Council remembers Terry Quigley

SHOREVIEW — When Mayor Sandy Martin announced the roll call at a recent City Council meeting, she noted all council members were present except Council Member Terry Quigley, who died five days earlier.

“There’s an empty chair where Terry sat in for 21 years, and there’s a huge hole in our hearts,” she said.

Martin said Quigley rarely missed a meeting during his 21 years on the City Council.

“He was always enthusiastic and always prepared.

He provided insight and thoughtful analysis on every issue before us,” Martin said. “We all knew that

Terry would not only study the information in his packet, but also dig into wider analysis and study from every source that he could find.”

In addition to his role on the City Council, Quigley established a lifetime of giving back to the community. If there ever was a need to which he thought he could contribute, he volunteered.

He served for a decade in the 1970s on the Planning Commission. “I was fortunate enough to benefit from his leadership,” Martin said. “I learned everything I needed to know about running a public hearing from Terry Quigley.”

Martin said his leadership encapsulated these lessons: you study, listen, evaluate, explain and then make the best decision possible for the community.

‘Gateway Species’: Get to know your local squirrels

When you look out in your backyard and spot the unmistakable bushy tail darting across the lawn, you may not realize it, but you’re getting a look at an important member of Minnesota’s ecology. Squirrels’ friendly dispositions offer more than just a chuckle for us backyard observers: watching squirrels is a helpful way to learn about our environment and instill an appreciation for nature.

As Scott Noland of the Minnesota DNR explained, “They’re kind of a gateway species into the environmental world that people get to see pretty frequently.”

Gray, red, fox, two species of flying squirrels and ground squirrels can be found yearround throughout the state.

While gray squirrels are probably the ones you’ve seen digging up lawns and misappropriating birdseed, here’s a short guide to spotting each of the six different species found in Minnesota.

The Eastern gray squirrel is the most common squirrel seen in the northeast metro.

They’re known for their bushy tails, which are about 8 to 10 inches in length, or roughly the same length as their bodies. The gray squirrel can be spotted in hardwood forests, wooded parks and residential areas.

Gray squirrels are some of the few animals that thrive in areas where houses break up natural woodlands.

The flying squirrel is more elusive than the other species.

This nocturnal squirrel can “fly,” thanks to a fold of skin spanning from its front to hind feet. When their legs are outstretched, their skin turns into a planing surface that allows them to take “flight” as far as 50 feet. There are two species of flying squirrel in Minnesota: the Southern flying squirrel and the Northern flying squirrel. They can be spotted by their brown bug-eyes, olive-brown backs and white bellies, and their silky soft fur.

“We do get some calls about them in the northeast metro.

People will call in and say they saw a flying squirrel, which is really cool. Some people might see them if they’re doing tree removal or they’re just seeing them during their dawn and dusk hours,” said Noland.

The fox squirrel isn’t as common as the gray squirrel,

but they make themselves known by their large size. Fox squirrels can weigh up to 3 pounds and range from 20 to 24 inches in length. Their tails measure about 10 inches in length. Fox squirrels can be found in the northeast metro, but they’re most common in the western part of the state.

The red squirrel — otherwise known as the pine squirrel — is Minnesota’s noisiest species of squirrel.

These squirrels have a tendency to chatter while humans are nearby. They have a rust-red back and tail and a white belly. The name “pine squirrel” comes from their habitat of coniferous woods throughout the nation’s snowbelt and into the mountainous regions of Canada.

The 13-lined ground squirrel is commonly known as the Minnesota gopher. These ground squirrels can be spotted skittering across the state’s grasslands and have taken over agricultural lands as well. The eponymous squirrel has exactly 13 stripes on its back and has golden fur, just like its famous namesake, the University of Minnesota’s mascot, Goldy Gopher.

These six species have a number of ways to make it through the harsh Minnesota winter.

To preserve energy, they limit their time of activity in the winter. They don’t hibernate like other animals, but they tend to stay within the confines of their nest when the temperatures drop.

“During the really cold times, they’ll stay up in their nest with other squirrels so they have additional body heat,” Noland said. Like humans, squirrels will shiver

when they’re cold. Their layer of thick fur also helps them stay warm in extremely low temperatures.

In autumn, squirrels begin building up their fat reserves and collecting and storing their food for the winter in tree cavities. Noland explains that to humans, it might feel like squirrels don’t have enough food to survive the winter.

“We tell folks there is plenty of food for them in the natural environment for these critters to live here. That’s how they’ve been able to survive.”

Backyard feeding has led to an abundance of squirrels in the metro, but Noland recommends keeping wildlife wild. However, if you do have the urge to feed your backyard residents, it is best to research your city’s ordinances before Eastern gray squirrel feeding.

Squirrels remain prolific in the northeast metro and, unlike other wildlife in Minnesota,there haven’t been any disease-related incidences in the squirrel population. Since squirrels thrive in urban and suburban environments, there are plenty of opportunities for humans to learn more about their fellow Minnesota residents.

“It’s a way that people are learning about them and instilling a kind of value and land ethic and concern, plus an interest in wildlife too,” Noland noted. “And of course, they’re pretty fun and comical too.”

Kidney disease: ‘There is no answer’ After losing two of his brothers to kidney disease, Ramesh Gupta is now fighting to prolong his life after being diagnosed with stage 5 kidney disease.

Ramesh, of North Oaks, found out last April that he needs a kidney transplant from a living donor.

“I went to the Transplant Center at the University of Minnesota Medical Center and they said they would not put me on a waiting list. But since I was in good health, I could get a live kidney,” Ramesh said. “The doctors knew my numbers were going down and I was told there is no medicine to stop it, but I’ve been taking blood pressure medication for 15 years. I don’t know if the blood pressure medication killed the kidney or if the kidney killed the blood pressure.”

The doctors also warned Ramesh of getting diabetes, which he said he doesn’t have.

Ramesh made some serious lifestyle changes and for the past eight months has changed his diet drastically to avoid going on dialysis.

“I have to eat minimum protein in my diet and watch my blood pressure. To control that, I have to absolutely minimize salt intake,” Ramesh said. “Potassium is also bad

for your kidneys, and I have to find a balanced diet to survive.”

Ramesh’s wife of nearly 51 years, Shashi, said the toughest part of Ramesh’s diet is finding food for him to eat because so many foods have so much potassium.

“There’s very little food choices, and he’s a very disciplined man and has a lot of willpower,” Shashi said. “I try and do the best that I can, and we’re dealing with it the best that we can.”

Ramesh said he has not gone completely vegan. He enjoys two egg whites every day. He also eats a lot of raw fruits and vegetables.

