Code of conduct discussion spurs blackmail allegations

LINO LAKES — A discussion about the city’s Code of Conduct at the City Council’s Dec. 4 work session sparked allegations of blackmail/extortion and violations of the Code.

Councilman Bill Kusterman requested a discussion on the Code of the Conduct at the Nov. 13 meeting, after inquiring about an $800 bill from the city’s attorney, Ratwik, Rosak & Maloney PA. City Administrator Jeff Kalson explained it was a result of conversations he had with Mayor Jeff Reinert regarding a potential conflict of interest on the part of a candidate for City Council (Brad Robinson) who works for the city’s engineer, WSB & Associates.

The topic came up again when discussing when it is appropriate for city staff to contact the city attorney.

Reinert said, “He (Karlson) offered, I didn’t direct. I understand why he did it, but I didn’t expect him to do that or ask him to do that. He was asked by a bunch of people, not just me.”

Kusterman asked who those people were, and Karlson informed him that he was only asked about the matter from one other individual. After Kusterman pointed out some things he felt the mayor had violated in the Code of Conduct, such as use of the city newsletter and letters to the editor, Reinert proffered his own allegation: that Kusterman had attempted to blackmail him.

Reinert taped a screenshot of a text message up on the room’s whiteboard. The text, which Reinert said he received from Kusterman at 3:48 p.m. before the Nov. 13 meeting, read, “Kusterman here. You agree not to go out for proposal on WSB and Langel, I do not question the expense tonight. You would have to get your boys on board. It’s a good deal. You should take it.” Reinert said

Centennial gearing up for Hockey Day Minnesota

With January right around the corner, community members and city officials are teaming up to ensure that everyone is ready for a Minnesota winter tradition, Hockey Day Minnesota.

The Centennial High School boys varsity and junior varsity teams are scheduled to play on Jan. 19 and 20th in St. Cloud.

Centennial Activities Director Brian Hegseth was notified about Centennial’s invite to the event back in May but wasn’t allowed to tell anyone, with the exception of the head coach, until it was officially announced in July.

originated in 2007 by the Minnesota Wild to celebrate the game that has made Minnesota the “State of Hockey.” It is produced in partnership with FOX Sports North, Minnesota Hockey and the respective local community that serves as host each year. Lexington Fire ‘washes demons’ out of new truck

LEXINGTON — After waiting several months, the Lexington Fire Department (LFD) was finally able to officially put its new rescue truck into service with a dedication ceremony Sunday, Dec. 10.

The $220,000 mini pumper, which has a Ford 550 chassis, was purchased from Custom Fire. LFD picked up the pumper in May; however, it wasn’t able to put it into service until all of the necessary accessory equipment was purchased. The Relief Association’s charitable gambling operation funded the truck and the Fire Auxiliary helped purchase some of its equipment.

“A couple of our trucks were due for replacement on the schedule (grass rig and tanker), but I didn’t really find it fiscally responsible to replace our tanker (water tender) with another one when our city is fully hydranted, so the primary use would be for neighboring communities that didn’t have a hydranted supply,” explained LFD Chief Gary Grote. “I had a hard time saying we would spend $300,000

used for medical and rescue calls. The department not only had to wait for the trucks to sell so it could utilize those funds to purchase new equipment for the pumper, but also had to wait for the equipment to arrive.

The pumper is now equipped with a battery-operated vehicle extrication kit, medical supplies, pumping apparatus, stabilizer, extinguisher, safety equipment, flares, stop signs, cones, air packs and more. After the last of the equipment trickled in a couple of weeks ago, LFD knew it was time to officially welcome the new truck to its fleet with a traditional dedication ceremony.

The ceremony featured a blessing and prayer from Rev. Patricia Clearance and guest speakers including Mayor Mark Kurth, City Council Member Diane Harris and Capt. Todd Messer. Firefighters also sprayed down the truck, Grote said, to “wash the demons out.”

A “wetdown” is a ritual celebrated by many volunteer fire departments, particularly in the northeast U.S. A squad of firefighters from a neighboring town ritualistically commissions a new fire apparatus by spraying it with water from the visitors’ trucks.

Then came the “push-in” part of the ceremony where firefighters push the apparatus into the fire station. The tradition dates back to days when fires were fought using horse-drawn wagons. After returning from the scene of a fire, the horses were retired and wagons were cleaned and pushed into the station.

