Natures Refuge North: Neighbors weigh in on concept BY SHANNON GRANHOLM MANAGING EDITOR

LINO LAKES — Neighbors who live near Natures Refuge, mainly in the Arena Acres development, said they would like to see their area kept the “peaceful” and “quiet” place it is today. M/I Homes has submitted a land use application for a planned unit development (PUD) concept plan review. The proposed residential development is a 108-lot singlefamily conservation subdivision. The development contains two parcels totaling approximately 60 gross acres. It is located north of Natures Refuge, which has 60 lots on 95 acres. “This is a high-level conversation,” City Planner Katie Larsen said, reminding everyone of the nature of a concept plan. “If the applicant decides to move forward with a project, they will be required to hold a neighborhood meeting.” M/I Homes is proposing large single-family lots (nine 80-foot-wide lots), single-family lots (39 65-foot-wide lots) and single-family villa lots (60 50-foot-wide lots) for a total of 108. The property is currently zoned R-X, rural executive. Larsen explained that the R-X zoning is a holding district until municipal water and sanitary sewer are available to develop the site. The property would need to be rezoned to PUD to allow for a variety of lot widths, lot sizes and housing types.

Java Companies continues to refine proposal Does Lake Drive, near 77th Street, need an oil change business and a car wash? Java Companies continues to refine its plans for the 2.4 acres of property it is purchasing from the city at the northwest corner of Lake Drive and 77th Street and 7685 Lake Drive. And those plans could need rezoning as well as a modification to the purchase agreement.

closing, or the ownership of the 7685 remnant reverts back to the city. “Since execution of the purchase agreement, the buyer has worked diligently to acquire rights to the Broker and Hylander properties, identify users, and prepare an initial concept plan,” Grochala said. Java Companies has proposed a concept that would include a day care facility, oil change facility, drive-thru coffee shop and a car wash (south new street). Upoftothe $40.00 OFF

Community Development Director Michael Grochala explained that the sale of the property is contingent on a number of items, most notably a restriction that the property, north of the new street shall not be used for “automobile or truck repair, car wash or as motor fuel station.” The agreement also includes requirements that the buyer acquire the property at 7691 Lake Drive (“Broker” property), and that the buyer must acquire 7681 Lake Drive (“Hylander” property) within 36 months of

LAKE DRIVE PROPERTY: Rezoning required

Grochala explained that as proposed, the oil change facility would violate the restriction included within the purchase agreement. Grochala explained that the City Council has the authority to amend the agreement and strike that condition. Additionally, the oil change location, drive-thru coffee shop and car wash properties would require a rezoning from NB - Neighborhood Business, to GB - General Business or PUD - Planned Unit Development to allow for those uses. Council Member Christopher Lyden said he would be supportive of an oil change business. Council Member Dale Stoesz said he would be a fan of rezoning to GB sooner rather than later. “That is going to be our business district, and anything we can do to promote that will be positive,” he said. Council Member Tony Cavegn wondered how this proposal was different from one the council turned down last year. “Less than a year ago, we turned down a car wash basically across the street. I’m not seeing any reason to approve a car wash in this location when it was declined less than a year ago across the street,” he said. “Collectively, we said this is not the look we wanted for this area. This is the main entrance into our business district. I’m not in favor of having one here, either.” Mayor Rob Rafferty said he had to agree with Cavegn. He was also not in favor of the oil change use. Council Member Michael Ruhland said he would also be in favor of the rezone and said the reason he personally was not comfortable with the car wash proposal prior was because it was on the same side of the street as a newly opened rooftop bar, and he was concerned about noise. This time around, he was okay with the car wash use, but not the oil change use. A representative of Java Companies said they would be open to getting rid of the oil change user but needed the car wash for economic reasons. Grochala explained that if Java Companies decides to move forward with the project, the rezone would be taken care of at the same time as the preliminary plat process.

