A rare opportunity presented itself to the Hugo Fire Department (HFD) when a house had to be removed to make way for Adelaide Landing, a new housing development. HFD then invited its neighboring departments Lino

Ninety-five percent of the Hugo Fire Department, nine members of the LLFD and 12 members of the WBLFD participated in the live fi re training exercise at a home located at 5754 130th St. N. on Saturday, Sept. 16.

LEXINGTON—In a room fi lled with more residents than were at the planning and zoning meeting Sept. 12, the City Council ultimately approved the rezoning application of land owned by Dinkytown Rentals at its meeting Sept. 21, after the proposed apartment building was scaled down from five stories to four.

The rezoning application was a condition of the purchase agreement of the vacant DuWayne property, already zoned for high density, by Dinkytown Rentals. Dinkytown had presented the Planning and Zoning Commission and the City Council with a proposed five-story, 116-unit apartment complex proposal for the combined properties between DuWayne Avenue and Syndicate Avenue in recent weeks.

The Council heard a revised proposal from Dinkytown representatives at the meeting, who presented a scaled back yet still sizeable development.

Ken Piper, of Tanek, the architectural fi rm, and Glen Rank, of Dinkytown Rentals, guided the council and residents through the amended blueprint and spent more time on the details of the finished units and landscaping issues.

What was fi rst proposed as a 116-unit, 62foot tall, five-story building was downsized to 89 units, 45-feet tall and four stories. The two stories of heated garage parking remained as did the original landscaping and water management design.

FIRE DEPARTMENTS: Take advantage of rare ‘live fire training’ FROM PAGE 1

LLFD has participated in at least three similar training opportunities since its inception in December 2015. “We try to do a couple a year, but houses are hard to come by. We were happy to have the opportunity to be invited,” he said.

Around a month and a half ago, Colvard was approached by the developer of the property inquiring if the fire department would like to use the structure for training purposes. A lot of details had to be worked out in a short amount of time, but everything came together.

One of the reasons a training like this one is so vital is because it is very similar to a real event and there are multiple opportunities to practice all of the steps involved. “It doesn't get any more realistic than this, than what we would truly do in an actual emergency,” Colvard explained.

L'Allier added, “We have training simulators that simulate live fire, which is a good experience and good training, but it doesn't replicate a live fire. It's not the same: the walls are concrete, and you are not in a structure that is decomposing as it is burning.”

WBL Chief Gregory Peterson said, “There is really nothing better in terms of the training. It is the most realistic training you can get; it is training on a real structure. It is reinforcing and sharpening the skills that (firefighters) have and being able to apply them.”

The training began bright and early at 7 a.m. and lasted until 5 p.m. Early in the morning, firefighters gathered for a debriefing to go over what the training would entail, safety concerns that would come into play and accountability processes that firefighters normally have to use on a fire call. A burn team, or a team of instructors, helped facilitate the training and informed the firefighters of the day's curriculum.

Then it was all action.

The rookies, who typically haven't been through a live burn before, were up first with a Level 1 burn, where one room gets set on fire.

“It is watching the fire grow and build within the room, and the instructors talk through the physics of fire,” Colvard explained. “Once it gets to a certain point where there is no visibility and the heat is upwards of around 700 degrees, then the instructors allow the students to open up the nozzle to the hose and begin putting the fire out, practice ventilation of the room, do an overhaul (opening up the walls, ceilings, voids to check for fire extension) and extinguish

the fire,” he said.

Then it was on to the Level 2 burn.

“The crews start at the front door, instructors light a room on fire within the building and the crews have to do their (own) scene assessment to determine where the fire is so when they go through the front door, they know if they are going to take a right, left, go up or go down,” the Hugo chief said.

After the firefighters are in the room that is burning, they practice the same skills they performed in the Level 1 burn.

A total of 12 burns were rotated through (two Level 1 and 10 Level 2) that day. Overall, Colvard said the training went well, and the weather was ideal— wind was not a factor and it was cooler.

“The evolutions we went through flowed well.

“All the crews got to work in the building and got a chance to practice; a couple of them actually got to do it a couple times,” Colvard said, adding the firefighters who participated were “gasped by the end of it and burnt out,” which he said is a good thing.

“We got the most out of that building that we could have.”

Deltano got help. This is the message he shares with students: You are not alone, and you should get help if you need it.

Morse explained she has seen a lot of girls really struggling in today's middle school atmosphere.

“I feel like our girls are really hurting. Boys may be too, but the girls come to us more often. A lot of our girls are just not okay with themselves because they are competing online, looking at their peers, judged on the outside, and I don't think that is healthy,” Morse said. “We have seen a lot more anxiety in our students, a lot more kids needing therapy and help so that they can feel better about themselves.”

The ultimate hope, Morse said, is that all the students carry Deltano's message forward with them throughout their entire lives. “This isn't just for eighth grade or sixth grade. It's a lesson on how to be a good person and how to impact people positively.”

