Behemoth housing development takes whale of a step forward

LINO LAKES — A proposed 864-unit residential development that spreads across 372 acres has dominated many of the City Council's work sessions and meetings lately. It was once again a significant topic of

discussion Dec. 10.

Watermark is a masterplanned residential community located in the northwest quadrant of I-35E and County Road 14/Main Street. It contains consists of a residential mix of 692 single family lots and 172 townhome units.

Back in June 2016, the

original development stage plan was approved for Mattamy Homes, then the developer. In October 2017, the city of Lino Lakes learned that Mattamy Homes was moving out of the Minnesota housing market and Lennar Corp. would be taking over the development.

The planned unit

development (PUD) final plan/final plat, master development agreement (MDA) and the development agreement and PUD agreement for the 1st Addition were on the table for action at the Dec. 10 meeting.

CENTERVILLE — This spring will mark almost three years since Centerville leaders began talking about the possibility that equipment company Ruffridge Johnson could call Centerville home.

On Wednesday, Dec. 12, Centerville and Anoka County welcomed the business with open arms at a ribboncutting ceremony at the company’s new location, 2065 Commerce Drive.

“It is great to have you here. On behalf of the city of Centerville, we would like to officially welcome you to Centerville. We are very grateful that you chose our city for the new home of Ruffridge Johnson,” Mayor Jeff Paar said. “We also want to thank you for being a good partner and working with us.

We look forward to many years of partnership. We really do wish you success.”

Anoka County Commissioner Rhonda Sivarajah also welcomed the business. “We are thrilled to have you in Anoka County. We are so grateful that you chose to relocate your business here. Ruffridge Johnson officially closed on the 5-acre city-owned property in May. Last month, it moved into the new 25,000-square-foot facility, which includes a showroom, parts warehouse and shop.

Ruffridge Johnson, an equipment company that is more than 80 years old, was started by two men back in the 1930s when they began selling rock crushers and other equipment needed to build roadways. After World War II, the company’s business ballooned and it moved to its former location between the TCF Bank Stadium and Surly Brewing Company in Minneapolis. As the landscape of Minneapolis continued to change, CEO Jon Pederson said there really wasn't a place for the company anymore and skyrocketing taxes forced them out.

“They didn't want us there anymore. The area was going through huge changes. We could not operate anymore under the tax situation in Minneapolis. We had to move,” he

said. “Thankfully, property values have been driven up and we were able to invest in the land here and build such a great facility for ourselves.

Because Ruffridge Johnson had six months to sell its space in Minneapolis, the fact that the site was shovel-ready was attractive to the company. “What we needed was piece of property that was ready to go,” Pederson said. Other benefits included the access to I-35E and the small-town atmosphere.

“I told the City Council way back when that we could've located this 80-plus-year-old company anywhere in the metro area, but I am a smalltown guy, I like small towns, I believe in the people that serve in small towns,” Pederson explained.

Both Pederson and Paar feel the partnership has been nothing but great. Pederson said, “Being able to deal with the city of Centerville was a blessing.”

“You can only go by his word. I trusted him from the beginning. He was very straightforward, honest with what his situation was in Minneapolis,” Paar said. “Everything he has said he has held to, and everything we have said we have held to. That's why this has worked.”

Discussions on 12th Avenue trail continue

LINO LAKES — Many residents who live near Trappers Crossing and surrounding developments may be happy to hear that the city is still considering making improvements to the 12th Avenue trail.

At the Dec. 3 work session, City Engineer Diane Hankee explained that WSB & Associates worked with city staff to consider multiple options for the trail and put together a preliminary proposal and rough cost estimate.

The trail gap along the east side of 12th Avenue was originally discussed by the council back in November 2016 and again this past October, when around 30 residents packed the council’s work session in the Community Room to share their safety and accessibility concerns concerning pedestrian access.

Resident Ashley Swenson shared a PowerPoint Presentation sharing both her own and her neighbors' concerns at the October meeting.

The proposed project, which is estimated to cost around $229,770 (including easement acquisitions), would include connecting the trail along 12th Avenue South between White Oak Road and an existing segment to the south near Holly Drive.

A 7-foot-wide easement from three property owners on the east side of 12th Avenue would likely be necessary to construct the 8.5-foot bituminous trail and maintain existing drainage patterns. Storm sewer would need to be extended underneath the northerly portion of the trail approximately 60 feet and a temporary easement would also be required during construction. Some trees will also need to be removed and replanted.

One resident at the Dec.3 work session wanted to know if any trees would be removed from his property and, if so, what they would be replaced with.

“I am for the trail as far as safety for the kids ... I feel bad for kids out there or people walking out there. It is a safety issue,” he said.

He also wanted to know whether the trail would have to be ripped up if he were to connect to city sewer in the future.

At the work session, another resident wanted to know how far into his property the easement would go, as he has a septic mound system in the front yard.

Hankee explained all of this information is “very, very preliminary” and those details would be accounted for during the design phase of the project.