Centennial Elementary rewards students for positive behavior

CIRCLE PINES — Students who demonstrated positive behavior at Centennial Elementary were rewarded with an art class from a local artist last week.

“Artist in residence” was one of eight prizes offered at fi rst-quarter assembly in November for Sara Neibergall’s kindergarten class, Darbi Kosier’s fourthgrade class and Sharon Peltier’s fi fth-grade class.

One student from each grade level, recognized for positive behavior, won the prize for their entire class.

It is all a part of the Positive Behavioral Interventions and Supports (PBIS) program.

Centennial Elementary began training for the program in the summer of 2016 and officially kicked off the program this September.

This year is also Blue Heron Elementary’s first year, whereas Centerville Elementary implemented the program five years ago and Rice Lake Elementary four years ago. Golden Lake Elementary hopes to roll out the program next year.

“It is a collection of the most effective, researchbased, positive behavior intervention programs,” explained Principal Kathy Kaiser. Fifth-grade teacher Mark Magnuson added, “It is a very comprehensive template to operate your school. It is a management plan for the whole school to get everybody on board with common vocabulary and practices.”

Everyone in the building — even outside of the building — plays a role in the program, including the students, teachers, janitors, kitchen staff, volunteers, substitute

teachers and bus drivers. The program is based off of six guiding principles, including: Developing a continuum of scientifically based behavior and academic interventions and supports Using data to make decisions and solve problems Arranging the environment to prevent the development and occurrence of problem behavior Teaching and encouraging prosocial skills and behaviors Implementing evidencebased behavioral practices with fidelity and accountability Screening universally and monitoring student performance and progress continuously PBIS is all about acknowledgment and positive reinforcement. That’s where the tickets come in. Each adult in the building is to give out five PBIS tickets a day to students for demonstrating positive behavior, such as walking through the hall quietly or assisting one of their peers.

Once a student earns a ticket, it is entered into a classroom bucket. Every two weeks, each classroom draws a name from the bucket, which is then entered into a grade-level drawing.

The seven winners from all the grade levels (including preschool) are then invited to take a group photo with the principal.

At the end of each quarter, students have another opportunity to win a drawing at an assembly, and in turn a prize for their entire class.

The winners of the drawing are invited to spin a wheel of eight prizes, some of which include an art class, extra tech time, ice cream and fi ne dining.

“After kicking this program off in September and now it’s only December, I can tell you that we are noticing a huge growth in student personal pride, less office referrals and a lot more student-to-student cooperation,” Kaiser said.

Magnuson said he has also seen many improvements in terms of student behavior and the school community.

“I absolutely feel that our building has a more dynamic atmosphere this year. To me, when you walk into (the building), we know more about what (each) another is doing and we are more integrated into one another’s lives,” he said. “ I can step in and help a kindergarten teacher with their class management system. When I see positive behavior, I can step right in and help their management by rewarding positive behavior that their students are showing.”

When walking through the hall, it is not uncommon to see students holding up their hands in the shape of a zero.

One behavior expectation all of the students in the school know very well is the volume scale from zero to 5. Students know that when you are walking through the hallways while classes are in session the scale should be at a zero, but when they are out on the playground at recess the scale can be at a 5.

Magnuson recalled a recent example at the school’s music program. “When (music teacher) Beth Althof got up in front of the entire school and was ready to start the program, she just lifted her hand and gave the zero sign and within about five seconds the entire student population was quiet, with many of them

holding up the zero sign. She didn’t have to say a word,” he recalled.

Elementary-age sports e hear stories about bad sportsmanship, even fights breaking out, at youth athletic events. Most of the time it is parents behaving badly.

I know fi rst-hand it’s hard to keep emotions in check on the sidelines. Our son plays on a fi fth grade traveling basketball team — the kids are competitive, and the games are exciting and intense. It can be hard to keep quiet when you think a referee has made a bad call against your kid or one of his teammates.

However, having attended numerous tournaments in different communities, my observation is vast majority of parents and Publisher’s the players are aware of the importance of good sportsmanship. Players are aggressive and knock each other over on the court, then reach out a hand to help up their adversary.