During that time, students will reflect on the message and teachers and counselors will continue to spend time on proactive lessons.

“This is a tough age for them. We want this to be a safe place,” Stevens said.

Comedian Keith Deltano, who describes himself as a “serious comedian” visited students at Centennial Middle School to relay an important message: to not be a bully. Deltano has performed anti-bullying assemblies for elementary, middle and high school audiences all across the nation.

19 to hear an entertaining comedian with a very important message: to not be a bully.

Keith Deltano, who describes himself as a “serious comedian,” has performed anti-bullying assemblies for high schools, middle schools and elementary schools across the nation. He uses his serious comedy in order to make an impact on students, teachers and parents by addressing numerous topics such as cyberbullying and physical bullying, racism, exclusion, gossip and the “mean girl” phenomenon. When working with older students, he addresses heavier topics including cutting, teen suicide and depression, and the importance of seeking help for self-harming behaviors.

“Middle-school years are the years where they have all these changes going on biologically and emotionally, and they are trying to figure out how to fit in,” said CMS Principal Bob Stevens.“We want to help kids to understand that at this school, the best way to fit in is by helping other people.”

With the school year just kicking off, now more than ever is a great time to spread an important message to the entire CMS student body, Stevens said. Fifth-graders from all of the elementary schools were also invited to hear the presentation.

CMS counselor Corinna Morse felt Deltano's approach to the message would be more effective on the students. “They like to be quickly entertained; instant gratification is part of this generation,” she explained. “Life is really hard right now, there is a lot of bad stuff happening. If we can entertain students while giving them a message, I think they can learn something from that more than from us telling them what to do.”

Deltano is a teacher, educational comedian and curriculum creator of the “Complete Anti-Bullying Kit”; however, he didn't always think he would be successful. When he was in the third grade, Deltano was diagnosed with dyslexia, ADHD and audio processing disorder (APD). He never fit in and was bullied.

By the time Deltano entered the sixth grade, he felt he would never be able to complete school, so he turned to comedy as a coping mechanism. In high school, Deltano became depressed and involved in several self-destructive behaviors. Eventually, he

Medical boomtown

adnais Heights, located in the epicenter of the northeast metro between St. Paul and its northernmost suburbs, is turning itself into a bonafide medical boomtown.

In 2013, the Helene Houle Medical Center brought The Urgency Room, an Allina Health clinic, Courage Kenny Rehabilitation and Metro Dentalcare. In 2014, Summit Orthopedics appeared next to WalMart. This year, Embrace Childbirth Doula Services opened and Twin Cities Orthopedics is under construction.

This is quite a feat for a small suburb of 13,000 in four years.

The oil boom brought growing pains to the town but also economic benefits to everyone. Teenagers saving for college could work at fast food chains for $15/hour instead of minimum wage.

The population soared from 15,000 in 2010 to 27,000 in 2015. Though many workers left when the oil boom slowed a few years later, many families made Williston home and became permanent contributors to the local economy.

The medical boom in Vadnais Heights is sure to bring lasting, positive change to the community. Medical professionals may move to town and become part of the local economy. Those visiting the clinics will eat or shop nearby.

But Vadnais Heights won’t face the growing pains of a boomtown like Williston. Medical business, unlike oil, grows steadily instead of sharply. Vadnais Heights is also part of a greater metro area and so has not been inundated with newcomers. Instead of roughnecks filling WalMart on their way home from work, a few extra medical professionals walk the aisles.

Medical business is also stable. It doesn’t depend on many outside factors except the demand for the service, which is predictable considering the human tendency is to address painful conditions in the body to enhance and extend life.

What medical businesses also bring to Vadnais Heights besides medical care closer to home is tax dollars. Cities with a higher business tax base are able to offer more services to its residents.

Unlike their nonprofit counterparts, medical businesses pay taxes. In St. Paul, hospitals reaching to the sky don’t support the local economy by way of taxes. Instead, they give back by providing some charity medical care as hospitals are legally required to accept all patients who come to them. Most major healthcare systems in the metro are technically nonprofits — HealthEast, Fairview, Allina and HealthPartners.

Medical businesses compete with nonprofit hospitals and draw away paying patients to their specialized facilities. However, this could drive down the cost of health care through competition.

Competing business has been helpful for consumers. McDonald’s and Burger King, Walgreens and CVS, WalMart and Target somehow operate better together.

In Vadnais Heights, The Urgency Room, Summit Orthopedics and soon, Twin Cities Orthopedics, will all be competing for your sprained ankle. You will be able to pick one of three businesses in a two-mile radius to treat it — reportedly for less hassle and less money than nonprofit hospitals miles down the freeway.

lection: It’s election time again in Lino Lakes so make sure to vote on Tuesday, Nov. 7. I am running unopposed for Mayor this year but, we have six people running for two city council seats. It takes a great deal of collaboration to keep our city on a good track. I can work with just about anyone who is elected, but I am hoping we elect people who support our current public Movers and safety model and are fiscally conserShakers vative.

