City of Shoreview asks for Destination Shoreview 2040 zoning code feedback BY LOGAN GION STAFF WRITER

The city of Shoreview is updating its zoning and subdivision codes to align with the goals in Destination Shoreview 2040, the city’s comprehensive plan. They are encouraging residents to provide feedback on the proposed updates, then review public comments at the Planning Commission meeting on Aug. 25. “What do we want Shoreview to look like in terms of housing?” said Shoreview Mayor Sue Denkinger. “We are a city with a lot of lake lots, irregular lots. We’re not a really linear neighborhood. What a great time to take a look at this and say, ‘What is okay?’” Destination Shoreview 2040 is the city’s comprehensive plan, which the Metropolitan Council approved in December 2021. According to the zoning update project overview, to ensure consistency with the comprehensive plan, the city will adjust zoning codes to make them easier to navigate and understand.

Code language also will be brought into uniformity with state statutes and case law. “It’s very important to look at, because these will be adopted. It’s a chance to speak up right now, and those will eventually make their way into the comprehensive plan,” said Denkinger. The city is especially looking for input regarding mixed-use and arterial developments. According to the overview, a mixed-use zone on Highway 96 and Lexington Avenue “is intended to encourage site and building design that creates a unique, vibrant town center.” The proposed uses include higher-density residential, institutional, commercial and recreational uses. Arterial developments are special zoning rules for properties adjacent to certain major roads. This includes specific setback requirements and a maximum building height of 75 feet. These zones are mainly near I-35W and SEE ZONING CODE UPDATE, PAGE 7

The Town Center District. Under the proposed zoning code update, this area of Shoreview will fall under the new mixed-use category.

Shoreview City Council Member Cory Springhorn will not seek reelection this November. Instead, he plans to encourage young people to run for local government. In a recent interview, Springhorn said that during his time Cory on the council his top priority Springhorn has been planning and responsibility, balancing citizens’ wants with financial reality. He also highlighted his current role as the president of the board of directors for the Lake Johanna Fire Department, a role that coincided with the July 29 opening of the fire department’s new headquarters, Station 110, in Arden Hills. He is currently the longest-serving member of the council, with nearly 12 years in office. When Springhorn joined the City Council in early 2015, however, 12 years was about the average tenure—including newcomer SEE CORY SPRINGHORN, PAGE 5

Both Martens and Denkinger noted that the city government does not produce housing. “We don’t even get brought into the conversation if (property) is privately held,” said Denkinger. “You have to follow our zoning rules … cities have

ESTATE PLANNING

For more than 31 years, local residents have trusted James Sanchez, Broker and Owner of White Bear Lake Realty, to guide them through some of life’s biggest moves. James began his real estate career in 1993 with Burnet Realty in James Sanchez North Oaks, serving the Broker-owner same communities this 30 years experience newspaper reaches today. A decade later, driven by a belief that homeowners deserved more value and more transparency, he opened White Bear Lake Realty in 2003. Today, the company stands out as one of the area’s most trusted locally owned real estate firms and the only one that guarantees a 1% listing commission, the lowest in the industry. This simple difference can save sellers thousands of dollars while still delivering full professional service, expert negotiation, and the personal attention only a neighborhood brokerage can provide.

The United States Census Bureau estimates that just under 27,000 people currently live in the city of Shoreview. The Metropolitan Council estimates that by 2050 that number will climb to 29,600, meaning that Shoreview will need roughly 1,800 housing units to accommodate the growth. According to the city of Shoreview’s housing projections, nearly 80% of these units have already been either built or approved. Of these units, 200 of them are dedicated as affordable for low-to-moderate-income residents. The city has a goal to build 230 more affordable units before 2040. “We do have to have enough housing, but availability or inventory is not the same as affordability,” said Shoreview Mayor Sue Denkinger in a recent interview. U.S. Bank recommends that a person spend no more than 28% of their annual gross income (AGI) on housing costs, including insurance and utilities. Shoreview City Manager Brad Martens explained that such a metric means that people who make 80% or less of an area’s median income (AMI) need

