In honor of National Book Lovers Day, an area business is hosting a fundraiser that will bring both food and book lovers together for one local cause.

Bistro La Roux in Lexington will host Books and Brew from 4-9 p.m. Thursday, Aug. 9. The event is a fundraiser for the Anoka County Library Centennial Library Branch expansion.

“This is a wonderful show of civic support. The community coming together and supporting both the business, library and the Friends of the Library at the same time is a great way to get people talking about books,” said Anoka County Library Executive Director Maggie Snow.

“The kitchen/dining room table is often a place for good conversations that we don’t do often enough, so this is a nice opportunity to gather with friends and family, eat some good food and talk about books.”

Police officers ‘keeping up with the times’

With the recent mass shootings in Dallas, Las Vegas and Florida, there couldn’t be a better time for the Centennial Lakes Police Department (CLPD) to equip its staff with technology to keep them safe in extreme circumstances.

Within the next month, CLPD will deploy 12 rifle-rated ballistic vests from RMA Armament.

“The addition of additional protective equipment is something that we are always looking into.

Clearly with what has been going on in the world as well as in our country, the ability to protect ourselves from the usual munitions we tend to encounter has taken center stage,” said Lt.

Russell Blanck. “We are seeing a lot more incidents as of late involving high-powered rifles, and even if they are not necessarily high powered, they involve projectiles that are more likely than not able to penetrate an officer’s regular vest.”

Currently officers wear an everyday vest as a part of their uniform that is designed to withstand rounds from a handgun. The RMA Armament vests are made for extremely high-velocity weapons, and would only be put on in extreme circumstances, such as an incident with an active shooter.

“When you think about what happened in Dallas and in some of the other cities where higher

powered rifles were used, these would have come in handy,” Blanck said. “Ten years ago, departments would not have thought about deploying this kind of vest because they weren’t facing the kind of weapons we are facing now. Nowadays, this is a reflection of change ... and we are just so grateful that we have this opportunity to enhance the level of protection we afford our officers through this particular program.”

Around a year ago, Circle Pines City Administrator Patrick Antonen mentioned a connection he had to a gentleman who makes these vests.

Rumblings as train moves down the track

CENTERVILLE—Developers, engineers, city staff and adjacent neighbors of the proposed Bay View Villas development once again fi lled Centerville City Council chambers at the July 11 meeting to follow the progress of the project and address concerns.

In the end, the council approved two of the four formal actions needed to move the project forward, voting unanimously (Council Member D. Love absent), to approve the preliminary plat and the Comprehensive Plan amendment for the development.

City Administrator/Engineer Mark Statz said during the July 10 Planning and Zoning Commission (PNZ) meeting, all four actions were discussed, but that only two of the items were ready to be approved with only one day between meetings.

There was no sense in rushing, and no reason that the remaining two documents couldn’t be approved along with the final plat, he said.

“The preliminary plat and Comp Plan amendment will move forward. The PNZ still has support behind project, and I think we’ll have a successful development here,” he said.

The four actions had been

tabled from the June 27 meeting.

Awaiting approval at that time were the preliminary plat, rezoning, conditional use permit (CUP) for a planned unit development (PUD) and a Comprehensive Plan amendment, with conditions as outlined by the city planner and findings of fact, draft CUP and City Code amendment.

Developers Rich DeFoe and Jim Boo propose to construct 18 single-family homes and maintain an existing single-family home on the former Waterworks property at 7265 and 7281 Main St. The property, located along Main Street between Centerville Lake and Peltier Lake and already containing a home, is 7.3 acres in size and is the former site of the Waterworks Beach Club and Grill.

Shore land provisions were a central point in the lengthy discussions at the June 27 meeting and were once again at the July 11 meeting, as were docks, access trails, driveways and right of ways.

Statz said in his update that the developers, engineers and adjoining residents had met and had come to “a nice compromise”. Statz thanked everyone for reaching a common agreement.

Statz added that the developers had a dialog with Anoka County about access points. County officials said

that neither the city nor the developer could force the adjacent residents to abandon their easement.

DeFoe came back to meet with the neighbors and proposed to leave them alone and allow them to continue to use their existing driveways, Statz explained. In the end, it was decided that the developers would build the project driveways to their property line and the neighbors would be responsible for building their own driveways to their property lines. “It’s a win-win - with choices for folks. It was a nice meeting with consensus among the neighbors,” Statz said.

Not so fast, said the LaValle Drive community.

LaValle Drive resident Frank Zimny said he was opposed to the arrangement Statz talked about and asked for further clarification on the maintenance of the city right of way. “I don’t want to maintain it,” he said, referring to a common area on which the monument sign for the development would stand. Couldn’t the Bay View Villas homeowner’s association (HOA) maintain the common area, he wondered.

City Attorney Kurt Glaser said there must be give and take. “The burden is on you and on the HOA,” he told Zimny. “Right now the development is still in the planning phase. We can probably point some of

that in their direction, but it has yet to be worked out in the wash,” he said. “(The maintenance responsibilities) can be put in the CUP. But as it is right now, the homeowner has to take care of it.”