Ramesh does yoga three times a week and pilates once a week. “It’s done a lot for me, and my back problems are gone,” he said. He also goes to Lifetime Fitness to exercise, which he said he has been doing for years.

If Ramesh does not get a kidney transplant soon, he will have to go on dialysis to stay alive.

“I am trying to delay dialysis as much as possible,” Ramesh said. “If I do have to go on dialysis, I won’t go to a center. I will do peritoneal dialysis, which I can do at home.”

Ramesh explained that peritoneal dialysis is when cleansing fluid is put into your abdomen through a

catheter, pulling out waste and cleaning the blood in the process.

“I’ve done a lot of research on this, and there are two ways you can do peritoneal dialysis. You can be hooked to the machine all night or you can do it during the daytime three times a day, and no machine is required,” he said.

“You hang the bag above your stomach cavity like an IV for about 45 minutes (and) three times a day you will drain and clean it.”

Ramesh would like to start a support group for people living with kidney disease where they can share information and knowledge. “Maybe other people have gathered research to share, and I can share with them what my research has shown and we can compare notes,” he said.

Shashi said she would also like to see a support group where people can help uplift each other while going through this scary and trying time. “It’s good to have company, and you need to talk to people either on the phone or in person because people on dialysis are so isolated,” she said.

Ramesh and Shashi built their home in North Oaks in 1989 and have lived there ever since. Both are retired and have two children—a son, Ritesh, and a daughter, Rashmi.

Ramesh said his daughter Rashmi moved back to Minnesota from New York with her son, Riaan.

“My biggest passion now is to play with my grandson,” Ramesh said. “He’s a very cute baby and needs my attention all the time; my daughter and him moved in and he took over one of our spare bedrooms.”

Ramesh worked as a mechanical engineer at 3M for 25 years and at Medtronic for 12 years. He enjoys golfing, exercising and spending his time with his grandson.

Oaks is it’s quiet, free of the nonsense of the city. He said every home is unique.

In two months, Ramesh will be seeing his nephrologist for blood tests and to find out how much kidney function is left.

“The saddest part about this (kidney disease) is there is no answer,” Ramesh said. “The hardest part of living with this is the uncertainty, and you don’t know when it will fall upon you.”

Public notices are vital

n 1789, the Acts of the First Session of the U.S. Congress required all bills orders, resolutions and congressional votes be published in at least three publicly available newspapers. The purpose of public notice is to display information in places where the public is likely to see it or “take notice.”

Transparency is crucial for our school boards, city and township councils and county boards. In the past 50-plus years our family has owned and operated local papers serving Ramsey, Washington and Anoka counties, our reporters have written tens of thousands of stories people rely on and take notice.

Community newspapers have held public schools and local governments accountable for more than 200 years. This does not mean elected officials are up to no good. The majority are in it for the right reasons.

They work hard to serve our communities and they are transparent with their decision-making, but there still needs to be an element of accountability.

Cities and schools are often the largest employers and operate huge taxpayer Publisher’s budgets. Elected board members and council members have a lot of control.

Members of the public, most who can’t possibly attend all local government meetings, rely on the newspaper to watch and ask questions. The public can also ask questions, debate issues, and promote dialogue about important local topics through letters to the editor.

Each year people question why the newspaper should have the responsibility of publishing legal notices. It’s the law for local governments and schools to notify the public. Putting information on the internet is not a notification, because the internet is intent driven. If you don’t know the city is going to buy land, widen or open a road, change a law or take your land, then you don’t have a reason to search the internet. We recently reported two members of a local city council would like to eliminate the checks and balances provided by public notices. I suppose the result of no public notices is it would be easier for local officials to pass new ordinances or motions with little objection from the public, because the public wouldn’t know.

In the state of Minnesota, newspapers are required to bid legal notices. The public notice rates are low and a small part of the revenue of our newspaper. Public notices are a very small budget item for local governments, as well. Our readers need to know removing public notices from the newspaper, which some council members are advocating for, would not provide any significant savings but would allow city hall to operate without checks and balances and public transparency. Additionally, cities covered by a legal newspaper typically have better bond ratings – or borrowing costs – better than those without a partner holding them accountable.

Allowing a city to produce its own public notices and put them up on its website, as some are advocating, is like the old adage of “the fox guarding the hen house.”

We all know the internet is not a safe and stable place for legal notices. We’ve all experienced a website 404 error or clicked on a link or agenda only to find a broken link. Or, even worse, when a city official changed the information online without telling anyone.

Additionally, when a public meeting is broadcast live via a cable station or online, those watching may not get the full scope of the meeting. Often conversations happen before and after the meetings, which can violate open meeting laws. All of our staff have witnessed firsthand violations of open meeting laws, and in some cases have called out groups and even taken them to court.

In many meetings, journalists are often the only consistent outside person there. If you eliminate the requirement for public notices you eliminate the checks and balances our Founding Fathers knew is needed. Let’s keep encouraging transparency like our Founding Fathers had designed it, and keep public notices public and published in an audited and legal community newspaper.

Winter driving: Leave sooner, drive slower, live longer

W

hile driving to work the other day, I counted six vehicles that were in the ditch off of Highway 35. I even saw an Ice Castle (fish house) lying on its side in the ditch like it fell off a trailer hitch but there was no vehicle there. Not really sure what happened there but you don’t see that very often.

One of the cars just happened to be one that passed me going about 80 mph and I saw him swerve into the snowy Noelle’s ditch. It wasn’t snowing but Notes the roads were not great and Noelle Olson there had been snow the night before. When I passed him, I saw that he was on his phone—probably calling a tow truck to get him out. No matter what, he was going to be late for whatever he was racing to. If he would have driven the speed limit instead of weaving in and out of lanes like a race car driver, he wouldn’t have gotten into that predicament.

According to the Minnesota Department of Public Safety, while summer months are the

deadliest on Minnesota roads, wintertime leads to the most crashes and poses safety risks and hazards. From 2016 to 2020, officers reported snowy or icy road conditions in more than 79,165 crashes. These crashes resulted in 181 traffic deaths and 19,218 injuries.

I’m always reminding my kids to “winterize” their cars and when I went out to lunch with my daughter recently, she wanted to know where my winter survival kit was.

Frankly, I wasn’t prepared for the question and my answer was, “I haven’t gotten around to it yet.” It’s never fun when your kids call you out when you don’t practice what you preach.

