CIRCLE PINES — Casey's General Store is one step closer to calling Circle Pines home.

The Planning Commission unanimously voted to recommend approval of the site plan for the store on the Pizza Hut property located at 1 South Pine Drive.

A citizen petition requesting an environmental assessment worksheet (EAW) was submitted to the city on Nov. 29 by Wayne Jacobson, owner of Jacobsen Environmental, on behalf of Patty Smith, owner of the Glen Oaks Center. The council accepted the recommendation from the city attorney and city engineer that the project is exempt from an EAW due to building size and city population and denied the request.

The main item of discussion at the Dec. 18 meeting was a recently completed traffic study for the Casey’s site performed by WSB & Associates. The traffic impacts of the existing conditions and proposed development were evaluated at the following locations where site driveways are proposed: Lake Drive (CSAH 23) at South Pine Drive, South Pine Drive at Civic Heights Drive, Civic Heights Drive at Golden Oak Drive and South Pine Drive and Civic Heights Drive.

“Traffic volumes, turning movements calculations and level of service (LOS) are determined for existing no-build conditions and the proposed building conditions for 2019 and 2040,” explained Nick Preisler of WSB & Associates.

He added, “Overall, looking at the analysis, the intersection operates at a LOS of C, D or better during the no-build condition. With the

Take part in time-honored tradition of Christmas Bird Count

A Christmas goose is one thing, but volunteers across the nation will soon celebrate the holidays with Christmas chickadees, cardinals, crows and many more birds of all shapes and sizes.

The National Audubon Society has entered its 118th year of the nationwide Christmas Bird Count (CBC), and the nearest count in Washington County is coming up soon.

In centuries past, families gathering for Christmas often participated in a “side hunt,” competing with each other to shoot as many birds as possible for sport. Ornithologist Frank M. Chapman was credited with the idea of counting birds rather than shooting them each holiday season.

The tradition survived and eventually became a yearly census, keeping track of the population, movement and other trends of thousands of bird species across the U.S., Canada and, more recently, South America.

The count always takes place sometime between Dec. 14 and Jan. 5, depending on when local compilers organize it. The Northeast Suburban Count will take place Dec. 30 this year. Volunteer bird counters will spread throughout an area with a 15-mile radius, centered on Withrow.

This particular bird count began in 1958 and has had a devoted following of experienced birders. Following a day of traversing woods, hill and dale, the counters have gathered for a potluck at Warner Nature Center, where they share their experiences and sightings.

In a past interview with the Lowdown, local count coordinator Jim Howitz said that the main goal of the count is to create a bigger picture of the relative trends of bird populations. One of the factors that affects these trends is the changing landscape of the area, which has been converted from mostly farms

into subdivisions. Howitz said that as houses get older, the trees that were planted around them get bigger and provide new habitat for bird species.

He also said that the bird populations have recovered significantly since the pesticide DDT was banned in 1973. Shortly after, it was a rare thing to see a bald eagle during the count because their populations had been decimated by the chemical. Now, Howitz said that 50 eagles is a typical total.

Birds can be identified by sight or by call, and Howitz said that most of the species he identifies are by song.

Birders of all abilities are welcome.

Some volunteers participate

in the CBC without ever leaving their homes. If their home happens to be located within one of the survey areas, they can ask special permission from the count coordinator to report the birds that visit their yards throughout the day of the count.

News omnivore

W

ith the vast amount of information that is now so readily available at our fingertips, you would think that this would be a golden age of shedding light on the truth about the world around us. Unfortunately, the ease of distributing and accessing information has also made it easier to push innuendo and misinformation — deliberately designed to confuse and deceive — into the news feeds of unsuspecting consumers. It’s gotten to the point that I often don’t know what to believe anymore.

I am personally not comfortable with the idea of someone else, or for that matter an algorithm, deciding what news items are appropriate for me to see on a daily basis. I also miss Angle of the early days of Google when an View Internet search could still result in a serendipitous discovery along with Paul Dols your primary objective.

I received, as a gift, the book “The Omnivore’s Dilemma” a few years ago. Reading it influenced my point of view and altered some of my preconceived notions, but also offered an example of how an author (Michael Pollen) could research a subject without an existing agenda that he was attempting to validate and instead pursue a legitimate inquiry into finding out the truth.

In a rough summary, different sections of the book follow the food chain, including the trajectory from South Dakota pasture to Kansas feedlot of a calf raised for beef, aspects of organic farming and industrial food production and a meal using only ingredients that the author hunted, gathered or grew himself. By following the food chain in a variety of ways, he was able to tangibly illustrate where we are now, but also explain the influences and history of how we got to this point.

If I was to glean a concluding message from the book, it would be that it’s in all of our best interests to become aware of the source of our food and its true cost so we can make healthy, sustainable and informed decisions. I believe the same can be said for the news and information we consume on a daily basis.

