Previously, fi refighters had to wait outside until a scene was declared all clear. Now, fi refighters will be allowed to go inside and rescue victims once the threat has been mostly cleared. Lieutenant Russell Blanck describes it in terms of phases and temperatures — police enter the scene in the fi rst two phases, which are “hot.” In the fi rst phase, called “contact,” police fi nd and neutralize any active shooters. Then police enter the “search” phase, and scour the building looking for any more active shooters or bombs. Once the scene is safe, the scene is declared “warm,” and fi refighters and police enter the building together for the third phase — “rescue.” Previously, fi refighters would wait until the SEE TRAINING, PAGE 12