As the LaValle neighbors gathered in the parking lot after the meeting, they said they weren’t as sanguine about the project as they had been after the June 27 meeting. Nearly all of the neighbors assembled in the sultry summer air were not very happy about having to pay any out-ofpocket expenses for their driveways as a result of the development, in which the developers and city would be making money.

The developers have the equipment — why can’t they just rebuild our driveways, some of the neighbors wondered.

Although negotiations were said to be ongoing, one unidentifi ed LaValle Drive resident said he wasn’t hopeful that the neighbors’ wishes would be considered and expected bulldozers to be moving in immediately and construction to begin as early as next week.

“The train’s going down the track with the preliminary plat approval, but it still means there’s more work to do,” Glaser said.

The mountains are calling and I must go

W

herever there are mountains, one particular quote from the famed naturalist John Muir seems to follow.

The line was in a letter to his sister in 1873, providing the perfect catchphrase for endless souvenir T-shirts, mugs and refrigerator magnets. The rest of the quote didn’t seem to be quippy enough for these purposes, but to many it contains a little more meaning than the abbreviated statement. It reads: “The mountains are calling and I must go, and I will work on while I can, studying incessantly.”

It was less a call to escape to Getting the freedom of the mountains, and more a message of devotion in Tune to his work of studying Jackie Bussjaeger and protecting the natural environment.

Like Muir, I will follow the call of the mountains very soon. This August, I will begin classes in the Environmental Studies Master’s program at the University of Montana in Missoula, where I’m sure I will soon come to loathe the words “studying incessantly.”

As a result, I will no longer be the editor of the Forest Lake and St. Croix Valley Lowdown.

Having spent nearly three years working here, it’s a difficult change to make, because I’ve had enough time to become fully enchanted by the communities I’ve had the luck to cover. One of my favorite aspects of this job was the sheer variety and unpredictability of what I might get to see and do and learn on a day-to-day basis.

The opportunities I have had while working for The Lowdown are partially to credit for my pursuit of further education in environmental studies. Washington County has an incredible number of dedicated conservation professionals, in addition to an impressive proportion of citizens who have gone the extra mile to support the health of the natural environment in their communities.

Press Publications has also afforded me the distinguished honor of writing for my hometown newspaper, The White Bear Press.

It has enriched my understanding of my hometown and the interconnected communities around it far beyond what I could have imagined. In particular, the chances to explore F. Scott Fitzgerald’s connection to White Bear Lake; to learn about the history of the Metis people in Forest Lake while the city debated how to best recognize the legacy of Lake Keewahtin; and to interview Walter Mondale about his work to preserve the St. Croix River were priceless.

Although my program has a writing focus, it will be strange to not be a full-time journalist!

I don’t think the impulse to take photos at even the smallest events, “just in case,” will ever subside.

Though I’m stepping away from the position of editor, I hope to contribute freelance articles while I pursue my degree, and I always welcome story ideas from anyone in the community.

I owe a lot to both my talented coworkers (who were also my mentors) and to all of you who ever took the time to tell the most unique and important stories in Forest Lake and the St. Croix Valley.

The mountains are calling and I must go...but you have given me something wonderful to take with me!

Tax relief is about empowering people

That means more tax revenue, more money for roads and schools and more resources to help our most vulnerable citizens. A growing, diverse economy will mean more money for pensions, retirement plans and charitable giving.

We face historic challenges that we can no longer ignore. To overcome these challenges, we must change our tax policy and turn them into opportunities.

The most critical concern is a massive, fast-approaching shift in our demographic landscape. Baby boomers will

drive these changes as they begin retiring at a rate of 10,000 a day. With an aging population and declining fertility rates, our labor force will grow at an “unprecedented” low rate of only .1 percent, according to the state demographer.

The increasing number of retirees will lead to a reduction in income and sales tax revenues.

Most retirees will not pay income tax, and will buy less because they will have less income and will need less. At the same time, many seniors will require more government services such as health care and housing assistance.

Finally, for years Minnesota has been on the losing end of domestic migration. More people have been moving out of Minnesota than have been moving in. According to the state demographer, if not for immigration, Minnesota would be losing population.

A 2016 study by conducted by Twin City Business magazine, in 2014 and 2015 Minnesota lost $2.1 billion in taxable income when residents moved out to other states.

The combination of retiring baby boomers, a shrinking labor force and competition for people to move here will put extreme pressures on our economic vitality. We cannot run from these numbers; as the saying

In May, 2017, the legislature passed, and the Governor signed the fi rst bipartisan tax relief bill in nearly 20 years. It represented the start of a new beginning for our state. Then in December, the President signed the fi rst federal tax relief in 30 years.

Together, both actions helped to strengthen Minnesota’s economy.

The state’s February revenue forecast showed a $500 million improvement from the previous report.

Empowering people, allowing hardworking Minnesotans to innovate and create, will strengthen and improve the lives of every citizen in our state.

From Main Street to the urban core, from farm to city, every Minnesotan can benefit.