some controls, but not if we have a law that says we can’t.” Martens noted that, with Shoreview’s recently built affordable housing units, some happened due to natural interest and some due to policy influence. “We review projects that come (to us), and we develop policies that encourage what we like to see,” Martens added. “One of the challenges with the affordable units that have come in, they’ve almost entirely been rental units.” He noted that affordable rental units are important for young residents because they can still save and invest a portion of their income, but renting does not build equity. “I’ve been involved for 15 years with housing specifically, and not once has a builder come and said, ‘We want to build starter homes in Shoreview,’” noted Denkinger. “What they want to build … is million-dollar-apiece villas or executive homes.” Denkinger, however, recognized the difficulties of building a starter home in a second-ring suburb, especially given the costs of land and quality building materials. That, Martens explained, is where a city government can step in, granting appropriate tax incentives and subsidies as well as working with organizations like Habitat for Humanity and Rondo Community Land Trust. For homebuyers, Denkinger mentioned that the city of Shoreview also provides a down-payment-assistance loan program for first-time homebuyers as well as low-interest home loans for energy efficiencies or household improvements. “We strive to be a welcoming community for all, and that means we need housing for all,” said Martens. “This includes life-cycle housing needs, which differ based on your stage of life, as well as a range of housing that everyone can afford.” Denkinger noted that this also includes older residents who are looking to downsize so they can find smaller homes in southern Shoreview as well as townhomes and senior living communities on “arterial roads,” main avenues that are near numerous amenities. “We’ve got senior housing on Victoria, right across the street from the community center,” Denkinger said. “We try to be thoughtful about what we have to do, considering the neighborhood needs.” Both Denkinger and Martens noted that the term “affordable housing” covers a wide range of situations and life stages. Balancing housing requirements with residents’ needs will continue to be top of mind for Shoreview going forward. “More housing is great,” said Denkinger, “but if it’s not affordable, what is the point?”

Lane swerving

D

uring a recent, routine drive heading west along Highway 96 near Dellwood, I was jolted into attention when a car traveling toward me from the opposite direction began to drift across the center line into my lane. I was frantically searching for potential angles and routes of escape when, thankfully, the driver abruptly yanked their vehicle back into the eastbound lane. I have no idea what caused the sudden and potentially dangerous lane drift, but the brief encounter was enough to send a surge of adrenaline into my system. Afterward, I felt there was nothing Angle of else I could really do but take a deep breath and gratefully get on with my View day. However, the incident did get Paul Dols me thinking about the phrase “Stay in your lane” and also the potential viability of self driving cars in the not too distant future. The commonly used idiom that has its literal roots in traffic rules and sports assignments, is now used in a variety of situations, one of which is general workplace boundaries. An article on the Merriam-Webster website offers some examples of the evolution, current usage and recent history of the phrase and its movement into the popular vernacular. According to the website, the phrase “stay in your lane” is currently “used as a term of admonishment or advice against those who express thoughts or opinions on a subject about which they are viewed as having insufficient knowledge or ability.” Having the personal experiences of participating in team sports, along with driving thousands of miles on a motorcycle over several years, I interpret the phrase a little more literally and find that the original origins in traffic rules, swimming and the football field offer a tangible and relatable foundation for general use in everyday life. Along with the pop culture and sports references listed in the Merriam-Webster article, I was surprised to find a 2018 example referencing the National Rifle Association's use of the term. “When the NRA criticized emergency room doctors for their comments on America’s crisis in gun violence, telling them to stay in their lane in a tweet that implied that their remarks on gun control did not fall under the doctors’ umbrella of expertise. Doctors clapped back at the criticism by sharing their stories of traumatic gun-related injuries and deaths witnessed under their care, collecting them under the hashtag #ThisIsOurLane.” A sampling of various sources around the internet, including corporate training, law enforcement and blogs, finds the concept of staying in your lane showing up in the realms of work and business, public discourse and personal life. Focusing on core responsibilities, setting and respecting boundaries and clarifying roles are terms that show up in multiple sources concerning the work place. Sometimes the phrase can seem like a stern warning to stop unwanted advice. If I were to put a more positive spin on it, I would try to phrase it as a reminder to respect personal, professional and even property boundaries, with the realization that unsolicited actions, however well intentioned, can negatively affect others. I was recently given the opportunity to test the self-driving capabilities of a Tesla and found the experience to be somewhat unnerving but also quite promising. For the most part, the impressive vehicle stayed in its lane and behaved predictably along a route from White Bear Lake to the north side of Bald Eagle Lake that included stop signs and intersections. I'm not sure if there is a more profound lesson to be learned here, but the only time the vehicle appeared to struggle was when the painted lines on the pavement — it needed to successfully navigate — had become faded and unclear. Paul Dols is photojournalist/website editor for Press Publications.

