Centennial seeks support in upcoming levy

In the past nine years, the Centennial School District (CSD) has cut $17.2 million from its budget, $5.1 million of that in the past five years. The district has cut 60 full-time positions in the past three years and has reduced expenditures for supplies, technology, activities/athletics and textbooks.

Superintendent Brian Dietz said the district is at the point where it needs help from the community.

“We have not had an operational increase in 13 years. We have made it work. We run a very fiscally prudent district, we have made reductions and adjustments when we needed to,” Dietz said. “In 13 years of trying to manage all of that, we need to start looking at investing back into some of the things we have lost in that time period.”

This fall, taxpayers will see two levy questions on the ballot. Question 1 will ask voters to approve an operational increase at $650 per pupil, for 10 years. Question 2 deals with capital expenditures and asks for $22,215,000 over a 20-year period to address safety and security at the high school as well as other building improvements. Question 2 cannot pass unless voters approve Question 1.

Nonprofit gives veterans something to look forward to

Lino Lakes resident Jim Flermoen was just like most boys as he grew up: he enjoyed fishing with his dad. After a combat wound and 12 years in the military, he once again found himself fishing.

Flermoen and two other veterans, Eric Anderson and Joe Scavo, started the Freedom Fishing Foundation in March 2017. The foundation is a nonprofit organization that helps veterans, Gold Star families and children of veterans who have committed suicide or died in combat fi nd peace and tranquility through the sport of fishing.

Flermoen served in the Minnesota Army National Guard for 12 years.

He was deployed to Iraq from 20052007. In May 2007 his military career came to a halt when he was wounded in combat by an improvised explosive device (IED). He tried to stay in the military but after some time he was forced to medically retire. He was hoping to make it to 20 years of service to his country.

In 2010, Flermoen realized he wanted to get back to fishing. He bought a boat.

“I found out how therapeutic it was.

After I got home, I was in pretty rough shape ... I didn’t want to do anything, I didn’t want to leave my house. I really

struggled,” he said.

“When I started fishing, that was a whole different world for me. It really changed my life. It gave me something I could enjoy. If I was having a bad day or was struggling with something, I could go out and fish and it would help me reset. I would come back in a better mood.”

Flermoen knew the wonders fishing had done for him, so when he had friends reach out who were having similar struggles, he introduced them to the sport. “When guys I knew would call me and they were struggling with something, I would hook up the boat, go get them and SEE FREEDOM FISHING, PAGE 20

The Centennial School Board took the following action at its Aug. 13 meeting: • Superintendent Brian Dietz noted the district has been busy coming up with a communication plan for this year's levy. He also invited board members to this year's convocation at 8 a.m.

Monday, Aug. 27, at the high school.

• Approved the consent agenda, which included July 23 meeting minutes, monthly disbursements, personnel and Minnesota School Board Association (MSBA) dues (July 2018 through June 2019) in the amount of $12,436.

• Approved the director of buildings and grounds contract. The position was left vacant after Director of Buildings and Grounds Bob Cierzan retired after 32 years with the district.

The two-year contract of employment is with Tim Burton, who will start Aug. 30.

• Accepted the bid from Agropur with a basic half-pint milk pricing between $0.159 and $0.164. Executive Director of Business Services Patrick Chaffey explained the district received three bids for the district's school lunch program for milk and related products on Aug. 9 and Agropur provided the lowest bid.

The next Centennial School Board meeting will be at 6:30 p.m. Monday, Sept. 17, in the District Office. There will also be a work study session at 5:30 p.m. Monday, Sept. 10.

BUSINESS BRIEF Hy Vee submits plans for Hy-Vee new location in Blaine Economic Development Coordinator Erik Thorvig confirmed that Hy-Vee has submitted plans to build a new store at the southwest corner of Main Street and Jefferson Street near Blaine High School and Roosevelt Middle School. Thorvig said the city anticipates that Hy-Vee will obtain the necessary approvals and potentially start site work this fall.

Potentially, a store could open before the end of 2019.

Going to the State Fair? Here are some safety tips: • Comfort fi rst. Leave your high heels and nice clothing at home and settle for comfortable and loose fitting clothing, as well as supportive shoes.

It is also a smart idea to pass on wearing valuable jewelry in case you lose it while walking around or on a ride.

