Centerville assessment shows slight drop in property valuations The Centerville City Council recently had its yearly visit from City Assessor Mary Wells, SAMA, and her team.

Accompanying Wells at the Local Board of Appeal and Equalization meeting were Chris Larson, AMA, Erik Skogquist, SAMA, and Diana Stellmach, senior manager in the Anoka County Assessment Office.

Their presentation of the city’s 2026 property assessment report included a public hearing that opened and closed quickly without comment.

During the presentation, Wells focused on residential values, while Larson focused briefly on commercial valuation.

The 2026 assessment for Centerville is based on 1,664 parcels of property within the city, 260 of which were inspected during the quintile review process (20% of all properties within

commercial/ industrial made up the rest. Of the 60 residential sales, 40 of those sales met the criteria of “qualified sales,” according to the Minnesota Department of Revenue.

The Centennial School District’s long-range plan, also referred to as Centennial Forward, continues to be refined as district staff continue to work with the School Board and outside stakeholders.

Centennial Forward is expected to be implemented over the next decade. It will help ensure district schools remain vibrant, safe and prepared to meet the evolving needs of current and future students.

The district has collected another round of feedback from the board. Superintendent Jeff Holmberg said based on that feedback, the district has been able to refine the plan, bringing more clarity and helping reduce the scope of the project.

Holmberg said some of the conceptual drawings will be updated, as some of them have things accentuated a bit more prominently than what was anticipated.

“Some of our elementary renderings looked like they were going to receive a little more of a refresh, when that was not the case,” he said. “We also discussed the second level of Blue Heron (Elementary) and looking at the cost benefit level … Ultimately, (we are) moving forward with a concept (plan) to take that second level out.” The concept plans for the baseball and softball fields will also be included in the revision process.

There was also conversation about the playground overlap and relocation at Rice Lake Elementary, pending the addition to the school’s cafeteria. At Golden Lake Elementary, Holmberg said discussion revolved around the kitchen and cafeteria expansions.

Conversation mainly focused on consolidating the entrance to a better location and shifting the restrooms that were proposed for that addition.

Discussion about the plans for the middle school focused on finding a different option for the district’s bus road partnership with the city as well as leaving the middle school track and field in its current location.

Ultimately, the bus road project will not be included in the referendum. The district is still exploring its options and has not had substantive conversations with the city.

There was also discussion about the possibility of relocating the tennis courts to the high school.

Holmberg added conversation also included having a more dedicated space for tennis courts at the high school and concentrating the second referendum question only on the two-court addition at the high school.

Holmberg said the board and district staff also talked about financial considerations on the operational side. The school district is exploring an increase in its general education revenue through an operating levy with an estimated annual increase of approximately $1.95 million, a $300 per-pupil increase, or an increase of around $2.4 million, a $375 per pupil increase.

The metro average for an operating levy is $1,519 per pupil; the maximum allowed by the state is $2,340 per pupil. Currently, Centennial is at $995 per pupil. “(We) also explored what that looks like with bond Question 1 and bond Question 2, or is it possibly a

joint bond question?” Holmberg added. “Since all those meetings and since our long-range plan, we’ve continued to find ways to have that conversation for you (the board) to set the stage for that conversation coming up in May.” These revisions have allowed Director of Business Services Patrick Chaffey and his staff to bring the total costs associated with the long-range plan down to $108.4 million. Before, the plan was estimated to cost $121 million (see “Revisions continue to Centennial’s long-range plan,” Quad Community Press, March 24, 2026). Included in project costs is room for 20% inflation.

To help cover these costs, the district has proposed adding two referendum questions to the ballot for the November general election. The first question would help allocate $94 million of project costs, while the second would cover the remaining $14.4 million.

Board members will have the opportunity to discuss at their next work session whether they want to have a combined proposed bond question on the ballot, or two individual questions.

“If you were going to have the two questions (referendum), it would be Question 1 would pass, then Question 2, not independently,” School Board Vice Chair Sue Linser clarified.

Holmberg said if the board decided to have the two bond questions, that would be the direction.

He explained that Question 1 would need to pass Question 2. Chaffey added at the next work session, staff will have the sample bond language available to the board for review.