When a player makes a really great shot, often the fans on both sides will clap. I was impressed to overhear our coach remind the boys “no showboating” when they were winning by several points in a recent game. It takes a community to keep the sidelines and games fun. I commend the parents and coaches for teaching and being an example of good sportsmanship and the referees for their leadership at our games. It is also great to see the communication the referees are having with players to teach the rules and keep the game safe.

I will never forget the story that made national news about a sign posted at a Little League field in Wisconsin. It read, “Please remember these are kids, this is a game, coaches are volunteers, umpires are human, and your child is not being scouted by the Brewers today.” If you ever see me on the sidelines yelling at the players or the referee, please put your hand on my shoulder and remind me of this column.

Beekeeping A few weeks ago I received a call from a small ad I placed in our classified section looking for beekeeping equipment. Bob Sitko from the Stillwater area called to say he was downsizing his 18 hives and invited me to come out to his place to look. He has experience and understands the ins and outs of different set ups, so we spent nearly 90 minutes together discussing the many aspects of beekeeping including the wintering of bees, feeders, treatments for mites and wood vs. plastic frames. I made my purchase and stuffed the car full of equipment.

Pollination is an important part of nature, as our crops and plants are dependent upon it.

Beekeeping is challenging and some have put the survival rate as low as one-third, so the recommendation normally is to start with three hives.

However, the local ordinance allows two hives.

Bees require weekly attention at a minimum, if not daily care depending on the age of the hives.

Honey bees are vegetarians, traditionally pretty docile, and extremely hard-working. Most of us are familiar with yellow jackets, which are the carnivores you see around your picnic table. In my slow journey to beekeeping, I’m learning that there’s no right way to raise bees other than what ends up working.

An old wives tale about beekeeping is if you interviewed 100 beekeepers, you would receive 100 different answers. I plan to navigate our family’s beekeeping journey with the help of books, a course at Century College, videos and by talking to local beekeepers. I challenge you to support local beekeepers by watching the chemicals you use on your lawns and flowers, buying local honey and considering beekeeping as a hobby.

Caramel French toast for breakfast fter Thanksgiving dinner I declared, “I won’t be able to eat again for three days.� Miraculously, I woke up starving the next morning. Our Thanksgiving meal is always decadent. Everyone brings their best and favorite side dish and dessert.

The next morning, I crave something just as luxurious for breakfast, but I never plan anything special.

However, I have next year’s menu set. Caramel roll French toast Wild Chow is front and center on the menu, with fresh Lisa Erickson fruit and coffee.

Trust me, I am not going to wait an entire year to make this dish—we love French toast and make it all the time. This French toast recipe is something you can prepare ahead of time and if you have any left

My company will thank me — if there is any next year. If they do come back, I don’t think they will soon forget being offered cold leftover turkey and mashed potatoes as an option for breakfast. The cold turkey sure made the pie look amazing!

Caramel French Toast Serves 6-8 1 cup brown sugar 1/2 cup butter 1/2 cup vanilla ice cream 2/3 cup chopped pecans 12 slices French-style bread or leftover or stale bread 6 eggs 1 1/2 cups whole milk 1 tsp. vanilla extract 1/2 tsp. nutmeg 1 tsp. cinnamon 1/4 tsp. cloves 1/4 tsp. salt

In a small bowl, combine the brown sugar, butter and ice cream. Heat for 1-2 minutes in the microwave until the ice cream is melted and sugar is dissolved, stirring intermittently while cooking.

Pour sauce into the bottom of 9x13 inch baking dish and sprinkle with the pecans. Place six slices of bread on top of the sauce and layer remaining 6 slices of bread over the top of the ďŹ rst six.

In a bowl, combine eggs, milk, vanilla, nutmeg, cinnamon and salt; whisk until combine. Pour egg mixture evenly over bread slices. Cover the baking dish and refrigerate for 1 hour or overnight—up to eight hours.

Press bread into mixture so it absorbs liquid.

When ready to cook, preheat the oven to 350 degrees. Remove the French toast from the refrigerator 30 minutes prior to baking. Bake for 40 to 45 minutes, until lightly browned.

Serve with butter and fresh fruit.

Toys for Joy Curbside organics recycling program begins

Walters Recycling and Refuse began offering the Blue Bag Organics curbside program for residents who live in the city of Lino Lakes on Dec. 4. This program composts food waste and food-soiled paper, and is different from the city’s drop-off program because it is a curbside service.