It might be because I grew up in an era when television, radio and print media coexisted and have also witnessed and participated in the expansion of news, photo and video distribution opportunities online, but I’m almost always surprised when someone tells me they get their news and information from predominately just one source.

Bill Gates is probably the best-known member of the tech community to comment on the negative societal effects of a phenomenon called filter bubbles, which are defined by Wikipedia as a state of intellectual isolation that can result from personalized searches when a website algorithm selectively guesses what information a user would like to see based on information about the user such as location, past click behavior and search history. As a result, users become separated from information that disagrees with their viewpoints, effectively isolating them in their own cultural or ideological bubbles.

In a 2017 interview on the Quartz Media website, Gates said that technologies like search engine algorithms and social media filters allow you to “go off with like-minded people, so you’re not mixing and sharing and understanding other points of view.”

Because the actions of these filters are not transparent, he and others have stated that this might have serious implications for civic discourse and democracy. Gates did add a hopeful note in the interview, saying that “education is a counterbalance to filter bubbles.”

I personally think that it’s pretty amazing that you can access news and informational websites locally, nationally and around the world. I know it’s a challenge, but I believe we can all benefit from consuming a more diverse and balanced diet of information.

Different dreams for 2018

M

uch of the holiday hubbub is over and it’s time when many of us set our sights on 2018.

While it’s natural to take stock of our lives and decide what we intend to change in the new year, we’re also painfully aware that most resolutions fade away as the daily routine of life overwhelms our good intentions.

Research suggests that most New Year’s resolutions abandoned by Movers and are the end of February.

But don’t let those Shakers statistics keep you Jerry Hromatka from making changes. At Northeast Youth & Family Services we work year round with people who make changes in their lives through consistent actions, big and small. Lasting change can happen. We see it every day.

With that in mind, this coming year I encourage you to dream big, but dream differently. It’s easy to focus on changes we want to make for ourselves and just hope that the world around us will change as well. Many of our country’s problems are too big for any one person to solve so why waste our precious energy trying? Right?

Instead of giving in to apathy, consider the words of Archbishop Desmond Tutu of South Africa - a survivor of apartheid and an unapologetic optimist: “Do your little bit of good where you are; it’s those little bits of good put together that

overwhelm the world.”

This year, dream for both yourself and for the world. Here’s an example: a common New Year’s resolution is to lose weight and eat healthier food. While that is an admirable goal, think about taking it one step further: how can you help others be healthier? Maybe make plans this winter to start a garden in the spring. You’ll have an easy outlet for exercise, quick access to fresh produce and you can donate vegetables to a local food shelf so others can have healthy meals, too. Not a gardener? No problem.

Make a resolution to donate a meal a month to a food shelf or volunteer for Meals on Wheels.

Another common resolution is to reduce the time we spend on screens. We can waste hours at home watching what other people are doing in the world. This year, in addition to putting the screens away more often, resolve to get out of the house and start attending community meetings about issues you care about. Or take it one step further and join one of your city’s advisory or planning commissions.

Your voice carries more weight in a meeting than it does in a tweet.

And the biggest hope many of us have as we prepare for the New Year is the desire for more peace.

This too can be a personal and a public goal. As an individual, you can work to make amends with loved ones you’ve hurt or who’ve hurt you. Learning to give, and receive, heartfelt apology is one important step towards personal peace. But add to that goal. What can you do to bring more peace to

And when we listen to understand and not to convince, we learn that affordable health care, good paying jobs, safety in one’s home and community are human needs that owe no allegiance to any one group.

Speaking to people you oppose face to face, with grace and civility, can break down artificial barriers and eventually create opportunities to work together on common goals.

And we all know the more people work together, the more they can accomplish.

It’s always fun to dream big at this time of year but don’t let your aspirations remain dreams at the end of 2018. This year try doing things that will benefit not just you, but others in your community at the same time. The impact will double your feeling of accomplishment along the way and will increase the likelihood that your dreams will come true.

Protect yourself from credit card skimming

E

ven if you’re choosy about which gas stations you frequent, you can still become a victim of ďŹ nancial thieves that place seamless devices on machines to steal – or ‘skim’ - sensitive ďŹ nancial information. Skimming is a growing problem, and Better Business Bureau of Minnesota and North Dakota, the Minnesota Department of Commerce and several other local and federal law enforcement agencies say consumers need to remain vigilant to steer clear of this scam which can also lead to identity theft.

In recent years, thieves have increasingly targeted gas pumps to steal credit card data. Skimming devices are placed inside the pump and are undetectable from the outside.

Credit card information can now even be obtained from the skimming device via Bluetooth technology so thieves don’t have to go back to the pump to retrieve stolen card numbers. Many gas stations are taking measures to secure their pumps via tamperresistant security tape and visual

inspections, but to avoid having your ďŹ nancial information stolen, pay inside rather than at the pump. Minnesota’s Department of Commerce is also taking steps to tackle Movers and this problem.