Mayor Jeff Reinert wanted to know if the project would be eligible for state aid funding, and Hankee said it would be. Reinert said he would prefer to see state aid funding go toward this project rather than Cedar Street improvements.

Reinert said, “I don't like the price at all ... We just have to learn more from the affected property owners and what their needs are going to be. Let’s continue to have a conversation, ask questions and then at the end we will ask the question if we want to keep moving forward.”

Reinert directed city staff to continue working with affected property owners.

A week of honor

T

HE WEEK OF Dec. 3, following the death of our 41st president, George H. W. Bush, was a week of honor celebrating his life. He was an American patriot, family man of 73 years of marriage to Barbara, a servant, and a Godly man.

He taught the nation and the world to be kinder and gentler.

He loved humor, but had a difficult time remembering the punch line when telling jokes.

He was a hero of World War II as the youngest Naval aviator.

He loved his family and always made time for them. He had a son, George W., who followed him as a president.

He died on Nov. 30, 2018 at the About the age of 94. Viewing services, there were many great quotes, including Town one of Bush’s favorite: “Preach Gene Johnson the Gospel always; if necessary, use words.” This phrase is often attributed to St. Francis of Assisi.

I AM LEARNING to be a caregiver as on Nov. 29 Kathy had her left shoulder replaced as a result of deterioration from arthritis. We were fortunate to have Dr. Jonathan Biebl of Summit Orthopedics do the surgery. He is a University of Minnesota Medical School graduate, and his family resides in North Oaks.

We were not aware of many total shoulder replacements, but Biebl said, “I’ve been doing them for 30 years.” He is very proud to be a part of establishing Summit Orthopedics.

We express appreciation to so many friends who have been bringing wonderful food items during this recovery period. I’m now getting an elementary education in operation of household appliances.

CONGRATULATIONS TO WHITE Bear Lake on being named Best Minnesota Town by Minnesota Monthly magazine. In the ‘60s, White Bear Lake was named an outstanding community in the United States. We were called an “All American City.”

People make the difference. We are an active community that cares about each other. Volunteerism sets a record here. Education takes a high priority. Our natural resources, such as the lake, are an important point of beauty and attraction.

The northeast metro is a friendly place to live and work. Remember to do your part every day by greeting people, whether you know them or not.

Drive courteously, too. And thank you to local government for keeping our streets, our parks and sidewalks so neat and clean.

I WAS SURPRISED by a recent statistic I heard. Two-thirds of all American homes have a pet. I don’t know the breakdown between dogs, cats, gerbils, frogs, etc. It is an interesting phenomenon how we connect with the animal kingdom. Kathy’s Uncle Bud had a cockatoo that he taught to say, “Get back – I’m an eagle,” not to mention the swear words he taught it.

AT A RECENT funeral of a friend of ours, Orin Danson of Grand Rapids, Minn., a card of a daily model was handed out. It read: “What I do today is important because I am exchanging a day of my life for it. Let it be gain – not loss, good – not evil, success – not failure in order that I will not regret the price I have paid for it.”

1600 YEARS AGO, St. Augustine wrote: “Jesus was created by a mother whom he created.

He was carried by hands that he formed. He cried in the manger in wordless infancy, he the Word, without whom all human eloquence is mute!”

Happiness: Something you can give yourself

H

appy holidays! Does that phrase bring you joy or wear you out? Maybe a little of both?

Across religions and cultures in the United States, there are at least 14 holidays celebrated between November and January.

Chances are that you, and nearly everyone else you know, are celebrating something – or at least feeling obligated to do so. just as Movers & weBut can choose which holidays Shakers we honor, we also Jerry Hromatka have the ability to make choices that will make our celebrations, and us, happier.

Rachel Cain, director of Outpatient Mental Health at Northeast Youth & Family Services, says that we have more control over our happiness than we think.

While genetics plays a strong role in our susceptibility to problems like depression and anxiety, our own personal outlook and diligence in maintaining a healthy lifestyle can have a great effect on our happiness. She adds research suggests that as little as 10 percent of our overall happiness is due to life circumstances. How we think about our lives is often a bigger factor in determining happiness than the actual circumstance.

Here are a few suggestions of

things you can do to increase your chances of having a “happy holiday:” Invest more time in relationships with friends and family – According to a Harvard Study that has been tracking happiness for 80 years, making time for others is one of the most important things you can do to improve your quality of life year round. Lifelong cultivation of healthy relationships was determined to be a bigger factor in overall happiness than health, career advancement or financial success.

Help others on a regular basis – While volunteering has been proven to increase happiness, doing something as small as opening the door for someone struggling with their holiday packages can brighten your day as well as theirs. Plus, it is easy, affordable and the opportunities are endless.

Take care of your body – Diet and exercise really do help you stay happier. Even small changes like committing to a 10-minute walk at lunchtime, drinking more water and going to bed earlier can improve your outlook as well as your physical health. It also makes you less likely to binge on holiday treats.