Public works Jeff Reinert building: Our public works building is only 46-years-old and for those that don’t know, it is located on Main Street and was our old city hall before our new city hall building was built 20 years ago.

There has been a lot of chatter about the public works building since our last election. Some people against our new fire service back then spread misinformation saying the building had mold and that our public works employees were working in a toxic environment. The fact is (as confirmed by our Public Works Director) that our public works building has never had mold and our employees were never in danger.

Fast forward to today and city staff has been pushing for a new public works building costing almost $13 million that I oppose.

I support making some updates to the public works building and adding some indoor storage for our trucks and equipment but spending $13 million is ridiculous for a city our size. My plan will meet our needs and keep costs under control.

Public safety (fire): Our new fire service model is outperforming expectations. We chose a model where police officers receive additional fire and medical training and carry additional fire suppression and medical equipment in their squad cars. Since our police officers patrol our streets 24/7, when a call comes in, response is immediate. Response time is one of the key factors in providing good service. According to Underwriters Laboratories (UL), a fire doubles in size every 30 seconds for the first four minutes.

To share a real-life example of why response time matters … a call came in for an air conditioner that had started on fire. Our police officers received the call and because they were already rolling down our city streets, they arrived at the house, grabbed their fire suppression equipment, and extinguished the fire in under two minutes from when the call came in. Without this quick response, the entire house could have been lost.

Our team’s average on-scene arrival time for medical calls is 4:40 minutes, other calls 4:56 minutes. In comparison, the National Fire Protection Association (NFPA) for paid on-call fire agencies like our previous fire service is 12 minutes and the NFPA standard for

Parks and trails: Last week, the Quad Press had an article explaining the “Parks and Trails Management Plan” I have introduced to our City Council. I am confident that our City Council will support this proposal and it will be implemented within months. Like our “Transportation Management Plan” that was implemented in 2004 to maintain our streets, the Parks and Trails Management Plan will allocate the correct amount of dollars annually, allowing us to properly maintain, repair and replace our parks and trials as needed.

Streets: We are not only keeping pace with our streets under our “Pavement Management Plan” but we are making progress and finally our residents living on West Shadow Lake Drive and LaMotte will have their streets reconstructed after waiting for literally decades.

Other streets in the plan are 4th Avene, Diane Street, 81st Avenue, Elbe Street and Danube Street to name a few.

Development: We have some nice neighborhood projects that are underway, but we also have some great opportunities for diversifying our tax base. I will be talking more about these opportunities in the near future.

The goals of the Read Down Your Fines program are to reinforce the importance and value of youth reading and to remove a potential obstacle of using the library for academic and personal development.

Youth (ages 17 and younger) can read in the library for 15-minute increments and earn $1 off their fines. There is no limit to the amount they can earn, and the credit earned can be used to pay down fines, bills and library replacement card fees.

by Dinkytown Rentals in a single-family neighborhood, I too, oppose the measure.

The proposed building would stick out like a sore thumb, have a population density more than five times the city's own zoning policies allow, and would greatly affect the privacy and safety of many citizens south of Lake Drive.

The positive: the city's planning and zoning commission recommended against the project this week.

The commission did however, have a split vote 2-2 (Commissioner Ron Thorson was absent) on the rezoning application and it was sent to the City Council for action. We have a mayor, Mark Kurth, who has proclaimed his unwavering support for the project and another City Council member who currently rents from Dinkytown Rentals (Kim DeVries). Between the highest-ranking city official being a lock and another who may have a conflict of interest, I fear this door cannot be closed.

When asked, he told us he wants to give back to Circle Pines through civic duty by rolling up his sleeves to work with others as a team and to continue improving the quality of life for all of us living here.

Early literacy experiences at Anoka County Library Each week, Anoka County Library (ACL) conducts 30 storytimes across the system’s eight branches. These storytimes are not simply a librarian reading a few books to preschoolers, but rather an intentional early literacy and school readiness experience. The fall season for storytimes at ACL runs through Saturday, Nov. 18.

Storytimes demonstrate the five successful practices of early literacy: play, sing, talk, write and read. The librarian carefully plans a series of songs, rhymes, fingerplays, books and other activities to enhance the early literacy experience. I was impressed with his articulate questions, his knowledge about issues and his concern for all people in our legislative district.

Goldberg has since been a part of our local advocacy group, which gathers to learn about issues of concern in our society and ways in which we can work together to address them through legislation and policy change. He is clear-thinking, well-informed and wellspoken, and always willing to listen and learn from others.

While I cannot vote for Dean because I don’t live in Circle Pines, I certainly would do so if I could. I think you should, too; he will serve you and everyone in the community well.

Centennial triumphs over Coon Rapids Centennial Swim and Dive team beat Coon Rapids 103-74 on Sept .19 moving to a 4-0 conference dual meet record.