The process is easy: Walters’ customers discard food waste and food-soiled paper into special Blue Bag Organics BPI-certified bags. The blue bags are then placed in regular garbage carts for curbside pickup.

Walters’ customers can contact the company directly at 763-780-8464 or through email if they are interested in participating in the program. You must be a residential customer of Walters Recycling and Refuse in order to participate in the program.

be 25 years before we do this again, if we ever get invited again,” Hegseth said. “Think of all the good hockey programs that have never played in this!”

The varsity team is scheduled to play Moorhead, which will air on FOX Sports North. As some longstanding Cougar fans may recall, the two met in 2004 for the state championship game, where Centennial took the title with a 1-0 win. That year Centennial set a record for three shutouts.

“It was a match-up that everybody hoped for. We had such a unique team.

We had never been to state and never really been a ranked team, but in the preseason poll that year, Centennial was ranked number one,” Hegseth recalled.

Circle Pines Mayor Dave Bartholomay and City Administrator Patrick Antonen are especially excited for the big game. Bartholomay is originally from Fargo and Antonen grew up in Moorhead and played hockey.

“My dad was city manager of Moorhead for 13 years and one of my brother’s best friends (Joel Paulsen) is on the council,” Antonen explained.

“Once the Hockey Day match was announced, I sent Paulsen a message about a friendly wager between the two cities.”

The wager is this: If Centennial wins the big game, a Moorhead City Council member will have to wear a Cougar jersey at a council meeting; if Centennial loses the game, Bartholomay will have to wear a Spuds jersey at a council meeting.

“This is a chance for us to put Centennial Schools and our communities on the map. People statewide are going to fi nd out who we are,” Bartholomay said.

“Hockey Day Minnesota is a chance for not only Circle Pines, but all of the communities that make up the Centennial School District, to put our best foot forward and showcase our community, our school and how great of a place this is to go to live and go to school.”

Circle Pines, Blaine, Lino Lakes, Lexington and Centerville have all passed Hockey Day Minnesota proclamations showing their support.

In addition, the mayors will attend the varsity boys game vs. Blaine on Thursday, Dec. 14, to show their support and wish the team luck.

Ex-Cougar goalie finds niche on his third college team, Michigan Tech

Patrick “Packy� Munson, former Centennial goalie playing for his third college hockey team, is fi nding Houghton, Michigan, a great place to be after previous stays in Vermont and Denver. “I love playing at Michigan Tech,� said Munson, who was named Western Collegiate Hockey Association goalie of the week recently. “Our student section and fan support is incredible. We have a great group of guys that make coming to the rink every day so much fun. Plus my family being able to watch me play live again was a huge part of it.�

The 6-foot-3, 190-pound junior got the WCHA honor after two games against Alaska in which he made 39 saves in a 5-4 overtime win and 34 saves in a 5-1 win.

For the season, Munson has a 2.82 goals-against average and .904 save percentage for the Huskies, who are 8-7-4 overall and 6-6-4 in the WCHA. This is a program with three NCAA championships.

A native of Hugo, Munson was a second-team all-stater for Centennial, graduating in 2013. He set Cougar records for saves in a season, career save percentage and career win percentage.

Munson played two seasons with the Fairbanks Ice Dogs in the North American Hockey League before starting his college career with University of Vermont.

He added, “Then being able to come to a great school like Michigan Tech where I’m closer to home and have the chance to play a lot of games was something I couldn’t pass up.�

Growing up in Hugo, Munson tried just about every sport. “My neighborhood had a bunch of kids my age, so every day it was always something new — whether football, basketball, baseball, or golf, we never stopped playing and competing.�

But by age 9, he committed to hockey. “I knew that hockey was what I wanted to play and I felt I had a passion and a knack for it and I’m very lucky for how far it’s taken me," he said.

Munson, who is studying marketing and communications, intends to “chase my dream of professional hockey, and play the game I love, for as long as possible.� When his playing days end, he plans to stay in hockey as a coach, scout or on the business side of the sport.