Take care of your mind – People who practice regular meditation or mindfulness exercises report a significant drop in stress and an increase in mental and physical health. Those who practice some form of spirituality, whether as part of an organized religion or not, also report

increased feelings of health and wellbeing. These practices are especially important at this time of year when the weather is cold and sunshine is scarce.

Don’t beat yourself up – To be imperfect is to be human. Those who are able to identify and utilize their strengths instead of focusing on their weaknesses tend to be happier. If you have difficulty identifying strengths, ask a trusted friend or family member for their honest opinion.

And finally, get lost – The ability to be fully immersed in whatever you’re doing and drown out everything else gives your brain a break. It also makes you more resilient when tough times, or holiday stress, arise. Listening to music, enjoying a craft, or even just going out to the movies are great opportunities to rest and reset.

This holiday season, remember that happiness is not necessarily a “gift” that some people magically receive and others don’t. It is something you can give yourself at any time. Plus, it will always fit and never go out of style. And if you are having trouble finding happiness, please remember to lean on your friends, loved ones and even mental health professionals so you can truly have a happier holiday this year. ecember is a time of “entertaining� or that’s at least what we say.

If I’m honest, I don’t want to have people over to “entertain� them.

I want them to come over to enjoy good food and conversation with me and my family.

Entertaining puts too much pressure on me. I’m more of an improvisational host.

Most entertaining at my house involves calling up friends or family and saying something like, “Hey, what are you doing tomorrow night?

Chow When I’m in entertaining mode, I like Lisa Erickson to literally cook with people. That’s how a food writer/recipe tester/former chef entertains. I want everyone in the kitchen cooking with me, or at least joining me with their favorite drink while I prepare the meal.

I don’t need to dress up or slave in the kitchen for days over a fancy 7-course meal. There are no frilly aprons that match my dresses. A good friend likes to hire a professional chef to cook dinner for her holiday parties. The chef is the

entertainment. Most of us do not have the funds or don’t know a professional chef; we’re the ones cooking and entertaining our company all by ourselves.

This holiday season, don’t stress over entertaining. Make it a party and have everyone get involved in the cooking.

It will be more fun for you and your friends and family.

Perfect holiday pizza party Here are a few things you can do to ensure your pizza party is a huge success. • Chop all ingredients ahead of time.

I invested in a tray with many sections.

Doing so keeps all the toppings in one spot. • Make the dough a day ahead. • Make a dough rolling station, sauce and cheese station and a topping station.

I also make a list of ingredients for some fun pizza ideas like taco or French style pizza. I post them on the wall or on an easel. • Ask people to bring drinks and a plate of cookies to pass. This way you’ll have a fun selection of drinks and treats. • Remember to turn on your furnace’s fan or turn on a couple fans and crack a window. Multiple times during the year we have a pizza party, but in the winter sometimes the smoke from a misshapen pizza fills the house with smoke and sets off the fire alarm.

Pizza Serves 6 1 cup warm water (not hot) 1-1/4 tsp. active yeast 2-1/2 c. all-purpose flour, plus more if needed 1-1/2 tsp. salt 3 c. mozzarella cheese 1 12-oz can pizza sauce Toppings In a medium-sized bowl, sprinkle the yeast over the water, and let stand for 3 to 5 minutes until the yeast has dissolved. Add the flour and salt. Turn out onto a floured work surface and knead the dough for about 5 minutes. Knead the dough until it forms a smooth, slightly tacky ball that springs back.

Lightly coat the inside of a large bowl and the dough with olive oil. Place dough in bowl and cover with plastic wrap and let rise for 30 minutes. Refrigerate dough until ready to use—up to 3 days.

Preheat oven to 450°F. Remove dough from fridge and let rest for 30 minutes. Divide dough into two equal pieces. Working with one piece of dough at a time, stretch or roll the dough into a thin, 12-inch round on parchment paper. Transfer dough to baking sheet. Spoon 1/3 cup sauce onto dough, leaving a 1/2-inch border around

the edge. Sprinkle with 1-1/2 cups of cheese and other toppings; bake pizza for 8 to 12 minutes or until the crust is golden-brown and the cheese is melted.

Repeat with the remaining dough and toppings.

Library celebrates the launch of the new app The Anoka County Library will host a celebration of the launch of the updated cloudLibrary app from 3 to 6 p.m.

Friday, Dec. 21, at the Northtown Library in Blaine. Anoka County will be the first library system in the nation to go live with the cloudLibrary 4.1 update.

The cloudLibrary app allows library users to borrow and read eBooks and eAudiobooks for free. Features on the new app include a modern layout and interface, as well as the ability to link from items to other titles in the series or other titles by the same author. The app also boasts a multitude of new filters, including the ability to search by language as well as the capability to handle multiple user accounts on the same device. The design is being

touted as more interactive and more user-friendly.

To help celebrate, staff at the Northtown Library as well as staff from bibliotheca, a library management solutions company, will be on site to help attendees update the app, demonstrate the new features and share their love for digital access to materials.

