‘Eyesore’ removed from Centerville BY SHANNON GRANHOLM EDITOR

CENTERVILLE—Residents traveling through the Rice Creek Chain of Lakes area will notice the scenery looks a bit different these days, as a building that stood there for decades is now gone. Demolition of the Waterworks Beach Club, which sat vacant for years since closing in the early 2000s, began Wednesday, July 19. The City Council approved its demolition in December 2016, after

public works staff deemed it to be a public hazard. “It was time. It has been an eyesore. The roof was caving in and the walls were bowing. I felt bad for Rich (Rich DeFoe, owner of the property), because people were using it as their own dumping grounds for old appliances,” said Mayor Jeff Paar. “It's been a lot of work, back and forth with him, our administrator, our attorney, his attorney, but all in all I thought we were fair and I thought Rich put in an honest effort. In the long

run I think we all worked together pretty well.” Before Waterworks, the establishment was known as the Twin Lakes Pavilion, which dated back to the 1930s. Former Mayor Tom Wilharber remembers when the Church of St. Genevieve used the Pavilion's fence to hang chickens for its annual chicken dinner. DeFoe purchased the property in the late 1980s and made several improvements. “He reconditioned SEE WATERWORKS, PAGE 10

LINO LAKES — Following numerous meetings, an open house and the receipt of hundreds of responses to a citywide survey, city planning for Lino Lakes’ 2040 Comprehensive Plan is well underway. Cities within the seven-county metropolitan area are required under state law to update their Comp Plan every 10 years. Although the preliminary 2030 plan was approved by the council in 2009, additional discussion, review and revisions took place following the election of 2009 after the Met Council approved a requested deadline extension. The final plan was adopted in 2011. “In order to operate the city efficiently, we have to have an idea of where things are going and what we need to provide. It (Comp Plan) helps landowners identify what they can and can't do on their property and what is planned for their property,” said Community Development Director Michael Grochala. “It allows us to time improvements to correspond with development so that we spend public dollars very prudently, timely and efficiently. It generally gives people an idea of what to expect.” The city kicked off the process in April. “We wanted to get the discussion going about what is important to Lino Lakes, to start talking about issues, strengths, weaknesses, opportunities and threats,” he said. On May 15, city staff discussed the plan with the City Council. Staff members have since spoken to the Planning and Zoning Board and the Economic Development Advisory Committee, and will talk to members of the Environmental Board July 27. The city held an open house on June 22, where more than 40 residents shared their comments and concerns and asked questions. Grochala said, “We tended to get a lot of questions on land use, when a landowner was getting sewer and water, when the city is going to SEE COMP PLAN, PAGE 9