The status quo of increasing taxes will not save us and solve these problems. Our state needs tax relief. A new vision is required; economic freedom, a wholesale change in mindset that puts you and your family fi rst, that allows you to create value for you, your family and community.

Making good choices is a constant effort

T

he food deck is stacked against us. I don’t like to present a dismal, dark and foreboding picture, but unless you are proactive, intentional and well versed in good food choices, the nutritional quality of the food that we consume is not great.

These feelings are with me because of a trip I recently took when my efforts to eat well were especially challenged.

Often in summer, schedules are different, and we are out of our normal eating patterns and habits, which presents unique nutritional scenarios. If we stay on track by planning ahead though, and making intentional decisions about what we are eating, it is possible to stay steady with nutritious foods. I’d like to share a couple stories from a recent trip: what I think I did well on, and what I could have done better with and some suggestions should you ďŹ nd yourself in need.

For part of our trip, we stayed in a house with my extended family. It was a blast, and we had some lovely meals that we prepared and ate together.

Given all the people there though, there was a lot of food and beverages to choose from, or to be chosen by.

One night the consensus was to order pizza- albeit really good pizza, I honestly did not want pizza (especially after lunch out at a brew pub). I volunteered to be in charge of a salad to go with the pizza — and a whopper of a salad I made, although it took some time and

required a trip to the store and the nearby farmers market. I intentionally included protein sources for salad toppings, such as tuna and garbanzo beans, so that it could serve as the main meal for those that didn’t want pizza. I was really happy that I made that salad happen; I didn’t have the pizza that night. There was so much salad that when Movers and we packed up our car the next day to drive Shakers across several states to get to our next destinaMegan Baumler tion, I packed up some of the salad and ate it for lunch on the road. Being on vacation is never a reason to forgo efforts towards healthful living, although it can become more challenging. I think of healthful living as being kind to yourself — why be less kind to yourself on vacation?

Another night on this trip, we found ourselves in a very nice hotel that did not have a microwave in the room. The lack of a microwave meant I couldn’t have my oatmeal in the morning (I travel with oats), unless I purchased it elsewhere. We had to purchase meals, morning, noon and night for the several days that we were in this hotel (on top of eating out many meals on the way to our destination, and on the way

home). We did have some nice meals out, but I ended up going to a grocery store and choosing some foods to have in the minifridge at the hotel that could tide us over so that we only had to eat out one meal a day. This worked out well, and I wished I had thought of it the ďŹ rst day. Yogurts for breakfast, and sushi, fruit and vegetables for lunch. My protein bars and nuts ďŹ lled in for snack needs. When we made it back home from our trip, I was happier than I can ever recall to be reunited with my kitchen and have more control over my food choices.

Sometimes though, food appears in my house that I did not bring home or choose and is extremely tempting.

A good approach is to have a plan for when this occurs, rather than passively letting yourself be taken over by aromas and temptation that will be regretted later.

Tonight, we walked in the door after an evening bike ride. While we were gone, my husband had come home and made a frozen pizza. It smelled good, and it looked good. I wasn’t even hungry, but I ate three pieces. I wouldn’t describe the feeling I have as regret, but more of “that wasn’t worth it, I didn’t need that and that was not an intentional choice.� Not to be misunderstood — I purchase frozen pizzas sometimes, and I don’t think there is anything wrong with choosing frozen pizzas on occasion for dinner.

The point is that it was a passive move on my part to let temptation take over when I didn’t even really want the pizza. It was the end of the day, my guard was down, the salty tangy scent of the familiar comfort food appealed to som e reward center in my brain, and it just happened. I’d like to be in more control than that.

The unfortunate fact is that the effort to make good choices almost has to be constant, because we are endlessly bombarded with tempting foods. Over time though, with a plan in place and with lots of practice, we can become better at being in control of our food choices and staying on track with nutritional balance, even in challenging situations.

Let’s work together to make the best choices we can when we are inspired and on track, so that when we are challenged or in unique scenarios, an unintentional setback will not have a large effect or derail all efforts. I approach exercise with the same mentality — when I am able, I get my exercise in, so that when I’m in situations where I’m not able to be active, it is OK. Make room for these scenarios, but also have a plan in place to avoid them. Best wishes to you for your summer travels and healthful living!

The Centennial Lakes Police Department and Cub Scout Pack 432 will host a community bike ride from 6 to 8 p.m.

Thursday, Aug. 9. The ride will start at St. Genevieve Parish Community Center in Centerville and circle around Centerville Lake.

The ride is relatively flat and approximately 5 miles. There will be one stop at the park to play and hydrate. All children are required to wear helmets. The ride will end at Trailside Park to watch the Bald Eagle Waterski Show as a group.

Cougar baseball coach steps down

“It is time for a younger guy to take over,” said Goertzen, explaining that he suffered a stroke in October 2016 and rehabbed “real hard” to be ready for the 2017 season but decided before the 2018 season that it would be his last.

Taking over will be Jake Howells, a top assistant under Goertzen.

Goertzen said he believes the high school program is strong and “Jake is the man to take it to the next level.”

