The state first celebrated the day in 2017 to recognize school bus drivers for their efforts to go above and beyond in transporting students to school every day. It’s no secret. The achievement gap still exists, but Centennial High School is searching for creative solutions to try to narrow it. After months of waiting, a judge has weighed in on the appeals made by several cities in the north metro regarding the White Bear Lake level lawsuit. Administrative Law Judge Eric Lipman issued his Findings of Fact, Conclusions of Law and Order regarding the amendments made several years ago by the Minnesota Department of Natural Resources to some area water appropriation permits. Seventeen permit holders — including 10 municipalities, three country clubs, several businesses and St. Paul Regional Water Services — formally contested changes to their permits. In 2018, the DNR amended the cities’ water appropriation permits to require those cities to: 1. Plan on converting water supplies from groundwater to surface water sources 2. Prohibit lawn irrigation on residential properties whenever the elevation of White Bear Lake falls below 923.5 feet 3. Plan to phase down the average amount of water used in the community 4. Report on efforts to collaborate with neighboring communities on reducing water usage. Each city challenged the lawfulness of one or more of the amended conditions, which resulted in the contested case hearing before Judge Lipman at the end of 2023.

their needs,” Swenby said. “We were thinking it would be awesome to take a step back and create something special — just for girls.” The hockey moms started researching and connecting with people in the manufacturing industry. They knew they wanted their first product to be a stick. So, they began experimenting with length, design and flexibility. “We wanted to create something that was going to be lightweight and easy to use,” Swenby said. “Through testing, we have been able to perfect that mix.”

Two local hockey moms hope their new brand will empower girls, both on and off the ice. Kristy Swenby, of Blaine, and Michelle Schlipp, of Centerville, both grew up blocks away from each other in Circle Pines while they were in elementary school. Both are Centennial graduates. Swenby was on the first Centennial girls’ hockey team back in the 90s. “I didn’t really have any formal training before then … I joined on a whim as they were starting the new team,” she recalled. “That was my first exposure to girls hockey as it was becoming more popular.” Although Schlipp never
played hockey herself, she grew up around the sport because her father played hockey and several nieces and nephews. Fast forward all these years later and both of their daughters are involved in the sport. Swenby’s 10-year-old daughter plays, and so do Schlipp’s 7 and 8-year-old daughters. A couple of years ago, the two were talking in the middle of hockey season about how there seemed to be a lack of equipment that was specifically designed for female players, and the idea for Powr Hockey was born. “When you look at hockey, there are so many big brands that are focused on men and

She said because she was concerned about the city staff’s current workload and no one staff member had expressed interest in the temporary position, she recommended the council look outside of the city. Cotton said that typically, retirees can serve in that role or an administrator who is “in a transition” and not currently working for a city. One name that has come up that the City Council is interested in talking to is Dave Pecchia, the city’s former police chief of nearly 17 years (1993 to 2010). Cotton suggested she could reach out to the League of Minnesota Cities for a list of retired city administrators who are available for temporary positions.

A search is underway for the city’s next interim administrator. City Administrator Sarah Cotton has submitted her resignation. Her last day with the city of Lino Lakes will be Friday, Nov. 15. She has accepted the city administrator position in Andover. “One city’s loss is another city’s gain,” said Mayor Rob Rafferty. Cotton served as the city’s finance director for almost five years before being selected as the city administrator after former City Administrator Jeff Karlson retired in 2020. “It is extremely important that we try to address as much as we can in short order if there is any

The parcels are located south of County Road J/ Ash Street/ CSAH 32, west of Centerville Road/ CSAH 21 and north of Wilkinson Lake Boulevard. The development contains four parcels totaling approximately 76 gross acres and comprises a mix of residential housing types and commercial development. North Oaks Company LLC submitted a Planned Unit Development (PUD) concept plan for review in September 2015. The concept plan included two parcels totaling 46 gross acres and consisted of a residential mix of single-family homes, twin homes and senior housing rentals totaling 136 to 161 housing units. LINO LAKES — In addition to using some of its budget surplus dollars each year for parks and trails, the council will also consider asking voters on a ballot for support as early as next year. Mayor Rob Rafferty requested the matter be discussed by the council following a park dedication fee study. (See “Lino Lakes ‘falling behind’ on park and trail system” June 11, 2024.) Park Board Chair Pat Huelman said the study shows that the city has some work to do to catch up. To keep the city’s system “current and vibrant” Huelman said it comes down to $500,000 for the next five years. Once the city catches up, it would be closer to $250,000 per year to maintain and enhance the park system. Rafferty suggested the council consider designating 1/3 of its surplus dollars to trails and parks. “One of the things that people talk about the most in the city is the parks and trails,” Rafferty said. “We are not making enough progress … I would like to see the council make a commitment to enhancing these things instead of losing ground.”

Park users of the Rice Creek Chain of Lakes will see some disruptions this spring, but if everything goes as planned, improvements should be complete just in time for the busy season — Memorial Day. Anoka County Parks Director Jeff Perry said the project has been on the county’s radar for the last five years. The last time the area saw improvements was in 1999. “This is the largest park reserve in the metropolitan area. It is very heavily used,” Perry said. “We are poised and ready to go to make these upgrades for public use.” The main entrance road from Main Street to the Centerville boat launch will be reconstructed, as will the parking lots by the beach area and boat launch. The trail that leads from the swimming beach to the boat launch will also be reclaimed/repaved. Depending on how bids come in, Perry said the county may also be able to improve the trail that runs from Main Street to the swimming beach. He added they also hope to pave the parking area next to the county’s maintenance support area across from the beach.

LEXINGTON — The city of Lexington’s 2025 levy will increase by 3%. The proposed 2025 budget for the city of Lexington will be approximately $7,848,728, an increase of $44,973, or 1.82%, from 2024. The budget reflects an increase to wages and benefits that were negotiated in the American Federation of State, County and Municipal Employees and Law Enforcement Labor Services collective bargaining agreements, which represent the city and police department employees. According to City Administrator Bill Petracek, this year’s budget process was less intense now that the

Centennial Lakes Police Department (CLPD) joint powers agreement process has been completed. Petracek added that the new CLPD budget formula won’t affect this year’s budget as positively as it did for the 2024 budget, but believes that the new formula will decrease the amount the city contributes to the budget in future years. For 2025, Lexington’s portion of the CLPD budget will be $26,496, an increase from 2024. The 2025 budget does not include any major road or construction projects or large equipment replacements for the coming year, but it does include the allocation of funds for future projects such as the reconstruction of Lovell Road and the Memorial Park bathroom remodel. Petracek said that this year’s budget

is a $5,144,616 decrease in the city’s overall taxable market value and an increase of $562, or 0.1%, in local government aid (LGA). Included in the budget is a one-time payment of $114,214 to help offset public safety costs. There will not be an increase in water or sewer utility rates this year. Petracek said that the city will need to continue increasing rates over the next few years to stay ahead of increased inflationary costs to maintain utilities. “We also need to be mindful of our utility rates for the potential outcome of the lawsuit with the city of Blaine involving our shared water system, and the potential cost of improvements to our system,” he concluded.