Ex-Cougar thrilled to play in and win historic duel before 37,000 fans

Centennial graduate Tucker Trettel played in a football game Saturday, Sept. 33 that drew 37,355 fans, by far greatest crowd in the Division III history in the nation.

This was, of course, the muchhyped, marquee matchup of St. Thomas vs. St. John’s, held at Target Field, the fi rst-ever football game in the Twins ballpark.

Trettel, a junior running back, helped St. Thomas defeat St. John’s 20-17 in a thriller.

“It was a great experience. Just awesome. To have that many people come and watch,” said Trettel. “And we were able to give them a good game, too, that people can talk about for a few years.”

Both teams are 3-1. The Johnnies were ranked No. 6. St. Thomas had been No. 4 before an upset loss to Wisconsin-Stout two weeks earlier.

With the Twins slated to be in Detroit this weekend, their ballpark was booked last October by the longtime MIAC rivals to see just how many fans they could pack in.

Tommies vs. Johnnies are always a big draw. They had over 17,000 two years ago in Collegeville. “And yesterday, we had over twice that,” marveled Trettel. In fact, seven of the top 15 recorded crowds in Division III history have been at Tommie-Johnnie games.

The D-III record of 17,535, set last year in Wisconsin with UW-Whitewater facing UW-Oshkosh, was surpassed by almost 20,000 fans Saturday.

“There have been a lot of great college football games played throughout the nation at the Division III level over many, many decades, and to be the team to set and hold an attendance record like this one is an absolute honor,” said St. Thomas coach Glenn Caruso.

Trettel carried the ball seven times for 31 yards as the Tommies ran for 156 yards. Meanwhile, quarterback Jacques Perma passed for 230 yards and two touchdowns and Bryan Steinsapir booted two late field goals.

For the season, Trettel has rushed for 226 yards and two touchdowns.

In his career, the 5-foot-10, 202-pound back has logged 1,749 yards and 23 touchdowns. He was an all-MIAC pick last year, rolling up 988 yards and 14 scores.

as family. His father, Gary, was an All-America running back for the Tommies and is installed in the STA Hall of Fame. His sister Tessa is a freshman on the Tommie soccer team after helping the Cougars capture the state championship a year ago.

Their mother, Paula, attended St. Cloud State and played tennis. The Trestles’ other child is Tatum, an eighth-grader who plays soccer.

“When my dad played, they had a couple of long playoff runs,” Tucker said, “but he said he only beat the Johnnies once. And now I’ve beaten them four times.”

The Tommies have tamed the Johnnies in three MIAC games and one playoff game during his tenure. It’s never easy, though. “They are always a tough team,” he said, “and they are not going to give up when they are down, like yesterday.”

St. John’s has a 51-35-1 edge the series while winning four national titles and 32 MIAC championships, but the Tommies have held the upper hand in recent seasons, while reaching national fi nals twice in the last six years.

“We had a tough loss,” Tucker said, referring to the 25-22 setback against Stout, “but we showed yesterday how good we can be.”

Centennial senior Blane Utter leads the cross country team that’s placing in the upper third each meet after their top five from a state-ranked team. Moving up from the No. 6 slot to No. 1, Utter placed 39th in the St. Olaf Showcase (33 teams), first in the Bluejacket Invitational (seven teams), 17th in the Apple Jack Invitational (17 teams) and 30th in the Milaca Mega Meet (30 teams).

In a clash of unbeaten, top-five teams, St. Michael-Albertville put a damper on Centennial’s homecoming, 23-0, Friday evening, with a massive crowd on hand.

The No. 4 Knights (4-0) took a quick 9-0 lead, with a safety followed quickly by a long pass completion, and their defense kept the No. 5 Cougars (3-0) in check throughout the game.

“We made mistakes, so I would say everything was self-inflicted,” Cougar coach Mike Diggins assessed. “We need to do a better job coaching and need to clean up mistakes.”

a Knights drive on their own six-yard line in the fi rst quarter, but had to punt out of the end zone four plays later, and gave up the safety when the snap didn’t connect.

After the free kick was returned to near midfield, STMA quarterback Marcus Krupke went long on the fi rst play and hit Zach Stein for a 42-yard gain.

Krupke then passed to Desean Phillips for a two-yard score.

Mitchell Kartes made it 16-0 with a three-yard score just before halftime, and Matt Feldick added a 15-yard TD in the third quarter. Gavin Wermager converted three extra points.

“We put our defense on the field way too

much,” Diggins said.

“The defense played outstanding. We held a real good offense to 21 points.”

Phillips carried 17 times for 93 yards and Kartes gained 78 yards in 16 attempts. Krupke was 5-for-8 for 110 yards.

The Knights rugged defense limited Centennial to 106 rushing yards. Fullback Sam Bonfe managed just 28 on 11 attempts, and quarterback Ryan Koob had 53 in 16 carries.

They were combining for about 200 yards each of the fi rst three games.