To avoid becoming Shakers a victim of credit card Better Business skimmers: Give it a wiggle Bureau — Skimming devices are often false panels attached to the credit card reader – where you swipe your card. Inspect debit and credit terminals closely. If anything looks damaged or unusual, give it a wiggle. Also watch out for new or suspiciously placed cameras and unusual signage. Don’t hesitate to walk away and if something doesn’t feel right.

Pay inside or pay with cash — Paying inside at gas stations reduces your risk of credit card fraud greatly,

and paying with cash is an even safer approach.

See something, say something — If you notice any suspicious activity (especially someone who is not a station employee or an inspector who is opening up a pump), alert the station attendant.

Keep an eye on your statements — The most vigilant person can still fall victim to skimming, and it’s important to always keep a close eye on your accounts – particularly the itemized breakdown of monthly charges — so that you can report any suspicious activity on your account.

Report fraud immediately – Report any fraudulent activity to your bank or credit card provider as soon as you discover it. Paying with a credit card instead of a debit card, because they offer great protections.

Consumers who think that they’ve been victims of skimming should visit IdentityTheft.gov to report identity theft and develop a recovery plan The FBI investigates a wide variety of credit card fraud schemes to include

CITY PARK: Undesirable trees removed from Country Lakes Park FROM PAGE 1

native cover being suppressed by invasive species such as reed canary grass, buckthorn and pioneer tree species.

Parks Supervisor Mike Hoffman explained Country Lakes Park has been on the city's radar ever since emerald ash borer (EAB) was discovered in Minnesota. “We did an inventory of all of our parks and streets to try to figure out how many ash trees we were dealing with,” he explained. “Once EAB comes into an area it is going to take all of the ash trees out unless you treat them, and we are not in position where we are going to treat hundreds of ash trees in a city park. We want to take a proactive approach and remove them before it becomes a hazardous situation.”

City staff reached out to the DNR to see if it could help the city fi nd a logger who could selectively harvest the trees but were unsuccessful.

Hoffman said Country Lakes Park originally had approximately 350 ash trees, primarily green ash, and over the last 10 years park staff have tried to slowly thin them out with around 20-30 trees per year, if conditions allow.

Last spring, Hoffman attended a forestry workshop where he got the recommendation to look into YTS Companies. YTS agreed to do the project if it could remove other undesirable vegetation in addition to the ash trees, such as cottonwoods, boxelders, buckthorn and other vegetation that needs thinning out.

Hoffman said approximately 60 percent of the trees, including buckthorn will be removed.

Cottonwoods pose a particular danger once they die. “Elm trees can be left standing dead for years and you don't really have to worry about it breaking apart, falling and being hazardous,” Hoffman said.

“With ash trees, the wood is much more brittle.

Once that tree is dead, it becomes very unstable and you can have limbs shedding within a year or so.”

Due to the danger, removing Cottonwoods can be expensive. “It would probably cost anywhere from $2,000 to $4,000 to remove one large cottonwood,” Hoffman said. “It is defi nitely a win-win for both (parties); they are getting a mulch product out of the deal and we are getting a lot of material removed that we could not take care of ourselves.

Eventually, we would have to hire a contractor to come in and do tree removals, rather than proactively taking the material out for a product.”

The project is weather dependent, as a portion of

the material that needs to be removed is currently sitting in water. The city wants to make sure the ground is frozen deeply enough so that the heavy equipment does not damage the park and the ice is thick enough to support the equipment's weight.

Hoffman said removal will take place in January at the earliest and be completed by spring.

After the trees are removed, the next step is to develop a master plan for the park.

“It is a pretty large park that has been there for quite a while. Unfortunately, not much has been done with to it many years, so it has sort of been left to fend for itself. A lot of invasive species have taken over the park and a lot of the amenities are outdated,” said Candace Amberg, senior landscape architect with WSB & Associates.

“It is a beautiful gem and it is the one park parcel the city has with a lot of land. There are a lot of different ecological areas connected to it, and we think it has a lot of opportunity if we clean it up and come up with a plan for it for the future,” Amberg added. “We are going to work with the community at coming up with vision for park and a master plan, so at some point in the future the city can start working on making improvements to that park.”

TPC ROSE sets new record with donation TPC ROSE, a nonprofit group of women affiliated with TPC Twin Cities, Blaine, presented a $160,000 check Dec. 12 to its 2017 beneficiary, the Jacob Wetterling Resource Center.

TPC ROSE (reach out, serve, empower) is a group of about 70 highly motivated, caring TPC Twin Cities women members who share a commitment to make a difference in the community.