Fly high Frosty

A

nd just like that she’s gone and I’m left here trying to figure out how I go on with a huge piece of me gone. I’ve mentioned her in quite a few of my columns, most recently in the column “My first child.” I’m talking about my first dog, Frosty, who crossed the rainbow bridge last week at the age of 10. She was a white German shepherd. Around a year ago, she was diagnosed with degenerative myelopathy (DM), which is disease that affects the spinal cord, resulting in slowly progressive hind limb weakness and paralysis. DM is similar to some of the forms of human ALS, more commonly known as Lou Gehrig’s Disease. We didn’t know how long we would have her, but hoped we would get a couple more years, but the disease progressed way faster than we thought it would. It was my goal to get her to her 10th birthday, and thankfully we did. But then it turned to Christmas … I realized that it would just keep changing. New Year’s, Valentine’s Day, summer, my birthday and before you Shannon’s know it her next birthday. I always knew once the disease Shenanigans spread to her front legs, or she needed a catheter to go to the bathroom her Shannon quality of life would be poor enough Granholm that I would have to let her go. Everyone kept saying, “She will tell you when she is ready,” or “You will know when the right time is” to make the decision to let her go. Frosty never really told me she was ready, and I don’t know if she was. I’d say the moment I knew I had to stop being selfish and let her go was when she had an accident in the house. We carried her into the bathroom to get her cleaned up, and then she had another accident while in the tub. The sores on her feet kept getting bigger (from dragging around). I didn’t want her to have to experience a traumatic ending, and DM always ends traumatically because it eventually affects their breathing. So, I somehow mustered up the courage to make the call that no pet owner ever wants to make and scheduled her in-home euthanasia. The week leading up to it was horrendous. I kept thinking, “this is the last time …” This is the last time I will see her at the foot of our bed. This is the last time I will see her snuggled up next to her sister Twinkie. This is the last time I will get to take a photo of her with my son Royce. I have never experienced anticipatory grief like that before. I was determined to give her the best last day possible and make sure she knew how loved she was. The night before she got to enjoy a steak dinner, and then the next day for breakfast she had a giant treat and puppy latte. She even got to try a cheeseburger. She played with her favorite toy (her “fluffy.”) Right before her appointment, we went on our last walk/wheel together. She had some peanut butter and went to sleep right in my arms. I sobbed before, during and after and still can’t wrap my head around the fact that she is gone. The only pain I can compare this to is when I lost my dad right before Christmas eight years ago. Frosty touched so many lives. When she left, she took a piece of me with her. She traded in her wheels for her wings. I will take on this pain so that she doesn’t have to. Fly high my sweet Frosty. You may be gone, but you will never be forgotten. Play some fetch with dad for me.

Make public safety a priority

hen I ran for office, one of the top concerns I heard from our community was around public safety issues. Whether it was at community meetings, town halls, or one-on-one conversations at the doors, our neighbors told me that they wanted the legislature to make public safety a priority. No matter who I talked to, the same shared values came Legislator up again and again: reliable Lingo emergency medical and Heather fire services, Gustafson more resources for our first responders, and additional state support for these critical needs. That’s why I led the effort to pass a bill that provides $300 million in dedicated public safety aid for every local, county, and Tribal government across the state of Minnesota. This critical state funding gives our partners at the local level the flexibility they need to address the specific public safety issues facing their community.

This local control is vital because the needs of each community are different. Some need more police officers, others need a new fire engine, and many need new investments in training and technology. I trust local governments to make the decisions related to local public safety concerns, since local officials are closest to their communities and have the best understanding of what their individual needs are. But local governments are primarily funded by property taxes, meaning the state has an obligation to help shoulder some of the responsibility of improving public safety in order to prevent property tax increases. For our part, the cities and counties in the Northeast Metro received over $17 million in state funding, one of the highest recipients of state aid in Minnesota. We coupled this new funding with historic levels of local government aid and county program aid, meaning that cities and counties will be able to provide even better, more reliable services and make new investments in public safety without raising property taxes. We’re seeing immediate results thanks to these investments. In Lino Lakes, city officials used the funding to pay for new body-worn cameras, new fire suppression

equipment, and emergency management training for city staff and elected officials. “I cannot stress enough how helpful these funds are,” said White Bear Lake City Manager Lindy Crawford, who added that the city used the resources to purchase a new ambulance, hire a new firefighter/ paramedic, and replace police radios — all without raising taxes on local property owners. Everyone deserves to feel safe in their community, and our local governments should have the ability to best address the public safety issues they’re facing. Thankfully, we’re one step closer to achieving this shared goal by stepping up at the state level to get it done and doing so without increasing property taxes to pay for this essential service. I’m proud of the achievements we made on public safety during the 2023 legislative session, and I’ll continue to advocate for our communities in St. Paul to receive the funding we need to keep our neighbors safe. Senator Heather Gustafson represents Centerville, Circle Pines, Lino Lakes, Gem Lake, North Oaks, Vadnais Heights, White Bear Lake, White Bear Township, and Birchwood Village in the State Senate. She is Vice Chair of the Senate Education Finance Committee.