Centennial will play at Osseo (2-2) on Friday, Sept. 29. Diggins said the Cougars are “beat up” and will sit a few starters to get healed.

education to impact society; and Distinguished Service, which honors individuals who have a longstanding history of service to the district and who have provided services of time and commitment to education. This year marks the fi fth addition to the list of honorees.

Mike Diggins (Distinguished Alumni) Diggins was chosen for his outstanding commitment to students with disabilities as both an advocate and encourager of students to get involved with activities — in particular, with the football program.

Diggins was a three-sport athlete (baseball, hockey and football) and graduated from Centennial in 1982. Immediately after he graduated, Mike Watson, then the head football coach, hired him to be the ninth-grade football coach. Diggins attended Anoka-Ramsey Community College for two years where he played baseball; then he transferred to the University of Minnesota, where he earned bachelor's and master's degrees. After subbing for a couple of years, Diggins landed his fi rst teaching job in Mora (1989-1991) where he coached football and served as the head varsity hockey coach.

“It was always a dream of mine to come back and teach at Centennial and be a part of it,” he said. He added it was also his dream to teach alongside his father, Ron Diggins, who worked at Centennial for 33 years.

In 1992, Diggins returned to Centennial to teach kindergarten adapted physical education in all of the district's buildings. After the new middle school opened, he was placed there to teach physical education, where he still teaches today.

Before becoming the head varsity football coach in 2010, Diggins was the head girls hockey coach (1999-2010). He also currently serves as the 10th grade baseball coach. He has also coached softball, baseball, adaptive floor hockey and boys hockey at Centennial.

“It (being selected) was a complete surprise to me and I am very humbled by it, especially because I'm not fi nished with my career yet. It is a big honor for me. We have many great teachers and coaches at Centennial that deserve it,” he said. “The guys I am going in with were my teachers, and they have influenced my life so much.”

While at Centennial, Diggins played football under Watson. Huebner was his math teacher.

“When I look back, I learned what it was like to be an organized coach from Glen (Huebner). He was so organized and detailed,” Diggins recalled. “He was a super guy that worked really hard. He also really taught me how to be patient. He was very patient with me in math, because I needed the help.”

Diggins described Watson as a “second father” who he has developed a really strong friendship with over the years. “I am lucky. I had great mentors.”

Glen Huebner (Distinguished Service) Huebner was chosen for his longtime commitment to the district—for his academic rigor while teaching advanced placement math courses at the high school through Anoka-Ramsey and also for his dedication to students, as both a coach and teacher.

“I was surprised, because I didn't know I had a good enough background to deserve it. I am joining a very distinguished group of former inductees,” he said about his induction.

Huebner grew up in Elkader, Iowa and while in high school participated in football and track and field. He graduated from Luther College in 1961 in Decorah, Iowa, with a major in math and minors in education and physical education. Before coming to Centennial in 1964, he was a math teacher, assistant football coach, basketball coach and head boys track and field coach in Kenyon.

During his fi rst year in the district, Huebner taught eighth-grade math. He served the rest of his 33-year career teaching mainly advanced math classes, including Advanced Placement classes through Anoka-Ramsey. He served as the boys cross country coach (for four years), an assistant football coach (for two years), head track coach (1966-1998) and was the math team coach from when it was founded in 1987 until he retired in 1998.

Some of Huebner's favorite track memories include when the Centennial girls team of 1981 won eight consecutive championships and when Centennial was one of the fi rst schools in the state to have a hard surface track (1969).

Huebner has now been retired for 19 years and lives in Alexandria. He and his wife are avid gardeners and are members of the Alexandria Garden Club, Douglas County Master Gardeners and members of the Minnesota State Horticulture Society.

Carrier of the Month Aaron Walby

Watson was selected for being a legendary coach, with a longtime commitment to Centennial. For 36 years, he was a coach and teacher who shaped

Centennial graduates both on and off the field.

Watson is originally from San Francisco and participated in football and track before graduating from high school in 1962. He attended San Francisco State College (now University) for one semester and played football. In 1963 he transferred to North Park College (now University) in Chicago, where he played football and track. Originally, he thought he wanted to pursue ministry.

He took a year off of school and got married to his wife, Karen. During that time, he coached at Minnehaha Academy in Minneapolis. “When I went and coached over there, I felt called to be a teacher and a coach. I thought I could have an influence on kids that way, rather than going into ministry,” he said.

Watson went back to Chicago to fi nish school and graduated in 1969. After holding various coaching and teaching jobs, he eventually ended up back at North Park College as the head football coach (1973-1975). In 1975 he received a job offer from Minnehaha Academy to be the head football coach, athletic director and a health/physical education teacher for three years.

In 1978 Watson became the head football coach at Centennial, a position he held for 32 years.

Throughout his teaching career at Centennial he mainly taught health and physical education classes, but also taught social studies in the beginning. He served as the athletic director from 1982-1992 and in 2010, Watson retired from the classroom. In 2013 Watson returned to Centennial to serve as an assistant football coach and the defensive coordinator and he retired, again, in 2016.