This is the largest check TPC ROSE has presented to a local charity since it was established in 2008. TPC ROSE has raised more than $860,000 for area causes including: food shelves, housing,

transportation, support for the terminally ill, domestic abuse prevention services and more. Funds are raised each year for the selected nonprofit primarily through a summer golf tournament and a fall gala.

The mission of Jacob Wetterling Resource Center is to end all forms of child maltreatment through education, training and prevention while advocating for and serving children, adult survivors and communities.

TPC ROSE launched a new scholarship program in 2017, giving two $1,000 awards to high school senior girls from the area. Crane

announced that up to six $1,000 scholarships will be awarded in 2018 to area senior girls.

At the event, Tina Bronson, Alexandra House communications marketing director, said the organization is using the $150,000 TPC ROSE donation given to it last year to help stabilize women and families who are experiencing domestic violence.

Everybody scores as No. 5 Cougar girls trip Blaine Centennial girls basketball, ranked No. 5 in Class 4A, won its fi fth straight game 72-49 over Blaine on Tuesday, Dec. 19 in their typical fashion of getting the whole team involved.

Fifteen girls played and all of them scored. Claire Orth led with 15 points and Taylor McAulay was next with seven for the Cougars (5-1).

“I don't know if 15 kids scoring in a game is a record for Centennial,” said coach Jill Becken “It's always a balancing act in those types of games

to get kids the minutes they need to be ready for the next game and also get bench kids some varsity minutes.”

One thing she really likes about the squad, Becken said, is “they are genuinely excited for each other when somebody scores. They are also unselfish by making the extra pass to get the best shot on the possession.”

Centennial (10-0-1) tied Maple Grove 1-1 on Saturday Dec. 16, marking its only non-win in 11 outings. The Cougars had beaten Maple Grove 4-1 in November but this time Crimson goalie Lucy Morgan stopped 38 shots, beaten only by Gabbie Hughes in the fi rst period (assist by Hailee Beg).

Susan Hope Berlien, of Shoreview, was purchasing figure skates for her daughter a couple years ago when she mused to the shop owner that she’d like to get back on the ice herself.

“So, you want to skate? Maybe you should join this team my wife skates on,” suggested Shawn Hastings that day at Strauss Skates and Bicycles in Maplewood.

Soon, Berlien joined Jenelle Hastings with Northern Fusion Leather & Laces, a synchronized skating team for adults.

As the only currently registered adult team in Minnesota, the team has a dozen members aged 18 to 39 skating to a medley of witch-themed songs in several exhibitions and competitions each year.

Rules of the sport limit under-21 membership to four per team.

“We like this because it’s something for us,” said Berlien. “I’m a mom and a nurse, and I spend most of my time taking care of others. So this is one thing that’s just for me that’s fun and good exercise and it’s social.”

Northern Fusion is coached by Andrea Hall, director of synchronized skating for Maplewood Figure Skating Club. Hall has coached for over 25 years and currently leads four teams.

Berlien, the oldest member at 39, skated with the Roseville Figure Skating Club and played hockey in her youth. She was a member of the fi rst Mounds View/Irondale girls team in 1994.

Marriage and career intervened. “I started having babies and didn’t do anything like this for a while,” Berlien said.

But she was determined to get back on the ice after her two sons started playing hockey for Mounds View and her daughter joined only the White Bear Lake Figure Skating Club.

Hastings, of Arden Hills, grew up playing hockey with her brother on White Bear Lake and the St. Croix River, while also figure skating. Not surprisingly since her family’s business is Strauss, a fi fth-generation store that’s well-connected with all aspects of the skating community.

Hastings was a member of the Maplewood Highsteppers for over 10 years under coach Hall.

While attending the University of Colorado, she switched over to hockey to play for the women’s club team. After college, she was invited to skate with an adult synchro team in Minneapolis for three years, then took a break in 2011 to have children. Hall convinced her to join Northern Fusion this year.

Another member with a hockey background is pre-school teacher Kyra Leonard, of St. Croix Beach, who played during grade school while also figure skating. In sixth grade, she had to stick to figure skating “because it was too hard for my parents to have two kids, and my mom, at three different rinks.” Her parents were involved in Disney on Ice, and her mother started Woodbury’s figure skating club.

Shannon Granholm, editor of the Quad Community Press and The Citizen began skating at age three. After skating on the District 196 Icettes team in high school and the University of Minnesota-Duluth Synchronized Skating team, she was eager to be part of a team again. She joined last year.

Other members include: Shannon Davis of Shoreview, Hannah Ulrich of Maplewood, Alysia Nelson of Arden Hills, Madelyn Mitchell of Minneapolis, Ashley Beery of Minneapolis, Sabreena Boyum of Falcon Heights, Alicia Bonebright of Hopkins and Sabrina Regina of Minneapolis.