“Remember, we started out at a very high level, $225 million … We’ve been working down to that first question, which was $109 million, and is now down to $94 million,” Chaffey said. “I appreciate everybody’s time that went into this. There was a lot of refinement.

We’ve refined a lot. It seems that every week there was a little bit more, and a little bit more.”

“I’m really happy with the process, how transparent it’s been, how much involvement we’ve had,” School Board Chair Tom Kinsley said. “The process has been very, very good.”

Next month, the board will meet with district partners for continued discussion at a work session.

Graduation season

G

raduations are in full swing across the country for colleges and universities. We were delighted to be among nearly 40,000 family and friends celebrating our daughter's graduation at the University of Colorado-Boulder this past weekend. Leading up to commencement, anxiety can build as students wrap up projects, presentations and finals. Emotions are high as the realization hits that friends will be going separate ways after graduation and time is limited for catching that one last Thursday night out at Rosetta Hall.

My parents and my in-laws were Publisher’s able to attend our daughter’s graduation. The ceremony was held on View Folsom Field, home of the ColoraCarter Johnson do Buffaloes football team. Built in 1924, it currently seats 53,750 spectators. Our day began with a 7 a.m. morning hike into the stadium to get a seat. The scene is breathtaking in more ways than one - the crisp mountain air was brisk and elevation robs one of oxygen, but the stadium also has one of the most beautiful backdrops with the Flatirons that are part of the front range of the Rocky Mountains. As the sun began to rise in the bluebird sky, it became hot, volunteers handed out paper fans and sunscreen.

With the students all standing at their seats, they looked like a shimmering wave of success. They looked outstanding in their caps, gowns and variety of colors of tassels, cords and stoles representing the programs they majored in and honors and recognitions. The keynote speaker was actress Kristen Davis, best known for her role as Charlotte in “Sex in the City.” She spoke about the excitement of getting her first major role on “Melrose Place” and then disappointment shortly after when her character died and was written out of the show. She said as you go out into the world, doors will start to open and you have to go through them. “Do not set limits on what you envision for yourself,” she said. “Dig deep to find the vision of what you want for your own life and for others. And have the faith in yourself to pursue that vision.” My daughter's takeaway from her message is to say “yes” to opportunities.

One of the graduates was Shedeur Sanders, now the 24-year-old quarterback of the Cleveland Browns. He seemed to be primarily with his filming crew and posting pictures and video on social media. It was fun that two former Mahtomedi Zephyrs were spotted in the background of one of his graduation reels.

Our local high school seniors are next up to graduate in the coming weeks. Many thanks to the parents, friends, neighbors, teachers, pastors and coaches around our communities who have been part of our children’s lives. It’s the amazing people in communities that make the difference. Congratulations to all of the students and families celebrating a graduation milestone in 2026.

I'll end with the quote Kristen Davis shared with the CU graduates by Henry David Thoreau: “If one advances confidently in the direction of his dreams, and endeavors to live the life which he had imagined, he will meet with a success unexpected in common hours.”

Welcome Spring, and Gipsy Danger

h, Spring. It’s been my favorite season since I was little. After a long winter, it feels good to see the snow giving way to green grass and neighbors coming back outside. The longer days aren't bad either. Whether its kids riding bikes, people digging in Movers & their gardens or neighbors Shakers catching up Matt Percy across the driveway, spring brings a renewed sense of energy to our community.

One of the best examples of that spirit was our April 18 Spring Cleanup Day. The morning started raw and windy and even had a few flakes – I joked with folks that it was more like Winter Cleanup Day – but that didn’t stop people from turning out; the line remained steady for four hours! It was wonderful to see so many show up, take care of their homes and help keep our city looking good. This is the kind of event that reminds me of what makes Circle Pines spe-

cial. We are a small city, but we have a strong sense of pride and a willingness to do our part.

Thank you to everyone who participated in Cleanup Day, as well as our city staff, public works team and Republic Services who helped make the event run smoothly. Keeping our city clean and welcoming does not happen by accident. It takes residents who care, and Circle Pines has plenty of them.