LEXINGTON CITY COUNCIL NOTES The Lexington City Council took the following action at its Dec 6 meeting: • Approved the consent agenda, which included Nov. 15 council minutes and claims and bills.

• Approved Centennial Lakes Little League’s request for the use of Memorial Park from April 1, 2019- Sept. 21, 2019. This action will accommodate the number of children who sign up to play next year and allows the little league to host the Fastpitch Softball State Tournaments for the 2019 season.

• Approved a Memorandum of Understanding (MOU) for Anoka County Economic Development. The MOU formalizes the partnerships between the county of Anoka, Connexus Energy, MetroNorth Chamber of Commerce, and participating municipalities within Anoka County, to tackle goals including: changing the perception of Anoka County, clearly defining the roles with regional partners, and ensuring the county is ready for development from a talent, product and economic focus.

• Signed a voluntary cost sharing Agreement for Anoka County Economic Development. The council members agreed to the $116 financial contribution from the city of Lexington, which would be paid for by the Lexington Housing and Redevelopment Authority fund.

• Approved a resolution to increase the benefit level for firefighters who are in the Statewide Volunteer Firefighter (SVR) retirement plan to $4,000 in 2019. The council will revisit the topic next year as they may continue to increase it to $4,500 for 2020.

• Approved a resolution adopting the final 2019 operating budget. The final budget highlights include: ° The general fund levy will be remain stagnant, with a decrease of total property tax by 0.23 percent due to a decrease in the debt levy; ° Capital improvement projects include:$50,000 for security upgrades at City Hall, $6,000 for IT equipment updates, $10,000 for HD camera upgrades, $20,000 for a city entrance sign on Lake Drive, $150,000 for Salt

Shed, $50,000 for firefighter equipment, $5,000 for Memorial Park improvements, $36,500 for Jackson Avenue street repairs and $25,000 transfer to reduce the Debt Levy increase.

• The enterprise funds are using revenue/reserves from the following: $10,000 budgeted for connecting Municipal Liquor Store to the Anoka

County fiber network, $30,000 for cooler door repairs at the Municipal Liquor Store and $7,000 for a service crane for the city’s F-350.

• Approved a resolution certifying the 2018 tax levy collectable in 2019 with a total of $1,149,335 after the total debt service of $126,162 is taken out.

Cougar mat, grid star plays in state all-star game

Wrestling star John Noll stepped away from the mats last week to play one last high school football game.

The Centennial lineman was one of 90 seniors chosen for the state coaches association all-star game at U.S. Bank Stadium on Saturday, sponsored by the Vikings.

“I had a great time,” Noll said. “I think I measured up well.”

Noll played defensive end on the North squad that lost to the South 3312. With players rotating in and out, he estimated that he played “around 18 snaps,” and was pleased that the defensive unit didn’t give up any points while he was in the game.

One play stood out for him. He was lined up against Quinn Carroll, Edina’s 6-6, 280-pound tackle, probably the state’s No. 1 recruit, who signed with Notre Dame. “I pushed him away and made the stop, on a fourth-and-one,” Noll said.

Asked what he learned about himself in three days of practices and one game against so many quality players, he said, “I learned I’m pretty quick — but a lot of other guys were pretty quick, too.”

One of the highlights was being reunited with David Roddy, the quarterback from Breck, a Golden Valley private school, who is one of the state’s top all-around athletes and has signed with Colorado State for basketball. “Roddy went to our school before he transferred, after eighth grade.

I used to play with him,” said Noll.

Another familiar face was Mike Cross of the Centennial football staff, who coached the North defensive linemen. The North head coach was Kevin Feeney of Moorhead.

Noll, listed at 6-2 and 230 pounds for football, is a three-time state wrestling qualifier with around 120 wins in his career. He’s 8-0 with six pins this year. His all-star football excursion made him miss one dual meet and one tournament.

Asked which sport he’d like to pursue in college, Noll said it’s a “tough decision,” and isn’t sure if he wants to continue in either sport.

Centennial boys basketball lost a pair of road games last week as their record dropped to 2-2. The Cougars took on Mahtomedi, ranked No. 3 in Class 3A, and lost 91-69 on Tuesday.

Ariq Eason pumped in 24 points and Carter Anderson 22 in the loss.

Matthew Wyffels added 12. The Cougars fell to New Prague 79-70. Riley Van Buskirk netted 22 points, Anderson 19 and Eason 16 for the Cougars, who led 37-33 at halftime.

With most of their roster scoring in each game, Centennial girls baskertball posted two lopsided wins last week, improving to 3-2.

Twelve players got into the scoring column in a 61-28 win over Spring Lake Park 61-28, led by Taylor McAulay with 13 points, Sarah Lavell with 11 and Jodi Anderson with 10. Then 14 Cougars rustled the nets in an 81-43 win over Totino-Grace, paced by McAulay with 16 points, Anderson and Lavell 11 each, and Mady Sanders 10.

small agency requested her help because they couldn't support events at both Walmart and Target. In 2012, the event's name changed to Heroes with Helpers so as to include fi re and emergency medical services as well as police.