• Prevention is key. Hydrate before, during and after your fair excursion to avoid dehydration and limit your consumption of sugary and alcoholic

beverages, which can have the opposite effect. Make sure to apply sunscreen before heading to the fair as well as continue to apply it while you’re there. Even on a cloudy day attendees can get sunburn.

• Establish a home base. Upon entering the fairgrounds, scope out where the fi rst-aid and emergency stations are located as well as establish a meet up spot in case your group gets separated.

• Do a little research. Usually fairs utilize one company for providing the rides. Do a quick Google search on the company and check their history for any safety concerns.

• Take a picture it really will last longer. If you are attending the fair with children it is recommended to snap a picture of them before leaving the house so that you can instantly recall what they were wearing that day.

• Stay Alert. With a large number of people in one area it is important to be on alert and stay aware of your surroundings. Pickpockets are everywhere so keep purses closed and stash items in front pockets. If you notice someone acting suspiciously let a supervisor or police office know.

PUBLIC SAFETY BRIEFS Extra DWI enforcement through Labor Day Officers, deputies and troopers from more than 300 agencies will be working extra DWI enforcement shifts starting tomorrow and running Aug. 17 through Sept. 2.

The Labor Day period is a working holiday for troopers, officers and deputies who are finding drunk drivers behind the wheel. The holiday period is the third worst for drunk drivers based on DWI arrests per hour at 3.8 (Halloween is the worst at 4 per hour). Law enforcement officers consistently arrest more than 400 people for drunk driving during the long holiday weekend, and about 25,000 are arrested each year. The National Highway Traffic Safety Administration provides the overtime funds with the Minnesota Department of Public Safety Office of Traffic Safety coordinating the extra enforcement and education effort.

Crashes involving alcohol continue to change Minnesotans lives forev-

er, especially during the summer months. From 2012-2016, there were 138 people who lost their lives in drunk driving crashes from June through August. While drunk driving continues to be a leading factor in traffic fatalities, there were 414 alcohol-related serious injuries during the same timeframe.

State explains downed 911 system The Minnesota Department of Public Safety Emergency Communication Networks division (DPS-ECN) has received information from the state’s 911 provider regarding a statewide

outage that occurred on Aug. 1. CenturyLink is Minnesota’s contracted 911 service provider and says human error by an employee of a third party vendor is to blame. CenturyLink says that an employee of West Safety Services made a mistake while making a network configuration change.

This error prevented 911 calls from being accepted in Minnesota, North Carolina and North Dakota. CenturyLink says 693 calls to more than 50 Minnesota 911 dispatch centers failed to be routed during the outage. During that same time, 356 calls to 911 were successfully routed to

CenturyLink says West Safety Services has agreed to stop work on its network through the end of August while it reviews the reason for the outage.

Reflect on history

T

HE 1968 EXHIBIT at the Minnesota History Center in St. Paul was a meaningful time of reflection for Kathy and me.

Fifty years ago is significant for us as we just celebrated a half-century of marriage.

In 1968 the country was getting tired of the Vietnam War and the high count of deaths and casualties.

That year we had two assassinations, Martin Luther King and Robert Kennedy. The Apollo-Saturn mission was the second and last unmanned test flight.

President Lyndon B. Johnson signed the Civil Rights Act of 1968. Our Minnesota Hubert H. Humphrey as Vice President About the played a big part in that legislation.

Town Vince Lombardi announced Gene Johnson his retirement as coach of the Green Bay Packers and Lee Trevino became the fi rst golfer to shoot in the 60s in every round of the U.S. Open.

The best motion picture that year was Oliver!, but the box office favorite was Funny Girl with Barbra Streisand.

In 1968 the average income was $8,632 per year.

Gasoline cost 34 cents per gallon and you could buy a new car for under $3,000.

Life expectancy was 70 years and the minimum wage was $1.60 per hour.

Boeing rolled out the fi rst 747 in 1968 and the 911 emergency number was implemented by AT&T. That year the U.S. Congress repealed the requirement for a gold reserve to back currency.

Richard Nixon defeated the Democratic candidate, Vice President Humphrey.

At the Paris peace talks President Johnson announced that he had ordered a complete cessation of all air, naval and artillery bombardment of North Vietnam effective Nov. 1.

We also had the fi rst humans to see the far side of the moon with astronauts Frank Borman, Jim Lovell and William Anders traveling in Apollo 8.

The 1968 exhibit will be at the Minnesota History Center through January 21, 2019.