The season also means renewal and this year it brought a big change for our family. We welcomed a new Springer Spaniel puppy: Gipsy Danger -- yes, sci-fi fans, her name comes from a movie. She is energetic, friendly and very happy that warmer weather has arrived. It doesn’t hurt that her breed is appropriate for this time of year.

Gipsy’s responsibilities are still being worked out, but so far they include greeting neighbors, romping through the woods, inspecting sticks, and chewing on literally everything -- OK, that last one might not be an official duty. For her, every day brings something interesting, even though we might consider it routine. For example, I see our house’s back door, but she sees a piece of wall that suddenly “moves,” and behind it are all

sorts of adventures. This leads to a lot of time staring at the door, waiting for the magic to happen. It’s a sense of wonder at the newness of it all, and that’s also a very important aspect of spring.

This is a great time to enjoy the places that make our city feel like home. Finally, we can get outside! Our trails and open spaces give us many ways to reconnect after the winter months. I hope everyone takes time this season to enjoy a walk, paddle down Rice Creek, wave to a neighbor, and appreciate the environment we all share. Baseball games are already rolling at Carl Eck Park. Fishing rods are casting on Golden Lake. And our Music in the Park series is right around the corner. Strong communities are built through everyday connections, and those connections are alive and well in Circle Pines.

Thank you for the continued privilege of serving as your mayor. I look forward to seeing many of you around town this spring — and chances are you will run into Gipsy too!

Lino Lakes Police Department welcomes 3 new officers Kayla McKinney, Colton Timmons and David Staigerwald have each taken their oath of office to join the Lino Lakes Police Department. McKinney, Timmons and Staigerwald will join the department as police officers.

McKinney previously served as a firefighter with the North Branch Fire Department.

According to Lino Lakes Chief of Police Curt Boehme, she joined the Lino Lakes Police Department in February 2024 and served as a community service officer. This last June, she began her training as a police officer.

CENTERVILLE CITY COUNCIL TIDBITS • Due to quorum issues, calendar anomalies and holidays, the city may occasionally meet less frequently than every two weeks. Yet city business must still get done. Therefore, staff requested a change to allow payments to be made in the interim when there are more than two weeks between meetings. The city will experience a three-week gap between the April 23 and May 14 meetings.

This means that some invoices would have to wait four weeks to be paid. Payments could be late or show up as past due on upcoming statements. At its April 23 meeting, council unanimously (4-0; Mayor Nancy Golden attended via Zoom and other technology) approved a resolution delegating authority to pay certain claims in a timely manner when there are more than two weeks between meetings to pay bills.

Passing this resolution will give the city administrator or her designee authority to

disburse payments. The city must also establish internal accounting and administrative control procedures and prepare annual audited financial statements, as a result.

• There won’t be any huge bill-paying gap resulting from the cancellation of the June 25 meeting, due to a lack of quorum. But there will be a change in the meeting date, because council members will either be at the League of Minnesota Cities conference in Rochester from June 24-26 or out of town on vacation. That June 25 meeting and work session have been rescheduled to 6:30 p.m.

Monday, June 22, at City Hall. The work session will begin at 5 p.m.

CIRCLE PINES CITY COUNCIL SNIPPETS Addition who are new to Centerville will be able to install their 5-foot black chain link fence within the side and rear right-of-way/ drainage/ utility easements on their property after council approved an encroachment agreement permitting the installation.

• The annual Fêtes des Lacs celebration is a little more than three months away, and the city is already taking care of one of the most important events — the fireworks show. For the past several years, the city has contracted with PC Pyrotechnics Inc. of Rockford, Minnesota, and has been satisfied with the services provided. At the recommendation of city staff, council approved PC Pyrotechnics as the city’s 2026 fireworks provider for $8,500. The display will be at 10 p.m.

• Council Member Meagan Bachmayer and her neighbor have created the Circle Pines Conversation Corps, a volunteer group. Bachmayer said the group will focus on tackling buckthorn in the community. Buckthorn is an invasive shrub and has spread into the city’s woods. Bachmayer encouraged those who are interested in joining the group to send her an email at meagan.bachmayer@gmail. com.