The season lasts from late August to February or early March. The team has already performed at the University of Minnesota Holiday Exhibition on Dec. 3 and competed at the Maplewood Synchro Classic on Dec. 16. Although there weren’t any other teams to skate against locally, the team uses it as an opportunity to gather feedback from judges and improve their program for the next competition.

“We use it as a chance to get in front of judges and see what scores we would get,” Hastings said.

Longtime resident Jerome Hughes is credited with getting the ball rolling almost ten years ago, and his house is always the most decorated on the street. Hughes, often taking a turn as one of Santa's helpers, said the neighborhood décor “started just for fun, and took off from there.” Once entering the street, it's clear that's the epitome of an understatement.

A Community Giving Back Resident Clark Gooder said the annual tradition has helped his neighbors unite as a tight-knit community.

“It's a way for us to touch base with each other...especially once winter hits, it gets people out of hibernation,” he explained.

The Cinnamon Teal Court neighbors feel good about giving back the to community by continuing their brightly-lit tradition, and they also collect food, toys and cash donations to help local families during the holiday season.

Residents Sandy and Jim Carlson are grateful for the community's generosity.

Carlson said that “we gave 604 pounds of food to the Centennial Community Food Shelf, along with $1,025, toys and clothes to St. Joseph of the Lakes Church for children in need...” In

addition, the residents and visitors donated two bags of stuffed animals to the Lino Lakes Police Department to carry in their squad cars to give to children when there is a car accident or other emergencies to help comfort them.

Annual Joy Visitors, young and young at heart, are encouraged to park their cars and wander the cheerful winter wonderland; stomping in the snowy backyards to see all the décor is part of the fun.

A neighborhood Santa, donning a full white beard and classic red outfit, welcomes children to share their Christmas wishes with him in the evenings.

Neighboring residents have made visiting this special spot a part of their annual Christmas traditions. Circle Pines resident and mother of three, Jolene Erickson, looks forward to their annual visit. She said, “It brings our family joy doing the mundane activities of life because we know we are going to get see the lights in Lino Lakes. Our family is grateful to live in a community where there is a gesture such as this that brings joy to the holidays for everyone who comes their way.”

This time of year especially, there is not a grinch to be found on Cinnamon Teal Court, except the little inflatable one of course.

building condition as proposed, there was a LOS decrease, to which we've recommend a right-in, right-out (at the north site driveway) be considered to help alleviate the traffic that backs up on Pine Drive as it approaches the signal on Lake Drive.”

Commissioner Michael Kula said, “One of the concerns I have is it appears there is really no mechanism in place to prevent drivers from leaving and taking a left. I am assuming there will be a sign for no left turn, but what physical barriers could there be to make sure it would be a right-in, rightout?”

Preisler explained that in addition to signage, options could be explored such as a median or skewing (aligning and narrowing) the entrance to make it more difficult for drivers to turn left.

Some concerns with the median were voiced such as snowplowing, inhibiting truck turning movements and limiting access to the the Anoka Hennepin Credit Union.

“Now that we have the results of the traffic study and the recommendations, it looks to me as well that there would need to be some adjustments made to the north entrance,” said Dan Folsom, of Design Tree Engineering. “The rightin, right-out is fresh information, so we certainly will work with the city and city engineer to make sure that whatever needs to be done with that entrance will be adjusted accordingly.”

Other concerns included truck turning movements, such as having to back up on the property, in addition to pedestrian safety. Kula asked if there could be a deliveries-only entrance, and Preisler explained it might be possible, but WSB would have to review city regulations.

Smith voiced her concern regarding traffic on Civic Heights Drive. “There would be exiting traffic going down the road in front of a couple of businesses, particularly in front of the post office.

At certain times of the year the post office is extremely busy. I have seen lines out the door,” she said.

“There have been some complaints from people who patronize around the area.”

Todd Knudten, owner of Pines Market in the Glen Oaks Center, wanted to know about how the right-of-way

in front of Casey's would affect the future Lake Drive expansion project.

“Something that jumps out at me is the amount of right of way in front of Casey's is similar to our right of way in front of our mall,” he said. “I would assume eventually that is going to be a four-lane highway, and I am wondering how that will work with the tanker truck coming off of Lake Drive when it’s 30 to 50 feet closer to make that turn radius even smaller into that first north entrance.”

City Administrator Patrick Antonen said he sent the traffic study to Assistant County Engineer Joe MacPherson.

Antonen read Macpherson's email response: “The proposed changes to the Pizza Hut site in Circle Pines do not appear to limit any future widening of CSAH 23. Our traffic staff may have some comments regarding signal operations and timing based on the traffic study that has been prepared.”

Another concern was the hours of operation, as some Casey's Stores are open 24 hours. Bryce Loring, representing Casey's, explained that this store would not be open 24 hours, but more likely from 5 or 6 a.m. until 11 p.m. or midnight.