So, I got my winter kit together which includes, jumper cables (which were in my truck), a scraper, flashlights, extra hats, mittens, scarves, extra warm clothing, winter boots, windshield wiper fluid and a heavy blanket. However, I don’t have a tow chain, shovel, bag of sand or cat litter for tire traction as recommended by the Minnesota Department of Public Safety.

It reminds me of one Christmas when I told my daughter to grab a blanket for her car because the roads

were not the best. I told her she should always keep a blanket in her car in the wintertime in case her car breaks down or she slides into the ditch.

I grabbed one of my cozy blankets and threw it in the back seat of her car. Good thing I did because on the way home from my parents house that night, her car started shutting down and I had to pull over into a deserted parking lot. We had to wait for my son to come get us, which took him about 45 minutes.

Since the car heater wasn’t working, that blanket was a life saver. We would have been super cold if we didn’t have that blanket and my daughter still keeps it in her car to this day.

When the weather person tells you to avoid travel because of winter weather conditions, just stay home if you can. If you absolutely have to drive, give yourself plenty of time and drive according to the road conditions. And for goodness sake … please be aware of your surroundings and slow down. It’s better to be safe than sorry.

Amid increased vocalization by the public against COVID-19 mandates and questionable curriculum, the Mounds View School Board has modified its open forum to the public. Public comments are now heard outside the board chambers prior to the official meeting. Board members stated that this new venue will allow board members to interact with the public in more of a round-table setting. True to their stated intentions, on Jan. 25 Superintendent Lennox interacted with a handful of parents who had attended, but not spoken, at the open forum. One mother relayed an incident in which children were shamed by staff for being white, and another bemoaned the choice of English literature, which promoted a narrative and normalized unacceptable behavior.

Are these isolated incidents, or is there systemic change in our district? Mounds View School District has a long history of excellence and there are many, many caring and dedicated teachers on staff. We are so very thankful for all they do for our children, especially during these last two years. But we MUST protect that which we value and to that end, AWARENESS and ADVOCACY walk hand in hand.

Some are undecided as to whether the board is truly reaching out to the community or if they are trying to muzzle dissenters. As a result of being heard prior to the board meeting, the open forum will not be available for viewing on the Mounds View website, nor will comments be included in the Shoreview Press coverage of board minutes. This is contrary to the district’s values: No. 5, We believe in community awareness.

George K. Brushaber President Emeritus Bethel University Long-time North Oaks resident George K. Brushaber, who led Bethel University from 1982 to 2008, has died at the age of 82.

As Bethel’s fourth president, Brushaber was best known for his visionary leadership and firm grasp of Christian liberal arts.

He successfully steered the institution through economic and enrollment challenges, tripling the student body and adding 19 new buildings to the campus—one for every 18 months of his tenure.

A nationally recognized and respected evangelical leader, Brushaber recruited top-tier faculty and increased the number of academic offerings from 57 to 141. He oversaw the addition of adult degree completion programs, graduate programs, and the country’s first online seminary degree programs, eventually presiding over Bethel College & Seminary’s transition to a university in 2004. Under Brushaber’s leadership, Bethel grew in academic visibility and reputation from a regional to a national school of choice for Christian students.

“George Brushaber was highly conversant in many fields—science, history, literature, journalism, philosophy, theology, sports, music, and architecture,” says Dwaine Lind, former executive assistant to the president. “This gave him great credibility as he personally interviewed every full-time faculty candidate and encouraged unprecedented curricular and program development and growth.”

Brushaber also provided critical fundraising leadership in support of both capital and operating goals. Under his direction, the operating budget increased from $17 million to $90 million, the annual fund increased from $3.5 to $10 million, and a $105 million comprehensive campaign was completed.

SUMMARY ORDINANCE NO. 986 AN ORDINANCE AMENDING TITLE XI, CHAPTER 118 OF THE MOUNDS VIEW MUNICIPAL CODE RELATING TO CIGARETTES AND TOBACCO PRODUCTS On January 24, 2022, the Mounds View City Council adopted Ordinance No. 986, “An Ordinance Amending Title XI, Chapter 118 of the Mounds View Municipal Code Relating to Cigarettes and Tobacco Products,” which amends the existing municipal code pertaining to cigarettes and tobacco products regulations. The ordinance clarifies certain prohibited cigarette and tobacco product sales, primarily that such sales must take place on the licensed premises of retail establishments and not by means of delivery. The ordinance also amends the penalties for tobacco-related violations to ensure consistency with state law, specifically Minnesota Statutes, section 461.12. The business licenses affected by the ordinance include current and future tobacco license holders.

legendary, but among the most significant was his unwavering commitment to the mission and the preservation of Bethel’s core values,” says Bethel trustee board chair, Collin Barr. “He worked tirelessly to ensure that Bethel’s biblical values were operative and that the impact of the university’s graduates would be felt worldwide.”

Brushaber thrived on literary work throughout his presidency, serving in various editorial roles with Christianity Today and Christian University Press and as founding editor and chair of trustees for Christian Scholar’s Review. His work in Christian publishing and active participation in many other national organizations—such as the Council of Christian Colleges and Universities and National Association of Evangelicals—proved highly valuable to him as president. In addition to enhancing Bethel’s reputation, he gained a national voice that put him in regular contact with other Christian leaders worldwide. These important connections allowed him to recruit many influential leaders to seek election to Bethel’s Board of Trustees and the Board of Governors for the Bethel Foundation, building a quality governance team from across many professions nationwide.

Brushaber was born in Milwaukee, Wisconsin. He attended Wheaton College, where he received both his B.A. and M.A. in philosophy and theology. He received a Master of Divinity degree from Gordon Divinity School and a Ph.D. in epistemology and metaphysics from Boston University. He served on the faculty at Gordon College, Gordon-Conwell Theological Seminary, and Massachusetts College of Pharmacy, and he was vice president and academic dean at Westmont College before completing the rest of his career at Bethel.

He is survived by Darleen (Dugar) Brushaber, his high school sweetheart and wife of 59 years; daughter Deanna (Tod Dalberg); son Donald (Amy Larson); and grandchildren Brittan, Taite, and Dane Dalberg as well as Kaia and Kettly Brushaber.

They are asked what legislation they want to champion or what wrong do they want to make right. Social Rep. Donald Raleigh media and the constant barrage of headlines have set a harsh tone here in Minnesota, and across the country. But, I want to assure you, we live in an amazing state, with awesome people, and every day we are surrounded by miracles.

Yes, there are issues we need to address, but not everything is a crisis. If you listen to the headlines, or follow the Twitterverse, or turn on your television you will miss the real picture, what is actually going on. We live in the most amazing time in history. We have the ability to travel anywhere on the entire planet. We have the sum of all human knowledge at our fingertips on the internet. What was a science fiction fantasy just 50 years ago is now commonplace.