• City Administrator Patrick Antonen announced that the water tower project has started.

If everything goes as planned, the project will be completed by midsummer. He added the city has switched over to Blaine’s water system for the next couple of months due to the project. Residents might notice a slight difference in the water, such as a stronger smell of chlorine. Antonen said the water is safe to consume.

• Spring Lake Park-Blaine-Mounds View Fire Department Fire Chief Dan Retka provided a Quarter 1

update to the council. SBM Fire Department currently serves over 106,000 residents. So far, the department has responded to 874 calls for service. The total average response time is 4:47 and the total turnout time average is 2:10 (see full story in next week’s issue).

• Antonen presented multiple environmental initiatives the city is taking to the council. The presentation, according to Antonen, coincides with Earth Day and has been presented to the council for the last five years. The big initiative the city completed this year was installing electric vehicle charging stations in the parking lot at City Hall. These charging stations were purchased with a grant (see full story in next week’s issue).

The next City Council meeting will be at 7 p.m. Tuesday, May 12, at City Hall.

Warm weather is here, so are the e-bikes

With the arrival of summer that brings increasing e-bike use, communities are experiencing challenges in many areas. Chief James Mork of the Centennial Lakes Police Department recently gave a presentation to the Centerville City Council and talked about e-bike safety and law enforcement efforts.

Some of the concerns about e-bikes include high speeds and reckless driving, serious injuries and potential for death, crowded bike paths, a disregard for the seriousness of riding an e-bike and municipalities that lack well-defined laws on the books.

Cities and public safety agencies have yet to come up with guidelines and laws that work for the different types of e-transportation available, but in the meantime, the CLPD has a plan to make everyone safer.

To address e-bike issues and keep everyone safe, the CLPD will engage in education and enforcement, provide information on social media, work with area schools, post electronic sign boards with new information, increase CLPD bike patrols during peak times, work with lawmakers to update state statutes, share information at bike rodeos and summer events, and examine local city ordinances.

Even though clear guidance on e-bikes may be lacking at the moment, Chief Mork said it is always a good idea when riding a bicycle to follow basic bicycle safety rules: • Wear a helmet • Avoid distractions • Walk your bike in crowded areas • Announce “on your left” when passing on a shared pathway

The Anoka County Sheriff's Office has been educating and enforcing laws regarding electric-assisted bicycles, motorcycles, dirt bikes and motorized foot scooters.

Electric-Assisted Bicycle - Must be 15+ to operate.

- May operate in the same manner as provided for operation of other bicycles.

- Electric-assisted bicycles have a saddle and fully operable pedals for human propulsion.

Motorcycles (electric or gas) and electric dirt bikes - Valid license with a motorcycle endorsement.

- Not allowed on bike paths or sidewalks.

- All traffic laws apply to the operation on roadways.

- Must have operational headlights and taillights, at least one rearview mirror, and insurance.

Motorized Foot Scooter - Must be 12+ to operate.

- Protective headgear required for operators under 18 years old.

- Must be equipped with a headlight and taillight.

- Shall have the rights and duties applicable to the operator of a bicycle.

know the differences between an e-bike and an e-moto: they are significant.

The three-tier e-bike classification system was adopted in 2014

by PeopleforBikes, a national advocacy group and industry trade association) and the Bicycle Products

Suppliers Association (BPSA). This classification is now used in statutes adopted in more than 36 states (www. peopleforbikes.org).

An e-bike may or may not have a throttle. Class I and Class III e-bikes do not have a throttle; riders must pedal to make the bicycle go. Class I e-bike motors cease to provide further assistance when the bicycle reaches 20 mph. Class II e-bikes have a throttle, but the bicycle’s motor ceases to provide further assistance after speeds reach 20 mph. Class III e-bike motors cease to provide further assistance when the bicycle reaches 28 mph. All e-bikes, however, are electric-assist, meaning they have functioning pedals.

Under Minn. Stat. §169.011, a legal electric-assisted bicycle must have functional pedals, a motor that does not exceed 750 watts, and a top assisted speed of 28 mph. An e-bike may be ridden in city parks and on streets and trails, according to Minnesota’s e-bike law.