Volunteers, but no leaders

D

ear readers, friends and neighbors, In the past, when I had the privilege of writing this guest column, I was writing as the president of the Shoreview/Arden Hills Lions club. This ubiquitous and historical group, Lions International, has the significance of being an established civic organization for Movers & over 100 years Shakers with a presence over 200 counJodi Laliberte in tries. This is an accomplishment that does not compare with many others. This great service club has been built on the concepts of community involvement and development of resources to support our neighbors! As the past president of this club, I was able to connect with our city leaders, meet influencers in our sphere and establish consistent, reliable events to connect all spectrums of groups. Sadly, the Shoreview/Arden Hills Lions club has been decommissioned. When I first heard that word, I could only think of a submarine that was

taken out of service because it could no longer meet its mission. In this case, the decommissioning is a euphanism for death of the club. How does a viable, active and engaged club lose significance? The sad truth is that there was no one willing to “take the reins.” Please understand that members were more than willing to show up, serve ice cream, clean the park, pack new neighbor baskets, etc. However, there was no one in a position to take on the leadership role of president. A club is not able to sustain itself without a dedicated leader. This outcome is not anyone’s fault, yet, it is a broader reflection of the population at large. When I took on the position of president in 2023, I was a bit disillusioned with the number of members. My first thought was that, in general, there was a lack of willingness to volunteer. However, I quickly learned that there was, indeed, a great number of families and individuals that did show up! They showed up to pack meals for Feed My Starving Children. They showed up to build beds for Sleep in Heavenly Peace. They showed up at our annual Martin Luther King Day of Service. They were often families with children or

groups from schools or churches. Thus, I checked myself and had to admit that there are definitely many people that are ‘givers,’ and willing and able to take focus off of their own needs to temporarily focus on the less fortunate. However, ‘they’ are not comfortable with the commitment of joining—plain and simple. The ask was too big. And even more so, the concept of leading was too overwhelming. Alas, I am not smart enough to figure out the solution. I have no answer to how and why society has shifted. This much I do know – there is a great equalizer that applies to each and every one of us. It does not matter how smart one is, how much money you have, how talented you are or your race, gender, nationality or religion. Without exception, each and every one of us are given 24 hours everyday of our lives. No more. No less. What will you do with your 24 hours? In the end, I believe we shall all be held accountable. I encourage you to make a difference while you can. Do hard things, rally, be a change maker. It is up to you! Jodi Laliberte is the former president of the Shoreview/Arden Hills Lions Club.

Our goal is to better support the timing and realities of the organizations we serve. The Shoreview Community Foundation looks forward to continuing its mission to strengthen and enrich the community by supporting local programs, initiatives, and organizations throughout the year. Springhorn’s zero years of service. “Sandy (Martin) had been mayor for 18 years at that point, and I think she’d been on the council four or five years before that. Ady Wickstrom had been on for 18 years; (Terry) Quigley had been on for almost 14 years,” Springhorn recalled. “What I really wanted to do was work with these people who had been there for a long time … and learn from them how they made things work so well for so long.” Once armed with that knowledge, Springhorn anticipated sharing it with a new generation, but the other council members are all seasoned, knowledgeable and roughly his age. By stepping down, Springhorn hopes to make room for a newer voice. “What are the young people in the community doing? What are the needs of families with school-aged children?” Springhorn asked in a recent interview. “I think it’s important to have somebody on the council with that perspective.” Though Springhorn noted that the council has recently experienced higher turnover than normal, he said that its current members can accommodate a new member. “Everyone I’ve worked with on the council has had previous committee or commission experience,” Springhorn said. “We’re really lucky to have so many people in the community willing to volunteer their time for those organizations.” Springhorn encourages young people interested in local government to first learn about how the city functions. “Sometimes (council candidates) have a singular focus they run on because they’re upset about one thing,” Springhorn said, “and that’s not even necessarily in the top five things they’d be dealing with in their council groups.” Instead, suggested Springhorn, those with a specific interest could join a committee or commission, gain experience, then run for City Council. Springhorn also recommends the Shoreview’s Citizens Leadership Academy, a biannual six-week program that shows 20 residents the inner workings of different city departments as well as contracted departments like the Ramsey County Sheriff’s Office. “We always get people out of (that event) who, right away, want to sign up for a committee or a commission, and they end up being great members,” Springhorn said. After his term expires, besides playing trumpet for the Shoreview Northern Lights Variety Band, Springhorn will be both championing the next great council member and mowing his lawn. “I’m really trying to make my yard look a little nicer,” he said. The city of Shoreview’s next Citizens Leadership Academy is in 2027. Check shoreviewmn.gov/Ourcity/Community next year for more details.