The program began with Blaine Police Department officers, police reserves and Police Explorers. Now that the program has doubled in size, volunteers are needed from many other agencies.

“The best part is seeing a smile on all of the kids' faces and how excited they are. It is nice for the officers to be able to bond with them.

It is great for the kids to see we are real people too,” Ross said.

“I hope they see that we don't just enforce laws. We have families, too. Some of these kids have seen us come into their home and might have a certain view of us, so now this sheds a different light on how we are.”

In addition to gifts, each child was able to purchase some necessities such as food, hats, mittens, coats etc. while not tapping into their allotted shopping budget.

“We set aside $1,000 for necessities. I like that we take care of some of those necessity items and then they get to spend even more on their families,” Ross said.

After the necessities are taken care of, each child receives a donated $125 gift card and can check things off their Christmas lists.

The best part of the event is “seeing the kids’ faces and expressions when we show up,” Aldrich said. Every child is picked up from his or her school in a squad car, ambulance or fi re truck and escorted to Target. When the shopping is done, they then ride back home to

tell their families all about the experience.

This is Lino Lakes Public Safety Department Deputy Director Kyle Leibel's third year volunteering for the event. “The best part is at the very end when we meet the families. When we drop these kiddos off, sometimes there are other family members who have never had a good contact with police or fire (personnel),” he said.

Leibel added he hopes Heroes and Helpers will help eliminate any communication barriers that may have existed for the children in the past.

Around $12,000 was donated for the event from Target, the Blaine Festival committee, Blaine Police Federation, PetSmart, Alicia Marie Photography, Memories and More Photo Booths and individual families.

In addition to allowing emergency personnel and children take over the store for an afternoon, Target also donated a bag of food for each child in addition to gift-wrapping supplies.

WATERMARK: Largest development in Lino Lakes history moves forward FROM PAGE 1

The 1st Addition of Watermark will include 93 town home units and 100 single family homes for a total of 193 units.

“This is a project that will probably be going on for a decade or better. We are being asked to approve several things tonight that are being presented in a certain way to be a certain thing,” Mayor Jeff Reinert said.

“How can we put a lasso around this thing and not have it just be anything?

How can we make sure that we give the developer flexibility in the terms of how it was presented to us, but we maintain the integrity of what we are voting on and what we think is going to be a development representing what we think Lino Lakes is?”

Reinert asked whether homes that are currently slated to be single family construction, could be changed to a higher density by the developer in the future. City Attorney Jay Squires explained, “The concept of an MDA would be the glue that would bind the entire project together so that the expectations that this council has for the entire buildout are met to the fullest extent possible.

“Can any of us sit here tonight and say a council eight years down the road might choose to allow the developer to do something different than this council?

Absolutely not. We can't do that because you can't bind the hands of future councils.”

Reinert responded, “I am hearing that there is nothing that we can put in here to prevent them from changing in the future, a plan that is going to be for (864) homes, possibly more if they change their minds, apparently. This is the biggest development in Lino Lakes’ history, and our hands are tied to be able to say that what we vote on is actually what is going to be built.”

Community Development Director Michael Grochala explained that although there is some flexibility built into the plan, the developer would have to go back through the amendment process for major changes. “We are saying you can move that park 200 feet in either direction and that is not going to require an amendment, but at the end of the day you still need to give us 661 acres of open space, (and) 10 acres of public and private park space.”

Reinert then asked a series of questions concerning whether all the financial securities were in place, engineering and construction plans were complete, the homeowners association covenants were finalized and if all of the required permits were submitted.

City Planner Katie Larsen explained all those items had been submitted in draft form. Squires added, “It is

not typical practice for all of those documents to be completed prior to final approvals by the council; that's why they are listed as conditions precedent, so staff reviews all of those documents for accuracy to ensure they are in proper from and they are recorded (with the county) before allowing any development on the property.”

One of Reinert's main issues with the MDA was the stipulation, “The city shall construct a stormwater outlet from the western boundary of the development to Peltier Lake, and shall complete the same on or before Dec. 31, 2020.”

The northeast Lino Lakes drainage improvement project referred to in the MDA stipulation is bounded by Main Street to the south, the city of Hugo to the east, Peltier Lake to the west and Rehbein Street to the north. The site is approximately 1,350 acres. Back in November 2017, Katy Thompson, of WSB & Associates, explained to the council the surface water in the area is effectively landlocked, and aging agricultural field drains installed in the early 20th century provide drainage in the region. The drains are at capacity and unable to meet the demands of future development within the watershed. The project is estimated to cost around $3 million.

“To me that is kind of crazy. There might be land acquisition (involved), you have to work with the watershed district, DNR, Army Corps of Engineers ... that is no small project,” Reinert said.

“You want us to commit to a developer, for God's sake, that we are going to make that kind of commitment to the city in this agreement? That's crazy. That's kind of nuts for us to make that kind of commitment to a developer and spend that kind of money on a project and put a date on it.”