Ultimately, the Planning Commission chose to recommend approval of the site plan to the council, contingent on the necessary stormwater permit approvals. In addition, the commission recommended the council pursue a right-in, right-out at the north site driveway, consider options of a median or skewing, explore the possibility of a second driveway on the southwest side of the site for delivery trucks and limit the hours of operation from 6 a.m. to 11 p.m. daily.

In an interview after the meeting, Antonen said he had discussions with the city engineer and Casey's regarding the addition of a truck-only driveway, which will be added to the site plan.

The new driveway will create a loop type of system to ensure that trucks do not have to back up on the site.

The City Council was scheduled to discuss the site plan at its Dec. 26 meeting.

Economic development study reveals Anoka County opportunities, challenges How can Anoka County retain, attract, and grow businesses? Seeking an answer to that question, Anoka County, MetroNorth Chamber of Commerce and Connexus Energy commissioned an economic development study to assess the county’s strengths and identify its challenges and opportunities.

Ady Advantage, a nationally-recognized economic development, site selection and marketing consulting firm, was selected by a steering committee (whose members include: Commissioner Rhonda Sivarajah, chair, Anoka County Board; Don Haller, Connexus Energy vice president of Member Services; MetroNorth Chamber President Lori Higgins; and city economic development staff.)

The consulting firm spent months compiling data, researching the region, visiting sites available for development and interviewing stakeholders, such as CEOs, young professionals and real estate brokers.

“This study is a critical first step to help Anoka County and its municipalities retain and attract businesses to sustain and grow our local economy,” Haller said.

Preliminary results of the study were released last week and among the key findings: Anoka County has lower-priced land than other parts of the Twin Cities metro, a strong manufacturing core, good public schools and affordable, reliable access to electric power.

The study also noted however, that more than

120,000 residents leave the county to commute to work each day.

“Creating a marketing campaign to promote the great benefits of working in Anoka County is just one of the takeaways we have from this assessment,” Higgins said.

The steering committee will meet next month to discuss ways in which the economic development study can be used as the foundation of a multi-year strategic plan.

“This study is an important tool that, moving forward, all stakeholders can use to build on our considerable strengths and also address our challenges,” Sivarajah said.

It all began with a letter of invitation from Dr. Jay, president of Bethel University, and Barb Barnes, to accompany them on a Bethel University arranged trip to Israel. Gene and I had talked about the possibility of going for many years. It was an important item on our bucket list. This time there was no reason not to go.

Israel is a land of ancient civilizations, devout Christians, Muslims and Jews. It is also a land of contrasts, promises made, promises broken, prophecies, political upheaval, expectation and hope. A land to make discoveries and renew your spirit.

The language of the country is Hebrew. Its capital is Jerusalem and its population is 8,821,850.

The population of Tel Aviv is 420,000 and is the location of all the embassies. The population of Jerusalem is 830,000. Israel is bordered by six countries: Egypt, Gaza Strip, Jordan, Lebanon, Syria and West Bank. Its highest point is Mount Hermon at 7,336 feet and the lowest is 1,224 feet below sea level at the Dead Sea. Israel’s geographic size is slightly larger than the state of New Jersey. It is 73 miles east to west and 263 miles north to south.

The fi rst part of the trip focused on the geography, history, religions and ongoing wars of Northern and Eastern Israel. The days were overflowing with new information about places familiar to us from the Bible, wars we’ve read about and seen on television and the cultures of people living in Israel.

One of our guides commented, “It is a miracle Israel still exists as a nation!”

In 1947 a Bedouin shepherd threw a rock into a crevice in the rocks looking for one of his goats. When he entered the cave he found pottery jars which contained handwritten scrolls. Since then the handwritten manuscripts of Biblical texts and sectarian texts have been found in 13 caves in the Qumran area. It is considered the most significant archeological find ever made in Israel.

The scrolls were written by the Essenes, a Jewish sect who lived in a monastic community in the late 2nd century.

Mount Carmel is where Elijah held his contest with the priests of Baal to prove who was truly God in the Old Testament. It has been the site of many historic battles for possession of the land.

Israel. We were aware of demonstrators but never felt unsafe.

“Boker Tov” was the greeting each morning as we boarded the bus and began the tour for the day. Ariel, our guide, informed us we should respond with “Boker Or.” Our fi rst night was in Tel Aviv. Ariel, our guide explained that “Tel” is archeological layers of varied civilizations. The meaning of “Aviv” is springtime and flowers.

The facts dispelling our preconceived notions about Israel came so fast we could hardly keep up. For example: the Sea of Galilee and the Dead Sea are both actually lakes but there is no word for lake in Hebrew. There are three deserts in Israel: the Negev Desert, the Judean Desert and the Sinai Desert, but Israel is by no means all desert. There are plantations of grape vines, palm and fruit trees irrigated by drip lines, which the Israelis developed.

