LINO LAKES — As early as January, users of Country Lakes Park could see a drastic change in landscape. The city has contracted with YTS Companies LLC for the removal of many undesirable trees and vegetation within the park for a mobilization fee of $2,500. CIRCLE PINES — Casey's General Store is one step closer to calling Circle Pines home. The Planning Commission unanimously voted to recommend approval of the site plan for the store on the Pizza Hut property located at 1 South Pine Drive. A citizen petition requesting an environmental assessment worksheet (EAW) was submitted to the city on Nov. 29 by Wayne Jacobson, owner of Jacobsen Environmental, on behalf of Patty Smith, owner of the Glen Oaks Center. The council accepted the recommendation from the city attorney and city engineer that the project is exempt from an EAW due to building size and city population and denied the request. The main item of discussion at the Dec. 18 meeting was a recently completed traffic study for the Casey’s site performed by WSB & Associates. The traffic impacts of the existing conditions and proposed development were evaluated at the following locations where site driveways are proposed: Lake Drive (CSAH 23) at South Pine Drive, South Pine Drive at Civic Heights Drive, Civic Heights Drive at Golden Oak Drive and South Pine Drive and Civic Heights Drive. “Traffic volumes, turning movements calculations and level of service (LOS) are determined for existing no-build conditions and the proposed building conditions for 2019 and 2040,” explained Nick Preisler of WSB & Associates. He added, “Overall, looking at the analysis, the intersection operates at a LOS of C, D or better during the no-build condition. With the
