For one evening each summer, driveways become gathering places and cul-de-sacs become filled with lawn chairs. Neighbors, who may have spent the past year exchanging little more than a wave, finally have the chance to sit down and talk to each other. On Tuesday, Aug. 4, that simple idea remains the heart of Night to Unite, as neighborhoods across Anoka, Ramsey and Washington counties prepare to host hundreds of block parties that are designed to bring residents together while also strengthening relationships with law enforcement, firefighters and other public officials. The annual event has become a longstanding tradition throughout Minnesota. Circle Pines, Lino Lakes, Shoreview, Vadnais Heights, White Bear Lake and dozens of surrounding cities are organizing neighborhood gatherings, registering their events and welcoming visits from police officers, firefighters and local leaders. The goal is straightforward: build stronger neighborhoods before problems arise. Within the Ramsey County Sheriff’s Office contract communities, preparations have been underway for months. “We’ve actually been planning since February,” said

Cities shift TCAAP development communication after resident feedback BY LOGAN GION STAFF WRITER

Residents of Shoreview are trying to make their concerns known regarding the Hillview Business Park/Primer Tracer light industrial development on the former Twin Cities Army Ammunition Plant (TCAAP) site in Arden Hills near County Road I and Interstate 35W. Many of them say they do not feel properly informed about which governing body to address or when. “I share your frustration as a citizen,” said Shoreview Council Member Paul Gardner during the July 20 City Council meeting, “because there’s federal, state and local government agencies with different names. Even

at the city level, there’s two of us in the county … Trying to navigate, just to get that information, has been a challenge.” Maplewood Development Inc. is presently proposing to build office, warehouse or distribution buildings totaling 970,000 square feet over 62 acres in the TCAAP site. The company has currently completed an Environmental Assessment Worksheet (EAW). “(We) put together a scoping EAW, which broadly outlines the topics that are identified by the Minnesota Environmental Quality Board (EQB),” explained planner Kimberly Zlimen. “These are the issues you have to study in an environmental impact statement

(EIS).” Zlimen said that drafting of an EIS — which studies a host of topics, including effects on air, traffic, noise and species — is the next step once the Arden Hills City Council acknowledges the accuracy of the EAW. The EAW was open for public comment until July 16 and available by searching the Minnesota EQB Monitor database. Additionally, residents of Shoreview’s Shamrock Park neighborhood, which is located 1,200 feet from the development site, have had two opportunities to learn more about the project.