COUNTY BRIEFS Federal funding sought for roadway improvements

Anoka County plans to submit applications for federal funding through the Metropolitan Council’s 2024 regional solicitation process. If procured, funding would be used for improvements on several streets, including a roundabout at Main Street and Lake Drive in Lino Lakes. Anoka County, in partnership with the cities of Blaine and Lino Lakes, has development construction plans for the intersection of County Road 14 (125th Avenue, NE Main Street) and Sunset Avenue. These plans include the construction of a single-lane roundabout, resurfacing, drainage improvements, and other amenities to address motorist and pedestrian safety. Construction is anticipated to begin in spring 2024.

Dee Guthman appointed interim county administrator Anoka County Deputy Administrator Dee Guthman will serve as the interim county administrator following the retirement of current County Administrator Rhonda Sivarajah at the end of December. Guthman has been a part of Anoka County since January 2005. He will serve in the role until the next county administrator is appointed by the Anoka County Board of Commissioners and begins employment.

BUSINESS BRIEF Anoka County approves final 2024 property tax levy

County commissioners have approved a 10.4% increase to the 2024 property tax levy increase. The 10.4% increase represents a decrease from the preliminary amount, which was a 15.44% increase. The result of that amendment is a $7,153,154 decrease in the final certified levy for 2024, which is now $156,688,155. Priorities for the 2024 budget include providing safe roads and eliminating congestion; working to improve people’s lives; providing public safety services; attracting and retaining a skilled county workforce; and providing clear, accurate and effective information to residents and county staff about county initiatives. To reduce the financial burden during the pandemic, the county was able to keep its property tax levy at a 0% increase from 2021 to 2023. Commercial, industrial and apartment property owners are likely to see larger estimated tax increases next year compared to that of residential. The main factors in those differences are: 1. Levy amounts at the local level, including city, school district and county, are increasing. 2. 2023 value increases for commercial industrial and apartment properties largely exceeded that of residential properties, meaning they will bear more of the tax burden in 2024.

Lyngblomsten will start a new session of The Gathering Lyngblomsten will expand its group respite program for those living with memory loss to Lino Lakes in early 2024. The Gathering, offered by Lyngblomsten Community Services, is a group respite program that provides four hours of social engagement and brain-stimulating activities (including activities led by professional teaching artists) to older adults who live at home and are experiencing early- to mid-stage memory loss. This allows their family members and/or friends to take a muchneeded break from caregiving.

These caregivers also have the opportunity to connect oneon-one with a Lyngblomsten caregiver specialist for resources and support and to participate in a weekly online Caregiver Connect Group. The program is led by Lyngblomsten staff with support from a team of volunteers who are specially trained to understand the distinctive needs of people experiencing memory loss. The new session of The Gathering will be held at the Lyngblomsten at Lino Lakes campus (6070 Blanchard Boulevard) from 10 a.m. to 2 p.m. Wednesdays. The Gathering is also offered on Thursdays at St. John in the Wilderness Church

BY BRUCE STRAND SPORTS CONTRIBUTOR

Centennial’s Mike Diggins is the Minnesota Vikings’ nominee for the Shula Award that goes to the national high school football coach of the year. Each of the 32 NFL teams nominates a coach for this award. Diggins will be introduced at the Vikings game against the Detroit Lions on Dec. 24. “Complete honor! Without great kids, and the best staff in Minnesota, it would not be possible,” reflected Diggins. His Cougars were state Class 6A champions this season, capped by a 28-27 win over Edina in the Prep Bowl. Diggins has coached in the program for 33 years, the last 14 as head coach with a 80-56 record. ‘Deep’ Cougar swim team 3rd in opening relay meet BY BRUCE STRAND SPORTS CONTRIBUTOR