Over the next few months there will be headlines, and tweets, and posts and talking heads, trying to outrage you and influence you to believe that we are beyond hope. That is a lie.

We live in a time and place where anything is possible. We just have to stop being outraged at everything and start believing in ourselves again. We built this state and this country. It was us. And we can do even better if we choose to.

In the House of Representatives, I will be working toward helping our communities with water and sewer infrastructure projects. When you turn on your faucet, it should be safe and clean. I want the same thing to be true when you walk in our parks and in our neighborhoods. I also plan to work hard on providing tax relief for Minnesotans who are overtaxed as evidenced by the state’s historic budget surplus.

Let’s stop all the outrage at everything and get back to providing safety, security and confidence in our communities. Together, we can build the next generation of miracles. I believe in us, let’s get to work.

I’ll advocate for expanding access to paid family and medical leave as well. Minnesotans should be able to welcome a new baby, care for their children, or help aging parents without risking economic instability.

Ensuring that residents are safe in their communities will continue to be a priority. I’ll work with my colleagues to help provide communities with effective tools to reduce crime and to ensure that we’re holding those who commit crimes accountable for their actions.

As vice chair of the Environment and Natural Resources Committee, I’ll continue my work to protect Minnesotans and our environment from toxic chemicals, ensuring that current and future generations have clean air and safe drinking water.

Last, but not least, we hope to pass a strong bonding bill that will create good-paying jobs and help repair and improve our roads, bridges, public safety facilities and more. I’ll advocate for investments in critical infrastructure projects and

important resources like parks and trails, colleges and universities and community centers. The projects in our area will be a top priority of mine.

Empowering Parents, Going Back to Fundamentals in Education

Parents are a child’s Sen. Roger Chamberlain fi rst and most important teacher. They must be included in curriculum decisions and have the freedom to choose the best school for their child.

• Too many children are not reading at grade level.

That’s a failure, and correcting it must be our top priority. I will propose increasing and expanding the proven, successful LETRS training program that has improved literacy here and in other states.

• Supporting and empowering parents and educators. We will offer proposals to increase education transparency and protect parents’ rights, remove unnecessary burdens placed on teachers and allow for more innovation and flexibility.

Addressing Rising Crime Rates and Keeping Minnesotans Safe

Every Minnesotan deserves a safe community to call home. Victims of crime deserve to know law enforcement and prosecutors will hold criminals accountable: • We will improve efforts to recruit and retain police. That starts with strong support for law enforcement. Local leaders play a critical role in this too — criminals are emboldened by a lack of police support and anti-police rhetoric.

• Criminals are also emboldened when prosecutors let them off with a slap on the wrist. We will work to rein in prosecutors who ignore the law and let criminals back on the street.

• We will continue to strengthen penalties against criminals, so Minnesotans can feel confident and safe in their homes and at their workplaces.

Helping Minnesotans With the Impact of Historic Inflation

Working Minnesotans are struggling with the costs of daily life in the face of record inflation, supply chain issues and economic uncertainty.

• I will hold the line on wasteful, unnecessary spending increases.

• Tax increases are off the table, including the regressive gas tax.

• I will push for broad, significant tax relief that puts money back in your pocket, including eliminating the tax on Social Security income.

• I will support policies for reliable and affordable energy across the state.

While our state is experiencing economic recovery, the challenges related to the pandemic continue. This session, I’ll be committed to ensuring students, Rep. Kelly Moller workers, families and small businesses can turn the corner. With a $7.7 billion positive budget balance, we have the opportunity to make a big difference in people’s lives.

Ensuring people can be safe in their communities will once again be a priority, and I’ll work to give communities, police officers and prosecutors the tools they need to reduce crime. The gun violence epidemic, in particular, requires our attention, and I’ll continue to advocate for my Extreme Risk Protection Order legislation, which would allow court orders to temporarily restrict access to firearms for someone who is proven to be a danger to themselves or others.

The COVID-19 pandemic has been hard on all of us, and many of our students are still struggling with mental health concerns. We all need to work together to ensure young people are supported at home as well as at school. While we need to continue funding for school-linked mental health services, I’ll renew my push for a mental health specialist position at the Minnesota Department of Education. This position would serve as a resource for schools across the state to develop and share resources, tools and best practices and implement a comprehensive, evidencebased approach to suicide prevention.

I’m also hopeful we can deliver a robust package of capital investments in public infrastructure across the state. Locally, I’ll be advocating for improvements to trails around Mounds View High School in Arden Hills Late last year, lawmakers visited the site and heard from many students about how dangerous the area is for walkers and bikers. I’ll also be working alongside local leaders in Shoreview, Arden Hills, and North Oaks to deliver funding for a new Lake Johanna Fire Department Headquarters. The new facility will strengthen the department’s emergency fi re and medical response and provide enhanced health and safety spaces for the fi refighters.

Rep. Jamie Becker-Finn (District 42B, DFL)

First, we need to address the ongoing pandemic and the crisis it has caused in our health care system, as well as with our schools and child care providers. My decisions as a legislator on how to best support those most affected by the Rep. Jamie Becker-Finn pandemic will continue to be driven by conversations with those most impacted in our community, like our frontline workers, families and seniors. In regards to frontline workers specifically, what I’ve been hearing is that these workers need financial support, and for us to all take steps to slow down this pandemic by getting vaccinated (including boosters!) and wearing masks when around people outside our households.

Second, I am taking steps to make sure that everyone in our community is safe. These steps include authoring legislation to address gun violence with a focus on making sure that we keep guns out of the hands of those who shouldn’t have them, including children. I will also seek out and support increased investments in community violence prevention efforts and youth intervention tools. In addition, I will continue to support local governments and law enforcement with the tools they need, like my bill to allow cities to crack down on hotel properties that allow criminal activity to thrive.

Finally, I will continue to work with my colleagues to address the mental health needs of people in our state. The stress and trauma of the last two years has exacerbated problems in an already barely functioning mental health “system.” Now is the time to finally address these needs, to increase access to this necessary health care and take better care of our friends and neighbors.

recovery, respecting one another and civility.

Remember, students are our future.

3. Bonding/infrastructure: clean water, higher

education, housing, highways, public safety

We need a bonding bill addressing the great needs in our communities and state. As a member of the Senate Capital Investment Committee, my priority is clean water projects, higher education, housing, highways and public safety.

Local proposals I will author include the White Bear Lake public safety building, facility maintenance funding for Century College, the Birchwood lift station for waste water processing and more. Additional money is available thanks to the recent federal infrastructure bill.

