 days in jail and/or a maximum fi ne of $1,000 for domestic assault, after he terrorized his parents Jan. 29 for not waking him up. The subject's parents told Ramsey County Sheriff's Office deputies their son was so upset with them for not waking him up for a meeting that he grabbed an exposed electrical wire and threatened to burn down their house on Harbor Lane. The subject then pushed his father into a corner and punched him multiple times in the chest and arm. The son told his father he would kill him and told his mother, "I'm going to fi nish you." When the subject's father recorded some of his son's statements before deputies arrived on scene, the son said into the cell phone, "I'm going to destroy that too." The recording included insults, threats and obscenities directed at the victims. The subject's parents reported that their son's drug and alcohol use combined with mental issues made him unpredictable, and that they were fearful of him in their home.

‘Efficient’ Mustangs are 9-0, lead conference by 3 games BY BRUCE STRAND SPORTS CONTRIBUTOR

The Mounds View Mustangs are unbeaten, ranked No. 11 in Class 4A and lead the Suburban East by three games in boys basketball. “That’s a good position to be in, but we’ve got a long ways to go,” said Coach David Leiser. The Mustangs (9-0) have four players averaging double digits — Kobe Kirk 14.8 points per game, Dylan Wheeler 13.4, Evan Kim 12.5 and Cole Sorenson 11.4. “We have been extremely efficient, offensively,” Leiser said. “One thing we’ve done is shoot very well. Opposing coaches

always say that about our team. The kids are unselfish. Every game, it seems like a different guy steps up to lead.” The Mustangs have sharpened their defense as well, under new systems installed by assistant coach Jeff Crosby. Leiser said the players have “high basketball IQs” and quickly pick up the system and scouting reports. Recently, they have won three road games in eight days, starting with a 59-56 win at White Bear Lake on Feb. 5. The Mustangs led by 19 points in the second half before the Bears got hot and pulled within one point in the final minute. Kirk sank 18 points, Sorenson 16 and Kim 12 for the Mustangs. Jack Janicki,

son of former Mounds View star Stacy Fields, netted 22 for the Bears. “That was good for us,” said Leiser about the almost-blown big lead. “Since then we’ve played a lot better with the lead.” The Mustangs routed Irondale 88-61 on Feb. 10 with Wheeler nailing 22 points, Kirk 17, Sorenson 16 and Kim 15. They repelled Stillwater 74-65 last Friday, as Wheeler netted 20 points, Sorenson 17, Kim 13 and Kirk 10. Stillwater was led by Sam and Max Shikenjanski (sons of former Gopher star Jim), with 23 and 20 points, respectively. Mounds View is 9-0 in SEC games. Park and Woodbury are each 6-3 and East Ridge and Forest Lake each 5-3.

State tournament plans announced by MSHSL BY BRUCE STRAND SPORTS CONTRIBUTOR

Plans for state tournaments, the fi rst to be held since a year ago, were approved last week by the Minnesota State High School League’s Board of Directors. Last year’s state basketball tournaments were cut short, due to the

pandemic, with the girls heading into semifi nals and finals, and the boys still in regionals. All other winter sports had completed state competition. There was no spring season. Fall sports seasons were held without state tournaments. “The board unanimously approved moving forward with postseason

tournaments and directed the staff to proceed with organizing tournaments in a context that is safe, adheres to the governor’s executive orders, and follows the guidelines set forth by the Minnesota Department of Health,” said Blaine Novak, Board President. While details continue to be formulated, here is a projected look at each: Alpine Skiing: Tentatively set for March 10, at Giants Ridge in Biwabik, with 88 skiers of each gender, each in two races, in pods of 22 skiers. Nordic Skiing: Tentatively set for March 12, at Giants Ridge, in two sessions, with 88 skiers of each gender. Dance: Tentatively set for March 12 (Jazz) and March 13 (High Kick) at Edina High School with a single dance per day in each of three classes. Boys Swimming: Tentatively set for March 18 (diving), and March 19-20 (swimming, one class per day) at the University of Minnesota, with no preliminaries, and fi nals consisting of time trials, and ses-

sions split into four sections each. Gymnastics: Tentatively set for March 26-27 at Champlin Park High School with Class A the fi rst day and Class AA the second day, with two four-team sessions each day. State team members who also qualified individually will compete just in the team meet with their scores counting in individuals. Wrestling: Tentatively set for March 25-27 at a venue to be determined, with each class having one day of competition, comprised of four team qualifiers and eight individuals for each class (after state prelims held March 13) . Hockey: Tentatively scheduled for March 26-27 (girls quarterfi nals) and March 30-31 (boys quarterfinals), April 1 (girls semifi nals) and April 2 (boys semifi nals), and April 3 (all four championships), at Xcel Energy Center. Basketball: Following quarterfinals at regional sites on March 30-31, boys and girls semifinals are tentatively scheduled for April 6-7-8 and finals for April 9-10, at Target Center.

WEEKLY AVERAGES FEB. 17 - FEB. 23, 2021 HIGH: 33° | LOW: 16° | %SUN: 58% | PCP: 0.23”

We're just coming out of an unprecedented historic run of cold weather. About all you could do was just grin and bear it, and most of us did. This will be one of the coldest runs of below zero temperatures this late in the season. We'll end up with over 100 hours, falling well short of the Twin Cities record of 186 hours. To reach the top ten, we'll need 130 hours. If you have been getting outside or have a large window, the sun sure does feel great. I'm in the midst of a 47-day outdoor run streak. I've noticed a few less souls out this past week. I know they'll return this weekend when temperatures will approach near normal. Frank Watson is a local Meteorologist who operates a weather station in White Bear Lake. Weather data and observation are from his weather station and trips around the area. Frank can be found on the internet at WeathermanWatson.com.