Centennial graduate Kevin Grow, standout basketball center for the Carlton College basketball team, was named MIAC Player of the Week each of the last two weeks. The 6-foot-8 senior from Circle Pines tallied a career-high 29 points and grabbed 12 rebounds in a 72-69 loss to No. 10 ranked WisconsinRiver Falls. He is averaging 18.8 points, 12.2 rebounds and 2.2 blocked shots for the Knights (5-1) while shooting 69.8 percent. Grow has earned five MIAC player of the week honors in his career.

Claire Orth sparked the No. 5 ranked Cougars girls basketball team to a 70-56 win over No. 4 Lakeville North, scoring 14 points and dishing out six assists. The senior guard then sank 16 points in a 74-35 victory against Eden Prairie. The team’s floor general, Orth is averaging 15.3 points this season, up from 8.5 ppg as a junior.

Centennial girls basketball, with two straight top-five clashes to open the season, emerged with a very respectable split.

The No. 5 Cougars (1-1) thumped No. 4 Lakeville North 70-56 on Thursday with stout defense and a balanced attack. Taylor McAulay and Claire Orth netted 14 points each, Sydney Stapleton 13, Sara Stapleton 10, Lexi Matthews nine and Sarah Lavell eight. “That was a nice win for us,� coach Jill Becken said. “I liked that we had balanced scoring and that our team attacked the basket well and ran the floor well.�

Lauren Jensen scored 14 points and Ke James 13 for No. 4 Lakeville North (3-2), which got within four points twice but the Cougars were able to fend them off each time.

Centennial had opened with an 84-69 loss to No. 1 Hopkins.

The Cougars (2-1) beat Eden Prairie 74-35 Saturday with Orth scoring 16 points and McAulay and Sara Stapleton 12 each.

Centennial boys hockey is 4-0 and ranked No. 6, with a 27-7 edge in goals, after defeating Coon Rapids 9-0 and No. 9 Elk River 6-3 in conference games last week.

Carter Wagner and Hayden Brickner had two goals each against Coon Rapids and Frank Weiss, Jake Pierson, Jack Menne, Lucas McGregor and Joshua Hermes.

Against the Elks, Brickner and Wagner scored on power plays for a 2-0 first period lead, with Menne adding two goals and Andrew Stuart and Wagner one each even-strength.

William Francis made three assists and Menne and McGregor two each.

Cougar football has 8 players on alldistrict after 8-2 season

The Centennial football team had eight players named to the West Metro North Division All-District Team after posting an 8-2 record and winning the regular season title.

They are seniors Sam Bonfe, David Dolney, Trei Driskell, Michael Jennrich, Ryan Koob, Jarrod Peterson, Andrew Renneke and Wyatt Schoephoerster.

Getting honorable mentions were seniors Trevor DeBlieck, Peyton Greve, Ben Smith, Andrew Stuart and Mitch Wlaschin and juniors John Noll and Justin Sanders.

Cougar team awards went to Bonfe (offensive MVP), Driskell (defensive MVP), Koob (offensive back), Schoephoerster (defensive back/rover), Peterson (defensive lineman) and Jennrich (offensive lineman).

Koob, the quarterback, was the rushing leader with 975 yards in 167 carries and 11 touchdowns. He completed 31 of 77 passes for 455 yards and two touchdowns with three intercepted.

Bonfe carried 185 times for 910 yards and 10 touchdowns. DeBlieck had 52 carries, 472 yards and four touchdowns.

DeBlieck led in receiving with 14 catches for 239 yards and one score.

Counting extra-point runs, Koob scored 68 points, Bonfe 64 and DeBlieck 32.

Driskell, a defensive back, was the leader in defensive points, notching 103 tackles (29 solo), two interceptions, a fumble recovery and five passes defensed.

Peterson made 97 tackles, Sanders 72, Noll 47, Wlaschin 47, Schoephoerster 32 and Andrew Renneke 32. Peterson led with 12 tackles for loss, followed

by Sanders with 10 and Wlaschin 7.5.

In an interview after the meeting, Kusterman said, “the whole RFP process came about because (Reinert) didn’t like the attorney’s response and he didn’t like the fact that nobody was standing in the way of Brad Robinson running for council. He can lie about it all he wants, but the timing of the RFP discussion was the week after the decision he didn’t like from the attorney...”

The city has also discussed going through the RFP process for other services such as financial advising, insurance brokers and information technology. The topic of sending out RFPs was originally discussed at the council’s June 5 work session and again at its Oct. 2 work session.