Goertzen was head coach for five years, with a 66-50 record, highlighted by a section runner-up season in 2015.

A special education teacher who’s highlight as a player was being the shortstop on a state tournament team at Kellogg High School, Goertzen has been involved with local baseball for 24 years.

He’s been coach and/or manager of the Legion for 13 years and manager of the VFW for five years.

The current Legion coach is Matt Youngquist, and the VFW coach is Michael Diggins.

“Many life lessons are learned through sports, and I have been blessed to have worked with hundreds of young men in the Centennial community over the past 20-plus years,” said Goertzen.

He hopes to continue to assist the high school team and help with the summer feeder programs.

Centennial baseball town team ‘laid a foundation’

Town-team baseball is a big part of the Minnesota summer sporting scene, although more in the outstate than metro areas. Currently there’s about 290 of these self-supporting adult teams representing communities around the state.

Centennial joined that group this year, probably for the first time.

There’s no “town” called Centennial, of course, but the organizers wanted to provide CHS graduates with a home team should they desire to play beyond their teen years.

“We’ve been talking about this for two or three years,” said Tom Whaley, who founded the team — called Centennial Cougars — along with Joe Czewski. “The Centennial Baseball League’s (CBL) oldest team is U19s and after that our kids had no local option.”

The post-high school Cougars did not take the league by storm in their inaugural season. They came up short all 18 games, capped by losses of 13-3 and 6-3 to Coon Rapids in a Metro Mini League playoff series last week.

“We have a pretty young team; the oldest player is 21 except for one guy who’s 35,” said Whaley. “We’ve only got four college players.

“We didn’t win any games, but the guys have been great. Everybody really bought into what we were doing, which was to lay a foundation for a team, to do something for the community.”

Whaley and Czewski, both in their 50s with sons on the team, are active in the CBL, the association that fosters youth baseball teams, and served as team co-managers. Asked if this is the first time Centennial has fi elded a town team, Whaley said he’s lived here 30 years and never heard of any.

The team had one impressive achievement. With only 13 guys on the roster, virtually everyone showed up every game. It’s common in town-team ball to have players drop out, especially on struggling teams, but this squad could be relied upon.

game,” Whaley said.

The Cougars actually started with 15 players, but lost two brothers from Shoreview early in the season when each was injured playing slow-pitch softball the same day. Both had played on a Shoreview team that folded last year and would have been two of the top players.

The closest the Cougars came to breaking into the win column was the league finale when they were tied with the Anoka Bucs 5-5 but gave up a run in the ninth.

College players on the roster were Colin Lindgren, Blake Haugen and Kyle Hastings, all of Minnesota-Morris and Joe Czewski, of Anoka-Ramsey. Anthony Stoesz played for a club team at Baylor. All are CHS graduates except Lindgren (Elk River).

The main pitchers were Lindgren, Jack Whaley and Stoesz. Jack Gray, who just competed his sophomore year at Totino-Grace, pitched a playoff game. Coming closest to hitting .300 for the season were Whaley and Czewski.

Baseball isn’t free, so each player was charged a fee, which is common now, and the CBL took care of the rest. The home field is Baldwin Park in Circle Pines, otherwise used by the U14 and U15 teams. Baldwin doesn’t have a lot of amenities, but the team plans to work on that for next year, Whaley said, while stressing that there would be a next year.

The town team played pretty much in obscurity this year. The Quad Community Press heard about them late and wasn’t able to find out who to contact and get in touch until the season was over, so, no action photos like we’d normally have. We asked Whaley if they took a team photo.

Nope, it never occurred to them. “So there’s no photographic evidence that we even existed,” he laughed. Again, maybe next year.

Lino Lakes makes nice run in Legion playoffs, fi nishes runner-up

Three shutouts by the pitching staff helped the Lino Lakes Legion baseball team reach the fi nals of its substate tournament last week.

Lino Lakes (the Centennial High School team) lost twice to Tri-City Red (Mounds View) while winning four other games, one of them against the state high school champion, and finished the summer with a 12-12 record.

The champions of the 12 sub-state tournaments comprise the state tournament fi eld.

“The kids made an awesome run at the end,” said coach Matt Youngquist. “The pitching was great. We just made some errors and you can’t do that against good teams. We will have a lot of good players coming back next year.”

Andrew Mathies, who’ll be a senior, pitched a pair of shutouts and delivered several key hits. He batted about .375 for the season, leading the team.

Post 566 was below .500 in the regular season but defeated a good St. Michael-Albertville team in the last league game.

They opened playoffs with a 5-0 conquest of Tri-City Blue (St. Anthony Village) with Zach Streit, a 2018 graduate, hurling that shutout. Mathies helped stake him to a 3-0 lead by ripping a two-run double in the first inning.

The Cougars were edged by Tri-City Red 5-4, getting a good effort from 2018 graduate Casey Lieser in the loss. Mathies smacked a two-run single to help them take a 4-3 lead.