Jerusalem , One City under God Jerusalem truly can be called unique. Three religions, half the human race, claim Jerusalem as central to their beliefs.

Fodor’s Travel Israel states: “Since 1918 a municipal bylaw makes it mandatory to face even high-rise commercial buildings with the honey-colored ‘Jerusalem Stone,’ the local limestone.

The stone glows at sunset giving the description ‘Jerusalem of Gold’ to the city.”

Jerusalem is important to Jews because it is referenced in the Old Testament as: the Holy City, the Biblical Zion, the City of David. The Western Wall is the last remnant of the Temple Period.

Christians have found it important for the last 2,000 years because it is where Jesus died, was buried and was resurrected from the dead.

The Muslims believe the gold-topped Dome of the Rock is Mecca, where Muhammed ascended into heaven.

It is amazing that several of the religious sites are shared by various religions, particularly the Church of the Holy Sepulcher, which is shared by six Christian denominations. Each has its privileges and they have worked out schedules, interior restorations and traditions.

Be aware of the various holy days of Israel’s religions. For example on “Shabat” or the Sabbath, the Jewish believers aren’t allowed to work.

Therefore some of the hotels have installed Shabat elevators that stop on each floor so you don’t have to push buttons. During the month of Ramadan, you will want to be aware of the celebrations that take place and fi ll Jerusalem with devout Muslims on Fridays.

It was founded in 1453 BC. It has recorded history for over 4,000 years. David made it the capital city around 1000 BC. Solomon built the fi rst Temple here.

We spent five days in Jerusalem and each one was fi lled to overflowing with varied historic and sacred and scenic beauty.

Growing trends in today’s homes Although the heydays of the real estate boom of the early 2000s have not quite returned, things look positive. In the United States, 1,226,000 new homes were built in 2016, according to data from Consumer Reports. That was the most since 2007.

Resales also have been more promising. The National Association of Realtors® says the median number of days a home was on the market in April 2017 reached a new low of 29 days. However, low supply levels did stanch existing home sales somewhat.

By mid-2017, the market was a seller’s market, with more people in the market for homes than properties available. But sales during that time were still outpacing sales figures from a year prior. In fact, in May 2017, home sales in Canada increased to their highest level in more than five years, according to the Canadian MLS® Systems.

Low interest rates on mortgages and more confidence in the economy has driven many people to make improvements to their existing homes. As is typical, the things homeowners are looking for in 2017 have evolved from years past. The following are some trends that are helping to steer the real estate market further.

• Smaller homes: Home sizes in the United States steadily increased for decades, eventually leading to an average of 2,453 square feet in 2014, according to U.S. Census figures. However, Realtor. com reported in 2015 that

new construction homes have already begun to shrink by 40 square feet.

There seems to be a slight trend toward more modest homes as people consider affordability and maintenance on larger properties.

The National Association of Home Builders states buyers are now looking for smaller, more livable homes with flexible floor plans, energy-efficient appliances and plenty of storage space.

• Matte finishes: Stainless steel and luster have been popular for years.

However, the next big thing is matte finishes on faucets, appliances and even in countertops.

These less flashy finishes are prized for their warmth and elegance. While some high-end models with matte finishes have been available for several years, even less expensive models are now available.

• Smarter technology: Many homeowners are embracing smart technology throughout their homes, but it’s not just lights that turn on with voice command or more efficient thermostats.

Innovative technology includes toilets that can autonomously stay clean and sanitized, refrigerators equipped with cameras so homeowners can see the contents inside and indoor food recyclers that can turn food waste into fertilizer.

Staying abreast of the ever-changing trends in home improvement and real estate can help consumers make the best choices with regard to buying and building their homes.

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • Officers were dispatched to check the welfare of a juvenile female who may have been a victim of domestic assault in Lino Lakes Dec. 12. Officers took one adult male into custody for domestic assault.

• Officers responded to a report of a hit-and-run property damage accident in the 6000 block of Ware Road Dec. 12. Officers were unable to identify a suspect.

• An officer responded to a suspicious noise report in the 700 block of Town Center Parkway Dec. 13. There have been multiple reports involving an ongoing issue at the apartment complex; management was advised of the complaint.

• Officers responded to a suspi-

cious activity report in the 6600 block of Black Duck Drive Dec. 13. The complainant’s mail had been opened twice in one week.

Several mailboxes appeared to have been rummaged through but what was taken is unknown at this time. Extra patrol was requested.

• Officers received a delayed hitand-run report from the 7800 block of Oak Court Dec. 14. The complainant’s daughters elbow was clipped by a passing vehicle. There was no description of the suspect vehicle.

• Officers responded to a report of a license plate theft in the 600 block of Town Center Parkway Dec. 15. The plates were entered as stolen.