Another interesting exhibit is the background of the Somalian culture. This, too, is helpful to see the struggle they have gone through living through corrupt government and the unsafe living conditions in the Eastern African country.

The Somali population in Minnesota is currently more than 25,000.

The Somali exhibit will be on display through June 9, 2019.

The Minnesota History Center is located at 345 W. Kellogg Boulevard in St. Paul. They are open from 10:00 a.m. to 8:00 p.m. Tuesday, 10:00 a.m. to 5:00 p.m. Wednesday through Saturday and 12:00 noon to 5:00 p.m. on Sundays. They are closed on Monday. Admission is $12 for adults, $10 for seniors 65+, $6 for children 5-17 and children 4 and under are free. They also have free admission from 3:00 p.m. to 8:00 on Tuesdays. Daily parking in the lot at the site is $6.

THE AVERAGE TEENAGER spends seven hours a day in front of a screen. Is it any wonder they are feeling disconnected? It is also reported that 2011 was the worst year for mental health issues as suicide skyrocketed among teens.

Researchers have reported that the more time the teens spend on the screen, the more likely they are to be unhappy. The opposite is also true.

Parents, help your children create experiences rather than entertain them. If they wait to be entertained, it will bring about boredom. Technology can be and is helpful, but areas of excess will be harmful.

Bogus computer alerts play on fear, embarrassment

B

etter Business Bureau® of Minnesota and North Dakota (BBB) is warning consumers about a newer scam, that’s affected other parts of the country and seems to have moved into our area – a fake “popup” alert scam which tells computer users that adult content has been detected on their computers.

The alert also says, “Financial “Fi i l data, d t Facebook Logins and credit card details are being stolen.” However, these alerts are not legitimate and unknown entities behind them are fraudulent.

Though these “alerts” look scary, they only become dangerous when people call the phone numbers that accompany these messages.

BBB urges people to simply close the page – or their browser – and the suspect alerts should go away.

BBB recently received one of these alerts and called the support number listed – an 877 number. The person who answered claimed they were working with Microsoft and offered to run a free scan of the affected machine. At that time, BBB ended the call. Allowing anyone remote access to your computer puts your device and sensitive

personal and financial information at great risk.

The malware, which triggers these bogus alerts is often acquired by innocuous browsing of mainstream websites. A good way to avoid such alerts is to have anti-virus and anti-spyware protection on your computer. It’s also best to avoid any suspicious or compromised websites. But it’s important to know that anyone with a computer – regardless of their browsing habits – can receive such alerts.

BBB of Denver issued an alert on a similar scam late last year, wherein people received emails from self-proclaimed hackers who attempted to blackmail victims through a series of emails sent to victims’ work email addresses. The first emails contained adult content and links to dating websites, soon followed by a message demanding payment – in Bitcoin – from those who had clicked on the links. In the subsequent message, the scammers also claimed to have hacked the victims’ webcams and threatened to share captured video and screenshots from adult websites to people in the users’ email and social media contact lists.

In those cases, experts said such threats were likely empty ones.

Though it is possible for scammers to hack webcams, BBB advises people not to make any payments to people claiming they have done so and to report any threats to local authorities, as blackmail is a crime. BBB also advises employees not to engage with any suspect emails they receive and to avoid clicking on links or attachments in

such emails. It’s also a good idea to cover your webcam when not using them for a Skype call or video chat.

More recently, the Detroit Free Press reports that scammers are now contacting consumers via email and threatening to share their online browsing histories unless a payment is made. What’s more, scammers in these cases have somehow gained access to old but legitimate usernames and passwords that victims have used at one time.

BBB’s advice to the public remains the same: don’t panic. Keep in mind that a lot of personal information – including old usernames and passwords in some cases - has been made available through various high-profile data breaches in recent years. Successful phishing attacks, wherein scammers gather sensitive personal data through impersonation schemes conducted via email, are another source of information fraudsters use to their advantage.

If you’re concerned about an alert you’ve received on your computer, contact BBB (bbb.org) to report your experience and get expert advice. Don’t call the phone numbers that appear within these alerts, as they’re part of the scheme. When in doubt, exit out of the page you’re on, close your browser or simply shut down your computer. If the alerts won’t go away, you may need to contact a technical expert.