In the sudden-death bracket, Lino Lakes rolled past Chisago Lakes 10-0 with Mathies pitching, and Tri-City Maroon (Irondale) 5-0 with senior-to-be Alex Phillips on the mound.

The semifinals was a matchup of Lino Lakes, which won the 2016 state VFW title (as Centennial), against Stillwater, which won the state Class 4A crown this spring, although neither had the full lineups from the championship teams.

Lino Lakes edged the Ponies 3-2 with Gabe Koenig, senior-to-be, throwing six strong innings and Jackson Waldvogel, junior-to-be, getting the final three outs for the save. All three runs scored in the fi rst, keyed by two doubles, by Casey Trapp leading off, and by Mathies, knocking in two runs.

“That was a great game, and we had no errors in that one,” Youngquist said.

Tri-City Red (TCR), with two chances to beat Lino Lakes once, blanked the Cougars 5-0 with Ty Koehn on the mounds. Streit pitched well for the Cougars.

TCR had a five-run inning helped along by three infield errors.

NEW VEST: Protects officers in extreme circumstances FROM PAGE 1

Antonen met company CEO Blake Waldrop, who was looking for a factory to build the vests in the Quad Cities area. Waldrop ended up buying a building in Centerville, Iowa, that was left vacant after the Iowa National Guard sold the building to the city.

A few weeks ago, Antonen went back to Iowa to visit his family, and picked up a demo vest so the CLPD officers could see it in person and decide if that was the direction they wanted to go, and it was. Blanck said the entire department has had a positive reaction to the new technology.

Sgt. Matt Giese said, “I feel this is going to offer us a much greater level of protection than before and having the support from Patrick and the cities all on board supporting us has been great.”

Waldrop, a former Marine and retired cop, knows all too well what can happen if someone is not

wearing the proper equipment. While deployed to Iraq, a buddy of his was shot while wearing a vest. Although the vest stopped the fi rst shot, it didn’t stop the second shot, and he was killed.

“Concealment will hide you, but it is not going to defeat a round. Cover will hide you and defeat a round.

Our vests, as far as the super highvelocity weapons are concerned, they offer concealment but not the cover aspects,” Blanck explained about the everyday vests. “You can’t be behind and remain safe. It is important to keep up with the times and to continue to invest in safety and that is what we are doing, whether it is these vests, body cameras, optics on rifles ...”

Antonen added, “You hope you don’t ever have to use them, but if we do, the officers are protected.”

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • Officers responded to a three-vehicle crash near Main Street and Lake Drive July 17. One vehicle was towed from the scene and a state crash report was completed. There were no injuries.

• An officer responded to a theft report in the 7400 block of Main Street July 17. A pad used for swimmers to stand on in the lake was taken from a dock.

• An officer stopped a vehicle for expired registration in the 1400 block of I-35W July 18. An adult male was subsequently arrested for driving after cancellation and other drug-related charges.

• A caller reported a theft from vehicle had occurred overnight in the 7100 block of Mourning Dove Road July 19. The case is under investigation.

• A resident requested extra patrol due to speeding vehicles in the 700 block of Main Street July 19.

The request was passed on to patrol to provide extra enforcement in the area.

• Officers responded to a report of juveniles driving a go-kart on the roadway in the 100 block of Morgan Lane July 20. The parents of the juveniles were advised the activity was illegal.

• An officer responded to a residence in the 500 block of Marshan Lane where the gas line was struck by a landscaping crew July 20. Centerpoint Energy was requested, then responded and repaired the line.

• An officer responded to a call of a dog that was hit by a vehicle in the 6500 block of Hodgson Road July 20. The caller was a witness and said the driver who hit the dog did not stop. Officers checked the area but were unable to locate the dog.

• Officers responded to assist the State Patrol on a personal injury crash in the 1700 block of I-35W

July 21. The adult male driver was subsequently arrested by the State Patrol for controlled substance DWI. • An officer responded to a complaint of two door-todoor solicitors without permits in the 6400 block of Hodgson Road July 21. The solicitors were not located.

• Officers responded to a call of a possibly impaired driver in the 1300 block of I-35W July 21. The vehicle was located and the driver was arrested for DWI. • An officer responded to a report of a male soliciting without a permit in the 6600 block of Sioux Lane July 21. Multiple adult males were cited for soliciting without a permit.

• Officers responded to suspicious activity at a business in the 700 block of Aqua Lane July 21 involving several juveniles. The juveniles were advised and parents were notified.

• An officer received a phone call regarding water balloons being thrown out of a moving vehicle in the 1300 block of Main Street July 21. No vehicle or suspect description was available.

An adult male was subsequently sent to jail on gross misdemeanor charges.

• An officer conducted a traffic stop for an equipment violation near North Road and Lexington Avenue in Circle Pines July 20. The vehicle was found to be uninsured and was towed from the scene. The driver was subsequently issued a gross misdemeanor citation.

• Officers took a phone call report of fraud in the 90 block of South Drive in Circle Pines July 20.

• An officer observed a vehicle without a license plate roll through a stop sign in the 8700 block of Naples Street in Lexington July 20. The driver was found to be revoked and was unable to provide proof of insurance. A gross misdemeanor citation was issued.

