Centennial delves into numbers BY SHANNON GRANHOLM EDITOR

Centennial District staff and the school board are feeling overwhelmingly positive about where the district is today and where it will be in 10 years. Hazel Reinhardt visited with school board members to share her findings on district enrollment projections at the Aug. 12 meeting. Reinhardt is a former state demographer who has owned her own consulting business since the 1990s. “I am projecting enrollment increases, so that's good news,” Reinhardt said at the beginning of her presentation. Superintendent Brian Dietz explained that when he started with the district back in 2013, the district was already working with Reinhardt, who presented enrollment projections that summer. “The numbers showed that we were going to decrease in enrollment—the first five years by approximately 500 students and the second five years by 250 to 300 students,” Dietz recalled. Area chaplain climbs 75 feet to raise funds for medical alert dog BY SHANNON GRANHOLM EDITOR
This weekend, an area chaplain will need all the support she can get. Even though she is terrified of heights, she will climb a 75-foot ladder on a fire engine. Patricia Clearence, who serves as the chaplain for the Centennial Fire District (CFD) and Lexington Fire Department, will climb the ladder as part of a “FUNdraiser” to raise funds for 4-year-old Madelyn, daughter of Danielle and Jay Latcham. “It is going to be a big thing to get the on-ground support cheering me on to take another step and
make it to the top. That shows how someone can overcome a fear, the power that we have as individuals to come together as a group,” Clearence explained. The Quad Community Press first met the Latcham family earlier this summer, before publication of the article, “Medical alert dog will bring peace of mind to Lino Lakes family” July 2. Madelyn has adrenal insufficiency (AI), a tumor on her hypothalamus and hypopituitarism. These conditions cause Maddy to crash without warning, which is where a medical alert dog can come in handy. During a crash, a person can become unconscious, have
seizures and potentially die. The dog can sense when a crash is about to happen. The family's medical alert dog, a labradoodle named Mac, is currently training with Beverly Schwartz, a trainer in Texas. In addition to $4,000 for Mac, training will cost another $15,000. The family still needs to raise about $5,000. Clearence came up with the idea to climb a ladder as a fundraiser while she was talking to Danielle. “I joked about how I should sit on top of a ladder truck until the money comes in and then I will get SEE LADDER CLIMB, PAGE 9

Public safety officials seek funding support for regional facility The location for the proposed facility is still up in the air, but Smith said it would be in Blaine or an adjacent area. One location under consideration is next to the ACSO, which would bring an opportunity to expand the single-use outdoor range to include other uses. Smith was clear the proposal will not move forward until the state is willing to invest some dollars into the design process. “Collaboration and efficiency. Those are two words that Anoka County Public Safety has embraced and already shown a track record of success. It is not like they are taking a chance with us ... they are making an investment in an area that is already committed to success stories. We really do do it right here, Stuart said. “I'm involved in the National Sheriffs’ Association and the way we do business here isn't done anywhere else, it just isn't.
BY SHANNON GRANHOLM EDITOR
BLAINE — Public safety representatives from across Anoka County pleaded their case for why the state should dedicate dollars to a proposed Greater Twin Cities Regional Public Safety Training Facility Sept. 4. The Minnesota House of Representatives Capital Investment Committee made a tour stop at the National Sports Center in Blaine, where they were greeted by police and fire personnel from various departments, including the Anoka County Sheriff's Office (ACSO) and cities including Blaine, Spring Lake Park, Mounds View, Fridley, Coon Rapids and Andover. “We are asking for funding for the design process to the tune of approximately $1.9 million. The design process will determine the business plan, the location, the scope of the project. This is our critical first phase, said Spring Lake Park Blaine Mounds View (SBM) Fire Chief Charlie Smith. Smith added that the concept has been discussed since 2013 but was brought up again in 2017 after a fire training area in Fridley was demolished. Legislation has been introduced both in the Minnesota House (HF 773) and Senate (SF 1317) seeking state funding for the pre-design and design of a public safety training center. HF 773 is authored by Erin Koegel (District 37A) and Nolan West (District 37B), and companion bill SF 1317 was authored by Jerry Newton (District 37), Tom Bakk (District 3) and Ann Rest (District 45). The bill asks for the state to appropriate money for the regional public safety training facility in the city of Blaine or in a city adjoining Blaine and to authorize the sale and issuance of state bonds for the project. The project leads are the cities of Blaine, Coon Rapids and Andover along with the ACSO. In 2018, a stakeholder survey revealed that the proposal was supported by 21 agencies throughout the county. The Greater Twin Cities Regional Public Safety Training Facility would serve as a multidisciplinary training facility for agencies around the state and include training for law enforcement, fire and public works. In 2009, the Minnesota Department of Public Safety completed a public safety training facility needs assessment, which found that public safety personnel, especially volunteer-run services like fire departments, are unwilling to travel for training. Furthermore, the report made a list of recommendations, which Smith said have guided the planning for the new regional facility. The concept is modeled from the Hero Center, a regional state-of-the-art training center for police, fire and emergency management services (EMS). The HERO Center is estimated to cost $20.5 million. The state of Minnesota provided $1.46 million for predesign and design of the building and an additional $9.5 million bonding appropriation to construct, furnish and equip the facility. The South Washington County Telecommunications Commission and South Washington Watershed District also agreed to contribute funding for the project, and Cottage Grove and Woodbury agreed to split the remaining costs. Construction of the Hero Center began in fall of 2018 and should be complete this fall. Currently, there are only three multidisciplinary training facilities in Minnesota; the closest one is in Edina. Blaine Police Chief Brian Podany said most of the facilities are in the south metro and very few in the north metro, with the exception of a facility in Maple Grove. “We don't have anything up here that is regional and multidiscipline. All the departments are kind of on their own for training; there is no consistent training area that is safe where we can do the operations that we need to do as far as police, fire and EMS, Smith said. Anoka County Sheriff James Stuart said the facility would bring another opportunity for improved