An e-moto, on the other hand, can reach speeds of up to 60 mph; e-motos don’t have functioning pedals, just a footrest. An e-moto is for off-road riding and must be ridden on private property.

Some local jurisdictions have adopted regulations for e-bike and e-moto use, while the Minnesota Legislature is currently discussing how to regulate them. The University of Minnesota, for example, currently does not allow e-motos in its biking facilities, shelters, lockers and bike lanes (https://pts.umn.edu/).

• A grading agreement for the Peltier Ponds development has been approved by the city council, allowing site work to begin within the project area. The applicant, U.S. Home LLC, is proposing a residential development located west of 20th Avenue across from Watermark, east of Peltier Lake, and north of the Centerville city border. U.S. Home is now requesting authorization to commence grading on the site. In accordance with City Code Section 1001.145(2), site grading, wetland mitigation and installation of stormwater management facilities may proceed following preliminary plat approval, provided that a grading agreement is approved and financial securities are submitted. As part of these requirements, the applicant must provide a cash escrow in the amount of $65,707 to cover city costs along with a letter of credit totaling $671,667 to ensure completion of the required improvements.

• Pearson Brothers Inc. will be responsible for the completion of the 2026 seal coat and crack fill project after the council accepted its bid of approximately $112,477. The project includes seal coating and crack filling on approximately 3.3 miles of street in the Stoneybrook neighborhood and the Rohavic Oaks neighborhood. The completion date for this project is Aug. 31.

• The council has authorized the preparation of plans and specification for the Production Well No. 7 project. Currently, the city has six water production wells to meet the domestic water supply needs of the community. Well No. 2 has not been used since 2019 due to its poor water quality. Well No. 7 is being constructed to replace it. The well is planned to be constructed at the water treatment plant site for direct connection to the new plant. WSB has submitted a proposal to complete the engineering design, bid documents and construction services for the Well No. 7 project, not to exceed the amount of $150,255. The estimated project total cost is $1.1 million. Funding for the project is from the trunk area and unit fund.

The next City Council work session will be at 6 Metro p.m. Monday, May 11, followed by a regular City Council meeting at 6:30 p.m. at City Hall.

Cougar girls top field at Coon Rapids track meet The Centennial girls placed first among seven teams, winning five events, in the Coon Rapids Invitational on Friday. The top three teams were the Cougars with 145.5 points, Osseo 127.5 and Duluth East 114.

Hailey Peterson won high jump with 5-3, placed third in pole vault (10-6) and fourth in triple jump (33-2 1/2).

Amelia Sutch won triple jump (36-8) and placed fifth in discus (91-6) and seventh in long jump.

GIRLS GOLF Centennial has placed sixth of 13 teams in all four Northwest Suburban Conference (NWSC) meets (which switched from nine to 18 holes this year) and fourth and sixth in two invitationals. Senior captain Taylor Thor has been top-four all but one meet and medalist twice. Last week the Cougars were sixth at White Bear Lake’s invitational with 380 at Oak Glen and sixth at a NWSC meet with 387 at Majestic Oaks, where Thor was medalist with 76 and notched her first competition eagle. The Cougars have 31 players this year, the most ever, with more JV and B team meets.

“Our golf season is very short,” said Coach Nicole Christensen. “So we try to give our players the opportunity to learn about swing mechanics, putting drills, ways to use the clubs differently, exploring new ways to save strokes on our short game and how to keep a positive mentality. Our team continues to improve every day.”

BOYS TENNIS Centennial (5-4) lost three straight matches, to Rogers 4-3, Elk River 5-2 and Andover 6-1, before edging Spring Lake Park 4-3 on Friday, with a doubles sweep by Zachary Thompson/Caleb Nelson, Justin Driver/Isaac Lutz and Jeremiah Sisk/ Brady DeBois, while Victor Moau won 1-singles. Against Andover, Nelson/ Thompson won 3-7, 6-7, 7-2 (6-2).