Grochala explained the two projects have been discussed in conjunction with one another for a number of years. “In terms of completing the project in that timeline, that is certainly doable from an engineering perspective,” he said.

Reinert said, “So what if the project gets pushed back a year and a half for the right decisions to be made. To put a gun to our head to make sure that we have to get this certain thing done by a certain date I just don't think is wise.”

Lennar Land Development Area Manager Joe Jablonski said, “The timing is very critical to us because our hands are tied. We want to get into this thing, and we want to build this out the way you want to see it. That's why we are here, that is why we are agreeing to the plans, to an MDA. But we can only go so

far; we need the city's help for the Peltier outlet.”

He added, “We have contractual obligations with Mattamy as well. If we can't build on the site, it doesn't make sense for us to continue investing in it ...

But between us and Mattamy, this was a particular item that is very critical to the success of the community.”

Reinert said, “You understand why this is something I personally can't vote for?”

Jablonski responded, “In all fairness to Watermark, you heard that this particular project helps the stormwater of 1,300 acres. This is about 350 or 360 (acres) and we are paying for about half of it, so I would think on an acreage basis, we are paying a very large portion of this particular improvement.”

Councilman Rob Rafferty said, “They are really trying to do a large development and to bite off a chunk that is 193 homes, that is almost the entire development of NorthPointe. In their defense, I think we have to try to look at the positive nature of the element of the drainage factor, which is a key element that I agree with 100 percent.”

He added, “It took NorthPointe five years to complete roughly 200 homes. It's simple math. It takes four years to do 200 homes, that is going to put us out 20 years to collect $2 million (from Lennar).”

The other issue Reinert had with

the MDA was that it stipulates “the developer shall construct a private clubhouse for the use of the residents of the development once 518 building permits have been issued for the project.” He requested that the language be changed to “once 518 lots have received final plat approvals.”

Councilman Michael Manthey addressed Reinert, “With all the little things that have to be taken care of, I agree with your hesitation. Because of the size of the project, we don't want these things to get lost ... I think we make the approval on this, (city staff) takes care of the little things and then we move on.”

The council unanimously approved the PUD final plan/final plat, MDA and the development agreement and PUD agreement, with suggested changes to the MDA, which include: The city shall use “best efforts” to complete the Peltier drainage project before Dec. 31, 2020.

Lennar shall construct a clubhouse once it has received 518 final plat approvals from the city.

BOARD OF COUNTY COMMISSIONERS ANOKA COUNTY, MINNESOTA ADOPTED: NOVEMBER 27, 2018 RESOLUTION #2018-147 ESTABLISHING COMPENSATION AND EXPENSE AMOUNTS FOR ANOKA COUNTY EMPLOYEES, UNCLASSIFIED EMPLOYEES, APPOINTED DIVISION MANAGERS, DEPARTMENT HEADS, ELECTED OFFICIALS, AND COUNTY COMMISSIONERS FOR 2019 WHEREAS, adjustments to compensation levels of governmental units are considered on an annual basis; and, WHEREAS, the total compensation package must be affordable for Anoka County; and, WHEREAS, the compensation levels of non-bargaining unit employees, unclassified employees, division managers, department heads, and elected officials for 2019 need to be established before the end of this year; and, WHEREAS, the Personnel Rules and Regulations of Anoka County, Minnesota, adopted by the county board, provide that the director of Employee Relations shall annually review the salary levels and make recommended changes; and, WHEREAS, the director of Employee Relations has completed said review for program year 2019 and has recommended to the Anoka County Board of Commissioners that the potential salary rate of all county employees be increased as described below, except for specific exclusions as are on file in Employee Relations: NOW, THEREFORE, BE IT RESOLVED that the general adjustment for 2019 is 0 percent. On January 5, 2019, individual established salaries of non-bargaining unit county employees, unclassified employees, the county

BE IT FURTHER RESOLVED that regular county employees who are in collective bargaining agreements with the county or temporary employees are specifically excluded from the pay increase portion of this resolution and all other matters covering terms and conditions of employment except as provided in this paragraph. CITY OF LINO LAKES COUNTY OF ANOKA ORDINANCE NO. 19-18 TO REZONE CERTAIN PROPERTIES ALONG WEST SHADOW LAKE DRIVE FROM R, RURAL TO R-1X, SINGLE FAMILY EXECUTIVE RESIDENTIAL AND PSP, PUBLIC AND SEMI-PUBLIC “The City Council of Lino Lakes ordains”.

Section 1. The City of Lino Lakes makes the following Findings of Fact: 1. The City Council Staff Report dated November 26, 2018 details the rezoning.

2. The Planning and Zoning Board held a public hearing on November 14, 2018 and made recommendation to approve the rezoning on a 6-0 vote.

3. Per Section 1007.015 (5), the Planning and Zoning Board shall consider possible adverse effects of the proposed rezoning and its judgement shall be based upon, but not limited to, the following factors: a) The proposed action has been considered in relation to the specific policies and provisions of and has been found to be consistent with the official City Comprehensive Plan.