These days Watson enjoys traveling and going to visit his nine grandchildren and two greatgrandchildren, some of whom live in Tennessee and Michigan. He keeps busy with volunteering through his church and hopes to become involved in more volunteering opportunities in the future.

Antique market trots out new racetrack venue

Though it may seem like an unusual venue for a vintage market, many of the vendors at Lucille's Vintage & Handmade Goodness Market are no strangers to horse stalls. Many of their repurposed and upcycled wares come from barns and old farm equipment— so it seemed appropriate for the quickly growing annual sale to take up its new home in the horse stalls at Running Aces Casino and Racetrack.

Lucille’s inspired, one-of a kind vintage and art extravaganza will showcase more than 60 vendors offering all things vintage, antique, refreshed, salvaged, crafted by hand and created with love. Guests will meet the artisans and enjoy wandering through a wide-array of original art, soft goods, clothing, jewelry, fresh floral and fruits of the fall bounty.

The market is the brainchild of local antique and vintage purveyor Ruth Semlak, who runs her business from her home in Chisago City.

“I am a scientist gone creative,” said Semlak. She spent 27 years working for a medical company, frequently traveling the world, but missing the comforts of home. When the company went through a downsize, Semlak was laid off, but decided she was done with the corporate world for good.

“My mom was the original picker—she started 60 some years ago,” Semlak said. Lucille's Vintiques is named for her mother, who instilled a love of antiques. “It's always been in my blood, and I always tinkered with it as a hobby.” She said the best part about junking is reconnecting with her community, and working face-to-face with local artists and vendors, helping them get their name out into the world.

how to market themselves,” Semlak said. “I love to see people grow. I love to

see people flourish.”

Semlak had been holding her sale for

several years, but with 35 vendors and more than 3,000 attendees, she knew her home could no longer host the number of people interested in the market.

For 2017, Semlak has organized more than 60 vendors to set up their goods at the racetrack Oct. 6-7. For the first year, there will be a $5 entrance fee, but for a good cause. One of Semlak's friends was diagnosed with metastatic breast cancer. She had always wanted to do a benefit for her friend, but he had always refused her help. When she asked what she could do instead, he suggested she seek donations for METAvivor (www. metavivor.org), a nonprofit organization dedicated to increasing awareness of advanced breast cancer and equity in research and patient support. She contacted METAvivor, and arranged to donate proceeds from the sale to them.

The charitable focus of this year's event caught the attention of musician Katy Vernon, whose mother died of lymphoma. Vernon volunteered to play at the event as her own donation.

Semlak also reached out to author Sue Whitney, the CEO of JUNKMARKET Style. Whitney will debut her fifth book at the market, and sign copies of her books.

To cap off the excitement, several of the quarantine stables at the racetrack will be transformed into tiny themed rooms in a design contest between vendors. Visitors can vote on their favorite rooms, and $1 ballots support METAvivor as well.

Admission for adults is $5, and children under 12 are free. The event goes from 9 a.m.-7 p.m. Friday, Oct. 6 and 9 a.m.-5 p.m. Saturday, Oct. 7. Find more event details at www.facebook.com/ lucillesvintiques.

CENTENNIAL SCHOOL BOARD NOTES The Centennial School District took the following action at its Sept. 18 meeting: • Heard from Superintendent Brian Dietz on the topic of the beginning of school. “It was another great start for us overall. I think that this energy we created the first week staff came back was a nice springboard for us.

I had a chance to visit almost every classroom in the district the first few days of school and the consistency I saw was that people were happy to be back,” he said.

Dietz added that typically during the first week of school, when all the kinks are getting worked out with the bus system, they see a delay of seven to 10 minutes in bus schedules; however, this year it was closer to one to three minutes.

Dietz also congratulated School Board Clerk Suzy Guthmueller for completing phases I, II and III of a leadership training series through the Minnesota School Board Association (MSBA).

• Approved the consent agenda, which included Aug. 7 meeting minutes, monthly disbursements, personnel, field trips, gifts to the district, St. Genevieve's use agreement, Uniform Grant Guidance Procurement grace period extension, contract agreement with Blaine Youth Services Officer and the membership renewal for the Education Foundation.

• Heard from Executive Director of Teaching and Learning Scott Johnson, who provided the board some highlights regarding Centennial's performance on the MCA, ACT and Advanced Placement (AP) tests.

MCA Centennial Schools exceeded the state average performance in reading, math and science in all grades tested.

Centennial Schools ranked ninth-highest of its 10 (behind Mahtomedi) comparable school districts in both reading and math.

In reading, Centennial scored around 8 percent higher than the statewide average; all subgroups outperformed the state averages as well. Both the state and Centennial have seen a slight increase in proficiency levels over the past five years.