efficiencies. “If you are sending fire service, a SWAT team and law enforcement to St. Cloud or other distant training centers, should something erupt within your community you are not able to respond, he explained. “Just that alone for me, to know that we could actually have full-service training capabilities closer so that we can continue to respond, is huge. The ACSO does a lot of its tactile training at Camp Ripley near the city of Little Falls, which is over 90 miles from its home in Andover. In addition to expenses for gas and housing, often the ACSO has to pay overtime to cover shifts during the training, too. “Most agencies prefer to not go more than 16 miles for training, Smith explained. “A lot of the existing facilities are at capacity or over capacity and booked up. We go wherever we can.

or as long as I can remember, I always wanted to be “the sports guy”. Nothing else inspired me to read, watch or write. I never wanted to get rolled up in any other kind of journalism. The other stuff just didn't attract me as much as writing game recaps and athlete features. Some of the best advice I've ever received is to write about what I have authority over; I know a lot about sports and love watching sports and enjoy talking about sports. Perfect fit. I was going to be a sportswriter, and would never have to touch any of the rest. Turns out summer newspaper internships run right in line with the quietest season of local Press sports to cover. So I was forced to Intern change my perspective. Was I enthralled by city Jared council meetings or dying Martinson to cover ribbon cutting ceremonies at new small businesses? Not really. I had to sacrifice what I wanted to do in order to learn what I had to do. I could count on one hand the amount of times I'd been to White Bear Lake before I started at Press Publications. I knew next to nothing about the city, and nobody in it. Same with the surrounding towns within the coverage area. I remembered Stillwater was pretty, if that counts for anything. I probably would have been very comfortable and content covering sports and nothing but sports here; except that would mean missing out on so much more of this community and what makes it special. Now, eight weeks later, the assignment doesn't matter. As long as it's truthful storytelling, I feel that I can succeed, especially in an area as supportive as this one. A big thank you to the Johnsons and the Johnson Center for Journalism and Communication at Bethel University for giving me an opportunity to wet my feet at Press Publications and get a taste of community journalism at its best. A big thank you to the newsroom for throwing all types of leads and tips at me to get a feel for stories that matter. I still want to write about sports. That goal hasn't changed. I'm returning for another semester as the sports editor at Bethel's student newspaper, The Clarion. I've won some awards for my sports reporting. That's all really cool and fun to be a part of. But I'm just a lot more confident that I can tell other stories now, too. My repertoire has expanded. I've seen some stuff. I've met some people. I hope if and when you read The Clarion, and whatever I end up doing after college, you see this experience mirrored in my work. Thank you, Press Publications. Thanks to you, I'm not satisfied with only being “the sports guy”. Jared Martinson was the Press Intern.