The proposed action of rezoning parcels from R, Rural to R-1X, Single Family Executive is consistent with the Comprehensive Plan. The parcels are guided low density sewered residential and the R-1X zoning district is consistent with this type of land use. The current land use is single family residential. The R-1X zoning district is intended for development of single family detached homes on lots served with public sewer and water. Public sewer and water are currently being installed along this stretch of West Shadow Lake Drive.

The proposed action of rezoning the two (2) Anoka County parcels from R, Rural to PSP, Public and Semi-Public is consistent with the Comprehensive Plan. The parcels are guided park and are currently part of the Chomonix Golf Course. The PSP district allows for public parks and golf courses as a permitted use. b) The proposed use is or will be compatible with present and future land uses of the area.

There are no proposed use changes. Present land uses are single family residential homes and County Park and recreation (golf course). Future land uses in the area are guided low density sewered residential and park. c) The proposed use conforms with all performance standards contained herein.

Any future development shall be required to meet performance standards unless otherwise approved by the City Council. d) The proposed use can be accommodated with existing public services and will not overburden the City’s service capacity.

Per the City’s Comprehensive Plan, the parcels are within the 1A: 2008-2015 utility staging area. The watermain and sanitary sewer systems have capacity to accommodate the existing and future homes along this section of West Shadow Lake Drive. e) Traffic generation by the proposed use is within capabilities of streets serving the property.

There are no proposed use changes and no anticipated traffic impacts. Current and future land uses along West Shadow Lake Drive are single family residential homes. The golf course does not ingress or egress on West Shadow Lake Drive and therefore; does not impact traffic on West Shadow Lake Drive.

Section 2. The Zoning Ordinance of the City of Lino Lakes is hereby amended to rezone the following described properties from R, Rural to R-1X, Single Family Executive Residential: • Lots 5-8, Block 3, Lakes Addition No. 1 • Lots 1-23, Block 4, Lakes Addition No. 1 • Lots 1-17, Block 1, Lakes Addition No. 4 • Lots 1-5 and Outlot A, Lakes Addition No. 5 • Lots 1-5, Block 1, Reshanau Shores • Lots 1-6, Block 2, Reshanau Shores • Lots 1-5, Block 1, Townhouses of Reshanau Section 3. The Zoning Ordinance of the City of Lino Lakes is hereby amended to rezone the following described properties from R, Rural to PSP, Public and Semi-Public: • Lots 3-4, Block 3, Lakes Addition No. 1 Section 4. This ordinance shall be in force and effect from and after its passage and publication according to the Lino Lakes City Charter.

You can’t find much to complain about regarding the weather.

It was nothing more than spectacular this past weekend with temperatures in the 40’s. Friend Brian was able to get out and cross county ski, the Lenz’s look like they caught their supply of Perch and the neighborhood pond was filled with skaters. Chris, Dale, and I were able to run in shorts and a t-shirt. Despite this gorgeous weather, Winter starts on Friday, Dec. 21 at 4:21pm.

LINO LAKES CITY COUNCIL NOTES *Editor's note: Please see next week's paper for a detailed story on the 2018-19 tax levy and budget.

The Lino Lakes City Council took the following action at its Dec. 10 meeting: • Held a public hearing and approved a resolution granting host approval to the issuance of a revenue note by the city of Falcon Heights. There was no public comment.

Heritage Apartments, Inc. (Lyngblomsten) has proposed development of a senior living campus with a continuum of care at the northwest corner of County Road 49/Hogdson Road and County Road 32/Ash Street/ County Road J. Heritage Apartments Inc. submitted a proposal which includes the financing, in part, of the Lino Lakes project in addition to the refinancing of an existing facility. For the city of Falcon Heights to issue the note, the city of Lino Lakes must grant “host approval,” which implies no obligation on the city’s part to repay the bonds.

• Approved a resolution amending the 2018 general operating budget. The original adopted budget included a use of reserves in the amount of $725,000; the amended budget reduced that figure to $32,288 due to savings realized throughout the year.

The City Council has made a number of fiscal decisions throughout the year which have an impact on the general operating budget. The revenue impacts include decreased delinquent tax revenues, increased revenues in building and licensing activities, decreased grant revenues and increased municipal and police state aid.

The expenditure impacts include a net decrease to personnel service costs due to position vacancies, a net decrease to professional and contracted services, a decrease in parts/supplies and the final transfer for the park land loan and the Comprehensive Plan update budgeted over three years.

• Approved a resolution committing specific revenue sources in special revenue funds. The council previously approved a policy implementing a Governmental Accounting Standards Board (GASB) requirement which mandates that fund balances be divided into categories from most restricted to uncommitted funds.

The resolution commits the specific revenue sources of the recreation special revenue fund for operating city-sponsored recreation programming and the cable TV fund for expenditures associated with cable TV programming and communications.

• Approved a resolution reducing the city’s 2018-19 debt service tax levy for general obligation (G.O.) bonds, Series 2018A. State law requires the county levy the amount originally certified and scheduled unless the taxing authority passes a resolution canceling or reducing the debt service levy.