ZONING CODE UPDATE: Planning Commission discusses comments Aug. 25

CWD confirmed in a wild deer near Stillwater

One of the proposed updates requires all floors above the third story of a building on an arterial road to have a 12-foot stepback.

A deer near Stillwater has been confirmed positive for chronic wasting disease (CWD). CWD is believed to be caused by prions, which are abnormal proteins that self-replicate within an infected animal. Prions are highly resistant to disinfectants, heat or freezing. There is no vaccine or treatment for CWD, and it is always fatal. CWD affects cervids, which include white-tailed deer, moose and elk, and it has no known cure. It has been found in more than two-thirds of the states in the U.S. A landowner observed the female deer near Stillwater for several days and noted it was unafraid of people and appeared emaciated. The person reported the female deer to the Minnesota Department of Natural Resources. On July 16, the deer died and DNR staff retrieved it, bringing it to the University of Minnesota’s Veterinary Diagnostic Laboratory for a necropsy and CWD testing. The DNR received confirmation of the disease earlier this week. “This discovery near Stillwater is unfortunate and highlights the

importance of the public’s awareness of and ability to report sick deer, as well as our protocol to have these deer tested for CWD,” said DNR Wildlife Health Program Supervisor Michelle Carstensen. “We thank the landowner who reported this animal because public participation is necessary to keep our deer population healthy.” This detection is located in deer permit area (DPA) 236 and is approximately 30 miles from the closest confirmed CWD cases in both Minnesota and western Wisconsin. Within DPAs where CWD has been detected and confirmed, the Minnesota DNR implements its CWD response plan. Multiple management actions are designed to help mitigate disease spread, including a deer feeding and attractants ban and, where appropriate, increased hunting opportunities with increased bag limits. The Minnesota DNR is working on what the surveillance response will be to the new detection near Stillwater. More information about CWD, hunting season surveillance, and what the DNR is doing to limit disease spread and protect the health of Minnesota’s white-tailed deer is available at mndnr.gov/cwd.

For more than 40, MAGC has recognized outstanding communication work from governments. “For the last several years, our communications team has been hard at work to build our social media presence and has done a great job of creating a reputation built on transparency and trust, as well as sharing any information, which is often mundane, in an engaging and fun way,” Assistant City Manager Renee Eisenbeisz. “This award recognizes that work and is for being community engagement category.” The recognized work centers around a viral post the city of Shoreview put on its Facebook page about overnight parking

permits. The comments, many from outside of Shoreview, asked about the necessity of the rule and questioned its enforceability. “Recognizing that we needed to respond, the team put together a funny and intelligent post a few days later that answered many of the questions we received,” Eisenbeisz said. The follow-up post received 11% engagement. A Facebook post’s average engagement is 0.15%. “It was a good recovery,” noted Council Member Paul Gardner. The next Shoreview City Council meeting will take place at 7 p.m. Monday, Aug. 17, in council chambers. Logan Gion

• Regarding the cyberattacks on 31 municipal water systems across the state and country, Council Member John Doan said that, based on information from city staff, he is confident that the city water systems are secure. “We have folks that are managing those cybersecurity threats,” said Doan. “I appreciate the work of staff to try to stay a step ahead of those bad global actors.” • Because Station 110 in Arden Hills is now the new Lake Johanna Fire Department Headquarters, Station 140, next to Island Lake Park, is vacant. In 2020, Blahut received a permit to build a detached garage on his property contingent upon the renovation of his existing attached garage. If progress is unsatisfactory, said Shoreview Assistant Community Development Director Niki Hill, the city will proceed with abatement. In this case, abatement is demolition of a detached garage on the property. Blahut addressed the council, saying that he has been in contact with the city manager, who told Blahut a new permit is forthcoming. Blahut also noted that he has a contractor and materials ready to go. • The city of Shoreview is receiving the Silver Northern Lights Award from the Minnesota As-

The second wall of the mural design. Local artists Lili Lennox and Sara Herman, who have worked together for more than 20 years, created the design that Gallery 96 Art Center chose. The piece highlights numerous pollinators and plants native to Minnesota.