Challenging us to be the light of Christ “Go out into the world today and love the people you meet. Let your presence, light new light in the hearts of people.” – Saint Mother Teresa of Calcutta Mother Teresa was canonized Saint Teresa of Calcutta on Sept. 4, 2016. We remember this woman for the many ways in which she taught us about caring for the poorest of the poor. She was a woman of wisdom and her presence to the least ones offered hope. Saint Teresa was a woman, who said herself that if she were to ever become a saint, she would be one of 'darkness.' She explained this by saying, “I will continually be absent from Heaven — to light the light of those in darkness on earth." I believe that St. Mother
Teresa of Calcutta is challenging us to be the light of Christ for those around us as well. How will you enter into the challenge? We are about Pastor to begin the Ponderings crisp season of autumn, with Barb Uschold the color change Anderson and the falling of leaves, we are reminded of the ways in which we are called to notice the presence of God all around us. It is fairly easy when the colored leaves are vibrant, however, when we notice the barren trees or bushes around us we realize just how much we
must work to continue to notice the presence of God in our midst. We must reach into ourselves and call upon God to enter into our lives even more fully so that the bright light of Christ, continues to shine within us even as the days get shorter and shorter, darker and darker. Perhaps this is the time of year when we most need to call upon God to inspire us to shine—to do something colorful and vibrant…maybe this is the time we most need to share our gifts with the people around us. How will you answer the call to serve? How will you share your light with others? Barb Uschold Anderson is the director of pastoral care at St. Joseph of the Lakes.

Pick six launches Cougars’ 42-15 win over Anoka BY BRUCE STRAND SPORTS CONTRIBUTOR
An early “pick six” got a rout by Centennial started, and a relentless ground game kept it going, as the Cougars (1-1) scuttled a young Anoka squad 42-15 Friday evening. They may have lost a key player in the process. Zack Osmek picked off a downfield pass on Anoka’s third play from scrimmage and returned it 50 yards for a touchdown. However, the senior safety hurt his knee celebrating and missed the rest of the game. The Cougars got a pair of touchdown passes from Connor Zulk to Carter Anderson, with Zulk completing six of 10 for 66 yards. Otherwise the Cougars turned the ground game loose for 337 yards in 41 attempts by nine players. Noah Larson scored three touchdowns and totaled 91 yards in 15 carries. Zulk had 96 yards in seven carries, including a 57-yard run. Austin Wlaschin gained 48 in seven carries.
Ricky Hemric was 6-for-6 on extra points. “We dominated, but Anoka is very young and inexperienced. They started four sophomores,” said Cougar coach Mike Diggins. “We wanted to run the ball this week and get that established. We ran much better this week, but it wasn’t against a defense like Edina.” He referred to the Cougars’ opening 28-20 loss. Osmek aggravated a previous knee injury when he leapt in celebration of his defensive touchdown. “He tore his ACL last year against Wayzata and we hope he didn’t reinjure it,” Diggins said. “He is very good. He makes all the calls from the safety position. He is one of the best safeties we have ever had.” Anoka (0-2) enjoyed a brief 7-7 tie after two huge offensive plays — a 38-yard pass from Jacob Deutschman to Cody Lindenberg when the quarterback fought off a sack at his own goal line, and a 54-yard run by Dylan Schmidt two plays later.