COMMUNITY BRIEFS YMCA partners with Good in the ‘Hood The YMCA of the Greater Twin Cities is partnering with Good in the ‘Hood and its Shoe Away Hunger program to host a shoe collection drive at all 25 YMCA locations across the Twin Cities to raise money for pop-up food shelves throughout the year.

Across the U.S., 15 percent of households face food insecurity.

Households with children are 21 percent more likely to have less access to food. Good in the ‘Hood is a nonprofit organization that provides emergency food and quality shoes to more than 4,000 recipients each month.

Thursday, Aug. 23. The program, titled “Out of Anger: The Battle Between Self-Control and Out of Control,� features the filmed story of Jerry Hartman, whose ongoing anger issues led him in and out of prison until he was at last accused of assault with a deadly weapon.

During the program, participants will discover what practical tools helped Hartman learn how to control his anger and transform his life. This time it’s O’Neil edging Rogan in familiar Chomonix club duel

It was the Nick and Alex Show for the fourth consecutive year at the Chomonix Golf Club men’s tournament last weekend.

Nick O’Neil edged Alex Rogan by two strokes in the 36-hole event Saturday and Sunday, regaining the title he won in 2016.

O’Neil shot 78-71-149 and Rogan 76-75-151.

Rogan was champion in 2015 and 2017. The two have alternated as champions, and as runners-up, each of the last four years.

“We play together all the time, but this is the only tournament we’re in,” said O’Neil, 23, who works for Red Wing Shoes. “We were teammates at Centennial in high school.”

Rogan, heading into his junior year on the UW-Lacrosse golf team, said this about the friendly rivalry: “I putt better than he does, but he drives the ball farther.”

O’Neil cut seven strokes off his Saturday score with two brisk rounds Saturday. “I just hit the ball better today,” said O’Neil, who posted two birdies and seven pars on the fi rst nine.

He was leading by four strokes with two holes to go, and that cushion came in handy when he hooked into the woods on No. 17 and took a double bogey while Rogan parred. But with one last gorgeous six-iron drive down the middle on No. 18 and a wedge to the edge of the green and two putts, O’Neil stayed two strokes in front.

Mykelby, 40, had let his membership elapse, but paid the fee just before the club tournament to “try once again to beat these guys.”

Because of the O’NeilRogan domination in recent years, other members requested a Presidents Flight and Chomonix complied, said Chris Bettinger, director of golf operations.

by Ben Saarian with 81-83-164, Brian Blair 8085-165, and Rob Slotsve 85-81-166.

Blair captured the Seniors title for the second straight year.

That goes to the low score of anyone 55 or over in any of the flights.

Quick learner nabs title in Chomonix women’s tournament

Catalina “Cat” Pawlak never played golf until last year, but has proven to be a fast learner.

“The first hole she ever played, she got a par,” said Chris Bettinger, director of golf operations, recalling the golf shop employee’s debut on the parthree No. 14 hole in 2017.

Pawlak, 21, a UW-Lacrosse student, entered the Chomix club tournament this year and emerged as winner of the “B” flight with a 55 on Aug. 8.

“I guess I’m a natural for golf,” said Pawlak, who played soccer on a Centennial state tournament team in 2014. “My second shot is my best and I

putt pretty well. I just got my drive going for this tournament.”

About 60 women entrants split into A and B flights. Playing once a week, they had two qualifying rounds, and the top four in each fl ight had nine-hole playoffs the final week.

Leah Swanson won the “A” flight with 39, followed

by Lauren Schweppe with 45, Kathy Rhoda 51 and Mary Carlson 55.

Pawlak said her 55 to lead the B flight should have been 53, but for a misunderstanding of the rules for penalties for lost balls. The others were Laura Kozak with 59, Diana Brustad 61 and Patti Bettiga 61.

Mobile vet makes pets feel at home — fur real

Molly the yellow Lab, of North Oaks, sat as still as she could while veterinarian Dr. Sandra Soucheray, of Shoreview, examined her ears.

“It's a little red in there,” Soucheray noted as Molly sat comfortably on the floor in her own home.

Molly received a one-time ear infection treatment that is new to the market. “I call it the magic pill,” said her owner, Bruce Carlson, who has seen the treatment be successful before.

Soucheray and her vet technician, Theresa Miniscalco, also gave Molly, Georgie and their brother Cooper the poodle vaccines, drew blood to check for heartworm. They also had a general checkup. Cooper, 13, is aging and has been experiencing anxiety, perhaps due to his vision being affected in dim light. There's a treatment for that, Soucheray said. She didn't recommend medication right away, but instead prescribed a pheromone collar or thunder jacket.