In math, Centennial's all-student category exceeded the state average by nearly 14 percent; the special education subgroup, which represents 15.5 percent of Centennial's total enrollment, scored 17 percent above the state average; and the state has seen a slight decline in proficiency levels, whereas Centennial has seen a slight uptick.

In science, all Centennial students, regardless of subgroup, outperformed the state average; both the state and Centennial have seen increases in performance over the past five years.

Hoffman explained two goals on which the district plans to focus is improving its reading proficiency levels and focusing on narrowing the achievement gap of its subgroups.

ACT Statewide, 100 percent of the 2017 graduating class took the ACT, compared to 60 percent nationally.

Centennial students outperformed the Minnesota state average in all subject areas.

Centennial's average composite score was 22.5 (out of 36) compared to the state average of 21.5 and the national average of 21.

levies in 2016 and 2017. That is not possible this year, and the full debt payment will be levied.

The proposed levy is approximately $17.7 million compared to last year's $16 million, a $1.7 million (or about 10.7 percent) increase. It is important to note that the amount of the levy may be reduced prior to its final adoption at the end of the year, but cannot increase.

• Approved the second reading and adoption of policies.

Revisions were made to reflect MSBA recommendations and legislative changes. The board also had its first reading of changes to policies 620 (credit for learning) and 903 (visitors to school district buildings and sites). The language now reflects new policy requirements mandated by the Legislature.

The next School Board meeting will be at 6:30 p.m. Monday, Oct. 23 at the District Office. There will be a work study session at 5:30 p.m. Monday, Oct. 9.

AP Centennial offers 12 AP courses at the high school level. This year there were 126 tests taken in human geography, 94 in biology, 92 in world history and 90 in microeconomics.

In 2017, 578 students took a total of 791 AP exams; in 2016, 557 students took 753 AP exams.

Of the Centennial students who took AP tests, 21 percent were freshmen, 26 percent sophomores, 24 percent juniors and 26 percent seniors, compared to the state figures of 9.1 percent freshman, 24 percent sophomores, 32 percent juniors and 35 percent seniors.

Sixty-two percent of Centennial scores were 3, 4 or 5, which typically qualifies for college elective credit.

Sixty-six students scored a 5, 172 a 4, 253 a 3, 225 a 2 and 75 a 1.

• Approved the proposed 2017 property tax levy payable in 2018 and certified the preliminary levy to the county auditor. Heard from Executive Director of Business Services Brady Hoffman, who explained there is a projected 10.74.

There are two factors that played a part in the increase in the district’s (preliminary) debt levy. First, districts are required by statute to levy 105 percent of their upcoming debt payments prior to when the payments are due to account for potential tax collection delinquencies.

Second, although the district refunded some outstanding debt at lower interest rates, it levied for the higher debt payments as the lower refinanced payment was not known at the time the levy was adopted.

LEXINGTON CITY COUNCIL NOTES

Area residents, including a man from Roseville whose daughter lives in Lexington, filled City Hall chambers Sept. 21 at the council meeting. The council voted to allow rezoning for a proposed five-story apartment building redrafted into a four-story building with less units.

The Lexington City Council took the following action at its Sept. 21 meeting: • Heard from Dinkytown Rentals regarding revised plans for the proposed apartment building between DuWayne Avenue and Syndicate Avenue. The project was reduced from five stories to four, and from 116 units to 89.

The council approved a resolution council approved a resolution, which requests a zoning map amendment. (See full story in this week’s Quad Community Press.)

• Approved a change order for the Arona Avenue storm culvert in the amount of $33,960. Steven Winter, project engineer with MSA Professional Services, said the amount still falls within the original bid price.

• Approved well house payment no. 5 in the amount of $19,167. Kurth stated this was the final payment.

• Approved a resolution certifying proposed tax levy requirements for 2018 to Anoka County for

collection.

• Approved a resolution canceling the debt service levy for 2018.

• Council Member Kim DeVries asked public works and police representatives in the room to address community concerns at the intersection of Griggs Avenue and Dunlap Avenue.

Residents reported due to unobstructed views, cars pass through the intersection at high speeds without stopping at the stop sign.

I followed him and caught up to him and told him he had better stop and settle with him (Dupree) but defendant ran again and would not listen to him The above occurrence took place on the Fourteenth day of December.

Cross Examined and swears as follows [Justice of the Peace questioned Oliver Dupree about what he witnessed the defendant do and whether he could see him clearly from three acres away; Dupree said he could.]

What course did the defendant take from Rondo Lake when you followed him[?] Answer he came to the mouth of hardwood creek and I came on defendant’s track all the yay [way] came within ten

feet of him and asked him to stop and settle with him (Dupree) but he ran in the tamarack like a deer. Here Defendant convicted himself by saying complainant was as much as 30 feet off.

APARTMENT: Residents pack Lexington City Hall for council’s decision FROM PAGE 1

Residents once again packed the room, this time lined up in the hallway leading out to the lobby.

Mayor Mark Kurth addressed everyone firmly, reminding them that the meeting was not a public hearing, and any disrespectful behavior would be handled by the police attending the meeting.