This year, they’ll play in Section 7AA and 8AA, respectively.
Centennial volleyball Sydney Petersen led the Centennial volleyball team to a runner-up finish in the 16-team Aerie Challenge at Apple Valley on Friday and Saturday. The 5-11 junior outside hitter averaged eight kills per set for a total of 72 in four matches as the Cougars (7-2) won three of four. She pulled out a 29-27 win over Cretin-Derham Hall, delivering kills for six of the last eight points. Peterson is a three-year starter and made all-conference as a sophomore. Centennial volleyball in the finals BY BRUCE STRAND SPORTS CONTRIBUTOR
The Centennial volleyball team has played in Apple Valley’s early-season invitational in each of coach Jackie Rehbein-Manthey’s 17 seasons, and this year the Cougars made a breakthrough. “This is the first time we’ve gotten to the finals,” said the coach, beaming, after her team beat Stewartville in the Aerie Challenge semifinals Saturday. “We have played Stewartville and Concordia Academy several times and never beat either of them before.” The Cougars (7-2) won two nail-biters in pool play Friday, then tripped Class 2A’s top-ranked Stewartville 25-20, 26-24 in the semifinals Saturday, pitting them against Concordia Academy, ranked No. 4 in Class 2A, in the finals. The first set was a marathon with Concordia Academy prevailing 31-29 after the Cougars twice were serving with a chance to win. The Beacons, a perennial power (two state titles, three runner-up finishes, including last year) controlled game two 25-17 for the title. “They are very good and we kind of ran out of gas in the second set after just missing out in that first set,” RehbeinManthey said. “We weren’t scoring off the serve. They side-outed us six or seven times in a row.”
In pool play, Centennial edged Caledonia (ranked No. 7 in Class 1A) 17-25, 25-17, 15-13, and Cretin-Derham Hall 29-27, 25-23. “Every team we played was solid. We played tough. We were mentally in it,” Rehbein-Manthey said. “Against Stewartville, we made some good serves and caused then to play out of system. That’s what we always try to do, serve aggressively, and play tough defense.” Playing in their third Apple Valley tourney, and thrilled to reach the finals, were libero Mackenzie McDonald and outside hitter Sydney Petersen. “We’ve always been in the bottom half before. We wanted to do better this year,” said Petersen. “It’s always fun to play here, to see different teams than we normally do.” “We’ve never won on the first night before,” McDonald said. “Our energy was high, and we were very motivated … Against Stewartville, I think we were pretty scrappy.” Petersen led the offense with 72 kills in the tournament. McDonald was the defensive leader with 40 digs and a 2.38 serve-receive rating (on a 3.0 scale). Ashley Crowl made 24 kills and served for 24 points. Jadyn Clarner, setter, “kept out offense moving” with good distribution and decisions, the coach said. Mattie Petersen, freshman, made several key digs and saves to keep rallies going.

The Cougars (5-1) prevailed 2-1 over Maple Grove (3-1-1) on Tuesday and 4-3 over Stillwater (3-1) on Saturday. In between, the Cougars routed Park Center 12-0 on Thursday. Against Maple Grove, Khyah Harper gave Centennial a 2-1 lead with 12 minutes left when she beat the goalkeeper to a ball bouncing toward the Crimson net, put a juke on a Crimson midfielder and shot into an open net. Harper also assisted on a Olivia Lovick goal, delivered left-footed from 18 yards, in the first half. Emma Fournier tied it for Maple Grove in the 60th minute. Cougar

down,” she said. She approached CFD Chief Harlan Lundstrom, who she said was supportive of the effort. At 10 a.m. Saturday, Sept. 14, Clearence will climb the ladder on the aerial engine in front of CFD Station 1 in Circle Pines. “It is all about how we can come together as a community and really make a positive difference and a positive impact,” she said. “Who knows where this will go and how it will influence somebody else in another community to do something like this?” The goal is to raise $5,000 for the Latcham family. Each time money is placed into a boot, Clearence will climb another step higher. She will likely need some words of encouragement too, in addition to the donation. Over 20 years ago, Clearence attempted to climb a ladder on a fire engine and only made it four rungs before she requested help to get down. “Let's show not only our community, but others as well, how we rally together and support each other,” Clearence said. The family was planning to go pick up Mac in Texas this fall, but that will likely be pushed back until after the holidays. It all depends on Mac's training and when he is ready to aid Madelyn. “I don't even think I can put it into words about how grateful our family is for everything the community is doing for us. It is a very humbling experience,” Danielle said. “It does reassure my faith in humanity; with all the negative things going on, it is so nice to have people come together in a time of need. I still think that we are in shock over all of this.”

ENROLLMENT PROJECTIONS: Show ‘slow but steady’ growth FROM PAGE 1
“Generally, when you see a decline in enrollment what happens is that programs and staff have to be reduced. Because we were able to back that with open enrollment, we haven't missed a beat. We have been able to keep programming and staff in our district.” Reinhardt explained her analysis consisted of both looking 10 years into the past as well as 10 years into the future. “In the past 10 years, the district's school age population declined almost 14% ... Overall enrollment went down about 3% and resident enrollment went down almost 16%,” she explained. “You were able to hold up your enrollment by appealing to nonresidents. Nonresident enrollment went from 634 students (9.5%) in 2008-09 to 1,400 students (22%) in 201819. One finding, which Dietz described as “a pleasant surprise,” was that the district had a market share of nearly 85% in 2018-19. “I take a look at all of the eligible students enrolled in school and what percentage are