Shoreview City Council approves mural design BY LOGAN GION STAFF WRITER

Minnesota’s native pollinators and plants will soon decorate the walls of the pedestrian and bike tunnel between the Shoreview Community Center lower parking lot and Snail Lake. Shoreview City Council approved the mural’s design at its Aug. 3 meeting. “I love everything about it,” said Council Member Paul Gardner. “I opened the (design) and just leapt out of my chair.” To complete the mural, Gallery 96 Art Center and the Shoreview Bikeways and Trails Committee secured grant funding for the project from the Shoreview Community Foundation and Ramsey-Washington County Metro

Watershed District. “Public art is an investment in our community,” said Council Member John Doan. “We’re lucky to have the Shoreview Community Foundation and the watershed district set up for this investment.” Gallery 96, from a pool of 41 applicants, selected local artists Lili Lennox and Sara Herman. The two have worked together for 20 years, starting their careers by painting backdrops for theaters. Since then, Lennox and Herman have completed projects in Minnesota as well as Chicago and Niagara Falls. Among the native plants in the mural are jack-in-the-pulpit, blue flag iris, meadow blazing star and black-eyed Susan. Among pollinators included are the bumblebee, American bluet damsel-

fly and swallowtail butterfly. “It’s nice to see the monarch doesn’t get all the love … We have some of the unsung bugs,” Gardner said. “My only worry is that it’s going to be so popular initially that people are going to stand in the tunnel (blocking) people coming around the curve.” Plenty of people will be standing in the tunnel when Gallery 96 hosts a community paint day to color the mural. The art center’s treasurer, Jeff Cooper, said that, instead of a paintby-numbers approach, volunteers will paint their own pollinator on a polytab mural cloth. “It’s a piece of sturdy fabric that … will adhere to the wall, and it will become seamlessly part of the overall mural,” Cooper said. “Then people will be able to say, ‘That’s my bee; that’s my

dragonfly.’” After the mural is finished, the mural will receive an anti-graffiti coating as well as a plaque recognizing the sponsors, artists and volunteers. Then, the mural, like the plants and pollinators it depicts, will itself become a Shoreview native. “This is an amazing piece of artwork that will live on for years to come,” said Doan. The Shoreview Mural Community Painting Event will be from 6-8 p.m. Thursday, Aug. 13, at Haffeman Pavilion, 4580 Victoria St. N. To register as a volunteer, send name and contact info to info@gallery96.com. Volunteers must be ages 12 and up, and those under 16 must be accompanied by an adult.

For more than a quarter of a century, Tom Carlisle has had the vision and the opportunity to build quality homes at a fair price. With a background as a master carpenter, Tom understands what it takes to construct a well built home. He founded Sherco Construction back in 1994 and has hundreds of homes for families who demand nothing less than absolute quality and craftsmanship. Tom is proud that many of his clients become repeat customers, building their second and third homes with Sherco Construction. This is a family owned business where pride is taken in knowing that we will be here to stand behind our product for years to come. We have built our reputation on not just the quality of our construction but the integrity to stand behind it. The Sherco team is proud to have the honor of being acknowledged with a 2019, New Home Reggie Award. Kitchen Remodels, Bathroom Remodels, Four Season Porch add-ons, Decks and patios, Finished Basements, Entire Home Remodels. You name it and we can help you overcome your current home’s issues and create the home you envision. Our expert design team can help overcome any design issues that many homes face and convert any outdated space into the open concept and contemporary designs that homeowners are longing for, without having to uproot or relocate the family.