4. Public Safety: support bipartisan e˜ orts to improve safety

Public safety is on the minds of many, and people need to feel safe. Governor Walz recently appointed a bipartisan group to help address this. I look forward to hearing recommendations from the Governor’s Council on Justice Reinvestment that we can enact this year.

5. Eliminate racism: work together

As our communities, state and nation grow in diversity, it’s imperative that government, the private sector, all of us, work together to eliminate all forms of racism.

6. Social Security: eliminate state tax

I continue to support removing the state income tax from Social Security income. Seniors worked very hard, and deserve the exemption as provided by most states.

They have all had to make tremendous sacrifices, Sen. Jason Isaacson and juggle between remote learning and being safe in the classroom. What’s clear is, every student deserves a world-class education, no matter their zip code or what they look like. With a large surplus, we must fully invest in our students to help them recover from the effects of this pandemic and to ensure they can learn safely and effectively. We must also address our chronic underfunding of schools, including investments in mental health supports and equity initiatives like increasing the number of teachers of color.

Bonding/capital investment Traditionally, the even year of a biennium is focused on a bonding bill. Bonding is the best tool we have to create jobs and strengthen our public infrastructure by investing public money into public works. This can include roads and bridges, water infrastructure, and our colleges and universities just to name some examples.

For this year’s bill, I will be pushing for two local projects: a new Fire Department Headquarters for the Lake Johanna Fire Department, and for new multiuse trails near Mounds View High School.

What makes bonding unique is it is the only bill that requires a supermajority, which means any bill must have bipartisan support. I am optimistic that by the end of this session, we will have passed a strong bill that truly invests in our state.

Climate change/ environment Climate change is an existential threat to our way of life in Minnesota, and we must take bold action to address it. I will work with my colleagues to push for initiatives that can move us as quickly as possible off of fossil fuels and towards clean and renewable energy, investments in public transit, and incentives for electric vehicles. We must also take steps that protect our air and water, including stronger regulatory actions and better standards that will reduce the amount of pollutants in our environment.

This year, I will continue to work on protecting our state’s natural resources and environment, including the many different animals and species that Rep. Peter Fischer call Minnesota home. I’ll continue to advocate for ensuring our water quality is protected from pollution, and expand the use of renewable energy.

We must also promote high-quality affordable housing opportunities for all Minnesotans and those who may be housing insecure. Having worked with youth experiencing homelessness for over 14 years, this is an issue I will work tirelessly for.

We also must take steps to address the ongoing pandemic, particularly in the realm of education. Our teachers’ mental health has been tested the past 23 months, with previous sacrifices such as purchasing their own classroom equipment, working late hours, and responding to the needs of large class sizes being exacerbated by the pandemic. We must do our part and fully fund public education, and give thanks to the teachers out there.

‘Comments to the board’ replaces open forum in regular school board meetings

Open forum is no longer a part of official Mounds View School Board meetings.

Comments to the Board is a new opportunity for the public to address the board at 6:30 p.m. before each official school board meeting.

The comment sessions will not be televised. That has brought up some concern for some residents who feel that the community was removed from the agenda, removed from the record, removed from asking for a written response and removed from the online video of the meeting.

School Board Chair Jonathan Weinhagen said they have received similar feedback and have also heard from people who appreciate the expanded opportunity to engage with the board.

“Our objective was to create that expanded opportunity for those whose goals are to speak to the board. For those whose goals include a public platform, they are entitled to do so independent of board business meetings,” Weinhagen said. “We choose to broadcast the actual board meetings themselves but aren’t required to do so.”

Christine LaDuke was the fi rst and only speaker at the fi rst Comments to the Board, held before the regular school board meeting Jan. 25.

LaDuke thanked the board for helping the community with the partnership with the Ralph Reeder Food Shelf and Operation Joy Toy. “I’m an elderly, gray-haired white woman, who goes by the pronoun ‘she,’” LaDuke said. “I think those introductions are ridiculous because they are so superficial. Yet we’ve invested in curriculum that takes the time out of our day to train children to introduce themselves in that way.”

LaDuke said it trains them to identify themselves and others based on race, religion, gender and sexual identity. You can’t know anything about a person by hearing those things, she noted. She said she thinks it is racist, a waste of tax dollars and classroom time. LaDuke also believes it creates division through segregation.

“Mounds View District has a long history of drawing out the best and developing the strengths of each of our children and I appreciate all you do to acknowledge and affi rm student achievement,” she said. “But I just wonder if through this equity curriculum if we’re turning a corner and

we’re focusing on the wrong things.

We’re focusing on superficialness that will divide and weaken us rather than connect and strengthen us. Have we forgotten that the role of our schools is to educate?”

If the public wants to speak at the Comments to the Board session, they need to sign up at the District Office up by 6:15 p.m. to be heard.

In other school board action: • Superintendent Chris Lennox and Darin Johnson, executive director of school management, gave an update regarding operations in buildings and programs districtwide, as Mounds View Public Schools continues to navigate the conditions of the COVID-19 pandemic. Johnson presented updates in the areas of transportation, nutrition services, student support and staffing.

• Weinhagen summarized the role of a policy governance board, explained the board’s partnership with the superintendent and affi rmed the management’s work and decision-making process during the pandemic. “We’ve been really strident in ensuring that we’re leading with a public health lens and we’re listening to the experts, including our administration,” Weinhagen

said. “We’re listening to the community and consulting with the community, and I think we’re all better for it.”

• The board approved budget assumptions for fiscal year 2022-23 as presented by Bernice Humnick, executive director of business services.

The next budget phase will provide allocations to the building principals and program leaders so that they can begin budget development.

The final budget will be adopted in June 2022. The total general fund operating expenditures are projected to be $164 million.

• Treasurer Shauna Bock read the list of gifts the district received this period. She noted that the amount is smaller this period because there were two school board meetings in January. There were four gifts for school programs totaling $698.52.

Mustangs have 3 all-SEC after expended conference meet The Mounds View Nordic teams had three all-conference skiers and five honorable mentions as the girls placed fourth and the boys sixth among seven schools in the Suburban East meet over two days last week.

This year the conference added sprint relays to the traditional pursuit (classic and skate races), all 5K long.

Each school entered six individuals in pursuit and a pair of two-person relay teams. The skate race was held Wednesday at Elm Creek Park in Maple Grove. The classic race and relays were held Friday night at Theo Wirth Park in Minneapolis.