“We really feel supported by the community and think it’s important that we give back to the community,” said Lori Glover, who owns the business with her husband Tim. “We did a fundraiser for the flooding in Louisiana last year and it went pretty well. This just seemed like a great fit and it was supporting our community.”

Bistro La Roux has agreed to do-

nate a portion of the night’s sales to the cause in addition to allowing customers a space on their checks to make donations. The event will feature a tap takeover, so four of the restaurant’s 16 taps will feature beers from Ale Asylum, a brewery from Madison, Wisconsin.

Every hour during the event, there will also be raffles in which customers can win items such as gift cards to the business, T-shirts, hats, brewery items and some of Chef Tim’s favorite cookbooks.

During Books and Brew, cus-

tomers can try items from a special menu and there will be modified table service, meaning a waiter or waitress will only come to the table to take the order and deliver the food.

“We plan to have some great New Orleans food and to really introduce people who haven’t been in the restaurant before to some of our specialty things,” Lori said. “People think that New Orleans, southern or Cajun food tends to be spicy, but we want to make sure they know it is not. There are some things that are spicier than others, that’s a part of the culture, but we also use a lot of things just for flavor. There are certainly things that the Scandinavian palate will enjoy. So the people that think ketchup is spicy will still find something delicious on our menu.”

The money raised from the event will go toward the library’s new IQ Kitchen, which will feature a demonstration kitchen and maker space elements.

Snow explained the library has reached out to the community to see what they would like to see in the IQ Kitchen. Some of the suggestions included things for cooking as well as sewing machines and a 3-D printer.

“It will be a place for all kinds of

tinkering and experimenting. There will be hands-on opportunities for everybody,” Snow explained. “The IQ Kitchen will be for cooking things in your brain, learning new things and experimenting a bit.”

Snow is grateful for all the support the library has received from the community. She said the Chain of Lakes Rotary recently donated $5,000 from its Chain of Giving event.

“It has been nice to feel that community support and people excited about the possibilities and the learning opportunities it will provide. That has been fun to be a part of,” Snow said.

Lori added, “We are hoping people come, even if it’s just for a short time.

Come and have an appetizer and help support the library and the community.

Try something different and maybe win a prize. We are hoping to fill the place and really get a good crowd so that we can make some money for the library.”

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its July 24 meeting: • Councilman Matt Percy shared that local Boy Scout Troop 65 held a flag retirement ceremony Monday, July 23, at Our Saviors Lutheran Church in Circle Pines, adding it was a great experience for all involved.

• Mayor Dave Bartholomay announced that council members and City Administrator Patrick Antonen would be visiting various neighborhood parties on Night to Unite Aug. 7.

Findings. The City Council fi nds that when outdoor dining or seating facilities are accessory to a restaurant, they shall have regulations for off-street parking based on the additional seating provided by the outdoor area. The development of parking regulations for outdoor dining and seating areas are in the best interests of the city to ensure additional off-street parking will be provided, alleviate or prevent congestion of the public right-of-way and to promote the safety and general welfare of the public.

Section 2. Amendment. Lino Lakes City Code Section 1007.054(2)(h) is hereby amended as follows: (h) When the outdoor dining/seating is accessory to a restaurant, additional off-street parking shall be required, pursuant to the requirements set forth in §1007.044 of this Ordinance, based on the additional seating provided by the outdoor area. (h) Additional Off-Street Parking: 1. For accessory outdoor dining/seating areas that are 500 square feet or less in size, no additional off-street parking spaces shall be required.

2. For accessory outdoor dining/seating areas that are greater than 500 square feet in size, one (1) additional parking space for every 100 square feet of outdoor dining area in excess of the fi rst 500 square feet shall be required.

Section 3. Effective Date. This Ordinance shall be effective from and after its passage and publication according to the Lino Lakes City Charter.

(2) Definitions. The following definitions apply to this section: Commercial Stable. A commercial stable is any structure, barn, or place where the stabling, boarding, training, and feeding of horses takes place.

(3) General Standards. The following standards shall apply to all commercial stables: (a) Commercial stables offering services to the public, and having the facilities to maintain or care for ten (10) or more horses, must have their principal entrance located on a state highway, county road, or city collector street. (b) Commercial stables that offer boarding, training, or other services to the public shall provide sanitary facilities for the public’s use. The sanitary facilities must be constructed in accordance with the state building code, and connected to an individual sewage treatment system or the municipal sanitary sewer system. (c) Adjacent parcels of land under common ownership may be used to determine the maximum number of animal units allowed, if the parcels are operated as a single enterprise. a. In instances where a parcel of land consists of a fraction of an acre, the property size shall be rounded to the nearest whole number to determine the number of animal units allowed. b. Adjacent parcels of land shall not be separated by public right-of-way. (d) Up to double the animal unit density may be allowed subject to an approved facility management and waste handling plan. (e) Buildings housing domestic livestock, including barns, stables, sheds, and similar facilities shall be located no nearer than 100 feet from any inhabited, neighboring dwelling.