BASEBALL Centennial (9-2) defeated Champlin Park 6-2 on Thursday and Robbinsdale Armstrong 5-2 on Friday after losing to Totino-Grace 3-2 on Tuesday. Against Champlin Park (7-4), Jaden Anderson threw 5 1/3 innings (two runs, one earned)

with Jack Ruhberg finishing. Cooper Sanders had a homer, single and three RBI’s. Logan Mielke rapped a double and two singles for two RBI’s. Against Totino-Grace (7-5), Tommy Meyer (5 2/3 innings, three runs) took the loss. Mielke was 2-for-3 and Calvin Coppersmith hit a sacrifice fly.

SOFTBALL In a game with 15 hits by each side, Centennial (6-3) outlasted Champlin Park on Thursday 15-10. The Cougars lost to Maple Grove 6-5 Tuesday and Forest Lake 6-0 Saturday. Against Champlin (7-3), Cougar ace Kendal Saffert took a beating but got the win.

Grace Lien was 4-for-4 (four runs, RBI, two steals), Denver Hogberg 3-for-3 (dour RBI’s, two runs), Kendall Cochran 2-for-4 (three RBI’s, two runs), and Brooke Springman 2-for-2 (RBI). Grace Nickel and Bella Thomas each had two RBI’s. Against Maple Grove (9-5), the Cougars got a threerun double by Nickel in the seventh to tie the score 5-5 but lost in the eighth.

Saffert and MG’s Merritt Aalborg pitched. At the U of M on Saturday, Forest Lake (16-2) got a one-hitter with 12 strikeouts from Avery Muellner, who also had a triple, single and two RBI’s. Lilly Renslow had the lone hit.

Saffert (five runs, four innings) and Kaylee Schumacher (one run, three innings) pitched.

GIRLS LACROSSE Centennial (4-4) beat Spring Lake Park 17-3 and lost to Blaine 8-6 last week.

BOYS GOLF Centennial placed sixth of 12 teams in the Northwest Suburban Conference mid-season meet Thursday at Baker National. TotinoGrace won with 298, led by medalist Colin Ramos with 70. For the Cougars, Cooper Daikawa placed ninth with 77, Caleb Lounsbrough 13th with 78 and Colton Lange 17th with 79.

BOYS TRACK AND FIELD Centennial, strong in field events and relays, placed third of seven teams in the Coon Rapids Invitational on Friday. Top three teams were Coon

Rapids with 185, Osseo 155.5 and the Cougars 135.5. Tristan Hanson won high jump (6-4) with Ryan Lindsay fourth (5-10) and Caleb Tran sixth (5-6). Owen Carter was second in shot put (48-8 1/2) with Andrew Russell third (46-2 1/2), Brayden Boesch fifth (45-1) and Pike Wold seventh (44-10 1/2). Carter was second in discus (156-7) and Boesch seventh (117-11).

Evan Sikkink took second in pole vault (11-6), with Devin Swenson sixth (9-6) and Paxton Lehman seventh (9-0). Oswego Wreh won the triple jump (44-5 3/4). Skylar Mortenson was second in long jump (19-3). Centennial won the distance medley relay (11:26) with Kyler Nielsen, Eliot Shepard, L. Flaschberger and Liban Ahmed (11:26). They took second in the 4x200 and third in the 4x800 and 4x100.

NAMES IN THE NEWS Anita Loft, a cook at Centennial High School, has been named the Midwest Region Employee of the Year by the School Nutrition Association (SNA).

The award recognizes the valuable contributing school nutrition employees who exhibit remarkable commitment to both their school meal program and students they serve.

Loft knows students by name. She serves more than 350 students on her own

each day in the store, where they have options from the school’s grab-and-go menu, and provides healthy alternatives such as fresh salads to the main lunch menu. She works to develop a connection with each student.

Some students will not stop at the store on the rare days she’s absent.

The Employee of the Year Award was created to recognize outstanding school nutrition employees who influence the quality

of school meals through customer service, an interest in young people, cooperation, work attendance, creativity, participation in professional development and their willingness to go above and beyond the call of duty.

Professional growth and development are important to Toft. She is working to earn her SNA Level 4 Certificate and is eager to watch training videos to keep up to date with the latest best practices related to her profession.