“In the 18 years of service on the City Council, I have never experienced or heard of anyone attempting extortion. The fact that it was sitting council members attempting to extort the mayor with a political smear is unbelievable,” Reinert said.

When asked why he sent the text, Kusterman said, “I offered him an opportunity to avoid being humiliated and he didn’t take it. There was nothing nefarious about the deal. ‘I will refrain from doing something that I have every right to do if you refrain from making a bad decision on the behalf of the city.’”

Kusterman added, “The larger issue for me was that he is going to take out two very good service providers who have done great work for the city for an inexpensive rate solely because he didn’t get the answers he wanted to when he went around City Council.”

Councilman Rob Rafferty tried to stop the allegations and said, “Stop for a second … this isn’t going anywhere.

This is not productive for any of us here.”

The allegations continued. Kusterman voiced his concern with Reinert’s use of the city newsletter, specifically the mayor’s message in the Fall 2017 newsletter regarding the city budget process and the public works building.

“This is supposed to speak with one voice for the entire council and city, and this is his message,” Kusterman said.

Manthey added, “It did offend me.

(Speaking to the mayor) It is your opinion, you can do that, but I don’t think you can use city resources. For me, the use of city resources such as the newsletter should be a forum to speak about what is going on with the city from staff or more, shall we say, (the) advocacy side of things.”

Maher also stated she felt the particular examples in the newsletter were not of the council’s voice, but the mayor’s own.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council discussed the following at its Dec. 4 work session: • Discussed architectural design standards for the Watermark development. The proposed development is a master-planned residential community located in the northwest quadrant of I-35E and CSAH 14/Main Street.

The council passed a resolution approving the planned unit development (PUD) stage plan/ preliminary plat for Watermark, which established architectural design standards for the development. Lennar is requesting an amendment to those design standards. Two items of discussion included porch and garage sizes.

• Received an update on the 2040 Comprehensive Plan. As part of the update, WSB & Associates is updating the parks, trails and Greenway chapter. The new chapter combines the stand-alone parks, natural open space/greenways and trail system plan updated in

2004, in order to keep all pertinent information in one location.

• Discussed body-worn cameras for the public safety department. As required by MN Statute 628.8473, the draft policy was posted on the public safety department’s website seeking public comment from Nov. 1-Nov. 30 and no comments were received.

A public hearing on the topic was scheduled for Dec. 11.

Police Division personnel have researched and tested camera systems and has requested the purchase of a Panasonic system.

The Panasonic system provides an opportunity to cost share data storage and licensing with other MetroINET cities. To ensure that the Panasonic system fully integrates with the in-squad camera system, staff will update the current Panasonic system installed in all squad cars for $76,646. The total cost for the purchase of the Panasonic system ($45,166) and the in-squad camera system upgrade is $121,812.

Simple Recycling is providing a free residential curbside pickup service to collect all types of clothing, shoes, accessories and household goods.

The company wishes to enter into agreement with the city of Lino Lakes for curbside recycling. Simple Recycling is asking for a five-year renewal agreement, and has agreed to an initial one-year trial contract.

• Received an update on the West Shadow Lake and LaMotte street projects from City Engineer Diane Hankee. Neighborhood meetings were held for both neighborhoods on Nov. 28.

The City Council was scheduled to receive the report on improvements amending the May 8 feasibility report (for the West Shadow project) on Dec. 11.

the city had been informed by the county that state legislative changes approved in 2017 (204B.16, subdivision 1) require that the city establish its 2018 election polling locations prior to Dec. 31. Previously, polling locations could be changed up to 90 days before the election.

City staff believes that the best approach for the city is to continue with the current polling places and precinct lines for the 2018 election, and work on changes to be

The requested increase is about 6.4 percent or $56.5 million per year. The requested increase would add about $4.45 to a typical residential customer’s monthly bill.

The MPUC may either approve or deny the requested changes, in whole or in part, and may approve a lesser or greater increase than requested for any class or classes of service.

Administrative Law Judge Jeffery Oxley is holding four public hearings on the company’s proposal. CenterPoint Energy customers or other individuals may attend the hearings and provide comment. You are invited to comment on the adequacy and quality of CenterPoint Energy’s service, the level of rates or other related matters.