In the boys pursuit, Levi Hammerbeck placed 11th to earn all-conference and Will Anderson placed 24th to earn honorable mention, August Arnold 31st, Miles Smith 35th, Sam Notch 37th, and Will Carrington 42nd.

In the boys relays, Will Kelley and Daniel Lei placed seventh, and Luke Ridgeway and Ian Gamson 14th.

In the MLK pursuit race on Jan. 17 at Battle Creek, the Mustang girls placed third among seven teams, behind Forest Lake and Stillwater, with Brynn Mills in 11th place, Sabby 15th, Bria Mills 16th, and Derosier 20th among 87 skiers. For the boys, who placed sixth, Hammerbeck placed 10th of 87 skiers.

In a classic race on Jan. 20, the Mustang girls placed second of four teams behind Stillwater. Brynn and Bria Mills placed seventh and eighth, Sabby 10th, Schmitzer 14th, Derosier 15th, and Claire Anderson 19th. The boys placed fourth, led by Hammerbeck in eighth place.

An overtime victory was the highlight for Mounds View as the Mustangs lost four of five games the last two weeks, dropping to 10-7 for the season.

The Mustangs were 8-2 before losing senior Dylan Wheeler, who was averaging 15.9 points, due to a broken wrist suffered while weight-lifting. They are 2-5 since.

The Mustangs beat Woodbury 69-62 in overtime there last Wednesday, powered by Kobe Kirk with 32 points. Jacob Becher added 18 points and Ryan Edelman nine.

Becher’s layup tied the score 59-59 with 30 seconds left in regulation and the defense made a stop to send it to overtime. Colby Deluce was 4-for-4 on free shots in the OT and totaled seven points. Kirk shot 12-for-27 (three 3-pointers) and 5-for-6 on free shots. Blake Rohrer led Woodbury (7-8) with 20 points.

That broke a three-game losing streak as the Mustangs had lost to East Ridge 57-46, Cretin-Derham Hall 68-46 and White Bear Lake 60-47. After beating Woodbury, the Mustangs lost to Irondale 64-61 on Friday. Deluce sank 22 points and Kirk 20. DJ Anthony hit 16 points and Obinna Izuora 15 for the Knights (10-7).

Mounds View notched victories over East Ridge and Forest Lake while losing three other duels in the last two weeks, bringing their record to 6-11.

The Mustangs topped East Ridge 6-1 on Jan. 20 with Johnny Conlin and Grant Dean knocking in two goals each and Wyatt Witham one. Aiden Petrich made 22 saves.

Park defeated the Mustangs 5-3 on Jan. 22, sparked by Brady Strand with two goals and two assists. Evan Streeter, Witham and Brad Collier had the Mounds View goals.

The Mustangs surged past Forest Lake 7-4 last Thursday after falling behind 2-0. Conlin pumped in three goals and Dean, Streeter, DJ Koch and Witham one apiece. Petrich stopped 26 of 30 shots, with Gavin Middendorf getting two past him.

The Mustangs lost at Duluth East 6-3 on Saturday. Conlin, Streeter and Witham scored. Duluth East had Aiden Spenningsby and Noah Teng with two goals each.

Top Mustang scorers are Conlin with 12 goals and 23 assists for 35 points, Witham 15-15-30, and Dean 14-14-28.

Girls basketball: Mustangs top Irondale, Cretin-DH, Woodbury

Aveline “Ava” Bullert, Mounds View hockey senior, pumped in six goals in the Mustangs’ last three games: two in a 4-1 win over Irondale/ St. Anthony, one in a 5-1 win over White Bear Lake, and three, all in the first period, in a 6-3 loss to East Ridge. The 5-foot-8 forward has logged 12 goals for the Mustangs (12-10). Always a proficient passer, she has 15 assists this year and had 11 last year along with six goals. Coach Dana Romaker praises Bullert as a strong, hardworking, determined player who is “fantastic at making things happen on the ice.” Bullert will graduate with eight letters in tennis, hockey and track (where she’s a captain) and plans to play hockey in college.

In their most recent outing, the Mustangs topped Irondale 53-44, led by sophomore guard Bria Stenstrom with a season-best 23 points. The Mustangs beat Cretin-Derham Hall 54-47 on Jan. 18 with Julia Peterson sinking 16 points, Yasmeen Abed 11, and Stenstrom and Maddie Hanson eight each. They lost to White Bear Lake 60-47 on Jan. 21. Stenstrom had 13 points against the Bears. In a 59-39 win over Woodbury last Wednesday, Hanson scored 12 points, Stenstrom 10, and Sara Solfest and Logan Kirk nine each.

The Mustangs are 7-9 overall and 5-7 in the Suburban East.

GATEWAY CORNER: Public to weigh in on intersection improvements FROM PAGE 1

ment of the northwest quadrant of the Hodgson Road/County Road J (CRJ) intersection, for the Lyngblomsten project (See “Construction begins on ‘largest private investment in Lino Lakes’ history” on presspubs. com), which requires improvements to the adjacent county roads.

Improvements would include turn lanes at all new intersections and the Hodgson Road/CRJ intersection, along with modifications to the existing signal system.

The proposed improvements for the Lyngblomsten development led to a broader discussion between Anoka and Ramsey counties and the cities of Shoreview and Lino Lakes on a more comprehensive solution to the area’s transportation needs.

In 2021, Anoka County agreed to lead the project and retained WSB to evaluate intersection design options and facilitate a public engagement process. A detailed traffic modeling analysis was completed as part of the initial design study.

“They (county and WSB) are working through traffic studies and preliminary design

options to see what works best,” Community Development Director Michael Grochala said. “They are here to walk through that as they get ready to embark on the public engagement process and start toward final design.”

Michelle Pritchard and Daniel Frey of Anoka County and Andy Plowman of WSB recently presented preliminary layout concepts for the intersection, which includes an option for a traffic signal or a roundabout.

Plowman explained that at this point, the county has already had conversations with both of the involved cities and counties and has just begun the process of talking to businesses on the corner that would be impacted by the improvements.

Plowman said the intersection currently faces challenges when it comes to traffic operations, especially during certain periods of the day, with the afternoon peak traffic being the worst. Both a traffic signal and a roundabout are being considered for the intersection.

Some pros for a tra˜ c signal include:

• No new right of way

would need to be acquired for the northwest quadrant of the intersection; • Only 159 square feet of new right of way would need to be acquired from one parcel; and • The traffic signal equipment should last and operate effectively for 20 years.

Some cons for a tra˜ c signal include:

• New right of way (8,418 square feet) would need to be acquired from three of the four parcels involved.

• Access would be severely limited based on the introduction of raised medians on County Road J and Hodgson Road, creating right-in-right out driveways.