The Centennial swimmers opened with a third-place finish among six teams in the North Suburban Conference relay meet at Maple Grove. Groups placing first were Tyler Celotta, Blake Thorson, and Elijah Manthei in diving; Garrett Clark, Isaac Nguyen, Joe Murray and Benno Schuhbauer in the 800 freestyle; and Schuhbauer, Murray, Caleb Cregan and Nguyen in the 400 butterfly. Team scoring was Maple Grove 330, Andover 326, Centennial 316, Champlin Park 278, Park Center 138 and Coon Rapids 132. The other NWSC teams competed in a separate meet.

“We have a deep team this year with many returning contributors,” said coach Pete Crawford, noting that with 51 swimmers, it’s the largest roster the program has had. Crawford said he expects the Cougars to be “one of the top teams in the 12-team conference” if they stay healthy. Most interesting meets, he said, will be Andover at home Jan. 4 and Maple Grove there Jan. 11. Senior captains are Celotta, Alex Larkin, Manny Poscher and Talen Greeson-Stormoen. The leading scorers, he said, will be the four captains along with juniors Cregan and Murray, sophomores Nguyen and Clark, and freshmen Schuhbauer, Sawyer Celotta and Grant Page. Crawford’s assistants are Kevin Setterholm, Bob McMullen, Lee Raihle, Greg Belting, Skye Matson.

Air boat saves ice

Why is there so much wind inside of an arena? Usually, it is because of all of the fans! However, yesterday, it was because of the Anoka County Sheriff’s Office air boat... On Nov. 30, the Spring Lake Park - Blaine Mounds View (SBM) Fire Department responded to an ammonia leak at the Centennial Sports Arena. The refrigeration system for the ice sheet had failed, causing ammonia to leak out of the system and into the arena. The levels of ammonia in the rink were 400ppm (the safe exposure limit is 35ppm for no longer than 15 minutes). SBM Fire advised that even if it called for mutual aid, it would take hours for the building to be cleared of ammonia gas. On top of that, the arena staff were racing against the clock because if the system was not repaired within about six hours, they would lose the ice sheet (it would have melted beyond repair). It would then take them two weeks to get ice in the arena. That’s where the Anoka County Sheriff’s Office’s air boat came in. Members of the Marine Unit began ventilation of the building by directing the fan through the front doors. They later moved to the resurfacer door, where a larger volume of air could be pushed directly into the middle of the building. After four five-minute bursts of air from the

air boat fan, the levels of ammonia in the building were down to 17 ppm and the building was now safe to enter.

Anoka County creating multijurisdictional SWAT team The Anoka County Sheriff’s Office (ACSO) currently operates a standalone Special Weapons and Tactics (SWAT) Team that provides service to all of Anoka County. ACSO has not been able to staff its SWAT Team at a level that meets the Tier 1 team standards of the National Tactical Officers Association (NTOA) and the Federal Emergency Management Agency (FEMA) requirements. The ACSO is in the process of creating a multijurisdictional SWAT team that will meet staff requirements for Tier 1 team and will serve as a collaborative regional resource. Six Anoka County law enforcement agencies had staff apply to become members of the county SWAT Team. One police officer from the Lino Lakes Public Safety Department was successful in the application and testing processes and has been extended a contingent offer to join the SWAT team. The ACSO will be responsible for the issuance of uniforms/equipment. The annual cost to the

city of Lino Lakes will be $3,500 per SWAT operator. Additionally, there will likely be an insurance fee of approximately $150 per SWAT operator. Public Safety Director John Swenson said there would be many benefits for the city to have an officer be a part of the SWAT team. “The primary benefit is the enhanced tactical capability and training that this SWAT operator brings to incidents that occur in the city of Lino Lakes. The team member would additionally bring back concepts and training to keep our city of Lino Lakes police officers safer in the performance of their respective duties as well.” He added, “It is a good opportunity for us to work with our public safety partners throughout county and build those relationships.” The council was expected to approve a joint powers agreement for the multijurisdictional SWAT team Dec. 11 (after press deadline).