• An officer cited an adult male for driving after revocation in the 600 block of Apollo Drive Dec. 15. The male was advised

not to drive, and then drove a short time later. He was arrested for driving after revocation and booked into jail.

• Officers were dispatched to a report of a fight in progress in the 8000 block of Lake Drive Dec. 15.

Officers arrived and the parties were separated. There were no major injuries, and two adult males were cited for disorderly conduct.

• An officer stopped a vehicle for numerous violations in the area of Sunset Avenue and Lilac Street Dec. 16. The adult male driver was arrested for DWI. He later tested a .15 and was charged with fourth-degree DWI, alcohol concentration of .08 or more and a stop sign violation.

The Centennial Lakes Police Department reported the following incidents: • Officers took a fraud complaint from the 9200 block of Lake Drive in Lexington Dec. 14. The case is pending.

• Officers responded to a residence in Centerville Dec. 17 regarding a verbal domestic between parents and a son. Police arrived and placed the son on a transport hold and he was brought to a nearby medical center.

• Officers responded to the 7200 block of Centerville Road in Centerville Dec. 16 on report of a property damage hit-and-run that occurred overnight. The suspect was found and the parties exchanged information.

• Officers took a phone call report of property damage to mailboxes in the 8900 block of Syndicate

Avenue in Lexington Dec. 16.

There is no suspect information at this time.

• Officers were dispatched to a residence in Lexington Dec. 17 for a domestic involving an adult female with a knife who was threatening to kill herself.

The adult female was detained and transported to the hospital.

• Officers took a walk-in report Dec. 17 of a delayed assault that took place in Circle Pines. The party was referred to another agency.

• Officers responded to a phone call theft report in the 8900 block of Syndicate Avenue in Lexington Dec. 18. The caller advised an unknown suspect had removed his license plate from his car overnight. The area was checked and the plate was not located.

4. A 1st Class C boiler license valid in the State of MN or ability to obtain such within six months of employment. Engineer shall have a minimum of two years’ experience as an engineer in charge of a shift.

Donated Christmas tree honors World War II vet

This holiday season is especially hard for the Bean family as they mourn the loss of their father, Ray Bean, a World War II veteran.

When the family received a donated Christmas tree from Coldwell Banker Burnet in North Oaks, they had no idea that it would act as a memorial tree.

Ray, 91, of Coon Rapids, passed away Dec. 14. Ray, a 36-year member of the American Legion, was a member of the Tri-City Legion in New Brighton until it closed and became a member at the Lino Lakes American Legion Post 566, where his son Rick, of Lino Lakes, had been a member for 11 years.

Ray was diagnosed with esophagus cancer on Good Friday of last year and was given three to four months to live if he didn't pursue treatment. He decided to undergo radiation to buy a little more time with his family.

“We were thankful to get that extra time with him. We figured it was bonus time,” said his daughter Karen Iverson, of Shoreview.

Ray, originally of St. Paul, served in the U.S. Navy from July 8, 1944 until June 22, 1946. Rick said his father was a Quartermaster, or “the captain's right-hand man.” Thankfully, Ray never saw combat; he was four weeks from deployment when Paul Tibbets Jr., a brigadier general of the U.S. Air Force, flew the Enola Gay and dropped Little Boy, the fi rst of two atomic bombs dropped on Hiroshima, Japan.

Rick recalled in 2001 when Ray met Tibbets. “We stood in line and got autographs from him. I remember my dad shaking his hand and saying

thank you, thank you, thank you.”

Ray was married to Joan for 23 years. The two had three children Karen, Rick and Brian (who passed away in 1974). He later remarried to Bonnie, who had five children of her own, and were married for over 22 years.

Ray's family describes him as a family man and said he always enjoyed spending time with his children and grandchildren. He was also known to frequent Las Vegas.

Karen recalled her father stopped counting how many times he had been to Vegas after that number matched his age at 70.

The family knew this year would probably be Ray's last Christmas.

Although he wasn't able to celebrate Christmas, the family was thankful to have a Christmas tree to honor him.

Around a month ago, Rick and his wife were looking to buy a Christmas tree. Rick was at the Legion and saw a poster for free live Christmas trees.

Dorothy Radermacher, Lino Lakes Beyond the Yellow Ribbon Chair, said three trees were donated to families locally, and she decided to give one to the family for Ray. For the past 15 years or so, the Bean family has gathered at Rick's house for “Raymoan's Christmas.”

Karen explained Raymoan was one of Ray's nicknames. Originally the family wasn't planning to have the celebration this year due to Ray's deteriorating health, however it was decided the party would go on.

The celebration was planned for Dec. 22, a week after Ray passed away.

A service was held for Ray at Hugo American Legion Post 630 on Dec. 21.

After a ceremony at Fort Snelling the next day, the family went to Rick's house, with Ray's ashes, so he could

be at the party under the decorated tree.