• Due to the expansion of roadway needed for the signal, there would be an increase of 1.17 acres of impervious surface.

• Three wetlands would likely be impacted with permanent fi ll.

• This option is estimated to be approximately $140,000 more expensive than a roundabout due to an increased amount of pavement and the costs of the signal system itself.

Anoka County is considering a roundabout option for the intersection of County Road J and Hodgson Road.

Right of way (3,298 square feet) would need to be acquired from two of the four parcels involved.

• The baseline estimate is cheaper than the signal option.

“We see more benefits for the roundabout at this point than a traffic signal,” Plowman said.

“We are sharing with you so that you are aware of everything and where we are going. We have not made a decision on anything yet.

We will go to the public next to get feedback.”

Plowman said the plan for the public engagement process will likely be a hybrid approach, with options to make comments online,

attend a virtual open house and, hopefully, an in-person open house.

“We want to get as much feedback as we possibly can,” he said.

The project would be paid for by Lyngblomsten, both counties and both cities.

service on the Economic Development Commission and Economic Development Authority. He also served on many community fundraising boards and commissions.

“His name stood for honesty, integrity and credibility,” Martin said. Quigley worked behind the scenes for many venues and before he died, was counseling veterans who had lost their jobs. “He provided hope, encouragement and a practical plan for their futures.”

He also was a reading buddy in Mounds View schools.

“He did all of this, not for recognition, not for votes, but because he saw a need and he wanted to help,” Martin said.

Martin explained she got a message from a former city planner who had worked with Quigley more than 30 years ago.

The message stated, “I will always treasure my time with him. In all situations he treated people with respect. He listened before speaking. He was very sincere, and he was certainly the champion of wit and humor. Thirty years later, that’s what people remember about Terry Quigley.”

Council Member Emy Johnson said she had the privilege of sitting next to Quigley for more than 10 years and admired his steadfast commitment to mankind and to his family.

“Terry loved his family deeply and we were his fam-

ily as well,” Johnson said.

“There is one thing I would do every time at council meetings, and that was to ensure Terry’s mic was on.”

Johnson turned Quigley’s microphone on and off for the last time at the Jan. 18 City Council meeting.

Council Member Cory Springhorn said Quigley’s generosity of spirit was fantastic. “I’ve learned so much from him, and I will miss him deeply,” Springhorn said.

Council Member Sue Denkinger remembers Quigley as always being prepared and setting the bar high for other council members.

“He was an excellent listener. I didn’t often know what he personally felt about things because everything to

him was about the city and the residents,” Denkinger said. “I will definitely miss him, and I miss him already.”

Martin said that Quigley is irreplaceable, but in the coming weeks the council will carry out its responsibility to appoint a new council member.

“In the meantime, we will carry on the best we can without his guidance and his wisdom and his one-liners,” Martin said. “Thank you, Terry, for a lifetime of service and a belly laugh at every meeting.”

In other council action, • The council reappointed Craig John and Allison Rykken to the Parks and Recreation Commission.

• The council appointed Nicole Westadt and reappointed Steve Solomonson to the Planning Commission.

• The council authorized staff to hire the BKV Group for the council chambers remodeling project. This project is part of the capital improvement program and will be completed this year.

Who put the ‘groundhog’ in Groundhog Day? Plucking a sleeping rodent from its burrow and asking it to play meteorologist for the day may be America’s oddest holiday. It might not surprise you that the history behind the tradition is just about as weird as the holiday itself.

German settlers were the folks who brought Groundhog Day as we know it to the United States.

It wasn’t uncommon in Germanic Europe to use animals as a way to predict the weather.

“Dachstag” or “Badger Day” is also known as Candlemas, an ancient Christian tradition on Feb. 2, just 40 days after Christmas, where clergy would bless the candles that were needed for winter. It was believed that if Candlemas was a sunny day, there would only be 40 more days of winter.

This is where animal meteorology comes in. It was believed if a badger saw its shadow that day, there would be four more weeks of winter, just like our modern Groundhog Day.

Many different animals would be volunteered for the tradition.

Badgers, foxes and even bears were among the animals used to predict the weather, but the hedgehog was very common according to German lore since hedgehogs were prevalent in Germany.

So why the groundhog that we know (and love) today? When German settlers came to Pennsylvania they brought their traditions with them, but not their hedgehogs.

Since hedgehogs aren’t native to North America, they selected an abundant rodent, the groundhog.

It’s possible the early German settlers were on to something.

According to the National Oceanic and Atmospheric Administration (NOAA), Punxsutawney Phil has been right about the weather about 50% of the time. This Feb. 2, maybe consider turning down the Weather Channel and tuning in to weatherman, Punxsutawney Phil, for your latest forecast.

RAMSEY COUNTY SHERIFF REPORTS The Ramsey County Sheriff’s Office reported the following selected incidents in Shoreview: • A Minneapolis man reported his Cadillac CTS stolen at 10:04 a.m. Jan. 9 from a hotel parking lot in the 1000 block of Gramsie Road while it was warming up with the keys inside. The vehicle has been entered into the National Crime Information Center (NCIC) database.

• A resident in the 5900 block of Fernwood Street reported a package stolen Jan 9. The package had been delivered at 9:13 a.m. that morning, and at 11:00 a.m. the complainant found the open box without its contents behind the residence.

• A resident in the 3300 block of Kent Street on Jan. 9 reported his phone hacked and the number transferred to another service. After unknown persons changed the phone password, money was taken out of his checking account.

• A resident in the 4100 block of Lexington Avenue N. on Jan. 9 reported unemployment benefits fi led for in her name. After all the notifications were made, Ramsey County Sheriff’s Office deputies advised the complainant to monitor her credit status. A resident in the 1000 block of Churchill Place on Jan. 14 reported the same fraud after making all her notifications.

• A Maplewood man reported his disabled vehicle stolen Jan. 10 after it was finally tracked down as abandoned in the 15000 block of Sherwood Drive.

On Oct. 10, the victim left his disabled vehicle on the shoulder of I-35W near Highway 10 with the keys under the floor mat waiting for a tow. However, when the tow truck arrived, the vehicle was not there. The vehicle’s owner just assumed that the State Patrol had towed it until he called to inquire of its status and found it had been issued a parking ticket in Shoreview. After deputies responded to Sherwood Drive, they inventoried the vehicle and arranged a successful tow back to its owner.

• A St. Paul woman reported the front passenger window of her vehicle smashed in Jan. 10 while it was parked at the Rice Creek Dog Park in the 5900 block of Lexington Avenue N. A work packpack and gym bag were stolen while the victim was walking her dog at the park.