Section 6. Effective Date. This Ordinance shall be effective from and after its passage and publication according to the Lino Lakes City Charter.

After a hot and wet start, July settled down to finish a AUGUST, 1 - 7, 2018 somewhat near normal month. This past week, weather has High 81° been very enjoyable with low humidity and cool comfortable Low 61º mornings. This past weekend I participated in my first 50-mile run, Voyager 50-miler from Carlton to Duluth and back. It was %Sun 69% an experience, to say the least. I learned a new love for pickle PCP 1.01” juice. Yes, it does taste gross, but it kept my calf cramps at bay.

I plan to take it easy this August and enjoy the Dog Days that August has to offer.

LINO LAKES CITY COUNCIL MEETING The Lino Lakes City Council took the following action at its July 23 meeting: • Approved the consent agenda, which included expenditures, July 2 work session minutes, July 8 meeting minutes, special event permit and temporary liquor license for Hammerheart Brewery and a resolution declaring intent to reimburse certain expenditures from the proceeds of bonds (2019 Lake Drive trunk utility improvements).

• Appointed Alexander Hallin to the vacant police officer position.

Hallin’s hourly rate of pay will be $25.62 (step 1 of the union wage schedule) and he will start on Aug. 13.

• Approved a resolution denying an application from Dong Mei Qiu for a therapeutic massage business license and individual massage license. Based on the building inspections process (560 Lilac Street) and the background investigation, city staff recommended denial of the licenses.

• Held the second reading for an ordinance amending city code chapter 1007 related to parking regulations for accessory outdoor dining or seating facilities. The fi rst reading was held July 9.

Under the current ordinance, restaurants are required to provide additional parking spaces for accessory outdoor dining or seating facilities. The current ordinance requires 10 spaces for each 1,000 square feet of dining area. With the amendment, no additional parking would be needed if the area is under 500 square feet.

The council adopted the ordinance

and voted to dispense the full reading of the ordinance.

Held the second reading of an ordinance amending city code chapter 1007 related to commercial kennel and commercial stable performance standards. The fi rst reading was held July 9.

City staff received a complaint that a property has more horses than permitted based on the zoning and acreage. The subject site has operated as a horse training and selling facility for the past 20 years and is considered a commercial stable under the zoning ordinance.

The council adopted the ordinance and voted to dispense the full reading of the ordinance.

• Voted 4-1 to approve a resolution ordering the 2018 West Shadow Lake street and utility improvement project, approving plans and specifications and authorizing the ad for bid. Councilwoman Melissa Maher voted no because she didn’t feel the council had been presented enough detail on the plans and specifications, and she had a number of concerns about the project.

“I feel like we really haven’t had any substantive conversations about this in a year. I went back and looked at old minutes and most meetings that I recall were usually a work session with a two- to three-minute conversation ... I do not feel like I have a clear vision of this project at all. I am not at all ready to vote on this, and I just wanted to make that clear to the rest of the council.”

The council will award the construction contract at its Aug. 27 meeting.

• Approved the plans and

specifications and authorized the ad for bid for the 2018 LaMotte area street and utility improvement project. The project was previously bid in April and came in higher than expected. The bids were rejected with the intent of rebidding the project in coordination with the West Shadow Lake project. The council will award the construction contract at its Aug. 27 meeting.

• Approved a resolution authorizing the acquisition of permanent easements for the 2018 trunk water main and trail project. An analysis of the city’s water supply plan identified an area in need of trunk water main improvements.

The proposed improvement project will create a looped water system and includes: the installation of approximately 1,100 feet of 12-inch diameter trunk water main from Marshan Lane to Park Court; and the installation of approximately 330 feet of 12-inch diameter trunk water main from an existing line (from Well No. 6) to Well No. 3.

Construction of the water main and trail improvements requires the acquisition of permanent easements with a total value of $18,850. The overall budget for the project is $466,000. Construction will begin in September with substantial completion Nov. 15 and final completion in May 2019.

With the water main construction along Lake Drive, the city plans to install a 10-foot bituminous trail along the trunk water main corridor from Marshan Lane to Park Court.

The trail extension will complete a connection from Town Center Parkway to Park Court.

In a work session before the regular meeting, the council discussed the Department of Public Safety Quarterly Report (Quarter 2). Here are some highlights: • The average emergency response time for medical calls was 4 minutes and 6 seconds.

• The average nonemergency response time for medical calls was 7 minutes and 8 seconds.

• There were 3,827 case numbers generated, compared to 3,857 in Quarter 1.

• Mutual aid was given seven times, compared to five times in Quarter 1.

Mutual aid was received three times compared to two times in Quarter 1.

• There were 45 Part I offenses (regarded as the most serious such as murder, rape, robbery, burglary and theft) compared to 40 in Quarter 1.

• There were 166 Part II offenses (less serious such as forgery, fraud, vandalism and DUI) compared to 187 in Quarter 1.

• There were 15 Part I arrests and 137 Part II arrests compared to 21 Part I arrests and 160 Part II arrests in Quarter 1.