enrolled in Centennial,” Reinhardt explained. “That is a very high market share for a Twin Cities suburban school district.” “The new demographic study shows that we are working our way out from that decline we were supposed to have over a 10-year window. We are actually seeing a growth in our community, we have more people in our five communities that are living or will be in the future that will help our enrollment to grow, and that growth will be at a slow but steady pace that we will be able to manage,” Dietz recapped. “We are happy with the numbers. We know that people want to be here, and we have time to plan for it, which is

always great.” In addition to routinely getting comprehensive reports on enrollment projections, the district keeps up on residential developments that are occurring in its five cities and generates its own number projections based on an average of how many children it expects per household. Dietz said that Scott Johnson, executive director of teaching and learning, “has done a great job understanding what our cycle looks like. He can break it down by weeks on how many students, are open enrolling and how many students are residents.

MUELLER-BIES FUNERAL HOMES
Our history includes four generations of single family ownership, and multiple locations in St. Paul, Minnesota and its suburbs - stretching back for well over one hundred years. Many families we work with share our roots in the Frogtown neighborhood and made their way to the suburbs as we have. We are honored and humbled to have worked with many families for generation after generation.
“Dedicated to an understanding and sympathetic service performed with true dignity and reverence - marked by its simplicity and beauty - honoring the departed - comforting those who remain.” - From the announcement of the opening of the new Charles H. Mueller Funeral Chapel, 1935

It has become a science, and we are pretty good at it.” Both Dietz and Johnson said keeping track of the numbers is vital for the district's long-term planning. “We don't want to mess up on stuff like this. If we don't estimate correctly and there are more people coming in, that means larger class sizes,” Diez explained. “On the other side, if we lose numbers and we don't adjust, that means you are carrying more on your budget that you can't afford, and that's when you see large reductions in staff and programming.” Johnson noted that
• In five years, high school enrollment is projected to be 24 to 41 students higher than today and 124 to 129 higher in 10 years. • As a percentage of enrollment, students of color will increase from 19% to 21.4% in 10 years. • The number of students receiving free/reduced meals will decline by 14% to 16% in 10 years. • Resident enrollment is projected to increase. Nonresident students will remain at about 20% of enrollment, but the number of nonresident students is anticipated to increase from 1,306 currently to 1,398 students. • In 10 years, the average grade size will be 481 for K-5, 506 for grades 6-8 and 514 for grades 9-12.
the numbers play a big role in class sizes, instructional resources and building capacities. “Looking at the trends, we have a pretty good sense of what we can anticipate for revenue, open enrollment and resident enrollment ... this new study helps give us a new benchmark for how to
plan for the next five to 10 years,” he said. To view Reinhardt's full report, visit isd12. org/about/school-board, click on the agendas & minutes tab and select Aug. 12. Editor Shannon Granholm can be reached at 651-407-1227 or quadnews@presspubs.com.