“It's like a baby being swaddled,” Soucheray said, who has been seeing Cooper since he was a baby. She has cared for the Carlsons’ pets since she worked at a brick-and-mortar clinic.

Carlson said having a mobile vet is much more convenient and saves time. “One hour, three dogs — try to do that and go to the vet and come home,” Carlson said as Soucheray and Miniscalco wrapped up their work. The veterinarian will even visit his pets at his office in the North Oaks strip mall if needed, he added.

Soucheray has been driving across the Twin Cities to take care of dogs and cats at home for three years now. She worked in a clinic for 13 years before launching her own mobile practice, Dr. Soucheray's At Home Veterinary Care. She keeps all her equipment in her van and provides care in the pet's home. No exam table is needed; pets respond better to treatment in their natural environment — the floor or even their pet bed.

She became familiar with mobile vet service while working for one in Minneapolis before she attended veterinarian school. She thought the service helped pets be more comfortable and after working as a veterinarian in both clinic and home settings, she can attest to it.

“A lot of pets don't like traveling in cars,” she noted. Hospitals and clinics also have odd smells, weird noises and pets have the potential to catch illnesses from sick animals.

A cat belonging to one of her clients hadn't been to a vet for years before seeing Soucheray because it was so diffi cult to take the animal to the clinic.

The mobile vet and technician were able to easily relieve the cat of urinary issues caused by severe hair matting, Miniscalco said. They don't judge if an animal hasn't been to the vet — they are just there to offer help.

Being inside homes also gives the duo opportunities to see how changing the animal's environment could help it manage a behavioral issue or illness, such as osteoarthritis. Soucheray's mobile service includes vaccines, evaluations, blood work, treatment for many illnesses, behavior and nutrition control, and hospice and palliative care. She refers clients to a nearby hospital she recommends for surgeries.

Being a veterinarian requires not only animal skills and medical knowledge but people skills, too, since pets can't tell vets about their symptoms.

“It's a little bit like being a pediatrician,” Soucheray noted.

One of her specialties is in-home euthanasia.

Working at a clinic, she always tried to give families as much time and space as they needed, but with her own mobile practice she is now able to offer families a more personal experience. For example, families can have their pet sedated in their favorite place outside while the family says goodbye.

Soucheray graduated from the University of Minnesota College of Veterinary Medicine in 2002. She received her bachelor's degree in art and history and worked for the Minnesota Timberwolves as an administrative assistant in the sales and marketing department before deciding to go to veterinarian school. LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its Aug. 13 meeting: • Chain of Lakes Rotary President Justin Larson visited the council to tell them about the club and present a $557 check to the city’s Parks and Recreation Department. • Approved a resolution ordering the city’s 2018 Trunk Watermain and Trail project, approving the plans and specifications and authorizing the advertisement for bid. The project will create a looped water system and includes the installation of approximately 1,100 feet of 12-inch diameter trunk water main from Marshan Lane to Park Court and the installation of approximately 330 feet

of 12-inch diameter trunk water main from an existing line (from Well No. 6) to Well No. 3.

The city plans to install a 10-foot bituminous trail along the trunk water main corridor from Marshan Lane to Park Court.

The trail extension will complete the connection from Town Center Parkway to Park Court.

The overall budget for the project is $466,000. After the construction contract is awarded, construction will begin in September.

Substantial completion is expected in November and final completion in May 2019.

• Approved a resolution for change order No. 1 in the amount of $11,736 for the 2017 trail maintenance project. The project included the removal and replacement of a portion of the Birch Street pedestrian trail and construction of a new pedestrian trail in the Century Farms development.

The construction of the Birch Street trail portion of the contract was substantially

completed in October 2017, and construction of the Century Farms portion began in June.

While soil correction was anticipated along the west end of the trail, additional stabilization was required to ensure proper compaction and an approved subgrade.

Concrete sidewalk extensions from the new trail to existing townhome sidewalks and curb removal and replacement at the east end of the trail (to accommodate a pedestrian ramp) are also included in the change order.

This project is funded through the city's annual trail maintenance budget and park dedication.

The next City Council meeting will be at 6:30 p.m. Monday, Aug. 27, in the Council Chambers.

