To Our Readers

elcome to the St. Croix Valley Community Insider Guide. This publication is brought to you by the Lowdown, the St. Croix Valley’s only locally-owned community news magazine, in cooperation with our advertisers. The year 2020 has proven to be a difficult one. The COVID-19 pandemic has impacted our ability to get out and do many of the things we enjoy. At the time of this guide's printing, most concerts, theatre performances, art exhibits, craft fairs, sporting events, and bicycle and running races that we would typically include in our events calendar have yet to be rescheduled. Some annual community events, festivals and parades have been canceled this year. We are hopeful local businesses, theaters, playgrounds, art centers, bowling alleys, museums, libraries, and community centers will re-open soon. Many organizations are offering programs in a virtual format. There is always good news! We can enjoy boating, fishing and water sports on the St. Croix River and our beautiful lakes. We can visit our local parks and trails and go on a family hike or bike ride. Farmers markets will open. We can play golf and tennis with friends, or go hunting. We can take in spectacular

downtown and river views while dining outdoors at local restaurants. With some activities and locations having restrictions and modifications, we recommend readers call or check the websites we provide prior to venturing out. Your community newspaper will continue to be your best source of news and information during and after this crisis, and we look forward to letting you know about local events, recreational opportunities and leisure activities as they are rescheduled and re-opened. In the meantime, we hope you’ll use this guide as a road map of your community to become better acquainted with community services, local government, education, health care, and commerce. Our group of locally-owned newspapers includes the Shoreview Press, the Vadnais Heights Press, North Oaks News, the Citizen, the Lowdown, the Quad Community Press, and the White Bear Press. St. Croix Valley History

n 1836, the St. Croix River was included in the new Wisconsin Territory, but the land between that river and the Mississippi was still unceded Indian land. Lumbering interests put pressure on the U.S. government to purchase the pine lands of the St. Croix. In July of 1837, Governor Henry Dodge of Wisconsin Territory met with the Chippewa, or Ojibwe, at Fort Snelling, where a treaty was made whereby all lands of the Chippewa, between the Mississippi and St. Croix Rivers up to the 46th parallel were ceded to the United States. Another treaty was signed in Washington D.C. that September with the Sioux, or Dakota, who had claimed the lands now included in Washington County. The treaties were ratified in 1838. Even before ratification, white settlers began pouring into the newly ceded triangle of land between the two rivers. A claim from Justice of the Peace Joseph Renshaw Brown became the county seat of St. Croix County, Wisconsin Territory in 1840. In 1842 two eastern lumbermen, John McKusick and Elam Greeley, formed the Stillwater Lumber Company east of Main Street. McKusick is credited with naming Stillwater because of his fond memories of Stillwater, Maine near his hometown, and because of the stillness of Lake St. Croix. The second framed building was McKusick’s boarding house, up the hill from the mill on what became Myrtle Street. McKusick also constructed a company store at what is now the corner of Main and Myrtle Streets. Sylvester Statelar set up a blacksmith shop nearby. As word spread of the new mill, settlers began arriving. A missionary, the Rev. William T. Boutwell, traveled the St. Croix River and would gather the people together at McKusick’s boarding house to give sermons. Boutwell located permanently in the Stillwater area in 1847 and became one of the founders of the First Presbyterian Church.

A memorial bench in Pioneer Park offers an unobstructed, early spring view over downtown Stillwater and the south hill including landmarks like the Main Street stairs, Chilkoot Hill, St. Michael’s Catholic Church, the historic Washington County Courthouse and the Veterans Memorial.

In January 1846, Stillwater was made the new seat of St. Croix County. More mill workers called for their families to join them and by that summer, at least 10 married couples, as well as dozens of single men, made Stillwater their home. The first court was held in Stillwater in June 1847 in McKusick’s store. After Wisconsin became a state in May, 1848, all the ceded lands west of the St. Croix and Mississippi Rivers were left without government. Joseph R. Brown and others called together settlers in this unorganized territory to meet in Stillwater on Aug. 26, 1848, in what has become known as the “Stillwater Convention.” Delegates drafted a Memorial to Congress that a new territory be created and named “Minnesota;” they elected Henry Sibley to deliver this citizen’s petition to the U.S. Congress. Sibley’s actions in Washington helped speed the formation of Minnesota Territory, which was organized in March 1849. Because of that convention, Stillwater calls itself the “Birthplace of Minnesota.” On Sept. 12, 1848, the village of Stillwater, Wisconsin Territory, was officially surveyed and platted. Minnesota became a territory in March 1849. The first legislature named Stillwater the county seat of the new Washington County. A courthouse was built at the corner of Chestnut and 4th Streets on land deeded by John McKusick and was finished in August 1849. www.presspubs.com

Construction began on the Minnesota Territorial Prison in 1851, and it opened in 1853. On March 4, the same day as St. Paul, Stillwater was incorporated as a city, John McKusick, the man who named the community, was elected Stillwater’s first mayor. Lumbering remained the predominant area industry through the second half of the 19th century, and in the early 1900s the town reached a peak population of 18,000. However, according to the city of Stillwater website, by 1914, the St. Croix lumbering boom was over and shortly thereafter, that population shrank to about half. At the same time, the new state prison had been built in what is now Oak Park Heights, bringing new economic activity to the area, but there was little new construction in the 1920s and 1930s. At that point the town “settled in as a quiet provincial town in the Midwest,” according to the website. In the 1970s, it reports, the town started to become a mecca for tourists and commuters to the city who still wanted a small-town lifestyle. Today, residents of the St. Croix Valley area, as well as thousands of tourists who visit each year, enjoy a thriving retail and restaurant scene along with unique local events and a plethora of recreational opportunities year-round.