Discussion on land transfer turns existential BY LORETTA HARDING CONTRIBUTING WRITER
CENTERVILLE — A discussion Aug. 28 on whether to transfer two pieces of property from the city to its own Economic Development Authority (EDA) had a curious result: some Centerville City Council members, past and present, wondered aloud why the city had an EDA in the first place. Former Mayor Tom Wilharber and former Councilman Steve King attended the meeting to express their concerns at the council's loss of control over two pieces of city property. The discussion started when the council reviewed an action item before it, which was to decide whether to transfer two pieces of city-owned property to the EDA. The EDA would then take over marketing the properties, which have proven difficult to sell. In return, the proceeds of the property sales would go to the EDA to further its mission of marketing to promote development within the city. Both properties are located in the downtown area and contain several remnant parcels at the northwest corner of Main Street and Centerville Road (including 1691 and 1695 Main St.) that the city bought from Anoka County after the Main Street (CSAH
14) improvements and two parcels at the northeast corner of Main Street and Progress Road that used to be the Steffel Insurance property. King said he was concerned that the EDA, a separate, unelected entity that is not answerable to council, can buy and sell city property. “I'm just worried that somewhere down the line that more powers will be given to the EDA,” he said. City Administrator/Engineer Mark Statz pointed out that council didn't give its EDA any taxing authority, as some cities have done. “The EDA is getting funds that aren't coming out of the city's budget, and the transfer is a nice way to give the EDA something to work with,” he said. Councilman D. Love, who serves as the council’s liaison member on the EDA along with Councilwoman Michelle Lakso, noted that the city was not giving the EDA more power by transferring the two parcels of land. “I was in the council that voted for the EDA and I struggled with handing over power. But I gave it a 'yes' vote,” Love said. “I sat on the EDA and found it to be conservative, scared to make a mistake and wanting to help Centerville.” Love said he wanted the EDA to do things for the city, but in his
Oktoberfest raises support for Centennial students
The Chain of Lakes Rotary and the Slipka Foundation are partnering with the Centennial School District and the Centennial High School Football Boosters on an Oktoberfest gathering to raise money for three causes. Oktoberfest will take place from 4:30 to 7 p.m. Sept. 21 at Infinite Campus, 4321 109th Ave. NE in Blaine. The event will raise funds for the Rotary Exchange Program, new headsafety football helmets and Centennial student scholarships. “Since 2018, the Chain of Lakes Rotary Club has had five Rotary International Exchange Students. Right now, we are sponsoring a Centennial High School student to live in Brazil, and we are hosting a student from Austria,” said Kevin Fitzpatrick, president of the Chain of Lakes Rotary. “Octoberfest will raise funds for extremely worthy causes, including the Chain of Lakes Rotary Youth Exchange Program.” The Chain of Lakes Rotary encourages Centennial students to find out more about becoming a Rotary exchange student. Information can be found at northstaryouthexchange. com/. Rotary also encourages students and their families to consider welcoming a student into their homes for a few months. com/our-club/youthexchange. “Money raised from this event will (also) support the purchase of head-safety football helmets, replacing older helmets with the new,” said Mike Diggins, head football coach. “A thank you to the community for supporting this event to help keep our athletes safe on the field.” Funds raised will also support student scholarships. Support will help meet the needs of Centennial students past high school and give them a springboard to success in the next step of their lives. Tickets are $40 for attendees 21 and over and include a food basket, beverage and live polka music.
Above: Magdalena Faiman (left), a Chain of Lakes Rotary Exchange student for the 2019-20 school year, headed back to school with her host sister, sophomore Amelia Resendiz Olson. Faiman, from Austria, is a senior at Centennial High School. Funds raised from Oktoberfest will allow Centennial families like this year’s host family, Curtis and Ruth Olson and their children, to host students and give opportunities for students abroad to live in our communities. Left: Money raised from the Oktoberfest event will support the purchase of new head-safety football helmets.
Tickets can be purchased at the District Office, 4707 North Road, Circle Pines, from 8 a.m. to 3:30 p.m. Monday through Friday. Tickets need to be purchased in advance and will not be available at the door. For ticket information, call Jody Josephson, executive assistant to the superintendent, at 763792-6010. From press release
conservative mindset suggested the city push over half the properties to see what happens. The city originally established the EDA in July 2017 to actively market business development opportunities throughout the community by encouraging new businesses, relocating existing businesses to Centerville and investing in improving businesses that currently exist. “When I came in as mayor the second time, the city had nine pieces of property for sale,” Wilharber said. “Now we have two. I got council together and gave them a directive to clean up and sell the properties. We got a Realtor, advertised and sold some of them. Now they are not advertised. I agree (with King) that you don't give it away to the EDA who might have weird ideas about the property — like building a swimming pool in town or something.” The city is collecting zero taxes on the properties as they sit there, Mayor Jeff Paar said. By transferring property to the EDA, the city is trying to increase the tax base and get more property owners coming to Centerville. The EDA’s current annual budget is $20,000. Councilman Russ Koski wondered aloud what the EDA had
done with the money. “It they want more, they'll have to show me that they deserve that budget,” he said. “In my opinion, a $20,000 budget is not effective,” Paar said, “that's why we're giving them the proceeds from the two properties.” Koski reiterated his question about whether the EDA had hired Realtors or had even tried to sell the properties. Furthermore, Koski asked, why did the city even form the EDA? “The money (the city) gets from selling the properties can be put back into the city. For example, there's no air conditioning at City Hall,” Koski said. Statz replied that the EDA hired a tax increment financing consultant for downtown’s Block 7 and recommended Northland Securities serve as financial guide throughout the process, a total cost of $11,000. “In doing nothing from nothing, you get nothing,” Paar reminded council. “That's why I wanted to form the EDA. We can keep living in the past, I guess. We can hold open houses and hope something happens too.” In the end, council tabled action, agreeing that it was essential for all council members be present to vote on such an important issue. Councilman Matt Montain was absent.