There will be a work session immediately beforehand at 6 p.m. in the Community Room.

The council has also scheduled a special budget work session for 6 p.m. Wednesday, Aug. 22.

The Circle Pines City Council took the following action at its Aug. 15 meeting: • Council Member Jennifer Rauner told the council she had trouble using the autovoter machine during the primary election at Precinct 1. City Administrator Patrick Antonen said he would look into the matter and make sure the machine up and running for the general election.

• Councilman Matt Percy inquired about voter turnout.

Antonen said Precinct 2 had 516 voters on primary election day (not including absentee) and Precinct 1 had almost 400 voters. “For a primary, that is a very good turnout,” he said.

Percy also shared about Night to Unite. “We (the council) met a lot of good people and heard a lot of good concerns and questions and gave them an update on what is going on locally,” he said.

• Mayor Dave Bartholomay announced the Books and Brew

event on Aug. 9 at Bistro La Roux was a success and raised over $2,000 for the Centennial Library expansion. He also encouraged residents to attend the last Music in the Park for this year, which will be at 7 p.m. Thursday, Aug. 23, at Golden Lake Park.

Bartholomay announced the city was working on setting up a public meeting for residents who live around Golden Lake regarding the upcoming water quality project. Antonen said the city was still working on confirming the date, but residents should see a letter in the mail soon.

Bartholomay said the Utilities Commission now has an “analytical tool” it can use to help find a balance between use of rates and reserves for upcoming projects. The commission also hopes to partner with the Centennial Library for its expansion by helping to fund a gas fi re place in the new space, which

is estimated to cost around $24,500.

• Approved the consent agenda, which included July 24 meeting minutes, licenses and general fund, police and fi re disbursements.

• Approved pay voucher No. 2 in the amount of $151,819 to North Valley Inc. for the 2018 partial street reconstruction project. According to WSB & Associates, the project is 95 percent complete.

• Approved pay voucher No. 3 in the amount of $899,621 to R.L Larson Excavating Inc. for the 2018 full street reconstruction project. According to WSB & Associates, the project is 60 percent complete.

CENTENNIAL LEVY: Following cuts, Centennial seeks levy approval this fall FROM PAGE 1

was in 2015, when it had a levy renewal question, an operational increase question and a technology question.

The renewal question passed, but the other two questions did not.

“After 2015 we wanted to take a break. We wanted to make sure we went back through and digested what we learned from the campaign and got an idea of how we wanted to approach this moving forward,” Dietz explained. “We took a threeyear break to have conversations and talk to folks, make sure we had good intel and understanding about where people were at and what they were looking for from our schools.”

For the fi rst time since the early 2000s, the district put together a committee of 30-40 people that met once a month from January through March to dig into the district’s needs. The committee included people from all five communities the district serves, as well as staff and parents from all sites, civic leaders, business owners and other community members.

“They really were the ones to drive the bus on coming up with recommendations about the operational and capital side of the coin as well,” Dietz said. “It was very refreshing and rewarding to do that. I really appreciate the fact that we had parents who spoke their mind. These weren’t people who said ‘Whatever you guys want to do, you go ahead and do it.’ They offered really good questions and perspectives and I think that is always good when you are making big deci-

sions for your future.”

Each year, the district conducts a professional scientific survey to gauge its performance. This year, the survey was conducted in January/February.

“We learned a lot through that process.

One thing that specifically spiked up for us was class sizes,” Dietz said. “At the middle school and high school there is always a pretty steep interest and concern about classes feeling a little too big, but this was the first year we had a major jump in elementary. It jumped into the 60th percentile of people feeling there are too many kids in a classroom.”

Dietz said two of the main reasons the district needs a levy are school equity and that state funding has not kept up with inflation.

“We have already nibbled around the edges. We have gone through and tried to find other ways to save money. It is now starting to come to people, and when you start taking people out of the classroom, start taking away programs and services that are important for kids, you start seeing an impact,” he said. “We feel we have hit that point. We have done as much as we can to tighten the budget and balance it every year, but we need help.”

Question 1 If Question 1 passes, $650 will be levied for each student over a 10-year period and would add $1.25 million back into the budget. That would mean 14 teachers/ or 50 paraprofessionals could be hired.

Dietz said the plan would be to add both teachers and paraprofessionals at the elementary, middle school and high school levels.