City of Arden Hills expected to allow TCAAP building demolition The city of Arden Hills is addressing recent trespass incidents on the Hillview Business Park/ Primer Tracer portion of Twin Cities Army Ammunition Plant site. According to a memo from the city of Arden Hills, the owner of the business park—Maplewood Development, Inc.—is expected to present a variance request to the Arden Hills council on Aug. 10, after press deadline, to demolish above-ground structures, install a fence and fill in subgrade, or formation-level, structures on their property. Staff is requesting Arden Hills City Council consent to the variance application. Per the memo: “Pursuant to MN Rules … the city of Arden Hills is the ‘Responsible Governmental Unit’ (RGU) and is therefore responsible for determining whether the process for each step of the environmental review process is adequate.” In 2024, MDI purchased 62 acres of the TCAAP site from the U.S. Government. MDI is proposing a to build a light-industrial development there; city and developer consulting teams are currently drafting a scoping decision document regarding the development, in accordance with the Minnesota Environmental Quality Board (MN EQB). Under normal circumstances, the draft document must be completed prior to beginning any construction project. A variance may be granted, however, if the

RGU consents to an application and the MN EQB determines that construction is necessary to avoid a serious threat to public health or safety. MDI has submitted to city staff that demolishing above-ground structures on their property may “reduce the likelihood of further life safety issues resulting from the existence of what has become an attraction for nuisance and illegal activity.” The city’s memo cites numerous reports of trespassing on the TCAAP site, including MDI’s property. The most notable of these reports was a fatal firework incident that occurred over Fourth of July weekend. Other reports include the gate to the site being breached, likely by vehicles being driven through it, and a fire that necessitated a response from Lake Johanna Fire Department. The proposed resolution that would allow MDI to seek demolition permits comes with conditions. MDI must provide erosion control; must not remove or damage significant trees or wildlife; and must not perform any site preparation, excavation or grading work beyond demolishing the structures. For more details on the Hillview Business Park/Primer Tracer site, visit cityofardenhills.org/1268/Hillview-Business-Park.

Bateman, former Mustang, breaks into big leagues with Toronto BY BRUCE STRAND SPORTS CONTRIBUTOR

Batting leadoff for the Toronto Blue Jays on Sunday was none other than Brett Bateman, former Mounds View and Minnesota Gophers standout. The fleet, 5-foot-10 Brett center fieldBateman er made his major league debut over the weekend in Philadelphia. In just his third game, he was

inserted at leadoff. He went 2-for-6 with an RBI single, striking out twice, in a 12-inning, 7-6 loss to the Phillies. In the three-game series, Bateman went 3-for-14 with an RBI, two runs and two walks. He rapped a double off the wall in his first at-bat, on the first pitch thrown to him, in the big leagues. Bateman, 24, originally drafted by the Chicago Cubs in 2023, was acquired by the Blue Jays in a trade last week. This season, with the Iowa Cubs, Chicago’s Triple A team, he was hitting .313 with 20 stolen bases, three homers, 33 RBIs and 61 runs.

The Blue Jays had him ticketed for their Triple A team, Buffalo, but called him up to fill a spot after infielder Luis Urías was injured and another center fielder, Daulton Varsho, was traded to Houston. In his senior year with the Gophers, 2023, Bateman hit .354 with 29 runs and 17 steals in 50 games, with his range in center field also attracting pro scouts’ attention. He’s the second MVHS graduate in the big leagues, joining Sam Hentges, San Francisco Giants pitcher, formerly with the Cleveland Guardians.

SPORTS BRIEFS Local water skier wins

Sperbeck hits .400 for Bethel

Stephen Nelson, 80, of Arden Hills, placed first in his age group in Trick Skiing at the Minnesota State Waterski Tournament on July 24, 2026, at Trophy Lakes Estates III in Center City, MN. He also was top in his division at Midwest Regional Water Ski Championships July 31 at the same site. Nelson will advance to the national tournament, through Aug. 16, also at TLE III. The last time Minnesota held a national tournament was in 1960 and 1965 on Lake of the Isles in Minneapolis.

Hayden Sperbeck, a sophomore infielder for Bethel University sophomore and Mounds View High School alumni, hit .400 over all games this season, getting 60 hits from 150 atbats—with five homers, two triples, 22 walks, a .492 on-base-percentage and 8-for-9 stealing bases. He helped the Royals post a 29-10 record. In Minnesota Intercollegiate Athletic Conference (MIAC) games, Sperbeck batted .489, second best in the league. Defensively, Sperbeck had a .936 field percentage and took part in five double plays.