On Nov. 13, the council awarded the sale of $6,915,000 in G.O. bonds, Series 2018A to finance various street reconstruction projects (LaMotte Drive and West Shadow Lake Drive areas) and various water and sewer utility projects. At the time of issuance, an annual tax levy

was included in the bond documents for the payment of future debt. It was anticipated that the annual debt service would be satisfied through collections of special assessments and an annual tax levy.

City staff has concluded that adequate resources are available to reduce the levy from approximately $233,000 to $200,000.

• Appointed Brianna Freeman to the building permit technician position, which will become vacant in February after current building permit technician Georgia Woltjer retires. Freeman's hourly rate of pay will be $22.79. Freeman will start in the position in early January.

• Appointed Katie Stelzner to the recycling intern position. Current intern Sayard Schutlz’s internship will end in early January. Stelzner will work 29 hours a week at an hourly rate of $12. The position is funded through the Anoka County SCORE grant program.

• Approved replacement of vehicle 390, a 2009 Toyota Corolla. Director of Public Safety John Swenson explained as part of the 2018 and 2019 budget discussions, the replacement of vehicle 390 was evaluated and it was determined that this vehicle would not be replaced. An opportunity has become available to replace the vehicle with one that has been obtained through the vehicle forfeiture process. The current mileage for vehicle 390 is 112,851 miles. The vehicle available to the city to replace it is a 2017 Jeep Cherokee with 8,188 miles. The use of forfeiture funds is an authorized use as defined by state law and federal equitable sharing rules. Use of forfeiture funds in this manner would result in an estimated future general fund savings of $25,000 to $30,000. The total amount of forfeiture dollars that would be used for this vehicle replacement would be approximately $6,000 for vehicle registration, taxes and emergency equipment.

• Accepted a donation in the amount of $10,000 from the Coss Family Foundation for the purchase of a UTV. Swenson explained a UTV would enable first responders to easily access remote areas of the community that cannot be reached with standard vehicles.

The 2019 Polaris Ranger Crew costs $33,879. The remaining cost of $23,879 would be funded using forfeiture funds.

• Approved a conditional use permit (CUP) for commercial stables at 1288 and 1325 Main Street. Sandy Nordstrom and Ken Schienbein submitted a land use application for a CUP for commercial stables. They operate Rocking S Horse Company, which trains, buys and sells horses. In July, the council approved an ordinance amending City Code Chapter 1007 related to commercial stable performance standards. The applicant is seeking a CUP to make sure the commercial stable operation complies with the standards.

Rocking S Horse Company has been operating for more than 20 years at 1288 Main Street. In 2017, the applicants purchased 1325 Main Street. City Planner Katie Larsen explained some residents had expressed concerns regarding horseback riding and animal waste deposited along the right-of-way of Main Street

and on the trail.

There was also some discussion about how many accessory structures would be permitted.

Larsen added recently the property owners had six horse trailers stored along I-35W, and city staff was recommending those be screened from the public roadway.

“Personally, I would think it's okay if people from the highway saw horse trailers when they got to Lino.

That is not such a bad thing. It is kind of a symbol of our rural nature,” Mayor Jeff Reinert said.

Councilman Dale Stoesz said, “I think these kinds of properties are what makes Lino Lakes great, and I'd like to give them as much flexibility as possible just because these are the kind of properties see people see coming in … I think it is not a bad thing to be known as a horse farm especially that close to a high-traffic area.”

Ultimately, the CUP was approved. Among the conditions imposed were: ° A combined total of 18 animal units are allowed between the two parcels. A combined total of 36 animal units are allowed between the two parcels with a compliant facility management and waste handling plan. ° The number of portable animal shelters are limited to four on 1288 Main Street and six on 1325 Main Street. ° The combined number of horse trailers allowed between the two parcels are limited to 10. All horse trailers are required to be fully screened so as not to be visible from the public roadways. ° Horseback riding in the Main Street right of way and along the regional trail should be kept to a minimum.

• Authorized the preparation of plans and specifications for the 2019 mill and overlay project. The estimated $506,000 project includes: full-depth mill and overlay/ reclamation on Sherman Lake Road, Merganser Court, Sherman Lake Court, Sherman Lake Circle and Pheasant Hills Drive; and a mill and overlay for Fire Station No. 1 parking lot.

The alternate to add the south section of Deerwood Lane (full-depth mill and overlay) is estimated to cost an additional $120,000. The project is funded through the city’s annual pavement management fund. WSB & Associates submitted a proposal to complete the plans and specifications for a cost not to exceed $37,784.

City Engineer Diane Hankee also mentioned the county plans to resurface Birch Street from Centerville Road to West Shadow Lake Drive; there is a possibility the county and city projects could be bid together to receive favorable bids.

The next City Council work session will be at 6 p.m.

Monday, Jan. 7, in the Community Room. The next regular meeting will be at 6:30 p.m. Monday, Jan. 14, at City Hall.