Kurth asked if anyone new wished to address the council who hadn’t already done so at the planning and zoning public hearing, and about 10 residents went to the podium. Heidi Haakenson, who lives on Syndicate Avenue, gave the mayor an updated petition with 154 signatures against the proposal.

When they were finished, the council proceeded with the agenda and voted to approve the ordinance requesting rezoning from R2 to R4 (single family detached and two family residential to medium family residential) for the proposed development.

Council members explain their vote to the residents Council Member John Hughes was the lone vote against the development, all others voted in favor, and took a moment to address the residents.

Council Member Kim DeVries stated some of the monetary proceeds from this sale would be invested in Tot Park up the street, “to improve that park, to make it more accessible to the community.”

Council Member Mike Murphy spoke to Tim and Karen Lee Harmsen, owners of Dinkytown Rentals. Part of the new development includes upgrades to their existing apartment building next door.

“I’ve noticed that there’s just a lot of much needed improvement and upkeeping and stuff that needs to go there. So that’s the reason why I am going to vote yes. I think it makes it nice in this area.”

Council Member Diane Harris took a deep breath before she spoke to the residents with her vote. In a long address she acknowledged the city is

not perfect, surrounded by an airport, freeway, industrial park and contains a busy main street. Yet over 2,000 people choose to live in Lexington and keep it viable with their money and their passion.

“With a small town like ours, comes a lot of responsibility, expenses and need for creativity. How do we continue to thrive and keep our identity in a world that just keeps getting more and more expensive?

How does the city keep costs down so businesses and residences come and can afford to stay awhile,” she said.

Harris added, “I welcome this new apartment building and the lucky people who decide to move into it. I also challenge the owner and the developer to work with the city administration and meet their requirements and making this something we can all be proud of.”

Kurth addressed the residents last.

“I’ve driven by that place as well.

I’ve sat in front of neighbors who are going to be affected. I understand and I get it. We’re a small town city with big town problems. We have roads, a police department, a fi re department, a fi re station... a water tower,” he said. “I’ve been reminded through residents, that we all represent the

city of Lexington. You’re right, we represent the city of Lexington, not a neighborhood.”

Kurth continued to ask how the city is supposed to fund itself if it is unwilling to let developers in.

“If we don’t do something, this room is going to be packed-times-ten, and you’re all going to be looking up at us going, ‘Council and Mr. Mayor, why are our taxes so stinking high, and what are you going to do about it?’ he said. “Is this going to be perfect?

No, it’s not going to be perfect. But we’re also looking to potentially bring in $100,000 annually to the city of Lexington by building this building.

That’s a lot of money to turn away from. I’m not a professional fi nancial planner, but for that reason, I vote yes.”

Harris and Kurth both received applause for their comments, and Kurth thanked the residents for their attendance and professionalism. The amended apartment proposal now goes back to the Planning and Zoning Commission for approval.

The Planning and Zoning Commission meets at 7 p.m. the second Tuesday of each month at City Hall.

POLICE REPORTS The Lino Lakes Police Department reported the following: • Officers responded to assist another law enforcement agency with a domestic situation involving an intoxicated female with a gun in the 7400 block of Main Street in Centerville Sept. 12. Upon arrival, officers assisted by helping detain the female.

• Officers were dispatched to a physical domestic in progress in the 700 block of Town Center Parkway Sept. 12.

After investigating, officers arrested a 26-year-old man for domestic assault and obstructing the legal process.

The man was booked into the Anoka County Jail.

• An officer made a traffic stop for a moving violation and littering in the 500 block of Birch Street Sept. 13. An adult male driver was cited for several violations, including failing to stop for a stop sign, not carrying proof of insur-

ance when operating a motor vehicle and operating a vehicle with expired registration.

• Officers responded to a report of a personal injury accident in the area of Birch Street and Pheasant Hills Drive Sept.13. Officers determined there were three parties injured in the accident. All three of the victims were transported to local hospitals.

Drugs were involved.

• An officer stopped a vehicle in the 300 block of Main Street Sept. 14 because the owner didn't have a valid driver's license and possibly had an outstanding warrant.

The male was arrested and booked at the Anoka County Jail for driving without a license, for providing false information to a police officer and on two outstanding warrants.

• Officers responded to a report of a personal injury accident with one person ejected in the 8000 block of I-35E Sept. 14.

• An officer stopped a 19-yearold male for speeding in the 700 block of Main Street Sept.

What an end to summer and a start to fall. I hit 90° on Friday and then again on Sunday, while the airport reached 94°, 90° and 90° on Friday, Saturday, and Sunday. Even our morning lows those days, low 70’s and mid 60’s, were greater than the average highs for those days.

Rainfall has been short this month, so any amount this week is greatly welcomed, as my yard has been turning a little brown in some spots.

September is on track to finish warmer, 4-5°, than normal and drier than normal.