• Replacing smartboards across the district (for an estimated cost of $1.3 million).

• Improving the light and sound systems in the performing art centers at the middle school and high school (for an estimated cost of $800,000).

The tax impact on the district’s average home value would be $65 annually or $5 per month.

Dietz said the district’s first priority

would be the link. “I believe we are one of the only high schools in the state of Minnesota that has a two-building campus with an outdoor hallway,” he said. “Things have changed over the last year, and it no longer makes us unique.

We need to make some changes to adjust that and make sure we have a safe environment for our kids transitioning from (class) period to (class) period.”

If Question 2 passes, the plan would be to start most of the capital improvement projects in summer 2019.

“Centennial School District we feel is a very quality district, and we want to maintain that quality going forward. It is a highly sought-after school district for property and housing. What we hear from Realtors is that people want to move into Centennial to be a part of Centennial and our goal is to continue that,” said Human Resources Director Dan Melde. “We are asking for the community’s help to continue with the great quality education system that we have.”

11. RESOURCE MANAGEMENT 11.1. Approval of the Long-term Facilities Maintenance Revenue Plan - The School Board must annually update the Long-term Facilities Maintenance (LTFM) plan and indicate its intention to levy for the LTFM funds. Included in board packets is the updated ten-year revenue projection and expenditure plan. This plan levies the maximum for the LTFM funding so we can maximize our state aid. The Executive Director Business Services recommended adoption of the ten-year plan and the levy for the Long Term Facilities Maintenance plan. Motion by Culp, seconded by Bettinger to adopt the ten-year plan and the levy for the Long Term Facilities Maintenance plan. Roll Call Vote: Ayes - Culp, Bettinger, Guthmueller, Wilson, Burns, Timm; Nays - None. Motion carried unanimously. 11.2 Levy Referendum Resolution - The Superintendent of Schools recommended adoption of the resolution determining the necessity of approving a new referendum revenue authorization, increasing general education revenue of the School District, issuing general obligation bonds, and calling a special election and referendum thereon. And the following voted against the same: None. say, ‘Let’s go fish.’ Every person I brought out had a positive experience and it helped them.”

Although he came up with the idea for the nonprofit years before it became a reality, he really needed some help to get things started. That is where Eric Anderson came in. “I had been trying to get him to come out (fishing) with me for years and after the fi rst time, he realized how beneficial, therapeutic and peaceful it was and told me he would help me start (the foundation),” Flermoen recalled.

This summer is the fi rst season Freedom Fishing Foundation volunteers have brought veterans out to fish. Flermoen said they typically go out one to three times a week. In addition to picking up a couple of veterans from the Eagle’s Healing Nest in Anoka once a week, the organization has also brought along other veterans who have reached out to the organization through mutual contacts and social media.

Freedom Fishing Foundation will go wherever is convenient for the veteran. They can either meet

the veteran somewhere, or even pick them up. So far, veterans have fished on Forest Lake, Bald Eagle Lake, Rush Lake, Lake George, Prior Lake and Eagle Lake.

The organization also pays for everything, including a fishing license (if needed), a meal, beverages and snacks, and furnishes all of the necessary gear.

Blaine resident Mike Anderson, Eric Anderson’s brother, served on active duty in the Army for 23 years. He recently went on a trip with the foundation on Rush Lake, after his brother convinced him to give it a try.

Even though Mike spent many years in North Carolina and made many visits to Myrtle Beach, he said he didn’t do much fishing. All the moving around with the military made it hard to go, he noted.

“It was a great experience. I would definitely recommend it,” Mike said. “It was a good escape. I knew it would be cool, but I ended up enjoying it a lot more than I thought I would. It wasn’t old-school fishing where you just wait for a bobber to go down; I probably cast 400 to 500 times. It was constant.”

Mike plans to fish again. He’s even considering buying a boat.

In the future, Flermoen hopes to partner with resorts in northern Minnesota, to take veterans on two- to three-day trips. It is also his dream to one day have a fleet of boats around the state, with fishing guides who are all veterans themselves.

“Our goal is to show veterans a day of enjoyment and show them there are healthy ways to enjoy life. We want to get them out of their house, out of their everyday routine that might be hard for them,” Flermoen said. “If some of them are really struggling, hopefully we can show them a healthy hobby. We are not therapists in any way, but in our experiences Mother Nature has been one of the best therapies for us.”