• There were 16 felony case file submissions compared to 19 submissions in Quarter 1.

The next City Council work session will be at 6 p.m. Monday, Aug. 6, in the Community Room. The next regular meeting will be at 6:30 p.m. Monday, Aug. 13, at City Hall.

On June 27, Chris Litecky, a teacher from the Centennial School District Extended School Year (ESY) program, brought a group of students to Golden Lake in Circle Pines for a little lesson on Minnesota fishing. Litecky partnered with Julie Skochenski, a paraprofessional at Blue Heron Elementary, who is part of Women Anglers of MN. Students used handmade poles, learned to bait hooks, cast their lines and what it means to catch and release. Students were given the opportunity to learn the basics of fishing while making forever memories, all on National Sunglasses Day. Fete des Lacs run and paddle events are hits of festival The Fete des Lacs Kids Run had 56 runners in the 10 and under event, with the youngest being only 3 years old. The event is supported by the staff at Apple Academy Learning Center in Centerville.

The Fete des Lacs 8K and 5K run had 98 participants (32 in the 8K and 66 in the 5K). This year's age range was from 10-80. Ironically, there were 19 runs in the 19 age group and under, with the youngest run at age 8.

The longer course also attracts a few elite runners. This year's 8K event had collegiate runners from the University of Minnesota and St Cloud State. Taking first and second place were Shane Stiebler from the University of Minnestoa, with a time of 26:2 and Cole Stiebler from St. Cloud State at 27:9.

Winning the 8K women’s division was Cindy Lewandowski from Sartell, Minnesota with a time of 38:53. Second place went to Carey Clark, of White Bear Lake, with a time of 43:24.

In the 5 K run the winner of the male division was David Amacher from Centerville with a time of 30:23. In second place was Tim Anderson, of Centerville, with a time of 23:26. Tim’s wife Kayla Anderson won the women’s division in 33:26. Second among the women was Rachel

Cina from Forest Lake with a time of 27:20.

Paddle des Lacs saw 17 “boats” of various description on the lake for the second annual event. Eight canoes from the local Cub Scout Pack also participated in a parent/youth event.

The overall winner was Ole and Noah Mersinger in a tandem sea kayak. The fi rst place canoe was powered by Jeff and William McArdle of Troop 232 in Lino Lakes. The single kayak leader went to Alexa Peterson from Yahoo Adventures, who was there to rent kayaks and assist those in need of a extra help.

City Administrator/Engineer Mark Statz even participated in Paddle des Lacs (and the run) with his wife and two very young children in a canoe.

Paddle des Lacs organizer Pat Branch wanted to thank the Bald Eagle Waterski Show, Anoka County Sheriff's office and volunteers (including: Kevin Admundsen, Michael Giovinazzo and Marsha Marcussen) for the success of the event.

Branch hopes the new event will continue to grow into as big of a tradition as the run.

Tria restaurant welcomes new chef

Jason Cole loved to travel as a corporate chef, but he often traveled 3 to 4 weeks a month and was only home on weekends. As his family grew, he realized it was time to settle down and work locally. “I don’t want to miss time with my kids, my family,” he said.

So he, his wife and their two children moved to Stillwater Township when he learned about an opening at Tria Restaurant and Bar in North Oaks. The restaurant proved to be a great fit for him and he started cooking there just two and a half months ago.

Cole comes to Tria at a time of change. The restaurant’s burgundy furniture was recently replaced by a deep sea blue, and the lighting was adjusted to be more photo-friendly. Gradual changes are also being made to the menu.

“We’re trying to change [our menu] to the way people are eating now,” Cole explains, adding that our food culture has become more health-conscious. Still, Cole emphasized that the flavors and colors to the menu will be “vibrant.” “Lots of cool things are coming our way.”

Growing up, Cole enjoyed cooking with his family.

When he was 15, his brother worked at a restaurant and invited Cole to join him when the restaurant needed more staff.

“Once I got in the kitchen,” he recalled, “I loved the vibe, I loved the people, the energy.” As time progressed, it simply felt right for him to be there. When the time came for him to decide what he wanted to do for the rest of his life, instead of going to college, he went to culinary school.

Cole noted that a lot of people in the food industry say that culinary school is a waste of time. However, Cole learned a lot. He graduated from Le Cordon Bleu in the Twin Cities in 2001 at the top of his class. As he traveled the country with Restaurant Unlimited Co. and then Landry’s Inc., the learning did not stop. He recalled particularly when he was in New Orleans and studied under Susan Spicer, who has received America’s top recognition for Jason Cole chefs, the James Beard Award.

Tria ‘s Chef Over the years, he hasn’t kept all this culinary wisdom to himself. One thing he loves about being a chef is “developing cooks:” mentoring the next generation of chefs. He hopes that any new chef will go on to be great in their own right.

Cole continually emphasizes that running a restaurant is hard work. Yet, the idea of creating a “final reward” the moment he steps into the kitchen encourages him.

He seems to have every intention to carry that mindset through his time at Tria.