• An exhausted deer was reported ice skating Jan. 10 around a rink in Bobby Theisen Park in the 3500 block of Vivian Lane and performing all sorts of desperate spinning and jumping tricks on four hoofs. The rink attendant arrived at the scene to help the deer skate on out of the rink and into the woods toward freedom.

• Berd Electric of Sauk Rapids reported its Ford transit van stolen at 6:22 a.m. Jan. 11 from a hotel parking lot in the 1000 block of Gramsie Road while it was warming up with the keys left inside.

Inside the van and also stolen were $15,000 worth of tools. All the stolen property was entered into the NCIC database.

• An unattended cell phone belonging to a man in the 500 block of Arner Avenue was reported stolen Jan 12. The phone was stolen sometime within the past three weeks and has since been deactivated.

• A Keep Our Kops Safe (KOPS) alert was issued for a shoplifter known to Target employees in the 3800 block of Lexington Avenue N., after he was spotted on surveillance video stealing $2,800

worth of Apple products from the store on Jan. 12.

• A Lino Lakes man reported the catalytic converter stolen off his Toyota Tundra at 1:16 a.m. Jan. 13 while it was parked in the employee lot of a business in the 500 block of Cardigan Road.

• A Kia Optima was reported stolen at 5:19 p.m. Jan. 13 from the Shoreview Community Center parking lot in the 4500 block of Victoria Street N. after it was left unlocked and running without keys while the victim went inside the building. After the vehicle was entered into the NCIC, it was recovered shortly before midnight the same day by the Wright County Sheriff’s Office.

• A Shoreview man, 24, was arrested for domestic assault at 11:03 p.m. Jan. 15 in the 3500 block of Owasso Street following an incident from which he fled before deputies arrived on scene. After a KOPS alert was entered, deputies locted the subject when he returned to the area. The case has been forwarded to the city attorney.

• Ramsey County Sheriff’s Office deputies conducting routine patrol at 4:04 a.m. Jan. 16 on Rice Street at I-694 encountered dangerous debris in the roadway that punctured the left front tire of the squad. The police sergeant was summoned to administer roadside assistance.

• The BP gas station in the 5900 block of Hodgson Road reported a forced entry burglary overnight Jan. 15-16, during which more than $1,000 of cigarettes was stolen.

• More than $3,600 worth of fishing gear was reported stolen overnight Jan. 16-17 from a pickup truck parked in a driveway in the 1100 block of Woodcrest Avenue, after the rear driver’s side window was smashed in.

• A wallet was reported found Jan. 17 at Island Lake Park boat launch in the 3600 block of Victoria Street N. and turned in at the patrol station. Deputies contacted its owner.

• An OFP (order for protection) violation was reported Jan. 18 in the 3900 block of Gramsie Court after the subject with the harrassment order against him made numerous attempts to contact the complainant. The case is under investigation.

• A Shoreview man, 19, was cited at 6:53 a.m. Jan. 19 in the 3500 block of Owasso Street after deputies were dispatched out to a domestic in progress. As the offender left the scene before deputies arrived, a Keep Our Kops Safe (KOPS) alert was issued on him.

• A resident in the 600 block of Birch Lane N. reported his mailbox damaged Jan. 20 after a vehicle struck the post on which the mailbox was mounted and knocked both down. The incident occurred sometime between 3:15 p.m. and 4:20 p.m. that afternoon.

• A tissue box was reported thrown during a Jan. 20 domestic assault incident in the 500 block of Suzanne Avenue that began with words exchanged over the volume of a TV and device.

• A person with an OFP out against him was reported Jan. 21 for knocking on the victim’s door in the 3500 block of Owasso Street and leaving the area just prior to deputies’ arrival on the scene.

• More than $3,000 worth of tools was reported stolen overnight Jan. 21-22 from an unlocked commercial vehicle parked in a driveway in the 200 block of Lilac Lane. The front doors of two hous-

Public hearing set on revised park ordinance RAMSEY COUNTY — The Ramsey County Board of Commissioners will hold a public hearing on the revised parks and recreation ordinance at 9 a.m.

Tuesday, Feb. 8.

The ordinance revision process aims to respond to long-standing community feedback about park access; view the ordinance through a racial equity lens, modernize the ordinance and address contemporary park issues, according to a notice about the hearing.

Among significant changes in the revised ordinance are expanded park hours, which are 5 a.m. to 11 p.m. The time limitation does not apply to people who, without delay, are traveling on regional trails.

The board will review public comment and testimony at the meeting. Deputies arrived to find a disabled car and an uncooperative distraught driver who was also driving after revocation and not in possession of motor vehicle insurance.

• A verbal dispute regarding dating apps was reported Jan. 22 in the 5800 block of Savannah Lane.

• A Shoreview man, 19, was arrested Jan. 22 in the 500 block of Harriet Avenue for felony fleeing a police officer after deputies tried to pull him over for erratic driving on Soo Street and North Owasso Blvd. A two-minute, one-mile pursuit from Rice Street and I-694 to Harriet Avenue ensued, which ended with deputies drawing their weapons. The suspect has been charged for this offense.

RAMSEY COUNTY SHERIFF BRIEF The ‘hot potato’ defense A Shoreview man, 19, faces up to three years and one day and/or a maximum $5,000 fine for felony fleeing a peace officer in a motor vehicle.

At approximately 9:30 p.m. Jan. 22, Ramsey County Sheriff's Office deputies on patrol observed a Ford Taurus driving recklessly on northbound Rice Street at I-694. Deputies observed the vehicle weaving in and out of traffic and braking randomly. The Taurus moved into the left-hand turn lane to enter westbound I-694, but suddenly headed southbound on Rice Street.

This extreme maneuver prompted deputies to activate their squad lights and siren to conduct a traffic stop. However, the Ford accelerated away, and the pursuit was on. The two vehicles went through the parking lot of a nearby Burger King restaurant and then one mile along Owasso Blvd., followed by an excursion onto Chandler Road.

On several occasions during the pursuit, conducted in a snowfall and on slippery roads, the Ford drove into oncoming traffic. Meanwhile, it was snowing and the roads were slippery. After a two-minute, one-mile chase, the Ford stopped in a parking lot at 505 Harriet Avenue, where deputies identified its driver.

The subject told deputies that he didn't stop because he was "shocked and wanted to get the keys back to" his mother, who resides in the complex at that location. Later, he offered that there was "no place" to stop or park during the pursuit.

To bolster their case, deputies took photographs of the vehicle and its tire tracks all over the median.
